Arbeitsmarktpolitik soll neben der Wirtschafts- und Strukturpolitik sowie der Arbeitszeit- und Lohnpolitik einen Beitrag zur Bewältigung der Arbeitslosigkeit leisten. Aber ist sie dabei auch erfolgreich und stehen die eingebrachten Mittel in einem angemessenen Verhältnis zu den erzielten Wirkungen? Die Evaluationsforschung geht der Frage nach den Beschäftigungseffekten und den sozialpolitischen Wirkungen auf individueller und gesamtwirtschaftlicher Ebene nach.     "In many cases assignment to a treatment may affect concomitant variables. I show how a concomitant variable can be used to corroborate evidence from an observational study. In the observational study two types of training programs are compared. One program is part of regular Swedish labor market training while the other program was run by Swedish industry during 1998-2000. A large and positive effect on employment is found from this latter program. In this program it was much easier to get employer contact than in the regular program. From a survey I have information about employer contacts in the two programs. I find the same positive effect on employment from employer contacts in either program and no effects from the new program when conditioning on employer contacts. I interpret this as a causal effect on employment from employer contacts. In addition, this effect is found to be more pronounced for individuals with a weak position in the labor market."     "The process of labour market transformation in the 1990s attracted a lot of attention from economists and policy makers. Unprecedented changes, like rapid reforms in Central and Eastern Europe and later the expansion of the European Union, require a deeper understanding of current labour-market trends. This dissertation provides three essays focusing on the impact of the active labour market programmes and the determinants of unemployment duration in the second half of the 1990s in Russia and Sweden. The first two chapters of my dissertation provide a foundation for a policy analysis of issues related to unemployment duration and for an evaluation of the effect of training programmes offered by the state to unemployed individuals in urban Russia. Paper 1 investigates the impact of training programmes on wages of individuals. Using data from the official unemployment register combined with the information from the follow-up survey, I use the method of 'propensity-score matching' to evaluate the effect of training programmes. The result suggests that participants of training programmes receive higher wages after deregistering from the employment office. The paper identifies important gender differences; the effect of training was smaller for females. Paper 2 examines the determinants of unemployment duration of individuals registered as unemployed. The results of a piece-wise constant proportional hazard model imply that the hazard of finding a job is non-monotonic and tends to decrease with time spent in unemployment. An important finding is that only 29% of the unemployed obtained a job simultaneously with deregistering from the Public Employment Office (PEO). Others continued to search for job on their own. I find that the intensity of the job search increases after individuals leave the public employment office. The final chapter of the thesis, Paper 3, addresses the question of whether the possibility of exit from unemployment to the previous employer affects the duration of unemployment spells in Sweden. The empirical analysis is performed using an employee-employer dataset that includes a number of enterprise characteristics and provides information on individual tenure. The econometric approach employs estimation of a competing risk duration model to distinguish between exits to the previous employer and exits to a new job. The findings suggest that greater tenure raises the risks of transitions to the previous employer, while high education levels increase the risk of obtaining a new job.     "The vocational employment training program is the most ambitious and expensive training program in Sweden and a cornerstone of labor market policy. We analyze causal effects on the individual transition rate from unemployment to employment by exploiting variation in the timing of treatment and outcome, dealing with selectivity on unobservables. We demonstrate the appropriateness of this approach in our context by studying the assignment. We also develop a model allowing for duration dependence and unobserved heterogeneity (leading to spurious duration dependence) in the treatment effect, and we prove non-parametric identification. The data cover the population and include multiple unemployment spells for many individuals. The results indicate a large significantly positive effect on exit to work shortly after exiting the program. The effect at the individual level diminishes after some weeks.     "In 2001 and 2002, Sweden introduced several unemployment insurance reforms. A major innovation in the first reform was the introduction of a two-tiered benefit structure for some unemployed individuals. This system involved supplementary compensation during the first 20 weeks of unemployment. The 2002 reform retained the two-tiered benefit structure but involved also substantial benefit hikes for spells exceeding 20 weeks. This paper examines how these reforms affected transitions from unemployment to employment. We take advantage of the fact that the reforms had quasi-experimental features where the 'treatments' differed considerably among unemployed individuals. We find that the reforms had strikingly different effects on job finding among men and women. The two reforms in conjunction are estimated to have increased the expected duration of unemployment among men but to have decreased the duration of unemployment among women. The overall effect on the duration of unemployment is not statistically different from zero. However, the reforms reduced job finding among males who remained unemployed for more than 20 weeks."     "Using a panel of 250 Swedish municipalities over the period 1987-1996, we examine the direct displacement effects of active labour market programmes (ALMPs). Compared to earlier studies on this topic, we have more and better data. Based on our GMM estimations, we find that there are direct displacement effects from subsidised employment (in the order of approximately 65%), but that there seem to be no (significant) displacement effects from training.     "Young unemployed persons are a prioritised group in active labour market programmes. Such programmes can be regarded as 'integrative', facilitating integration into the labour market for young people in accordance with their own preferences. However, such programmes can also be regarded as 'defensive', discouraging young unemployed persons from claiming transfer incomes and urging them to lower their sights when looking for jobs. The article examines the conceptions of the young participants themselves, analysing whether activation programmes are experienced in ways endorsing the integrative or the defensive perspective across different European welfare states. Survey data from these countries indicate that activation programmes for youth are at the integrative end of the spectrum. This is especially the case in the universal welfare regime countries, which are also the group of countries in which youth activation schemes are most widespread. Participant's scheme evaluations are least favourable in Scotland, in line with expectations of a liberal welfare regime approach. Most conservative welfare regime countries fall in between."     "We estimate the relative efficiency of eight Swedish labor market programs in reducing the unemployment duration for participants, using a rich, administrative data set of all adult unemployed workers. We find that programs in which the participants obtain subsidized work experience and training provided by firms have better outcomes than classroom vocational training. The relative efficiency is similar across demographic and skill groups, and independent of the timing of the placement. A careful examination of the assignment process to programs reveals no self-selection, but substantial administrative selection.     "Die vorliegende Studie ist eine empirische Untersuchung der Auswirkungen eines Pilotprojektes, bei dem Arbeitslose vorübergehend als Arbeitsberater eingesetzt wurden. Wirtschaftstheorien sehen einen positiven Zusammenhang zwischen der Intensität der Suche nach einem Arbeitsplatz und dem Austritt aus der Arbeitslosigkeit. Das grundlegende Konzept des Projektes lag im Einsatz von Arbeitslosen, die nach einer kundenorientierten Schulung anderen Arbeitslosen bei ihrer Arbeitssuche assistierten. Zeitlich angesiedelt wurde das Projekt in einer Phase sehr hoher Arbeitsbelastung in den öffentlichen Arbeitsagenturen, die zu einer drastischen Reduzierung der Kapazitäten für die Einzelberatung von Arbeitslosen führte. Grundlage bildete ein Abkommen zwischen Gewerkschaftsverbänden und der schwedischen Arbeitsverwaltung. Basierend auf Geschäftsdaten der Arbeitsverwaltung untersucht dieses Papier die Wirkung des Projektes auf die Wahrscheinlichkeit aus der Arbeitslosenstatistik der Beschäftigungsagenturen auszuscheiden (einzelne Gründe für das Ausscheiden werden separat untersucht) oder in ein Beschäftigungsprogramm aufgenommen zu werden. Für arbeitssuchende Programmteilnehmer untersucht die Studie auch die Wahrscheinlichkeit des Eintritts in Beschäftigung im Anschluss an die Programmteilnahme. Ebenso wird der zeitliche Zusammenhang zwischen dem Projektbeginn bis zum Ausscheiden eines Arbeitssuchenden aus der Arbeitslosenstatistik oder dessen Eintritt in ein Arbeitsmarktprogramm untersucht. Die Ergebnisse zeigen, dass sich das Projekt positiv auf die Bemühungen bei der Suche nach einer Beschäftigung auswirkt und dadurch Langzeitarbeitslosigkeit reduziert wird."     "Until recently, an unemployed person in Sweden who participated in an active labour market programme earned entitlement to a further 60 weeks of unemployment insurance (UI) benefits. A 'carousel' effect - cycling between periods of open unemployment and participation in active programmes - increasingly seen came to be seen as a factor making the active programmes less effective in promoting the transition to ordinary work. Following policy reforms in 2000 and 2001, participation in a programme no longer generates new UI entitlements. However, the public employment service (PES) can refer the unemployed to a new programme, the Activity Guarantee. This provides continuing income support, and engages participants in job-search and other activities in principle full-time until they find ordinary work.
    This paper summarises findings from two questionnaire surveys of the implementation of the Activity Guarantee. The first survey was addressed to PES case workers, who have direct personal contact with participants and much of the responsibility for designing programme content. The second survey was addressed to participants, and reports on their personal characteristics and job search activity, and their experience of the programme and views about its effectiveness.
