Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften?     "Low-skilled workers do not fare well in today's skill intensive economy and their opportunities continue to diminish. Utilizing data from the survey of income and program participation, this paper provides an analysis of the economic returns to business ownership among low-skilled workers and addresses the essential question of whether self-employment is a good option for low-skilled individuals that policymakers might consider encouraging. The analysis reveals substantial differences in the role of self-employment among low-skilled workers across gender and nativity - women and immigrants are shown to be of particular importance from both the perspectives of trends and policy relevance. We find that, although the returns to low-skilled self-employment among men is higher than among women, the analysis shows that wage/salary employment is a more financially rewarding option for most low-skilled workers."     "A growing body of research is making links between diversity and the economic performance of cities and regions. Most of the underlying mechanisms take place within firms, but only a handful of organization-level studies have been conducted. We contribute to this underexplored literature by using a unique sample of 7,600 firms to investigate links among cultural diversity, innovation, entrepreneurship, and sales strategies in London businesses between 2005 and 2007. London is one of the world's major cities, with a rich cultural diversity that is widely seen as a social and economic asset. Our data allowed us to distinguish owner/partner and wider workforce characteristics, identify migrant/minority-headed firms, and differentiate firms along multiple dimensions. The results, which are robust to most challenges, suggest a small but significant 'diversity bonus' for all types of London firms. First, companies with diverse management are more likely to introduce new product innovations than are those with homogeneous 'top teams.' Second, diversity is particularly important for reaching international markets and serving London's cosmopolitan population. Third, migrant status has positive links to entrepreneurship.     "Rund 60.000 der Betriebe in Hessen sind den Migrantenunternehmen zuzuordnen. Mit 73% sind deutlich mehr Männer mit Migrationshintergrund selbständig als Frauen mit 27%. 60% der Betriebe zählen zu den Solo-Selbständigen, nur 12% der Betriebe haben mehr als fünf Mitarbeiter/innen. Im Hinblick auf Aus- und Weiterbildung in hessischen Migrantenunternehmen weisen diese Merkmale auf strukturelle Nachteile hin: Kleinere Betriebe bilden aufgrund finanzieller/ personeller Restriktionen generell weniger aus bzw. weiter. Der hohe Anteil an Kleinstbetrieben unter Migrantenunternehmen wirkt sich negativ auf die betriebliche Aus- und Weiterbildungsbeteiligung aus. Ähnliches gilt für das Betriebsalter: Junge Unternehmen haben keine Ausbildungstradition. Der vergleichsweise niedrige Anteil an Betrieben in den Dienstleistungsbranchen (ein Bereich, der sich durch eine überdurchschnittliche betriebliche Weiterbildungsbeteiligung auszeichnet) weist ebenfalls auf strukturelle Nachteile hin."     "The aim of this paper was to shake up the entrepreneurship ideal by problematizing what seems to have become naturalized, i.e. the ideologized tale of optimism associated with entrepreneurship. We have chosen a particular group of entrepreneurs (one usually and typically excluded in not only popular discourse but also in mainstream entrepreneurship literature), and we have chosen a typical Western society, one that firmly ascribes to neoliberal ideas. We have brought into play Dutch institutional stories with those of female ethnic entrepreneurs to see if these institutions sustain the presupposed view and to find out how these women consequently 'deal' with such presuppositions, and how and at what particular aspects they resist them. Since centre-margin positionalities are central to our investigations we have turned to deconstruction analysis as an inspirational source for our analysis. Our analysis portrays how the centred ideas about entrepreneurship and the positive powers attributed to it do not hold; it demonstrates the incoherence of this centre rather than confirming its position. We have been able to establish that the hegemonic, positive discourse on entrepreneurship in general and with women of ethnic minority origin specifically indeed resonates in these institutions' stories, mostly in its non-reflexivity and ideological prejudices."     "This research focuses on the impact of immigration on entrepreneurship. I find clear evidence that immigration has a significant impact on entrepreneurship. The paper makes three important contributions to the research of both immigration and entrepreneurship. First, it proposes unique empirical evidence using a cross-section analysis in which the country's level of immigrants has a significantly positive effect on its level of entrepreneurship. Second, it adds to the theoretical understanding of the mechanisms and environments that characterize positive immigration effects on entrepreneurship. I suggest that country-specific characteristics - in particular urban, open, competitive and culturally diversified (including open minded for ethnic and gender diversity) - influence significantly the positive effect of immigrants on the country's level of entrepreneurship. Furthermore, these positive effects are magnified as the flow of immigrants grows.     "Die Studie gliedert sich wie folgt: In Kapitel 2 wird der aktuelle Stand der Forschung zu selbständigen Migranten wiedergegeben und es werden bestehende Datenprobleme erläutert, um dem Leser die Lücken in der Forschung deutlich zu machen, die mit Hilfe der erhobenen Daten in großen Teilen geschlossen werden können. Kapitel 3 gibt einen Überblick über migrationstheoretische Ansätze, die einen Erklärungsrahmen für die Entscheidung zur Selbständigkeit von Migranten liefern. Daran anschließend befasst sich Kapitel 4 mit den rechtlichen Regelungen und Sachverhalten, die im AufenthG kodifiziert sind und den Rahmen der Aufnahme einer selbständigen Tätigkeit abstecken. Zudem wird auf die weiteren Möglichkeiten für Drittstaatsangehörige, eine Beschäftigung in Deutschland aufzunehmen, eingegangen. Kapitel 5 gibt einen Überblick über die Konzeption und Durchführung der Befragung und erläutert die Methodik, mit deren Hilfe die Auswertung der eingegangenen Antworten vorgenommen wurde. Hier werden insbesondere die Themenfelder des Fragebogens jeweils kurz vorgestellt. Kapitel 6 beschreibt die Struktur und die sozio-demographischen Merkmale der Grundgesamtheit und der Personen, die geantwortet haben, und vergleicht diese. Darüber hinaus wird die regionale Verteilung der Rückläufe aufgezeigt. In Kapitel 7 werden die individuellen Merkmale der befragten Selbständigen deskriptiv dargestellt. Kapitel 8 gibt Aufschluss über die Unternehmenscharakteristika. Anschließend werden in Kapitel 9 die Push- und Pullfaktoren der Migration sowie Aspekte der Integration in Deutschland behandelt.     "Diese Studie schließt inhaltlich an die - ebenfalls im Auftrag der Abteilung Arbeitsmarktforschung und Berufsinformation des Arbeitsmarktservice Österreich - im Jahr 2006 abgeschlossene Studie 'Entrepreneurship von Personen mit Migrationshintergrund' an.
    Bislang war die Datenlage zu diesem Thema jedoch sehr unbefriedigend, da nur im Rahmen der Volkszählungen Daten zur selbständigen Erwerbstätigkeit von ImmigrantInnen erhoben wurden und die letzten verfügbaren Daten daher aus dem Jahr 2001 stammten. Für eine Einschätzung der Auswirkungen geänderter rechtlicher Rahmenbedingungen seit dem Jahr 2002 und der Effekte des EU-Beitrittes der osteuropäischen Nachbarländer fehlte bislang die Datengrundlage. Insbesondere auf Basis der Daten aus der Probezählung 2006 und der Abgestimmten Erwerbsstatistik 2008 der Statistik Austria bestand nun die Möglichkeit, ein aktuelles Bild der Struktur und des Umfanges der selbständigen Erwerbstätigkeit von ImmigrantInnen zu zeichnen. Folgende Fragestellungen waren daher für diese Studie forschungsleitend:
    - Lassen sich anhand aktuell verfügbarer Daten Veränderungen in Struktur und Umfang der selbständigen Erwerbstätigkeit von ImmigrantInnen festmachen?
    - Welche Faktoren wirken auf die Beschäftigungsstruktur in ethnischen Ökonomien, und können diese Unternehmen verstärkt an die Lehrlingsausbildung herangeführt werden?
    - Gibt es hinsichtlich von Unterstützungsstrukturen für UnternehmerInnen und GründerInnen mit Migrationshintergrund neue Entwicklungen, und zwar sowohl auf österreichischer Ebene als auch auf internationaler Ebene?
