Die zunehmende Alterung und die abnehmende Zahl der Erwerbspersonen sowie die Anhebung des Rentenalters bleiben nicht ohne Auswirkungen auf die Betriebe. Es ist eine alter(n)ssensible Personalpolitik gefordert, die sich der verändernden Altersstruktur im Betrieb stellt. Die Infoplattform bietet zum Thema Ältere im Betrieb Literaturhinweise, Volltexte und Informationen über Forschungsprojekte. Es werden die Positionen der Politik, der Verbände und Betriebe sowie die wissenschaftliche Auseinandersetzung mit dem Thema deutlich.

"We use data from the Survey of Health, Aging, and Retirement in Europe to estimate for thirteen European countries the associations of early life circumstances -- measured by childhood health and socioeconomic status (SES) -- with educational attainment, and later life health and employment (at ages 50 - 64). In all countries and for men and women, favorable early life circumstances, and in particular a higher childhood SES, are associated with a higher level of education. In most countries and in particular for women, favorable early life circumstances are associated with better later life health, also when education is controlled for. The significant associations of favorable early life circumstances with a higher incidence of later life employment are mostly transmitted through education and later life health." "This paper constructs and estimates a dynamic model of the evolution of health for those over the age of 50 and then embeds that model of health dynamics in a structural, econometric model of retirement and saving.
The health model traces the effects of smoking, obesity, alcohol consumption, depression and other proclivities on medical conditions, including hypertension, diabetes, cancer, lung disease, heart problems, stroke, psychiatric problems and arthritis. These in turn influence an overall index of health status based on self-reported health, work limitations and ADLs, which is used to classify the population into good, fair, poor or terrible health.
Compared to a situation where the entire population is in good health, the current health status of the population reduces the retirement age of the entire population by an average of about one year. While poor health or terrible health have a great impact on the disutility of work and thus on retirement, fair health as opposed to good health has a relatively minor effect. Smoking depresses full-time work effort by up to 3.5 percentage points by those in the early sixties, reducing the average retirement age by four to five months. Effects of trends in health care and health policies on retirement are also analyzed.
Including detailed measurement of health dynamics in a retirement model improves understanding of the effects of health on retirement. It does not, however, influence estimates of the marginal effects of economic incentives on retirement." (Author's abstract, IAB-Doku) ((en)) -

"This paper studies empirically the consequences of retirement on health. We make use of a targeted retirement offer to army employees 55 years of age or older. Before the offer was implemented in the Swedish defence, the normal retirement age was 60 years of age. Estimating the effect of the offer on individuals' health within the age range 56-70, we find support for a reduction in both mortality and in inpatient care as a consequence of the early retirement offer. Increasing the mandatory retirement age may thus not only have positive government income effects but also negative effects on increasing government health care expenditures." "Using data from the German Socio-Economic Panel from 1984-2009, we follow persons from their working life into their retirement years and find that, on average, employed people maintain their life satisfaction upon retirement, while long-term unemployed people report a substantial increase in their life satisfaction when they retire. These results are robust to controlling for changes in other life circumstances and suggest that retiring is associated with a switch in the relevant social norms that causes an increase in identity utility for the formerly unemployed. This is supportive of the idea that, by including identity in the utility function, results from the empirical life satisfaction literature can be reconciled with the economic theory of individual utility." "Previous studies find that past unemployment reduces life satisfaction even after reemployment for non-monetary reasons (unemployment scarring). It is not clear, however, whether this scarring is only caused by employment-related factors, such as worsened working conditions, or increased future uncertainty as regards income and employment. Using German panel data, we identify non-employment-related scarring by examining the transition of unemployed people to retirement as a life event after which employment-related scarring does not matter anymore. We find evidence for non-employment-related nonmonetary unemployment scarring for people who were unemployed for the first time in their life directly prior to retirement, but not for people with earlier unemployment experiences." "In Deutschland ist die private Altersvorsorge ein immer wichtiger werdendes Thema. Die Alterung der Gesellschaft in Zusammenhang mit Arbeitslosigkeit und befristeten Arbeitsverhältnissen sowie eine wachsende Anzahl an Arbeitnehmern in Teilzeitbeschäftigung oder nicht sozialversicherungspflichtigen Beschäftigungsverhältnissen erschweren es, die lebensstandardsichernden Renten der Rentner in einem umlagefinanzierten Rentensystem weiter aufrecht zu erhalten. Des Weiteren führt diese Art von Arbeit und die damit verbundenen unterbrochenen Erwerbsverläufe dazu, dass in Zukunft die Zahl der Menschen, die nicht in der Lage sein werden genügend Rentenansprüche zu erwerben, um später eine Rente über der Grundrente zu erhalten, steigen wird. In den letzten Jahren hat es einige Rentenreformen gegeben, die die Belastungen gerecht zwischen den Generationen verteilen sollten. Im Jahre 2001 wurde eine zusätzliche freiwillige private Altersvorsorge eingeführt, welche dazu gedacht ist, die Rentenlücke, welche durch das Absenken des Rentenniveaus entsteht, zu schließen. Individuen müssen sich nun selbst entscheiden, ob sie sparen, wie viel sie sparen und wie sie ihr Geld investieren. Solche Entscheidungen setzten zum einen gute Kenntnisse des deutschen Rentensystems und zum anderen finanzielles Grundwissen voraus. Auf der Grundlage der Theorie des Sparens und ihrer verhaltenswissenschaftlichen Verfeinerungen wird in dieser Arbeit ein Entscheidungsmodell entwickelt, welches die einzelnen Schritte zwischen den ersten Überlegungen zum Alter bis zum tatsächlichen Altersvorsorgesparen abbildet. Jeder dieser Schritte wird empirisch untersucht, um mehr über die Hürden, vor denen die Individuen bei der Altersvorsorge stehen, herauszufinden." (Autorenreferat, IAB-Doku)

