Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken?     Abstract

    "The risk of poverty is not evenly distributed in the German population, and immigrants and single mothers are particularly at risk. According to the Family Stress Model, poverty can impact all family members and their relationships. We use the AID:A 2019 dataset on young families and apply an intersectional perspective to study the situation of immigrant single mothers and their children. We focus on how single mothers and in particular immigrant single mothers differ from mothers in two-parent families and non-immigrants in terms of poverty risk, reported life satisfaction, and mother-reported psychosocial difficulties (SDQ) of their children. Our results show that immigrant single mothers, especially first-generation non-naturalized immigrant mothers, face the highest risk of economic stress and lower life satisfaction. This supports the Family Stress Model. However, contrary to the extended Family Stress Model, children of immigrant single mothers are not more likely to show mother-reported psychosocial difficulties than their peers from two-parent or non-immigrant families. Following an intersectional perspective, we do not assume that the reasons for these differences necessarily lie only in the individuals. Instead, we also interpret the effects of social positions as effects of the political and social dynamics creating these social positions and thus discuss the German institutional settings that might explain our results."     Abstract

    "Given the global displacement crisis, the integration of refugees has emerged as a critical policy issue for many host countries. A key challenge involves supporting refugees in learning the language of their host country. While several European nations have instituted publicly funded language training for asylum seekers and refugees soon after their arrival, evidence on the efficacy of these early language programs in promoting economic integration remains limited. This study examines the impact of a pioneering, large-scale ad hoc programme introduced by German policymakers, which provided basic language training to over 230,000 refugees arriving in 2015–2016. Utilizing register data on the population of asylum seekers and exploiting a cut-off date in programm eligibility, we assess the program’s effectiveness using a regression discontinuity design. Our findings reveal no discernible effect on refugee employment over the subsequent 2 years. To explore whether language programs are generally ineffective during refugee crises, we contrast these results with the impacts of a more comprehensive, preexisting, yet smaller-scale programme. Using a variety of difference-in-differences estimators, we find that this program considerably increased refugee employment.     "The academic and institutional debate presents free movement within European Union (EU) as a chance for individuals to boost their own socio-economic status. However, migrants from ‘New’ Eastern European countries tend to perform low-qualified occupation in Western Europe. The present study aims to shed light on Eastern EU migrants’ overqualification, normatively defined as a mismatch between the highest educational title attained by an individual and the qualification level to entry his or her current job. A sample of employed graduates is selected from the EU Labour Force Survey for the period 2018–2019, preceding both Brexit and COVID-19. EU migrants, especially those in Southern Europe, emerge to be more exposed to overqualification than Western EU locals, Western EU migrants and, especially, Eastern EU locals who stayed in the origin country. Therefore, on the ground of overqualification, these findings contradict the general expectation according to which economic migrants are better-off abroad." (Author's abstract, IAB-Doku) ((en))

    "In this paper we explore the extent to which differences in institutional settings, with a focus on the human capital formation regime, shape the integration trajectories proposed to recently- arrived refugees. To do so, we compare two countries, Switzerland and Canada, which are committed to implementing integration policy for refugees and belong to two different human capital formation regimes. We investigate whether ending up in a country with a collective skill formation system (Switzerland) limits refugee integration paths by “managing” their aspirations and directing them towards predefined options compared to a country with a more liberal human capital formation regime (Canada) where refugees may have more room of manoeuvre to fulfil their aspirations. In order to test this hypothesis, we used qualitative vignettes and compared integration paths proposed by case workers to refugees in a Swiss Canton (Vaud) and in a Canadian Province (Québec). We found that overall, the integration paths proposed are very similar, regardless of the institutional context. We reason that this largely unexpected result is due to the similarities in the overall orientation of integration policy; the similarity of the policy problem and labour market shortage in the low skill segment experienced in both countries."     "We study an active labor market program aimed at immigrants with very limited language skills. The program consists of a three-month on-the-job training program in a regular workplace, facilitated by bilingual caseworkers speaking the participant’s native language. The aim of the program is to improve participants’ language skills and to provide labor market experience. We apply dynamic inverse probability weighting to account for dynamic selection into the program. After an initial lock-in effect, we find that the program leads to sizable increases in employment throughout the three-year follow-up period.     "This article presents a comprehensive investigation into the socioeconomic integration of migrants across 12 Western European countries, considering their likelihood of employment and socioeconomic status. Using the data from the European Social Survey, the study employs linear regression and probit models to achieve two aims: (a) to quantify the penalty for male and female migrants in terms of employment and socioeconomic status attainment; (b) to assess how the ethnic penalty for men and women changes based on their education and social background of origin. Results reveal that male and female migrants face a penalty in most countries under consideration, albeit with varying degrees of magnitude and characteristics. Migrants in Southern European countries exhibit a trade-off between employment and socioeconomic status attainment, while those in Central-Northern Europe experience a double penalty on both outcomes. Moreover, it emerges that the ethnic penalty in labor market attainment is more heterogeneous across migrants with different educational levels than with different social classes of origin: migrants’ social background of origin affects to a lesser extent their labor market outcomes, if compared with their human capital. Migrants with high education and social origin suffer the largest penalty, due to hurdles in leveraging their educational qualifications and social position. This pattern is particularly evident in Southern Europe, where the socioeconomic integration of migrant workers is characterized by a leveling-down process, pushing them into the lowest strata of the occupational hierarchy regardless of their education and social background."     "In diesem Bericht werden wissenschaftliche Erkenntnisse über die langfristigen Effekte von fünf zentralen Maßnahmen der Arbeitsförderung in den Rechtskreisen SGB II und SGB III für Geflüchtete präsentiert. Diese Analysen wiederholen die in einem früheren Bericht (Bonin et al. 2021) durchgeführten quantitativen Analysen auf Basis eines um zwei Jahre verlängerten Beobachtungszeitraums. Mit den nun bis zum Jahresende 2022 zur Verfügung stehenden administrativen Daten können die kausalanalytisch angelegten Wirkungsanalysen und die darauf basierenden Wirtschaftlichkeitsanalysen auf einen Zeitraum von etwa fünf Jahren nach Eintritt in fünf hier betrachteten Maßnahmentypen ausgedehnt werden. Aus diesen neuen empirischen Erkenntnissen werden erneut Handlungsempfehlungen abgeleitet, um die Organisation, Prozesse und Rahmenbedingungen der arbeitsmarktpolitischen Integrationsmaßnahmen für Geflüchtete weiter zu verbessern."     "Migration has long shaped the demographic and economic realities of the Western Balkans, with Germany emerging as the primary destination for emigration. Since the 1990s, persistent emigration, combined with negative natural population growth, has led to significant population declines in Western Balkan countries, raising concerns about the region’s development. Yet this migration also generates economic benefits for origin countries, notably through remittances, trade, foreign direct investment (FDI) and diaspora networks. This Working Paper analyses the most recent migration wave to Germany, sparked by Germany’s 2015 Western Balkan Regulation (WBR) which facilitated labour flows from the region to Germany. While the benefits of the WBR for Germany are evident, the consequences for the Western Balkans have been mixed. Outflows are particularly significant in sectors vital for development, including healthcare, manufacturing and construction. Remittances remain important as support for household consumption, while trade and FDI links with Germany