    Dazu wurde eine Literaturrecherche durchgeführt, Good-Practice-Beispiele zu Unterstützungsstrukturen auf europäischer Ebene wurden recherchiert, Daten der Probezählung 2006 und der Abgestimmten Erwerbsstatistik 2008 wurden analysiert sowie ExpertInnen aus dem Bereich der Forschung und aus der konkreten Beratungs- und Umsetzungspraxis interviewt."     "The Indian community in the UK is exemplifying an 'ethnic entrepreneurial transition'. Impressive educational credentials, an increasing presence in the professions and diversification into new and emerging sectors are gradually changing the profile of Indian entrepreneurship. This paper reports on the growing convergence of Indian self-employment with white-owned businesses, a trend first noted in 2003. We examine the factors behind this growing harmonisation and identify grounds for qualified optimism. A number of policy implications are also identified, particularly in respect to the quantitative preoccupation of government measures to promote self-employment."     "How far does new migrant enterprise represent a departure from traditional ethnic minority entrepreneurship in the UK? This paper draws on a qualitative survey of 165 new migrants in the UK to address this question. New migrants to the UK are emblematic of 'super-diversity', which some believe heralds a significant departure from previous forms of migration. The extent to which this process has a substantive impact on the kinds of businesses that new migrants run is rarely considered. It is argued that migrant business, 'new' and 'old', is structurally disadvantaged and underpinned by mixed embeddedness.     "Obwohl Migranten häufiger gründen als nicht Zugewanderte stellt sich die Frage, ob im Gründungsprozess Hemmnisse und Probleme auftreten, die in besonderer Weise für Migranten wirksam werden. Dieser Frage ist die Studie mittels einer Analyse der rechtlichen Rahmenbedingungen einerseits und empirischer Analysen auf Basis des Gründerpanels des IfM Bonn andererseits nachgegangen. Zwar sind Migranten und nicht Zugewanderte zumeist von denselben Hemmnissen und Problemen betroffen, spezifische Qualifikationsanforderungen im zulassungspflichtigen Handwerk und in den Freien Berufen betreffen aber ausschließlich Migranten, deren im Ausland erworbene Abschlüsse nicht ohne aufwändiges Verfahren anerkannt werden.     "Recent research suggests that self-employment among immigrants is due to a combination of multiple situational, cultural and institutional factors, all acting together. Using multilevel regression and unique data on the entire population of Sweden for the year 2007, this study attempts to quantify the relative importance for the self-employed of embeddedness in ethnic contexts (country of birth) and regional business and public regulatory frameworks (labour market areas). This information indicates whether the layers under consideration are valid constructs of the surroundings that influence individual self-employment. The results show that 10% (women) and 8% (men) of the total variation in individual differences in selfemployment can be attributed to the country of birth. When labour market areas are included in the analyses, the share of the total variation increases to 14% for women and 12% for men. The results show that the ethnic context and the economic environment play a minor role in understanding individual differences in self-employment levels. The results can have important implications when planning interventions or other actions focusing on self-employment as public measures to promote selfemployment often are based on geographic areas and ethnic contexts."     "This paper investigates empirically the importance of ethnic networks for self-employment decisions of immigrant men. The results confirm that ethnic networks, as conceptualized, are important. Consistent with a 'pulled' effect framework, being surrounded by others from the same country of origin increases the probability of self-employment more so for individuals in groups with higher self-employment intensity than for individuals in groups with low self-employment intensity. Ethnic networks also work in other ways that are consistent with a 'push' factor framework, enhancing the relative choice of self-employment for those with a presumably relative disadvantage in the labor market."     "Self-employment has been stressed as a way for immigrants to enter and improve their situation in the labour market. However, research shows that some people who become self-employed revert to wage employment or unemployment. The purpose of the paper is to study the labour market consequences of temporary self-employment on paid employment among immigrants.
    The paper uses micro-econometric methods to estimate the effect of self-employment, relative to continued wage employment, on earnings and employment opportunities in 2006. The paper also identifies the type of wage earner that temporarily enters self-employment.
    The paper finds that, relative to continued wage employment, self-employment, with few exceptions, does not improve outcomes in the wage sector of immigrants and may in fact be associated with lower earnings and difficulties in returning to paid employment."     "During recent years we have observed that non-western immigrants are overrepresented among the self-employed in Sweden. A reason for this might be the difficulties faced by immigrants in the labour market. The unemployment rate among non-western immigrants in Sweden is higher than among natives with similar human capital characteristics. While this is a well-established result, we do not know much about how self-employed immigrants perform economically compared to their native counterparts. The purpose of this paper is to describe and analyse the incomes of self-employed immigrants and natives in Sweden. We will also discuss possible explanations for the income gap we find. We use Swedish register data for the period 1998 to 2002 and the population studied consists of individuals who have been continuously self-employed during this period. By performing the analysis on this group of self-employed we get a measure of the difference among the long-term self-employed. The outcome of interest is the average income over the period. Income regressions are estimated using both OLS and quantile regressions. We find that self-employed immigrants receive significantly lower incomes than their native counterparts when controlling for individual characteristics, industry and start-up year of the firm. The income gap is larger for non-western immigrants than for western immigrants. Quantile regressions show that the native-immigrant income gap is smaller at the top than at the bottom of the income distribution. Several possible explanations for the native-immigrant income gap are discussed. One possible explanation is that immigrants have a lower reservation wage and accepts staying in business receiving a lower income than comparable natives. Another explanation might be that there is discrimination against self-employed immigrants that will lead to lower incomes.     "In the field of minority entrepreneurship, sociologists and economists have written most of the influential studies, yet these groups typically ask different questions and base their analysis on different assumptions. The literature predictably lacks a single unifying focus and is quite diverse regarding issues explored and methodological approaches employed. Differing approaches and their outcomes are summarized and critically probed in this review. My intent is to illuminate strengths and weaknesses - along with patterns of common findings - in this voluminous literature.
