Auf der Flucht vor Krieg und politischer Verfolgung verlassen viele Menschen ihr Heimatland und suchen Schutz und neue Perspektiven in Deutschland und beantragen Asyl. Die Beteiligung am Arbeitsmarkt wird häufig als Schlüssel für die gesellschaftliche Integration der Fluchtmigrantinnen und -migranten gesehen. Welche Qualifikationen bringen die Menschen mit, welche arbeitsmarktpolitischen Maßnahmen sind hilfreich? Wie gehen die einzelnen Bundesländer damit um, welche Auswirkungen auf die deutsche Wirtschaft und die Sozialsysteme sind zu erwarten, wie sieht die Situation in anderen Ländern aus?

    "Migrants’ perceptions of belonging are shaped by the social policies with which they are received by the state. In Germany, policies grant refugees different levels of labor market access according to legal status, a hierarchical system also referred to as differential inclusion. This study compares perceptions and experiences of these labor market policies and discourses among refugees with four legal statuses. Refugees with the most precarious legal status are largely barred from the labor market, leading them to experience severe exclusion and pushing them into liminal spaces of existence. While recognized refugees may be able to work, racialized discourses about their deservingness create conditional and limited senses of belonging. Finally, refugees often themselves observe these hierarchies, reinforcing feelings of exclusion. Results demonstrate how the hierarchies present in policies create a stratified system of differential non-belonging.     "Asylum seekers who migrate from developing countries to Europe frequently experience victimization events during their journey. The consequences of these events for their economic integration into destination countries are not yet well explored. In this paper, we analyze how victimization during asylum seekers’ journeys affects their labor market integration in Germany by using survey data collected in the aftermath of the 2015 refugee crisis. Our data allow us to account for the exact timing and geography of migration, such that samples of physically victimized and nonvictimized refugees are balanced along a wide range of characteristics. We find that, compared to nonvictimized refugees, refugees who were physically victimized during their journey to Germany favor joining the labor force and taking up low-income employment rather than investing in host country human capital. To explain these findings, we explore a range of potential mechanisms and find suggestive evidence that experiencing physical victimization in vulnerable situations is not only associated with a decline in mental health but also with a “loss of future orientation” among physically victimized refugees, leading them to discount future payoffs more heavily."     "We study how low and medium-skilled refugee immigration affects natives’ labor market outcomes. Using individual-level panel data on the German workforce for 2011–2019 and exogenous regional variation from processing authorities’ distances, we find that a larger inflow of refugees to a district increases the probability of full-time employment for incumbent workers. Fewer outflows of employment drive this effect. The yearly estimates suggest positive labor demand responses in the short run - in occupations that supply services to the refugees—and positive labor supply effects in the medium run - in manufacturing occupations.     "Syrien ist eines der bedeutendsten Herkunftsländer der zugewanderten Bevölkerung in Deutschland. So hatten Ende des Jahres 2023 rund 933.000 Personen die syrische (und nicht die deutsche) Staatsangehörigkeit, was einem Anteil von 1,1 Prozent der Bevölkerung entspricht. Dabei war in den Jahren 2021 bis 2023 eine zunehmende Zahl an Zuzügen zu verzeichnen. Eine Besonderheit der aus Syrien stammenden Bevölkerung ist, dass sie sich meist einbürgern lässt, sobald sie die hierfür notwendigen Voraussetzungen erfüllt. So erhielten in den Jahren 2017 bis 2023 bereits insgesamt 159.000 Personen auf diesem Weg die deutsche Staatsangehörigkeit. Inzwischen dürften durch die Absenkung der regulären Mindestaufenthaltsdauer von acht auf fünf Jahre mit der Reform des Staatsangehörigkeitsrechts noch deutlich mehr Personen die Möglichkeit erhalten haben, ein Einbürgerungsverfahren anzustoßen. Rund 81.000 syrische Staatsangehörige hatten zum Ende des Jahres 2023 eine dauerhafte Niederlassungserlaubnis und damit ebenso eine weitestgehend gesicherte Möglichkeit zum langfristigen Verbleib in Deutschland. Hingegen könnte die große Mehrheit der aus Syrien zugewanderten Personen von Anpassungen beim Flüchtlingsschutz betroffen sein, die bei einer nachhaltigen Stabilisierung der dortigen Lage gegebenenfalls vorgenommen werden könnten. Dies betrifft auch im Kontext des Familiennachzugs ins Land gekommene Angehörige von Geflüchteten. Andere aufenthaltsrechtliche Kontexte waren bei den syrischen Staatsangehörigen bislang sehr selten. Allerdings besteht für gut integrierende Fachkräfte grundsätzlich die Möglichkeit, zu einem Aufenthaltstitel zur Erwerbstätigkeit zu wechseln. Eine entsprechende sozialversicherungspflichtige Beschäftigung, für die in der Regel eine berufliche oder hochschulische Ausbildung notwendig ist, übten im Juni 2024 rund 115.000 syrische Staatsangehörige in Deutschland aus.     "Dieses Papier analysiert die Rolle der Gesundheit für die Arbeitsmarktintegration von Geflüchteten in ihrem Zielland. Wir nutzen die quasi-zufällige anfängliche regionale Verteilung von Geflüchteten über Stadt- und Landkreise in Deutschland, um den kausalen Effekt der Gesundheit auf die Beschäftigung zu analysieren. Basierend auf regionaler und zeitlicher Heterogenität bei der Einführung einer Reform, die einen früheren Zugang zu Gesundheitsleistungen durch elektronische Gesundheitskarten (eGKs) ermöglichte, in Kombination mit der regionalen Verfügbarkeit von Gesundheitsdienstleistungen und dem Gesundheitszustand vor der Migration, konstruieren wir Instrumentalvariablen (IVs), die plausibel exogene Variationen im Gesundheitszustand der Geflüchteten nach ihrer Ankunft liefern. Unsere Ergebnisse zeigen, dass ein guter körperlicher Gesundheitszustand (PCS) die Erwerbstätigkeitswahrscheinlichkeit von Männern verbessert. Gleichzeitig erhöht ein guter psychischer Gesundheitszustand (MCS) die Erwerbstätigenquote von Frauen, wobei dieser Effekt aufgrund schwacher Instrumente mit Vorsicht zu betrachten ist. Hinsichtlich möglicher Mechanismen zeigen wir, dass eine bessere Gesundheit die Teilnahme an Sprachkursen und die deutschen Sprachkenntnisse von weiblichen Geflüchteten erhöht."     "Germany is one of the most popular destinations for international students and is among the countries that host the most refugees worldwide. Although some studies have examined the social and academic integration of international students in German higher education degree programs, this perspective has not yet considered refugee students. Moreover, no comparative research has been conducted between these student groups and native students. We use a large representative survey of students at German higher education institutions to investigate and compare levels and determinants of the social and academic integration of native, domestic, international, domestic refugee, and international refugee students. We find that refugee students with both foreign and domestic schooling have lower levels of social and academic integration than native as well as other domestic and international students. Structural restrictions, such as financial difficulties and housing situations, appear as important determinants. We discuss implications for further research and policy."     "This study evaluates whether the trajectories of forced migrants, specifically Syrian refugees moving towards Germany, exhibit path dependency—meaning that their migration decisions are influenced by past events and their previous migration experiences. Using data from the IAB-BAMF-SOEP survey of refugees, this article investigates whether these migration trajectories adhere to a Markov process, where the likelihood of future migrations depends solely on the current state. By employing global and local Markov score tests, the article systematically tests the Markov assumption across different migration routes, focusing on Turkey, Lebanon, and Egypt as transit countries. The findings indicate that shorter, reactive migrations from Syria to Lebanon and Turkey exhibit path dependency, meaning their likelihood is influenced by recent events. Conversely, longer, logistically complex migrations, such as from Syria to Egypt and from transit countries to Germany, adhere to the Markov property, suggesting path independence. This distinction highlights the impact of route difficulty and destination accessibility on migration behaviors. The implications of the findings are also significant for the use of the Markov property in computational models of migration. Researchers should exercise caution when applying the Markov assumption indiscriminately across different migration contexts, as its validity can vary based on external factors such as policy changes and route accessibility."     "Am 8. Dezember 2024 veränderte der plötzliche Zusammenbruch des Regimes von Bashar al‑Assad die politische Landschaft Syriens und die Rückkehraussichten für Millionen von im Ausland lebenden Syrern abrupt. Wir nutzen diesen unerwarteten Regimewechsel als natürliches Experiment, um die kausalen Auswirkungen der Entwicklungen im Heimatland auf die Ansiedlungs‑und Rückkehrabsichten von Flüchtlingen zu schätzen. Auf der Grundlage neuartiger Umfragedaten aus Deutschland, die nur wenige Tage vor dem Sturz Assads erhoben wurden, stellen wir fest, dass der Zusammenbruch des Regimes die Ansiedlungsabsichten der Syrer in Deutschland erheblich beeinflusste. Befragte, die danach befragt wurden, äußerten eher temporäre Niederlassungsabsichten, gaben eher an, Auswanderungsüberlegungen zu haben, und äußerten eher Unsicherheit über ihre Zukunft in Deutschland. Wir finden jedoch keine Auswirkungen auf konkrete kurzfristige Auswanderungspläne, was darauf hindeutet, dass die erhöhten Rückkehrwünsche eher zukunftsorientierte Absichten als unmittelbare Verhaltensänderungen widerspiegeln. Weitere Analysen zeigen, dass Rechtssicherheit in Deutschland und eine schwächere soziale oder emotionale Integration mit einer stärkeren Präferenz für einen vorübergehenden Aufenthalt korrelieren." Sie setzt nicht nur erhebliche Integrationsleistungen wie den Spracherwerb oder die Sicherung des Lebensunterhalts voraus, sondern stellt Zugewanderte rechtlich und politisch Einheimischen gleich. Gleichzeitig fördert die Einbürgerung die weitere Integration: Sie stärkt die Identifikation mit dem Aufnahmelandinfo und erleichtert die soziale und wirtschaftliche Integration, insbesondere für stärker benachteiligte Gruppen und bei frühzeitiger Einbürgerung.info Für Geflüchtete hat die Einbürgerung eine besondere Bedeutung: Sie schützt dauerhaft vor Abschiebung ins Herkunftsland, selbst wenn sich die Rechtslage in Deutschland oder die politische Situation im Herkunftsland ändert.     Abstract

    "Zwischen 2014 und 2022 wurden rund 200 000 Kinder von Geflüchteten in Deutschland geboren. Dieser Bericht untersucht, wie sich Fluchterfahrung auf die Gesundheit und Entwicklung von in Deutschland geborenen Kindern Geflüchteter auswirkt. Eine Analyse auf Basis repräsentativer Daten des Sozio-oekonomischen Panels (SOEP) und der Daten der IAB-BAMF-SOEP-Befragung Geflüchteter zeigt: Bei Geburt – hinsichtlich Geburtsgewicht, -länge, Kaiserschnitthäufigkeit und Stillverhalten – bestehen keine signifikanten Unterschiede zwischen Kindern geflüchteter Mütter und anderen Kindern. Anders sieht es im Kleinkindalter aus: Kinder Geflüchteter schneiden in den Bereichen Sprache, Motorik und sozialer Entwicklung schwächer ab. Dies lässt sich weitgehend auf Unterschiede in der mentalen Gesundheit und Bildung der Mutter, ihrem Erwerbsstatus sowie dem Zugang zu institutioneller Betreuung zurückführen. Außerdem zeigt sich, dass die Kinder geflüchteter und migrantischer Mütter häufiger übergewichtig sind als die Kinder von Müttern ohne Migrationsgeschichte. Bei Kindern Geflüchteter verliert dieser Unterschied jedoch an Bedeutung, sobald Faktoren wie der Bildungshintergrund und Erwerbstätigkeit der Mütter berücksichtigt werden. Die Ergebnisse zeigen: Nicht die Fluchterfahrung selbst, sondern soziale und strukturelle Lebensbedingungen der Mütter beeinflussen die kindliche Entwicklung. Daraus lässt sich ableiten, dass Investitionen in Bildung, Erwerbsintegration und frühkindliche Betreuung geflüchteter Familien wichtige Ansatzpunkte für gesundheitliche Chancengleichheit und gesellschaftliche Teilhabe darstellen." To study these questions, we combine exclusive business registration and asylum seeker data for the universe of German districts over 2007-2021. We address endogeneity in asylum seeker allocation by exploiting rule-based allocation quotas as an instrument. A one SD treatment (10 asylum seekers/1,000 inhabitants) leads to 0.7 new businesses (7.9% increase) including 2.7 full-time jobs per 1,000 inhabitants. A sector-level analysis suggests that the founding of new businesses is both supply- (additional workforce) and demand-driven (need for basic goods/services), while the demand effect kicks in first. District-level employment data shows that total job creation is about four times larger, suggesting that 75% of the immigration shock is absorbed by existing businesses."     "To secure employment in a new country, refugees often go through a series of steps to enhance their employability. While many governments seek to maximise refugee employment rates, we lack concepts for measuring progress in refugee employability and knowledge about which types of intervention enhance employability. We draw on research on employability and have developed a survey-based concept to measure different dimensions of refugee employability. We analyse how these dimensions predict employment outcomes among newly arrived refugees in Denmark, primarily from Syria. We also investigate the extent to which Danish public integration programmes affect these refugees’ progress in employability. The analyses exploit six waves of survey data collected from 2017 through 2019 that measure the refugees’ employability on a quarterly basis. Several dimensions in our concept of employability correlate positively with subsequent employment – primarily the refugees’ ‘conscientiousness and participation’, ‘health and coping’, and ‘job focus’. The analyses also show that participation in job-oriented programmes enhances refugees’ progress in employability – in particular the dimensions ‘conscientiousness and participation ’ and ‘health and coping’."     "After arrival, asylum seekers are often housed in reception centers. The type, quality and duration of stay in such centers varies considerably across or within countries. In the context of the so-called “EU refugee crisis” in 2014-2016, reports emerged that some asylum seekers and refugees remained in reception centers for several years due to limited capacity of municipalities, lengthy asylum procedures and tight housing markets. It is often argued that reception centers have a detrimental effect on integration processes of asylum seekers and refugees, yet empirical, inferential evidence is still lacking. This paper estimates the medium-run effect of duration of residence in reception centers on language skills, contacts to the host population, and employment status. We use high-quality panel data on asylum seekers and refugees living in Germany and apply inverse-probability-weighting (IPW). The results suggest that a comparatively quick transition from reception centers into private housing modestly increases interactions with the host population and their language proficiency. We find no effects on labor market participation. Furthermore, we find that moving into private housing is often associated with a shift to more precarious neighborhoods, potentially hindering a stronger realization of the benefits linked to independent living in general." Utilizing a fuzzy difference-in-differences approach, the analysis introduces a novel measure of sectoral diversification to assess local absorptive capacity. The results show that sectoral diversification plays a significant role in moderating short-term labor market outcomes. Counties with less diversified employment structures experience greater adverse impacts on non-German workers, while more diversified regions are better able to absorb new arrivals and mitigate unemployment pressures.     "Little is known in the literature about non-economic factors that might shape migrant selectivity. This study examines how preferences for resolving the Russian-Ukrainian conflict relate to the migration patterns and intentions of Ukrainians following the Russian full-scale aggression. Drawing on the concepts of place utility and migration decision-making models, we analyze data from the OneUA survey, which was collected around six months after Russia’s full-scale invasion among almost 25,000 Ukrainian women residing in Ukraine and abroad. Our results, based on a series of logistic regressions, suggest that Ukrainian women favoring a military solution to the conflict are more likely to remain in their pre-war residence in Ukraine rather than being internally displaced (i.e., IDP) or moving abroad (i.e., refugees). Moreover, among women forced to leave the country as refugees, those who favor a military solution exhibit a stronger intention to return. Conversely, among women still in Ukraine, those who favour a military solution less are more likely to consider international migration. Our study advances research on self-selection into migration based on non-economic factors, emphasising the role of political perceptions in displacement and resettlement patterns in conflict-affected regions."     "Diese Studie untersucht die vielfältigen Faktoren, die die Einbürgerungsabsichten von Geflüchteten beeinflussen, wobei der Schwerpunkt auf den rechtlichen Anforderungen und der Umsetzung von Einbürgerungsgesetzen liegt. Es wird zwischen verschiedenen Einwanderergruppen unterschieden, insbesondere Geflüchteten, Bürgern der Europäischen Union (EU) und Nicht-EU-Bürgern. Mit Hilfe eines Vignettenexperiments unter Eingewanderten in einer umfangreichen repräsentativen Studie in Deutschland werden die Auswirkungen der Liberalisierung der rechtlichen Anforderungen und einem inklusiveren Einbürgerungsprozess auf die Absichten, die deutsche Staatsbürgerschaft zu erwerben, empirisch analysiert. Dieser Vergleich, sowohl zwischen aktuellen und liberalisierten Anforderungen als auch zwischen weniger und mehr inklusiven Einbürgerungsverfahren, bietet ein realistisches Szenario, wie Liberalisierung und Inklusivität die Einbürgerungsabsichten beeinflussen. Die Ergebnisse zeigen, dass eine Liberalisierung der rechtlichen Anforderungen, insbesondere die Möglichkeit der doppelten Staatsbürgerschaft und eine verkürzte Wartezeit, einen positiven Effekt auf die Einbürgerungsabsichten hat. Gleichzeitig unterscheiden sich diese Effekte zwischen den drei Einwanderergruppen, insbesondere aufgrund von Unterschieden in den empfundenen Vorteilen der Einbürgerung.     Abstract

    "Temporary migration of people who have immigrated to Germany is a frequently observed phenomenon, and the trend is rising. Between 2014 and 2023, the average emigration rate among foreign nationals ranged from 6 to 11 percent, depending on the data source. At the same time, Germany requires a net annual immigration of around 400,000 people to stabilize its labor force potential. The high mobility propensity among immigrants can challenge this goal - with far-reaching consequences for securing skilled labor, integration, and the long-term viability of the welfare state. To gain robust insights into the causes, patterns, and effects of mobility, the International Mobility Panel of Migrants in Germany (IMPa) has been established as a new longitudinal online survey. It includes first-time surveys every two years, complemented by annual follow-up surveys over a four-year period. In the first wave (December 2024 to April 2025), around 50,000 immigrants participated. The first follow-up survey is scheduled for the second half of 2025. Using statistical weighting procedures, the data allow for representative statements about individuals in Germany who immigrated by April 2, 2024, are registered in the data of the Federal Employment Agency (e.g. via employment, benefit receipt, or participation in labor market programs), and are in working age (18 to 65 years). Key findings from the first wave indicate: A narrow