"In this paper we study the retirement patterns of couples in a multi-country setting using data from the Survey of Health, Aging and Retirement in Europe. In particular we test whether women's (men's) transitions out of the labor force are directly related to the actual realization of their husbands' (wives') transition, using the institutional variation in country-specific early and full statutory retirement ages to instrument the latter. Exploiting the discontinuities in retirement behavior across countries, we find a significant joint retirement effect for women of 21 percentage points. For men, the estimated effect is insignificant. Our empirical strategy allows us to give a causal interpretation to the effect we estimate. "This Paper provides a two-part empirical analysis on how actuarial reduction rates for early retirement affect current pension payments in Germany and to what extent the existence and the magnitude of such reduction rates influence people's retirement planning. First, when looking at administrative records, early retirement shows a high prevalence at the extensive and at the intensive margin, in particular for women and medium income insurant. Second, a special question in the 2011 SAVE survey is exploited where respondents are offered a hypothetical deal for early retirement if in turn they are willing to accept an actuarial reduction on their pension. It becomes evident that the maximal reduction rate people would be willing to accept is widely dispersed and on average roughly double the current legal rate. Furthermore, respondents seem to make consistent choices and high endowment of financial assets and additional old age provision, high subjective life expectancy, bad health as well as being a man are positively correlated to the actuarial reduction rate the respondents would accept at most. Given that policymakers aim to increase the average retirement age, the results emphasize the need for a simultaneous increase of not only the statutory retirement age but the minimum early retirement age as well, since actuarial reduction rates cannot be expected to change the retirement behavior of workers with a strong preference for early retirement or those who rely on social benefits." "Im Rahmen der Studie wurden über 1000 Verwaltungsmitarbeitende im Alter von 50 Jahren und älter zu ihrem Lernen befragt. Sie richtet sich mit ihren Ergebnissen, die unmittelbar verwertbar sind für die Gestaltung von Personalentwicklungsmaßnahmen und Lernangeboten, an Personalverantwortliche in Verwaltungen und an Bildungsanbieter.
Aufgezeigt wird, mit welchen Lernmethoden die älteren Verwaltungsmitarbeitenden sowie die Teilzielgruppen Frauen/Männer, Mitarbeitende/Leitende/Führungskräfte, extrinsisch/intrinsisch Motivierte und die Älteren je nach Lernbiografie erfolgreicher lernen und worauf bei der Ausgestaltung von zielgruppengerechten Lernangeboten zu achten ist. Acht beispielhafte Lernsettings für einzelne Personalentwicklungsmaßnahmen und Lernangebote (z.B. zur Führungskräfteentwicklung oder Frauenförderung) werden diskutiert. Ergänzend wird aufgezeigt, welche Rahmenbedingungen das Lernen zusätzlich unterstützen. Neben der Bedeutung von Lernorten, -zeiten, -quellen und -gruppenzusammensetzungen werden besonders auch erfolgswirksame Einflüsse des selbstorganisierten Lernens und der Selbstwirksamkeit untersucht.

