Outcome of pre-training schemes for the disadvantaged youth

Abstract

School leavers from lower secondary level (with or without certificate) show remarkable difficulties in entering the firm based apprenticeship training. Since decades the Federal Employment Services offer pre training courses to support these young persons interested in a firm based training place but lacking qualifications on the individual level or supply of apprenticeship places. The Federal Employment Services had reorganised this schemes and launched them in 2004. The IAB was asked to conduct the empirical research work and to carry out some specific analyses by itself. Main part of the IAB driven research work is concentrated on the research question: which individual, scheme specific and regional factors do influence the transition from scheme participation to unsubsidised training or employment. For different reasons it is not possible to define an adequate control group, so the analysis is focused on within differences of scheme participation.