majority of immigrants (57 percent, roughly 5.7 million people) plan to stay in Germany permanently. Around 1.2 million (12 percent) aim for a temporary stay, and roughly 3 million (30 percent) remain uncertain. About 2.6 million people (26 percent) reported having considered leaving Germany in the last 12 months; approximately 300,000 (3 percent) already have concrete emigration plans - split roughly equally between return migration and onward migration. Given Germany's structural need for skilled labor, the political priority in migration policy is shifting: not only immigration, but also the long-term retention of immigrants is becoming a key challenge. The data reveal that emigration intentions vary widely. Those intending to return primarily target European countries such as Poland or Romania but also Turkey, while onward migrants tend to prefer Switzerland, the United States, or Spain. Motivations also differ: family reasons dominate returns to the country of origin, while economic opportunities play a key role in onward migration. Main reasons for emigration considerations include political dissatisfaction, personal preferences, tax burdens, and bureaucracy. These motives are present among labor migrants, education- and family-based migrants alike; refugees also frequently cite discrimination as a major reason. Overall, the findings suggest that state measures such as reducing bureaucracy, simplifying administrative procedures, and offering tax incentives could help lower emigration intentions. Regarding sociodemographic and migration-specific factors, the IMPa results highlight their central role in shaping emigration intentions. Men report higher rates of temporary stay intentions, emigration considerations, and concrete migration plans than women. Region of origin and reason for migration significantly influence mobility patterns: refugees and individuals with family reunification backgrounds express considerably lower emigration tendencies, while migrants from EU countries and those who came for work or education show higher mobility. Furthermore, immigrants with permanent residence status or EU/German citizenship are more likely to consider leaving - probably due to broader legal mobility options. The IMPa results highlight that labor market factors and economic integration also play a critical but nuanced role in shaping emigration intentions. Education emerges as a key predictor: highly educated individuals more frequently express thoughts of leaving or make concrete plans than those with lower educational levels. Qualifications obtained in Germany or third countries - as well as foreign qualifications recognized in Germany - are more strongly associated with emigration considerations, likely due to their higher international transferability. Employed individuals are more likely to report temporary stay intentions than those who are not employed or are in training. Sectors where the outmigration risk among immigrants is particularly high-such as IT and technical services-are also those facing significant skilled labor shortages. Furthermore, it is notable that in other sectors vulnerable to labor shortages-such as healthcare, construction, public administration, or retail-, emigration tendencies are not above average, but they are still relevant. Higher incomes are also associated with stronger emigration considerations and plans, which indicates that migrants who are particularly well integrated into the labor market want to leave Germany again. Another important factor is job satisfaction: the less satisfied individuals are with their work, the more frequently they express temporary intentions to stay, thoughts of emigration, and concrete emigration plans. Job satisfaction thus acts as a stabilizing factor. Language skills show differentiated effects: while descriptive findings suggest that individuals with poor German skills have lower intentions to stay permanently and higher mobility plans, multivariate analyses indicate that good German skills are associated with increased mobility. Good English skills also tend to increase emigration intentions, likely due to better international labor market options. Social integration and societal participation are also crucial: family ties in Germany and regular contact with German nationals have a stabilizing effect. A strong emotional attachment to Germany stabilizes the intention to stay, whereas a strong connection to the country of origin increases the likelihood of emigration. A strong subjective sense of welcome and low perceptions of discrimination significantly reduce the probability of emigration considerations and plans. Conversely, perceptions of discrimination - especially in interactions with authorities, police, and at the workplace - greatly increases emigration tendencies. Political dissatisfaction also significantly raises the likelihood of emigration-related thoughts and plans. In summary, emigration intentions do not arise randomly but are the result of a complex interplay of individual characteristics, social integration, economic anchoring, and perceived societal acceptance. One of the central findings of the IMPa survey is that those who came to Germany for work or education, better educated, more economically successful, and more linguistically integrated are the ones most likely to consider leaving or already have concrete plans to do so. In other words: those most urgently needed to secure Germany's future labor supply are also those most inclined to leave. This selective mobility endangers the country's long-term ability to retain skilled labor. It is therefore essential to offer this group a meaningful perspective and to position Germany not only as a place of immigration but as a country in which people want to stay and build their future. This includes faster and more transparent recognition of qualifications, a determined reduction of bureaucratic hurdles, family-friendly integration policies, and targeted measures against everyday and workplace discrimination. Only when immigrants feel like fully included members of society - with real opportunities for participation and professional advancement - are they likely to choose Germany as their long-term home and pursue both personal and professional goals here. So far, only about one fifth of those with emigration plans have taken concrete steps towards leaving. At the same time, roughly one fifth express a long-term wish to return to Germany, one third rule it out, and about half remain undecided. This means that around two thirds of those considering emigration are potentially open to returning in the future. Drawing on a nationally representative, longitudinal survey of refugees, our findings reveal the importance of refugee-specific and immigrant-generic factors shaping identification processes and citizenship intentions. Factors such as health risks, traumatic experiences, barriers to return, and residency obligations are significantly related to origin-country and host-country identifications and citizenship intentions, highlighting the unique challenges faced by refugees. Refugee identification and citizenship intentions are also influenced by immigrant-generic factors, including welcoming societal context upon arrival, destination language proficiency, contacts with natives, and ties with family and friends in their country of origin.     "Hintergrund der Studie und Datengrundlage: - Die russische Invasion der Ukraine hat seit dem 24. Februar 2022 eine massive Fluchtbewegung ausgelöst, bei der überwiegend Frauen und Kinder in europäische Länder, einschließlich Deutschland, geflüchtet sind. Rund eine Million Menschen aus der Ukraine leben inzwischen in Deutschland. - Um die Lebenssituation dieser Menschen differenziert und fundiert erfassen zu können, ist eine robuste Datenbasis unerlässlich. Hochwertige, belastbare Daten, die auf einem sorgfältig entwickelten Erhebungsdesign beruhen, sind entscheidend, um die Herausforderungen und Bedarfe der geflüchteten Menschen adäquat zu analysieren und evidenzbasierte Maßnahmen ableiten zu können. - Die IAB-BAMF-SOEP-Befragung erfüllt diese hohen Anforderungen. Als jährliche Panel-Haushaltsbefragung umfasst sie seit 2023 auch ukrainische Geflüchtete und schafft damit die Grundlage für eine empirisch fundierte Analyse ihrer Lebensrealitäten. Die Betrachtung zweier Zuzugskohorten (Zuzug von Februar bis Ende Mai 2022 und Zuzug ab Juni 2022) erlaubt zudem die Analyse von Veränderungen in der Zusammensetzung der Gruppe ukrainischer Geflüchteter. - Die Befragung, die zwischen Juli 2023 und Anfang Januar 2024 stattfand, erfolgte primär durch persönlich-mündliche Interviews (77,2 Prozent der Interviews), ergänzt durch rechnergestützte Selbstinterviews (computer assisted self interview, 15,4 Prozent) und Online-Befragungen (computer assisted web interview, 7,4 Prozent). Insgesamt wurden 3.403 Personen aus 2.219 Haushalten befragt. - Die Daten umfassen sowohl die Haushalts- als auch Personenebene mit Inhalten zu Lebenssituation, Sprache, Erwerbssituation, Integration und Bleibeabsichten.     "This study makes three key contributions to the literature on the effect of conflict-induced violence on wartime migration. First, while conflict-induced violence is often treated as a monolithic factor, we consider conflict-induced violence as multidimensional, varying in intensity, type and proximity. Second, by including both movers and stayers, we address the mobility bias prevalent in the literature and examine both mobility and immobility in the context of conflict. Third, we contribute to debates on destination choices by empirically testing the likelihood of internal displacement versus seeking refuge abroad. Using dynamic models and unique comparative data from the OneUA project, which surveyed 24,000 Ukrainian women in Ukraine and eight other European countries, we examine the migration behaviors of those who stayed in their pre-war residence, relocated internally (internally displaced persons), or fled abroad during the first 6 months of Russia’s full-scale invasion of Ukraine. Our findings reveal a curvilinear relationship between conflict-induced violence and migration propensity: violence initially increases migration but diminishes beyond a threshold. We also find that forewarnings and indirect threats have a stronger influence on migration than direct threats. Violence catalyzes migration among vulnerable groups, narrowing demographic disparities in migration propensity. However, resourceful individuals retain an advantage in early migration, perpetuating inequalities in escape opportunities. Additionally, we observe distinct patterns of internal versus international migration in response to stronger conflict-induced violence, providing theoretical and empirical insights into the dynamics of wartime migration."     "Die Fluchtmigration nach Deutschland steht seit Jahren im Zentrum gesellschaftlicher und politischer Diskussionen. Der Angriff Russlands auf die Ukraine im Jahr 2022 hat zur größten Fluchtbewegung in Europa seit dem Zweiten Weltkrieg geführt. Deutschland, das seit der Flüchtlingskrise 2015 verstärkt Herausforderungen in der Aufnahme, Integration und Asylpolitik bewältigt, sieht sich trotz signifikanter Fortschritte in der Arbeitsmarktintegration weiterhin mit verschiedenen Hürden konfrontiert. Gerade in Zeiten des Fachkräftemangels ist die erfolgreiche Arbeitsmarktintegration Geflüchteter jedoch ein wichtiges gesellschaftliches Ziel. Anhand eines umfassenden Literaturüberblicks beleuchtet dieser Bericht zunächst aktuelle Entwicklungen, Integrationserfolge sowie fortbestehende Herausforderungen für geflüchtete Frauen und Männer in Deutschland und Europa sowie deren Determinanten. Überdies wird untersucht, wie sich die besondere soziodemografische Struktur der ukrainischen Geflüchteten auf deren Teilhabe- und Integrationschancen sowie deren Erwerbsituation und Erwerbsabsichten auswirken. Auch werden Ergebnisse einer Simulationsstudie vorgestellt, die potentielle Szenarien aufzeigt, wie sich die Arbeitsmarktintegration weiter entwickeln könnte. Die Beschäftigungsquoten ukrainischer Geflüchteter werden anschließend in den internationalen Kontext gesetzt und die möglichen Gründe für bestehende Unterschiede erörtert. Abschließend werden Handlungsempfehlungen für Politik und Wirtschaft formuliert, die die Arbeitsmarktintegration von ukrainischen Geflüchteten weiterhin fördern und verbessern sollen."     "Hintergrund der Studie und Datengrundlage: - Die russische Invasion der Ukraine hat seit dem 24. Februar 2022 eine massive Fluchtbewegung ausgelöst, bei der überwiegend Frauen und Kinder in europäische Länder, einschließlich Deutschland, geflüchtet sind. Rund eine Million Menschen aus der Ukraine leben inzwischen in Deutschland. - Um die Lebenssituation dieser Menschen differenziert und fundiert erfassen zu können, ist eine robuste Datenbasis unerlässlich. Hochwertige, belastbare Daten, die auf einem sorgfältig entwickelten Erhebungsdesign beruhen, sind entscheidend, um die Herausforderungen und Bedarfe der geflüchteten Menschen adäquat zu analysieren und evidenzbasierte Maßnahmen ableiten zu können. - Die IAB-BAMF-SOEP-Befragung erfüllt diese hohen Anforderungen. Als jährliche Panel-Haushaltsbefragung umfasst sie seit 2023 auch ukrainische Geflüchtete und schafft damit die Grundlage für eine empirisch fundierte Analyse ihrer Lebensrealitäten. Die Betrachtung zweier Zuzugskohorten (Zuzug von Februar bis Ende Mai 2022 und Zuzug ab Juni 2022) erlaubt zudem die Analyse von Veränderungen in der Zusammensetzung der Gruppe ukrainischer Geflüchteter. - Die Befragung, die zwischen Juli 2023 und Anfang Januar 2024 stattfand, erfolgte primär durch persönlich-mündliche Interviews (77,2 Prozent der Interviews), ergänzt durch rechnergestützte Selbstinterviews (computer assisted self interview, 15,4 Prozent) und Online-Befragungen (computer assisted web interview, 7,4 Prozent). Insgesamt wurden 3.403 Personen aus 2.219 Haushalten befragt. - Die Daten umfassen sowohl die Haushalts- als auch Personenebene mit Inhalten zu Lebenssituation, Sprache, Erwerbssituation, Integration und Bleibeabsichten.     "Diese Studie untersucht die Rolle von Sport als Freizeitaktivität für die strukturelle Integration von Geflüchteten durch die Erhöhung ihres Sozialkapitals, und der Verbesserung ihrer Sprachkenntnisse der Aufnahmegesellschaft und ihrer Gesundheit. Die durch solche Aktivitäten erworbene körperliche Fitness kann auch für das Arbeiten in körperlich anstrengenden Jobs entscheidend sein. Da Arbeitsmarktbeteiligung die soziale Integration von Geflüchteten erheblich beeinflusst, untersucht diese Forschung speziell die Auswirkungen der Intensität und Regelmäßigkeit sportlicher Betätigung auf den Arbeitsmarkterfolg von Geflüchteten aus der Flüchtingswelle von 2015/16 nach Deutschland. Anhand von Längsschnittdaten der IAB-BAMF-SOEP-Befragung von Geflüchteten zeigen die Ergebnisse, dass eine regelmäßige und intensivere sportliche Betätigung die Chancen von Geflüchteten erhöht, im Folgejahr einer Erwerbstätigkeit nachzugehen und in körperlich anstrengenden Jobs zu arbeiten. Sportliche Betätigung korreliert jedoch nicht mit höherem Berufsprestige, was Geflüchtete möglicherweise an Jobs mit niedrigerem Status bindet. Darüber hinaus zeigt sich für Zeitnutzung in anderen (nicht sportlichen) Freizeitaktivitäten eine leicht negative Assoziation mit Arbeitsmarkterfolg. Dies unterstreicht die einzigartigen Vorteile von Sport für Geflüchtete. Insgesamt weisen die Ergebnisse einerseits darauf hin, dass Sport für Geflüchtete zwar hilfreich beim Einstieg in den deutschen Arbeitsmarkt sein kann, andererseits aber ihren beruflichen Aufstieg einschränken kann."     "This paper addresses the question of how the typical labor market careers of male refugees holding a Syrian nationality status look and how these are associated with individual and contextual characteristics. Referring to information from the administrative dataset Sample of Integrated Welfare Benefit Biographies , refugees’ monthly labor market activities are tracked for around three years after having joined Germany’s basic provision scheme Grundsicherung für Arbeitssuchende . Using clustering techniques, the resulting individual career sequences are grouped into a typology of four: ‘Alternating (in)activities in welfare’, ‘job seeking to full labor market entry’, ‘job seeking to partial labor market entry’, and ‘residual’. The results of multinomial regressions indicate associations between the likelihood of taking a more or less advantageous career and certain characteristics, such as the county’s unemployment rate or whether a person holds a degree."     "Background: The labor market activities of immigrants are diverse and highly gendered. Few studies have examined these disparities by legal entry pathway in a multi-state framework that accounts for multiple entries to and exits from the market. Objective: We analyze immigrants’ timing and level of participation in training and labor market activities by gender, parity, and legal entry pathway. Methods: Using data from the German Socio-Economic Panel (GSOEP), we employ competing-risks event history models, treating labor market attachment as a multi-state process. Results: Immigrants from Europe, ex-Yugoslavia, and the former Soviet Union exhibit higher levels of labor market attachment than immigrants from Turkey, Africa, and West Asia. However, we find that the presence of children is more negatively linked to women’s labor force participation for Europeans than non-Europeans. Turkish, West Asian, and African immigrant women are less likely to return to the labor market once they exit. Conclusions: The greater impact of motherhood on the labor market participation of European immigrant women than that of non-European immigrant women is due to their higher participation when childless. However, overall, non-European immigrant women show markedly lower attachment to the labor market regardless of motherhood status. Contribution: This research sheds light on how gender, origin, and entry pathway intersect with family processes, particularly among women, contributing to a deeper understanding of immigrant labor dynamics."     "Given the global displacement crisis, the integration of refugees has emerged as a critical policy issue for many host countries. A key challenge involves supporting refugees in learning the language of their host country. While several European nations have instituted publicly funded language training for asylum seekers and refugees soon after their arrival, evidence on the efficacy of these early language programs in promoting economic integration remains limited. This study examines the impact of a pioneering, large-scale ad hoc programme introduced by German policymakers, which provided basic language training to over 230,000 refugees arriving in 2015–2016. Utilizing register data on the population of asylum seekers and exploiting a cut-off date in programm eligibility, we assess the program’s effectiveness using a regression discontinuity design. Our findings reveal no discernible effect on refugee employment over the subsequent 2 years. To explore whether language programs are generally ineffective during refugee crises, we contrast these results with the impacts of a more comprehensive, preexisting, yet smaller-scale programme. Using a variety of difference-in-differences estimators, we find that this program considerably increased refugee employment.     "Frauen, die bis 2022 aus überwiegend arabischen Herkunftsländern nach Deutschland flüchteten, werden von diversen lokalen Arbeitsmarktakteuren mit dem Mythos einer fehlenden oder nur eingeschränkten Beschäftigungsfähigkeit belegt. Dieser speist sich aus hiesigen antimuslimischen sexistisch-rassistischen Narrativen, die die Vermittlung dieser Frauen in prekäre Arbeitsmarktsegmente begünstigen. Der Beitrag greift den Mythos samt seiner Narrative auf Grundlage qualitativ erhobener Daten in Form von Interviews mit lokalen Arbeitsmarktakteuren sowie geflüchteten Musliminnen auf und stellt dessen historischen Kontext, seine innere Logik und die daraus folgenden Wirkungsweisen dar. Weil aus einem soziologischen Verständnis heraus Mythen gesellschaftliche Funktionen erfüllen – sie bieten Ordnung, (Selbst-)Vergewisserung von Identitäten und Zugehörigkeiten sowie Legitimationen gesellschaftlicher Machtverhältnisse (Hero 2022: o.     "Vocational education and training (VET) systems are characterized by both gender-specific occupational segregation and vertical occupational segmentation, leading to considerable differences in income and employment stability prospects across individual training occupations. For refugee men and women in particular, whose labor market positioning is crucial for their socio-economic integration in the host country, it is therefore not only important that they enter VET, but also which specific occupation they enter. This article investigates, first, whether the dual training occupations pursued in Germany by men and women with a refugee background differ from those pursued by those from the majority population in terms of prospective income and employment stability; and second, whether these differences are mediated by variations in search and application strategies as well as network resources, on the one hand, and differences in school-leaving qualifications, on the other. Drawing on data from the BA/BIBB Applicants Survey and the Refugee Migration Study (N = 6,055), the results show that men and women with a refugee background are more likely to enter training occupations with significantly lower occupation-specific salaries than their counterparts in the majority population. Refugee men also tend to pursue occupations with higher occupation-specific unemployment rates, whereas no such difference is found for women. These disparities are only marginally mediated by variations in search and application strategies and network resources, but are largely explained by differences in school-leaving qualifications. When controlling for these resources, women with a refugee background are more likely to enter training occupations with even lower unemployment rates than women from the majority population."     "Für die jungen Geflüchteten in Deutschland kann der Seiteneinstieg in das Berufsbildungssystem als höchst vielversprechende Perspektive hinsichtlich ihrer sozioökonomischen Integration erachtet werden. In diesem Kontext wurden in den letzten Jahren mehrere sogenannte aktive Arbeitsmarktprogramme (ALMPs) für Geflüchtete initiiert und ausgebaut, allen voran das ESF-BAMF-Programm sowie verschiedene Maßnahmen der Bundesagentur für Arbeit. Auf Basis der Daten der IAB-BAMF-SOEP-Befragung von Geflüchteten (2016–2021) (Brücker et al. 2016) wird in diesem Beitrag mithilfe einer diskreten Ereignisdatenanalyse (N = 6.004) untersucht, ob die Teilnahme an einer dieser ALMPs mit einer erhöhten Übergangschance von Geflüchteten zwischen 18 und 30 Jahren in eine Berufsausbildung assoziiert ist. Aus den multivariaten Analysen geht hervor, dass die Teilnahme an beiden ALMPs mit einer signifikanten Erhöhung der Übergangschancen der 25–30-jährigen Geflüchteten assoziiert ist, nicht jedoch mit jenen der 18–24-Jährigen. Angesichts der vergleichsweise nachteiligen Chancen älterer Geflüchteter auf dem deutschen Ausbildungsmarkt, kann dieses Ergebnis als klarer Erfolg beider ALMPs gewertet werden."     "The article examines the extent to which gender roles as well as the human capital resources acquired in the country of origin are associated with refugee women’s chances of taking up vocational education and training (VET) in Germany. It follows the assumption that traditional gender roles, which assign women to the domestic sphere, can affect refugee women’s behavior either directly or through social contacts who impose these roles upon them. Additionally, it argues that the human capital that refugee women acquired in their country of origin can affect the trainers’ decision to hire them as trainees. The focus of the investigation is women between the ages of 18 and 30 who applied for asylum in Germany between 2015 and 2019 and mainly originate from Syria, Afghanistan, Iraq, and Iran (N = 945). By applying a piecewise constant exponential model to monthly data from the IAB-BAMF-SOEP Survey of Refugees, the analysis shows that neither the women’s endowment with human capital acquired in their country of origin (i.e., level of education and work experience) nor their own gender role attitudes, having children, or the frequency of contact with persons from the same country of origin are significantly associated with their chances of transitioning to VET.     "This study examines two programmes aimed at integrating refugees into the Austrian labour market: a short‐term Skills Assessment and a longer‐term Integration Year that includes an internship and training. The theoretical framework draws on the concepts of social field and forms of capital proposed by Pierre Bourdieu. Using data from a large‐scale refugee survey in early 2019, we find that Austria’s short‐term Skills Assessment fails to increase refugees’ employment chances. The Integration Year positively helps employment, but this outcome is limited to refugee women. We conclude that integration programmes only help if they provide refugees with both cultural and social capital. Implications for research and practice are discussed."     "Fluchtbedingte Einwanderung wirkt sich auf die Street-Level- Organizations in Aufnahmeländern aus. Dieser Beitrag richtet den Fokus auf die Jobcenter in Deutschland. Im Zentrum stehen die Erfahrungen von Fach- und Führungskräften in Jobcentern mit der psychischen Gesundheit von geflüchteten Klient*innen und ihr institutioneller Umgang damit. Eine standardisierte Onlinebefragung unter diesen Beschäftigten zeigt, dass diese häufig eine relative psychische Stabilität bei Klient*innen beobachten und mental Health eher selten als große Herausforderung wahrnehmen. Die Prävalenz psychischer Erkrankungen schätzen sie bei geflüchteten Klient*innen ähnlich hoch ein wie bei nicht geflüchteten. Es scheinen nur wenige Strategien der Street-Level-Organizations zum Umgang mit psychischer Erkrankung bei geflüchteten Klient*innen zu existieren, vielmehr gibt es eine Verantwortungsverlagerung auf die Fachkräfte als Street-Level-Bureaucrats.     "In this paper we explore the extent to which differences in institutional settings, with a focus on the human capital formation regime, shape the integration trajectories proposed to recently- arrived refugees. To do so, we compare two countries, Switzerland and Canada, which are committed to implementing integration policy for refugees and belong to two different human capital formation regimes. We investigate whether ending up in a country with a collective skill formation system (Switzerland) limits refugee integration paths by “managing” their aspirations and directing them towards predefined options compared to a country with a more liberal human capital formation regime (Canada) where refugees may have more room of manoeuvre to fulfil their aspirations. In order to test this hypothesis, we used qualitative vignettes and compared integration paths proposed by case workers to refugees in a Swiss Canton (Vaud) and in a Canadian Province (Québec). We found that overall, the integration paths proposed are very similar, regardless of the institutional context. We reason that this largely unexpected result is due to the similarities in the overall orientation of integration policy; the similarity of the policy problem and labour market shortage in the low skill segment experienced in both countries."     "Germany has supported Syrian refugees through international and national initiatives. Starting in 2012, the Federal Ministry for Economic Cooperation and Development (BMZ) and the German Development Bank (KfW) helped Germany become the second-largest bilateral donor to Syria, contributing more than half a billion euros annually. During the 2015 crisis, Germany took in a large influx of Syrians; according to the German Office of Statistics, around 973,000 were living in Germany by the end of 2023. A total of 712,000 were granted refugee status, 41 % of them being women. The current impulse focuses on the mechanisms developed by the International Labour Organization (ILO) for job creation through public investment (JCPI) and implemented in partnership with the Federal Government of Germany as donor. The aim is to facilitate equal access to labour markets and promote the social and economic integration of Syrian refugees in both Jordan and Germany as host countries. The document seeks to contribute to DIFIS social policy research Field 2, which calls for inclusive strategies for a sustainable transition through social policies that mitigate the effects of the changing world of work."     "This paper examines the new ties refugees form within the first years after arriving in destination countries. While prior research has assessed new ties mainly in relation to integration outcomes and within inter-ethnic ties, our analyses take a broader view of the importance of new contacts by systematically adopting an ego-centric network approach and by differentiating between various types of networks (emotional support, companionship, and practical support network). Drawing on representative quantitative survey data of recent refugees from Eritrea and Syria collected in Germany in 2020 (TransFAR survey), our analytical approach is divided into two parts: First, we investigate on the alter-level (i.e., the persons mentioned in the network) who the newly met persons are and which kind of support they provide, employing descriptive analyses. Second, we conduct multivariate regression analyses on the ego-level (i.e., the respondent) to examine the migration and family-related factors associated with forming new ties. The empirical findings underscore the importance of new contacts as crucial sources of resources and support, particularly in providing practical assistance. Furthermore, our study shows that migration and family-related factors are important for establishing new ties: refugees having other family members in Germany, either a spouse or because they arrived together with kin, are less likely to include newly established contacts in their networks compared to those without a spouse or who arrived in Germany without family. The relative importance of these factors varies between network types. Moreover, as migration circumstances and family constellations differ by gender and country of origin, substantial variations concerning the formation of new ties are observed between men and women and between refugees from Eritrea and Syria."     "The migration and integration of highly educated Ukrainian women immigrants into the Czech labor market is a serious problem in our increasingly global society. Exploring the influence of active labor market policies (ALMPs) on their integration uncovers both possibilities and challenges, emphasizing the need to understand how government actions may help or impede their professional development. The decision-making processes of these Ukrainian immigrant women will be investigated in this study, with an emphasis on the ways in which ALMPs impact their work integration and migration experiences. Using expert analysis and qualitative interviews, this study explores the institutional and personal dimensions of immigrant women’s integration experiences, shedding light on the systemic challenges and challenges they encounter. The findings indicate that, despite existing integration efforts through ALMPs, significant challenges persist, such as bureaucratic inefficiencies and fragmented support services. These problems can delay access to crucial resources, resulting in underemployment and job mismatches. This study emphasizes the urgent need for a more coordinated policy approach to better support the distinct decision-making processes of highly educated migrant women, ultimately fostering improved outcomes in labor market integration."     "A growing number of studies have recently postulated a so-called local turn in the study of immigrant and refugee integration policy. A fundamental, yet untested, assumption of this body of research is that local (sub-national) policies and administrations shape how migrants and refugees integrate into society. We develop and apply an analytical model using multilevel modeling techniques based on large-N, longitudinal survey data ( N > 9000) with refugees (2012–2018) in a highly decentralized country (Germany) to estimate the scope for local policy effects net of individual-level and state- and district-level characteristics. We show that region and district-level variation in integration outcomes across multiple dimensions (employment, education, language, housing, social) is limited (~5%) within 4–8 years after immigration. We find modest variation in policy indicators (~10%), which do not appear to directly translate into outcomes. We discuss implications for the study of local policies and the potential for greater convergence between administrative and political science, interested in governance structures and policy variation, and sociology and economics, interested primarily in integration outcomes."     "Classical notions suggest that immigrants tend to be more risk-taking than those who remain in their country of origin, but conditions of forced migration may limit this selectivity. Identifying systematic personality differences between refugees and other immigrants is crucial, as traits such as risk orientation may contribute to differences in integration behavior. This study investigates selectivity in risk orientation among refugees from the IAB-BAMF-SOEP Survey of Refugees in Germany and other immigrants from the IAB-SOEP Migration Sample, and examines its role in language acquisition through growth curve models. The selectivity measures are based on data from the World Values Survey for the population in immigrants’ countries of origin. The findings show no systematic differences in selectivity in risk orientation by migration motive; instead, the degree of selectivity varies by country of origin. In terms of language proficiency growth, the longitudinal findings indicate that individuals selected in risk-taking demonstrate greater improvements in language skills, as increased exposure to German through daily interactions, language courses, and labor market participation accumulates throughout their stay in the receiving country."
