Abstract

The project aims to strengthen our research on the persistence and dynamics of so-called chronic unemployment. The latter also covers phases of unemployment that are interrupted by short employment episodes or labour market policy measures. We investigate the employment histories of people who, according to our concept, are chronically unemployed over a period of ten years or longer. We focus on the analysis of individual and institutional factors that lead to the overcoming of chronic unemployment. In addition to the contribution of employment promotion, we examine the type and quality of the employment taken up (full-time/part-time, wages) in order to assess the influence of possible factors on the stabilisation of employment histories across countries. We examine the employment histories of the chronically unemployed s on the basis of comparable administrative data in Germany, Finland and Denmark. Against the background of the country-specific institutional design of labour markets and welfare regimes, we hope to gain insights into the (lacking) mobility of persons with problems of sustainable integration in the labour market.
