On the basic income support system for employable individuals, the employment integration of the long-term unemployed, and the design of social security contributions : IAB Statement on the hearing at the German Council of Economic Experts on October 9, 2019

Abstract

"In preparation for the Annual Report 2019/2020 of the German Council of Economic Experts, the IAB was asked to provide its expertise on the following topics: Benefit take-up and work incentives for employable recipients of basic income support ('Arbeitslosengeld II'); an assessment of the expected employment effects of an active labour market policy program aiming to integrate long-term unemployed into employment, with a focus on long-term employment effects and the risk of substitution and 'revolving door' effects; labour supply and employment effects of a reduction in social security contributions for employees in the lower wage bracket.