have deepened. Numerous factors motivate people to leave the region, from poor labour market outcomes to less welfare support and mistrust of institutions. Germany, meanwhile, has strong pull factors, including higher wages, stronger welfare systems, better education and more attractive career prospects in the German labour force. The true challenge for the Western Balkans, therefore, is to manage the phenomenon in ways that are conducive, rather than damaging, to its development. Reforms in the areas of employment, education and the rule of law can reduce the compulsion to leave. Meanwhile, rising cross-border capital flows between Germany and the region, together with reverse knowledge spillovers from the diaspora and possible return migration, can turn labour mobility into a source of growth."     "The literature on economic assimilation describes the labor market trajectories of migrants to traditional destinations as having the shape of the letter ‘U’, describing an initial occupational drop in destinations followed by occupational upgrading. However, analyses of the European Internal Movers Social Survey show that this U-shaped trajectory does not fit the reality of intra-European labor market mobility between Britain, France, Germany, Italy and Spain. Western Europeans’ skills seem to be relatively well transferable to other West European contexts, resulting in rather smooth career transitions, in particular when compared to third-country migration to the EU. The analyses show that for Western Europeans moving to another Western EU member state is not related—on average—to occupational downgrading, as it is in the case of traditional migration destinations described in the existing literature.     Abstract

    "Mit dem Beratungsangebot Faire Mobilität werden seit 2011 mobil beschäftigte EU-Bürgerinnen und -Bürger zu ihrem Arbeitsrecht und den Arbeitsbedingungen in Deutschland beraten. Das Beratungsangebot wurde im Jahr 2020 im Arbeitnehmer-Entsendegesetz verankert. Im Auftrag des Bundesministeriums für Arbeit und Soziales hat die INTERVAL GmbH die Weiterentwicklung und strukturellen Veränderungen des Beratungsangebots seit der Verstetigung sowie Anpassungsbedarfe des gesetzlich geregelten Anspruchs auf Förderung mit einer festen Obergrenze evaluiert. Grundlage der Evaluation waren interne Prozessdaten, 45 Interviews mit Mitarbeitenden von Faire Mobilität sowie externen Expertinnen und Experten und drei Online-Befragungen von Beratenden und Ratsuchenden. Der vorliegende Bericht zeigt, dass die gesetzliche Verankerung die Planungssicherheit verbesserte, die Personalfluktuation reduzierte und die Beratungsqualität erhöhte. Bewährt haben sich insbesondere die Einführung neuer Strukturen wie Branchenkoordinationen und Regionalleitungen sowie die verstärkte digitale aufsuchende Arbeit. Die finanzielle Obergrenze in Höhe von 3,996 Mio. Euro jährlich wurde 2024 nahezu vollständig ausgeschöpft. Identifizierte Einsparpotenziale, etwa durch das Auslagern von Fortbildungsmöglichkeiten an externe Angebote, können die Gesamtkosten nur in sehr geringem Umfang reduzieren. Eine Anpassung der Obergrenze ist daher notwendig, um den derzeitigen Umfang und die Qualität des Beratungsangebots zukünftig aufrechtzuerhalten. Neben einer verstärkten Präventions- und Öffentlichkeitsarbeit empfiehlt die Evaluation den Ausbau von Beratungskapazitäten in Sprachen und Regionen, in denen bereits jetzt mehr Nachfrage als Kapazitäten bestehen bzw. wo zukünftig eine erhöhte Beratungsnachfrage erwartet wird."     "Am 5. September 2015 entschied sich die Bundesregierung, die Dublin‑III‑Regeln der EU vorübergehend nicht mehr anzuwenden, was den Zugang zum Asylverfahren in Deutschland erleichterte. In der Folge wanderten über eine Million Menschen zu, insbesondere aus Syrien, Afghanistan und dem Irak. Diese Studie untersucht die Auswirkungen dieses Politikwechsels auf Migrationsneigungen und ‑handlungen in elf arabischen Ländern. Während sich ein Anstieg der allgemeinen Migrationsneigung nach Deutschland zeigt, lässt sich kein signifikanter Einfluss auf konkrete Planungen, und damit den Migrationsdruck, feststellen. Stattdessen spielen Alter und persönliche Netzwerke im Ausland eine größere Rolle. Zudem zeigt sich, dass die Wahrscheinlichkeit, eine Migration nach Deutschland zu planen, in vom Islamischen Staat kontrollierten Regionen anstieg, was die Relevanz konfliktbezogener Push‑Faktoren verdeutlicht. Auch für Migrationsvorbereitungen sind Alter und Netzwerke zentrale Einflussgrößen; darüber hinaus könnte die Maßnahme die Zusammensetzung der Personengruppe mit Migrationsplänen verändert haben."     "This paper studies the effect of conational coworkers in an immigrant’s first job on subsequent labour market outcomes using German register data. I instrument for the conational share using idiosyncratic variation in firm hiring in the local labour market where the immigrant searches for work. A ten percentage point increase in the initial conational share lowers employment by around 3 percentage points in the long-run. Survey evidence suggests that a higher conational share leads to higher self-employment and unemployment, rather than re-migration. Furthermore, both differential host country-specific human capital accumulation and changes in job search outcomes contribute to the employment effect."     "Structural labor shortages have increased demand for skilled and documented migrant workers in Western European labor markets. In response, private recruitment agencies are playing a more significant role in the identification, placement and integration of migrant workers. While the literature on labor intermediation practices has largely focused on the commercial and contractual work of matching workers with employers, this article develops an embedded understanding of labor intermediation that foregrounds the increasingly social and relational nature of intermediation practices in contexts of labour shortage. Through a qualitative study of intermediation in the Belgian construction sector, the article demonstrates the ways in which private agencies seek to produce the ‘right candidate’ through (i) the infiltration of migrant networks, (ii) the regularisation of migrant workers and (iii) the facilitation of their integration into host societies.     "Although studying elites is a growing strand of scholarship in social sciences, the literature is mostly migration-blind. In this research note, we examine the role of household composition for immigrants' pathways to the elite of the household income distribution in Germany. Distinguishing between native-native, immigrant-native, and immigrant-immigrant households, we investigate the propensity of being in the income elite by household composition and whether education and self-employment, two major pathways into the income elite, differ by household composition. We hypothesize that immigrants in immigrant-native households benefit from their native partner's host-country resources and support. Using data from the German Microcensus from 2009 to 2019 covering around three million observations, we show that immigrant-native households have a higher propensity of belonging to the income elite compared to immigrant-immigrant households. Surprisingly, we find no differences between immigrant-native and native-native households. In addition, we demonstrate that the positive association between education, self-employment and elite membership is stronger for immigrant-native households compared to immigrant-immigrant households.     "This publication constitutes the 49th report of the OECD’s Continuous Reporting System on Migration. The report is divided into six chapters plus a statistical annex. Chapter 1 provides a broad overview of recent trends in international migration flows. It also analyses recent changes on the labour market inclusion of immigrants in OECD countries. Chapter 2 monitors recent changes in migration policies, while Chapter 3 looks at the recent changes in policies that support the integration of immigrants and their children. Chapter 4 looks at the role of firms in immigrant integration. It sheds new light on the role of firms in shaping the immigrant earnings gap using linked employer-employee data for 15 OECD countries. The chapter starts by documenting the immigrant earnings gap at entry in the labour market and the extent to which it is driven by immigrants working disproportionately in lower-paying firms, industries and occupations. It then analyses how the earnings gap evolves as immigrants integrate into the labour market by moving to better-paying firms, industries and occupations. The implications for immigrant integration policy are discussed in the conclusion. Chapter 5 is the result of a co‑operation between the OECD and the WHO in the context of the “Working for Health” programme. It examines the evolution of international migration of health professionals, specifically doctors and nurses, to OECD countries since 2000/01, in the context of growing workforce shortages and increasing global competition for talent. The chapter considers the implications for countries of origin, including the risk of brain drain, and highlights the importance of ethical recruitment practices. Finally, it explores recent changes in migration policies affecting health professionals, as well as developments in the recognition of foreign qualifications and licensing across the OECD. Chapter 6 presents succinct country-specific notes and statistics on developments in international migration movements and policies in OECD and selected non-OECD countries in recent years. Lastly, the statistical annex includes a broad selection of recent and historical statistics on immigrant flows, asylum requests, foreign and foreign-born populations, and naturalisation."     "Die Anzahl indischer Staatsangehöriger in Deutschland ist in den Jahren von 2010 bis 2022 deutlich gestiegen. Im Verhältnis zur ausländischen Bevölkerung insgesamt bzw. Drittstaatsangehörigen machen indische Staatsangehörige dennoch einen relativ kleinen Teil aus. - Die Zuwanderung von indischen Staatsangehörigen ist überdurchschnittlich geprägt durch Erwerbs- und Bildungsmigration. Insbesondere die Einwanderung zur Aufnahme eines Studiums ist seit dem Jahr 2010 vergleichsweise stark gestiegen. - Die Arbeitsmarktintegration von indischen Staatsangehörigen ist gemessen an gängigen Indikatoren insgesamt positiv. Die Beschäftigungsquote ist vergleichsweise hoch und die Arbeitslosen- und SGB-II-Hilfequoten sind relativ niedrig. - Unter den sozialversicherungspflichtig Beschäftigten ist das Anforderungsniveau der Tätigkeit der indischen Staatsangehörigen überdurchschnittlich hoch, was sich auch in vergleichsweise hohen Arbeitsentgelten widerspiegelt. - Vor dem Hintergrund des demographischen Wandels und einem zunehmenden Fach- und Arbeitskräftebedarf in Deutschland könnten Zuwandernde aus Indien dazu beitragen, diesen Bedarf zu decken. - Nach eigenen Auswertungen der World-Gallup-Datenbank könnten sich rund 8 Prozent der 18- bis unter 35-jährigen in Indien vorstellen, auszuwandern. Allerdings steht Deutschland hier in Konkurrenz mit anderen, vor allem angelsächsischen Zielländern, wie den Vereinigten Staaten, dem Vereinigten Königreich, Kanada oder Australien, die aufgrund der englischen Sprache oder von bereits bestehenden Netzwerken für Fachkräfte aus Indien attraktiver sein könnten. - Auswertungen auf Basis der IAB-SOEP Migrationsstichprobe, der IAB-BAMF-SOEP Befragung Geflüchteter und SOEP-Core für 2021 sind konsistent mit den amtlichen Statistiken hinsichtlich eines hohen Qualifikationsniveaus, einer hohen Erwerbsbeteiligung und eines geringen Frauenanteils unter in Indien geborenen Zugezogenen. Der Anteil selbstbewerteter guter Deutschkenntnisse fällt niedriger aus als unter allen in Deutschland lebenden Zugezogenen. - Der Großteil der Inderinnen und Inder möchten für immer in Deutschland bleiben und knapp zwei von fünf Inderinnen und Indern besitzt bereits die deutsche Staatsangehörigkeit."     Abstract

    "Im März 2020 hat Deutschland mit der Einführung des Fachkräfteeinwanderungsgesetzes (FEG) sein Instrumentarium zur Steuerung der Erwerbsmigration reformiert. Die Änderungen konzentrierten sich in erster Linie auf die Lockerung der Einwanderungsvoraussetzungen für Fachkräfte mit Berufsausbildung, den Abbau formaler Migrationshindernisse und die Vereinfachung von Verfahren, beispielsweise bei der Anerkennung ausländischer Abschlüsse. Das Hauptziel des FEG war es, eine größere Anzahl von Erwerbsmigrantinnen und -migranten aus Nicht-EU-Ländern anzuziehen. Die Umsetzung erfolgte vor dem Hintergrund des demografischen Wandels und eines tendenziell zunehmenden Fachkräftemangels auf dem deutschen Arbeitsmarkt, bei einem gleichzeitigen Rückgang der Einwanderung aus den EU-Ländern. Dieser Forschungsbericht untersucht, ob die Einführung des FEG tatsächlich die Erwerbsmigration von außerhalb der EU nach Deutschland erhöht hat. Dazu wird mithilfe administrativer Daten untersucht, ob infolge des FEG mehr erwerbsbezogene Aufenthaltstitel an Drittstaatsangehörige ausgegeben wurden. Die Schätzung des kausalen Effektes des FEG wird jedoch durch zwei Herausforderungen erschwert: Erstens betraf das FEG potenzielle Migrantinnen und Migranten in allen Nicht-EU-Ländern gleichermaßen. Ein einfacher Vergleich der Migration aus betroffenen und nicht betroffenen Herkunftsländern ist also nicht möglich. Die Studie entwickelt deshalb einen neuartigen Schätzansatz, der stattdessen mehr oder weniger stark betroffene Herkunftsländer miteinander vergleicht. Als ein Proxy dafür, wie stark ein Herkunftsland von den Reformen des FEG potenziell betroffen ist, wird dabei das jeweilige Migrationspotenzial eines Landes herangezogen. Dieses wird mithilfe von weltweiten Befragungen gemessen, die darüber Aufschluss geben, wie groß der Anteil der Bevölkerung eines Herkunftslandes ist, der nach Deutschland als Zielland der ersten Wahl für die Auswanderung angibt. Wenn das FEG die Hürden der Erwerbsmigration gesenkt hat, dann sollte der Effekt größer sein für Länder, in denen es mehr Migrationswillige nach Deutschland gibt – und entsprechend kleiner in Ländern mit einem