Die zunehmende Alterung und die abnehmende Zahl der Erwerbspersonen sowie die Anhebung des Rentenalters bleiben nicht ohne Auswirkungen auf die Betriebe. Es ist eine alter(n)ssensible Personalpolitik gefordert, die sich der verändernden Altersstruktur im Betrieb stellt. Die Infoplattform bietet zum Thema Ältere im Betrieb Literaturhinweise, Volltexte und Informationen über Forschungsprojekte. Es werden die Positionen der Politik, der Verbände und Betriebe sowie die wissenschaftliche Auseinandersetzung mit dem Thema deutlich.
In dieser Infoplattform sind erstmals alle Literaturhinweise - neben der Themeneinordnung - dem Punkt "wissenschaftliche Literatur" oder "politik-/praxisbezogene Literatur" zugeordnet. "Wissenschaftliche Literatur" beinhaltet Veröffentlichungen in SSCI-Journals, referierten Zeitschriften, wissenschaftlichen Veröffentlichungsreihen und Discussion Papers. "Politik/Praxis" bezieht sich auf die aktuelle politische Diskussion bzw. auf betriebs-praktische Hinweise zum Thema Ältere im Betrieb.

    "In allen Ländern Europas steigt die durchschnittliche Lebenserwartung und der Anteil älterer Menschen nimmt deutlich zu. Obwohl dieser demografische Wandel mit einer allgemeinen Verbesserung der Gesundheit einhergeht, erreicht nur eine Minderheit älterer Arbeitnehmer das gesetzliche Renteneintrittsalter im Beruf.
    Die Europäische Programm-Initiative 'More Years, Better Lives' (JPI MYBL) hat zur Beantwortung der Frage 'Warum arbeiten manche Menschen im höheren Erwerbsalter und andere nicht?' eine Gruppe von 46 Wissenschaftlern aus 11 Ländern beauftragt, hierzu den aktuellen Forschungsbedarf zu identifizieren. Damit sollte anstehenden Forschungsförderungsaktivitäten zugearbeitet werden. Dieser Bericht legt die wichtigsten Ergebnisse vor.
    Die interdisziplinäre JPI UEP Arbeitsgruppe hat das umfassende 'lidA-Denkmodell' zur Analyse der Einflussfaktoren für einen frühen Rückzug aus dem Arbeitsmarkt beziehungsweise bei verlängerter Erwerbstätigkeit genutzt. Basierend darauf wurde der Forschungsstand bestimmt und der Forschungsbedarf abgeleitet.
    Zielgruppen dieses Berichtes sind demnach Forscher, Forschungsförderer sowie Entscheidungsträger in der Sozial- und Arbeitsmarktpolitik, die sich mit Teilhabe älterer Arbeitnehmer am Arbeitsmarkt beschäftigen." (Autorenreferat, IAB-Doku)

    "Following an era of a development towards earlier retirement, there has been a reversed trend to later exit from the labor market in Sweden since the late 1990s. We investigate whether or not there are potentials, with respect to health and work capacity of the population, for extending this trend further. We use two different methods. First, the Milligan and Wise (2012) method, which calculates how much people would participate in the labor force at a constant mortality rate. Second, the Cutler et al. (2012) method, which asks how much people would participate in the labor force if they would work as much as the age group 50-54 at a particular level of health.     "This paper presents the results of a randomized field experiment that provided information about key Social Security features to older workers. The experiment was designed to examine whether it is possible to affect individual behavior using a relatively inexpensive informational intervention about the provisions of a public program and to explore the mechanisms underlying the behavior change. We find that our relatively mild intervention (sending an informational brochure and an invitation to a web-tutorial) increased labor force participation one year later by 4 percentage points relative to the control group mean of 74 percent."     "This paper investigates whether employers can induce employees to postpone retirement by offering access to training courses that maintain job proficiency. We use unique, matched employer - employee surveys for the Dutch public sector, which include detailed information on a wide range of HR practices applied in the organization, as well as the expected retirement age of its employees. We find that training policies, as reported by employers, are significantly positively related to employee expected retirement age, irrespective of whether employees actually participate in training. We show that this positive relationship is driven by employees' positive reciprocal inclinations, indicating that provision of training may serve as a tool to motivate older employees in their job and consequently to retire later. The provision of training access may therefore complement existing pension reforms in many industrialized countries that aim to increase labor-force participation of older workers. Robustness analyses indicate that the relationship between offering training access and expected age of retirement is unlikely to be driven by reverse causality, self-selection, or the presence of other organizational characteristics."     "We design and implement a large-scale field experiment - a resume correspondence study - to address a number of potential limitations of existing field experiments testing for age discrimination, which may bias their results. One limitation that may bias these studies towards finding discrimination is the practice of giving older and younger applicants similar experience in the job to which they are applying, to make them 'otherwise comparable.' The second limitation arises because greater unobserved differences in human capital investment of older applicants may bias existing field experiments against finding age discrimination. We also study ages closer to retirement than in past studies, and use a richer set of job profiles for older workers to test for differences associated with transitions to less demanding jobs ('bridge jobs') at older ages. Based on evidence from over 40,000 job applications, we find robust evidence of age discrimination in hiring against older women.     "In Germany as in many other European countries there will be a shift in the age structure of the workforce in the next decades. The number of older workers will increase whereas the number of young and middle aged workers will decline. This paper provides evidence how the demographic ageing affects labor productivity. It focuses on age complementarities between workers. Using a cross sectional linked employer-employee data set from 2012 translog cost functions are estimated. To maintain consistency with microeconomic theory, several parameter constraints are imposed. To control for the skill level of the workers a nested production structure is applied. In addition, this allows to analyse the complementarities between different age groups by skill level. Based on the estimated parameters pairwise elasticities of complementarity and factor price elasticities are calculated. The results indicate that workers belonging to different age groups are complementary factors. The complementarities especially arise between young and medium aged workers and are higher within groups of high skilled labor. Simulating the expected shift in the age structure due to the demographic ageing indicates that the productivity of younger and middle aged workers will increase whereas the productivity of older workers will decline due to the complementary relationship between the different age groups."     "Aging workers experience the longest unemployment spells of any segment of the labor force and are much more likely than their younger counterparts to drop out of employment entirely. Yet, we still know little about aging workers' struggles to regain employment following job loss. Do they see themselves as structurally disadvantaged? And, what are the consequences for self-perceptions, notions of fairness, and even mental health? We fill this gap by drawing on 52 semi-structured qualitative interviews with workers aged 40 - 65 who lost jobs during the Great Recession and have been attempting to find work since. Notable is their keen awareness of both age-specific labor market disadvantages and processes complicating re-employment for all unemployed workers during this period. Respondents articulate sophisticated analyses of how employer biases, credentialism, the job search process, and changes in the economy present very real barriers to reemployment. These perceptions and experiences, our materials suggest, have far-reaching social-psychological consequences, including loss of belief in meritocracy within major institutions; questioning of self-worth; and feelings of isolation, hopelessness and depression -- consequences to which stratification scholars should devote more attention, especially since many aging workers become discouraged and eventually drop out of the labor force."     "We use the labor force ad hoc module 'transition from work into retirement' to analyze the link between individual as well as pension system characteristics and planned retirement age within the European Union. We find that timing of retirement is correlated between partners who are, already at the stage of retirement planning. In richer countries of the EU15, standard retirement age seems to have a larger effect on planned retirement age than in poorer EU15 states or in new EU member states. The effect of pension wealth is largest in the new EU member states and smallest in rich EU15 countries. Furthermore, industry and occupation effects differ by country type."     "In the examination of older employees' employability, one can distinguish between internal and external employability. Internal employability can be measured by individual employment stability, and external employability occurs when employees replace one employment relationship with another. Most studies focus on the personal skills and characteristics that are necessary to maintain employability. However, external factors also contribute to individual employability. Therefore, this study examines which organisational attributes of firms contribute to older employees' employability in Germany. Taking firm and individual characteristics into account, the results of discrete-time survival models show that in specific organisational structures, older employees have higher internal employability. Accordingly, older employees are more likely to maintain employment in the service sector and in recruiting organisations facing (skilled) labour shortages. However, the results also indicate that financially investing organisations facilitate early labour market exits. With regard to older employees' external employability, the results show only little evidence indicating an association between organisational attributes of firms and the likelihood of job change."     "The public sector employs a large share of the labor force to execute important functions (e.g. regulation and public good provision) in an environment beset by severe agency problems. Attracting workers who are motivated to serve the public interest is important to mitigate these problems. We investigate whether public and private sector employees differ in terms of their public service motivation, as measured by their propensity to volunteer, using a representative sample of elderly workers from 12 European countries. To overcome potential identification difficulties related to unobservable differences in working conditions (e.g. working time, required effort, job security, career incentives), we also look at retired workers. We find that public sector workers, both those currently employed and those already retired, are significantly more prosocial; however, the difference in prosociality is explained by differences in the composition of the workforce across the two sectors, in terms of (former) workers' education and occupation. Looking across industries and within occupations, we find that former public sector workers in education are more motivated, while there are no differences across the two sectors when considering broad occupational categories. We also investigate other dimensions and find no differences in terms of trust, while there is evidence of some differences in risk aversion, political preferences, life and job satisfaction."     "Extending working life is an objective for many nations. However, the UK government has recently reported only modest improvement 'compared to many nations'. A comparison of European, Labour Force Surveys show that Germany has reversed early retirement much faster than the UK since 2003. This was not forecast by previous researchers. In particular, Ebbinghaus' influential cross-national analysis of early retirement, published in 2006, had predicted that liberal welfare states regimes like the UK would react faster than conservative ones like Germany. A review of changes to pensions and employment policies suggests the UK puts more emphasis on recruitment of older workers, flexible working and gradual retirement while Germany puts more emphasis on retention of older workers through age-management and employment protection. The paper compares the employment transitions of older workers using data covering 1993 to 2013 from the longitudinal surveys British Household Panel Survey, Understanding Society and the German Socio-Economic Panel. It finds little evidence for the recruitment of older workers or gradual retirement in either the UK or Germany and concludes it was the greater employment protection for older workers in Germany that enabled the employment rate for older workers to increase even during the recent recession."     "We identify the causal effect of lump-sum severance payments on non-employment duration in Norway by exploiting a discontinuity in eligibility at age 50. We find that a severance payment worth 1.2 months' earnings at the median lowers the fraction re-employed after a year by seven percentage points. Data on household wealth enable us to verify that the effect is decreasing in prior wealth, which favors an interpretation as liquidity constraints over the alternative of mental accounting. Finding liquidity constraints in Norway, despite its equitable wealth distribution and generous welfare state, means they are likely to exist also in other countries."     "This paper estimates the propensity to retire and the persistence of remaining retired once the decision to retire has been made in the US labour market, using a dynamic panel probit model. The estimated income effect of higher housing wealth is virtually zero and that of financial assets wealth is positive, increasing the retirement probability. The substitution effect of earned income is negative, thus decreasing the retirement probability. The retirement decision is strongly state persistent for up to three years after the initial retirement decision and the state persistence of retirement is reinforced by wealth and earned income."     "Despite growing interest in the aging of the workforce, few investigations have explored a key aspect of diversity among older workers: whether or not they consider themselves retired. Using a sample of workers ages 50 and older from the National Study of the Changing Workforce (2008), we apply career development theory and the job demand - control( - support) framework to investigate potential differences between working retirees (i.e. employed older adults 50+ who consider themselves retired) and working non-retirees (i.e. employed older adults 50+ who do not consider themselves retired) in terms of their job characteristics (i.e. demands, control, support) and how these job characteristics are related to job satisfaction. We find that working retirees report lower job demands and higher social support, and that there is limited evidence for the buffering hypothesis. Wegen des zu erwartenden Rückgangs des Arbeitsangebots steigt zudem das Interesse der Unternehmen an den älteren Arbeitskräften. Durch die Festlegung der institutionellen Rahmenbedingungen nimmt nicht zuletzt auch die Politik wesentlichen Einfluss auf die Arbeitsmarktpartizipation Älterer und die Integration dieser Altersgruppe in den Arbeitsmarkt. In den vergangenen Jahren hat sich die Lage der älteren Arbeitskräfte in Schleswig-Holstein parallel zum umfassenden Wandel der demografischen und institutionellen Rahmenbedingungen - und möglicherweise ausgelöst durch sie - erkennbar verbessert. Die Beschäftigung der 55- bis 64-Jährigen ist in Schleswig-Holstein seit dem Jahr 2000 stark gewachsen und parallel dazu beobachten wir einen deutlichen Rückgang der Arbeitslosigkeit und der Unterbeschäftigung in dieser Altersgruppe. Diese Entwicklungen sind vor dem Hintergrund der deutlich gestiegenen Erwerbsbeteiligung Älterer zu sehen. Demografische Aspekte spielen bis dato dagegen kaum eine Rolle. Als nach wie vor problematisch stellen sich die Wiederbeschäftigungschancen älterer Arbeitsloser dar. Das Risiko, arbeitslos zu werden, ist für Ältere zwar relativ gering, eine geringe Abgangswahrscheinlichkeit hat jedoch zur Folge, dass sich die Arbeitslosigkeit bei Älteren als außerordentlich persistent erweist. Dies spiegelt sich nicht zuletzt im hohen Anteil Langzeitarbeitsloser in dieser Altersgruppe wider. Angesichts der bevorstehenden demografischen Herausforderungen wie auch der anhaltenden Debatte um Fachkräfteengpässe sind Politik, Arbeitsverwaltung und Betriebe gefordert, die Weiter- und Wiederbeschäftigung Älterer stärker als bisher durch Qualifizierungsmaßnahmen zu fördern. Dies gilt insbesondere auch für die Teilgruppe der 60- bis 64-Jährigen, für die Erfolge bei der Arbeitsmarktintegration bislang noch deutlich hinter jenen für die Gruppe der 55- bis 59-Jährigen zurückbleiben."     "This paper reports on an exploratory study examining women's views about and experiences of retirement. It has long been recognized that women's careers often follow a different path than men's due to the differential impact of family and domestic responsibilities and their relative underrepresentation at higher levels of organizations. However, many studies of retirement have implicitly assumed a conventional male career as the norm, where retirement is seen as marking a neat ending to continuous employment. This paper aims to present a richer understanding of women's retirement, utilizing contextual national data and qualitative analysis. The paper begins with a brief summary of literature looking at women's career development. We then explore the concept of retirement and consider current literature with regard to women's retirement. Following a brief discussion of our research approach, we provide some national context using quantitative data. We then discuss the qualitative findings, examining the areas of continuity and change that women experienced in retirement and exploring the factors that they felt enabled and constrained them."     "Due to the graying of the global labor markets, post-retirement employment is becoming increasingly important in the 21st century. To better understand older people's decisions to engage in post-retirement employment, the current study investigated the role of the psychological experience of aging. Two dimensions that capture positive aging experience (i.e., personal growth and gaining self-knowledge) and two dimensions that capture negative aging experience (i.e., physical loss and social loss) were differentiated and their relations to post-retirement employment were hypothesized. We argue that aging experience may influence the decision to work after retirement by generating both, approach and avoidance responses. Longitudinal data from the German Aging Survey (N = 551) were used to test the hypotheses. The results of structural equation modeling indicated that retirees who experienced aging as social loss and as personal growth were more likely to engage in post-retirement employment a decade later, while retirees who experienced aging as gaining self-knowledge were less likely to engage in post-retirement employment.     "Since the last recession, it is usually argued that older workers are less affected by the economic downturn because their unemployment rate rose less than the one of prime-age workers. This view is a myth: older workers are more sensitive to the business cycle. We document volatilities of worker flows and hourly wage across age groups on CPS data. We find that old worker's job flows are characterized by a higher responsiveness to business cycles than their younger counterparts. In contrast, their wage cyclicality is lower than prime age workers'. Beyond this empirical contribution, we show that a life-cycle Mortensen & Pissarides (1994) model is well suited to explain these facts: older workers' shorter work-life expectancy endogenously reduces their outside options and leads their wages to be less sensitive to the business cycle. Thus, in a market where wage adjustments are small, quantities vary a lot: this is the case for older workers, whereas the youngest behave like infinitively-lived agents. Our theoretical results point out that Shimer (2005)'s view on the MP model is consistent with prime-age workers' labor market while aging endogenously introduces real wage rigidities, allowing to match what we observe for old workers, without specific assumptions as in Hagendorn & Manovskii (2008)."     "Purpose - The purpose of this paper is to study the re-entry to the workforce of fully retired persons (unretirement) and whether the decision to resume work depends primarily on social or economic reasons.
    Design/methodology/approach - Using Swedish register data for already retired individuals older than 55, the incidence of unretirement is studied. Determinant factors behind the decision to re-enter the labor force is analyzed in a binary response logit model.
    Findings - Unretirement varies between 6 and 14 percent under two different definitions. We find support for higher pension income to decrease the probability to unretire. Other determinants, such as marital status, largely support an interpretation that unretirement is a life-style decision rather than a response to an experienced negative economic situation post retirement.
    Research limitations/implications - Due to data limitations, the focus in this study is on the extensive margin (the event of returning to the labor force) and not on hours of work post re-entry.
    Social implications - If older persons that are physically able to work also want to work and succeed in finding work when they demand so, unretirement is welfare enhancing. However, if unretirement is an effect of unexpected realizations post retirement, any increase in the number of persons facing such unexpected shocks implies an increase in the uncertainty of life as retired.

