"Most firms match with workers through job postings, networks of personal contacts, or the public employment agency. This column investigates the effects of search channels on labor market outcomes in Germany. Low-wage firms and low-wage workers are more likely to match via networks or the public agency, while high-wage firms and high-wage workers succeed more often via job postings. Because search channels connect workers and firms at different rungs of the wage distribution, matching technologies matter not only for individual job search outcomes, but also for aggregate employment, productivity, and wage inequality." "This paper examines the context dependency of attitudes toward maternal employment. We test three sets of factors that may affect these attitudes - economic benefits, normative obligations, and child-related consequences - by analyzing data from a unique survey experimental design implemented in a large-scale household panel survey in Germany (17,388 observations from 3,494 respondents). Our results show that the economic benefits associated with maternal employment are the most important predictor of attitudes supporting maternal employment. Moreover, we find that attitudes toward maternal employment vary by individual, household, and contextual characteristics (in particular, childcare quality). We interpret this variation as an indication that negative attitudes toward maternal employment do not necessarily reflect gender essentialism; rather, gender role attitudes are contingent upon the frames individuals have in mind." "Despite the favourable economic situation in Germany over the last decade, the number of welfare recipients (~5 million) remained at a persistently high level. One factor limiting individuals' abilities to exit welfare dependency into employment is informal care. This article analyses two aspects of informal care: childcare, considering the number of caregivers in a given family constellation, and the amount of time spent on eldercare. A panel of survey data with comprehensive information on welfare recipients is used. The waves from 2006 to 2017 are included. The results suggest that the chances of exiting welfare dependency for those in jobs covering needs are strongly impacted by the intensity of caregiving. Single parents, as well as welfare recipients who spend >10 h/wk on eldercare, especially persons providing both of these types of caregiving, have the lowest probabilities of leaving welfare dependency among all recipient groups." "Für Deutschland wird eine der wichtigsten Herausforderungen der nächsten Jahre darin bestehen, den Fachkräftemangel in einer alternden Gesellschaft zu überwinden. Eine mögliche Maßnahme ist die Beschäftigungsförderung von gesundheitlich eingeschränkten Personen. Daher ist ein Verständnis der relevanten Institutionen zentral, um ein ausgewogenes Verhältnis zwischen Sozialschutz und Beschäftigungsförderung für gesundheitlich beeinträchtigte oder behinderte Menschen zu finden. Ziel dieser Dissertation ist es, die Folgen gesundheitlicher Schocks und die Rolle der Arbeitsbedingungen in Form gesundheitsbezogener Institutionen für die Beschäftigung gesundheitlich beeinträchtigter Arbeitnehmer und Arbeitnehmerinnen auf dem deutschen Arbeitsmarkt zu beleuchten. Dazu wird zunächst analysiert, wie sich der Kündigungsschutz auf die langfristigen krankheitsbedingten Fehlzeiten von Arbeitnehmern und die Wahrscheinlichkeit einer unfreiwilligen Arbeitslosigkeit nach Krankheit auswirkt (Kapitel 1). Danach wird in Kapitel 2 untersucht, ob die Schwerbehindertenquote in Deutschland und ihre Nichteinhaltung die Nachfrage der Unternehmen nach behinderten Beschäftigten beeinflusst. "Welfare recipients in Germany are allowed to take up supplementary jobs while receiving welfare. In the present study, we use the German Panel Study “Labour Market and Social Security” (PASS) for the years 2006 - 2014 to analyze the impact of these supplementary jobs on the chances of welfare exit. Dynamic multinomial logit models controlling for unobserved heterogeneity and endogenous initial conditions reveal that full-time employed men and women are more likely to exit welfare into employment than their non-employed counterparts. "This paper empirically analyses the effect of unemployment on mortgage loan late payments using German household panel data. Regressions with individual fixed effects suggest that for each person who becomes unemployed, the probability of missing a mortgage payment increases by two percentage points. The effect intensifies with the length of unemployment. When examining the interaction between mortgage late payments and households' debt service, we find that higher borrower-based risk amplifies the effect of unemployment. Crucially, the effect is non-linear. The odds of individuals who have lost their jobs making a late mortgage payment increases disproportionately for those with a debt service ratio of 30% to 40% of their income. This implies that capping debt service to income ratios can reduce the risk of mortgage defaults and buffer against labour market shocks, which is relevant for financial stability analysis and macroprudential regulation." Based on longitudinal linked survey and administrative data from Germany and an event study analysis combined with inverse propensity score