Migration und Integration

Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.

Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? Welche Entwicklungen in der nationalen und europäischen Einwanderungspolitik begünstigen die Einwanderung von Erwerbspersonen und Fachkräften? Die hier zusammengestellte Literatur bietet einen aktuellen und umfassenden Überblick über den Themenkomplex Migration und Integration.

    "We investigate the causal effect of age at migration on subsequent educational attainment in the destination country. To identify the causal effect we compare the educational attainment of siblings at age 21, exploiting the fact that they typically migrate at different ages within a given family. We consider several education outcomes conditional on family fixed effects. We take advantage of long running and detailed data from the German Socio-Economic Panel, which entails an oversample of immigrants and provides information on language skills. We find significant effects of age at migration on educational attainment and a critical age of migration not above age 6. The educational attainment of female immigrants responds more strongly to a high age at immigration than that of males. While language skills affect educational attainment they do not appear to fully explain the causal connection between age at migration and educational attainment."     "This contribution describes differences between 10 migrant groups and natives in their attitudes towards government spending in three residence countries: Denmark, Germany, and the Netherlands. Previous research provided evidence that 'migrants' as a catch-all category of people from different origins are in favor of more government spending on social welfare. We study to what extent support for government spending can be explained by self-interest explanations of welfare state attitudes as well as by differences in ideological position. The contribution employs data from the Migrants' Welfare State Attitudes project, including migrant groups from similar origins in Denmark, Germany, and the Netherlands. The study moves beyond the larger migrant groups of Turks and Poles that received attention in previous research as well, and includes a greater variety of groups that differ in terms of their skill levels. The overall finding is that migrants' welfare state spending preferences are, as in the case of natives, significantly related to socio-demographic differences and standard ideology measures of attitudes to regulation of the economy and family values. However, even with these standard variables included, spending preferences differ strongly between migrant groups, residence countries, and welfare spending domain. A comparison between country of origin and residence country provisions seems to be a promising path for further understanding migrant group differences in welfare state spending attitudes.     Today's global refugee crisis has mobilized humanitarian efforts to help those fleeing persecution and armed conflict at all stages of their journey. Aid organizations are increasingly employing new information technologies in their mission, taking advantage of proliferating mobile phones, remote sensors, wireless networks, and biometric identification systems. Digital Lifeline? examines the use of these technological innovations by the humanitarian community, exploring operations and systems that range from forecasting refugee flows to providing cellular and Internet connectivity to displaced persons.     "Studies on migration and social protection have shown that a lack of access to formal welfare in receiving countries leads migrants to rely on their informal social networks for support. This paper argues that such clear-cut dichotomies between formal and informal social protection systems ignore the manners in which both welfare-state institutions and migrants work together at the interstices of the formal and informal to cater to national and transnational social protection needs. Based on empirical data collected during 14 months of multi-sited and partially matched-sample ethnography with Sudanese families across the Netherlands and Sudan, this paper investigates how migrants sometimes enter into symbiotic relationships with different welfare-state institutions, such as municipal offices, non-governmental organisations and other immigration institutions, which in turn rely on the support of these migrants to provide social protection to people who would otherwise escape their purview. While these interplays allow migrants, who are sometimes undocumented, to informally participate in the formal social protection system, such practices are embedded within power relationships that are at times risky, especially for migrants."     "This paper investigates the long-term consequences of mass refugee inflow on economic development by examining the effect of the first large-scale population resettlement in modern history. After the Greco-Turkish war of 1919 - 1922, 1.2 million Greek Orthodox were forcibly resettled from Turkey to Greece, increasing the Greek population by more than 20% within a few months. We build a novel geocoded dataset locating settlements of refugees across the universe of more than four thousand Greek municipalities that existed in Greece in 1920. Exploiting the spatial variation in the resettlement location, we find that localities with a greater share of refugees in 1923 have today higher earnings, higher levels of household wealth, greater educational attainment, as well as larger financial and manufacturing sectors. These results hold when comparing spatially contiguous municipalities with identical geographical features and are not driven by pre-settlement differences in initial level of development across localities. The long-run beneficial effects appear to arise from agglomeration economies generated by the large increase in the workforce, occupational specialization, as well as by new industrial know-hows brought by refugees, which fostered early industrialization and economic growth."     "Eine umfassende Analyse der Auswirkungen von Migration auf die Steuer- und Abgabenlast steht für viele Einwanderungsländer, erst recht aber die Herkunftsländer der Migranten, noch aus. Die vorliegenden Analysen weisen auf kurzfristig negative Auswirkungen hinsichtlich Flüchtlingen, illegalen und geringqualifizierten Zuwanderern hin. Auf lange Sicht stellen sich überwiegend positive Nettoeffekte ein: Viele Migranten leisten über den Lebensverlauf mehr Beiträge zu den öffentlichen Haushalten des Aufnahmelandes, als sie an Transferleistungen erhalten und entlasten damit einheimische Steuerzahler.     "For EU Member States like Austria, the EU Regulations on the coordination of social security schemes are the focus of academic and political attention. They deal with many cases and are usually very complex. They are supervised by the European Commission and the CJEU. Compared to these EU rules, bilateral agreements with third countries are treated as step-children. They do not get the academic and political attention they deserve, taking into account their importance in practice. They have common features compared to the EU rules, but there are also remarkable differences in the texts and their interpretation. The differences sometimes lead to practical problems of application and interpretation in the EU Member States. Based on Austrian experiences, all these aspects are elaborated in this article. Enhanced cooperation and exchange of information between the EU Member States in the future could help to improve the negotiating position of these countries and also guarantee greater esteem for the bilateral agreements."     "Religious identity and practice has been associated with attitudes to immigration in Europe, but it is not known how this relationship varies between different cultural and economic contexts. Analysing data from seven waves of the European Social Survey (ESS) 2002 - 2014 we examine the association cross-nationally and over time, in what was a financially unstable period for many European countries and households. We have two main findings. Firstly, it is not religion per se, but rather conformity to national rates of religiosity which is associated with concern about the economic and cultural consequences of immigration. Secondly, the association between religion and anti-immigration is strengthened in contexts of economic uncertainty. These findings suggest that while religion does not predict immigration attitudes uniformly across countries, when religion reflects cultural conformity, it could become an expression national or ethnic group identity in times of economic insecurity."     "This paper investigates the wage assimilation of foreign immigrants and internal migrants in Italy, comparing them with stayers. Control for the selection in out-migration is performed using a new duration version of the Heckman correction and by taking into account both return migration and moves to other destinations. Internal migrants experience only minor wage differences when compared with stayers. By contrast, foreign immigrants earn about 8% less than stayers and internal migrants at the beginning of their careers, and the wage gap increases over time.     "This article explores the employment and social security rights of third-country nationals guaranteed by a number of EU Directives which are specifically meant to promote and regulate labour migration to the EU. Some were agreed with a view to making the EU more attractive for labour migration from outside the EU. Others were meant to (partially) harmonise rights and/or procedures in order to create a level playing field between the Member States. More specifically, it examines the relevant provisions in the Blue Card Directive 2009/50, the Employers' Sanctions Directive 2009/52, the Single Permit Directive 2011/98, the Seasonal Workers Directive 2014/36, the Intra-corporate Transferees Directive 2014/66 and the Students and Researchers Directive 2016/801. The article emphasises that this set of EU labour migration Directives are the result of a sector-by-sector approach. The EU failed to adopt an overall and common EU labour migration policy and corresponding legal instruments. Even with regard to entitlement to equal treatment in terms of employment and social security rights, these EU instruments lack a common approach and give the Member States room to provide for exceptions. In addition, these Directives do not contain any provisions regarding the aggregation of periods of insurance, employment or residence. As a result, they offer additional protection for the social security rights of migrant persons, but they need to be complemented by other instruments such as multilateral or bilateral agreements with third countries, or even human rights instruments."     "The purpose of this final contribution is to offer a broad schematic overview of 'mechanisms' that can be used to strengthen the social security protection of persons moving in and out of the EU. Seven mechanisms have been selected for discussion: national unilateral standards, EU unilateral standards, bilateral agreements, EU coordination of bilateral agreements, EU third country agreements, multilateral co-operation and global standards. The existence of this plethora of mechanisms, each with its own merits and shortcomings, casts a shadow over the possibility of a uniform EU regime for external social security relations. Any attempt to introduce such an approach can immediately be contradicted by alternative approaches and mechanisms which can be used both by the EU and by the individual Member States. It is suggested that more coherence in external EU social security coordination can perhaps be found in a conceptual way, by layering the seven mechanisms in a logical manner."     "Der Beitrag gibt einen Überblick über die wichtigsten Auswirkungen von Migration auf die Finanzierung von Alterssicherungssystemen. Im Mittelpunkt stehen die Effekte von Zuwanderung für umlagefinanzierte Rentensysteme im Zielland. Hier ergeben sich prinzipiell günstige Effekte für das Rentenbudget, die mit der Dauer des Aufenthalts der Zuwanderer (erste Generation) und ihrer etwaigen Nachkommen (zweite Generation und so weiter) zunehmen, allerdings auch von weiteren Merkmalen der Migranten abhängen. Vor diesem Hintergrund wird gezeigt, dass Zuwanderung die absehbare Anspannung der Rentenfinanzen, die sich in Deutschland in den nächsten zwei bis drei Jahrzehnten wegen einer ausgeprägten demografischen Alterung herausbilden wird, erkennbar mildern, aber realistischerweise nicht beseitigen kann. Ergänzend werden im Beitrag auch die Effekte von Zuwanderung im Kontext kapitalgedeckter Rentensysteme diskutiert und die nachteiligen Effekte von Auswanderung für umlagefinanzierte Systeme im jeweiligen Herkunftsland aufgezeigt." Im Fokus der Veranstaltung stand deshalb drei Jahre 'nach dem Ankommen' die Perspektivplanung in der Arbeit mit jungen Flüchtlingen - diese im Hinblick auf die Hilfeplanung insgesamt, mögliche Hilfeformen auch nach dem 18. Lebensjahr sowie die Zukunftsperspektiven und die Verselbständigung der jungen Geflüchteten.
    Ein Schwerpunkt der Veranstaltung am 8./9. März 2018 lag auf der Frage nach dem Ist-Stand und den Perspektiven der kommunalen Integration junger Geflüchteter in der Paxis. Welches sind in diesem Zusammenhang die dringendsten Aufgaben? Und welche Herausforderungen sind damit fachlich, infrastrukturell und personell für die Kinder- und Jugendhilfe verbunden?"     Abstract

    "Australia has always been a nation of immigrants. More than one quarter of its population in 2015 was born abroad. Immigrants make an important economic and demographic contribution and help address skill and labour shortages. Labour migration is managed through a complex, but well-functioning and effective system which sets and respects annual migration targets. In recent years, the labour migration system has shifted from a mainly supply-driven system to a system where demand-driven migration represents close to half of the permanent skilled migration programme and demand-driven temporary migration has also risen sharply. In addition, two-step migration has gained ground in recent years. The review examines the implications of these changes for the composition of immigrants and their labour market outcomes. Moreover, it discusses recent changes in the tools used to manage labour migration and provides a detailed analysis on the impact of the introduction of Skill Select on the efficiency of the system.