    "Seit Ende 2011 erlaubt die Beschäftigtenstatistik eine Gegenüberstellung von formaler Qualifikation der Beschäftigten und Anforderungsniveau der ausgeübten Tätigkeit. Demnach waren im Jahr 2012 rund 63 Prozent aller Arbeitnehmer in Deutschland ausbildungsadäquat beschäftigt. Dagegen waren 22 Prozent formal unterqualifiziert und 15 Prozent überqualifiziert. Bei Letzteren ist der Berufsabschluss höher als es ihre Tätigkeit erfordert - sie stehen im Fokus dieses Berichts. Zu formaler Überqualifizierung kann es kommen, wenn bestimmte Qualifikationen zu wenig nachgefragt werden, aber auch infolge besserer Bezahlung oder Arbeitsbedingungen. Deshalb, und weil Arbeitsuchende nicht unbegrenzt mobil sind, spielen regionale Beschäftigungs- und Verdienstmöglichkeiten eine wichtige Rolle bei der Entstehung dieser Form von ausbildungsinadäquater Beschäftigung."     "This article examines work-related factors and their impact on the retirement decision-making process. We particularly focus on organisational human resources policies and normative climate regarding retirement. Organisations create opportunities and conditions for career extension via their personnel instruments. The normative climate may encourage or discourage retirement. We use a ten-year follow-up study among 1,458 older employees in the Netherlands aged 50 - 59 at baseline. Results reveal that older workers are sensitive to social approval earned from their co-workers and supervisor. A social climate that supports working up to higher ages is an important requisite for reducing the attractiveness of the early retirement option. Retirement intentions, formed in the years prior to retirement, are shaped by workplace norms and supervisors' attitudes. Results indicate that in order to delay retirement, policy initiatives cannot be reduced to altering financial restrictions surrounding retirement but need to address the forces at the organisational level that channel workers out of employment."     "Dieses Papier untersucht wie sich der Renteneintritt eines Partners auf die Verteilung der Hausarbeit in Paaren auswirkt. Zur Erklärung wie Hausarbeit zwischen den Partner verteilt wird, gibt es zwei Theoriestränge. Die ökonomischen Theorien gehen davon aus, dass der- oder diejenige der Partner, welcher am Arbeitsmarkt weniger Geld verdient, mehr Hausarbeit übernehmen wird unabhängig von seinem oder ihrem Geschlecht. Die normbasierten Theorien hingegen basieren auf Werten und Vorstellungen. In konservativen Paaren übernehmen Frauen den Haushalt, während Paare mit modernen Vorstellungen die Hausarbeit egalitärere verteilen. Aufbauend auf den ökonomischen und normbasierten Theorien lassen sich in Bezug auf den Renteneintritt dazu zwei gegensätzliche Hypothesen aufstellen. 1) Mit dem Renteneintritt verändert sich die Verteilung der Hausarbeit nicht. 2) Diejenige Person, welche in Rente geht, übernimmt einen größeren Anteil der Hausarbeit. Diese Hypothesen werden mit Fixed-Effects Modellen und Daten des SOEP getestet.     "Das Handlungsmodell der Selektion, Optimierung und Kompensation (SOK) hat sich als ein wichtiger Ansatz zum Verständnis der Bewältigung von alters- und alternsbedingten Veränderungen bei Beschäftigten an ihrem Arbeitsplatz herausgestellt. Bislang konnte die Forschung zeigen, dass Beschäftigte mit häufigen SOK-Strategien in der Arbeit erfolgreiches Altern am Arbeitsplatz berichten. Gleichwohl sind die verantwortlichen Arbeitsbedingungen für eine erfolgreiche SOK-Anwendung unzureichend beleuchtet. Unsere Studie untersuchte die direkten und indirekten Effekte für das Engagement in der Arbeit durch die Anwendung von SOK-Handlungsweisen am Arbeitsplatz sowie durch zwei zentrale Ressourcen der Arbeit: Lern- und Entwicklungsmöglichkeiten sowie Autonomie im Job. Diese Informationen wurden mittels eines Fragebogen erfasst, anhand standardisierter Skalen. Die Untersuchungsgruppe waren N = 118 Flugbegleiter verschiedener deutscher und österreichischer Airlines. Die vermehrte Anwendung von SOK Strategien ging mit höherem Arbeitsengagement einher (r = 0.28, p < 0.05). Lern- und Entwicklungsmöglichkeiten in der Arbeit (r = 0.35, p < 0.01) und Autonomie (r = 0.31, p < 0.01) waren gleichfalls mit mehr Arbeitsengagement assoziiert. Anhand von Mediationsanalysen fanden wir, dass der positive Effekt der Arbeitsressourcen für das Engagement in der Arbeit durch die Anwendung von SOK Strategien teilweise vermittelt wurde. Unsere Ergebnisse demonstrieren, dass sowohl die Anwendung von alternsgünstigen Handlungsstrategien als auch die erweiterte Ressourcen der Arbeit positiv für das Engagement in der Arbeit sind. Der Beitrag schließt mit Empfehlungen für eine weitere theoretische Erforschung des Themas wie auch potentielle praktische Konsequenzen aus den Ergebnissen für eine alternsgünstige Arbeitsgestaltung."     "In times of rising longevity and shortage of skilled workers, post-retirement work has become increasingly prevalent in many countries. However, not much is known about the expectations and facilitating factors associated with work-related activities after retirement. In two studies we draw on the social cognitive career theory and investigated the role of outcome expectations and facilitating factors in post-retirement career planning. First, we interviewed 22 older employees and subject matter experts in a German aerospace company to learn more about expectations of post-retirement work and its facilitating factors to build a theoretical model. Second, to test our theoretical model, 212 employees of the same company aged 50 to 65 completed a web-based survey. Results showed that outcome expectations and the facilitating factors identified in the interview study were significantly related to post-retirement career intention. Further, the facilitating factor social approval moderated the relationship between outcome expectations and post-retirement career intention. We discuss implications of our findings in terms of how they inform retirement counselors, organizations, and society to help increase engagement in work-related activities after retirement."     "The decision to cease working is traditionally influenced by a wide set of socio-economic and environmental variables. In this paper, we study transitions out of work for 26 EU countries over the period 2004-2009 in order to investigate the determinants of retirement based on the Eurostat Survey on Income and Living Conditions (EU-SILC). Applying standard survivor analysis tools to describe exits into retirement, we do not find any significant differences in the patterns into retirement between the average euro area and EU non-euro area countries. Moreover, we find that shifts into retirement have increased during the onset of the 2009 economic and financial crisis. Income, together with flexible working arrangements, is found to be important as regards early retirement decisions, compared to retiring beyond the legal retirement age. Finally, we show that institutional measures (such as, state/health benefits, minimum retirement age) could not be sufficient alone if individuals withdraw earlier from the labour market due to a weakening of their health. Especially, these latter results are of importance for structural and macroeconomic policy, for instance, in increasing the employment of both people and hours worked against the background of population ageing." Yet, international research about the determinants of early retirement based on appropriate micro-data is scarce. In addition, studies have tended to look at the retiring generation in an isolated way, ignoring the intergenerational ties that may play a role in their retirement decision. This article uses the European Social Survey, covering 22 countries from all regions of Europe, to investigate to what extent becoming a grandparent affects early retirement in European countries. We apply multilevel event history modelling to data from the third round of the European Social Survey and from the MULTILINKS database on intergenerational policy indicators. We find that becoming a grandparent speeds up retirement, especially at the round ages of 55 and 60 years. However, the effect is statistically significant only for women, not for men.     "This paper analyses changes in job opportunities of older workers in the Netherlands in the period 1996-2010. The standard human capital model predicts that, as a result of human capital obsolescence, mobility becomes more costly when workers become older. We measure and interpret how changing job opportunities across 96 occupations affect different age and skill groups. Older workers end up in shrinking occupations, in occupations with a lower share of high-skilled workers, in occupations facing a higher threat of offshoring tasks abroad, more focus on routine-intensive tasks and less rewarding job content. This process is not only observed for the oldest group of workers, but for workers aged 40 and above. Observing older workers in declining occupations is to a large extent a market outcome, but declining job opportunities in terms of less satisfying working conditions and job tasks and content could potentially raise incentives to retire early." In einem ersten Schritt werden hierbei Erwerbspersonenprojektionen anhand eines Kohorten-Komponenten-Modells vorgenommen und durch verschiedene Modellrechnungen ergänzt. Neben einer Abschätzung der Erwerbspersonenzahl bei einer Erhöhung des effektiven Renteneintrittsalters werden die Konsequenzen eines früheren Erwerbseintritts, einer steigenden Erwerbsbeteiligung der über 60-Jährigen, einer verstärkten Erwerbsbeteiligung von Menschen mit Migrationshintergrund sowie einer erhöhten Erwerbsbeteiligung der Frauen untersucht. In einem zweiten Schritt werden die Effekte einer sinkenden Erwerbslosenquote sowie einer steigenden Arbeitszeit je Erwerbstätigen betrachtet, um so Rückschlüsse über das zukünftige Arbeitsvolumen zu ziehen. Unsere Ergebnisse legen nahe, dass eine hinreichende Stabilisierung des jährlich geleisteten Arbeitsvolumens möglich ist, so dass bereits geringe Produktivitätssteigerungen dafür ausreichen werden, das Bruttoinlandsprodukt je Einwohner auf dem heutigen Niveau zu stabilisieren." In addition to women's employment history, we consider their marital history over the life course as an important determinant of retirement income. We use longitudinal data for women born between 1930 and 1940 from the German Socio-Economic Panel and the British Household Panel Study. The results shed light on the mechanisms through which welfare states transmit gender inequality over the life course into retirement. In both countries, single women have higher retirement income than continuously married women. But there are also significant cross-country differences. In the corporatist-conservative German welfare state, marriage over the life course leads to greater dependence on a male breadwinner in retirement than in the liberal British welfare state."     "In this paper, we analyze the sensitivity of the labor market decisions of workers close to retirement with respect to the incentives created by public regulations. We improve upon the extensive prior literature on the effect of pension incentives on retirement by jointly modeling the transitions between employment, unemployment and retirement, paying special attention to the transition from unemployment to retirement (which is particularly important in Spain and other European countries, and whose relevance is increasing as a result of the recent economic crisis). Using administrative data, we find that, when properly defined, economic incentives have a strong impact on labor market decisions. Unemployment regulations are shown to be particularly influential for retirement behavior, along with the more traditional determinants linked to the pension system. Pension variables also have a major bearing on workers' reemployment decisions. The quantitative impact of the incentives, however, is greatly affected by the existence of unobserved heterogeneity among workers. Its omission leads to sizeable biases in the assessment of the sensitivity to economic incentives. We confirm the importance of this potential problem in the case of the change in early retirement provisions legislated in Spain in 2002 (which we analyze with a difference-in-difference approach)."     "We analyze lifetime earnings histories of white males during 1960-2010 and categorize the labor force status of every worker as either working full-time, partially retired or fully retired. We find that the fraction of partially retired workers has risen dramatically (from virtually 0 to 15 percent for 60-62 year olds), and that the duration of partial retirement spells has been steadily increasing. We estimate the response of retirement timing to variations in unemployment rate, inflation and housing prices. Flows into both full and partial retirement increase significantly when the unemployment rate rises. Workers around normal retirement age are especially sensitive to variations in the unemployment rate. Workers who are partially retired show a differential response to a high unemployment rate: younger workers increase their partial retirement spell, while older workers accelerate their transition to full retirement. We also find that high inflation discourages full-time work and encourages partial and full retirement. Housing prices do not have a significant impact on retirement timing."     "Mit dem demografischen Wandel sind ein Zugewinn an gesunden Lebensjahren und die Hoffnung verbunden, dass die nach Erreichen der Regelaltersgrenze frei werdende Zeit im Sinne eines aktiven Alterns für bürgerschaftliches Engagement oder weitere Erwerbstätigkeit genutzt werden kann. Bislang macht der Anteil der Erwerbspersonen nach Erreichen der Regelaltersgrenze an allen Älteren lediglich rund 5 % aus. Zwei Typen von Erwerbstätigen können beobachtet werden: einerseits hochqualifizierte, die vor allem aus intrinsischer Motivation heraus erwerbstätig sind, andererseits ein nennenswerter Anteil, der aus finanzieller Notwendigkeit heraus vielfach in Minijobs beschäftigt ist. Neben einer Erwerbstätigkeit kann das aktive Alter auch durch bürgerschaftliches Engagement geprägt sein. Die Engagementquote hat dabei über alle Altersgruppen hinweg in den vergangenen zehn Jahren zugenommen. Das bürgerschaftliche Engagement ist aber nicht voraussetzungslos, da es für die Ausübung von Ehrenämtern individueller Ressourcen in Form von Finanz-, Human- und Sozialkapital bedarf. Entsprechend sind Ältere bürgerschaftlich Engagierte eher bei Personen mit höherer Bildung und guter gesundheitlicher Verfassung zu finden. Dass die frei werdende Zeit nach dem Renteneintritt zusätzlich motiviert, ein Ehrenamt zu intensivieren oder neu aufzunehmen, kann derzeit nicht bestätigt werden. Insofern scheint das Alter noch ungenutzte Potenziale sowohl aus individueller als auch gesamtgesellschaftlicher Perspektive zu bieten." (Autorenreferat, IAB-Doku)

    "In this study, we investigate the relation between five specific human resource measures for old employees (SMOE) and the relative productivity of old employees. Despite the fact that the share of old employees increases in most developed countries and many establishments apply specific measures for old employees, this is the first large scale study on this topic. We find that the relative productivity contributions of old workers are significantly higher in establishments that provide either specific equipment of work places or age-specific jobs for old workers. In establishments that apply mixed-age working teams the relative productivity contributions of old and of young employees are significantly higher than in establishments without this measure. Working time reductions and specific training for old employees are not associated with higher relative productivity of these employees. Our results suggest that the application of SMOE can contribute to the explanation for two recent findings, the only modest decline of the relative productivity contributions of old workers and the high variance for estimates of age-productivity profiles."     "Die Bevölkerung Deutschlands wird in den nächsten Jahrzehnten altern und schrumpfen. Dies wird spürbare Auswirkungen auf den Arbeitsmarkt haben: Das Angebot an Arbeitskräften wird kleiner. Perspektivisch wird es nötig sein, weitere personelle Ressourcen für den Arbeitsmarkt zu erschließen. Ein wichtiger Aspekt dabei ist die Frage nach Gesundheit und Beschäftigung im höheren Erwerbsalter. Der vorliegende Beitrag diskutiert, basierend auf 9 Beiträgen des Schwerpunktheftes 'Alter, Arbeit, Gesundheit und Erwerbsteilhabe', die Frage der Gesundheit der Erwerbsbevölkerung vor dem Hintergrund von Arbeitstätigkeit, Alter und Erwerbsteilhabe. Er zeigt die gesundheitliche Heterogenität der Erwerbsbevölkerung insgesamt und im Besonderen im höheren Alter auf und identifiziert Erwerbsgruppen mit bis ins höhere Alter sehr guter Gesundheit sowie andere mit hoher Krankheitsbelastung. Letzteres zeigt, dass 'Arbeit mit Krankheit' heutzutage Realität ist. Über Erwerbsteilhabe bestimmen letztendlich weniger die Gesundheit als die 'Arbeitsfähigkeit' der älteren Beschäftigten und/oder deren 'Arbeitsmotivation'. Die Beschäftigungsdynamik der älteren Bevölkerung wird in den kommenden Jahren ein Kernthema der Politik sein. Wirtschaft, Politik und Gesellschaft brauchen Wissensgrundlagen für Diskussion, Bewertung und Handeln. Die diesbezügliche Forschung hat oft nur bestimmte Teilaspekte oder Personengruppen im Blick.     "In diesem Beitrag werden Einflussfaktoren auf die Erwerbstätigkeit im Ruhestand bei Deutschen, Migranten und (Spät-)Aussiedlern analysiert.
    Die Untersuchung basiert auf den administrativen Daten der Deutschen Rentenversicherung Bund und der Bundesagentur für Arbeit. Eingeschlossen wurden 25.304 Personen, die im Jahr 2007 eine Altersrente bezogen. Mittels eines binären Wahrscheinlichkeitsmodells werden Faktoren bestimmt, die die Wahrscheinlichkeit beeinflussen, im Ruhestand einer Beschäftigung nachzugehen.
    Rund 20% der untersuchten Altersrentner gehen einer beruflichen Aktivität im Alter nach, wobei der Großteil lediglich geringfügig beschäftigt ist. Neben der Rentenhöhe bedingen vor allem Erwerbsbiographien, die durch Beschäftigungslücken gekennzeichnet sind, die berufliche Aktivität im Ruhestand. Für Migranten zeigen sich Unterschiede zu Deutschen ohne Migrationshintergrund.
