    Abstract

    "This study provides new evidence on skill requirements in the labor market and shows to what extent skill demand is associated with wages and vacancy duration. Using more than 1.5 million job postings administered by the Austrian public employment service, I identify the most common skill requirements mentioned in job descriptions. Because employers in Austria are legally required to state the minimum remuneration for advertised positions, it is possible to relate the skill content of jobs to wage postings. Moreover, I estimate skill associations with starting wages for a subset of vacancies which can be matched to administrative data on employment spells of eventual hires. Accounting for education, work experience, and firm and occupation fixed-effects, there exists a robust association between the number of skill requirements and wages. In particular, jobs with many skill requirements pay substantially higher wages. While I estimate large effects for managerial and analytical skills, associations with most soft skills are small. Employers also need longer to fill vacancies with many skill requirements. Robustness tests show that measurement error is unlikely to explain these results and that the estimates can be replicated using vacancy postings from another job board."     "We present field experimental evidence that limited information about workseekers’ skills distorts both firm and workseeker behavior. Assessing workseekers’ skills, giving workseekers their assessment results, and helping them to credibly share the results with firms increases workseekers’ employment and earnings. It also aligns their beliefs and search strategies more closely with their skills. Giving assessment results only to workseekers has similar effects on beliefs and search, but smaller effects on employment and earnings. Giving assessment results only to firms increases callbacks.     "Für das Matching am Arbeitsmarkt spielt das Rekrutierungsverhalten der Betriebe eine zentrale Rolle. Um zu untersuchen, wie das Rekrutierungsverhalten mit der Zahl der Einstellungen zusammenhängt, verknüpfen wir die IAB-Stellenerhebung mit administrativen Daten. Es zeigt sich: Mehr Einstellungen sind mit mehr Suchaufwand verbunden, mit großzügigeren Löhnen und mit geringeren Anforderungen an die Arbeitsuchenden. Um zu analysieren, welcher Mechanismus diesem Muster zugrunde liegt, entwickeln wir ein Modell mit zielgerichteter Suche. Betriebe können dabei bei Produktivitätsschocks ihr Rekrutierungsverhalten über mehrere Stellschrauben anpassen. Im kalibrierten Modell erweist sich das Anforderungsnieveau als wichtigste Stellschraube für die Auswirkung auf die Matching-Effizienz und für die Wirksamkeit von Arbeitsmarktpolitik. Die Rekrutierungsintensität in den USA während und nach der Großen Rezession unterstreicht dies: Nach der Großen Rezession blieb die Rekrutierungsintensität trotz des Anstiegs der Zahloffener Stellen auf ein historisch hohes Niveau anhaltend niedrig.     "In this note, we provide evidence on the extent and determinants of sequential versus non-sequential search among German employers. Using unique representative data on employers' recruitment behaviour, we exploit direct information on whether employers first formed a pool of applicants from which they chose the most suitable candidate (Non-Sequential Search), or whether they hired the first suitable applicant (Sequential Search). We show that non-sequential search is the predominant search strategy, accounting for about 75 per cent of all successful hirings. Hirings by larger employers and those for high-skilled positions are disproportionately represented among the non-sequential search processes. We then proceed to decompose recruitment durations for non-sequential search into an application and a selection period and, for sequential search, into an information and combined application/selection period. With non-sequential search, the application period lasts, on average, about 18 days, whereas the selection period is 45 days long. Sequential search processes start with a very short period of about one day until the very first application arrives, followed by a rather long combined application/selection period of 57 days until a suitable applicant is found."     "Als Folge gestiegener Passungsprobleme zwischen Angebot und Nachfrage auf dem Ausbildungsmarkt hat sich die Zahl der unbesetzten Ausbildungsplätze stark vergrößert. Um die Probleme zu mildern, gilt neben mehr beruflicher Flexibilität eine höhere regionale Mobilität der Jugendlichen als eine der Schlüsselgrößen. Der BIBB-Report untersucht, wie sich die bislang gezeigte Mobilität der Jugendlichen auf die Ausbildungsmärkte vor Ort auswirkt. Dabei wird im Gegensatz zu früheren Darstellungen nicht die Perspektive der Jugendlichen, sondern die der Betriebe eingenommen. Es zeigt sich, dass Mobilität bislang vor allem die Rekrutierungschancen der Betriebe in Großstädten erhöht. In eher ländlichen Regionen im Umfeld der Großstädte kommt es dagegen oft zu Verschlechterungen. Vor diesem Hintergrund wird diskutiert, in welcher Weise die Mobilität der Jugendlichen weiter gefördert werden kann, um den ausbildungswilligen Betrieben mehr Nachfrage zu verschaffen."     "To evaluate search effort monitoring of unemployed workers, it is important to take account of post-unemployment wages and job-to-job mobility. We structurally estimate a model with search channels, using an RCT in which monitoring is randomized. The data include registers and survey data on search behavior. We find that the opportunity to move to better-paid jobs in employment reduces the extent to which monitoring induces substitution towards formal search channels in unemployment. Job mobility compensates for adverse long-run effects of monitoring on wages. We examine counterfactual policies against moral hazard, like reemployment bonuses and changes of the benefits path."     "This paper investigates the effect of the size of the local labor market on skill mismatch. Using survey data for Germany, I find that workers in large cities are both less likely to be overqualified for their job and to work in a different field than the one for which they trained. Different empirical strategies are employed to account for the potential sorting of talented workers into more urbanized areas. Results on individuals who have never moved away from the place in which they grew up and fixed effects estimates obtaining identification through regional migrants suggest that sorting does not fully explain the existing differences in qualification mismatch across areas. This provides evidence of the existence of agglomeration economies through better matches.     "There is a strong correlation between corporate interest rates, their spreads relative to Treasuries, and the unemployment rate. We model how corporate interest rates affect equilibrium unemployment and vacancies, in a Diamond - Mortesen - Pissarides search and matching model. Our simple model permits the exploration of U.S. business cycle statistics through the lens of financial shocks. We calibrate the model using U.S. data without targeting business cycle statistics. Volatility in the corporate interest rate can explain a quantitatively meaningful portion of the labor market. Data on corporate firms support the hypothesis that firms facing more volatile financial conditions have more volatile employment."     "Wir analysieren den Zielkonflikt zwischen Umfang und Qualität der Beschäftigung, indem wir eine erweiterte Matching-Funktion schätzen, worin die Zahl der neue Beschäftigungsverhältnisse (Matches) mit deren Qualität gewichtet wird. Diesen Ansatz verwenden wir, um die Auswirkungen der Hartz-Reformen der Jahre 2003 bis 2005 auf den Arbeitsmarkt zu bewerten. In der Tat bestätigt sich, dass ein Teil der zusätzlichen Beschäftigungsverhältnisse durch schlechtere Qualität erkauft war.     "According to search-matching theory, the Beveridge curve slopes downward because vacancies are filled more quickly when unemployment is high. Using monthly panel data for local labour markets in Sweden we find no (or only weak) evidence that high unemployment makes it easier to fill vacancies. Instead, there are few vacancies when unemployment is high because there is a low inflow of new vacancies. We construct a simple model with on-the-job search and show that it is broadly consistent with the cyclical behaviour of stocks and flows in the labour market also without search frictions.     "Fast zwei Fünftel der neu eingestellten Beschäftigten haben im Jahr 2018 einen befristeten Arbeitsvertrag abgeschlossen. Dabei wird die Befristungswahrscheinlichkeit von verschiedenen Faktoren beeinflusst, von denen hier einige näher untersucht werden. Der Kurzbericht liefert einen Einblick in die betriebliche Befristungspraxis bei Neueinstellungen. So werden unter anderem Such- und Besetzungsdauern sowie Aufwendungen im Rekrutierungsprozess betrachtet, um die Relevanz von verschiedenen Befristungsmotiven einzuschätzen. Die Ergebnisse zeigen etwa, dass befristete Neueinstellungen in größeren Betrieben häufiger stattfinden als in kleineren und die Wahrscheinlichkeit, dass eine Stelle befristet besetzt wird, ist bei kurzfristigem Personalbedarf doppelt so hoch wie bei längerfristigem. Befristete Neueinstellungen, die auf einem längerfristigen Bedarf beruhen, werden auch als verlängerte Probezeit genutzt.     "Using German establishment data, we show that the relationship between intensity of individual-based performance pay and intensity of applicant screening depends on the nature of production. In establishments with increased multitasking, performance pay is positively associated with applicant screening. By contrast, in establishments without increased multitasking, performance pay is negatively associated with applicant screening.We do not find a similar pattern of results for group-based performance pay or profit-sharing. Our findings fit the hypothesis that individual-based performance pay induces a positive self-sorting of employees if jobs are less multifaceted. In this case, employers with a high intensity of performance pay do not need intensive applicant screening to ensure a high quality of matches between workers and jobs. However, if jobs are more multifaceted, individual-based performance pay can entail problems of adverse self-sorting. In order to mitigate or overcome these problems, employers making intensive use of performance pay also screen applicants more intensively." Gegenüber dem Jahr 2010 ist die Arbeitsmarktanspannung in Ost- und Westdeutschland deutlich angestiegen. Viele Betriebe berichten nach wie vor von Schwierigkeiten bei der Personalsuche." Betriebe berichten vermehrt über Fachkräfteengpässe und die Arbeitsmarktchancen haben sich in vielen Regionen und Berufen gebessert. Der Arbeitsmarkt hat sich jedoch nicht für alle und nicht überall gedreht. Während einige Regionen von einer hohen Arbeitslosigkeit gekennzeichnet sind, fehlen in anderen bereits Fachkräfte. Eine zu geringe Mobilität macht einen Ausgleich bisher unwahrscheinlich. Menschen mit passender Qualifikation finden leicht einen Job, fehlt diese, ist der Wettbewerb um freie Stellen jedoch sehr hoch. Das schmälert vor allem die Chancen Langzeitarbeitsloser. Zwar sind Betriebe zunehmend bereit ihnen eine Chance zu geben, jedoch zeigt sich, dass neben einem teils obsoleten Fachwissen die erwarteten soft skills eine Hürde für den Erfolg darstellen.     "A key lesson from the Great Recession is that firms' leverage and access to finance are important for hiring and firing decisions. It is now empirically established that bank lending is correlated with employment losses when credit conditions deteriorate. We provide further evidence of this and make causal inferences on the effect of leverage on job losses drawing on a new firm-level dataset that we assembled on employment and financial positions of European firms. Yet, in the Diamond Mortensen Pissarides (DMP) model there is no role for finance. All projects that display positive net present values are realized and financial markets are assumed to be perfect. What if financial markets are not perfect? Does a different access to finance influence the firm's hiring and firing decisions? The paper uses the concept of limited pledgeability proposed by Holmstrom and Tirole to integrate financial imperfections and labor market imperfections. A negative shock wipes out the firm's physical capital and leads to job destruction unless internal cash was accumulated by firms. If firms hold liquid assets they may thus protect their search capital, defined as the cost of attracting and hiring workers. The paper explores the trade-off between size and precautionary cash holdings in both partial and general equilibrium. We find that if labor market frictions disappear, so does the motive for firms to hold liquidity.     "We build a flexible model with search frictions in three markets: credit, labor, and goods markets. We then apply this model (called CLG) to three different economies: a flexible, finance-driven economy (the UK), an economy with wage moderation (Germany), and an economy with structural rigidities (Spain). In these three countries, goods and credit market frictions play a dominant role in entry costs and account for 75% to 85% of the total entry costs. In the goods market, adverse supply shocks are amplified through their propagation to the demand side, as they also imply income losses for consumers. This adds up to, at most, an additional 15% to 25% to the impact of the shocks. Finally, the speed of matching in the goods market and the credit market accounts for a small fraction of unemployment: most variation in unemployment comes from the speed of matching in the labor market."     "This paper proposes a simple general equilibrium model with labour market frictions and an imperfect financial market. The aim of the paper is to analyse the transitional dynamics of unemployment and vacancies when financial constraints are in place. We model the financial sector as a monopolistically competitive banking sector that intermediates financial capital between firms. This structure implies a per period financial resource constraint which has a closed form solution and describes the transition path of unemployment and vacancies to their steady state values. We show that the transition path crucially depends on the degree of wage flexibility. When wages do not depend on the unemployment rate the transition path is always downward sloping. This implies unemployment and vacancies adjust in opposite directions as observed in the data. When calibrating the model to the Great Recession and its aftermath we find that the lack of an improvement in the financial sector's effectiveness to intermediate resources played a crucial role in the slow recovery of the labour market." Separately, however, these two frameworks deliver a limited amount of wage stickiness and thus require questionable calibrations to raise unemployment fluctuations. In this paper, we argue that the alternating offers model with one-sided asymmetric information, which combines the two frameworks, gives a more satisfactory answer to the puzzle. The results are improved along two dimensions. First, we show that this model is capable to generate large unemployment movements for a realistic calibration.     "In this paper we investigate the time-varying properties of job creation in the United States in connection to the macro-economy. We address this issue through a time-varying parameter VAR (TVP-VAR) with stochastic volatility. We identify four structural shocks by combining zero long-run restrictions and short-run sign restrictions based on a NK-DSGE model with frictional labor markets. Our main findings are as follows. First, at business cycle frequencies for most part of the sample the lion share of the volatility of job creation is explained by non-technology shocks; this challenges the conventional practice of addressing the labor market volatility puzzle (Shimer, 2005) under the assumption that technology shocks are the main driver of fluctuations in hiring. Second, permanent supply shocks had a negative impact on job creation during the Great Inflation period - a result reminiscent of the 'hours puzzle' (Galí, 1999). We show that the main candidate in explaining such structural change is the more passive conduct of monetary policy at that time. It follows that the results derived from partial equilibrium models of the labor market, which imply a rise in hiring as technology improves, neglect important transmission channels and may be misleading."     "In this paper, we aim to establish some stylized facts about the relative contributions of the job-finding and separation rates to unemployment dynamics depending on the nature of structural shocks. The shocks in our Bayesian Structural VAR model are identified using a sign-restriction approach, and capture shifts in the three conditions determining labor-market equilibrium in matching models: the Beveridge curve, and the job-creation and job-destruction conditions. Using both US and French data, we identify an aggregate shock to match profitability (the aggregate-profitability shock), a shock specific to existing jobs (the reallocation shock) and a shock to the efficiency of the matching process (the matching-efficiency shock). We find that the relative contributions of the job finding and separation rates are notably different across shocks in both countries, but are similar across countries for each type of shock. Labor market dynamics appear to be Transatlantic despite well-known institutional differences. However, it must be emphasized that the reaction of the labor market variables to the matching-efficiency shock seems more muted in the US than in France." Placing more weight on test scores may improve hiring decisions by reducing the influence of human bias or mistakes but may also lead firms to forgo the potentially valuable private information of their managers. When faced with similar applicant pools, we find that managers who appear to hire against test recommendations end up with worse average hires.     "This paper explores the relationship between the duration of a vacancy and the starting wage of a new job, using unusually informative data comprising detailed information on vacancies, the establishments posting the vacancies and the workers eventually filling the vacancies. We find that vacancy durations are negatively correlated with the starting wage and that this negative association is particularly strong with the establishment component of the starting wage. We also confirm previous findings that growing establishments fill their vacancies faster. To understand the relationship between establishment growth, vacancy filling and entry wages, we calibrate a model with directed search and ex-ante heterogeneous workers and firms. We find a strong tension between matching the sharp increase in vacancy filling for growing firms and the response of vacancy filling to firm-level wages.     Abstract