weighting, I document that becoming unemployed has lasting adverse effects on both individuals’ material well-being and their subjective perception of social status and integration, persisting even after four years. An examination of effect heterogeneity underscores that the enduring effects of job loss are more pronounced for individuals confronted with challenging labor market conditions, those with a history of repeated unemployment, and individuals with lower levels of educational attainment." "This article contributes to the existing literature on the effects of unemployment on subjective well-being (SWB) by partnership status. We argue that material and latent deprivation can explain the effects of becoming and remaining unemployed on SWB by partnership status, as both partners and their employment status crucially shape the extent of deprivation. To test our hypothesis about partnership-specific unemployment effects on SWB and the mediating roles of latent deprivation (in terms of status loss) and material deprivation, we use 14 waves of German panel data. To identify time-varying unemployment effects, we rely on time-distributed fixed effects models. Our results suggest a strong negative and rather time-constant impact of unemployment on SWB, buffered over time for those with working or nonworking partners. Furthermore, our results indicate in particular material deprivation but also latent deprivation to be relevant mechanisms for explaining partnership-specific trajectories in the loss of SWB." "We present evidence on the extent of measurement error in German longitudinal earnings data. Qualitatively, we confirm the main result of the international literature: longitudinal earnings data are relatively reliable in a cross section but much less so in first differences. Quantitatively, in the cross section our fndings are very similar to those of Bound and Krueger (J Labor Econ 9:1–24, 1991) and Pischke (J Bus Econ Stat 13:305–314, 1995) for the United States while we find even stronger evidence that frst-differencing exacerbates measurement error problems. We also show that measurement error in our survey data is not“classical” as it is negatively correlated with administrative earnings and positively autocorrelated over an extended period of time. Additionally, we estimate a model of measurement error stemming from underreporting of transitory earnings shocks in combination with a white-noise component and make a number of methodological contributions. "On the one hand, unemployment is known to have detrimental effects on individuals' mental health. On the other hand, poor mental health reduces re-employment chances quite drastically, creating a vicious cycle. Active labour market policies (ALMPs) such as training programs or wage subsidies have been shown to ameliorate negative effects on mental health and improve labour market integration on average for the general unemployed population. In the context of individuals with severe mental health issues, however, it is unclear whether these interventions can be expected to deliver similar positive effects. In fact, one may argue that they have the potential to worsen employment prospects of individuals by adding additional stress to their pre-existing mental health problems. Hence, this paper estimates the long-term causal effects of ALMPs on the labour market integration of individuals with self-reported severe mental health issues and compares estimates to individuals without such issues using unique combined survey and administrative data. Effects are estimated using the innovative double machine learning method and show that ALMPs do not only improve labour market integration of unemployed individuals with severe mental health issues, but they do so more effectively than for other unemployed individuals." "The ubiquity of smartphones has enabled the collection of novel data through their built-in sensors, including geolocation data which can be used to understand mobility behavior. In this project, we leveraged longitudinal geolocation data collected from participants in the 2018 German app study IAB-SMART to develop a set of mobility indicators, such as visited unique locations and traveled distance. The indicators can be linked to the Panel Study Labour Market and Social Security (PASS) survey and administrative employment histories. The resulting novel dataset offers a unique opportunity to study the relationship between mobility and labor market outcomes. This article provides an overview of the study, outlines the data preparation process, and the socio-demographic characteristics of the 398 participants of the IAB-SMART-Mobility module. We present the mobility indicators generated from the geolocation data and provide guidance for accessing the Institute for Employment Research’s (IAB) data." "Die vorliegende Studie ist das zweite Teilprojekt des vom BMFSFJ geförderten Projekts „Familien mit Migrationshintergrund (migfam)“. Ein bis zwei Drittel der Haushalte, die in Deutschland zum Bezug von Grundsicherungsleistungen berechtigt sind, nehmen diese nicht in Anspruch. Auch familienpolitische Leistungen erreichen häufig nicht die Zielgruppen, für die sie gedacht sind. Die Nichtinanspruchnahme monetärer Leistungen ist ein politisches Problem, weil die mit den Leistungen verbundenen