"For many countries, population ageing represents one of the major social and economic challenges of this century. In order to cope with this demographic change, the welfare state of many countries underwent major reforms in the last years which radically changed pension systems, health care systems, and labour markets. Income and longevity risks were shifted from the state to the individuals who nowadays have to privately insure against future financial needs. This requires an adaptation of individual savings behaviour, especially in countries that are used to generous social security systems, such as Germany. About a decade ago, the German single-pillar pay-as-you-go system has been changed to a genuine multi-pillar system. Compared to a situation without reforms, the public pension level will be lower by 14.4% in 2030 (Börsch-Supan and Gasche, 2010). While public pension reforms were accompanied by efforts to strengthen second pillar (occupational) and third pillar (private) pensions, it is of great concern whether individuals have the necessary financial knowledge and skills to understand the relevant pension information in order to save adequately. For instance, many people do not respond to financial incentives in the form of state subsidies for so-called Riester pensions (e.g. Coppola and Reil-Held, 2009; Börsch-Supan et al., 2012; Börsch-Supan et al., 2008). ''In many cases [enrolment patterns] better fit the patterns predicted by the availability of information about the pension system'' (Börsch-Supan et al., 2008, p. 297). This dissertation focuses on how individuals gather and process pension information in order to make informed savings decisions. Abstract
"The paper examines the extent to which the prestige value of a retiree's former occupation increases the likelihood that they will make a transition into volunteering after retirement. Following social production function theory, we assume that when a person retires, the prestige value attached to their former occupation fades. The fact that volunteering has the character of a collective good provides the opportunity to gain social prestige to offset the loss of occupational prestige. However, the extent of the incentive to volunteer will be distributed unequally across occupations: the higher the former occupational prestige value, the higher the perceived loss of prestige after retirement. Thus, doing a job with high prestige value increases the incentive to volunteer in retirement. This assumption is tested, using data taken from the German Socio-Economic Panel (SOEP) 1992-2013. The sample contains 1,631 workers and 589 retirees, 278 of whom transitioned into volunteering during the observation window. Based on Kaplan-Meier-Failure-Estimates and complementary log-log hazard models, findings show a positive effect of occupational prestige on the transition into volunteering. Thus, the loss of high occupational prestige can be compensated by the social prestige associated with volunteering. "The aging society and threatening old-age poverty are two major political topics in Germany for the next decades. Handling these demographic challenges will be essential for Germany in order to remain one of the strongest economies in Europe. For this purpose a well-designed and sustainable pension scheme is necessary. Many modern employment biographies consist of atypical employment and discontinuities; both negatively impact the pension entitlements of the individuals. Although healthy life expectancy is rising, there is a general tendency to retire as soon as possible. Obviously, the retirement scheme lacks of incentives for an on-going employment at higher ages. This dissertation develops an innovative approach that offers flexibility to absorb demographic changes as well as labor market developments, without threatening the financial stability of the public pension scheme." "Der Anteil der Erwerbsminderungsrenten liegt in Deutschland bei über 20 % aller Versichertenrentenzugänge. Ein wichtiger Grundsatz im Sozialgesetz lautet, dass Rehabilitation Vorrang vor Rentenleistungen haben soll. In dem Beitrag wird der Frage nachgegangen, inwieweit dieser Grundsatz 'Reha vor Rente' tatsächlich umgesetzt wird. Analysiert wurden Scientific Use Files (SUFs) der Deutschen Rentenversicherung mit einer Zufallsstichprobe von jeweils 20 % aller Zugänge zur Erwerbsminderungsrente für die Jahrgänge 2005 bis 2009. Die Ergebnisse zeigen, dass über 40 % der Neuzugänge in die Erwerbsminderungsrente in den letzten fünf Jahren vor der Berentung keine medizinische Rehabilitationsleistung oder eine andere Teilhabeleistung erhalten haben. Dazu zählen insbesondere Männer, Versicherte mit niedrigem Qualifikationsniveau oder Wohnsitz in Ostdeutschland. Auch höheres Alter und geringe Beitragszeiten erhöhen die Wahrscheinlichkeit, ohne Teilhabeleistungen in Erwerbsminderungsrente zu gehen." (Autorenreferat, IAB-Doku)

"Im Alternsverlauf verändern sich persönlich verfügbare Ressourcen, d.h. Leistungsvoraussetzungen und Mittel, die Handeln erleichtern oder die persönliche Entwicklung stimulieren (M. Baltes u. F. Lang 1997; S. Hobfoll u. J. Wells 1998). Es ereignen sich sowohl Ressourcenverluste (z.B. körperliche Fitness, Gesundheit, einzelne sensorische und kognitive Funktionen) als auch Ressourcenzugewinne (z.B. Wissen, Erfahrung und sozialer Status). Leider überwiegen jedoch die Ressourcenverluste (P. Baltes 1999). Mit anderen Worten, es wird mit zunehmendem Alter schwieriger, Verluste durch Zugewinne von Ressourcen auszugleichen. Betrachten wir die Arbeitssituation älterer Beschäftigter, ist also die entscheidende Frage eines erfolgreichen Alterns in der Arbeit: Wie können ältere Beschäftigte einen solchen Ressourcenverlust ausgleichen und wie kann Arbeits- und Tätigkeitsgestaltung dies unterstützen?"
