    Abstract

    "Asylum recognition rates in advanced democracies differ not only across states but also vary within them, translating into fluctuating individual chances to obtain protection. Existing studies on the determinants of these regional inequities typically rely on aggregate data. Utilizing a German refugee survey and leveraging a quasi-natural experiment arising from state-based allocation rules tied to national dispersal policies, we test two explanations for the perplexing regional differences. Drawing on principal–agent models of administrative decision-making, we test whether asylum decision-makers consciously or unconsciously comply with regional political preferences between 2015 and 2017 in Germany, one of the major European destination countries for refugee migration. We furthermore explore whether such biased decision-making amplifies in times of organizational stress as suggested by the statistical discrimination theory. Using mixed-effects logistic regressions, our analyses confirm a lower approval probability in regions with more immigration-averse residents or governments. We cannot confirm, however, that this association is mediated by high workloads or large knowledge gaps. Our results thus suggest that regional political biases affect the individual chance of asylum-seekers to obtain protection irrespective of temporal administrative conditions."     "Der Begriff der Asyllotterie beschreibt die für den Rechtsstaat bedenkliche Tendenz, dass die Schutzquoten für Asylsuchende regional und zeitlich stark variieren. Doch mit den verwendeten Aggregatdaten für einzelne Bundesländer lässt sich nicht belegen, dass sich die Erfolgsaussichten für Geflüchtete mit einem ähnlich glaubwürdigen Gesuch und vergleichbarem Hintergrund systematisch unterscheiden. Eine Auswertung der IAB-BAMF-SOEP–Flüchtlingsbefragung geht nun über die Makrobefunde der bisherigen Literatur hinaus und zeigt, dass außerrechtliche Faktoren wie die Immigrationsskepsis in einer Region die individuelle Chance, Schutz zu erhalten, maßgeblich mitbestimmen. Sie weist auch nach, dass muslimische Asylsuchende und Männer mit ihren Gesuchen beim Bundesamt für Migration und Flüchtlinge systematisch geringere Erfolgsaussichten haben."     Abstract

    "Roughly a decade ago, the entry and admission of refugees has prominently returned to the political agendas in Europe. With that, researchers and policy-makers have shown increasing interest in factors that determine the participation of refugees in receiving societies, labor markets and education systems. The analyses in this paper address the conflicting views in sociology of migration on whether premigration capital benefits refugees after arrival or whether it erodes with refugee migration. On the one hand, social and economic capital is accumulated over the life course and is expected to benefit the individual also after the migration process. On the other hand, fleeing to another country represents a pivotal break with the power to eliminate advantages of pre-migration capital. This paper uses sequence analysis combined with cluster analysis to identify typical integration trajectories of refugee women and men in Germany and explores whether these trajectories vary with pre-migration socioeconomic resources. Importantly, I also account for characteristics of the individual refugee journeys in shaping post-migration biographies, to the extent that the data allows. I rely on a rich set of survey data combined with administrative employment data. Given that individual factors and migration experiences may play out differently for refugee women and men, the analyses are run separately by gender. The results imply that social and economic capital does not completely erode over the migration process. Men, however, have an easier time to capitalize on their pre-migration skills in terms of entering paid labor. More educated women are instead overrepresented in education-intense biographies. Furthermore, longer and riskier journeys are associated with lower participation profiles after arrival, at least for refugee men. Overall, the study illustrates the need to further disentangle how refugee migration processes and selection patterns shape subsequent integration trajectories." