"Die vorliegende Studie ist das zweite Teilprojekt des vom BMFSFJ geförderten Projekts „Familien mit Migrationshintergrund (migfam)“. Ein bis zwei Drittel der Haushalte, die in Deutschland zum Bezug von Grundsicherungsleistungen berechtigt sind, nehmen diese nicht in Anspruch. Auch familienpolitische Leistungen erreichen häufig nicht die Zielgruppen, für die sie gedacht sind. Die Nichtinanspruchnahme monetärer Leistungen ist ein politisches Problem, weil die mit den Leistungen verbundenen Ziele, etwa die Bekämpfung von Armut oder der Ausgleich familienbedingter Lasten, schwerer erreicht werden. Daher ist es wichtig, die Gründe zu verstehen, die zur Nichtinanspruchnahme führen, um darauf aufbauend Strategien zu entwickeln, die Menschen die Verwirklichung ihrer sozialen Rechte erlauben. Das Projekt, dessen Ergebnisse im vorliegenden Bericht dargestellt werden, hat sich vor diesem Hintergrund eingehend mit der Literatur zur Nichtinanspruchnahme monetärer Leistungen befasst und dabei insbesondere die Barrieren der Inanspruchnahme für Migrantinnen und Migranten in den Blick genommen. Diese liegen teils schon im rechtlichen Ausschluss von bestimmten Leistungen, der Fokus im Projekt lag jedoch auf der Nichtinanspruchnahme von Leistungen trotz Anspruchsberechtigung. Hauptziel der Studie war es, den Forschungsstand zu (migrationsspezifischen) Barrieren der Inanspruchnahme zu sichten, das Potenzial vorhandener Surveys für weitergehende Analysen zu prüfen und Ideen für anschlussfähige Forschungen zu entwickeln. Aus der Literatur lässt sich ableiten, dass es vor allem bürokratische Hürden sind, die Menschen an der Inanspruchnahme von Leistungen hindern, z.B. komplexe Antragsverfahren, zu erbringende Nachweise oder die unzureichende Abstimmung zwischen den einzelnen Leistungssystemen. Hinzu kommen Unkenntnis und mangelnde Information über Rechtsansprüche, Sprachbarrieren, Schamgefühle sowie stigmatisierende und diskriminierende Erfahrungen der Antragstellenden. Teilweise wird auch kein Bedarf gesehen, etwa, weil die Leistungshöhe im Vergleich zum Beantragungsaufwand zu gering erscheint. Die Gründe für die Nichtinanspruchnahme monetärer Leistungen sind allerdings noch nicht hinreichend erforscht. Beispielsweise ist unklar, wie die einzelnen Einflussfaktoren zusammenwirken. Auch über regionale und gruppenspezifische Unterschiede der (Nicht-)Inanspruchnahme ist wenig bekannt. Die Auswertung vorhandener Bevölkerungssurveys führt nur bedingt weiter, weil relevante Informationen teils gar nicht erhoben werden und die Repräsentativität und Aussagekraft der Daten begrenzt ist. Sinnvoll wären, je nach Fragestellung, auch qualitative und experimentelle Studien. Insgesamt empfiehlt sich daher ein Mixed Methods-Ansatz, der die Seite der Anspruchsberechtigten ebenso wie die der Verwaltung in den Blick nimmt." (Autorenreferat, IAB-Doku)

"Firmen und Arbeitnehmer/-innen finden überwiegend über Stellenanzeigen, persönliche Kontaktnetzwerke oder die Bundesagentur für Arbeit zueinander. All diese Suchkanäle tragen dazu bei, Friktionen am Arbeitsmarkt zu verringern. In diesem Papier untersuchen wir, inwieweit diese Suchkanäle unterschiedliche Auswirkungen auf den Arbeitsmarkt haben. Anhand einer neuen Datenverknüpfung aus administrativer Daten und Umfragedaten zeigen wir: (i) Niedriglohnfirmen und Niedriglohnbeziehende finden vermehrt über Netzwerke oder die Bundesagentur für Arbeit zueinander, währendessen Hochlohnfirmen und Hochlohnbeziehende häufiger über Stellenanzeigen zusammenkommen. (ii) Dabei nutzen Firmen Stellenanzeigen vor allem bei der Abwerbung und Gewinnung von Hochlohnbeziehenden. Im Vergleich zu anderen Suchkanälen, werden Stellenanzeigen auch vermehrt von Beschäftigten beim Aufstieg auf der Karriereleiter genutzt. Um die Auswirkungen dieser Beobachtungen auf die aggregierte Beschäftigung, die Löhne und die Arbeitsmarktsortierung zu bewerten, schätzen wir strukturell ein Gleichgewichtsmodell, das sich durch Karriereleitern, zweiseitige Heterogenität, mehrere Suchkanäle und endogene Einstellungsintensität auszeichnet. Die Schätzung zeigt, dass Netzwerke der kosteneffizienteste Kanal sind, der es Firmen ermöglicht, schnell einzustellen, aber auch Arbeitskräfte mit geringeren durchschnittlichen Fähigkeiten anzuziehen. Stellenanzeigen sind der kostspieligste Kanal, erleichtern die Einstellung von Arbeitnehmern/-innen mit höheren Fähigkeiten und sind für die Sortierung zwischen Beschäftigten und Firmen am wichtigsten. In kontrafaktischen Berechnungen zeigt sich, dass obwohl die Bundesagentur für Arbeit die geringste Einstellungswahrscheinlichkeit bietet, ihre hypothetische Abschaffung beträchtliche Folgen hätte. Die Gesamtbeschäftigung würde um mindestens 1,4 Prozent sinken und die Lohnungleichheit steigen." (Autorenreferat, IAB-Doku)