nur geringen Potenzial an entsprechenden Personen. Allerdings ist es möglich, dass die Erwerbsmigration aus Ländern mit einem größeren Migrationspotenzial bereits vor dem FEG einem steigenden Trend folgte, der sich auch ohne dessen Einführung fortgesetzt hätte. Diese Studie untersucht derartige Trends explizit und diskutiert, inwiefern diese zu Verzerrungen in der geschätzten Wirkung führen könnten. Zudem wird ein sogenannter Instrumenten-Variablen-Ansatz (IV) verwendet. In diesem wird das Migrationspotenzial der Herkunftsländer für Deutschland in einem ersten Schritt durch das Migrationspotenzial anderer vergleichbarer Zielländer in Europa approximiert. Dadurch werden spezifische Trends der Migration zwischen den Herkunftsländern und Deutschland reduziert. Weiterhin werden Placebo-Tests mithilfe von Daten zu Aufenthaltstiteln ohne Erwerbsbezug durchgeführt. Da diese nicht direkt von den Reformen des FEG betroffen waren, sollte hier keine Wirkung festzustellen sein – andernfalls wäre das ein Hinweis darauf, dass die gewählte Methode lediglich allgemeine Migrationstrends abbildet und nicht die Wirkung des FEG. Die zweite Herausforderung besteht darin, dass das FEG im März 2020 zeitgleich mit dem Ausbruch der COVID-19-Pandemie in Kraft trat, in dessen Folge die Zuzüge nach Deutschland aufgrund der Reisebeschränkungen stark einbrachen. In einer Robustheitsanalyse wird deshalb geprüft, ob die geschätzte Wirkung des FEG durch einen Aufholeffekt nach dem Ende der Covid-19-Pandemie verzerrt sein könnte, der seinerseits mit dem Migrationspotenzial der Herkunftsländer korreliert sein könnte. Die Ergebnisse zeigen insgesamt, dass das FEG eine signifikant positive Wirkung auf die Erwerbsmigration aus Drittstaaten nach Deutschland hatte. Je nach dem Migrationspotenzial der unterschiedlichen Herkunftsländer erklärt das Inkrafttreten des FEG zwischen 10 und 70 Prozent des Anstiegs der zu Erwerbszwecken erteilten Aufenthaltstitel. Legt man für das Migrationspotenzial den Median 2 der Herkunftsländer zugrunde und rechnet die Wirkung auf alle Herkunftsländer hoch, so kann das FEG etwa 10.500 bzw. 31 Prozent der im Jahr 2022 neu ausgestellten erwerbsbezogenen Aufenthaltstitel erklären. Diese Zahl gilt jedoch nur unter starken Annahmen und ist lediglich als Richtwert für die ungefähre Größenordnung der absoluten Wirkung des FEG zu verstehen. Die Placebo- und Robustheitschecks sprechen dafür, dass die geschätzten Effekte tatsächlich kausale Wirkungen des FEG widerspiegeln. Die Ergebnisse gelten – wie alle empirischen Auswertungen – nur unter den getroffenen Annahmen und unterliegen einer gewissen statistischen Unsicherheit. Die Signifikanzanalysen zeigen jedoch, dass mit einer sehr hohen Wahrscheinlichkeit angenommen werden kann, dass das FEG einen positiven Effekt hatte. Dennoch erreicht die Erwerbsmigration aus Drittstaaten auch nach der Einführung des FEG noch bei weitem nicht das Niveau, das notwendig wäre, um die Folgen des demografischen Wandels für den deutschen Arbeitsmarkt langfristig auszugleichen und das Erwerbspersonenpotenzial auf dem gegenwärtigen Niveau zu stabilisieren. Wenn also das politische Ziel angestrebt wird, die gesteuerte Erwerbsmigration aus Drittstaaten langfristig weiter zu erhöhen, wären weitreichendere Reformen nötig. Diese sollten weitere Vereinfachungen der formalen Einwanderungsvoraussetzungen und der Anerkennung ausländischer Abschlüsse beinhalten. Darüber hinaus wären zusätzliche aktive Bemühungen zur Werbung und Unterstützung von ausländischen Fachkräften nötig. Dies könnte Dienstleistungen umfassen, die Migrationsinteressierte und auch deren mitreisende Familienangehörige gezielt bei der Stellensuche in Deutschland und bei der Orientierung nach der Ankunft unterstützen – etwa durch eine intensivere Förderung von Deutschkursen bereits im Herkunftsland oder nach deren Ankunft bei der Orientierung auf dem Wohnungsmarkt oder der Suche nach Kinderbetreuungsmöglichkeiten. Auch gilt es, die Aufnahmebereitschaft und Toleranz der deutschen Gesellschaft zu stärken, um eine nachhaltige Integration zu fördern und die Attraktivität Deutschlands als Zielland zu wahren."     "While Western countries worry about labor shortages, their institutional barriers to skill transferability prevent immigrants from fully utilizing foreign qualifications. Combining administrative and survey data in a difference-in-differences design, we show that a German reform, which lifted these barriers for non-EU immigrants, led to a 15 percent increase in the share of immigrants with a recognized foreign qualification. Consequently, non-EU immigrants' employment and wages in licensed occupations (e.g., doctors) increased respectively by 18.6 and 4 percent, narrowing the gaps with EU immigrants.