Ziele, etwa die Bekämpfung von Armut oder der Ausgleich familienbedingter Lasten, schwerer erreicht werden. Daher ist es wichtig, die Gründe zu verstehen, die zur Nichtinanspruchnahme führen, um darauf aufbauend Strategien zu entwickeln, die Menschen die Verwirklichung ihrer sozialen Rechte erlauben. Das Projekt, dessen Ergebnisse im vorliegenden Bericht dargestellt werden, hat sich vor diesem Hintergrund eingehend mit der Literatur zur Nichtinanspruchnahme monetärer Leistungen befasst und dabei insbesondere die Barrieren der Inanspruchnahme für Migrantinnen und Migranten in den Blick genommen. Diese liegen teils schon im rechtlichen Ausschluss von bestimmten Leistungen, der Fokus im Projekt lag jedoch auf der Nichtinanspruchnahme von Leistungen trotz Anspruchsberechtigung. Hauptziel der Studie war es, den Forschungsstand zu (migrationsspezifischen) Barrieren der Inanspruchnahme zu sichten, das Potenzial vorhandener Surveys für weitergehende Analysen zu prüfen und Ideen für anschlussfähige Forschungen zu entwickeln. Aus der Literatur lässt sich ableiten, dass es vor allem bürokratische Hürden sind, die Menschen an der Inanspruchnahme von Leistungen hindern, z.B. komplexe Antragsverfahren, zu erbringende Nachweise oder die unzureichende Abstimmung zwischen den einzelnen Leistungssystemen. Hinzu kommen Unkenntnis und mangelnde Information über Rechtsansprüche, Sprachbarrieren, Schamgefühle sowie stigmatisierende und diskriminierende Erfahrungen der Antragstellenden. Teilweise wird auch kein Bedarf gesehen, etwa, weil die Leistungshöhe im Vergleich zum Beantragungsaufwand zu gering erscheint. Die Gründe für die Nichtinanspruchnahme monetärer Leistungen sind allerdings noch nicht hinreichend erforscht. Beispielsweise ist unklar, wie die einzelnen Einflussfaktoren zusammenwirken. Auch über regionale und gruppenspezifische Unterschiede der (Nicht-)Inanspruchnahme ist wenig bekannt. Die Auswertung vorhandener Bevölkerungssurveys führt nur bedingt weiter, weil relevante Informationen teils gar nicht erhoben werden und die Repräsentativität und Aussagekraft der Daten begrenzt ist. Sinnvoll wären, je nach Fragestellung, auch qualitative und experimentelle Studien. Insgesamt empfiehlt sich daher ein Mixed Methods-Ansatz, der die Seite der Anspruchsberechtigten ebenso wie die der Verwaltung in den Blick nimmt." (Autorenreferat, IAB-Doku)

"Firmen und Arbeitnehmer/-innen finden überwiegend über Stellenanzeigen, persönliche Kontaktnetzwerke oder die Bundesagentur für Arbeit zueinander. All diese Suchkanäle tragen dazu bei, Friktionen am Arbeitsmarkt zu verringern. In diesem Papier untersuchen wir, inwieweit diese Suchkanäle unterschiedliche Auswirkungen auf den Arbeitsmarkt haben. Anhand einer neuen Datenverknüpfung aus administrativer Daten und Umfragedaten zeigen wir: (i) Niedriglohnfirmen und Niedriglohnbeziehende finden vermehrt über Netzwerke oder die Bundesagentur für Arbeit zueinander, währendessen Hochlohnfirmen und Hochlohnbeziehende häufiger über Stellenanzeigen zusammenkommen. (ii) Dabei nutzen Firmen Stellenanzeigen vor allem bei der Abwerbung und Gewinnung von Hochlohnbeziehenden. Im Vergleich zu anderen Suchkanälen, werden Stellenanzeigen auch vermehrt von Beschäftigten beim Aufstieg auf der Karriereleiter genutzt. Um die Auswirkungen dieser Beobachtungen auf die aggregierte Beschäftigung, die Löhne und die Arbeitsmarktsortierung zu bewerten, schätzen wir strukturell ein Gleichgewichtsmodell, das sich durch Karriereleitern, zweiseitige Heterogenität, mehrere Suchkanäle und endogene Einstellungsintensität auszeichnet. Die Schätzung zeigt, dass Netzwerke der kosteneffizienteste Kanal sind, der es Firmen ermöglicht, schnell einzustellen, aber auch Arbeitskräfte mit geringeren durchschnittlichen Fähigkeiten anzuziehen. Stellenanzeigen sind der kostspieligste Kanal, erleichtern die Einstellung von Arbeitnehmern/-innen mit höheren Fähigkeiten und sind für die Sortierung zwischen Beschäftigten und Firmen am wichtigsten. In kontrafaktischen Berechnungen zeigt sich, dass obwohl die Bundesagentur für Arbeit die geringste Einstellungswahrscheinlichkeit bietet, ihre hypothetische Abschaffung beträchtliche Folgen hätte. "Activation is an efficacious policy paradigm in modern welfare states. Taking the case of Germany, we study the relationship between the embeddedness of benefit recipients in activating labor market institutions and individual labor supply. Using panel data, we estimate the effects of transitions between key institutional states with different degrees of activation on reservation wages (RWs). We show that RWs react to activation: the transition from gainful employment to unemployment benefit receipt leads to an average decrease of 3.1% in RWs. The transition from gainful employment to welfare benefit receipt—an institutional state with far more rigorous activation—leads to a stronger decrease of 4.9%. Mediation analyses show that the income associated with different institutional states is the predominant mechanism that drives the effect on RWs. However, subjective social status also partly mediates the effect. Implications of these findings for active labor market policies are discussed." "Unemployment is a major risk factor of poverty and employment is regarded key to overcoming it. The present study examines how the income poverty