Niedriglohnarbeitsmarkt

Der Ausbau des Niedriglohnsektors sollte Ende der 1990er Jahre die hohe Arbeitslosigkeit reduzieren. Als Niedriglohn gilt ein Arbeitsentgelt, das trotz Vollzeitbeschäftigung keine angemessene Existenzsicherung gewährleistet – die OECD definiert den ihn als einen Bruttolohn, der unterhalb von zwei Dritteln des nationalen Medianbruttolohns aller Vollzeitbeschäftigten liegt. Betroffen von Niedriglöhnen sind überdurchschnittlich häufig Personen ohne beruflichen Abschluss, jüngere Erwerbstätige und Frauen.

    "There is growing evidence of the problematic nature of the UK's 'flexible labour market' with rising levels of in-work poverty and insecurity. Yet successive governments have stressed that paid work is the route to inclusion, focussing attention on the divide between employed and unemployed. Past efforts to measure social exclusion have tended to make the same distinction. The aim of this article is to apply Levitas et al.'s (2007) framework to assess levels of exclusionary employment, i.e. exclusion arising directly from an individual's labour market situation. Using data from the Poverty and Social Exclusion UK survey, results show that one in three adults in paid work is in poverty, or in insecure or poor quality employment. One third of this group have not seen any progression in their labour market situation in the last five years.     "Low-wage work is a central concept in considerable research, yet it lacks an agreed-upon definition. Using data from the Current Population Survey's Annual Social and Economic Supplement, the analysis presented in this article suggests that defining low-wage work on the basis of alternative hourly wage cutoffs changes the size of the low-wage population, but does not noticeably alter time trends in the rate of change. The analysis also indicates that different definitions capture groups of workers with substantively different demographic, social, and economic characteristics.     "The crisis has deepened pre-existing concerns regarding low-wage and non-standard employment. Countries where unemployment increased most strongly during the crisis period also saw part-time employment increasing, particularly involuntary part-time work. With involuntary part-time workers, as a particular group of underemployed, facing especially high poverty rates, this was accompanied by an increase, on average, in the poverty risk associated with working part-time. However, this was not reflected in a marked increase in the overall in-work poverty rate because full-time work remains dominant and its poverty risk did not change markedly.     "The experience of unemployment itself increases the risk of staying unemployed, and the unemployed face a high poverty risk. Moreover, experiencing poverty reduces the chances of reemployment. As wage inequality has expanded in recent decades, low-paid employment and in-work poverty have both risen. This study analyzes whether low-pay employment helps people escape the no-pay - low-income trap. Survey data from the German Socio-Economic Panel for the period 1995 - 2012 are used to estimate correlated random-effects probit models on the labor-market and income dynamics. The findings suggest that low-paid employment is especially helpful to exit the no-pay - low-income trap for persons who are long-term unemployed, as well as for those over 40 who have been unemployed for a short period of time.     "This study analyses differences in individual-level working poverty determinants between Germany and the UK. These differences are linked to institutional patterns at the country level. Here, we observe that the two countries differ especially in bargaining centralisation, employment protection legislation and family policy. At the same time, the levels of decommodification and labour market regulation are no longer core differences in the institutional settings of Germany and the UK, which is interpreted as a consequence of Germany's departure from a traditional conservative regime since the mid-1990s. Adopting economic and sociological approaches, we explain how Germany's closed employment system channels the effects of deregulation policies to the periphery of the labour market. Additionally, we argue that open employment relationships that dominate in the UK put specifically older employees at risk. Finally, we identify country-specific differences in the economic dependency of women, resulting from a stronger male breadwinner orientation of family policy in Germany. Accordingly, multivariate analyses based on harmonised versions of the British Household Panel Study (2002 - 2005) and the Socio-Economic Panel Study (2003 - 2006) reveal that entrants and re-entrants to the labour market, women and - unexpectedly - low-educated persons are particularly affected by in-work poverty in Germany; whereas older workers are more likely to face precarious economic conditions in the UK."     "Is in-work poverty a low-wage or an unemployment problem, and is it the same problem all across Europe? Because of the definitional ambiguity, we really do not know. In this article, we use longitudinal European Union-Statistics on Income and Living Conditions (EU-SILC) data from 22 countries and derive a set of distinct clusters of labour market trajectories (LMTs) from information about monthly labour market position from a 36-month observation window and estimate in-work poverty risk for each LMT. The results show that in-work poverty is a problem that affects the self-employed and people in a marginal labour market position, that is, those who for different reasons move in and out of employment. Hence, in-work poverty is mainly an unemployment problem, not a low-wage problem. Besides the fact that the size of LMTs varies between countries, we also expected to find systematic country differences in the effect of LMTs. The analysis did not support that assumption."     "We study three budget-neutral reforms of the German tax and transfer system designed to improve work incentives for people with low incomes: a feasible flat tax reform that provides a basic income which is equal to the current level of the means tested unemployment benefit, and two alternative reforms that involve employment subsidies to stimulate participation and full-time work, respectively. We estimate labor supply reactions and welfare effects using a microsimulation model based on household data from the Socio-Economic Panel (SOEP) and a structural labor supply model. We find that all three reforms increase labor supply in the first decile of the income distribution. However, the flat tax scenario reduces overall labor supply by 4.9%, the reform scenario designed to increase participation reduces labor supply by 1%, while the reform that provides improved incentives to work full-time has negligible effects on overall labor supply.     "This article addresses measurement challenges that have stymied contemporary research on the working poor. The authors review previously used measurement schemes and discuss conceptual assumptions that underlie each. Using 2013 March Current Population Survey data, the authors estimate national- and race-specific rates of working poverty using more than 125 measures. The authors then evaluate the association between each measure and a latent construct of working poverty using factor analysis and develop a working poverty index derived from these results. Finally, the authors estimate multivariate regression models to identify key social and demographic risk factors for poverty among workers. The authors' national estimates of working poverty range from 2% to nearly 19% and are highly sensitive to alternative assumptions. The authors' analyses find that the latent construct is most highly correlated with empirical measures of working poverty that include part-time or part-year employment and that use poverty income thresholds that include both the poor and near poor. Crude rates and conditional risks of poverty among workers vary considerably among racial groups. This article provides a conceptual and empirical baseline for decisions about how best to estimate the magnitude and composition of America's working poor population."     "There is research on low-wage earners and on low-income adults, yet little that looks specifically at workers who are both. Changes in antipoverty programs and job structure in the United States suggest a rise in this group of workers, but not necessarily an accompanying change in the set of social protections that might cover them. We track the share of low-wage and low-income (LW/LI) workers and their access to a subset of employer benefits and antipoverty programs from 1979 - 2011. We explore changes by worker's gender and family status based on feminist labor market and welfare state regime research that argues jobs and social protection programs are shaped by a heteronormative male-breadwinner model. We find increased shares of LW/LI workers; that LW/LI workers are least likely to receive antipoverty supports and employer benefits; and evidence for a male-breadwinner model in US social protection programs."     "Nach der Berufsausbildung startet rund die Hälfte der Ausbildungsabsolventen mit einem Niedriglohn in das Berufsleben. Die vorliegende empirische Untersuchung auf der Grundlage von Daten des 'Ausbildungspanels Saarland' zeigt, dass es in den ersten Berufsjahren nur einer kleinen Gruppe dieser formal gut qualifizierten Erwerbseinsteiger gelingt, eine besser entlohnte Tätigkeit zu finden. Umgekehrt haben Absolventen, die mit einem höheren Lohn in das Erwerbsleben starten, ein geringes Risiko, in den Niedriglohnbereich abzurutschen. Sie weisen darüber hinaus eine stetigere Beschäftigungsbiografie auf als Jobstarter im Niedriglohnbereich. Ausbildungsabsolventen scheinen sich demnach in einen ausgeprägt segmentierten Arbeitsmarkt integrieren zu müssen. Die Untersuchungsergebnisse zeigen weiter, dass neben individuellen Merkmalen wie der Humankapitalausstattung und dem Geschlecht insbesondere auch Merkmale des Ausbildungs- bzw. Beschäftigungsbetriebes sowie die Berufswahl über das Risiko bestimmen, nach der Ausbildung im Niedriglohnbereich zu arbeiten. Auch die Aufstiegschancen in besser entlohnte Einkommenssegmente werden von diesen Determinanten maßgeblich beeinflusst. Eine Anhebung des Qualifikationsniveaus schwacher Absolventen und eine Veränderung des Berufswahlverhaltens insbesondere von jungen Frauen werden abschließend als mögliche Strategien diskutiert, um die Niedriglohnfalle nach der Berufsausbildung zu umgehen."     Abstract

    "The 2014 edition of the OECD Employment Outlook provides an in-depth review of recent labour market trends and short-term prospects in OECD countries. It zooms in on how the crisis has affected earnings, showing that the low paid have not been spared from a substantial slowdown in real wage growth. While more subdued earnings growth can help to restore competitiveness and employment growth, which is essential to drive down unemployment, the quality of the jobs being created also matters. The complexity of job quality can be captured through three dimensions: earnings; labour market security; and quality of the work environment. There are large differences across countries in each of these dimensions, but there is no need to trade off job quality for quantity: some countries manage to do well on both counts. Non-regular employment can have an adverse impact on job quality, especially in terms of employment security and the difficulties of moving to a job with a permanent contract. Reform to employment protection legislation is necessary in some countries to reduce high levels of non-regular jobs. Skills are a key determinant of a person's chances of working in a highquality job, as new results from the OECD's international Survey of Adult Skills show. This depends not just on the skills workers already have, but also on how these skills are used in the workplace, which in turn reflects countries' labour market institutions and policies.