    "We ask how employers contribute to unemployment scarring in the recruitment process in the German-speaking part of Switzerland. By drawing on recruitment theories, we aim to better understand how recruiters assess different patterns of unemployment in a job candidate's CV and how this affects the chances of young applicants being considered for a vacancy. We argue that in contexts with tight school-work linkage and highly standardised Vocational Education and Training systems, the detrimental effect of early unemployment depends on how well the applicant's profile matches the requirements of the advertised position. To test this assumption, we surveyed Swiss recruiters who were seeking to fill positions during the time of data collection. We employed a factorial survey experiment that tested how the (un)employment trajectories in hypothetical young job applicants' CV affected their chances of being considered for a real vacancy. Our results show that unemployment decreases the perceived suitability of an applicant for a specific job, which implies there is a scarring effect of unemployment that increases with the duration of being unemployed. But we also found that these effects are moderated by how well the applicant's profile matches the job's requirements. Overall, the worse the match between applicant's profile and the job profile, the smaller are the scarring effects of unemployment. In sum, our findings contribute to the literature by revealing considerable heterogeneity in the scarring effects of unemployment. Our findings further suggest that the scarring effects of unemployment need to be studied with regard to country-specific institutional settings, the applicants' previous education and employment experiences, and the job characteristics."     "This article examines on a regional level whether active labour market policies (ALMP) improve the matching process. To take the fact of heterogeneous search effectiveness during programme participation into account, we distinguish between current and former programme participants. Our findings based on a regional augmented matching function show that higher search effectiveness due to ALMP is not outweighed by indirect effects on nonparticipants. The total number of matches in a region increases with a higher share of former programme participants among the jobseekers. However, these effects largely differ between programme types."     "In unserem Papier untersuchen wir, wie sich Beschäftigung und Einstellungsprozesse im Zuge der Digitalisierung verändern. Dafür nutzen wir die IAB-Stellenerhebung, eine repräsentative Arbeitgeberbefragung, die im Jahr 2015 um Sonderfragen zum Stand der digitalen Entwicklung im jeweils befragten Betrieb erweitert wurde. Dies ermöglicht eine unmittelbare Verknüpfung zwischen den Themen Digitalisierung und Beschäftigung/Ein-stellungen. Wir unterscheiden zwischen drei Formen von Digitalisierung und erfassen sowohl die digitale Entwicklung in der Vergangenheit als auch die Erwartungen für die Zukunft. Die Regressionsanalysen zeigen, dass die Digitalisierung bereits spürbare Auswirkungen zeigt. Dies betrifft zum einen die quantitative Entwicklung von Einstellungen, Abgängen aus Beschäftigung, offenen Stellen und abgebrochenen Personalsuchprozessen. Zum anderen beobachten wir qualitative Veränderungen bei den Neueinstellungen, konkret bei den nachgefragten Bildungsabschlüssen, den besonderen erforderlichen Qualifikationen und besonderen Arbeitsbedingungen. Die Dauer der Rekrutierung wird ebenfalls durch den Stand der Digitalisierung beeinflusst, während sich die Löhne, die bei Neueinstellung vereinbart wurden, nicht verändern."     "This paper incorporates social networks into a frictional labour market framework. There are two worker types and two occupations, which are subject to correlated fluctuations in output. The equilibrium is characterized by occupational mismatch which is associated with a wage penalty. Every worker has a fixed number of social contacts in the network. The fraction of contacts of the same occupational type defines homophily of the social network, so this paper investigates the optimal level of network homophily. Workers are risk-neutral and take aggregate variables as given, so their optimal individual choice is full homophily. This is different from the social planner's perspective. The planner internalizes external effects of workers' network choices on aggregate variables, so there exists a unique interior value of network homophily maximizing the present value of income. On the one hand, higher homophily is associated with lower occupational mismatch. But on the other hand, higher homophily separates the two groups of workers, prevents exchange of information about open vacancies, and leads to more unemployment, especially in recessions. So it is the trade-off between these two effects and not the desire to reduce income volatility, as in standard portfolio theory, which gives rise to network diversification. Comparative statics shows that optimal network homophily is lower and diversification is stronger with a lower wage penalty from mismatch, lower unemployment benefit and negative correlation in output fluctuations."     