Flexibility at the margin and labor market volatility in OECD countries (2012)

    Abstract

"We study the business-cycle behavior of segmented labor markets with flexibility at the margin (e.g., just affecting fixed-term contracts). We present a matching model with temporary and permanent jobs (i) where there is a gap in the firing costs associated with these types of jobs and (ii) where there are restrictions in the creation and duration of fixed-term contracts. We show that a labor market with 'flexibility at the margin' increases the unemployment volatility with respect to one that is fully regulated. This analysis yields new insights into the interpretation of the recent volatility changes witnessed in the OECD area." (Author's abstract, IAB-Doku) ((en))

    Abstract

(Textauszug, IAB-Doku)

    Abstract

(Autorenreferat, IAB-Doku)

Soost, Stefan (2012): Leiharbeit: Prekariat auf Abruf. In: Blätter für deutsche und internationale Politik, Jg. 57, H. 9, S. 23-26.

    Abstract

(IAB)" (Autorenreferat, IAB-Doku)

    Abstract

"Employers who use temporary agency staff in contrast to regular staff are not affected by employment protection regulations when terminating a job. Therefore, services provided by temporary work agencies may be seen as a substitute for regular employment. In this paper, we analyse the effects of employment protection on the size of the temporary work agency sector in a model of equilibrium unemployment. We find that higher firing costs may even reduce temporary work agency employment if agencies themselves are subject to employment protection, a consideration that distinguishes our results from those for fixed-term employment arrangements." Abstract

"Over the last two decades, temporary employment has gained importance in the European Union. The implications of this development for the health of the workforce are not yet established. Using a unique individual-level data set for 27 European countries, this paper evaluates whether temporary employment is interrelated with self-assessed health. We find pronounced differences in self-assessed health by employment status across European countries. Furthermore, in the EU full-time permanent employed workers report the best health, followed by temporary and part-time employed workers. These differences largely vanish, when taking into account the potential endogeneity between employment status and self-assessed health. However, repeated temporary contracts have a significant negative impact on health." (Author's abstract, IAB-Doku) ((en))

Non-standard employment in Europe: its development and consequences for the European Employment Strategy (2011)

Schmid, Günther (2011): Non-standard employment in Europe. Its development and consequences for the European Employment Strategy. In: German Policy Studies, Jg. 7, H. 1, S. 171-210.

    Abstract

"The last decades have seen an erosion of the traditionally defined 'standard employment relationship' through part-time work, fixed-term contracts, temp-agency work and self-employment. Whereas many welcome this development as a blessing for flexible labour markets, others are highly critical hinting to disastrous intended or unintended side-effects such as low or volatile income, dead-end jobs instead of stepping stones, high job insecurity, and poverty in old-age. The European Commission tried to bridge these two opposing views by conceptualising 'flexicurity' as the objective of the European Employment Strategy, aimed at 'balancing' flexibility and security. Although this oxymoron became common parlance in the meantime, the concept is still quit ambiguous, leading often to cheap talk or being captured by various political interests. Furthermore, one of its main goals, the growth of employment by further increasing labour force participation under the condition of reducing unemployment and labour market segmentation has not been achieved and is now even far out of sight due to the recent economic crisis. The aim of this essay, therefore, is to test the actual and potential role of non-standard employment in view of the 'flexicurity' concept through systematic descriptive work and conceptual reflections: first by comparing the development of non-standard employment in 24 EU member states from 1998 to 2008; second by relating this development to the dynamics of labour force participation; third by exploring the main (structural, institutional and behavioural) determinants of this development; and fourth by discussing - in the light of the Post-Lisbon process - the policy consequences aimed at ensuring a complementary relationship between flexibility and security rather than trading-off one against the other." Berlin, 28 S.

