considerable number of young people leave school without a school-leaving certificate and are unlikely to be able to obtain a dual vocational training course or another vocational qualification later on. Some do manage to find employment that requires social insurance contributions. However, the question remains whether they will manage to obtain a vocational qualification or whether they will remain on the labour market as unqualified workers.