risk of unemployed individuals changes in the short and medium term, when they take up work, and whether the effects differ according to the type of employment. The focus is on permanent and fixed-term job contracts, as the political promotion of fixed-term employment has often been framed as an effort to reduce long-term unemployment and poverty. Drawing on longitudinal data from the German panel study ‘Labour Market and Social Security’ (PASS) 2010–18, we apply a first difference estimator with asymmetric effects to examine the effect of starting a job out of unemployment on income poverty risks in the subsequent four years. Strikingly, starting in a fixed-term and permanent contract have similarly strong and lasting poverty-reducing effects in the short and medium term. Thus, with regard to risks of income poverty, starting a permanent job does not appear more beneficial than starting a fixed-term job for unemployed persons. We discuss the reasons for this finding and also explore how the poverty-reducing effects of transitions from unemployment to fixed-term versus permanent employment vary by household type, occupation, working time and firm size." "In Germany, the great majority of long-term unemployed face difficulties in (re-)entering the labour market due to a variety of barriers, including insufficient educational and/or vocational qualifications, poor health, migration background, language deficits, being over 50 years old, and family care responsibilities. However, the work-first approach of German employment services has difficulties in overcoming the multitude of these barriers. In contrast to many quantitative analyses on the topic, our qualitative study adopts a relational-theoretical approach. This approach combines synchronicity and diachronicity perspectives to analyse the conditions that enable transitions into sustainable and sufficient employment, despite the aforementioned adversities. Based on 33 cases of long-term unemployed we used biographical interviews and a modified qualitative network analysis to identify factors that hinder or facilitate such unlikely transitions into the primary labour market. Our findings suggest that a "life-first approach" referring to the lifeworld of individuals can increase the likelihood of these transitions and retention in employment. Therefore, our findings imply that casework focused on lifeworld and biography holds the greatest potential for providing institutional support to these individuals." "This paper contributes to the literature examining the interplay of education, social integration, and mental health. Based on social network theories, we argue that social integration plays a role in explaining the link between education and mental health. Using data from the German Panel Study Labour Market and Social Security (PASS) (observation period: 2006/2007–2018), our sample comprises 16,870 individuals. We use panel regression models to analyze the association between education and the probability of reporting at least good mental health. Based on mediation analysis techniques, we investigate the mediating role of strong and weak ties in this relationship. Results show that overall social integration, the number of close friends and relatives, and memberships in voluntary associations partly explain the link between education and mental health." "This article contributes to the literature on persistent gender inequalities in the labour market by investigating gender role attitudes in Germany and their association with labour market behaviour. Based on the German Panel Study ‘Labour Market and Social Security’ (PASS), longitudinal analyses are applied to examine the influence of gender role attitudes and the household context on various employment states. The results reveal that gender role attitudes are crucial for labour market behaviour and that there are differences among women and men in different household contexts. Whereas single men and women do not differ significantly in their employment probabilities, women in couple households are less active in the labour market than their male counterparts. Furthermore, differences in employment are largest in couples with children. "In Germany, as in many other European countries, vast changes in the welfare regime - towards workfare - have taken place. As a central activating element of workfare, sanctions were introduced to take effect by temporarily increasing deprivation through benefit cuts. This paper provides first quantitative insights on the effect of first sanctions on deprivation and contributes to the recent debate on the (un)constitutionality of sanctions, which re-emerged after a verdict of the Federal Constitutional Court, criticizing the lack of knowledge about the effects of sanctions on those affected. We implement a difference-in-differences propensity score matching approach that addresses selection on observables and individual time constant unobserved differences. High data accuracy is ensured by combining the “Panel Labour Market and Social Security” (PASS) with administrative data from the Federal Employment Agency. The results illustrate a slightly higher yet statistically insignificant level of deprivation for first-sanctioned unemployment/basic income recipients compared to non-sanctioned recipients. The