    Abstract

Abstract

"This report analyses European corporate practices in terms of working time flexibility as revealed by the European Company Survey 2009 (ECS 2009). Flexibility in working time is a central aspect of ongoing debates regarding boosting employment in the EU. Enabling employees to better balance their working time and domestic responsibilities is seen as a key way of encouraging more citizens to enter and remain in the workforce. At the same time, greater working time flexibility on the part of companies - and hence, employees - can enable European enterprises to be more responsive to market demands, so boosting the Union's competitiveness." Abstract

"Recent educational expansion in many OECD countries has renewed interest in over-education. The educational system has often been highlighted as the main source of over-education, whereas the role of the labour market has been neglected. Using European Community Household Panel data on three countries with similar systems of education but different levels of temporary employment, the association between job security and over-education is explored here. The results show that in quite segmented labour markets, where a permanent contract is an especially valuable asset, human capital might be traded off for job security. Over-education thus becomes paradoxically likelier among permanent workers than among temporary ones." (Author's abstract, IAB-Doku) ((en))

"This background paper has been prepared to complement the findings of a comparative analysis by Eurofound on what has been termed 'very atypical work' in the 27 European Union Member States (EU27). In the background paper, the definition of very atypical forms of work includes non-written employment contracts, contracts of less than 10 working hours a week and very short fixed-term contracts of six months or less. The comparative analytical report (Broughton et al, 2010) uses a similar categorisation, with the addition of zero-hour and on-call work contracts." (Author's abstract, IAB-Doku) ((en))

    Abstract

"All industrialized countries have Employment Protection Legislation (EPL) for permanent workers and Restrictions on the use of Temporary Employment (RTE). The (ambiguous) effects of these on the levels of employment and unemployment have been extensively studied, but nothing is known empirically about their well-being implications. Using longitudinal data from the European Community Household Panel, the author conducts the first study of the link between both EPL and RTE and workers' wellbeing. The results provide evidence that both permanent and temporary employees gain from reforms that ease restrictions on temporary employment but leave firing costs for permanent workers unchanged. This finding contrasts with common claims found in the political economy literature." (Author's abstract, IAB-Doku) ((en))

Non-standard employment and labour force participation: a comparative view of the recent development in Europe (2010)

    Zitatform

Schmid, Günther (2010): Non-standard employment and labour force participation. A comparative view of the recent development in Europe. (IZA discussion paper 5087), Bonn, 55 S.

    Abstract

"This paper presents - in a new way of examination and portrayal - the extent and changes of nonstandard employment relationships (part-time work, fixed-term contracts, and selfemployment) in 24 EU member states at two points of time, in 1998 and 2008, on the basis of the European Labour Force Survey. Apart from a detailed statistical description by gender, skills and branches, theoretical considerations explaining the development are also examined and tested in a preliminary way. Finally, the most important results and their challenges to the future labour market policy are emphasised again and discussed. The central outcome is neither the complaint of the eroding 'standard employment relationship' nor of its potential 'precariousness'; it is rather the requirement of increasing variability in employment relations due to rising employment participation of women (work-life-balance), mature aged workers, and persons with restricted work capacities. However, parallel to this development social risks are also spreading over the life course, especially the risk of great income volatility through multiple or long periods of unemployment, changing working times, obsolete skills or restricted work capacities due to ill health. In order to reduce or to avoid new social inequalities, future labour market reforms have to acknowledge this development by establishing new forms of social security or by constituting a more flexible standard employment relationship through adaptations in labour and social law. The contribution ends by providing some suggestions to such reforms." (Author's abstract, IAB-Doku) ((en))

Boost, Claudia & Herbert S. Buscher (2009): Zeitarbeit in Deutschland und Europa. In: Wirtschaft im Wandel, Jg. 15, H. 2, S. 74-80.

    Abstract

(Autorenreferat, IAB-Doku)

Schmid, Günther & Paula Protsch (2009): Wandel der Erwerbsformen in Deutschland und Europa. (Wissenschaftszentrum Berlin für Sozialforschung. Discussion paper SP 1 2009-505), Berlin, 46 S.

    Abstract

(Autorenreferat, IAB-Doku)

Tangian, Andranik (2009): Decent work. Indexing European working conditions and imposing workplace tax. In: Transfer, Jg. 15. No. 3/4, S. 527-556.

