Abstract

"Funding of partial retirement by the Federal Employment Agency expired at the end of 2009. The Social Democrat (SPD) parliamentary party intends with its draft bill to prolong this possibility of funding until the end of 2014. However, the bill envisions a limited group of people affected, regarding the re-filling of vacant positions. The proposal by the Left party (Die Linke) envisions a prolongation of funded partial retirement in its original form as of 31st December 2009. Main reasons given for the prolongation of funding are the functioning of partial retirement as a 'bridge' of employment between old and young workers, as well as the problem of coping with the economic crisis. The Institute for Employment Research (IAB) comments on selected aspects of the bill and the proposal, especially on the hitherto design and usage of funded and non-funded partial retirement.<br> In the IAB's opinion, the hitherto funding should not be prolonged, as funded partial retirement is mostly not being used for a gradual transition towards retirement, but assuming the shape of a block model, which virtually equals an early disintegration from the working life. That way, the securing and transfer of subject-matter and establishment-specific knowledge from old to young employees are impossible. In the face of current demographic development, a prolongation of partial retirement in the block model creates adverse incentives. It is not an early exit from employment, but the long-term maintenance of employability that should be promoted. Furthermore, a prolongation of early retirement is not an adequate means of combating the economic crisis." (Author's abstract, IAB-Doku) ((en))
