Determinants of motivation for further training among unemployed, especially low-skilled persons

Abstract

This project examines the willingness of unemployed to participate in further training, especially of low-skilled workers. We conducted a CATI survey among jobseekers from the unemployment insurance system (Social Code III) and the means-tested basic income support system for needy recipients (Social Code II). The survey data are combined with administrative data of the FEA. The project’s focus is twofold: First, we analyze individual factors that influence the willingness to participate in further training, i.e. risk tolerance or locus of control, second, we use a so-called factorial survey (also: vignette analysis) to identify characteristics of further training measures that influence the respondents’ willingness to participate in training.