    Many case workers thought that information concerning the content of the Activity Guarantee was not sufficiently clear, and that they had not received sufficient training for this work. Existing guidelines were not always implemented: contrary to quality criteria, case workers on the programme often had other work assignments, and almost one quarter of PES offices did not offer programme participants a full-time activity. A common method of implementing the programme was to first engage participants in job-search activities for groups, and later offer a place on a regular labour market programme.
    Participants in the Activity Guarantee have the usual characteristics of the long-term unemployed: a relatively high mean age, a relatively high share with a disability, and a low level of training. On the whole, survey respondents were content with the programme. However, almost half were critical of the activities offered and more than half said they would not participate if it did not provide them with income. Two-thirds reported that they were activated full-time. However, only slightly more than half met their supervisor as often as once a month. Fewer had applied for a job within the last four weeks, or knew that they had an individual action plan. Since 2001, benefit recipients must widen their geographic and occupational areas of job search after 100 days of unemployment, and supervisors had recommended nearly three-fifths of respondents to widen their occupational search area, and one-fifth to widen their geographic search area. Our estimates suggest that the programme had a positive treatment effect for the participants. We also show how non-parametric methods can be used to estimate the time profile of treatment effects as well as how to estimate the effect of entering the programme at different points in time in the unemployment spell. Our main results are derived using matching methods. However, as a sensitivity test, we apply instrumental variables difference-indifference methods.     "This paper proposes an application of standard evaluation techniques to obtain an early indication of the efficiency of a social program. An explicit distinction is made between participation and treatment since non-participants in many cases can find treatment outside of the program. By estimating the amount of treatment participants would have received if there had been no program it is possible to derive the net treatment provided by the program as soon as the first participants have entered the program. Using propensity score matching to study substitutes in the recently implemented Swedish 'Career Break' pilot program we obtain three main results: First, the selection into the program favours participants that would have received treatment even without the program. Second, the net treatment provided by the program is on average only about half of the expected program length. Overall, the impact of the program system is found to have been mixed. Joining a program has increased employment rates among participants, a result robust to a misclassification problem in the data. On the other hand it has also allowed participants to remain significantly longer on unemployment benefits and more generally in the unemployment system, this being particularly the case for those entitled individuals entering a program around the time of their unemployment benefits' exhaustion."     "Swedish labor market programs appear large from an international perspective, yet their consequences are not fully investigated and understood. In this paper the authors estimate a switching regression model with training effect modeled as a random coefficient, partitioned in an observed and unobserved component. They investigate labor market training for three cohorts during the 80s and the beginning of the 90s on its effect on earnings. They separate the analysis between Swedish-born and foreign-born individuals to identify differences in their responses to training. The results indicate that there is positive sorting into training. The authors find that the proportion of trainees having positive rewards from training was not very different from the proportion having negative rewards. This means that the results do not support the view that from efficiency considerations, too few persons were enrolled in labor market training during this period. Differences in results across cohorts can be interpreted as being caused by rapid changes in the labor market. Further, consistent with results from several previous studies, we find that being young often means no positive pay-off from training, and the same is found for persons with only primary education. In conflict with what earlier studies have shown, we found that males have a better pay-off from training than females. Rewards from training were higher for foreign-born than for natives and rewards among the former vary by place of birth." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "Swedish labor market programs appear large from an international perspective, yet their consequences are not fully investigated and understood. In this paper we estimate a switching regression model with training effect modeled as a random coefficient, partitioned in an observed and unobserved component. We investigate labor market training for three cohorts during the 80s and the beginning of the 90s on its effect on earnings. We separate the analysis between Swedish-born and foreign-born individuals to identify differences in their responses to training. The results indicate that there is positive sorting into training. We find that the proportion of trainees having positive rewards from training was not very different from the proportion having negative rewards. This means that the results do not support the view that from efficiency considerations, too few persons were enrolled in labor market training during this period. Differences in results across cohorts can be interpreted as being caused by rapid changes in the labor market. Further, consistent with results from several previous studies we find that being young often means no positive pay-off from training, and the same is found for persons with only primary education. In conflict with what earlier studies have shown, we found that males have a better pay-off from training than females. Rewards from training were higher for foreign-born than for natives and rewards among the former vary by place of birth." (Author's abstract, IAB-Doku) ((en))