results hint in the direction that higher levels of deprivation are not what activates the sanctioned beneficiaries to reintegrate into the labour market. We discuss whether the results imply a significant deviation from the socio-cultural subsistence minimum of sanctioned recipients and a failure of the welfare state." "This dissertation consists of two essays on job search and job choice. In Chapter 1, I examine how on-the-job search (OJS) effort of employed workers varies over the business cycle. First, I document new evidence that aggregate OJS effort rises during a recession, as more workers start searching on-the-job and average search intensity increases when unemployment rises. Next, I account for compositional changes in the pool of employed workers and job seekers over the business cycle and find that workers change their search behavior in response to changing economic conditions. In particular, workers are more likely to search due to fear of job loss and search for an additional job when unemployment is higher. In addition, I find that job seekers increase their search intensity when unemployment rises during a recession. In Chapter 2, I estimate the value that workers place on non-wage job characteristics and assess their impact on compensation inequality in Germany. First, I evaluate the incidence of four key job attributes and find large disparities in the prevalence of job attributes by gender, education, and age. Next, I analyze an experiment given as part of a national survey in Germany to estimate the value that workers place on eight non-wage job attributes. In particular, I find that workers are willing to pay 31% of their wage to have a permanent employment contract, 13% of their wage for good promotion opportunities, 10% of their wage for schedule flexibility, and 8% of their wage to avoid overtime work requirements. "Not much is known about how the COVID-19 pandemic affected the labor market experiences of people with disabilities. Since they constitute a generally disadvantaged group in the labor market, it is important to scrutinize whether their position has worsened during these difficult times and how they reacted with regard to their job search behavior. We therefore used data for the year 2020 from a large German panel (Panel Arbeitsmarkt und Soziale Sicherung, PASS), in order to scrutinize the prevalence of unemployment among people with disabilities (N = 739) during the first year of the COVID-19 pandemic. The factors that affected their unemployment status were also analyzed. The study found that people with legally recognized disabilities were more often unemployed than non-disabled people, even when controlling for possible confounding factors such as age, gender, or education. This effect was significant for severe disabilities and marginally significant for minor disabilities. Additionally, the type of disability affected the probability of being unemployed, with cardiovascular diseases, mental illnesses, and musculoskeletal disorders carrying a higher risk. In terms of job-seeking behavior, unemployed people with disabilities reported using some job search methods more frequently than their non-disabled counterparts. However, the intensity of the job search did not differ significantly between the two groups. Further differences were found when analyzing the reasons for abstinence from searching for a job, with unemployed people with disabilities primarily citing health-related factors (with a frequency of over 90%). "Menschen mit Behinderungen weisen seit Langem einen relativ niedrigen Beschäftigungsanteil auf und stellen eine verletzliche Gruppe in Bezug auf Arbeitsmarktbeteiligung und -integration dar. Während der Coronapandemie waren sie zudem in Hinblick auf eine COVID-19-Infektion mehr gefährdet als andere Bevölkerungsgruppen. Denn sowohl der Schweregrad des Krankheitsverlaufs bei einer COVID-19-Infektion als auch das daraus resultierende Sterblichkeitsrisiko waren bei Menschen mit bestimmten chronischen Erkrankungen und Behinderungen höher als bei Menschen ohne chronische Erkrankungen. Dem Ausbruch der Coronapandemie im Jahr 2020 folgte ein wirtschaftlicher Abschwung. Möglicherweise haben sich in dieser Situation die beiden Probleme der erhöhten Infektionsgefährdung und der erschwerten Arbeitsmarktintegration für Menschen mit Behinderung gegenseitig verschärft. In diesem Fall würden diese Menschen sowohl aus gesundheitlicher als auch aus arbeitsmarktpolitischer Sicht eine besonders gefährdete Gruppe darstellen. Daher ist es von Relevanz, zu untersuchen, wie stark Menschen mit Behinderungen während der Coronapandemie von Arbeitslosigkeit betroffen waren und wie sie auf diesen Ausnahmezustand reagiert haben." "We investigate the general effect of the COVID-19 pandemic on subjective well-being and determine whether this effect differs between recipients of basic income support (BIS) and the rest of the working-age population in Germany. BIS recipients constitute one of the most disadvantaged groups in Germany and might lack resources for coping with the crisis. Our analysis employs data from the panel survey “Labour Market and Social Security” (PASS). These data have the key advantage that the collection in 2020 started prior to implementation of the first COVID-19-related policies. This situation