Long-Term Evaluation of Labour Market Policies in Germany

Abstract
A large number of studies evaluates the measures of active labour market policy in Germany. However, the results are quite diverse making it difficult to draw concrete conclusions for policy makers. So far, one can only speculate about the reasons for the diversity of results. For example, there are large differences between studies with respect to the time period and specific sample studied, the aggregation of programs and the methodology used. This project aims to close this gap by analyzing the determinants of measured program effectiveness within a unified framework. Using data on program participants and comparable non-participants for a period of at least 10 years we systematically investigate various candidate determinants of the measured program effectiveness such as the type, duration and design of the programs, assignment mechanisms, institutional and economics background factors, composition of participants and estimation methods.