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "An ample scholarly literature on voluntary migration has shown that migration is a highly selective process, resulting in migrant populations that often differ significantly from their respective population of origin in terms of their socio-demographic characteristics. The literature attributes these differences to either migrants' active choice and agency in the migration decision (i.e., self-selection), or to selectively applied external constraints. Although the socio-demographic make-up of forced migrant populations has received significant attention in public discourses in receiving countries such as Germany and Turkey, the literature on migrant selection largely focuses on voluntary migration and self-selection mechanisms. As a result, the selection mechanisms of forcibly displaced persons are less well-understood. Particularly in the context of forced migration, the conditions for migration fluctuate heavily within a relatively short time span, e.g., regarding immigration policies and border controls. In this study we contribute to that literature by exploring the changing conditions under which Syrians sought international humanitarian protection between 2013 and 2017 and linking them to the selection outcomes in three major receiving countries: Lebanon, Turkey, and Germany. Based on novel household survey data, we compare age, gender, socio-economic background, and family context of the Syrian populations in Lebanon, Turkey, and Germany by arrival cohort (2013–2017). In a narrative approach, we combinethe cohort analysis of Syrians in Lebanon, Turkey, and Germany with contextual analyses of the (changing) frameworks governing refugee migration in transit and destination countries and descriptive analyses of changing risk levels along migration routes into Europe. Our analyses reveal that higher external barriers coincide with a stronger selection in migrants' socio-demographic make-up. In particular, riskier routes and higher entry barriers are associated with a lower share of female migrants, a lower share traveling with family members, and a higher socio-economic background. In this study, we describe differences in forced migrants' selection outcomes in countries of first refuge neighboring the origin country, relative to a reception country in the global north. By establishing legal and political frameworks as well as the accessibility of routes as external barriers to forced migration we expand on the existing theoretical approaches to selection effects and identify a need for policy intervention to ensure equitable access to humanitarian protection."     Abstract

    Für das Jahr 2024 sieht der Haushaltsentwurf des Bundes 1,2 Milliarden Euro für verschiedene Maßnahmen zur Förderung der Integration und Migration, für Minderheiten und Vertriebene vor. Die Ausgaben für Integrationskurse und Migrationsberatung bilden mit 937 Millionen Euro den Schwerpunkt. Ergänzt wird dies durch Integrationskonzepte auf kommunaler Ebene in Zusammenarbeit mit zivilgesellschaftlichen Organisationen. Es soll laut Bundesinnenministerium sichergestellt werden, dass für jede Person ein entsprechendes Angebot zur Orientierung und Beratung verfügbar ist. Der vorliegende Wochenbericht analysiert auf Basis der IAB-BAMF-SOEP-Befragung von Geflüchteten, inwieweit diese Angebote in den Jahren 2016 bis 2020 benötigt und in Anspruch genommen worden sind. Dafür werden Geflüchtete, die seit 2013 nach Deutschland gekommen sind, und die Bereiche Flüchtlings- und Asylfragen, Deutsch lernen, Arbeitsmarktzugang, Bildung und Gesundheitsversorgung in den Fokus genommen. Der Bericht analysiert auch, welche Faktoren einen besonderen Zusammenhang mit der Inanspruchnahme von Unterstützung aufweisen. Geflüchtete sind nach ihrer Ankunft in Deutschland unter anderem mit Fragen der Familienzusammenführung, des Arbeitsmarktzugangs, der Bestreitung des Lebensunterhaltes sowie der Gesundheitsversorgung konfrontiert. Dazu kommen soziale Isolation, Ungewissheit und Zukunftssorgen. Die Bearbeitungsdauer von Asylverfahren in Erstanträgen betrug 2022 durchschnittlich 7,8 Monate. Um diese Probleme zu bewältigen, sind Geflüchtete in hohem Maße auf externe Unterstützung angewiesen. Neben Hilfe von Familie und Bekannten bieten sowohl zivilgesellschaftliche als auch staatliche Einrichtungen professionelle Unterstützung bei der Integration und dem Ankommen in Deutschland.     "The literature argues that linguistic enclaves negatively affect immigrants’ language proficiency by reducing their exposure and incentives to learn destination language. This negative association may, however, be spurious, arising due to the self-selection of immigrants into regions with larger enclaves. Exploiting the natural experiment of the German residential policy, this paper analyses the influence of linguistic enclaves on refugees’ language proficiency. We find no evidence that enclaves hamper German language learning among refugees. Our results are robust to various measurements and model specifications.     "This study investigates the impact of job search behaviour on immigrants’ employability and job status, considering the diverse nature of the immigrant population. The findings reveal the heterogeneity among refugees, economic immigrants and family immigrants concerning social and human capital, demographic characteristics, and job search strategies. While most economic and family immigrants possess premigration contacts in Germany and use them for the job search, refugees largely lack such connections and thus opportunities to use them for the job search. Yet, leveraging social contacts proves beneficial particularly for refugees and family facilitating gainful employment but often leading to lower-status jobs. Among economic immigrants, relying on social contacts in the job search results in lower occupational status, while such contacts show no discernible impact on employment propensity. The findings underscore the multifarious nature of social capital in immigrants’ labour market integration, emphasizing trade-offs and heterogeneities in the process."     "Diese Studie untersucht die vielfältigen Faktoren, die die Einbürgerungsabsichten von Geflüchteten beeinflussen, wobei der Schwerpunkt auf den rechtlichen Anforderungen und der Umsetzung von Einbürgerungsgesetzen liegt. Es wird zwischen verschiedenen Einwanderergruppen unterschieden, insbesondere Geflüchteten, Bürgern der Europäischen Union (EU) und Nicht-EU-Bürgern. Mit Hilfe eines Vignettenexperiments unter Eingewanderten in einer umfangreichen repräsentativen Studie in Deutschland werden die Auswirkungen der Liberalisierung der rechtlichen Anforderungen und einem inklusiveren Einbürgerungsprozess auf die Absichten, die deutsche Staatsbürgerschaft zu erwerben, empirisch analysiert. Dieser Vergleich, sowohl zwischen aktuellen und liberalisierten Anforderungen als auch zwischen weniger und mehr inklusiven Einbürgerungsverfahren, bietet ein realistisches Szenario, wie Liberalisierung und Inklusivität die Einbürgerungsabsichten beeinflussen. Die Ergebnisse zeigen, dass eine Liberalisierung der rechtlichen Anforderungen, insbesondere die Möglichkeit der doppelten Staatsbürgerschaft und eine verkürzte Wartezeit, einen positiven Effekt auf die Einbürgerungsabsichten hat. Gleichzeitig unterscheiden sich diese Effekte zwischen den drei Einwanderergruppen, insbesondere aufgrund von Unterschieden in den empfundenen Vorteilen der Einbürgerung. Im Gegensatz dazu hat ein inklusiverer Einbürgerungsprozess keinen Einfluss auf die Einbürgerungsabsichten der Eingewanderten. Diese Ergebnisse unterstreichen die Bedeutung der Staatsbürgerschaftspolitik für die Einbürgerungsabsichten von Eingewanderten. Allerdings zeigen die Ergebnisse auch differenzierte Reaktionen auf liberalisierte Anforderungen und betonen die Bedeutung von gruppenspezifischen Kosten-Nutzen-Überlegungen."     Abstract

    "Seit Beginn des russischen Angriffskriegs auf die Ukraine ist die Anzahl ukrainischer Staatsangehörigen in Deutschland von 156.000 auf 1.240.000 angestiegen. Obwohl ein erheblicher Teil dieser Menschen nach dem Kriegsende plant, in die Ukraine zurückzukehren, zeigt sich, dass mit zunehmender Kriegsdauer immer mehr einen längeren oder dauerhaften Aufenthalt in Deutschland in Betracht ziehen. Vor diesem Hintergrund simuliert dieser Forschungsbericht verschiedene Szenarien der Arbeitsmarktintegration ukrainischer Geflüchteter. Grundlage bilden die Erwerbsverläufe früherer Geflüchteter in Deutschland sowie von Migrantinnen und Migranten aus der ehemaligen Sowjetunion. Die Szenarien zielen darauf ab, realistische Erwartungen