Abstract
"In this statement, IAB comments on the situation of interns in Germany. From IAB's perspective, the legislator is responsible for balancing out the advantages of 'non-regulated' internships as a job searching device, and the potential disadvantages concerning working conditions for interns, respectively young professionals. However, a small amount of evidence suggests that employers face incentives to not perceive internships in their original sense, as a facilitation of entry into regular employment, but rather as a substitute for regular employment. If these indications were supported by empirical evidence, stricter regulation of internships could reasonably be called for, especially regarding persons holding a vocational or academic degree. Alternatively, anyway, establishments have various other means of facilitating entries to employment, such as fixed-term and temporary employment, or contracting with freelance workers. Further regulation also has its limits, however: Too strong restrictions inhibit the risk of employers retreating from the recruitment of interns. In this respect, internships during and after interns' formal education must surely be distinguished. For internships during education and training, respectively university studies, too strict regulation would be rather harmful." (Author's abstract, IAB-Doku) ((en))
