Abstract

Since 2003 Training Vouchers are necessary to access Further Vocational Training in Germany. The Project will analyse the redemtion and effects of these vouchers used by unemployed individuals. Region variation in issueing shall be used as an instrument variable. Based on this variation , the effect on the success of participation will be estimated. Furthermore, the project analys the effect of the labour market reform in 2003 by utilising a Regression Discontinuity-Design.
