Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? ILO global estimates on international migrant workers: Results and methodology (2018)
Abstract
"This 2nd edition of the global estimates report on migrant workers provides information on the order of magnitude of labour migration. It begins with a presentation of the main results obtained and a description of what is being estimated. It then provides a detailed description and analysis of the global and regional estimates of migrant workers in 2017, with a breakdown by income group, gender and age. The report also describes the sources and methodology used, the nature and quality of the data, as well as the corresponding limitations. Three annexes complement the material presented in the main body of the report.
The report intends to contribute to the 2018 Global Compact for Safe, Orderly and Regular Migration, as well as to achieving the Sustainable Development Goal targets 8.8 and 10.7. Furthermore, the report helps to draw attention to the economic and social issues of labour migration, and facilitates the future development of sound international statistical standards in line with the 2018 International Conference of Labour Statisticians (ICLS) Guidelines concerning Statistics of International Labour Migration." "This paper proposes a novel index of regional skill-relatedness and calculates this measure for all Norwegian labour-market regions. Studies of regional related diversification rely on measures of related variety, which build on the industry classification hierarchy. However, the growing literature identifying similarities in knowledge and competences across industries demonstrates that these classifications fail to identify a great deal of actual skill relatedness, and that measures based on empirical measures of industry relatedness are required. The skill relatedness measure builds on labour mobility flows across industries to develop a relatedness matrix for Norwegian industries. It further uses social network analysis to identify the number of other regional industries to which each industry in a particular region is related. Comparing this measure to the related variety index, the analysis shows that the two measures are highly correlated, but that the regional skill relatedness index is able to identify more of the relatedness across industries. In particular, the related variety index tends to underestimate the level of relatedness in many of Norway's most technologically sophisticated manufacturing regions, whereas these rank highly in the regional skill relatedness index. "From the 1970s to the early 2000s, the United States experienced an epochal wave of low-skilled immigration. Since the Great Recession, however, U.S. borders have become a far less active place when it comes to the net arrival of foreign workers. The number of undocumented immigrants has declined in absolute terms, while the overall population of low-skilled, foreign-born workers has remained stable. We examine how the scale and composition of low-skilled immigration in the United States have evolved over time, and how relative income growth and demographic shifts in the Western Hemisphere have contributed to the recent immigration slowdown. Because major source countries for U.S. immigration are now seeing and will continue to see weak growth of the labor supply relative to the United States, future immigration rates of young, low-skilled workers appear unlikely to rebound, whether or not U.S. immigration policies tighten further." "I examine the effect of immigrant inflows in Europe on natives' individual attitudes towards redistribution and immigration policy over the last decade. Unlike previous studies, I analyze the evolution over time of these two types of attitudes in a joint empirical framework. Using migration data at the NUTS regional level from the European Labor Force Survey and individual attitudes data from the European Social Survey, I exploit variation over time and across regions in the size and composition of immigrant inflows. I address the endogeneity of immigrant inflows by using a shift share instrument and within-country specification. I find evidence coherent with a theoretical model in which individual attitudes depend essentially on how immigration is perceived to affect wages and net welfare benefits. Specifically, I find that, when immigrants tend to compete with natives for jobs (due to having similar skills or occupations), natives prefer policies that support welfare and put restrictions on migration. "Two sharply contrasting accounts