    Abstract

Abstract

"This article analyzes the Directive on Temporary Agency Work (2008) in the face of a new internal market in services in the European Union. I argue that the adoption of this Directive is paradoxical: on the one hand, it breaks the lengthy stalemate characterizing workers' and employers' efforts to craft a framework agreement. On the other hand, the compromise reached marks a setback for workers' protection because the Directive qualifies equal treatment and its adoption fuels pressure to include services provided by temporary work agencies within the Services Directive (2006)." Abstract

"The book illuminates the process and substance of transnational regulation of labour in a global economy. Transnational labour regulation, a central feature of the European social model, engages the 27 Member States of the European Union, and is of potential importance to the rest of the world. The book analyses the attempts at transnational regulation of temporary agency work through the social dialogue between trade unions and employers' organisations at European level and the subsequent - and so far fruitless - EU legislative process. These two processes of transnational labour regulation, and their interaction, until now have been largely invisible. The book also highlights distinctive features of Member States' national regulation as they interacted with the debates on EU transnational labour regulation. It further explores the overlap between regulation of temporary agency work and the EU's regulation of transnational trade in services, the subject of the Directive on services in the internal market. Finally, it draws lessons from the experience of regulation of temporary agency work at national and European levels for transnational labour regulation in general." (Author's abstract, IAB-Doku)

Temporary agency work and collective bargaining in the EU (2008)

    Arrowsmith, James ;

    Zitatform

Arrowsmith, James (2008): Temporary agency work and collective bargaining in the EU. Dublin, 48 S.

    Abstract

"This report reviews the present situation regarding the use of temporary agency work (TAW) in European Union Member States. It looks at arrangements for social dialogue and collective bargaining at national level across the EU. It examines the role of collective bargaining in determining such matters as length of assignment, the use of TAW in strikes, and the proportion of agency workers allowed; it also looks at the role of collective bargaining in determining equality of treatment in pay, training and other conditions of employment. In addition, the report reviews other forms of regulation, and national variations, including the composition of companies in the field of TAW, its sectoral and occupational distribution, and the duration of temporary assignments."

In: IAB-Forum H. 1, S. 20-25.

    Abstract

Abstract

"Atypical forms of employment (part-time work, mini-jobs, fixed-term contracts and solo self-employment) have gained in importance overall in recent years in many European countries. They are often part of an irregular career pattern and carry a high risk of unemployment. In a 6-country comparison (Germany, the United Kingdom, the Netherlands, Italy, Denmark and Poland) we consider whether and in what way national social protection laws cover the various forms of non-standard employment and the specific risks these entail. Significant variations were found in coverage standards and practices between countries as well as substantial variability within countries in their responses to different types of non-standard employment. A need for further and improved coordination of both social legislation and tax law is identified." (Author's abstract, IAB-Doku) ((en))

Universal disadvantage? The economic well-being of female part-timers in Europe (2008)

    Abstract

"Working fewer than full-time hours has been seen as a crucial way in which women workers can balance demands from home and paid work. But working part-time holds a range of negative repercussions for other aspects of worker's lives, in particular their economic well-being. Examining objective and subjective indicators of economic well-being, the paper uses data from the European Community Household Panel Survey to consider the ramifications of working short hours for women in Europe. The paper is concerned with the generalisability of the very weak situation of part-timers in Britain. It asks whether and how the economic problems faced by women at the bottom of the occupational hierarchy differ according to societal context. The papers shows that part-time low level workers had the lowest monthly wages relative to their compatriots in each country examined, though the intensity of wage disadvantage varied substantially across the sample. The research did not uncover a universal positive correlation between women's relative wage positions and individual level measures of economic well-being, however. The most prevalent association between working part-time in a low level occupation and facing a weak economic position occurred at the level of household economies. The paper concludes by asking how we best research economic well-being, including whether it should be approached via an individual or household level analysis." (Author's abstract, IAB-Doku) ((en))

Quality of jobs at risk!: an overview from the ETUC on the incidence and rise of precarious work in Europe (2008)

    Abstract

(IAB)