    Minority-owned businesses are collectively reflections of evolving constraints and opportunities operating in broader society. Minorities seeking to create viable business ventures have traditionally faced higher barriers than whites as they sought to exploit market opportunities, raise financing, and penetrate mainstream networks. Entrepreneurial dynamics are clarified by focusing upon specific contexts in which firms are being shaped by prevailing opportunity structures. Progress has been noteworthy overall for minority-owned businesses, in part because barriers impeding their collective development have been gradually declining.
    The dominant methodological approaches and findings of economists and sociologists in the minority entrepreneurship literature are, ultimately, highly complementary. Sociologists have posed bolder questions while economists have paid more attention to pinning down cause-and-effect relationships, yet their findings have been gradually moving towards convergence over the past two decades. It is possible -- and desirable -- that these respective bodies of work may someday merge, creating a minority entrepreneurship scholarly synthesis." (Author's abstract, IAB-Doku) ((en))

    "Der Beitrag untersucht auf Basis von Daten des Sozioökonomischen Panels für Deutschland (SOEP), inwieweit Ausländer in Deutschland durch den Eintritt in die berufliche Selbständigkeit einen überdurchschnittlich hohen Einkommenszuwachs erfahren. Die Untersuchung zeigt, dass ausländische Selbständige höhere Einkommen erzielen als angestellt tätige Ausländer und dass der Zuwachs größer ist als bei Selbständigen deutscher Nationalität. Die Konsequenzen dieser Untersuchungsergebnisse für Gründungspolitik, Integrationspolitik und Gründungslehre werden diskutiert." (Autorenreferat, IAB-Doku)

    Abstract

    "Im Vergleich zu anderen Ländern gibt es in Deutschland wenige Unternehmensgründungen. Das zeigt der 'Global Entrepreneurship Monitor' (GEM) von 2010 und bestätigt damit auch frühere Ergebnisse. Bemerkenswert ist, dass Migranten viel häufiger als Einheimische zur Gründung eines eigenen Unternehmens neigen. Dabei verfügen sie über spezifische Vorteile. So fällt es ihnen tendenziell leicht, ihre Produkte oder Dienstleistungen auch zu exportieren. Zudem gibt es Hinweise, dass sie häufiger als einheimische Gründer entsprechende Rollenvorbilder haben. Es gibt aber auch Anzeichen dafür, dass die Unternehmensgründung bei Migranten oft eine Reaktion auf ihre vergleichsweise schlechten Chancen am Arbeitsmarkt ist." (Autorenreferat, IAB-Doku)

    "We use a unique data of representative migrants and urban local workers in 15 Chinese cities to investigate entrepreneurship and credit constraints under labour market discrimination. We divide self employed into prefer to be self-employed and prefer to have a salaried job but cannot find one; and divide salaried workers into want-to-be entrepreneurs and happy-to-be salaried workers. Over 40 percent of migrant workers are either currently or want-to-be entrepreneurs. Both groups are very similar in terms of risk taking preferences and network size. Want-to-be entrepreneurs however suffer from credit constraints identified by negative financial shocks in the year before. Our back-of-envelope calculation reveals that overcoming the current level of credit constraints may be worth 2% of GDP per year direct earnings increases." (Author's abstract, IAB-Doku) ((en))

    Abstract

    Nach einleitenden Bemerkungen zum Forschungsstand bezüglich 'Immigrant Business' erfolgt eine begriffliche Abgrenzung. Unter einer ethnischen Ökonomie werden die Selbstständigen sowie die Arbeitgeber und deren Beschäftigte aus einer ethnischen Gruppe verstanden. 'Es handelt sich also um jenen Teil der Wirtschaft, der genuin durch Angehörige ethnischer Gruppen bzw. von MigrantInnengruppen entwickelt und geprägt wurde.' Im folgenden geht es um die Rahmenbedingungen und Motive für die Unternehmensgründung von Migranten in Österreich. Hierbei ist das Streben nach Unabhängigkeit das häufigste Motiv. Die Erwartungen an 'Immigrant Entrepreneurship' betreffen u.a. die Schaffung von Arbeitsplätzen, die Diversifizierung des Waren- und Dienstleistungsangebots sowie die Stärkung von wirtschaftlichen Verbindungen in andere Länder. Befürchtete negative Aspekte sind ein hoher Anteil von Unternehmen in der Schattenwirtschaft, eine unbefriedigende Arbeitsplatzqualität sowie die Herausbildung von Parallelgesellschaften. Abschließend erfolgt ein statistischer Überblick über Selbstständige mit Migrationshintergrund in Österreich. (IAB)
