    "This article investigates the influence of personal networks on changes of occupational rates of men and women becoming parents. It discusses and measures the effects of various interconnected dimensions of network structures and compositions, such as density, degree of overlap between partners' networks, geographical distance between network members, and types of relations (family, friendship, or others). A set of longitudinal analyses on 235 couples becoming parents in Switzerland shows that for women, higher density in emotional support triggers a reduction in occupational rates once the first child is born, while for men, a higher density in practical support is associated with an increase of occupational rates, with a resulting increase of gender inequalities in the division of paid labour. Results are valid both for intended changes and for changes observed in the transition, and they hold when controlling for parents' educational level, income and personal values about gender equality."     Abstract

    "Research over the past two decades has found significant gender differences in subjective job satisfaction, with the result that women report greater satisfaction than men in some countries. This paper examines the so-called 'gender paradox' using data from the European Social Survey for a subset of fourteen countries in the European Union. We focus on the hypothesis that women place higher values on certain work characteristics than men, which explains the observed differential. Using estimates from Probit and ordered Probit models, we conduct standard Blinder - Oaxaca decompositions to estimate the impact that differential valuations of characteristics have on the gender difference in self-reported job satisfaction. The results indicate that females continue to report higher levels of job satisfaction than do men in some countries, and the difference remains even after controlling for a wide range of personal and job characteristics and working conditions. The decompositions suggest that a relatively small share of the gender differential is attributable to gender differences in the weights placed on working conditions in most countries. Rather, gender differences in job characteristics contribute relatively more to explaining the gender - job satisfaction differential."     "Auf Basis der Zeitreihe der Familien zeigt sich, dass in den vergangenen 25 Jahren die Anzahl der Familien in Deutschland deutlich abgenommen hat. Auf Grundlage solcher Querschnittsbetrachtungen lassen sich jedoch keine Erkenntnisse gewinnen, wie sich das Familiengründungsverhalten sowie die Neigung, eine bestehende Familie zu vergrößern, verändern. Um Rückschlüsse auf mögliche Veränderungen bei der Familiengründung und -erweiterung zwischen Kohorten zu ziehen, erfolgt in diesem Aufsatz eine kohortenorientierte Untersuchung.

    "We consider the role that firm attributes play in accounting for the divergence in the careers of women and men, with the onset of parenthood. We exploit a matched employer-employee data set from Sweden that provides a rich set of firm and worker attributes. We index firms by their 'family friendliness' and analyze the effect of firm family friendliness on the career gap between mothers and fathers. We find that women disproportionately sort into family friendly firms after first birth and that the wage penalty to motherhood is diminished by being assigned to a more family friendly firm or job. We also find that working in a more family friendly firm or job diminishes the parenthood penalty to labor earnings and makes it easier for mothers to work more hours. At the same time, the smaller wage and income penalties to parents from working in family friendly firms and jobs come at the expense of their occupational progression, especially among mothers, impeding their ability to climb career ladders. Finally, we find that family friendly jobs are more easily substitutable for one another. This latter finding suggests that family friendly firms are able to accommodate the family responsibilities of their workers while still managing to keep their costs low. Our findings also suggest that paid parental leave with job protection - which are features of the Swedish context - may not be sufficient to achieve the balancing of career and family responsibilities, but that the way firms and jobs are structured can play a crucial role in facilitating this balance."     "We examine how male breadwinning and fatherhood relate to men's overwork and underwork in western Europe. Male breadwinners should be less likely to experience overwork than other men, particularly when they have children, if specialising in paid work suits them. However, multinomial logistic regression analysis of the European Social Survey data from 2010 (n = 4662) challenges this position: male breadwinners, with and without children, want to work fewer than their actual hours, making visible one of the downsides of specialisation. Male breadwinners wanting to work fewer hours is specifically related to the job interfering with family life, as revealed by a comparison of the average marginal effects of variables across models. Work - life interference has an effect over and beyond the separate effects of work characteristics and family structure, showing the salience of the way work and life articulate."     "In 2005, Germany implemented major welfare benefit reforms that encourage an adult worker model of the family. In this study, we hypothesised that, despite these reforms, women's assignments to activation programmes would in practice still tend to replicate the degree of labour market attachment to which they had become accustomed relative to their partner in the past. We compared programme entries between women in former male breadwinner, dual earner, no-earner and female breadwinner households and applied event-history analysis to large-scale administrative data. Our findings showed that in western Germany - but not in eastern Germany - women's assignments to activation programmes indeed replicated their prior labour market attachment relative to their partner."     "The U.S. labor force participation rate has declined since 2007, primarily because of population aging and ongoing trends that preceded the Great Recession. The labor force participation rate has evolved differently, and for different reasons, across demographic groups. A rise in school enrollment has largely offset declining labor force participation for young workers since the 1990s. Labor force participation has been declining for prime age men for decades, and about half of prime age men who are not in the labor force may have a serious health condition that is a barrier to working. Nearly half of prime age men who are not in the labor force take pain medication on any given day; and in nearly two-thirds of these cases, they take prescription pain medication. Labor force participation has fallen more in U.S. counties where relatively more opioid pain medication is prescribed, causing the problem of depressed labor force participation and the opioid crisis to become intertwined. The labor force participation rate has stopped rising for cohorts of women born after 1960. Prime age men who are out of the labor force report that they experience notably low levels of emotional well-being throughout their days, and that they derive relatively little meaning from their daily activities. Employed women and women not in the labor force, by contrast, report similar levels of subjective well-being; but women not in the labor force who cite a reason other than 'home responsibilities' as their main reason report notably low levels of emotional well-being. During the past decade, retirements have increased by about the same amount as aggregate labor force participation has declined, and the retirement rate is expected to continue to rise. A meaningful rise in labor force participation will require a reversal in the secular trends affecting various demographic groups, and perhaps immigration reform."     "On many aggregate measures of labour market performance, gender gaps have narrowed steadily across much of the world over recent decades. They have even 'reversed' in some cases. Yet, the statistical picture is not entirely what it seems. The gaps have often narrowed through levelling down, and there are other problems as well: gendered social regulation still powerfully shapes the life choices of women and men, both directly - through explicit socio-cultural norms and constraints - and indirectly, through the interplay of gender roles and identities that typically finds expression in the unequal sharing of unpaid domestic care work and consequent labour market inequalities.