    Abstract

"This article examines a model of the domestic political economy of subjective employment insecurity in advanced industrial societies. Based on data on people's attitudes toward their job as well as levels of and kinds of social protection collected in 15 OECD countries, it shows that there are distinct manifestations of job insecurity that are affected differently by distinct aspects of social protection programs. While the analysis shows that social protection measures reduce employment insecurity, it also reveals that overall levels welfare state generosity do not have any systematic effect on whether workers feel secure. The article's findings suggest the need to decompose the different components of employment insecurity as well as disaggregate national systems of social protection when examining the impact of welfare states on job insecurity." Abstract

(Autorenreferat, IAB-Doku)

Hardarson, Omar (2007): Männer und Frauen in unfreiwillig befristeten Beschäftigungsverhältnissen. (Statistik kurz gefasst. Bevölkerung und soziale Bedingungen 98/2007), Brüssel, 8 S.

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"This paper addresses the question to what extent social protection systems in different European countries do succeed in coping with the risks arising from non-standard forms of employment. Focusing on the examples of part-time and temporary employment, the paper will examine exclusionary transitions and the access to unemployment insurance benefits of workers concerned by these forms of employment. The European Community Household Panel Data (ECHP) will be used. The general hypothesis is that the adaptability of unemployment insurance systems varies between welfare regimes. Therefore, four countries will be compared: Denmark, Germany, Spain and the United Kingdom." (Author's abstract, IAB-Doku) ((en))

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

Seifert, Hartmut & Andranik S. Tangian (2007): Flexicurity: Reconciling social security with flexibility. Empirical findings for Europe. (WSI-Diskussionspapier 154), München, 35 S.

    Abstract

"It is empirically shown that the more flexible employment, the more it is precarious. For this purpose, two families of indices, of flexible work and of precarious work, are defined basing on the Fourth European Survey of Working Conditions 2005 by the European Foundation for the Improvement of Living and Working Conditions. Two methodologies of constructing composite indicators are applied, of the Hans Böckler Foundation, and of the OECD. Both methodologies give very similar results. After the indices have been constructed, the dependence between flexibility and precariousness of work is established by regression analysis with statistical certainty. Besides, it is revealed that the institutional regulation of employment does not necessarily imply the adequate factual effect. For instance, Turkey and Greece with a strict employment protection legislation have a high labour market flexibility due to a large fraction of employees who work with no contract. Among other things, it is shown that the employment flexibility has the strongest negative effect on the employability. It implies serious arguments against the recent reconsideration of the function of social security attempted by the European Commission within the flexicurity discourse. The suggested shift from income security towards a high employability cannot be consistently implemented. Our study provides empirical evidence that a high employability can be hardly attained under flexible employment." (Author's abstract, IAB-Doku) ((en))

    Abstract

"The paper contains both critical remarks on and constructive suggestions to Green Paper: Modernising labour law to meet the challenges of the 21st century of the European Commission (2006a) which promotes flexicurity policies, that is, relaxing the employment protection legislation while providing advances in employment and social security for flexible workforces, like fixed-term, part-time and agency workers, or self-employed. The default assumption, that relaxing labour laws can be compensated by these advances, is criticised. These measures are regarded as too vague and insufficient, as also demonstrated in our previous study with empirical evidence. Therefore, some additional measures are proposed to counterbalance the actual flexibilization of employment relations, including (1) flexinsurance, a kind of progressive flexibilization tax, meaning that the employer's contribution to social security should be proportional to the flexibility of the contract/risk of becoming unemployed, (2) elements of the basic minimum income model, (3) constraining financial markets, as well as (4) developing adequate policy monitoring/evaluation instruments. It is argued that all of these meet interests of social partners and solve contradictions between such European policies as flexicurity, make work pay, welfare-state policy, and civil-society policy. Finally, we provide specific thoughts to 14 questions posed by the Green Paper." (Author's abstract, IAB-Doku) ((en))

Thüsing, Gregor & Mark Lembke (2007): Zeitarbeit im Spannungsverhältnis von Dienstleistungsfreiheit und Tarifautonomie. In: Zeitschrift für Arbeitsrecht, Jg. 38, H. 1, S. 87-127.