exist for the relationships between welfare generosity and immigrant social rights. The dualization hypothesis argues that due to fiscal pressures and welfare chauvinism, generous welfare states are more likely to exclude immigrants from access to welfare benefits. The generosity hypothesis argues that on the contrary, in generous welfare states, an immigrant will be granted greater access to benefits for material, institutional and cultural reasons. Using newly collected data from the Immigration Policies in Comparison (IMPIC) project that covers 18 Organisation for Economic Co-operation and Development (OECD) states over 30?years (1980 - 2010) the two hypotheses are tested using pooled time series analyses. Both a composite index of welfare generosity and social welfare expenditures are used as explanatory variables. Furthermore, the analyses include a number of controls from the welfare state literature, as well as a measure for overall immigration policy restrictiveness. The results broadly support the generosity hypothesis. By contrast, the analyses yield no support for the dualization hypothesis. The index of welfare generosity is positively and significantly associated with immigrant access to benefits, while social welfare expenditures are positively signed but not significant. A number of sensitivity analyses confirm the robustness of the results. Ultimately, this study demonstrates that generous welfare states are more likely to grant immigrants access to welfare benefits, and less generous welfare states are more likely to exclude immigrants from access." "There is wide concern that migration flows may undermine the financial viability of generous welfare arrangements. The discussion focuses on welfare arrangements as attractors of migrants, suggesting that the issue does not pertain to migrant workers. However, this overlooks how welfare arrangements affect return-migration in case of social events like job loss. Importantly, migrants are shown to be self-selected in a way affecting both migration and return-migration. Two migration regimes prevail. In one, with relatively low benefits, unemployed workers return, while in the other some stay. "Eine Vielzahl von Studien kommt zum Ergebnis, dass Migranten anteilig deutlich häufiger Sozialleistungen beziehen als Einheimische, was häufig damit erklärt wird, dass Einwanderer ein höheres Risiko aufweisen, bedürftig zu sein. Wir untersuchen in diesem Papier, ob Migranten und Einheimische, die einen grundsätzlichen Anspruch auf Leistungen der Grundsicherung aufweisen, diesen Anspruch in unterschiedlichem Maße realisieren. Unser empirischer Ansatz besteht darin, (i) den Anspruch auf Leistungen der Grundsicherung mit Hilfe eines Mikrosimulationsmodells (IAB-STSM) zu simulieren. Datenbasis des Modells ist das Sozio-oekonomische Panel (SOEP). Auf der Anspruchssimulation aufbauend, (ii) schätzen wir Probit-Modelle des beobachteten Leistungsbezugs für die Gruppe der als anspruchsberechtigt simulierten Haushalte. Unsere Simulationsergebnisse zeigen, dass sich die Quoten der Nicht-Inanspruchnahme nicht signifikant zwischen Migranten und Einheimischen unterscheiden. Darüber hinaus ist das Ergebnis unserer Probit-Modelle, dass auch unter Kontrolle beobachteter und unbeobachteter Haushaltscharakteristika kein Unterschied im Inanspruchnahmeverhalten zwischen Migranten und Einheimischen beobachtet werden kann." "Im Kontext von Migrationsbewegungen hat sich in Deutschland eine zunehmend religiös-plurale Gesellschaft entwickelt. Nach dem Christentum ist der Islam die zweitgrößte Religion in Deutschland, wenn auch mit deutlichem Abstand. Gleichzeitig stehen Muslime bei der Thematisierung integrationsrelevanter Fragen - auch der Arbeitsmarktintegration - oftmals im Fokus öffentlicher Diskussionen. Wissenschaftliche Studien zeigen, dass Angehörige religiöser Minderheiten gegenüber der Mehrheitsbevölkerung teils signifikant verschieden in den Arbeitsmarkt integriert sind. Jedoch wird direkte bzw. indirekte Diskriminierung nicht immer allein auf die Zugehörigkeit zu einer Religion wahrgenommen, sondern oftmals in Bezug auf mehrere Merkmale, wie die ethnische Herkunft, den sozialen Status und das Bildungsniveau. Um die Rolle von Diversity auf dem Arbeitsmarkt zu analysieren, werden im vorliegenden Beitrag Regelungen der Berufstätigkeit in einer religiös-pluralen Gesellschaft erläutert sowie die Unterschiede beim Arbeitsmarktzugang aus soziologischer Perspektive beleuchtet. "We study the reasons for differences in welfare benefit receipt between immigrants and natives in 16 EU