    This second volume of Women, gender and work is an invitation to reflect upon the connections between measured labour market outcomes and the real lives people lead, what work means to them, the care work continuum, and the very notion of 'gender equality'. It features some 30 recent articles selected from the International Labour Review, Offering the insights of economists, sociologists and lawyers into a wide range of gender issues and country settings, from Mali to Switzerland, from Jamaica to Malaysia. The diversity of situations, patterns and trends suggests that male-female inequalities might usefully be considered from the perspective of absolute disadvantage. Hence the strong case for a social policy framework that focuses on the improvement of quality of life rather than equalization of women's and men's (often poor) economic performances as an end in itself.     "This book portrays men's experiences of home alone leave and how it affects their lives and family gender roles in different policy contexts and explores how this unique parental leave design is implemented in these contrasting policy regimes. The book brings together three major theoretical strands: social policy, in particular the literature on comparative leave policy developments; family and gender studies, in particular the analysis of gendered divisions of work and care and recent shifts in parenting and work-family balance; critical studies of men and masculinities, with a specific focus on fathers and fathering in contemporary western societies and life-courses. Drawing on empirical data from in-depth interviews with fathers across eleven countries, the book shows that the experiences and social processes associated with fathers' home alone leave involve a diversity of trends, revealing both innovations and absence of change, including pluralization as well as the constraining influence of policy, gender, and social context. As a theoretical and empirical book it raises important issues on modernization of the life course and the family in contemporary societies. The book will be of particular interest to scholars in comparing western societies and welfare states as well as to scholars seeking to understand changing work-life policies and family life in societies with different social and historical pathways."     "We draw lessons from existing work and our own analysis on the effects of parental leave and other interventions aimed at aiding families. The outcomes of interest are female employment, gender gaps in earnings and fertility. We begin with a discussion of the historical introduction of family policies ever since the end of the nineteenth century and then turn to the details regarding family policies currently in effect across high-income nations. We sketch a framework concerning the effects of family policy to motivate our country- and micro-level evidence on the impact of family policies on gender outcomes. Most estimates of the impact of parental leave entitlement on female labor market outcomes range from negligible to weakly positive. What have been the effects? Proponents typically emphasize the contribution of family policies to the goals of gender equity and child development, enabling women to combine careers and motherhood, and altering social norms regarding gender roles. Opponents often warn that family policies may become a long-term hindrance to women's careers because of the loss of work experience and the higher costs to employers that hire women of childbearing age. We draw lessons from existing work and our own analysis on the effects of parental leave and other interventions aimed at aiding families. We present country- and micro-level evidence on the effects of family policy on gender outcomes, focusing on female employment, gender gaps in earnings, and fertility.     "Das Elterngeld erfreut sich bei Vätern zunehmender Beliebtheit. Am Beispiel Bayerns - einem Bundesland, in dem die Nutzung der 'Vätermonate' besonders hoch ist und gleichzeitig regional variiert - wird mithilfe eines multimethodischen Designs untersucht, welche Bedeutung die Erwerbsarbeit für den Elterngeldbezug von Vätern hat. Auf der Grundlage aggregierter Regionaldaten wird zunächst mittels linearer Regression analysiert, welche Kontextfaktoren die Väterbeteiligung auf Kreisebene beeinflussen. Dabei zeigt sich, dass vor allem eine geringe Arbeitslosigkeit, das Arbeitsplatzangebot für hoch qualifizierte Beschäftigte und eine ausgewogene Erwerbsbeteiligung von Frauen und Männern mit einer höheren Väterbeteiligung am Elterngeld einhergehen. Zudem werden auf Grundlage problemzentrierter Interviews mit Vätern und Paaren individuelle Begründungen für den Elterngeldbezug des Vaters rekonstruiert. Neben finanziellen Erwägungen bestimmt eine emotionale Verwobenheit mit der Erwerbsarbeit die Elterngeld-Entscheidung. Insgesamt zeigt sich, wie bedeutsam die Erwerbsarbeit und das Einkommen beider Elternteile für die Elterngeldentscheidung sind, auch wenn das hohe bayerische Einkommensniveau nicht ausschlaggebend für die hohe Nutzung der Partnermonate ist."     "Ausgehend von der in der Männlichkeitsforschung diskutierten These, 'involvierte' Väterlichkeit stehe im Widerspruch zum Leitbild erwerbszentrierter hegemonialer Männlichkeit, werden im vorliegenden Beitrag Kontinuitäten und Wandel in der Relationierung von Erwerbs- und Familienarbeit bei Vätern untersucht. Mit dem interaktionstheoretischen Ansatz zu 'un/doing masculinity' liegt der Fokus auf der Her- und Darstellung von Geschlechterdifferenzen sowie der hierarchisierenden Abgrenzung zu Weiblichkeiten und nicht-hegemonialer Männlichkeiten im Paarkontext. Anhand von 27 qualitativen Paar- und Einzelinterviews werden - entlang der Dimensionen Berufs-/Karrierekonzept, finanzielle Versorgung der Familie und Elternzeitarrangement - drei Re/Produktionsformen erwerbszentrierter hegemonialer Männlichkeit rekonstruiert und diskutiert. Im Ergebnis zeigt sich, dass die Re/Produktion von Männlichkeiten in paarinternen Aushandlungen zu Erwerbs- und Familienarbeit fragil, herausgefordert oder episodisch ausgesetzt wird. Dies impliziert, dass auch die Aushandlungen auf der Paarebene zur Relationierung von Erwerbs- und Familienarbeit, neben wohlfahrtsstaatlichen Rahmungen und Arbeitsorganisationen, signifikante un/gleichheitsrelevante Folgen haben."     Die Autorin beschreibt am Beispiel Deutschlands den Einfluss der Einführung sogenannter 'Vätermonate' im Rahmen der Elternzeit im Jahr 2007 auf die gleichberechtigte Aufgabenteilung von Paaren. In Deutschland gilt nach wie vor das Ideal des männlichen Familienernährers, auch wenn Väter immer mehr versuchen, Beruf und Familie zu vereinbaren. Trotzdem nehmen viele Männer die Elternzeit nicht in Anspruch und die familiäre Arbeitsteilung bleibt unverändert. Die Autorin beleuchtet die Kluft zwischen dem männlichen Ideal 'aktiver Vaterschaft' und dem Festhalten an ihrer traditionellen Geschlechterrolle. Sie bezieht sich dabei auf Interviews mit Vätern, die bei einem großen Unternehmen der Wärme- und Energieversorgung angestellt sind. Im Ergebnis zeigt sich, dass vor allem verfestigte gesellschaftliche Normen und die Unternehmenskultur einer 'aktiven Vaterschaft' im Wege stehen.     "Adapting methods from complex system analysis, this paper analyzes the features of the complex relationship between wage inequality and the development and industrialization of a country. Development is understood as a combination of a monetary index, GDP per capita, and a recently introduced measure of a country's economic complexity: Fitness. Initially the paper looks at wage inequality on a global scale, over the time period 1990-2008. Our empirical results show that globally the movement of wage inequality along with the ongoing industrialization of countries has followed a longitudinally persistent pattern comparable to the one theorized by Kuznets in the fifties: countries with an average level of development suffer the highest levels of wage inequality. Next, the study narrows its focus on wage inequality within the United States. By using data on wages and employment in the approximately 3100 US counties over the time interval 1990-2014, it generalizes the Fitness-Complexity metric for geographic units and industrial sectors, and then investigates wage inequality between NAICS industries. The empirical time and scale dependencies are consistent with a relation between wage inequality and development driven by institutional factors comparing countries, and by change in the structural compositions of sectors in a homogeneous institutional environment, such as the counties of the United States."     "Diese Studie aktualisiert das empirische Wissen über die Entwicklung, die Bildungsstratifizierung und die Dekomposition der Zeitverwendung von Müttern und Vätern für Kinderbetreuung mit den aktuellen Zeitbudgetdaten für Deutschland. Auf Basis der der letzten beiden Erhebungen der Deutschen Zeitverwendungsstudie 2001/2002 und 2012/2013 werden die Zeitbudgets für die Gesamtzeit für Kinderbetreuung sowie sechs Einzeltätigkeiten mit OLS-Regressionen und Oaxaca- Dekompositionen untersucht. Die Studie zeigt, dass die Zeit für Kinderbetreuung von Müttern und Vätern zwischen 2001 und 2013 angestiegen ist, es einen Bildungsgradienten für Vorlesen gibt und signifikante Veränderungen in den Zeitbudgets nicht auf Kompositionsveränderung der Bevölkerung zurückgeführt werden können. Insgesamt belegt die Studie weniger die Dynamik als vielmehr die Stabilität und die geringe Bildungsdifferenzierung der Zeitverwendung für Kinderbetreuung. Darüber hinaus wird gezeigt, dass die Veränderungen in der Gesamtzeit für Kinderbetreuung nicht auf proportionale Veränderungen in allen, sondern nur auf Veränderungen in wenigen Einzeltätigkeiten zurückgeführt werden können."     "Was sind die Hintergründe und entscheidenden Fragen bei der Förderung einer partnerschaftlichen Aufgabenteilung in Familie und Beruf in Deutschland? Dieser Bericht soll die Politikverantwortlichen in Deutschland darin bestärken, die wichtigen seit Mitte der 2000er Jahre eingeleiteten Reformen weiterzuführen, um die Vereinbarkeit von beruflichen und familiären Pflichten für Väter und Mütter zu verbessern. Für die Familien heißt das: 'Mehr Partnerschaftlichkeit wagen'. Die deutschen Erfahrungen werden dabei im internationalen Vergleich untersucht, u.a. mit Blick auf Frankreich und die nordischen Länder, die seit langem eine Politik zur Förderung der Vereinbarkeit von Familie und Beruf sowie zur Stärkung der Geschlechtergleichstellung verfolgen. Der Bericht beginnt mit einem Übersichtskapitel, in dem erklärt wird, warum und wie sich Partnerschaftlichkeit für Familien, Kinder sowie Wirtschaft und Gesellschaft insgesamt auszahlt. Vorgestellt werden aktuelle Daten, Politiktrends sowie detaillierte Analysen der ausschlaggebenden Faktoren für die Aufteilung von bezahlter und unbezahlter Arbeit, einschließlich der Frage, wie mehr Partnerschaftlichkeit in Familie und Beruf zu höheren Geburtenraten führen kann. Außerdem werden Politikmaßnahmen zur Förderung der Partnerschaftlichkeit untersucht, wobei sich der Blick sowohl auf nach wie vor bestehende Unzulänglichkeiten als auch auf die Fortschritte richtet, die mit den seit Mitte der 2000er Jahre eingeleiteten Reformen erzielt wurden.     "The primary goal of this exploratory study was to observe the presence or absence of empirical associations between various parental working conditions, family and, ultimately, the psychological well-being and educational success of young adolescents in Canada. A structural equation model analysis was undertaken from a large Canadian database. This research project used a sub-sample from the National Longitudinal Survey of Children and Youth, regrouping 3447 young adolescents, aged 12-15, who generally attend high school. The analysis confirmed the suitability of the model for explaining the trajectory of the hypothesized associations. More specifically, the results confirmed that parental working conditions have an indirect effect on the psychological well-being and educational success of adolescents, through family environment, parenting and the quality of the parent - adolescent relationship.     "Social norms and attitudes towards gender roles have been shown to have a large effect on economic outcomes of men and women. Many countries have introduced policies that aim at changing gender stereotypes, for example fathers' quota in parental leave schemes. In this paper, we analyze whether the introduction of the fathers' quota in Germany in 2007, that caused a sharp increase in the take-up of parental leave by fathers, has changed the attitudes towards gender roles in the grandparents' generation. To this end, we exploit the quasi-experimental setting of the 2007 reform and compare grandparents whose son had a child born before the 2007 reform to grandparents whose son had a child born after it. Our results suggest that such policy programs not only induce direct behavioral responses by the target group but also have indirect effects on non-treated individuals through social interaction and can thus change attitudes towards gender roles in a society as a whole."     "Die geschlechtsspezifischen Unterschiede im Rentenzahlbetrag der Gesetzlichen Rentenversicherung werden sich im Kohortenvergleich verringern. Während in der Kriegskohorte der 1936 bis 1945 Geborenen der so genannte Gender-Pension-Gap noch 56 Prozent in West- und 34 Prozent in Ostdeutschland beträgt, wird er sich basierend auf einem vom DIW Berlin entwickelten Fortschreibungsmodell zur Simulation von Erwerbs- und Familienbiografien bei der Kohorte der 1966 bis 1970 Geborenen auf 43 beziehungsweise 18 Prozent reduzieren. Mitverantwortlich für diesen Trend ist, dass Männer im Kohortenvergleich kürzere Phasen ihres Erwerbslebens in Vollzeit arbeiten werden. Bei westdeutschen Frauen dagegen ist eine starke Zunahme von Teilzeitbeschäftigung bei gleichzeitigem Rückgang von Phasen der Hausfrauentätigkeit zu beobachten. Aber auch ostdeutsche Frauen werden in zunehmenden Maße Teilzeittätigkeiten aufnehmen.     "Von den 'neuen' oder auch 'aktiven Vätern' wird heute viel gesprochen, wenngleich oft unklar bleibt, was diese kennzeichnet und von welchen Determinanten die Ausübung einer solchen aktiven Vaterschaft abhängt. Mit dem DJI-Survey AID:A II liegen nun aktuelle Daten vor, anhand derer für den vorliegenden Beitrag Alltagsaktivitäten von Vätern für und mit ihren Kindern in den Blick genommen und daraus ein Index 'aktiver Vaterschaft' erstellt werden konnten. Anschließend konnten so die wichtigsten Determinanten einer aktiven Vaterschaft untersucht werden. Wie die Befunde zeigen, spielt dabei die Erwerbstätigkeit beider Partner eine bedeutende Rolle: Je mehr Überstunden die Väter über ihre normale Vollzeitwoche hinaus leisten müssen, desto geringer sind die Chancen, sich aktiv in Betreuung und Erziehung der Kinder einbringen zu können. Ein höherer Erwerbsumfang der Mütter sowie ein größerer Anteil am erwirtschafteten Haushaltseinkommen hingegen fördern eine 'aktive Vaterschaft'.     Erwerbs- und Sorgearbeit gemeinsam neu gestalten: Gutachten für den Zweiten Gleichstellungsbericht der Bundesregierung (2017)

    Abstract

    "Das Gutachten knüpft an die umfassende Analyse der Gleichstellungssituation in Deutschland an, die im Ersten Gleichstellungsbericht geleistet wurde. Insbesondere bedeutet dies, dass sich auch das vorliegende Gutachten an einer Lebensverlaufsperspektive orientiert, um den Stand und mögliche Handlungsansätze für die Gleichstellungspolitik zu untersuchen. In den letzten fünf Jahren haben sich die Erwerbsbiografien und damit auch die Lebensverläufe allerdings weiter ausdifferenziert. Armutsgefährdete Alleinerziehende (vor allem Frauen), (prekäre) Selbstständige, die mit ihrem Unternehmen beständig um das wirtschaftliche Überleben kämpfen, und Menschen, die Angehörige pflegen, werden immer stärker zu Risikogruppen. Das Gutachten nimmt außerdem in den Blick, dass die Folgen der Digitalisierung zunehmend alle Lebens- und Arbeitsbereiche durchdringen. Das vorliegende Gutachten greift Empfehlungen des Ersten Gleichstellungsberichts auf, um sie weiterzuentwickeln und für die aktuelle gesellschaftliche Situation zu konkretisieren. Dabei war zu berücksichtigen, welche politischen und gesetzlichen Entwicklungen es seither auf maßgeblichen Feldern gegeben hat. Dieses Gutachten soll zwar nicht die Umsetzung der Empfehlungen des Ersten Gleichstellungsberichts systematisch erfassen und auswerten. Es berücksichtigt in seinen Analysen und Empfehlungen aber, dass zwischenzeitlich gleichstellungspolitisch relevante Maßnahmen neu eingeführt wurden, insbesondere das ElterngeldPlus, die Familienpflegezeit, das Pflegeunterstützungsgeld, das Gesetz für die gleichberechtigte Teilhabe von Frauen und Männern an Führungspositionen in der Privatwirtschaft und im öffentlichen Dienst (FüPoG) und das Mindestlohngesetz (MiLoG). Erste Schritte zu einem Gesetz für mehr Lohngerechtigkeit zwischen Frauen und Männern sind unternommen worden; zum Zeitpunkt des Abschlusses dieses Gutachtens lag dem Bundestag allerdings noch kein Gesetzentwurf vor. Auch die gleichstellungspolitisch relevanten Befunde der Gesamtevaluation familienpolitischer Leistungen aus dem Jahr 2014 werden im vorliegenden Gutachten berücksichtigt.     Towards a better future for women and work: voices of women and men (2017)

    Abstract

    "The ILO-Gallup report, 'Towards a better future for women and work: Voices of women and men', provides a first-ever account of global attitudes and perceptions of women and men regarding women and work. The results come from the Gallup World Poll which was conducted in 142 countries and territories and surveyed almost 149,000 adults. It is representative of more than 99 per cent of the global adult population.
    The findings are revealing: A total of 70 per cent of women and a similar 66 per cent of men would prefer that women work at paid jobs. Each of these figures are more than double the percentages of those who would prefer women to stay at home. Women worldwide would prefer to be either working at paid jobs (29 per cent) or be in situations in which they could both work and take care of their families (41 per cent), according to the joint ILO-Gallup report. Only 27 per cent of women want to stay at home.