enables us to apply a difference-in-differences approach to investigate the causal change in subjective well-being. Our results suggest that well-being declined during the first phase of the COVID-19 pandemic. However, we find no difference in this decline between BIS recipients and other German residents. "Building on social psychologist Marie Jahoda’s pioneering work, the psychological literature has shown that work fulfills both manifest functions (e.g., monetary returns) and latent functions (e.g., social contact). This article uses data from the German panel study “Labor market and social security” (PASS), which contains information on latent and manifest factors (from a shortened latent and manifest benefits, or LaMB, scale), as well as a large array of other variables for over 9,000 respondents. This probability-sampled data allowed for detailed analyses that have not been previously possible. We investigate differences in these factors by labor market status, among those employed, and among those unemployed. We identify considerable variation between status groups, suggesting that employment, overall, is important and that longer periods of unemployment lead to a gradual decay of the latent and manifest factors. Furthermore, regression analyses show that the LaMB measures account for approximately 70% of the partial correlations between unemployment and various well-being measures." "Given the inconsistent findings regarding associations between obesity and unemployment, our analysis is one of the few that explores bidirectional changes in obesity and unemployment. In our prospective study, we address factors associated with the a. transition into and transition out of obesity, including unemployment, and b. transition into and out of unemployment, including obesity. The Labor Market and Social Security-Panel (PASS) consists of two independent, nationally representative German subsamples: residents receiving unemployment benefits (50%) and a representative sample of residents (50%). The sample contains N = 11 361 observations between two measurement points three years apart of N = 8440 individuals participating in two or three waves between 2009 and 2015. We analyzed potential predictors of the transition in and out of obesity and unemployment, including health-related quality of life (HrQoL) and physical activity, using logistic regression models. RESULTS: 1. Transition into obesity: Unemployed participants had a higher probability of exhibiting a body mass index (BMI) ≥ 35 kg/m2 three years later (transition into obesity classes II and III; Exp(B) = 1.5). 2. Transition out of obesity: Unemployment did not predict transition out of obesity. Physical activity at least once weekly increased the probability of no longer having a BMI ≥ 35 kg/m2 three years later (Exp(B) = 2.0). 3. Transition into unemployment: Obesity was not associated with becoming unemployed three years later. Participants with a lower mental HrQoL were more likely to become unemployed (Exp(B) = 0.98). 4. Transition out of unemployment: Unemployed individuals reporting a BMI of 30–34.9 kg/m2 were less likely to leave unemployment (Exp(B) = 0.67). A better physical HrQoL was associated with a higher probability of leaving unemployment (Exp(B) = 1.01). CONCLUSIONS: Obesity does not predict future unemployment, but unemployed individuals with obesity have a lower probability of labor market re-entry. Unemployment increases obesity risk. Arbeitslosigkeit hat zunächst Einfluss auf die materiellen Ressourcen: Das verfügbare Haushaltseinkommen sinkt, und dies geht mit einer Verschlechterung des Lebensstandards einher. Darüber hinaus sind auch psychosoziale Folgen zu beobachten, etwa auf die subjektive Einschätzung der eigenen Handlungsfähigkeit und Problemlösungskompetenz, den wahrgenommenen sozialen Status und das gesellschaftliche Zugehörigkeitsempfinden. Dabei sind Personen mit geringen bis mittleren Qualifikationen stärker von den negativen sozialen und materiellen Auswirkungen der Arbeitslosigkeit betroffen als höher Qualifizierte." "We analyze whether the introduction of the general minimum wage in Germany in 2015 had an effect on workers’ self-rated health. To this end, we use survey data linked to administrative employment records and apply difference-in-differences regressions combined with propensity score matching. This approach enables us to control for a vast set of potential confounding variables. We find a health improving effect among the individuals who were most likely to be affected by the reform. Our results indicate that workers’ improved satisfaction with pay, their reduced working hours, and a reduction in time pressure at work may drive this result." "Survey measures of the reservation wage may reflect both the consumption-leisure trade-off and job market prospects (the arrival rate of job offers and the wage distribution). We examine what a survey measure of the reservation wage reveals about an individual's willingness to trade leisure for consumption. To this end, we combine the reservation wage measure from a large labor market survey with the reservation wage for a one-hour job that we elicit in an online experiment. The two measures show a strong positive association. For unemployed individuals, the experimental reservation wage increases on