"Activation is an efficacious policy paradigm in modern welfare states. Taking the case of Germany, we study the relationship between the embeddedness of benefit recipients in activating labor market institutions and individual labor supply. Using panel data, we estimate the effects of transitions between key institutional states with different degrees of activation on reservation wages (RWs). We show that RWs react to activation: the transition from gainful employment to unemployment benefit receipt leads to an average decrease of 3.1% in RWs. The transition from gainful employment to welfare benefit receipt—an institutional state with far more rigorous activation—leads to a stronger decrease of 4.9%. Mediation analyses show that the income associated with different institutional states is the predominant mechanism that drives the effect on RWs. However, subjective social status also partly mediates the effect. Implications of these findings for active labor market policies are discussed." "Unemployment is a major risk factor of poverty and employment is regarded key to overcoming it. The present study examines how the income poverty risk of unemployed individuals changes in the short and medium term, when they take up work, and whether the effects differ according to the type of employment. The focus is on permanent and fixed-term job contracts, as the political promotion of fixed-term employment has often been framed as an effort to reduce long-term unemployment and poverty. Drawing on longitudinal data from the German panel study ‘Labour Market and Social Security’ (PASS) 2010–18, we apply a first difference estimator with asymmetric effects to examine the effect of starting a job out of unemployment on income poverty risks in the subsequent four years. Strikingly, starting in a fixed-term and permanent contract have similarly strong and lasting poverty-reducing effects in the short and medium term. Thus, with regard to risks of income poverty, starting a permanent job does not appear more beneficial than starting a fixed-term job for unemployed persons. We discuss the reasons for this finding and also explore how the poverty-reducing effects of transitions from unemployment to fixed-term versus permanent employment vary by household type, occupation, working time and firm size." "In Germany, the great majority of long-term unemployed face difficulties in (re-)entering the labour market due to a variety of barriers, including insufficient educational and/or vocational qualifications, poor health, migration background, language deficits, being over 50 years old, and family care responsibilities. However, the work-first approach of German employment services has difficulties in overcoming the multitude of these barriers. In contrast to many quantitative analyses on the topic, our qualitative study adopts a relational-theoretical approach. This approach combines synchronicity and diachronicity perspectives to analyse the conditions that enable transitions into sustainable and sufficient employment, despite the aforementioned adversities. Based on 33 cases of long-term unemployed we used biographical interviews and a modified qualitative network analysis to identify factors that hinder or facilitate such unlikely transitions into the primary labour market. Our findings suggest that a "life-first approach" referring to the lifeworld of individuals can increase the likelihood of these transitions and retention in employment. Therefore, our findings imply that casework focused on lifeworld and biography holds the greatest potential for providing institutional support to these individuals." "This paper contributes to the literature examining the interplay of education, social integration, and mental health. Based on social network theories, we argue that social integration plays a role in explaining the link between education and mental health. Using data from the German Panel Study Labour Market and Social Security (PASS) (observation period: 2006/2007–2018), our sample comprises 16,870 individuals. We use panel regression