Diese Studie untersucht anhand repräsentativer Daten für Deutschland, wie Betriebe auf erwartete Fachkräfteengpässe reagieren. Ziel ist es, ein umfassendes Bild der betrieblichen Reaktionen zu zeichnen und die wirtschaftlichen Folgen von Fachkräfteengpässen abzuschätzen. Einerseits können Betriebe betriebliche Personalmaßnahmen ergreifen, die primär darauf ausgerichtet sind, ungenutzte interne Reserven zu mobilisieren oder für bestimmte Personengruppen als Arbeitgeber attraktiver zu werden. Entsprechend untersucht diese Studie das Weiterbildungsangebot, Maßnahmen zur Förderung von älteren Beschäftigten inklusive der Gesundheitsförderung sowie Maßnahmen zur Förderung der Chancengleichheit. Anderseits können Betriebe ihre Rekrutierungsstrategien anpassen. Dies reicht von der Nutzung sozialer Medien für die Mitarbeitergewinnung bis hin zur verstärkten betrieblichen Ausbildung. Betriebe können aber auch höhere Löhne zahlen oder niedrigere Qualifikationsanforderungen stellen, mit dem Ziel die Bewerberzahl zu erhöhen. Um das Rekrutierungsverhalten der Betriebe zu analysieren, werden neben dem Ausbildungsengagement die Struktur der Neueinstellungen sowie deren Entlohnung untersucht. Schließlich wird die wirtschaftliche Situation der Betriebe mit Fachkräfteengpässen in den Blick genommen. Dies umfasst die Beschäftigungsentwicklung und deren Struktur, die Ertragslage, die Produktivität sowie das Investitions- und Innovationsverhalten der Betriebe. (IAB)

    Soziologische Untersuchungen des Arbeitsmarkts haben sich bislang auf die Angebotsseite konzentriert, also etwa auf die Merkmale der Arbeitsuchenden und Arbeitsplatzinhaber. Trotz seiner wichtigen und vorrangigen Bedeutung bei den Arbeitsmarktprozessen hat die Nachfrageseite, haben insbesondere die Einstellungsentscheidungen der Arbeitgeber nach Ansicht der Autoren bisher zu wenig Aufmerksamkeit erhalten. Das Arbeitsverhältnis hat aber eine Nachfrage- und eine Angebotsseite sowie einen matching-Prozess, der beide zusammenführt. In der Soziologie der Nachfrageseite betrachten die Autoren mit dem Human-, Sozial- und kulturellen Kapital die drei Informationsquellen, auf denen die Einstellungsentscheidungen beruhen, und befassen sich damit auch mit den Mechanismen, die mit jeder einzelnen Informationsquelle verbunden sind. In diesem Ansatz sind die Arbeitgeber aktive Agenten, deren Einstellungsverhalten beschränkt, aber durch einen größeren gesellschaftlichen, organisationalen und institutionellen Kontext überhaupt erst möglich wird. Erforderlich dafür ist ein Forschungsprogramm, das zu einem umfassenderen empirischen und theoretischen Verständnis des Einstellungsverhaltens und dessen Stellenwerts in der Schichtenbildung des Arbeitsmarkts führt.     "The public employment service (PES) makes use in many countries of vacancy referrals as to facilitate the matching between unemployed workers and vacancies. Based on a 'timing-of-events' approach to control for selective participation, this study evaluates whether this policy instrument enhanced the transition to employment in Flanders (region in northern Belgium). Three referral types are distinguished: (1) referrals actively matched by a caseworker by phone or by e-mail; (2) automatic referrals, in which the match is accomplished by a software without caseworker intervention; and (3) invitations, in which the referral is transmitted to the unemployed in a meeting with a caseworker. All three referral instruments are found to be effective, even many months after the transmission of the referral: the first and third referral types more than triples, respectively, double the transition rate to employment both in short- and long-run, while the automatic referrals enhance this rate by 50% in the first 2 months and double it in the long-run."     "Fixed search costs, i.e. costs that don't vary with search duration, can amplify the cyclical volatility of the labor market. To assess the size of fixed costs, we analyse the relation of search costs and search duration with data from Germany. Using an OLS regression we find that fixed search costs are nearly half of total search costs. If we use an instrumental variable estimation, it turns out that search costs are mainly fixed costs. Furthermore, we show that a search and matching model calibrated for Germany with fixed costs close to 100 percent can generate a labor market volatility that is consistent with the data."