average by around one Euro for every Euro increase in the survey measure. For employed individuals, the association between the two measures is weaker and depends on their occupation-specific risk of unemployment. We show that these results are robust to selection into the experiment, and that demographic variables have a similar influence on both reservation wage measures." "Research apps allow to administer survey questions and passively collect smartphone data, thus providing rich information on individual and social behaviours. Agreeing to this novel form of data collection requires multiple consent steps, and little is known about the effect of non-participation. We invited 4,293 Android smartphone owners from the German Panel Study Labour Market and Social Security (PASS) to download the IAB-SMART app. The app collected data over six months through (a) short in-app surveys and (b) five passive mobile data collection functions. The rich information on PASS members from previous survey waves allows us to compare participants and non-participants in the IAB-SMART study at the individual stages of the participation process and across the different types of data collected. We find that 14.5 percent of the invited smartphone users installed the app, between 12.2 and 13.4 percent provided the different types of passively collected data, and 10.8 percent provided all types of data at least once. Likelihood to participate was smaller among women, decreased with age and increased with educational attainment, German citizenship, and PASS tenure. We find non-participation bias in substantive variables, including overestimation of social media usage and social network size and underestimation of non-working status." We consider whether the number of weak ties, the number of strong ties, the share of relatives or the share of unemployed individuals among strong ties mediate the negative relation between unemployment and health. We look at various health and health behavior outcomes, such as self-rated health, mental health, physical health, the number of doctor visits and the number of cigarettes smoked. We find no evidence that structural features of the social network play a role in mediating the health-damaging effect of unemployment. "This paper comparatively analyzes strategies of German Jobcenters to bring native and immigrant job seekers into employment. It focuses on clients who receive means-tested basic income for the unemployed, based on data from the Panel Study Labour Market and Social Security (PASS) from year 2015 to 2020. By way of logistic regression, the study identifes the impact of being an immigrant on the clients’ probability of reporting diferent kinds of ofers like job referrals or courses, controlling for a number of other infuential factors. The study also looks deeper into the efects of immigrant-specifc attributes, such as heterogeneous German language skills. We found that the likelihood of ofers by Jobcenters largely depends on the amount of time since immigration. Recent immigrants have the lowest chance of reporting most of the studied measures of active labor market policies. For immigrants having stayed more than 4 years in Germany, however, we do not fnd a disadvantage, and some measures out of Jobcenters’ toolbox are even more often ofered to the longer-settled immigrants than to native clients. A possible explanation for the moderately under-average support of recent immigrants in terms of Jobcenters’ measures could be an institutional focus on improving German language skills prior to approaching the labor market." "Following a national lockdown in response to the Covid-19 pandemic, state governments in Germany published lists of “essential” occupations that were considered necessary to maintain basic services such as health care, social care, food production and transport. This paper examines working conditions in these essential occupations and identifies clusters of similar jobs. Differences across clusters are highlighted using detailed data on job characteristics including tasks, educational requirements and working conditions. Two clusters with favourable or average working conditions account for more than three-quarters of jobs in essential occupations. Another two clusters, comprising 20% of jobs in essential occupations, are associated with unfavourable working conditions such as low pay, job insecurity, poor prospects for advancement and low autonomy. These latter clusters exhibit high shares of migrants. An Oaxaca-Blinder decomposition is used to investigate which individual characteristics explain why migrants are more likely to have unfavourable working conditions. The results suggest that lacking proficiency in the host-country language is the main barrier to improving migrants’ working conditions." "Surveys serve as an important source of information on key anthropometric characteristics such as body height or weight in the population. Such data are often obtained by directly asking respondents to report those values. Numerous studies have examined measurement errors in this context by comparing reported to measured values. However, little is known on the role of interviewers on the prevalence of irregularities in anthropometric survey data. In this study, we explore such interviewer effects in two