countries using Oaxaca-Blinder decompositions of a Heckman model. Differences in welfare benefit receipt diminish or disappear altogether after controlling for differences in characteristics of the two groups. The largest part of this is explained by differences in benefit take-up rather than benefit levels conditional on benefit receipt. The characteristics contributing most to native - immigrant welfare wedges in contributory benefits are differences in age. For non-contributory benefits, differences in household size and composition are most important. Overall results thus suggest a limited capability of selective immigration policies to reduce welfare benefit receipt among immigrants." "In recent years, several international-comparative studies have analyzed the relationship between migration and native populations' decreasing support for redistributive policies. However, these studies use cross-sectional designs and aggregate the number of foreign-born residents at the national level. Both aspects are theoretically and methodologically problematic. We address these shortcomings by investigating cross-sectional as well as longitudinal effects in the case of Germany, using a combination of individual- and regional-level data for several time points from 1994 to 2010. Our results suggest that native-born populations become more reluctant to support welfare programs when the proportion of foreigners at the regional level increases. This effect is particularly strong in the initial phase of immigration, and it is further moderated by the economic context: the higher the unemployment rate, the more negative is the effect of foreigners on natives' attitude toward providing welfare." Abstract
Zur Beantwortung der Frage, welche Rolle die Migration für die Arbeitswelt und Gesellschaft der Zukunft spielen wird, entwickelt der Autor einführend zehn Thesen. Er stellt fest, dass ohne Zuwanderung das Erwerbspersonenpotenzial in Deutschland bis zum Jahr 2050 um gut ein Drittel zurückgehen wird. Zuwanderung kann die mit dem demografischen Wandel verbundenen Probleme der Finanzierung des Sozialstaats erheblich mildern. Die langfristigen Effekte der Zuwanderung für die Finanzen der öffentlichen Haushalte und Sozialversicherung hängen von der Qualifikation und beruflichen Integration künftiger Zuwanderer und ihrer Nachkommen ab. Vor diesem Hintergrund stellt der Autor im folgenden Absatz Forderungen an die Migrations- und Integrationspolitik. Diese soll die Zuwanderung qualifizierter Arbeitskräfte unterstützen, die länderübergreifende Arbeitsvermittlung stärken, die Sprachkompetenz der Einwanderer fördern und die Anerkennung von Ausbildungsabschlüssen erleichtern. "This article discusses the discursive framing of displacement and legitimacy for Roma migrants living in Germany to explore distinctions between 'economic' and 'forced' migration. Despite efforts towards their inclusion at the EU level, there has been an escalation in anti-Roma sentiment across Europe simultaneous with increased transnational mobility. Based on media analysis and ethnographic research spanning 2011 to 2013, the inconsistencies and ironies associated with distinctions between voluntary and forced migration - and the consequences of this distinction for experiences in a host country - are illustrated using three cases. These highlight the range of reactions to Roma as 'poverty migrants' (with its a priori assumption about welfare needs) to 'bogus' or illegitimate refugees, even when fleeing desperate circumstances. These framings, and the inconsistencies they inherently entail, highlight investment in European identity and citizenship as migrants are defined, categorized, and managed by states seeking to curtail population movements deemed problematic." "Die Debatte um die Vor- und Nachteile der Freizügigkeit in der Europäischen Union wird in Deutschland häufig unter dem Gesichtspunkt von 'Sozialtourismus' und dadurch bedingter Belastungen der sozialen Sicherungssysteme geführt. Allerdings sieht das deutsche Sozialrecht im Bereich des SGB II - der Grundsicherung für Arbeitsuchende - unter bestimmten Bedingungen einen Ausschluss von EU-Bürgern von den Leistungen vor. Ob dieser Ausschluss europarechtlich wie verfassungsrechtlich zulässig ist, ist hoch umstritten. Der Beitrag widmet sich dieser Problematik. Er weist darauf hin, dass sich Deutschland durch Unterzeichnung der europäischen Verträge und internationaler Abkommen zur Solidarität auch gegenüber Migranten verpflichtet hat. Einschränkungen von Menschenrechten wie dem Recht auf soziale Sicherung stehen