models to analyze the association between education and the probability of reporting at least good mental health. Based on mediation analysis techniques, we investigate the mediating role of strong and weak ties in this relationship. Results show that overall social integration, the number of close friends and relatives, and memberships in voluntary associations partly explain the link between education and mental health." "This article contributes to the literature on persistent gender inequalities in the labour market by investigating gender role attitudes in Germany and their association with labour market behaviour. Based on the German Panel Study ‘Labour Market and Social Security’ (PASS), longitudinal analyses are applied to examine the influence of gender role attitudes and the household context on various employment states. The results reveal that gender role attitudes are crucial for labour market behaviour and that there are differences among women and men in different household contexts. Whereas single men and women do not differ significantly in their employment probabilities, women in couple households are less active in the labour market than their male counterparts. Furthermore, differences in employment are largest in couples with children. "In Germany, as in many other European countries, vast changes in the welfare regime - towards workfare - have taken place. As a central activating element of workfare, sanctions were introduced to take effect by temporarily increasing deprivation through benefit cuts. This paper provides first quantitative insights on the effect of first sanctions on deprivation and contributes to the recent debate on the (un)constitutionality of sanctions, which re-emerged after a verdict of the Federal Constitutional Court, criticizing the lack of knowledge about the effects of sanctions on those affected. We implement a difference-in-differences propensity score matching approach that addresses selection on observables and individual time constant unobserved differences. High data accuracy is ensured by combining the “Panel Labour Market and Social Security” (PASS) with administrative data from the Federal Employment Agency. The results illustrate a slightly higher yet statistically insignificant level of deprivation for first-sanctioned unemployment/basic income recipients compared to non-sanctioned recipients. The results hint in the direction that higher levels of deprivation are not what activates the sanctioned beneficiaries to reintegrate into the labour market. We discuss whether the results imply a significant deviation from the socio-cultural subsistence minimum of sanctioned recipients and a failure of the welfare state." Abstract
"This dissertation consists of two essays on job search and job choice. In Chapter 1, I examine how on-the-job search (OJS) effort of employed workers varies over the business cycle. First, I document new evidence that aggregate OJS effort rises during a recession, as more workers start searching on-the-job and average search intensity increases when unemployment rises. Next, I account for compositional changes in the pool of employed workers and job seekers over the business cycle and find that workers change their search behavior in response to changing economic conditions. In particular, workers are more likely to search due to fear of job loss and search for an additional job when unemployment is higher. In addition, I find that job seekers increase their search intensity when unemployment rises during a recession. In Chapter 2, I estimate the value that workers place on non-wage job characteristics and assess their impact on compensation inequality in Germany. First, I evaluate the incidence of four key job attributes and find large disparities in the prevalence of job attributes by gender, education, and age. Next, I analyze an experiment given as part of a national survey in Germany to estimate the value that workers place on eight non-wage job attributes. In particular, I find that workers are willing to pay 31% of their wage to have a permanent employment contract, 13% of their wage for good promotion opportunities, 10% of their wage for schedule flexibility, and 8% of their wage to avoid overtime work requirements. "Menschen mit Behinderungen weisen seit Langem einen relativ niedrigen Beschäftigungsanteil auf und stellen eine verletzliche Gruppe in Bezug auf Arbeitsmarktbeteiligung