    Die Ergebnisse über eine berufliche Aktivität im Ruhestand lassen den Rückschluss zu, dass es sich hierbei um Personen handelt, die einen Zuverdienst zur Rente benötigen, da die relevanten Einflussgrößen als Indikatoren für eine unzureichende finanzielle Situation im Alter gesehen werden können."     "Various family characteristics are acknowledged as important determinants of retirement preferences. Yet, the relevance of the third family generation - the grandchildren - has been largely overlooked. In this article we bring the association between grandparenthood and retirement preferences to the fore. We expect to find such a relationship for two main reasons: first, rising participation rates in the labor market, especially among mothers, increases the need for childcare which, in some countries, is only partially provided by the state. Second, for many people grandparenthood marks the transition to a new phase in the life-course, implying new role-identities. We thus expect grandparenthood to decrease anxieties associated with retirement and with the potential loss of one's role-identity as a working person. We test the association between grandparenthood and retirement preferences using data from the Survey of Health, Aging, and Retirement in Europe (SHARE). The findings confirm that grandparenthood increases an individual's chances of looking forward to retiring early, thus supporting the claim that individuals' lives are linked to the lives of their family members. Contrary to expectations, the association of grandparenthood with retirement preferences is particularly strong in countries that provide extensive childcare support."     "In this paper, we assess the impact of firms introducing part-time work schemes for gradual labour market exit of elderly workers on their employees' labour market outcomes. The analysis is based on unique linked employer-employee data that combine high-quality survey and administrative data. Our results suggest that partial or gradual retirement options offered by firms are an important tool to alleviate the negative effects of low labour market attachment of elderly workers in ageing societies. When combined with financial incentives to hire unemployed or young jobseekers as replacement, they seem to be particularly beneficial, especially when labour market conditions are difficult.     "Unemployment insurance recipients in the Netherlands were for a long time exempted from the requirement to actively search for a job when they reached the age of 57.5. We study how this exemption affected the job finding rates of the recipients involved. We find evidence that the job finding rate of unemployed workers who were getting close to the age of 57.5 is reduced in anticipation of the removal of the search requirement. In addition we find a large negative effect on job finding rates of the actual removal of the search requirement.     "Der vorliegende Beitrag befasst sich mit der Frage nach dem Einfluss kulturell geprägter Normen und kultureller Werte hinsichtlich der idealen Ausgestaltung des Altersübergangs auf die Erwerbsbeteiligung älterer Menschen zwischen 55 und 64 Jahren in Europa. Im Anschluss an die inhaltliche Konkretisierung des Begriffes der Altersübergangskultur, wird auf Basis des Modells der soziologischen Erklärung ein erweitertes Altersübergangsmodell entwickelt, in dem die Altersübergangskultur einer Gesellschaft explizite Berücksichtigung findet. Im Rahmen einer quantitativen Datenanalyse wird dann ein erster Versuch unternommen, das theoretische Modell empirisch zu plausibilisieren. Als Datengrundlage dient die dritte Runde des European Social Survey (ESS) aus dem Jahre 2006. Im Ergebnis zeigt sich, dass der Einfluss kultureller Normen und Werte auf die Altersübergangsentscheidung der Individuen sowohl theoretisch modellierbar, als auch empirisch belegbar ist. Theoretisch besitzt die Kultur eine doppelte Bedeutung für die Altersübergangsentscheidung, da sie sowohl handlungsbedingend als auch handlungsstrukturierend wirkt. In den empirischen Analysen zeigt sich ein positiver Zusammenhang zwischen den Einstellungen zur idealen Ausgestaltung des Altersübergangs und der individuellen Erwerbswahrscheinlichkeit im höheren Alter. In Hinblick auf spezifische Muster von Altersübergangskulturen weisen überdies Länder mit einer geringen Erwerbstätigenquote Älterer auch eine tendenziell ausstiegsorientierte Altersübergangskultur auf und umgekehrt." Using an OECD database, our empirical estimations suggest that growth positively influences the employment rate of workers having a long working horizon (young workers) while negatively influences the employment rate of workers having a short working horizon (senior workers). We then provide theoretical foundations to this result by means of an endogenous job destruction framework à la Mortensen and Pissarides (1998) where we introduce life cycle features. We show that, under the assumption of homogeneous productivity among workers, growth negatively affects the employment rate of workers having a short working horizon before retirement (senior workers) while it positively affects the employment rate of workers having a long working horizon (young workers). Numerical simulations confirm these results, however a non-standard calibration is required to reproduce the elasticity values obtained in our empirical estimations."     "We provide new empirical evidence on the link between age and productivity using a transitional context. Building on a model of skill obsolescence, we assess the long-term adjustment process following a sudden change in skills needed in production that severely worsened older workers' labor market situation. The model implies that (a) the devaluation of skills should affect highly educated older workers more severely, (b) the disadvantage should disappear over time as newer cohorts acquire more suitable human capital, and (c) the timing should differ among firm ownership types, reflecting the inflow of modern technologies and practices.
    Rather than focusing on wage differentials, we estimate the firm-level productive contribution of older relative to younger workers differentiated by education level. To assess long-run trends, we adapt the augmented production function methodology developed in international literature and apply it to a linked employer - employee dataset from Hungary covering from before (1986) to 20 years after (2008) the economic transition. The results suggest that - in line with the model - the within firm productivity differential between older and younger workers following the transition was largest among the highly skilled. The fall in relative productivity followed the inflow of modern capital: the gap was largest in 1992 - 1995 in foreign-owned firms, while it appeared gradually and was smaller in domestic firms. The magnitude and the negative effects of the adjustment period witnessed in Hungary highlight the importance of policies aimed at providing core competencies and adult training that enable older workers to adjust to sudden economic and technological changes."
