Der digitale Wandel der Arbeitswelt gilt als eine der großen Herausforderungen für Wirtschaft und Gesellschaft. Wie arbeiten wir in Zukunft? Welche Auswirkungen hat die Digitalisierung und die Nutzung Künstlicher Intelligenz auf Beschäftigung und Arbeitsmarkt? Welche Qualifikationen werden künftig benötigt? Wie verändern sich Tätigkeiten und Berufe? Welche arbeits- und sozialrechtlichen Konsequenzen ergeben sich daraus?
Dieses Themendossier dokumentiert Forschungsergebnisse zum Thema in den verschiedenen Wirtschaftsbereichen und Regionen.

    Abstract

    "Arbeiten 4.0 wird vernetzter, digitaler, flexibler sein. Wie genau die zukünftige Arbeitswelt aussehen wird, ist offen. Seit Beginn des 21. Jahrhundert stehen wir vor einem erneuten grundlegenden Wandel der Produktionsweise. Die wachsende Vernetzung und zunehmende Kooperation von Mensch und Maschine ändert nicht nur die Art, wie wir produzieren, sondern schafft auch ganz neue Produkte und Dienstleistungen. Durch den kulturellen und gesellschaftlichen Wandel entstehen neue Ansprüche an Arbeit, auch die Nachfrage nach Produkten und Dienstleistungen verändert sich. Welche Auswirkungen diese Entwicklungen auf die Organisation von Arbeit und sozialer Sicherung haben, ist offen. Wir stehen am Beginn neuer Aushandlungsprozesse zwischen Individuen, Sozialpartnern und dem Staat.
    Es reicht zukünftig nicht, an den Rändern des Arbeitsmarktes auf unerwünschte Entwicklungen zu reagieren, auch wenn dies weiter notwendig sein wird. Der Gestaltungsbedarf von Arbeiten 4.0 geht darüber hinaus." (Autorenreferat, IAB-Doku)

    Abstract

    "Internet und digitale Technologien eröffnen uns eine ganz neue Welt. Doch auch dort gibt es Schlagbäume, die uns den Zugang zu Waren und Dienstleistungen verwehren, Internetunternehmen und Start-ups in ihrem Aktionsradius begrenzen und Unternehmen und Behörden daran hindern, die Vorteile der digitalen Technologie voll zu nutzen.
    Der EU-Binnenmarkt muss endlich fit für das digitale Zeitalter gemacht werden. Regulierungsbedingte Barrieren müssen beseitigt, die 28 nationalen Märkte zu einem einzigen zusammengeführt werden. Dadurch könnten jährlich 415 Milliarden Euro erwirtschaftet und 3,8 Millionen neue Arbeitsplätze geschaffen werden." (Autorenreferat, IAB-Doku)

    Abstract

    "This paper analyses the economic impact of digital technologies in Europe distinguishing between different stages/domains of the digitalization process. A set of composite Information and Communication Technologies (ICT) indicators is used for capturing the access to ICTs, the ability to use them and the digital empowerment of individuals in key social and economic domains. We argue that the mere accessibility to ICT facilities is only a pre-condition for moving towards a digitalized society, while the 'level' and the 'quality' in the use of these technologies, as well as the conditions facilitating or hampering digital empowerment, play a much more important role. Several transmission mechanisms from ICT access, usage and digital empowerment to key macro-economic variables (namely labour productivity, gross domestic product per capita, employment growth and the employment rate) are identified. The econometric evidence supports our hypotheses showing that the usage of ICT, and mostly digital empowerment, exert the major economic effects, especially on employment also favouring the inclusion of 'disadvantaged' groups in the labour market. We conclude that digitalization may drive productivity and employment growth and that inclusive policies may effectively contribute to bridge the gap between the most favoured and the disadvantaged parts of the population, thus helping in achieving the 2020 Europe targets."     "What types of jobs are growing: well-paid managerial jobs or low-paid auxiliary jobs, high-end professional jobs or bottom-end service jobs? Can occupational change transform affluent countries into enlarged middle-class societies? Or, on the contrary, are we heading towards a future of increasingly divided class societies? Do changes in the employment structure allow forthcoming generations to move towards more rewarding jobs than those held by their parents - or is downward mobility the more likely outcome?
    This book throws new light on these timely questions by drawing on extensive evidence of employment data on the pattern of occupational change in Britain, Denmark, Germany, Spain, and Switzerland since 1990. It documents the change in the employment structure, and examines the five underlying driving forces: technology, globalization, education, migration, and institutions. The book discusses whether governments really have no other choice than either occupational upgrading with soaring unemployment or full employment with expanding low-end jobs. The book gives a clear picture of the future of work, skills, and employment in today's Europe, contributing to the debate in economic sociology and labour economics.