    The 70 per cent of women who would like to work at paid jobs notably includes a majority of women who are not in the workforce. Importantly, this is true in almost all regions worldwide, including several regions where women's labour force participation is traditionally low, such as the Arab States and territories." Our results also suggest a lower likelihood of cohabiting couples to upgrade to marriage. Unsere Auswertungen qualitativer und quantitativer Daten aus dem Jahr 2015 zeigen, dass sich in Deutschland Eltern kleiner Kinder - insbesondere Väter - eine egalitärere Aufteilung von Erwerbsarbeits- und Elternzeiten wünschen und die Aufteilung von Familien- und Erwerbsarbeit immer wieder neu überdenken und an veränderte Situationen anpassen möchten. Finanzielle Möglichkeiten und betriebliche Rahmenbedingungen beschränken jedoch oftmals die Umsetzung dieser Wünsche. Eine egalitäre Aufteilung von Familien- und Erwerbsarbeitszeiten ist dann eher möglich, wenn Eltern in Betrieben arbeiten, die Familienfreundlichkeit mit Gleichstellungszielen verbinden. Derzeit arbeitet rund ein Fünftel der Eltern kleiner Kinder in Deutschland in solchen Betrieben. Gute Vereinbarkeit lohnt sich auch aus unternehmerischer Sicht, denn sie geht seltener mit Zeitkonflikten, dafür mit höherer betrieblicher Verbundenheit und weniger Kündigungsabsichten einher." In contrast to most of the literature, we focus on potential rather than realized fertility. Based on mixed multivariate proportional hazard models with competing risks, we find a significant negative relationship between the contemporaneous probability of having a child and horizontal career transitions for women, and a positive significant association of the hazard of parenthood with upward career transitions for men. These effects persist if we apply fixed effects panel data models allowing for correlation of individual parenthood hazards with unobserved individual characteristics. Controlling for inheritance expectations, we interpret the receipt of an inheritance as a shock to wealth. Our results indicate that receiving an inheritance reduces LFP of the recipient by four percentage points, comparable in magnitude to the effect of a self-reported decline in health. However, an inheritance has little or no effect on LFP of the spouse. These estimates are inconsistent with a dynamic, collective model of the household in which spouses have the ability to commit to an ex ante efficient allocation. Findings show that it allows work to invade care, produces a double stress and promotes half-way fathering. Many governments are considering increasing the generosity of their childcare subsidies, but the a priori effect of such a policy is ambiguous and little is known empirically about its likely impact. This paper compares the effects on parents' labour supply of offering free part-time childcare and of expanding this offer to the whole school day in England using an empirical strategy which, unlike previous studies, exploits both date of birth discontinuities and panel data. We find that the provision of free part-time childcare has little, if any, causal impact on the labour market outcomes of mothers or fathers. Increasing the number of hours of free childcare to cover a full school day, however, leads to significant increases in the labour supply of mothers whose youngest child is eligible, with impacts emerging immediately and increasing over the months following entitlement."     "The introduction of the Australian Paid Parental Leave scheme in 2011 provides a rare opportunity to estimate the labour supply and employment impacts of publicly-funded paid leave on mothers in the first year post-partum. The almost universal coverage of the scheme coupled with detailed survey data collected specifically for this purpose means that eligibility for paid leave under the scheme can be plausibly taken as exogenous following a standard propensity score matching exercise. In line with much of the existing literature, we find a positive impact on leave taking in the first half year and on the probability of eventually returning to work in the first year. The paper provides new evidence of a positive impact on continuing in the same job and under the same conditions.     "Studien zeigen, dass sich viele Väter in Deutschland wünschen, mehr Zeit mit ihren Kindern zu verbringen, dies aufgrund von langen Arbeitszeiten jedoch oft nicht umsetzen können. Elternzeit und Teilzeitarbeit könnten Optionen sein, die Vätern eine bessere Vereinbarkeit von Familie und Beruf ermöglichen. Arbeitsmarkttheorien legen jedoch nahe, dass die Inanspruchnahme solcher Maßnahmen mit Lohneinbußen verbunden ist. Dementsprechend entscheiden sich derzeit viele Väter gegen diese Möglichkeiten zur Vereinbarkeit von Familie und Beruf, da sie finanzielle Einbußen und Karrierenachteile befürchten. Um zu überprüfen, inwieweit diese Erwartungen empirisch fundiert sind, untersucht diese Arbeit daher den Einfluss von Elternzeit und Teilzeitarbeit auf die Stundenlöhne von Vätern. Fixed Effects-Analysen auf Basis des Sozio-oekonomischen Panels (SOEP) 1991 - 2013 und Familien in Deutschland (FiD) 2010 - 2013 zeigen, dass Teilzeitarbeit mit Lohneinbußen verbunden ist. Eine Elternzeit wirkt sich hingegen nicht auf die Löhne von Vätern aus - unabhängig davon, ob Väter nur die beiden für sie reservierten Partnermonate oder eine längere Elternzeit in Anspruch nehmen. Die Ergebnisse deuten somit darauf hin, dass die gesetzliche Elternzeit Vätern einen Rahmen bietet, in dem sie sich stärker in ihren Familien engagieren können, ohne berufliche Nachteile zu erfahren."     "An increasing proportion of the European labor force works in the evening, at night or on weekends. Because nonstandard work schedules are associated with a number of negative outcomes for families and children, parents may seek to avoid such schedules. However, for parents with insufficient access to formal child care, working nonstandard hours or days may be an adaptive strategy used to manage child-care needs. It enables 'split-shift' parenting, where parents work alternate schedules, allowing one of the two to be at home looking after the children. This study examines the prevalence of nonstandard work schedules among parents and nonparents in 22 European countries. Specifically, we ask whether the provision of formal child care influences the extent to which parents of preschool-aged children work nonstandard schedules. Using data from the European Social Survey and multilevel models, we find evidence that the availability of formal child care reduces nonstandard work among parents. This indicates that access to formal child care enables parents to work standard schedules. To the extent that nonstandard work schedules are negatively associated with child wellbeing, access to formal child care protects children from the adverse effects of their parents' evening and night work."     "This article uses data from 2008 - 10 to analyze parental leave policies in twenty-one European countries and their influence on men's behavior. It examines entitlement characteristics, such as nontransferability, duration, payment, compulsory period, and other policies to assess their effect on the proportion of leave men use out of the total parental leave in each country. The findings, which suggest that a large majority of men take nontransferable and highly paid leave, and a small minority take other types, provide the basis for developing the Parental Leave Equality Index (PLEI). PLEI ranks countries by the degree to which parental leave policies reinforce or diminish the gendered division of labor. Results indicate that although Iceland's parental leave policies do the most to advance gender equity, no country has equal, nontransferable, and well-paid leave for each parent.     "We estimate how parenthood affects hourly wages using panel data for Norwegian employees in the years 1997 - 2007. Though smaller than for most other OECD countries, we find substantial wage penalties to motherhood, ranging from a 1.2 % wage reduction for women with lower secondary education to 4.9 % for women with more than four years of higher education. Human capital measures such as work experience and paid parental leave do not explain the wage penalties, indicating that in the Norwegian institutional context, mothers are protected from adverse wage effects due to career breaks. We do however find large heterogeneity in the effects, with the largest penalties for mothers working full time and in the private sector. Contrary to most studies using US data and to previous research from Norway, we find a small wage penalty also to fatherhood. Also for men, the penalty is greater for those who work full time and in the private sector. A substantial share of the fatherhood wage penalty is explained by paternity leave."     "This paper examines the quantitative effects of gender gaps in entrepreneurship and workforce participation. We simulate an occupational choice model with heterogeneous agents in entrepreneurial ability. Gender gaps in entrepreneurship affect negatively both income and aggregate productivity, since they reduce the entrepreneurs' average talent. Specifically, the expected income loss from excluding 5 percent of women is 2.5 percent, while the loss is 10 percent if they are all employers. We find that gender gaps cause an average income loss of 15 percent in the OECD, 40 percent of which is due to entrepreneurship gaps.     "In this article, we study attitudes towards the gendered division of paid and unpaid work from a comparative perspective. Based on the notion that political institutions are important in structuring individuals' orientations, five countries with different family policy arrangements are included in the analysis: Denmark, Finland, Germany, Poland and Sweden. Previous comparative attitude research has a strong bias towards public opinion about women's employment, while research on attitudes towards men's participation in care work is rare. Drawing on data from the International Social Survey Programme (ISSP) 2012, we use latent class analysis to explore public opinion about: (a) how parents should divide the responsibilities of economic provision and unpaid work; and (b) whether and how parents should divide paid parental leave between them. The strongest support for a traditional organization of work and care is found in Poland, while the strongest support for an equal sharing of work and care responsibilities is found in Sweden. Among the Nordic countries, results differ. While those holding non-traditional ideals in Denmark and Finland emphasize the importance of full-time work for both parents, non-traditional Swedes instead emphasize that both parents should cut back their work hours and thereby share the responsibility for earning and caring in the family."     "We build a heterogeneous agents life cycle model that captures a large number of salient features of individual male labour supply over the life cycle, by education, both along the intensive and extensive margins. The model provides an aggregation theory of individual labour supply, firmly grounded on individual-level micro-evidence, and is used to study the aggregate labour supply responses to changes in the economic environment. We find that the aggregate labour supply elasticity to a transitory wage shock is 1.75, with the extensive margin accounting for 62% of the response. Our dynamic general equilibrium model features both genders, and it takes into account changes in marital status as a stochastic process. The numerical results indicate that changes in household formation can partly explain the reallocation of male and female labor supply observed during the last decades in Germany. We also find a negative impact on capital accumulation, and we show that a combination of higher marital risk and a narrowing gender wage gap can explain the changes in hours ratios between single and married men and women." Policy makers who strongly promote socio-economic equity may respond to these global changes with new policy formulae meant to encourage involvement of fathers in their families. Nevertheless, scholars have limited understanding of who benefits from paternity leave policies and what these benefits mean to families. The present study is a comparative analysis of paternity leave policies across forty-four countries. This paper first presents a typology of paternity leave policies. This typology consists of seven criteria that range from duration of benefits to amount of benefits to employment security. This typology is then applied to forty-four countries. Those women are characterized by a substantially higher employment (all else equal), which in turn amplifies income inequality across couples. Using NLSY79, we formulate and structurally estimate a dynamic life-cycle model of endogenous marriage and labor supply decisions in a collective framework. We establish that the education gap at the time of marriage, produces dynamic effects due to human capital accumulation and implied wage growth.     "Der Beitrag geht der Frage nach, welche Rahmenbedingungen und Orientierungsgrößen die Berufsorientierungen von Frauen strukturieren und welche Rolle formelles und informelles Lernen bei der Gestaltung der Erwerbsverläufe spielt. Hierfür wurden im Rahmen von zwei international vergleichend angelegten Studien 24 Frauen interviewt, die in der Mitte ihres Erwerbslebens stehen. Studien belegen, dass für die Berufsorientierung von Frauen das Zusammenwirken von Rollenerwartungen, familiären Verpflichtungen, die Karriere des Partners und die Antizipation geringer Bildungsrenditen wichtige Einflussgrößen sind. Dies spiegelt sich in einer Orientierung an sozialen Berufsfeldern sowie diskontinuierlichen Erwerbsverläufen, Teilzeitbeschäftigung und der Zuverdienerposition von Frauen wider. Darüber hinaus dominieren bei Frauen mit einem mittleren Qualifikationsniveau eine horizontale Erwerbsmobilität und Berufswechsel gegenüber klassischen Aufstiegsmustern. Diese erfordern auf dem deutschen Arbeitsmarkt in der Regel eine weitere qualifizierende Berufsausbildung im Lebensverlauf. Auch die qualitative Untersuchung zeigt, dass bei den interviewten Frauen Lernen und weitere berufliche Qualifizierungen nicht dem beruflichen Aufstieg, sondern in erster Linie dem Wiedereinstieg in den Arbeitsmarkt nach einer familial bedingten Erwerbsunterbrechung, der horizontalen Arbeitsmarktmobilität sowie der Beschäftigungssicherung dienen. Die Annahme, dass Weiterbildung und Höherqualifizierung die Arbeitsmarkt- und Aufstiegschancen von auf dem Arbeitsmarkt benachteiligten Gruppen verbessert, konnte für Frauen im Rahmen der Studien nicht belegt werden."     "Gelingt es, mit einer forcierten Familienpolitik den Wünschen der Mütter und Väter nach einer partnerschaftlichen Aufteilung von Familie und Beruf zu entsprechen, wird sich die sozioökonomische Situation von Familien im Jahr 2030 deutlich verbessern.
    Das Haushaltseinkommen von Familien kann um durchschnittlich 1.400 Euro steigen. Die Zahl der Eltern und Kinder, die armutsgefährdet sind, kann um rund 470 Tsd. Personen zurückgehen. Die Zahl der Personen in Haushalten mit SGB-II Bezügen kann sogar um rund 670 Tsd. Personen sinken. Bis 2030 können rund 790 Tsd. Mütter mehr sozialversicherungspflichtig beschäftigt sein.
    Das Gutachten, das verschiedene Szenarien betrachtet, zeigt: Eine Weiterentwicklung der Familienpolitik hat positive Auswirkungen auf die Gesamtwirtschaft. Der Anstieg der Erwerbstätigenquote sowie der Erwerbsumfänge führen zu einem Anstieg des Arbeitsvolumens um 3,2 PP. Previous studies have reached different conclusions but have also been conducted using different methodologies in different countries and in different time periods. We use two sources of European panel data (spanning the years 1994 - 2001 and 2003 - 2007) to assess the relationship between marriage and labor market outcomes. By using data from 12 countries over a 13 year period, we are able to investigate the impact of marriage in different country groups and across time. We find that selection into marriage accounts for most of the differences in hours worked and wages between married and non-married men. With respect to wages we note that while the difference between married and non-married males has increased over time, the actual effect of marriage has disappeared."     Zu finden sind die neuesten Daten zur Verfügbarkeit von Teilzeit, Elternzeit, Vaterschaftsurlaub und anderer Auszeiten. Die Wissenschaftler/innen stellen Forschungsergebnisse zur Nutzung der Optionen in den jeweiligen Ländern vor und behandeln die Veränderungen der letzten Jahre.
    So gibt es in Ländern, in denen bisher feste Arbeitszeiten vorherrschten (Polen und Tschechische Republik) eine gewisse Zunahme von Arbeitszeitoptionen. Auch in diesen Ländern wird ein zunehmender Druck deutlich, das alte Arbeitszeitregime zu flexibilisieren.
    In allen Ländern (Ausnahme: Schweden) zeigen sich Bestrebungen, flexible Arbeitszeiten (noch stärker) für wirtschaftliche Ziele nutzbar zu machen, das heißt, arbeitgeber- oder betriebsbezogene Flexibilität auszuweiten.

    "Women's labour market participation in the European Union has increased over recent decades, passing 70% in 2014. In that year, women comprised almost 46% of the active EU labour market population. Nevertheless, women's employment and participation rates are still lower than those of men in almost all Member States. Fostering higher participation of women is crucial to meet the Europe 2020 target to achieve an overall employment rate of at least 75% by 2020. This report explores the main characteristics and consequences of gender gaps in labour market participation. It finds that the total cost of a lower female employment rate was EURO370 billion in 2013, corresponding to 2.8% of EU GDP.     "Die zunehmende Erwerbsbeteiligung von Frauen ist ein langfristiger Trend in Rheinland-Pfalz. Im Jahr 2014 beträgt die Erwerbstätigenquote der Frauen in diesem Bundesland 69,2 Prozent und bei fast jedem zweiten Erwerbstätigen handelt es sich um eine Frau (46,4 Prozent). Im ersten Teil dieser Studie informieren wir über verschiedene Trends der Frauenerwerbstätigkeit in Rheinland-Pfalz.
    Der zweite Teil dieser Studie beinhaltet eine Analyse von demographischen, qualifikatorischen, ökonomischen und sozialen Faktoren als mögliche Ursachen für die gestiegene Erwerbsbeteiligung von Frauen. Zu diesem Zweck werden eine deskriptive Analyse und mehrere Modellrechnungen durchgeführt. Es wird gezeigt, dass die gestiegene Erwerbsbeteiligung Älterer ein Erklärungsfaktor für die Bedeutungszunahme der Erwerbstätigkeit bei beiden Geschlechter ist. In der wissenschaftlichen Diskussion wird der Zusammenhang diskutiert, dass die Geburt eines Kindes einen negativen Effekt auf die Erwerbsbeteiligung der Frauen hat. Die Fertilität der Frauen ist in Rheinland-Pfalz gesunken. Die Zahl der Lebendgeborenen ist seit 2002 zurückgegangen, während das Lebensalter der Mütter bei der Geburt sowie der Anteil kinderloser Frauen zugenommen haben. Somit könnten diese Trends die Bedeutungszunahme der Frauen unter den Erwerbstätigen mit begründet haben. Im Zeitraum 1999 bis 2014 weisen die Frauen einen eindeutig stärkeren Trend zur Höherqualifizierung auf als die Männer. Da der erreichte Bildungsstand in einem positiven Zusammenhang mit der Erwerbsbeteiligung steht, ließe sich vermuten, dass dieser Bildungseffekt insbesondere bei den Frauen eine wichtige Ursache für deren gestiegene Erwerbsbeteiligung ist. Aus einer weiteren Modellrechnung geht hervor, dass sich die zunehmende Erwerbstätigkeit der Frauen in großen Teilen mit einem sektoralen Struktureffekt begründen lässt, wonach sich Frauen auf Berufe in wachstumsstarken Bereichen des tertiären Sektors konzentrieren. In den letzten Jahren wurden weitreichende Maßnahmen realisiert, um verbesserte Rahmenbedingungen für die Vereinbarkeit von Familie und Beruf in Rheinland-Pfalz zu schaffen. Wegweisende Änderungen waren der Ausbau der Kinderbetreuung sowie die Einführung des Elterngeldes. Wissenschaftliche Evaluationen belegen für beide Maßnahmen, dass hierdurch die Erwerbsbeteiligung der Mütter gestiegen ist." (Autorenreferat, IAB-Doku)