ways. First, we use data from the US National Health and Nutrition Examination Survey and the UK Household Longitudinal Study to evaluate whether differences between reported and measured values are clustered within interviewers. Second, we investigate changes in adult self-reported height over survey waves in two German large-scale panel surveys. Here, we exploit that height should be constant over time for the majority of adult age groups. In both analyses, we use multilevel location-scale models to identify interviewers who enhance reporting errors and interviewers for whom unlikely height changes over waves occur frequently. Our results reveal that interviewers can play a prominent role in differences between reported and measured height values and changes in reported height over survey waves. We further provide an analysis of the consequences of height misreporting on substantive regression coefficients where we especially focus on the role of interviewers who reinforce reporting errors and unlikely height changes." "Applying fixed-effects models using Waves 2 to 13 (2007–19) of the German Labour Market and Social Security panel study, we examine how unpaid caring changes labour supply and if monthly monetary transfers from the care recipient to the carer motivate a reduction in labour supply. We find that for both women and men, starting high-intensity caring increased the likelihood of becoming non-employed. Women were already likely to reduce working hours when starting non-intensive caring, whereas only intensive caring reduced working hours for men. Receiving low monetary transfers was a higher motivation to become non-employed for men, and receiving low monetary transfers only reduced working hours for women." "Das ESF-Bundesprogramm zur Eingliederung langzeitarbeitsloser Leistungsberechtigter nach dem SGB II auf dem allgemeinen Arbeitsmarkt ermöglichte es den teilnehmenden Jobcentern, arbeitsmarktferne langzeitarbeitslose Frauen und Männer durch eine gezielte Ansprache und Beratung von Arbeitgebern, beschäftigungsbegleitendes Coaching sowie Lohnkostenzuschüsse zu unterstützen. Insgesamt wurden rund 20.400 Langzeitarbeitslose im Rahmen des Programms gefördert (2015-2020). Den Ergebnissen der Evaluation zufolge sind die Elemente des Programms erfolgreich. Das soziale Teilhabeempfinden der Geförderten pendelte sich nach anfänglich überraschend hohen Werten auf einem Niveau zwischen dem von Erwerbslosen und Erwerbstätigen ein und konnte somit insgesamt gesteigert werden. Kausalanalysen belegen weiterhin, dass durch das Programm die Wahrscheinlichkeit von potenziell Förderberechtigten, eine sozialversicherungspflichtige Beschäftigung aufzunehmen, signifikant erhöht wurde. Die durch die Förderung geschaffenen Beschäftigungsverhältnisse erweisen sich im Vergleich zu anderen Beschäftigungsverhältnissen als überdurchschnittlich stabil. Zudem sind sie zusätzlich, d.h. sie wären ohne das Programm nicht zustande gekommen. Die Höhe der positiven Beschäftigungseffekte führen mit Blick auf die Wirtschaftlichkeit dazu, dass spätestens bis zum Oktober 2023 eine positive fiskalische Gesamtbilanz erwartet wird. The authors seek to advance research on the effects of gender ideologies on paid work transitions conceptually, arguing that a couple’s (dis)agreement on gender ideologies may be important. The authors use data from the German panel study Labour Market and Social Security (PASS) and logistic regression models estimating the probability of reducing work hours or taking an employment break between two successive panel waves. Women’s gender ideologies impact their likelihood of reducing work hours and taking an employment break. The more egalitarian women are, the less likely they are to reduce their labor market participation. The male partner’s gender ideology initially appears irrelevant. However, when considering the couple as a unit, the authors find a couple effect of joint ideology: Women are more likely to reduce their work hours when both partners believe in gender essentialism as opposed to other couple-ideology constellations. For women’s employment breaks, findings also point to a couple-ideology effect, though with less statistical certainty. The couple perspective shows that his gender ideology matters only in relation to hers. Introducing the couple perspective reveals that individual ideology measures provide a skewed picture of how gender ideologies actually work in couples to influence the gender division of paid work." Abstract
"Midijobs sind in der Debatte über atypische Beschäftigungsformen bislang weitgehend ausgeblendet geblieben. Der empirisch fundierte Beitrag beschreibt nicht nur Ausmaß und Entwicklung dieser Beschäftigungsform, sondern beleuchtet auch deren Strukturmerkmale. Midijobs werden überwiegend als Teilzeitbeschäftigung und mehrheitlich von Frauen ausgeübt. Beschäftigte in Midijobs zählen eher zu den mittleren Altersgruppen und sind etwas weniger qualifiziert als die übrigen sozialversicherungspflichtig Beschäftigten ; sie arbeiten vor allem in Dienstleistungsbereichen, in eher einfachen Tätigkeiten und erzielen niedrige Stundenlöhne. Im Vergleich zu sozialversicherungspflichtig Beschäftigten oberhalb der Midijobgrenze lassen sich höhere Mobilitätsquoten in und umgekehrt aus Nichterwerbstätigkeit beobachten."
