Ethics in the development and implementation of AI in public employment services

Abstract
The project investigates how ethical and social principles can be systematically integrated into the development and application of AI technologies in the public sector. Using the public employment service as a case study, it explores how concepts such as intersectionality, explainable AI (XAI), and responsible design can be practically implemented. Among other aspects, the project analyzes discriminatory structures in algorithmic decision-making processes and develops socio-technical design approaches to prevent such biases. The goal is to create a practice-oriented framework for responsible AI in the public sector, thereby contributing to fair, transparent, and trustworthy digital governance.