und -integration dar. Während der Coronapandemie waren sie zudem in Hinblick auf eine COVID-19-Infektion mehr gefährdet als andere Bevölkerungsgruppen. Denn sowohl der Schweregrad des Krankheitsverlaufs bei einer COVID-19-Infektion als auch das daraus resultierende Sterblichkeitsrisiko waren bei Menschen mit bestimmten chronischen Erkrankungen und Behinderungen höher als bei Menschen ohne chronische Erkrankungen. Dem Ausbruch der Coronapandemie im Jahr 2020 folgte ein wirtschaftlicher Abschwung. Möglicherweise haben sich in dieser Situation die beiden Probleme der erhöhten Infektionsgefährdung und der erschwerten Arbeitsmarktintegration für Menschen mit Behinderung gegenseitig verschärft. In diesem Fall würden diese Menschen sowohl aus gesundheitlicher als auch aus arbeitsmarktpolitischer Sicht eine besonders gefährdete Gruppe darstellen. Daher ist es von Relevanz, zu untersuchen, wie stark Menschen mit Behinderungen während der Coronapandemie von Arbeitslosigkeit betroffen waren und wie sie auf diesen Ausnahmezustand reagiert haben." "Not much is known about how the COVID-19 pandemic affected the labor market experiences of people with disabilities. Since they constitute a generally disadvantaged group in the labor market, it is important to scrutinize whether their position has worsened during these difficult times and how they reacted with regard to their job search behavior. We therefore used data for the year 2020 from a large German panel (Panel Arbeitsmarkt und Soziale Sicherung, PASS), in order to scrutinize the prevalence of unemployment among people with disabilities (N = 739) during the first year of the COVID-19 pandemic. The factors that affected their unemployment status were also analyzed. The study found that people with legally recognized disabilities were more often unemployed than non-disabled people, even when controlling for possible confounding factors such as age, gender, or education. This effect was significant for severe disabilities and marginally significant for minor disabilities. Additionally, the type of disability affected the probability of being unemployed, with cardiovascular diseases, mental illnesses, and musculoskeletal disorders carrying a higher risk. In terms of job-seeking behavior, unemployed people with disabilities reported using some job search methods more frequently than their non-disabled counterparts. However, the intensity of the job search did not differ significantly between the two groups. Further differences were found when analyzing the reasons for abstinence from searching for a job, with unemployed people with disabilities primarily citing health-related factors (with a frequency of over 90%). Abstract
"We investigate the general effect of the COVID-19 pandemic on subjective well-being and determine whether this effect differs between recipients of basic income support (BIS) and the rest of the working-age population in Germany. BIS recipients constitute one of the most disadvantaged groups in Germany and might lack resources for coping with the crisis. Thus, our analysis contributes to investigations of whether the pandemic exacerbates or equalises preexisting social inequality. Our analysis employs data from the panel survey “Labour Market and Social Security” (PASS). These data have the key advantage that the collection in 2020 started prior to implementation of the first COVID-19-related policies. This situation enables us to apply a difference-in-differences approach to investigate the causal change in subjective well-being. Our results suggest that well-being declined during the first phase of the COVID-19 pandemic. However, we find no difference in this decline between BIS recipients and other German residents. Abstract
"Building on social psychologist Marie Jahoda’s pioneering work, the psychological literature has shown that work fulfills both manifest functions (e.g., monetary returns) and latent functions (e.g., social contact). This article uses data from the German panel study “Labor market and social security” (PASS), which contains information on latent and manifest factors (from a shortened latent and manifest benefits, or LaMB, scale), as well as a large array of other variables for over 9,000 respondents. This probability-sampled data allowed for detailed analyses that have not been previously possible. We investigate differences in these factors by labor market status, among those employed, and among those unemployed. We identify considerable variation between status groups, suggesting that employment, overall, is important and that longer periods of unemployment lead to a gradual decay of the latent and manifest factors. Furthermore, regression analyses show that the LaMB measures account for approximately 70% of the partial correlations between unemployment and various well-being measures." Abstract
