Rente mit 67 - Zur Beschäftigungslage Älterer

Abstract

"In this statement, the IAB comments on a report by the Federal Government concerning the raise of the retirement age to 67 years, as well as on petitions filed by the Left (Die Linke), Green (Bündnis 90/Die Grünen) and Social Democrat (SPD) parliamentary parties. The Institute therein concentrates on labour-market-related issues in the petitions and does not address legal questions about the pension scheme in the narrow sense, as the IAB does not conduct research in this field.<br> The employment situation of the elderly has improved during the last years. Employment rates have risen and come close to those of medium age groups. The positive trend is partly due to measures of recent labour market and pension policy, which have unequivocally set the course for a longer working life. In this context, the stepwise introduction of retirement at 67 is a comprehensible step towards a longer-term financing of the social security system.<br> As, however, the employment participation of the elderly still lags behind that of other age groups and, in particular, problems in re-integration into the labour market persist, conditions and measures are to be identified by which the increased retirement age can actually be reached out of an employment relationship in a healthy and productive way. The most pervasive of these problems remain to be the employment rates of near-retirement age groups, elderly women, and the elderly with low formal qualification levels."