    "Arm trotz Arbeit, das erleben immer mehr Menschen in Deutschland. Von der eigenen Arbeit leben zu können ist inzwischen fast zu einem Privileg geworden. Es geht nicht um Luxus, sondern um die Existenzgrundlage in einem reichen Land. Der Beitrag 'Über die Runden kommen' zeigt, wie es ganz unterschiedliche Frauen in ganz verschiedenen Berufen und Lebenssituationen trifft. Zwar sinken die Arbeitslosenzahlen, doch nehmen die prekären Beschäftigungsverhältnisse in Deutschland zu, wie der Beitrag 'Das Märchen vom Jobwunder' beschreibt. 'Warenverräumerinnen' stocken im Minijob für fünf Euro die Stunde die Regale in Supermärkten auf; Floristinnen verdienen selbst tariflich weniger als das; Zeitungszustellerinnen kommen, wenn sie flott arbeiten, auf drei Euro. Das sind nur einige Beispiele aus dem Niedriglohnsektor. Einen gesetzlichen Mindestlohn gibt es noch nicht, und selbst ein Vollzeitjob garantiert heute keine eigenständige Existenz mehr. Besonders Frauen sind prekären Arbeitsverhältnissen ausgesetzt, und zwar in den unterschiedlichsten Berufssparten. Da wird immer mehr (Schein-)Selbständigkeit gefördert und gefordert, und das Risiko trägt die 'Unternehmerin'; gesetzliche Regelungen aus Angestelltenverhältnissen greifen nicht mehr. Selbständige Frauen tragen dabei noch höhere Risiken als Männer: weil sie schwanger werden können, Kinder erziehen oder Angehörige pflegen. Es fehlen die sozialen Errungenschaften wie Mutterschutz, bezahlter Urlaub und Bezahlung im Krankheitsfalle, ein arbeitsfreies Wochenende, der Feierabend, Sorglosigkeit und Familienzeit.     "Although the working poor are a much larger population than the unemployed poor, U.S. poverty research devotes much more attention to joblessness than to working poverty. Research that does exist on working poverty concentrates on demographics and economic performance and neglects institutions. Building on literatures on comparative institutions, unionization, and states as polities, we examine the influence of a potentially important labor market institution for working poverty: the level of unionization in a state. Using the Luxembourg Income Study (LIS) for the United States, we estimate (1) multi-level logit models of poverty among employed households in 2010; and (2) two-way fixed-effects models of working poverty across seven waves of data from 1991 to 2010. Further, we replicate the analyses with the Current Population Survey while controlling for household unionization, and assess unionization's potential influence on selection into employment. Across all models, state-level unionization is robustly significantly negative for working poverty. The effects of unionization are larger than the effects of states' economic performance and social policies. Unionization reduces working poverty for both unionized and non-union households and does not appear to discourage employment. We conclude that U.S. poverty research can advance by devoting greater attention to working poverty, and by incorporating insights from the comparative literature on institutions."     "Critics on the left and the right typically agree that globalization, the loss of manufacturing jobs, and the expansion of the service sector have led to income inequality and rising numbers of low-paying jobs with poor working conditions. In Degraded Work, Marc Doussard demonstrates that this decline in wages and working conditions is anything but the unavoidable result of competitive economic forces. Rather, he makes the case that service sector and other local-serving employers have boosted profit with innovative practices to exploit workers, demeaning their jobs in new ways - denying safety equipment, fining workers for taking scheduled breaks, requiring unpaid overtime - that go far beyond wage cuts. Doussard asserts that the degradation of service work is a choice rather than an inevitability, and he outlines concrete steps that can be taken to help establish a fairer postindustrial labor market.
