Niedriglohnarbeitsmarkt

Real wages, amenities and the adjustment of working hours across local labour markets (2019)

Schlüter, Teresa (2019): Real wages, amenities and the adjustment of working hours across local labour markets. In: Papers in regional science, Jg. 98, H. 3, S. 1291-1316. DOI:10.1111/pirs.12413

    Abstract

"High prices that are not offset by equally high incomes are often seen as an affordability problem. To get by, poorer workers in these areas might have to work longer hours. Alternatively, lower real wages might indicate a more desirable place to live and induce high-income people to trade off cash for leisure time. Both interpretations suggest a link between real wages and an individual's labour supply choice. Using panel data, I observe how working hours change, when workers move place. I find that working hours increase by 0.42% for a 10% decrease of local real wage. The effect is stronger for low-skilled workers at the bottom of the wage distribution, indicating an affordability mechanism that might further exacerbate inequality." Abstract

(Autorenreferat, © Springer-Verlag)

Is there only one way out of in-work poverty?: Difference by gender and race in the US (2019)

    Abstract

"The persistency of in-work poverty during the last decades challenges the idea that employment is sufficient to escape poverty. Research has focused on the risk factors associated with in-work poverty, but scholars know little about individuals' experiences after exiting it. The Sequence Analysis Multistate Model procedure is applied to three high-quality longitudinal data sources (NLSY79, NLSY97, and PSID) to establish a typology of employment pathways out of in-work poverty and estimate how gender and race are associated with each pathway. We identify five distinct pathways characterized by varying degrees of labor market attachment, economic vulnerability, and volatility. White men are most likely exit in-work poverty into stable employment outside of poverty, while Black men and women likely remain vulnerable and at-risk of social exclusion as well as recurrent spells of in-work poverty. Gender and race differences persist even after controlling for labor market related characteristics and family demographic behavior." (Author's abstract, IAB-Doku) ((en))

The regional effects of a national minimum wage (2018)

    Abstract

"We estimate the spatially differential effects of a nationally uniform minimum wage that was introduced in Germany in 2015. To this end, we use a micro data set covering the universe of employed and unemployed individuals in Germany from 2011 to 2016 and a difference-indifferences based identification strategy that controls for heterogeneity in pre-treatment outcome trends. We find that the policy led to spatial wage convergence, in particular in the left tail of the distribution, without reducing relative employment in low-wage regions within the first two years." Abstract

(Autorenreferat, © Springer-Verlag)

    Abstract

"This paper provides a normative justification for the use of a minimum wage as a redistributive tool in a competitive labor market. We show that a government interested in improving the wellbeing of the deserving poor, while being less concerned with their undeserving counterparts, can use a minimum wage to enhance the efficiency of the tax-and-transfer system in attaining this goal." Abstract

(Autorenreferat, IAB-Doku)

Poverty trends in Germany and Great Britain: the impact of changes in labour markets, families, and social policy (2018)

    Abstract

"Jan Brülle shows how poverty risks in Germany between 1992 and 2012 increased concentrated on those with low educational levels, in lower occupational positions, and with precarious employment careers, as the country's welfare state failed to adapt to widening inequalities in households' market incomes. Contrasting the German experience with Great Britain, where social transfers to low-income families in concert with favourable labour market conditions helped to reduce poverty between 1992 and the global financial crisis, he presents the most comprehensive comparative study on poverty trends in these two countries to date. Moving beyond a cross-sectional perspective on poverty, the author analyses why it became not only more frequent in Germany, but also more persistent in individual life-courses, and why faster exits have driven the decline in poverty in Great Britain." Abstract

"The much-heralded anti-poverty strategy of asset-building has been adopted by many countries across the world. Asset-building programmes are designed to help low-income families achieve long-term financial stability through savings and asset accumulation. This article offers a comprehensive and critical review of the current state of theory and research on asset-building programmes, with an emphasis on Individual Development Accounts (IDAs) in the United States. Studies of IDAs have involved quantitative evaluations of the programme, focusing on three key topics: the programme's effects on clients' savings behaviour, its effects on clients' outlook on life, and its long-term impact. On the basis of a careful review of these findings, it is argued that the claim that IDA programmes and asset-building in general have the potential to reduce poverty is overrated and premature. The article builds on theoretical insights regarding the nature of neoliberalism to make sense of the picture portrayed in the research literature." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Unconditional basic income, or a public-sector job guarantee, are usually discussed as alternative policies, though the first does not provide the benefits of an earned income and a good job to the 'precariat' and under-employed, while the second fails to assist unpaid home carers and self-employed people. Furthermore, a job guarantee alone cannot support those who are unable or unwilling to work. We argue here that the only cost-effective policy for comprehensive welfare is a combination of modest basic income with a job offer by local authorities at less than the minimum wage." Rising in-work poverty in times of activation: changes in the distributive performance of institutions over three decades, Germany 1984-2013 (2018)