    "This study contributes to our knowledge on the association between parenthood and psychological well-being by examining whether pre-parenthood lifestyles (leisure and paid work) moderate the transition to parenthood. We expected that people with less active lifestyles would find it easier to adapt to the demands of parenthood. Using eleven waves of the Swiss Household Panel (N = 1332 men and 1272 women; 1999 - 2008, 2010), fixed effects models are estimated for men and women separately. Results show that -- on average -- parenthood was not associated with well-being for men, whereas it increased well-being for women. As expected, the well-being premium/cost to parenthood was contingent upon individuals' lifestyle before the transition to parenthood. For men, parenthood reduced well-being, but only if they frequently participated in leisure before the birth of the child. Using data from a national sample of workers, the authors' study discovers that higher status functions as a moderator in what they call the pressure-status nexus. Job pressure is associated more strongly with role blurring among the well educated, professionals, managers, and high earners. Also, job pressure is associated most strongly with role blurring among higher status men. The authors' articulation of the pressure-status nexus extends the stress of higher status perspective, demonstrating that higher statuses compound the ways that job pressure is linked with activities that blur the work-family boundary."     "We use a lab-in-the-field experiment to investigate intra-couple labor supply decisions and the division of housework under individual and joint income taxation systems. In order to eliminate problems of endogenous intra-couple time use decisions, we exogenously varied not only the taxation system but also the intra-couple roles of primary and secondary earners. Using work effort as a proxy for labor supply, 62 established couples, both cohabiting and married (124 participants), performed real effort tasks under a piece rate payment system within a given time. Prior to this paid task, couples had to decide upon the allocation of an unpaid task serving as our proxy for housework. In our gender neutral lab, we find tax-effects only on men's labor supply but not on women's and no gender differences in the allocation of housework. Instead, the allocation of housework follows a purely economic rationale with the majority of secondary earners taking responsibility. This is even confirmed by a shift to a more egalitarian allocation when individual taxation is applied. However, one result replicates real world findings with married male participants providing more labor supply than cohabiting men and married women less than cohabiting women.     "How do men and women's family life courses differ? Are gender differences in family life courses greater at higher or lower educational levels? And how does the intersection of gender, education and family life courses vary across different macro-structural contexts? This paper addresses these questions comparing East and West Germany during the German division (1961 - 1990). We thereby compare a strong male breadwinner model in a social market economy in West Germany and a universal breadwinner model in a state socialist system in the East. The analysis uses data from the German National Education Panel (NEPS) and employs two new sequence analysis tools: sequence discrepancy analysis and the implicative statistic for analyzing sequences of typical states. These tools enable us to scrutinize the degree, content, and timing of differences in family trajectories between men and women of different educational levels in the two sub-societies. In line with our expectations, family life courses were more de-standardized in the West compared to the East, and this occurred to the same extent for men and women in both contexts. While we find moderate gender differences in family life courses across all educational groups in the strong male breadwinner context in West Germany, for East Germany gender differences were significant among the medium and lower educated, but not among the highly educated. These findings underline the fact that the intersection of gender and education for family life courses is highly context-specific. They further suggest that different patterns of assortative mating play a key role for gender differences in family life courses. We demonstrate the added value of sequence discrepancy analysis and the implicative statistic to illuminate differences in longitudinal life courses between men and women or other social groups."     "This paper analyzes to what extent parental leave decisions of mothers with young children depend on the decisions made by their coworkers. The identification of peer effects, which are defined as indirect effects of the behavior of a social reference group on individual outcomes, bears various challenges due to correlated characteristics within social groups and endogenous group membership. We overcome these challenges by exploiting quasi-random variation in the costs of parental leave during a narrow window around a cut-off date, induced by a parental leave benefit reform in Germany. The reform encourages mothers to remain at home during the first year following childbirth. Administrative linked employer-employee panel data enable us to assign a peer group to all individuals who work in the same establishment and occupational group. While there is a growing literature on peer effects, few studies look at peer effects in the context of parental leave decisions. We argue, however, that mothers with young children are particularly susceptible to peer behavior at the workplace due to preferences for conformity with peer group behavior as well as the career-related uncertainty that mothers face. Our results suggest that maternal decisions regarding the length of parental leave are significantly influenced by coworker decisions, in particular in situations with high uncertainty."     "Eine neue Studie gibt Rückenwind für das Vorhaben der Bundesregierung, mehr Lohngerechtigkeit zu schaffen. Demnach fordern über 90 Prozent der Frauen, gleichen Lohn für gleiche oder gleichwertige Arbeit. Für die repräsentative Studie im Auftrag des Bundesfamilienministeriums wurden mehr als 3000 Interviews mit Männern und Frauen geführt. Ziel war es, die Einstellung der deutschen Bevölkerung zu Einkommensgerechtigkeit zu untersuchen.
    Frauen zwischen 30 und 50 Jahren haben heute mehr Möglichkeiten als frühere Generationen. Sie wollen erwerbstätig sein, weil dadurch ihr Selbstwertgefühl und ihre wirtschaftlich Unabhängigkeit gestärkt werden. Ihre berufliche Qualifikation ist heute genauso gut wie die der Männer. Dennoch sind nach wie vor tradierte Rollenbilder, Verhaltensmuster und Fehlanreize wirksam, welche die bestehende Entgeltungleichheit befördern. So arbeiten Frauen viel häufiger in Teilzeit: Trotz guter Qualifikation sind nur 39 Prozent der Frauen im Alter von 30 bis 50 Jahren Vollzeit erwerbstätig - aber 88 Prozent der Männer. Gerade in der Mitte des Lebens werden weichenstellende Entscheidungen getroffen, die viele Frauen zunehmend vom Einkommen ihres Partners oder staatlichen Transferleistungen abhängig machen. Die praktische Lebenswirklichkeit der Frauen bleibt so weit hinter ihren Potenzialen und Wünschen zurück. Nur 14 Prozent der Frauen leben in einer gleichgestellten Partnerschaft, in der sich beide die Aufgaben für Haushalt und Kinder teilen und das Haushaltseinkommen erwirtschaften. Für den Zusammenhalt der Gesellschaft ist Gleichberechtigung nach Auffassung von 83 Prozent der Frauen ein notwendiges Basiselement - nur 12 Prozent sind der Ansicht, dass Gleichstellung zwischen Frauen und Männern bereits voll und ganz realisiert ist.     Der Arbeitsmarkt in Deutschland: Frauen und Männer am Arbeitsmarkt im Jahr 2015 (2016)

    "Das Wichtigste in Kürze:
    Die Erwerbsneigung und Erwerbsbeteiligung von Frauen und Männern sind in Deutschland in den letzten zehn Jahren deutlich gestiegen. Zwar haben sich die Unterschiede zwischen den Geschlechtern verringert, doch auch 2014 waren deutlich mehr Männer als Frauen erwerbstätig. Nur in wenigen Ländern Europas ist die Erwerbsbeteiligung insgesamt und insbesondere von Frauen so hoch wie in Deutschland. Frauen und Männer sind unterschiedlich in den verschiedenen Formen der Erwerbstätigkeit vertreten: Rund zwei Drittel der Selbstständigen sind Männer. Die sozialversicherungspflichtig Beschäftigten sind ebenfalls mehrheitlich männlich. Minijobs sind hingegen eine Frauendomäne. Die Zahl der sozialversicherungspflichtig beschäftigten Frauen ist zuletzt stärker gewachsen als die der Männer. Teilzeitbeschäftigung kommt bei Frauen weiterhin deutlich häufiger vor als bei Männern. Frauen sind überproportional im tertiären Sektor, Männer häufiger in der Landwirtschaft und der Industrie beschäftigt. In Ostdeutschland ist der Anteil sozialversicherungspflichtig beschäftigter Frauen an der Bevölkerung höher als in Westdeutschland. Die Arbeitslosenquote für Frauen ist - anders als noch in den neunziger Jahren - geringer als die Quote der Männer. Männer haben ein höheres Risiko ihre Beschäftigung zu verlieren und arbeitslos zu werden, aber auch bessere Chancen Arbeitslosigkeit durch Aufnahme einer Beschäftigung wieder zu überwinden. Der Anteil Langzeitarbeitsloser ist bei Frauen höher als bei Männern. Frauen stehen deutlich häufiger als Männer vor der Herausforderung neben der Arbeitsuche alleine für die Erziehung eines oder mehrerer Kinder verantwortlich zu sein. Frauen sind nicht ganz entsprechend ihrem Anteil an den Arbeitslosen und ihrer relativen Betroffenheit von Arbeitslosigkeit an der Förderung durch arbeitsmarktpolitische Maßnahmen beteiligt."     "Die Studie 'Renditepotenziale der NEUEN Vereinbarkeit' stellt die betriebswirtschaftlichen Vorteile einer modernen familienbewussten Personalpolitik für die Unternehmen dar und liefert Daten zur Abschätzung einer 'Vereinbarkeitsrendite': der Rendite auf familienfreundliche Maßnahmen der Unternehmen. Die Studie zeigt, dass bereits heute mit etablierten Angeboten wie Teilzeitmodellen, Home-Office oder Kinderbetreuungsangeboten positive Renditen bis zu 25 Prozent erzielt werden können.     "The world is facing an acute misuse of talent by not acting faster to tackle gender inequality, which could put economic growth at risk and deprive economies of the opportunity to develop, according to the World Economic Forum's Global Gender Gap Report 2016, which is published today.