    Abstract

Abstract

"This report, commissioned by the sectoral social dialogue committee on temporary agency work, is based on an EIRO comparative study of temporary agency work in the enlarged EU. The questionnaire survey gathered responses across 28 countries - the 25 EU Member States, as well as Norway and the acceding countries Bulgaria and Romania. The report explores a range of topics including the definition and extent of TAW, its regulation in the different countries, both by law and collective agreement, and the views of the social partners on developments in the sector. The findings have been supplemented by further data and detailed comments received from the social partners at both national and confederal levels (Eurociett and UNI-Europa), which were closely involved in the production of both the national and the overview reports from the very outset." Abstract

(IAB)

    Abstract

(IAB)

    Abstract

"This study analyses the determinants of the rate of temporary employment in 15 advanced economies using both macro-level data drawn from the OECD and EUROSTAT databases, as well as micro-level data drawn from the eighth wave of the European Household Panel. Comparative analysis is set out to test different explanations originally formulated for the Spanish case. The evidence suggests that the overall distribution of temporary employment in the analysed countries does not seem to be explicable by the characteristics of national productive structures. This evidence seems at odds with previous interpretations based on segmentation theories. As an alternative explanation, two types of supply-side factors are tested: crowding-out effects and educational gaps in the workforce. Both seem ill suited to explain the distribution of temporary work in the analysed economies. Institutional factors do, however, seem to play an important role. Multivariate analysis shows that the level of institutional protection in standard employment during the 1980s, together with the degree of coordinated centralization of the collective bargaining system, seem to have a significant impact on the distribution of temporary employment in the countries examined. Yet these institutional variables alone still fail to account for the Spanish difference. The Spanish puzzle seems, however, explicable when an interaction between employment protection in standard contracts and unemployment shocks is accounted for. This interaction is expected from a theoretical standpoint and proves consistent with both country-specific and comparative evidence."

(Autorenreferat, IAB-Doku)

    Abstract

"Using a comparative framework, this new volume focuses on how non-standard employment can be regulated in very different social, political and institutional settings. After surveying these new forms of work and the new demands for labour-market regulation, the authors identify possible solutions among local-level actors and provide a detailed analysis of how firms assess the advantages and disadvantages of flexible forms of employment. The authors provide six detailed case studies to examine the successes and failures of experimental approaches and social innovation in various regions in the UK, France, Germany, Italy and Spain." Ruhs, Martin (2006): The potential of temporary migration programmes in future international migration policy. In: International Labour Review, Jg. 145, H. 1/2, S. 7-36.

    Abstract

"This article explores the potential of temporary migration programmes (TMPs) for managing international labour migration in a way that is both practical and sensitive. Drawing upon the experiences of past and current TMPs, Ruhs discusses how TMPs can: help high-income countries meet their market needs; provide people from low-income countries with better access to labour markets in higher-income countries; maximize migration's developmental impact on countries of origin; and address high-income countries' concerns about the permanent settlement of migrants and the diversity of their societies. In conclusion, he identifies the core considerations and policies needed to formulate and effectively implement TMPs." (Author's abstract, IAB-Doku) ((en))

Globalization and deregulation: does flexicurity protect atypically employed? (2006)

Seifert, Hartmut & Andranik Tangian (2006): Globalization and deregulation. Does flexicurity protect atypically employed? (WSI-Diskussionspapier 143), Düsseldorf, 24 S.

    Abstract

"Hitherto, discussion of flexicurity has focused on normal employment (permanent full-time), with atypical work receiving only cursory attention. Nevertheless, the most affected are just atypically employed (= other than normally employed). To monitor effects of flexicurity policies in Europe, flexicurity indices are constructed from: (a) scores of the strictness of employment protection legislation provided by the OECD, (b) qualitative juridical data on social security benefits (unemployment insurance, public pensions, etc.), and (c) data on the dynamics of employment types (permanent, temporary, full-time, part-time, self-employed, etc.). The empirical investigation shows that, contrary to political promises and theoretical opinions, the deregulation of European labour markets absolutely predominates. Its moderate compensation by advantages in social security occurred only twice: in Denmark and Netherlands at the end of the 1990s. The flexibilization reduces the average employment status, i.e. employees are more often employed not permanently but temporarily, not full-time but part-time, and more frequently they involuntary turn to self-employment. On the other hand, the eligibility to social benefits depends on the employment status. Thereby these trends disqualify employees from social benefits. The apparent compensation of the labour market deregulation by social advantages is therefore insufficient."