    Abstract

"In-work poverty contradicts the belief that a job should provide a decent standard of living. Nevertheless, the share of working poor in most European countries has risen. Studies show that the development of in-work poverty is attributable to changes in the distributive performance of the labour market, households and the welfare state, as measured by their ability to prevent people from falling below the poverty line. However, such studies have been limited to standard employment and did not address activation, i.e., welfare state transformation through deregulation, recommodification, and social investment. Taking the case of Germany, I analyse changes in the distributive performance of institutions within the context of activation policies (Hartz reforms) for employees that differ in work duration and intensity. Based on descriptive trend analysis of data from the German Socio-Economic Panel, I retrace the process of income distribution and look at how institutional changes have contributed to the development of in-work poverty. I find that an increase of in-work poverty can be attributed to a decrease of the distributive performance of the labour market after the implementation of the Hartz reforms; that individuals in non-standard employment were more affected than people in standard-employment, and that increases in the performance of households and the welfare state do not absorb this development. Activation has shifted responsibility from the labour market to the other distributive institutions." (Author's abstract, © Springer-Verlag) ((en))

Low income dynamics among ethnic minorities in Great Britain (2018)

Hernandez, Victor Perez, Ricky Kanabar & Alita Nandi (2018): Low income dynamics among ethnic minorities in Great Britain. (ISER working paper 2018-06), Colchester, 55 S.

    Abstract

"Using data from Understanding Society, and robust estimation methods we find that Pakistani and Bangladeshi groups have the highest poverty entry rates (23-26%), followed by Indian, black Caribbean and black African groups (9-11%) and the white majority (6%). Indians and Pakistani's have the highest poverty persistence rates (66%), white majority the lowest (52%), the remaining groups around 55%. We find consider- able within group heterogeneity: for most groups, education of the head of household (HoH) and household employment rate reduces poverty entry risk, while the presence of children increases it (education does not matter for black African and Bangladeshi groups and presence of children for Bangladeshi, black Caribbean and black African groups). We also find that living in London reduces the risk of poverty entry for Indians and white majority while ill-health of the HoH increases the poverty entry risk for white majority. The only factor that affects the risk of poverty persistence is household type although the type of household that matters varies across ethnic group. We also show that simple models which ignore initial poverty status and non-random attrition in estimating poverty persistence and poverty entry, underestimate (overestimate) the magnitude of poverty persistence for the Indian (black African) groups. Finally, we find scarring effects of experiencing poverty for black African and white majority groups." (Author's abstract, IAB-Doku) ((en))

Moving in and out of in-work poverty in the UK: an analysis of transitions, trajectories and trigger events (2018)

    Abstract

"There is growing concern about the problem of in-work poverty in the UK. Despite this, the literature on in-work poverty remains small in comparison with that on low pay and, in particular, we know relatively little about how people move in and out of in-work poverty. This paper presents an analysis of in-work poverty transitions in the UK, and extends the literature in this field in a number of identified ways. The paper finds that in-work poverty is more transitory than poverty amongst working-age adults more generally, and that the number of workers in the household is a particularly strong predictor of in-work poverty transitions. For most, in-work poverty is a temporary phenomenon, and most exits are by exiting poverty while remaining in work. However, our study finds that respondents who experience in-work poverty are three times more likely than non-poor workers to become workless, while one-quarter of respondents in workless, poor families who gained work entered in-work poverty. These findings demonstrate the limits to which work provides a route out of poverty, and points to the importance of trying to support positive transitions while minimising negative shocks faced by working poor families." How will higher minimum wages affect family life and children's well-being? (2018)

    Abstract

"In recent years, new national and regional minimum wage laws have been passed in the United States and other countries. The laws assume that benefits flow not only to workers but also to their children. Adolescent workers will most likely be affected directly given their concentration in low-paying jobs, but younger children may be affected indirectly by changes in parents' work conditions, family income, and the quality of nonparental child care. Research on minimum wages suggests modest and mixed economic effects: Decreases in employment can offset, partly or fully, wage increases, and modest reductions in poverty rates may fade over time. Few studies have examined the effects of minimum wage increases on the well-being of families, adults, and children. In this article, we use theoretical frameworks and empirical evidence concerning the effects on children of parental work and family income to suggest hypotheses about the effects of minimum wage increases on family life and children's well-being." The 'living wage' and low income: Can adequate pay contribute to adequate family living standards? (2018)

    Abstract

"The success of the contemporary 'living wage' movement has been highlighted by the UK government's decision to increase the statutory minimum wage for over-25s sharply, in the name of improving living standards. This breaks with neoliberal reluctance to intervene in labour markets, yet raises difficult issues centring around whether minimum hourly pay rates are suited to promoting adequate household incomes. At worst, 'living wages' could distract from other policies with this objective. This article acknowledges recent critiques of the living wage as an anti-poverty measure, but demonstrates that, in combination with other policies, wage floors can play a crucial role. It shows that low pay and inadequate working incomes overlap substantially. The article argues that governments promising that work will deliver adequate living standards need a clearer narrative in which pay, public transfers/subsidies and sufficient levels of employment combine to deliver minimum acceptable living standards for working families."

    Zitatform

Häfele, Eva (2018): Prekarität und Erwerbsarmut im Fokus. Entwicklungen in Vorarlberg von 2008 bis 2018. Feldkirch, 144 S.

    Abstract

(Textauszug, IAB-Doku)

    Abstract

Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"We examine whether the recent expansions in Medicaid from the Affordable Care Act reduced 'employment lock' among childless adults who were previously ineligible for public coverage. We compare employment in states that chose to expand Medicaid versus those that chose not to expand, before and after implementation. We find that although the expansion increased Medicaid coverage by 3.0 percentage points among childless adults, there was no significant impact on employment."