    Drawing on fieldwork in Chicago, Degraded Work examines changes in two industries in which inferior job quality is assumed to be intrinsic: residential construction and food retail. In both cases, Doussard shows how employers degraded working conditions as part of a successful and intricate strategy to increase profits. Arguing that a growing service sector does not have to mean growing inequality, Doussard proposes creative policy and organizing opportunities that workers and advocates can use to improve job quality despite the overwhelming barriers to national political action." Tatsächlich arbeiten derzeit in Deutschland aber zunehmend mehr Beschäftigte zum Niedriglohn und verdienen wesentlich weniger als 2.500 Euro. Im Folgenden wird aufgezeigt, dass auch Beschäftigte mit sozialversicherten Vollzeitjobs - vor allem seit Einführung der Hartz-Gesetze - ein steigendes Niedriglohnrisiko haben. The empirical data on which the analysis is based consists of 22 country reports investigating elderly care, cleaning, catering, waste collection and construction in 11 different countries (4-5 countries per sector, see the matrix table below). Each country report is based on 20-25 individual semi-structured interviews with employees working in the selected sector and business functions.
    The report consists of this introduction, five chapters, each focusing on one sector, and a conclusion. The chapters follow the same structure by starting with a brief introduction of the main characteristics of work in the sector. The remaining part of each chapter is organized into four sections. The first concentrates on workers' perceptions of the main quality of work and life issues. Then follows a section on agency, career trajectories and career options. The next section examines vulnerability in work and processes of vulnerabilization in the sector. Finally, the last section discusses workers' aspirations and capacities to aspire, followed by a summary and conclusion. The last concluding chapter discusses cross-sector findings in terms of the impact of new and growing jobs on individual lives, and highlights some trends in the present labour market and their possible implications for vulnerability."     Die Integration in den Arbeitsmarkt besitzt einen zentralen Stellenwert für die Vergesellschaftung durch soziale Teilhabe. Gesellschaftliche Integration oder Desintegration bilden hier die Schnittstellen für die Bewertung von Arbeitsverhältnissen. Bringen im Vergleich zu mutmaßlich gesellschaftlich integrierenden ('Normal'-)Arbeitsverhältnissen auch solche Erwerbsformen wie Leiharbeit oder Befristung ein hinreichendes Maß an Integration mit sich? Oder beinhalten diese Erwerbsformen möglicherweise ein unverhältnismäßiges Mehr an sozialer Exklusion durch ausgrenzende Arbeitsbedingungen (poor working)? An dieser Stelle ist der Nutzen einer möglichen arbeitsmarktlichen sowie gesellschaftlichen Eingliederung durch sogenannte Brückenarbeitsverhältnisse den möglichen Kosten von sozialer Desintegration durch eben solche entstandardisierten Erwerbsformen gegenüberzustellen. Neben Niedriglohn und Einkommensarmut rekurriert der Beitrag damit auch auf die subjektive Perspektive von gesellschaftlicher Desintegration und deren Determinanten wie Lebensunzufriedenheit, Deprivation und sozialem Ausschluss. 'Poor working' kann damit als definitorischer Überbegriff sowohl auf 'working poor' als auch auf die immaterielle Perspektive von sozialer (Des-)Integration abstellen. (...)     "The aim of this Brief is to estimate the degree of social exclusion at EU level, and to identify the country clusters related to this, and also to present the level and the trend of poverty on a country level.
    According to Europe2020 targets, the risk of exclusion is to be measured by three indicators: at-risk-of-poverty, severe material deprivation, and living in households with very low work intensity. The EU-SILC for 2009 suggests that overall 113 million people in the EU are at risk of exclusion according to at least one of these indicators. Some 6.5 million people are deprived according to all three indicators. On this basis, only a minority, therefore, can be defined as suffering from severe cumulative disadvantage.
    We explored the natural grouping of the three indicators of social exclusion at a country level across the EU. At a larger level, we find a cluster of six East-European countries (Hungary, Poland, Lithuania, Latvia, Bulgaria and Romania) and the rest of the EU. On a more detailed level, we can identify four country groups.
