Abstract

This project investigates whether temporary agency employment creates additional jobs or crowds out regular employment. We show that a positive shock to temporary agency employment reduces regular employment but increases overall employment. For instance, a rise in temporary agency employment of 200,000, as observed in boom years like 2006 or 2010, would substitute 100,000 regular jobs, but also leave a net gain of 100,000 jobs.