"Given the inconsistent findings regarding associations between obesity and unemployment, our analysis is one of the few that explores bidirectional changes in obesity and unemployment. In our prospective study, we address factors associated with the a. transition into and transition out of obesity, including unemployment, and b. transition into and out of unemployment, including obesity. The Labor Market and Social Security-Panel (PASS) consists of two independent, nationally representative German subsamples: residents receiving unemployment benefits (50%) and a representative sample of residents (50%). The sample contains N = 11 361 observations between two measurement points three years apart of N = 8440 individuals participating in two or three waves between 2009 and 2015. We analyzed potential predictors of the transition in and out of obesity and unemployment, including health-related quality of life (HrQoL) and physical activity, using logistic regression models. RESULTS: 1. Transition into obesity: Unemployed participants had a higher probability of exhibiting a body mass index (BMI) ≥ 35 kg/m2 three years later (transition into obesity classes II and III; Exp(B) = 1.5). 2. Transition out of obesity: Unemployment did not predict transition out of obesity. Physical activity at least once weekly increased the probability of no longer having a BMI ≥ 35 kg/m2 three years later (Exp(B) = 2.0). 3. Transition into unemployment: Obesity was not associated with becoming unemployed three years later. Participants with a lower mental HrQoL were more likely to become unemployed (Exp(B) = 0.98). 4. Transition out of unemployment: Unemployed individuals reporting a BMI of 30–34.9 kg/m2 were less likely to leave unemployment (Exp(B) = 0.67). A better physical HrQoL was associated with a higher probability of leaving unemployment (Exp(B) = 1.01). CONCLUSIONS: Obesity does not predict future unemployment, but unemployed individuals with obesity have a lower probability of labor market re-entry. Unemployment increases obesity risk. "Erwerbsarbeit gilt als eine wichtige Voraussetzung für die Teilhabe am gesellschaftlichen Leben. Die Autorinnen gehen der Frage nach, wie sich ein Arbeitsplatzverlust kurzfristig auf die materielle und soziale Teilhabe sowie das individuelle Wohlbefinden der Betroffenen auswirkt. Dabei werden sowohl objektive Teilhabeindikatoren als auch subjektive Einschätzungen untersucht. Arbeitslosigkeit hat zunächst Einfluss auf die materiellen Ressourcen: Das verfügbare Haushaltseinkommen sinkt, und dies geht mit einer Verschlechterung des Lebensstandards einher. Darüber hinaus sind auch psychosoziale Folgen zu beobachten, etwa auf die subjektive Einschätzung der eigenen Handlungsfähigkeit und Problemlösungskompetenz, den wahrgenommenen sozialen Status und das gesellschaftliche Zugehörigkeitsempfinden. Dabei sind Personen mit geringen bis mittleren Qualifikationen stärker von den negativen sozialen und materiellen Auswirkungen der Arbeitslosigkeit betroffen als höher Qualifizierte." "Survey measures of the reservation wage may reflect both the consumption-leisure trade-off and job market prospects (the arrival rate of job offers and the wage distribution). We examine what a survey measure of the reservation wage reveals about an individual's willingness to trade leisure for consumption. To this end, we combine the reservation wage measure from a large labor market survey with the reservation wage for a one-hour job that we elicit in an online experiment. The two measures show a strong positive association. For unemployed individuals, the experimental reservation wage increases on average by around one Euro for every Euro increase in the survey measure. For employed individuals, the association between the two measures is weaker and depends on their occupation-specific risk of unemployment. We show that these results are robust to selection into the experiment, and that demographic variables have a similar influence on both reservation wage measures."