    The report is an annual benchmarking exercise that measures progress towards parity between men and women in four areas: Educational Attainment, Health and Survival, Economic Opportunity and Political Empowerment. In this latest edition, the report finds that progress towards parity in the key economic pillar has slowed dramatically with the gap - which stands at 59% - now larger than at any point since 2008.
    Behind this decline are a number of factors. One is salary, with women around the world on average earning just over half of what men earn despite, on average, working longer hours taking paid and unpaid work into account. Another persistent challenge is stagnant labour-force participation, with the global average for women standing at 54%, compared with 81% for men. The number of women in senior positions also remains stubbornly low, with only four countries in the world having equal numbers of male and female legislators, senior officials and managers, despite the fact that 95 countries now have as many - if not more - women educated at university level." Currently America provides basic support for children, fathers, and mothers in the form of unpaid parental leave, child-related tax breaks, and limited public childcare. Alternatively, the United States' OECD peers empower families through paid parental leave and comprehensive investments in infants and children. The potential gains from strengthening these policies are enormous. Paid parental leave and subsidised childcare help get and keep more women in the workforce, contribute to economic growth, offer cognitive and health benefits to children, and extend choice for parents in finding their preferred work-life strategy. Indeed, the United States has been falling behind the rest of the OECD in many social and economic indicators by not adequately investing in children, fathers and mothers."     "Im zweiten Quartal 2015 wurde für 531.250 Kinder Betreuungsgeld bezogen. Das Betreuungsgeld war 2013 zeitgleich mit dem Rechtsanspruch auf einen Kita-Platz für Kleinkinder unter drei Jahren eingeführt worden. Vorgesehen war, Eltern 150 Euro monatlich zu zahlen, wenn sie ihr Kind zu Hause erziehen, statt es in einer öffentlich geförderten Kita betreuen zu lassen. Doch das Bundesverfassungsgericht hat die Regelung im Juli für nichtig erklärt. Der Grund: Die Länder seien zuständig. Für bis dahin bewilligte Bescheide gilt Bestandschutz. Als einziges Bundesland will Bayern die Leistung weiter zahlen und legte im Dezember einen entsprechenden Gesetzesentwurf vor, über den im Januar 2016 abgestimmt wird. Vor allem im Westen, so die Studie, dient das Betreuungsgeld häufig der Überbrückung, bis ein Betreuungsplatz gefunden ist: etwa 60 Prozent der Leistungsbezieher gaben bei der Befragung an, sich parallel um einen Platz für ihr Kleinkind beworben zu haben. Auf der anderen Seite sind in Deutschland rund 40 Prozent der Eltern grundsätzlich der Überzeugung, Kinder in den ersten Lebensjahren sollten allein in der Familie groß werden.     "Während die Einflüsse der Partnerschaftsqualität von sozioökonomischen Faktoren auf die Elternschaftsabsichten junger Erwachsener in Deutschland inzwischen empirisch gut erforscht sind, ist vergleichsweise wenig bekannt über die konkurrierenden Auswirkungen subjektiv verarbeiteter Modernisierungs- und Prekarisierungsfolgen. Basierend auf austauschtheoretischen Ansätzen, führen egalitäre Geschlechterrollenbilder zu einer signifikanten Abschwächung von Elternschaftsabsichten. Dieser Effekt verschwindet sobald nach Geschlechtergruppen getrennte Modelle berechnet werden. Für Männer zeigt sich zudem, dass schwächere subjektive Prekaritätswahrnehmungen mit erhöhten Elternschaftsabsichten einhergehen, während ein hoher Anteil befristeter Beschäftigung im Lebenslauf ebenfalls zur Verstärkung von Elternschaftsintentionen führt. Bei Frauen spielen hingegen weder Prekarisierungs noch Modernisierungseffekte eine Rolle - hier zeitigt lediglich die Partnerschaftszufriedenheit einen signifikant positiven Effekt auf Elternschaftsabsichten."     "We develop a theory of fertility, distinguishing its intensive margin from its extensive margin. The deep parameters are identified using facts from the 1990 US Census: (i) fertility of mothers decreases with education; (ii) childlessness exhibits a U-shaped relationship with education; (iii) the relationship between marriage rates and education is hump-shaped for women and increasing for men. We estimate that 2.5 percent of women were childless because of poverty and 8.1 percent because of high opportunity cost of childrearing. Over time, historical trends in total factor productivity and in education led to a U-shaped response in childlessness rates while fertility of mothers decreased."     "After the introduction of the Law on Childcare in 2005, childcare subsidies in the Netherlands became much more generous. Public spending on childcare increased from 1 to 3 billion euro over the period 2004-2009. Using a differences-in-differences strategy we find that, despite the substantial budgetary outlay, this reform had only a modest impact on employment. Furthermore, the rather small effects we find are likely confounded by a coincident increase in the EITC for parents with young children of 0.6 billion euro, which presumably also served to increase the labour supply of the group. The joint reform increased the maternal employment rate by 2.3 percentage points (3.0%) and maternal hours worked by 1.1 h per week (6.2%).     "A number of studies have shown that women's and men's wages relate to parenthood in general and to parental leave in particular, but we know little about the possible wage impact of leave to care for sick children, which is a part of the Swedish parental leave system. On the one hand, care leave may influence human capital and real or perceived work capacity similarly to parental leave and send the employer the same signals about work commitment and responsibilities outside of work. On the other hand, important differences, including timing, frequency and predictability, between care leave and parental leave influence paid work. This study uses Swedish register data to analyse the association between care leave and wages among mothers and fathers who had their first child in 1994. The results show that care leave is associated with a lower wage, particularly among men, up to 13 years after the birth of the first child. One reason for the gender difference in the association between care leave and wage may be that men's care leave has a stronger signalling effect compared with women's care leave."     "This article examines the impact that global working life has on working fathers' practices and family life. The internationalization of working life implies that different traditions and practices encounter and challenge each other. The focus is on mothers' and children's experiences with work - family life and their perceptions of fathers working in global companies. Using a case study approach, we explore how working conditions in global knowledge work organizations affect fathers' work practices and family life. The findings indicate that working conditions in global working life are gendered and not conducive to the development of the Norwegian fatherhood ideal of the working father. This is due to global and flexible working conditions, which imply long working hours, extensive travel and jetlag-related problems. Global working conditions produce a traditional masculinity practice, what Connell terms 'transnational masculinity', which infringes upon fathers' practice of being present."     "The German parental leave reform of 2007 created a new incentive for men to take parental leave by introducing 'daddy months': 2 months of well-remunerated leave exclusively reserved for fathers. Against the backdrop of the reform, this study examines how fathers' uptake of parental leave affects the amount of time they spend on paid work, housework, and childcare after the leave has ended. It investigates whether the effect of parental leave differs by the length of leave taken and by whether fathers took the leave alone or at the same time as their partners. Using data from the German Socio-Economic Panel from 2006 to 2012 and Families in Germany from 2010 to 2012, the results of fixed-effects regressions indicate that fathers who took parental leave subsequently reallocated their time from work to home. They reduced their working hours and increased their involvement in childcare even after short and joint periods of parental leave. But only those who took >2 months of leave or were on leave while their partner was working subsequently increased their participation in housework. Hence, fathers increased their involvement in childcare already after short leaves, whereas enhanced gender equality in couples' division of labour especially emerged after longer or solo leaves." Using micro-data from the United States and 17 European countries, we document that women are typically the largest contributors to the cross-country differences in work hours. We also show that there is a negative relation between taxes and annual hours worked, driven by men, and a positive relation between divorce rates and annual hours worked, driven by women. In a calibrated life-cycle model with heterogeneous agents, marriage and divorce, we find that the divorce and tax mechanisms together can explain 45% of the variation in labor supply between the United States and the European countries." Wenngleich viele Menschen sich Familie wünschen, ist es mittlerweile auch weitestgehend sozial akzeptiert, aus verschiedenen Gründen (auch ungewollt) kinderlos zu bleiben. Kinderlose Männer in Deutschland - wer sind sie und was hat dazu geführt, dass sie keinen Kinderwunsch haben? Kinderlose Frauen waren bereits in vielzähligen Untersuchungen Forschungsgegenstand: Die schwierige Vereinbarkeit von Familie und Beruf insbesondere in den alten Bundesländern, aber auch Autonomiebestrebungen werden häufig als Ursachen für ihre Kinderlosigkeit benannt. Doch wie steht es um die Männer?     "A gender differential in wages is considered to be discriminatory if the differential cannot be explained by gender differences in productivity. Numerous studies have been performed to measure the extent of gender wage discrimination in countries across the world, and most report a substantial amount of wage differential after adjusting for productivity differences. This differential has been attributed to labor market discrimination against women. Using data from 2003 and 2010 Household Budget Surveys conducted by Turkish Statistical Institute, this study examines the male-female earnings differentials and measures the extent of pay discrimination in Turkey. To analyze the components of the earnings gap, two methodologies are employed: The standard Oaxaca-Blinder decomposition method and the Juhn-Murphy-Pierce decomposition method. The results of the study indicate that in both years, a significant portion of the observed wage differential is attributable to wage discrimination which records a rise over the period."     "Die Expertise basiert auf der 2012 bis 2014 durchgeführten und von der Hans-Böckler-Stiftung finanziell unterstützten Studie 'Nachhaltige Effekte der Elterngeldnutzung durch Väter'. Im Mittelpunkt dieser Studie stand die Frage, inwiefern die Inanspruchnahme von Elterngeldmonaten durch erwerbstätige Väter nachhaltig gleichstellungspolitische Effekte in Betrieben und Familien anstößt bzw. absichern hilft.