    Abstract

    "Both generic and specialised ICT skills are becoming an important requirement for employment across the economy as the Internet becomes more engrained in work processes, but a significant part of the population lacks the basic skills necessary to function in this new environment. This paper examines the impact of the Internet on the labour market in this context. For example, between 7% and 27% of adults have no experience in using computers or lack the most elementary computer skills, such as the ability to use a mouse. In addition, the groups with the least ICT skills tend to be among the demographic groups at the most risk of losing jobs. Data also highlight a potential skills mismatch among those with the strongest ICT skills (youth) and those who actually use them at work (prime age and older adults)."     "The author analyzes the effects of the expansion of broadband Internet access from 1999 to 2007 on labor market outcomes throughout the United States. Recent federal policy programs have allocated $18 billion toward subsidizing the spread of this technology, especially to rural areas. Understanding the interplay between technology, firms, and the labor market is important for evaluating whether additional scarce government resources should be allocated to improve this type of infrastructure. Using models that include county and time fixed effects, the author finds that gaining access to broadband services in a county is associated with approximately a 1.8 percentage point increase in the employment rate, with larger effects in rural and isolated areas. Most of the employment gains result from existing firms increasing the scale of their labor demand and from growth in the labor force. These results are consistent with a theoretical model in which broadband technology is complementary to skilled workers, with larger effects among college-educated workers and in industries and occupations that employ more college-educated workers.?"     "We examine how susceptible jobs are to computerisation. To assess this, we begin by implementing a novel methodology to estimate the probability of computerisation for 702 detailed occupations, using a Gaussian process classifier. Based on these estimates, we examine expected impacts of future computerisation on US labour market outcomes, with the primary objective of analysing the number of jobs at risk and the relationship between an occupation's probability of computerisation, wages and educational attainment. According to our estimates, about 47 percent of total US employment is at risk.     Abstract

    Das Buch behandelt die Auswirkungen der Informations- und Kommunikationstechnik auf den Arbeitsmarkt und die Weltwirtschaft. In einem historischen Rückblick werden zunächst am Beispiel der Vereinigten Staaten die Folgen der Automatisierung für die afro-amerikanische Arbeitnehmerschaft beschrieben. Anschließend wird auf die Auswirkungen neuer Hochtechnologien auf Industrie- und Entwicklungsländer eingegangen. Der Autor zeichnet das Bild einer arbeitslosen Zukunft, die zu einer gesellschaftlichen Spaltung mit Gewinnern und Verlierern führen kann. Er benennt aber auch die Möglichkeiten eines neuen Gesellschaftsvertrags im postmarktwirtschaftlichen Zeitalter. Dabei könnte ein Sozial- oder Mindesteinkommen für gemeinnützige Arbeiten eine gewichtige Rolle spielen. Erörtert wird auch die Globalisierung des Dritten Sektors. Anzeichen hierfür sieht der Autor in der weltweiten Zunahme von Non-Profit-Organisationen. In der erweiterten Neuausgabe setzt der Autor zusätzlich einen Fokus auf die Lehren, die man aus den tumultartigen ökonomischen Entwicklungen der letzten Jahre ziehen kann. (IAB)