über die Entwicklung der Arbeitsmarktintegration von Geflüchteten aus der Ukraine zu bilden, und die Einflüsse spezifischer Faktoren quantitativ zu analysieren. Diese konditionalen Szenarien sind allerdings nicht als Prognosen misszuverstehen, da sie davon abhängig sind, ob die zugrunde gelegten Annahmen zutreffen und viele relevante Faktoren nicht vollständig berücksichtigt werden können. In dem Basisszenario, dem nach unserer Einschätzung die realistischsten Annahmen über demografische Faktoren, Familienkonstellationen, Bildung, Sprache, institutionelle und wirtschaftliche Faktoren zu Grunde liegen, ergibt sich nach einer Aufenthaltsdauer von fünf Jahren eine durchschnittliche Erwerbstätigenquote von 45 Prozent, nach zehn Jahren von 55 Prozent. Insbesondere der hohe Anteil von Alleinerziehenden sowie der vergleichsweise schlechte Gesundheitszustand der ukrainischen Geflüchteten wirken sich dämpfend auf die Entwicklung der Erwerbstätigenquoten aus, während das relativ hohe Bildungs- und Ausbildungsniveau sowie die zu erwartende Entwicklung der Sprachkenntnisse einen positiven Einfluss haben. Dies gilt auch für die institutionellen Rahmenbedingungen, insbesondere den Verzicht auf ein Asylverfahren. Die wachsende Arbeitsmarktanspannung hat ebenfalls einen starken positiven Einfluss. Die gegenwärtige Eintrübung der Konjunktur wirkt sich deshalb nachteilig aus, allerdings kann sich das Bild bei einer konjunkturellen Erholung aufgrund der demografiebedingt steigenden Arbeitsmarktanspannung schnell verbessern. Dann dürften die Erwerbstätigenquoten im Vergleich zum Basisszenario steigen. Ein zentraler Befund für die Integrationspolitik ist, dass Sprachkurse nicht nur die Sprachentwicklung, sondern auch die Erwerbstätigenquoten signifikant steigern können." (Autorenreferat, IAB-Doku)

    "We analyze the role of personality traits in destination-language proficiency among recent refugees in Germany. While personality traits have been shown to predict educational outcomes, they have been largely overlooked for immigrants' language acquisition. We extend a well-established model of destination-language proficiency and assume that personality traits' effects manifest through the channels of exposure, efficiency, and incentives. Using longitudinal data and growth curve models, we find that personality traits significantly shaped destination-language learning. Openness to new experiences, conscientiousness, risk appetite, locus of control and resilience were positively related to destination-language proficiency, while agreeableness and neuroticism were insignificant. The positive impact of extraversion and the negative impact of self-esteem on destination-language proficiency were only marginally significant. For all personality traits, we observe that both the efficiency of learning and exposure to learning opportunities represented possible channels through which personality traits affected refugees' destination-language proficiency. In sum, personality traits affect refugees' destination-language proficiency and, thereby, contribute to sustainable economic and societal integration processes.     "Since the onset of Russia's war against Ukraine, the number of Ukrainian nationals in Germany has risen from 156,000 to 1,240,000. Although many plan to return to Ukraine after the war, the duration of the conflict is leading an increasing number of them to consider staying in Germany for an extended period or permanently. Against this backdrop, this research report simulates various scenarios of labor market integration for Ukrainian refugees, based on the employment trajectories of previous refugees and migrants from the former Soviet Union. The scenarios aim to establish realistic expectations about the progress of labor market integration for Ukrainian refugees and to quantitatively assess the impact of specific factors. However, these conditional scenarios should not be misunderstood as forecasts, as they are based on strong assumptions and do not fully control for many relevant factors. In the baseline scenario, which is based on what we believe are the most realistic assumptions regarding demographic factors, family configurations, education, language skills, and institutional and economic conditions, the average employment rate for Ukrainian refugees is