    The at-risk-of-poverty rate varies between 9% and 26% across EU Member States. We find that the poverty gap is larger in countries with higher rates of poverty. Between 2004 and 2008, the proportion of population at-risk-of-poverty declined in the Czech Republic, Ireland, Poland, and Slovakia. In contrast, the proportion at-risk-of-poverty increased in Denmark, Finland, Germany, Latvia, Luxembourg, and Sweden. We explored the robustness of our results by the estimation of confidence intervals for the poverty rates, and the use of alternative threshold values." (Author's abstract, IAB-Doku) ((en))

    "Recent studies find in-work poverty to be a pan-European phenomenon. Yet in-work poverty has come to the fore as a policy issue only recently in most continental European countries. Policies implemented in the United States and the United Kingdom, most notably in-work benefit schemes, are much discussed. This article argues that if it comes to preventing and alleviating poverty among workers, both the policy options and constraints facing Continental European policymakers are fundamentally different from those facing Anglo-Saxon policymakers. Consequently, policies that work in one setting cannot be simply emulated elsewhere. We present microsimulation derived results for Belgium to illustrate some of these points. Policy options discussed and simulated include: higher minimum wages, reductions in employee social security contributions, tax relief for low-paid workers and the implementation of a stylised version of the British Working Tax Credit. The latter measure has the strongest impact on in-work poverty, but in settings where wages are compressed, as in Belgium, a severe trade-off between coverage and budgetary cost presents itself. The article concludes that looking beyond targeted measures to universal benefits and support for employment of carers may be important components of an overall policy package to tackle in-work poverty."     "We explore the potential of data from EU-SILC ('Statistics on Income and Living Conditions') for the enlarged European Union for the study of low pay and its relationship to household poverty and vulnerability. Limitations of the earnings data currently available mean the analysis covers only 14 of these countries. For employees who are not low paid, income poverty is seen to be rare. The low paid face a much higher risk of being in a household below relative income poverty thresholds, ranging from 7 per cent in Belgium and the Netherlands up to 17-18 per cent in Austria, Estonia and Lithuania. The likelihood of their being in a poor household is clearly linked to gender, age and social class. In most of the countries only a minority of low-paid individuals are in vulnerable households."     "In diesem Artikel wird anhand eines verbundenen administrativen Arbeitgeber-Arbeitnehmer-Datensatzes aus Deutschland das Reallohnwachstum und die Karrieremuster von vollzeitbeschäftigten Geringverdienern zwischen 2001 und 2006 untersucht. Multivariate Modelle, die die Selektivität der Stichprobe berücksichtigen, zeigen den Einfluss von Personenmerkmalen und betrieblicher Heterogenität auf. Es existiert ein signifikantes Ausmaß von Aufwärts- und Abwärtsmobilität im Niedriglohnsektor, wobei die am schlechtesten bezahlten Geringverdiener ein höheres relatives Lohnwachstum aufweisen als die besserbezahlten. Die Mehrheit jener Geringverdiener, die bis 2004 aus dem Niedriglohnsektor aufgestiegen sind, befand sich zwei Jahre später immer noch in höher bezahlter Beschäftigung.     "Fast ein Viertel der Vollzeitbeschäftigten in Deutschland liegt mit dem Einkommen unter der offiziellen Niedriglohnschwelle von 1800 Euro. In nur zehn Jahren stieg der Anteil der Niedriglöhner von 19 auf 23 Prozent, die Kluft zwischen hohen und niedrigen Einkommen in Deutschland wächst.
    Die (noch) positive Entwicklung auf dem Arbeitsmarkt wird von einer wachsenden Ungleichheit bei den Einkommen überschattet. Die Kluft zwischen hohen und niedrigen Einkommen wird immer größer. Mini-Jobs und Leiharbeit, Tarifflucht und Hartz-Gesetze haben zu steigenden Lohnunterschieden geführt. Erst jüngst hat das Statistische Bundesamt darauf hingewiesen, dass 2010 rd. die Hälfte der atypisch Beschäftigten zu den Niedriglohnbeziehern zählen. Abweichend von der Herangehensweise soll hier die Niedriglohnbeschäftigung von Vollzeitbeschäftigten analysiert werden. Dabei zeigt sich auch hier der längerfristige Trend eines Aufstiegs.     "This study investigates the relationship between household head's work form (by considering number of hours worked and multiple job holding) and household food insecurity utilizing the Food Security Supplement to the Current Population Survey. Households where the head is employed in multiple jobs, in work with varied hours, or part-time work are more likely to be food insecure than households with a head in a regular full-time job, even when controlling for income and other social demographic characteristics. Models are estimated separately for married couple, cohabiting, male-headed, female-headed and single-person households to show the interaction between work form and household structure. There has been a growth of jobs in Europe in the last fifteen years, but this has not decreased poverty because of a relative expansion of low quality jobs. Now economic crisis threatens to increase poverty further. But there is quite a diversity of situations within the EU which this book explores. It includes discussion of working poverty in relation to gender, to migration, and policies like tax-credits.     "In dieser Studie beschäftigen wir uns mit dem Niedriglohnsektor in Deutschland und Hessen. Untersucht wird die Struktur und Entwicklung von niedrigentlohnten sozialversicherungspflichtig Vollzeitbeschäftigten zwischen 1999 und 2010. Wie auch in Deutschland hat der Anteil des Niedriglohnsektors an allen Beschäftigten in Hessen deutlich zugenommen: In nur elf Jahren verzeichnet man hierzulande einen Anstieg um über vier Prozentpunkte oder um rund ein Viertel auf knapp 19 Prozent. Der Anstieg findet sich in fast allen Berufsbereichen und in vielen Wirtschaftszweigen. Individuelle Merkmale, die besonders häufig im Niedriglohnsektor zu finden sind, sind weiblich, jung und geringqualifiziert. Auffällig ist jedoch, dass auch viele Personen mit berufsqualifizierendem Abschluss in diesem Bereich zu finden sind. Hohe Niedriglohnanteile finden sich darüber hinaus eher in Dienstleistungsbereichen als in Fertigungsbereichen. Unsere Studie untersucht diese These und damit erstmals die Wohlfahrtssituation von Freien Berufen und Unternehmern indem nicht nur nach der Einkommensarmut gefragt wird, sondern auch Zeitarmut im Rahmen eines neuen interdependenten multidimensionalen Armutskonzepts Berücksichtigung findet. Datenbasis ist einerseits das Sozioökonomische Panel für die bevölkerungsrepräsentative Bewertung der Kompensierung/Substitutionalität zwischen genuiner, persönlicher Freizeit und Einkommen als auch die aktuellste Zeitbudgeterhebung 2001/02 des Statistischen Bundesamtes. Insgesamt ist eine besondere Betroffenheit multipler Zeit- und Einkommensarmut der Freiberufler und verstärkt der Unternehmer im Vergleich zu allen Erwerbstätigen festzuhalten, ein Ergebnis, das landläufigen Einschätzungen bemerkenswert widerspricht. Ein erheblicher Anteil von nicht-einkommensarmen aber zeitarmen Erwerbstätigen generell, und Unternehmer wie auch Freiberufler im Besondern, ist nicht in der Lage, ihr Zeitdefizit durch ihr Einkommen zu kompensieren.     "Fundierte Informationen über den Lebensstandard, die Einkommens- und Zeitsituation von Selbständigen - als Freiberufler und Unternehmer (Gewerbetreibende) - sind äußerst rar, obwohl diese Gruppe der Erwerbstätigen eine besondere Bedeutung als 'Motor der Wirtschaft' zugesprochen wird. Unsere Studie ist dazu ein Beitrag und untersucht die Wohlfahrtssituation von Selbständigen, indem nicht nur nach der Einkommensarmut gefragt wird, sondern auch Zeitarmut im Rahmen eines neuen interdependenten multidimensionalen Armutskonzepts Berücksichtigung findet. Datenbasis ist einerseits das Sozio-oekonomische Panel für die bevölkerungsrepräsentative Bewertung der Kompensierung/Substitutionalität zwischen genuiner, persönlicher Freizeit und Einkommen als auch die beiden Zeitbudgeterhebungen 1992/92 und 2001/02 des Statistischen Bundesamtes. Zentrales Ergebnis: Selbständige sind hinsichtlich alleiniger Einkommensarmut, alleiniger Zeitarmut und interdependenter multidimensionaler Zeit- und Einkommensarmut in beiden Jahren weit stärker betroffen als alle anderen Erwerbstätigen. Ein erheblicher Anteil von nichteinkommensarmen, aber zeitarmen Erwerbstätigen generell und Selbständige im Besonderen ist nicht in der Lage, ihr Zeitdefizit durch ihr Einkommen zu kompensieren. In der multivariaten Erklärung des interdependenten multidimensionalen (IMD) Zeit- und Einkommensarmutsrisikos (Probit-Analyse) hat sich die familiäre Situation mit zunehmender Kinderzahl als signifikantes Erklärungsmuster, und zwar sowohl für Alleinerziehende als auch für Paare, herausgestellt. Zeit- und einkommensarme Personen werden damit sowohl in der Armuts- und Wohlfahrtsdiskussion, in der Diskussion um die 'woorking poor' als auch in den Diskussionen um Zeitstress und Zeitdruck bisher generell, und für die Selbständigen insbesondere, unzulässigerweise vernachlässigt."     "Der Beitrag beschäftigt sich mit dem Thema working poor - Armut trotz Erwerbstätigkeit. Dazu werden in einem ersten Schritt aktuelle Entwicklungen für Österreich im Kontext europäischer Trends betrachtet. Dabei wird der Frage nachgegangen, welchen Stellenwert Unterschiede in den wohlfahrtsstaatlichen Rahmenbedingungen für die Ausprägung von working poor haben. In einem zweiten Schritt werden detaillierte empirische Analysen der Lebenssituation von in Armut lebenden Erwerbstätigen in Österreich vorgestellt. Die entsprechenden Berechnungen beruhen auf den EU-SILC-Daten für die Jahre 2004 bis 2008. Unsere Befunde zeigen, dass Frauen, AlleinerzieherInnen und kinderreiche Familien, aber auch Beschäftigte in der Landwirtschaft und in personenbezogenen Dienstleistungen von Armut trotz Erwerbstätigkeit besonders betroffen sind.     "Critical geographic perspectives argue that employment access in U.S. metropolitan areas is more complex than traditional understandings, calling for research utilizing approaches that reflect the spatially dynamic structure of cities. This study uses a job proximity indicator of employment access among the working poor, with cluster analysis and spatial regimes modeling, to explore the spatial dimensions of geographic context (neighborhood characteristics) at a localized scale. The findings indicate that: (1) patterns of high or low employment access are not consistent with neoclassical conceptualizations of metropolitan areas; and (2) the statistical relationship between geographic context indicators and the measure of job accessibility were not spatially constant, but varied across the urban landscape. This supports the critical geographic arguments that a high degree of complexity underlies the employment access problem. To better inform public policy, future empirical research needs access to more sophisticated data and methodological approaches to analyze this complex sociospatial phenomenon."     "Die Armutsmessung ist von einer Reihe von Annahmen abhängig, die Ausmaß und Struktur der Armutsbevölkerung beeinflussen. Die Ergebnisse hängen von der Wahl der Datenquelle, der Äquivalenzskalen und des mittleren Einkommens als Referenzgröße sowie von der Festlegung von Armutsschwellen ab. Mit der Einführung der Grundsicherung für Arbeitsuchende im Sozialgesetzbuch II (SGB II) ist ein Berichtssystem entstanden, das umfangreicher als bisher über die Entwicklung von Armut berichtet. Der Aufsatz vergleicht die Armutsrisikoschwellen nach dem Konzept der Europäischen Union mit dem Haushaltsnettoeinkommen von Haushalten in der Grundsicherung. Er zeigt, wie die Verwaltungsdaten aus dem SGB II im Rahmen einer dynamischen Armutsbetrachtung für Untersuchungen der working poor genutzt werden können. Anschließend werden Ergebnisse einer Verweildaueranalyse aus den Jahren 2005 bis 2008 für die Dauer des Leistungsbezugs bei Beschäftigung vorgestellt.     "In der EU-27 waren 2006 17% der Vollzeitarbeitnehmer Niedriglohnempfänger. Dies waren 23% der vollzeitbeschäftigten Frauen, 28% der abhängig Beschäftigten mit einem niedrigen Ausbildungsniveau, 31% derer mit befristeten Arbeitsverträgen und 41% der Beschäftigten im Hotel- und Gaststättengewerbe. Der Anteil der vollzeitbeschäftigten Niedriglohnempfänger lag zwischen 6% (Finnland) und 31% (Lettland). In der Veröffentlichung wird die Struktur der Niedriglohnbeschäftigung in Europa genauer untersucht. Auch bei der Betrachtung der durchschnittlichen Bruttostundenverdienste wurden in der EU 2006 beträchtliche Schwankungen um den Durchschnittswert von 13,38 EUR je Stunde gemeldet. Die Stundenverdienste von Personen mit Hochschulbildung waren im Durchschnitt doppelt so hoch wie diejenigen von Personen mit einem niedrigen Ausbildungsniveau. Die Bruttostundenverdienste von Frauen waren 2007 17,6% niedriger als die von Männern (dieser relative Unterschied ist bekannt als das geschlechtsspezifische Verdienstgefälle)."     "This study investigated how working-poor mothers who withdrew from a US government assistance program were affected by the economy, welfare reform policies, and their own human capital, in terms of their likelihood of returning to welfare and their likelihood of becoming nonpoor through work. The study employed longitudinal data (covering 42 months) extracted from a national data set. The sample for the current study, which relied on event history analysis, consisted of 228 working-poor former welfare mothers. Results showed that the women's return to welfare was correlated to high unemployment, restrictive welfare policies, enrollment in Medicaid and food-stamp programs, possession of service-job skills, and being Hispanic. The women were most likely to attain relative financial independence in the presence of generous government assistance program policies, housing assistance, full-time employment, operative-job skills, college education, and marriage.     "The objective of this article is to distinguish between different types of working poverty, on the basis of the mechanisms that produce it. Whereas the poverty literature identifies a myriad of risk factors and of categories of disadvantaged workers, we focus on three immediate causes of in-work poverty, namely low remuneration rate, weak labor force attachment, and high needs, the latter mainly due to the presence of children (and sometimes to the increase in needs caused by a family breakup). These three mechanisms are the channels through which macroeconomic, demographic and policy factors have a direct bearing on working households. The main assumption tested here is that welfare regimes strongly influence the relative weight of these three mechanisms in producing working poverty. Our figures confirm this hypothesis and show that low-wage employment is a key factor but, by far, not the only one, and that family policies broadly understood play a decisive role, as well as patterns of labour market participation and integration."     "Until now in-work poverty and labour market segmentation have not received sufficient attention in the EU's efforts to tackle poverty and social exclusion. However, given that the 17 million working poor in the EU represent about 15% of the new Europe 2020 social inclusion target, this is likely to become a more important issue in the future. The analysis of in-work poverty and labour market segmentation presented here is a first step to fill this gap and to suggest how progress can be made on this issue. It is also intended as a contribution to the monitoring of the EU 'Active Inclusion' process, which was launched at the end of 2008 and which is a crucial part of the EU's efforts to tackle poverty and social exclusion.