Jahrhunderts. (Verhandlungen des Bundesrates. Drucksachen 868/06 (29.11.2006)), 18 S.

    Abstract

Abstract

(IAB)

Part-time work in EU countries: labour market mobility, entry and exit (2005)

Buddelmeyer, Hielke, Gilles Mourre & Melanie Ward (2005): Part-time work in EU countries. Labour market mobility, entry and exit. (IZA discussion paper 1550), Bonn, 47 S.

    Abstract

"This paper looks at the role of part-time work in labour mobility for 11 European countries. We find some evidence of part-time work being used as a stepping stone into full-time employment, but for a small proportion of individuals (less than 5%). Part-time jobs are also found to be more frequently taken up as a means to enter the labour market than to leave it. Multinomial logit regression of the determinants of part-time work reveals household composition, past labour market history and country of residence as very important for both men and women in their decision to work part time. Random effects regression controlling for individual heterogeneity, and the comparison of results for Europe and the US, reveals that a significantly higher proportion of female workers in Europe prefer inactivity and a significantly lower percentage prefer full-time, over part-time employment, than in the US, with considerable variation across EU countries." Abstract

"We study transitions out of temporary jobs using the waves 1994-1999 of the European Community Household Panel applying a discrete time duration model. Specifically, we use a multinomial logit model distinguishing between exits into permanent employment and non-employment. Two different specifications are presented, one does not account for unobserved heterogeneity while the other does. Unobserved heterogeneity is assumed to follow a discrete distribution. The competing risks model is estimated jointly for all EU Member States. The duration dependence parameters suggest that in general for EU as a whole, very short contracts provide higher chances of labour market exclusion especially for men. We discuss potential implications of our findings." (Author's abstract, IAB-Doku) ((en))

Befristete Arbeitsverträge älterer Arbeitnehmer im Einklang mit Gemeinschaftsrecht (2005)

    Zitatform

Koberski, Wolfgang (2005): Befristete Arbeitsverträge älterer Arbeitnehmer im Einklang mit Gemeinschaftsrecht. In: Neue Zeitschrift für Arbeitsrecht, Jg. 22, H. 2, S. 79-84.

    Abstract

The part-time pay penalty (2005)

    Manning, Alan ; Petrongolo, Barbara;

    Zitatform

Manning, Alan & Barbara Petrongolo (2005): The part-time pay penalty. (CEP discussion paper 679), London, 97 S.

    Abstract

"In 2003, women working part-time in the UK earned, on average, 22% less than women working full-time. Compared to women who work FT, PT women are more likely to have low levels of education, to be in a couple, to have young and numerous children, to work in small establishments in distribution, hotels and restaurants and in low-level occupations. Taking account of these differences, the PT penalty for identical women doing the same job is estimated to be about 10% if one does not take account of differences in the occupations of FT and PT women and 3% if one does. The occupational segregation of PT and FT women can explain most of the aggregate PT pay penalty. In particular, women who move from FT to PT work are much more likely to change employer and/or occupation than those who maintain their hours status. And, when making this transition, they tend to make a downward occupational move, evidence that many women working PT are not making full use of their skills and experience. Women working PT in the other EU countries have similar problems to the UK but the UK has the highest PT pay penalty and one of the worst problems in enabling women to move between FT and PT work without occupational demotions. At the same time, PT work in the UK carries a higher job satisfaction premium (or a lower job satisfaction penalty) than in most other countries. Policy initiatives in recent years like the National Minimum Wage, the Part-Time Workers Regulations and the Right to Request Flexible Working appear to have had little impact on the PT pay penalty as yet although it is too early to make a definitive assessment of the full impact of some of these regulations. The most effective way to reduce the PT pay penalty would be to strengthen rights for women to move between FT and PT work without losing their current job." (Author's abstract, IAB-Doku) ((en))