projected to be 45 percent after five years and 55 percent after ten years. Gender composition and family configuration have a dampening effect on employment rates, while education level and expected language skills development have a positive impact. The comparatively poor health of Ukrainian refugees also dampens employment rates. Conversely, institutional conditions, particularly the absence of asylum procedures, have a positive impact. Economic conditions, measured by labor market tightness, also have a strong influence. The current economic downturn has a negative effect, but the picture could quickly improve with an economic recovery due to increasing labor market tension amid demographic changes, which would likely increase employment rates compared to the baseline scenario.     "Die Routen, auf denen Geflüchtete in den Jahren 2014 bis 2023 nach Europa und Deutschland gekommen sind, wurden in unterschiedlichem Maße für die Flucht genutzt. Zuletzt hat die Bedeutung der zentralen Mittelmeerroute wieder zugenommen. Lauf offizieller Statistiken, in denen vor allem Todesfälle erfasst werden, ist dies die weltweit tödlichste Fluchtroute. Die Gefahrenlage auf den verschiedenen Routen lässt sich auch aus Perspektive der Ankömmlinge beschreiben. Diese zeichnen ebenfalls ein in Teilen düsteres Bild von der Flucht, gekennzeichnet von unterschiedlichen Formen von Gewalt und Bedrohung. Gleichzeitig sprechen viele Schutzsuchende, darunter insbesondere Frauen, gar nicht erst über ihre Flucht.     "Seit 2015 ist der Diskurs über die Flüchtlingspolitik sowie die Einstellungen gegenüber Flüchtlingen ein zentraler Fluchtpunkt der gesellschaftspolitischen Debatte. Von der »Willkommenskultur« bis zum Aufstieg der AFD lassen sich zahlreiche gesellschaftliche Entwicklungen über die Einstellungen gegenüber Flüchtlingen erklären. Felix Leßke zeigt, dass sich diese Einstellungsmuster nicht zufällig, sondern systematisch zwischen verschiedenen sozialen Gruppen verteilen. Sie lassen sich sozialräumlich verorten, so dass sie durch die sozialen Lagen und ihre Verhältnisse gegenüber den Flüchtlingen und anderen sozialen Akteursklassen erklärt werden können.     "Refugees are perceived as a category of people that are ‘vulnerable’ per se. However, once they have arrived in (high-income) hosting countries and are supported by a welfare state, vulnerability needs to be rethought, as they face new challenges and potential sources of inequality. In this paper, we have measured vulnerability as the probability of experiencing jointly three interdependent risks: social isolation, financial worries and poor health. For this purpose, we estimated a trivariate logit model to evaluate how individual and household characteristics are associated with vulnerability and also made inferences regarding the residual association between pairs of risks, conditionally to a set of selected covariates. Using the 2016 wave of the IAB-BAMF-SOEP survey of refugees in Germany, we demonstrated the significant correlations between the risks experienced by refugees and assessed a ‘propagation effect’ that affects vulnerability when the three risks come together.     "Interviewer falsification, such as the complete or partial fabrication of interview data, has been shown to substantially affect the results of survey data. In this study, we apply a method to identify falsifying face-to-face interviewers based on the development of their behavior over the survey field period. We postulate four potential falsifier types: steady low-effort falsifiers, steady high-effort falsifiers, learning falsifiers, and sudden falsifiers. Using large-scale survey data from Germany with verified falsifications, we apply multilevel models with interviewer effects on the intercept, scale, and slope of the interview sequence to test whether falsifiers can be detected based on their dynamic behavior. In addition to identifying a rather high-effort falsifier previously detected by the survey organization, the model flagged two additional suspicious interviewers exhibiting learning behavior, who were subsequently classified as deviant by the survey organization. We additionally apply the analysis approach to publicly available cross-national survey data and find multiple interviewers who show behavior consistent with the postulated falsifier types."     "This article explores the composition of the personal social networks and their interrelation with the family context of recently arrived refugees in Germany. Using the Refugee Sample of the German Socio-Economic Panel (2017) and performing logistic regression analyses, the findings suggest that refugees living without their partner, children, or extended family in Germany are more likely to have at least one close non-kin confidant. The same holds true for inter-ethnic contacts. Moreover, the results show that also opportunity structures like the workplace or leisure-time activities matter.     "In face-to-face surveys, interviewers take on many key tasks. They contact households and target persons, encourage them to participate in the survey and conduct standardized interviews. In some cases, however, interviewers may deviate from specified guidelines when performing this task, which in turn can affect the quality of the data. In order to minimise the risk of deviant interviewer behavior in interviews, data quality controls are implemented throughout the entire survey period of the IAB-BAMF-SOEP Survey of Refugees (Brücker et al. 2017). This enables follow-up interviewer training and feedback discussions, and to identify anomalies at an early stage. Such controls have been in place since the first survey wave (see Kosyakova et al. 2019, Olbrich et al. 2020). Through the use of these quality controls, it was found that some interviews did not meet the high-quality standards of the survey. Several analyses indicated that a total of three interviewers had failed to carry out individual interviews properly. It was therefore decided to remove these interviews from the dataset. This decision was taken in close cooperation with the project partners (IAB, BAMF, and SOEP) as well as the survey organisation (infas).     "Über Geldüberweisungen von Geflüchteten in ihre Heimat wurde in den vergangenen Jahren in Deutschland politisch scharf debattiert, was zur Einführung einer Bezahlkarte für Asylbewerber*innen führte. Die vorliegende Studie untersucht, wie sich der Anteil der in Deutschland lebenden Personen, die Geld ins Ausland überweisen, im Laufe der Zeit je nach Migrationshintergrund – mit oder ohne Fluchthintergrund – verändert hat und welche Faktoren die Wahrscheinlichkeit von Geldsendungen beeinflussen. Basierend auf den Daten des Sozio-oekonomischen Panels (SOEP) sowie den IAB-SOEP-Migrationsstichproben und der IAB-BAMF-SOEP-Befragung Geflüchteter von 2013 bis 2022 zeigt die Untersuchung, dass Migrant*innen ohne Fluchthintergrund häufiger Geldtransfers tätigen, während Geflüchtete aufgrund struktureller Barrieren seltener dazu in der Lage sind. Die politische Debatte spiegelt also nicht die Realität wider. Über die Wahrscheinlichkeit, Geldüberweisungen ins Ausland zu tätigen, entscheiden insbesondere die Familiensituation und die Absicht, längerfristig in Deutschland zu bleiben. Die Ergebnisse sollten auch insofern zu einer Neubewertung beitragen, als diese Geldüberweisungen ein wichtiges Instrument zur Erreichung der nachhaltigen Entwicklungsziele darstellen und die Wirtschaft in den Herkunftsländern stabilisieren und Armut reduzieren."     "We investigate intersecting wage gaps by gender and nativity by comparing the wages between immigrant women, immigrant men, native women, and native men based on Western German survey data. Adding to the analytical diversity of the field, we do a full comparison of group wages to emphasize the relationality of privilege and disadvantage, and we use a nonparametric matching decomposition that is well suited to address unique group-specific experiences. We find that wage (dis)advantages associated with the dimensions of gender and nativity are nonadditive and result in distinct decomposition patterns for each pairwise comparison. After accounting for substantial group differences in work attachment, individual resources, and occupational segregation, unexplained wage gaps are generally small for comparisons between immigrant women, immigrant men, and native women, but large when either group is compared to native men. This finding suggests that the often presumed “double disadvantage” of immigrant women is rather a “double advantage” of native men." (Author's abstract, IAB-Doku) ((en))
