    "This study analyzes the effect of fathers' parental leave-taking on the time fathers spend with their children and with household duties and on fathers' labor supply. Fathers' leave-taking is highly selective and the identification of causal effects relies on within-father differences in leave-taking for first and higher order children that were triggered by a policy reform promoting more gender equality in leave-taking. Results show that even short periods of fathers' parental leave may have long-lasting effects on fathers' involvement in childcare and housework. Effects on labor supply do not persist over time."     "In April 2015, the UK introduced Shared Parental Leave (SPL), allowing mothers to transfer their maternity leave to their partners from two weeks after the birth or adoption of a child. There has been very limited research conducted on this leave policy to date and knowledge on take-up is poor. We present findings from an in-depth survey conducted with expectant mothers in two NHS trusts in England on their knowledge, views and plans around leave after the birth of their child and examine variations across educational and ethnic groups. A total of 575 expectant mothers took part in the survey. Around 7.4 per cent of expectant mothers who were (self-)employed or in education intended to take SPL. Finances and worries over fathers' careers were cited as the primary barriers to take up of SPL. Individual entitlement for fathers and knowing others who took SPL increased individuals' reported intention to take SPL. Applying logistic regression models, we found that knowledge of and access to SPL is correlated with education, ethnicity and home ownership.     "We analyze whether mothers' parental leave decisions depend on their coworkers' decisions. The identification of peer effects bears various challenges due to correlated characteristics within social groups. We therefore exploit quasi-random variation in the costs of parental leave induced by a policy reform in Germany. The reform encourages mothers to remain at home during the first year following childbirth. Administrative linked employer- employee data enable us to assign a peer group to individuals who work in the same establishment and occupation.     "Das vorliegende Papier untersucht nicht nur den Effekt der Verfügbarkeit von öffentlicher Kinderbetreuung auf die mütterliche Erwerbsquote und den vereinbarten Stundenumfang, sondern auch auf die gewünschte Stundenzahl. Dabei wird der im August 2013 eingeführte Rechtsanspruch auf einen Betreuungsplatz für Kinder ab dem ersten Lebensjahr genutzt, um einen semi-parametrischen Differenzen-von-Differenzen-Ansatz anzuwenden. Die Ergebnisse auf Basis des Mikrozensus deuten auf einen positiven Effekt auf die Erwerbsbeteiligung und auf vereinbarte und gewünschte Arbeitsstunden in Landkreisen, in denen die Kinderbetreuungsquote intensiv anstieg, im Vergleich zu Landkreisen mit einem geringeren Anstieg dieser Quote, hin. Da sich gewünschte und vereinbarte Arbeitszeit gleichermaßen erhöhen, hat die Ausweitung von frühkindlicher Betreuung Arbeitsmarktpotentiale über die Gruppe der unterbeschäftigen Mütter hinaus."     Randstad-ifo-Personalleiterbefragung : Ergebnisse: 3. Quartal 2019 (2019)

    Abstract

    "Arbeitszeit, die zum Leben passt" – unter diesem Slogan kündigte die Bundesregierung 2018 eine Änderung des bisherigen Teilzeit- und Befristungsgesetzes an. Seit dem 1. Januar 2019 gilt nun das sogenannte Brückenteilzeitgesetz. Es ermöglicht Angestellten, ihre Arbeitszeit für einen befristeten Zeitraum zwischen einem und fünf Jahren zu reduzieren. Die Möglichkeit, die Teilzeit zeitlich zu befristen, ist eine entscheidende Neuerung gegenüber dem bisherigen Teilzeitgesetz. Darüber hinaus soll die Neuregelung es auch Beschäftigten, die unbefristet in Teilzeit arbeiten, erleichtern, ihre Arbeitszeit aufzustocken – denn der*die Arbeitgeber*in muss künftig beweisen, dass er keinen entsprechenden freien Arbeitsplatz hat oder dass die oder der Teilzeitbeschäftigte nicht gleich geeignet ist wie andere Bewerber*innen. Eine Einschränkung gibt es jedoch, der Gesetzesanspruch gilt nur in Firmen mit mehr als 200 Angestellten. Für kleinere Unternehmen gilt er nur begrenzt oder gar nicht." (Textauszug, IAB-Doku)