    The Network Core Team's Synthesis Report is based on individual country reports prepared by members of the EU Network of Independent Experts on Social Inclusion. The experts' reports cover three elements. First, they provide a general statistical overview of the situation in their country in a comparative perspective, presenting some of the agreed indicators used to monitor the Social Open Method of Coordination and European Employment Strategy objectives. This is complemented with any available national data. Secondly, they examine the main explanatory factors for inwork poverty and labour market segmentation by undertaking a critical review of national studies by Governments and researchers. They also highlight the political debate at national level on these issues. Thirdly, they present and analyse policies in Member States to address in-work poverty and labour market segmentation."     In dem Beitrag wird die Entwicklung von Armut von Erwerbstätigen und der Niedriglohnbeschäftigung in Ost- und Westdeutschland von 1992 bis 2008 auf der Basis von Daten des Sozio-oekonomischen Panels untersucht. Eine weitere Frage zielt auf den Zusammenhang zwischen Niedriglohn und Armut, welcher über den Haushaltskontext ermittelt wird. Die Hypothese ist hier, dass auf Grund der unterschiedlichen Erwerbsmodelle in Ost- und Westdeutschland ein unterschiedlich starker Zusammenhang zwischen Niedriglohn und Armut von Erwerbstätigen in den beiden Landesteilen besteht. Es wird aber auch davon ausgegangen, dass die dominanten regionenspezifischen Erwerbsmodelle im Zeitverlauf erodiert sind und sich der Zusammenhang zwischen niedrigen Löhnen und Armut dementsprechend verändert hat. Dies geht auf die - unter anderem arbeitslosigkeitsbedingte - Abkehr vom Doppelverdienermodell in Ostdeutschland bei einer gleichzeitig zunehmenden Erwerbstätigkeit von Frauen in Westdeutschland zurück. Die Ergebnisse der Analysen zeigen deutliche, sich im Zeitverlauf sogar verstärkende Unterschiede zwischen Ost- und Westdeutschland im Ausmaß von Armut von Erwerbstätigen und einen weiterhin großen Abstand in den Niedriglohnquoten. Die Untersuchung analysiert in einem Vergleich von 20 Ländern, inwieweit dies auf die unterschiedliche Ausgestaltung der institutionellen Rahmenbedingungen eines jeweiligen Landes zurückzuführen ist. Die Analysen basieren auf Mikrodaten aus der EU-Statistik zu Einkommen und Lebensbedingungen (EU-SILC) des Jahres 2006 und Makrodaten aus unterschiedlichen Quellen. Es werden mehrere Stufen des Einkommensverteilungsprozesses betrachtet. Der Ausgangspunkt ist die Frage, ob das persönliche Erwerbseinkommen einer Person ausreichend ist, um Armut zu vermeiden. In weiteren Schritten werden der Haushaltskontext (Bedarf und weitere Erwerbseinkommen) und der Einfluss staatlicher Umverteilung (Steuern und Transfers) mitberücksichtigt. Nur in dieser umfassenden Perspektive ist es möglich zu klären, inwieweit Armut von Erwerbstätigen vor allem am Arbeitsmarkt entsteht oder auf andere Faktoren zurückzuführen ist."     "In diesem Papier sollen zwei problematische Aspekte des statistischen Ansatzes bei der Definierung des Begriffs 'arbeitende Arme' erörtert werden: Definition des Begriffs 'Arbeitnehmer' (einschließlich derjenigen, die für den europäischen Indikator 'Armutsgefährdung im Niedriglohnbereich' herangezogen wird) sowie zweifache Ebene (einzelner Arbeitnehmer / Armutsgefährdung von Haushalten) bei der Zusammensetzung dieser Kategorie.
    Es wird argumentiert, dass der Ansatz zur Definierung des Begriffs 'Arbeitnehmer' möglicherweise zu eng gefasst ist, um die ganze Vielfalt der Beschäftigungsstrukturen in den einzelnen EU-Mitgliedstaaten zu berücksichtigen, und dass die zweifache Definitionsebene eine Analyse der Beziehungen zwischen Status des Einzelnen auf dem Arbeitsmarkt und Armutsgefährdung erschwert.