unter erheblichem Rechtfertigungszwang und stellen bisher im deutschen Recht auch eine Ausnahme dar. Der Konflikt um die Verweigerung von Leistungen des SGB II verweist zudem auf Inkonsistenzen im deutschen Recht, resultierend aus dem Doppelcharakter des SGB II - Grundsicherung und Arbeitsförderung - wie aktuelle Entscheidungen des Europäischen Gerichtshofs zeigen." "This article examines immigrant poverty across three institutionally distinct European states: Germany, Sweden, and the United Kingdom. Focusing on 33 immigrant groups and controlling for sending country in addition to human capital and family characteristics, the analysis explores host country variation in (1) immigrant/native-born poverty gaps and (2) the underlying poverty levels at which these gaps occur. Findings reveal the largest poverty gaps in Sweden and demonstrate that this is due to immigrants' comparatively severe labor market disadvantages. However, underlying poverty levels are also lowest in Sweden because of a two-pronged policy strategy of enabling work (particularly among women, immigrant and native-born alike) and reducing poverty through income support. Thus, immigrants in Sweden live at lower levels of poverty than their immigrant counterparts elsewhere, despite facing higher levels of inequality vis-à-vis native-born Swedes. Abstract
"An oft-heard concern about the sustainability of the welfare state is that generous social welfare provisions serve as an important pull factor in immigrants' consideration of their preferred country of destination. With their accumulated social risks, immigrants are averagely more likely to claim welfare benefits, suggesting that generous provisions reinforce migration flows, and that migrants benefit more from welfare than they contribute to it. Yet, little is known about what immigrants actually think about government support to ensure a reasonable standard of living. To study immigrants' ideas about the welfare state, we analyse the 2008 'Welfare Attitudes' module of the European Social Survey. Our analysis shows that, although immigrants have somewhat stronger pro-welfare opinions than non-immigrants, these are largely explained by their more disadvantaged position in society and their more depressed opinions of the social malaise taking place in their receptive society. Furthermore, much to our surprise, we find that immigrants' views on welfare closely follow those of the non-migrant population of the country they are living in, suggesting strong social integration at the opinion level." Abstract
"Vor dem Hintergrund der anhaltenden gesellschaftlichen Kontroversen um Deutschland als Zuwanderungsland und Integrationsschwierigkeiten in der Bevölkerung mit Migrationshintergrund hat die Bertelsmann Stiftung, Gütersloh, das Zentrum für Europäische Wirtschaftsforschung (ZEW), Mannheim, damit beauftragt, den Beitrag der Zuwanderung zum deutschen Staatshaushalt zu quantifizieren. Unsere Untersuchung behandelt zwei Fragenkomplexe, die sich auf unterschiedliche Personenkreise beziehen und deshalb im Hinblick auf die zuwanderungspolitische Debatte klar voneinander getrennt werden sollten:
- Der erste Fragenkomplex fokussiert die heute in Deutschland lebenden Ausländer: Nimmt diese Bevölkerungsgruppe, in der sich die Wanderungsgeschichte der letzten Jahrzehnte spiegelt, mehr öffentliche Sozialleistungen in Anspruch, als sie an Steuern und Beiträgen zur Finanzierung der öffentlichen Haushalte beiträgt? Wie verhält es sich mit ihren Nachkommen? Und welche Bedeutung hat Integrationspolitik für die fiskalische Bilanz der ausländischen Wohnbevölkerung?
- Der zweite Fragenkomplex richtet sich auf die potenziellen fiskalischen Erträge künftiger Zuwanderung nach Deutschland: Welchen Beitrag kann Migration leisten, um die öffentlichen Haushalte, die infolge des demografischen Wandels unter Druck geraten, zu stabilisieren? Und welche Bedeutung hat eine gezielte Steuerung ökonomisch motivierter Zuwanderung für die Sicherung nachhaltiger Staatsfinanzen?
Zur Beantwortung dieser Fragen schätzen wir im ersten Schritt auf Basis aktueller Mikrodaten die durchschnittlichen Werte der pro Kopf gezahlten Steuern und Sozialversicherungsbeiträge sowie in Anspruch genommenen Sozialleistungen in Abhängigkeit von Alter, Nationalität und Qualifikation. Diese laufenden Werte werden danach mit den Methoden der Generationenbilanzierung in Abhängigkeit von der demografischen Entwicklung und den zur Wahrung der langfristigen Tragfähigkeit der öffentlichen Finanzen notwendigen Konsolidierungsmaßnahmen in die Zukunft fortgeschrieben."