    "Maternity leave policies are presumed to be essential to ensure the health of pregnant workers and their unborn children. However, little is known about the optimal duration of prenatal maternity leave and existing policies are not evidence-based. We evaluate a substantial maternity leave extension in Austria, which increased mandatory leave prior to birth from six to eight weeks. Our estimation strategy exploits that the eligibility for the extended leave was determined by a cut-off due date. As an additional source of exogenous variation, we use information on non-working mothers, who are not eligible for maternity leave. Across estimations, we consistently find no evidence for significant effects of this extension on children's health at birth, subsequent maternal health and fertility, and long-term human capital outcomes of children.     "Die geplante Midijob-Reform entlastet die Begünstigten um durchschnittlich 17 Euro im Monat. Sie kostet die Sozialversicherungen jährliche Beitragsausfälle von etwa 400 Millionen Euro, einschließlich Mehreinnahmen bei der Einkommensteuer entstehen staatliche Mindereinnahmen von insgesamt rund 300 Millionen Euro. Die Reform entlastet überwiegend untere und mittlere Einkommen. Ein Drittel des Entlastungsvolumens entfällt auf die obere Hälfte der erwerbstätigen Bevölkerung, da die Midijob-Entlastung keine Bedürftigkeitsprüfung oder Zusammenveranlagung im Haushaltszusammenhang vorsieht. Insoweit ist die Reform nicht zielgerichtet auf die Entlastung von Haushalten mit niedrigen Einkommen zugeschnitten. Sie fördert zumeist Teilzeitarbeit, die weitgehend von Frauen geleistet wird. Ein Drittel des Entlastungsvolumens entfällt auf Frauen mit Kindern unter 18 Jahren. Inwieweit durch die Reform bestehende Anreize zur Teilzeit- statt Vollzeittätigkeit verstärkt werden, ist eine empirische Frage, die hier nicht untersucht wurde.     "We use novel administrative data to study trends and disparities in usage of California's first-in-the-nation paid family leave (PFL) program. We show that take-up for both bonding with a new child and caring for an ill family member increased over 2005-2014. Most women combine PFL with maternity leave from the State Disability Insurance system, resulting in leaves longer than 6 weeks. Most men take less than the full 6 weeks of PFL. Individuals in the lowest earnings quartile and in small firms are the least likely to take leave. There are important differences in take-up across industries, especially for men."     "Although the United States provides unpaid maternity and family leave to qualifying workers, it is the only OECD country without a national paid leave policy, making wage replacement a pivotal issue under debate. We use ten years of linked administrative data from California together with a regression kink (RK) design to estimate the causal impacts of benefits in the first state-level paid family leave program for women with earnings near the maximum benefit threshold. We find no evidence that a higher weekly benefit amount (WBA) increases leave duration or leads to adverse future labor market outcomes for mothers in this group. In contrast, we document consistent evidence that an increase in the WBA leads to a small increase in the share of quarters worked one to two years after the leave and a sizeable increase in the likelihood of making a future paid family leave claim across a variety of specifications."     "Care for young children continues to highly influence the life chances of men and women, even more so when they are migrants. For migrant women, childcare remains a particular challenge when their kin are absent and the gendered norms of work and family life abroad diverge from what they have known in the country of origin. This article contributes to a deeper understanding of social class and childcare strategies of migrant women by combining two research projects with migrants from Poland to Germany and the UK. Accounts represented in this article depict the ways in which migrant mothers interpret and use the available childcare options, thereby highlighting how class-based resources are deployed and reproduced in two different welfare regimes. The comparative approach pursued in the article reveals that it is neither class nor national context that has a capacity to determine early childcare choices on its own.     "Purpose: The purpose of this paper is to identify the role of employers in creating employment gaps among women returning to the labor market after parental leaves of different durations.
    Design/methodology/approach: The authors use a controlled correspondence field experiment that orthogonally manipulates parental leave length and the quality of fictitious female job candidates. The experiment is complemented with a survey among human resource managers.
    Findings: High-quality candidates receive more interview invitations when applying after a short parental leave, while low-quality (LQ) candidates receive more interview invitations when applying after a typical three years long parental leave. Survey results suggest that the difference in invitations between short and typical leave treatments is driven by a social norm that mothers should stay home with children younger than three. Productivity gains from employing a LQ job applicant with a shorter career break might not be high enough to outweigh the adverse social norm effect.
    Social implications: The presented results point toward the strong effect of prevailing social norms on job search prospects of women returning to the labor market after parental leave.
    Originality/value: A correspondence experiment has not been used before to study the relationship between time spent on leave and the labor market prospects of mothers. It also extends research on social norms to the domain of hiring decisions." (Author's abstract, © Emerald Group) ((en))

    "In der Bundesrepublik Deutschland werden zahlreiche politische Instrumente der Familienförderung eingesetzt. Inwiefern diese Instrumente in positiver oder negativer Weise auf mütterliche Erwerbsbeteiligung wirken, wird sowohl in der Wissenschaft als auch der Politik intensiv diskutiert. Wir weisen in diesem Beitrag auf eine weitere Facette des institutionellen Rahmens hin, in dem Erwerbsentscheidungen getroffen werden: Gesellschaftliche Einstellungen zur Vereinbarkeit von Elternschaft (insbesondere Mutterschaft) und Berufstätigkeit beeinflussen sowohl die Erwerbsmöglichkeiten als auch -wünsche von Frauen erheblich. Hierzu stellen wir einen theoretischen Rahmen für die Verknüpfung von Überzeugungen und Erwerbsentscheidungen vor und unterfüttern diesen mit einer empirischen Analyse zur Entwicklung von Überzeugungen. Beide Vorschläge sehen eine Beseitigung der Abbruchkante durch Eliminierung der Höchsteinkommensgrenze vor. Darüber hinaus werden die Raten, mit der Einkommen auf den Kinderzuschlag angerechnet wird, vermindert.     Abstract

    "We investigate the importance of various mechanisms by which child care policies can affect life-cycle patterns of employment and fertility among women, as well as long-run cognitive outcomes among children. A dynamic structural model of employment, fertility, and child care use is estimated using Norwegian administrative data. The estimation exploits a large-scale child care reform, which provided generous cash transfers to mothers who did not use formal child care facilities. We find that the reform generates sizable changes in employment and fertility decisions, especially among low-education women. We then use the mothers' unobserved heterogeneity in the structural model as a control function to examine the effects of mothers' behavior on long-run cognitive outcomes of children. The reform leads to lower reading scores among children, primarily as a result of mothers shifting to inferior forms of care. In counterfactual simulations, we compare the effects of an alternative child care subsidy, an expanded maternity leave program, and a tax deduction for mothers with children."