    Von Interesse war dabei auch, wie es den Partner/innen der Väter parallel dazu gelingen kann, ihre Berufsverläufe kontinuierlicher zu gestalten. Übergreifendes Forschungsziel war die Förderung der Gleichzeitigkeit von Fürsorgeaufgaben und beruflichem Engagement als Normalität für weibliche und männliche Beschäftigte und damit ein Mehr an Partnerschaftlichkeit in Beruf und Familie.
    Die Expertise knüpft an die Ergebnisse der abgeschlossenen Studie an und erweitert die Betrachtung um eine Analyse der kurzfristigen Auswirkungen der Elternzeit der Väter auf ihre Arbeitszeit direkt nach den Elterngeldmonaten.     "We examine gender differences in careers using a large linked employer-employee dataset on Finnish white-collar manufacturing workers over the period of 1981 - 2006. Our focus is on labour market entrants whom we follow over time. We find that men start their careers from higher ranks of the hierarchy than do women, but the gender differences in education explain much of this gap. Men are also more likely to be promoted than are women, especially during their first years in the labour market, which amplifies the gender differences in hierarchical positions that are already apparent at labour market entry. Men earn higher starting wages than do women, while the results concerning gender differences in the returns to career progression are not clear-cut but depend on the type of career event and on the career phase.     "Die Erwerbstätigkeit von Müttern hat in Deutschland sowie in den meisten industrialisierten Ländern in den vergangenen Jahren stetig zugenommen. In Deutschland ist die Erwerbstätigkeit von Frauen mit Kindern von 59 Prozent im Jahr 2000 auf rund 66 Prozent im Jahr 2012 angestiegen. Der Großteil der erwerbstätigen Mütter geht jedoch nach wie vor einer Teilzeitbeschäftigung nach. Dies kann ein Hinweis darauf sein, dass die Vereinbarkeit von Beruf und Familie nicht ausreichend gewährleistet ist. Tatsächlich berichten viele Eltern, dass sich Familie und Beruf in Deutschland nur schwer vereinbaren lassen. Auch für die USA lässt sich zeigen, dass Frauen, die Karriere und Familie gleichzeitig unter einen Hut bringen möchten, eine geringere Lebenszufriedenheit aufweisen, als Frauen, welche nur eines der beiden Ziele verfolgen. In Deutschland, wie auch in anderen Industrieländern, reagieren immer mehr Unternehmen auf die Bedürfnisse ihrer Arbeitnehmer und versuchen mithilfe von familienfreundlichen Maßnahmen qualifizierte Fachkräfte zu gewinnen bzw. an ihr Unternehmen zu binden. Zu der Frage, welche Maßnahmen Unternehmen in Deutschland ergreifen und inwiefern familienfreundliche Maßnahmen in Betrieben die elterlichen Arbeitsentscheidungen und die persönliche Zufriedenheit beeinflussen, gibt es für Deutschland bisher kaum repräsentative Forschungsergebnisse. Vor allem fehlt es an empirisch fundierten Analysen, welche auf einen Kausalzusammenhang zwischen familienfreundlichen Arbeitsplätzen einerseits und Zufriedenheit oder Arbeitsverhalten der Arbeitnehmer andererseits schließen lassen."     "Der Wunsch nach aktiver Vaterschaft hat insbesondere bei Männern in Westdeutschland an Bedeutung gewonnen, dies zeigt nicht nur der stetig wachsende Anteil der Väter in Elternzeit. Gleichwohl haben wissenschaftliche Studien nachgewiesen, dass Väter ihre Ernährerfunktion nicht aufgeben möchten oder können. Die kurze Dauer kindbedingter Ausstiege aus der Erwerbsarbeit und die Tatsache, dass sich an der geschlechtsspezifischen Aufgabenteilung zwischen Familien- und Erwerbsarbeit bis heute wenig verändert hat, wirft die Frage nach den Gründen für die große Kluft zwischen dem gewünschten und tatsächlichen Umfang des väterlichen Engagements in der Familie auf.
    Das Projekt hat vor diesem Hintergrund das Ziel, Erkenntnisse zur Rolle von Vätern in der Ausgestaltung der familialen Lebensführung sowie zu Unterstützungsbedarfen partnerschaftlicher Vereinbarkeit von Familie und Beruf zu generieren und damit strukturelle Veränderungspotenziale für Politik und Wirtschaft aufzuzeigen. Analysen auf Basis des Sozio-oekonomischen Panels (SOEP) zeigen, dass eine längere Elternzeit von Müttern auch nach Rückkehr beider Partner in den Arbeitsmarkt mit einer traditionelleren Arbeitsteilung in Bezug auf Haushaltsarbeit und Kinderbetreuung einhergehen. Väter, die Elternzeit in Anspruch nehmen, teilen die Familienarbeit im vierten Jahr nach der Geburt gleichmäßiger auf als Väter ohne Erwerbsunterbrechung. Jedoch beteiligen sich Väter, die gleichzeitig mit der Partnerin Elternzeit genommen haben, nach der Geburt des ersten Kind mittelfristig weniger an der Kinderbetreuung als Väter, die nicht gleichzeitig mit der Mutter in Elternzeit waren. Beim zweiten Kind findet sich dieser Zusammenhang nicht. Die Ergebnisse lassen sich dadurch erklären, dass Mütter im Zuge einer längeren Elternzeit eher ihre Identität und ihre Präferenzen für Kinderbetreuung anpassen. Väter wiederum können sich durch die Elternzeit, vor allem wenn sie nicht gleichzeitig mit der Mutter genommen wird, 'familienarbeitsrelevante' Fähigkeiten aneignen und engere Bindungen zu den Kindern aufbauen."     Abstract

    "This study investigates how the duration of child care leave taken by mothers and fathers relates to changes in couples' division of housework and child care after postnatal labour market return in Germany. It explores whether take-up of child care related leave may impact the gender division of domestic work beyond the period of leave and examines three theoretical explanations: 1) development of domestic work skills, 2) bargaining power based on economic resources, and 3) adaptations in gender role or parenting identities. Using data from the German Socio-Economic Panel (1992-2012) on 797 and 762 couples with a first or second birth, respectively, we applied OLS regression models with lagged dependent variables in combination with Heckman selection correction. The results suggested that dual-earner couples where mothers took longer leaves experienced a greater shift towards a gender-traditional division of domestic labour after childbirth even in the medium-term after labour market return. The linear relationship and stronger effects on the division of child care than for housework lent support to identity-based explanations. Paternal leave take-up was associated with a more equal division of housework and child care after first births but not after second birth transitions. The relationship with the leave duration was less clear. In terms of explaining the mechanisms for fathers, the findings provided greatest support for explanations relating to domestic skills development possibly in combination with changes in fathering identities."
