Atypische Beschäftigung

Der deutsche Arbeitsmarkt wird zunehmend heterogener. Teilzeitbeschäftigung und Minijobs boomen. Ebenso haben befristete Beschäftigung und Leiharbeit an Bedeutung gewonnen und die Verbreitung von Flächentarifverträgen ist rückläufig. Diese atypischen Erwerbsformen geben Unternehmen mehr Flexibilität.
Was sind die Konsequenzen der zunehmenden Bedeutung atypischer Beschäftigungsformen für Erwerbstätige, Arbeitslose und Betriebe?     "From the 1970s to the early 2000s, the United States experienced an epochal wave of low-skilled immigration. Since the Great Recession, however, U.S. borders have become a far less active place when it comes to the net arrival of foreign workers. The number of undocumented immigrants has declined in absolute terms, while the overall population of low-skilled, foreign-born workers has remained stable. We examine how the scale and composition of low-skilled immigration in the United States have evolved over time, and how relative income growth and demographic shifts in the Western Hemisphere have contributed to the recent immigration slowdown. Because major source countries for U.S. immigration are now seeing and will continue to see weak growth of the labor supply relative to the United States, future immigration rates of young, low-skilled workers appear unlikely to rebound, whether or not U.S. immigration policies tighten further."     "In den letzten Jahren ist der Ruf nach einer Eindämmung befristeter Arbeitsverträge im öffentlichen Dienst lauter geworden. Nicht zu Unrecht: Befristungen sind häufig mit Beschäftigungsunsicherheit verbunden und erschweren die individuelle Lebensplanung. Vor allem junge Menschen im Familiengründungsalter sind davon betroffen. Eine Studie des ifo-Instituts hat jüngst ergeben, dass sich Befristungen negativ sowohl auf Familiengründungen an sich als auch auf die Anzahl der Kinder auswirken. Im Hinblick auf den demografischen Wandel ist das kein wünschenswerter Effekt. Die fehlende Kontrolle über die eigenen Handlungsmöglichkeiten, der permanent nagende Zweifel, ob man in einigen Monaten noch beschäftigt ist, können zudem die Gesundheit der Betroffenen beeinträchtigen."     "Previous quantitative studies have established a link between precarious work and occupational health and safety (OHS). Using an ethnographically informed qualitative approach, this article investigates the workplace experiences of different types of precarious workers, in particular those who are directly-employed temporary workers and those who are engaged through an agency. Drawing on the work of Andrew Hopkins, the article finds cultural practices that lead to worsened OHS experiences for those who are engaged through an agency.     "Rates of hiring and job separation fell by as much as a third in the U.S. between the late 1990s and the early 2010s. Half of this decline is associated with the declining incidence of jobs that start and end in the same calendar quarter, employment events that we call 'single quarter jobs.' We investigate this unique subset of jobs and its decline using matched employer-employee data for the years 1996 - 2012. We characterize the worker demographics and employer characteristics of single quarter jobs, and demonstrate that changes over time in workforce and employer composition explain little of the decline in these jobs. We find that the decline in these jobs accounts for about a third of the decline in the fraction of the population that holds a job in the private sector that occurred from the mid-2000s to the early 2010s. We also find little evidence that single quarter jobs are stepping stones into longer-term employment. Finally, we show that the inclusion or exclusion of these single quarter jobs creates divergent trends in average earnings and the dispersion of earnings for the years 1996 - 2012. To the extent that administrative records measure the volatile tail of the employment distribution better than conventional household surveys, these findings show that measurement of short duration jobs matters for economic analysis."     "Der vorliegende Text befasst sich mit sozialer Ausgrenzung von prekär Beschäftigten durch Kernbelegschaften. Prekarisierung, so die These, muss auch als eine soziale Praxis, als doing precarity, seitens der Stammbeschäftigten verstanden werden. Im Anschluss an eine Analyse gängiger Ansätze zur Erklärung dieses Phänomens wird anhand umfassenden empirischen Materials eine eigene Interpretation vorgestellt. Hiernach suchen die Stammbeschäftigten durch die Abwehr von Prekären eine gesellschaftliche Konfiguration zu behaupten, die als 'moralische Ökonomie des Wohlfahrtsstaates' bezeichnet werden kann, und deren Herzstück die strukturelle Verbindung von Lohnarbeit und sozialer sowie politischer Bürgerschaft darstellt."     "Across many countries, the rise of atypical work has been noted whereby employees are increasingly in less secure contractual situations. While this might lead to more flexible labour markets, there are potential downsides for individuals. We explore the prevalence of atypical work in Ireland which provides a fascinating case-study. Ireland experienced a dramatic deterioration in its labour market around the Great Recession with unemployment rising from 4.8 percent in 2007 to 15 percent in 2012. This situation was also reversed somewhat quickly with unemployment falling to 8 percent by 2016. Such dramatic swings provide the context in which we explore whether atypical work increased for new job holders with the onset of recession and whether or not this weakened as the economy recovered. We find that atypical work did increase with the recession and, although moderating, the likelihood of new jobs being atypical persisted into the recovery. This raises important questions about whether economic recovery alone will improve job quality, in addition to jobs numbers." (Author's abstract, IAB-Doku) ((en))

    "This study uses panel data for Australia from the HILDA Survey to estimate the wage differential between workers in temporary jobs and workers in permanent jobs. Specifically, unconditional quantile regression methods with fixed effects are used to examine how this gap varies over the entire wages distribution. While fixed-term contract workers are on rates of pay that are similar to permanent workers, low-paid casual workers experience a wage penalty and high-paid casual workers a wage premium compared to their permanent counterparts.     "This article examines the role of migrant workers in meat-processing factories in the UK. Drawing on materials from mixed methods research in a number of case study towns across Wales, we explore the structural and spatial processes that position migrant workers as outsiders. While state policy and immigration controls are often presented as a way of protecting migrant workers from work-based exploitation and ensuring jobs for British workers, our research highlights that the situation 'on the ground' is more complex. We argue that 'self-exploitation' among the migrant workforce is linked to the strategies of employers and the organisation of work, and that hyper-flexible work patterns have reinforced the spatial and social invisibilities of migrant workers in this sector. While this creates problems for migrant workers, we conclude that it is beneficial to supermarkets looking to supply consumers with the regular supply of cheap food to which they have become accustomed."     "Marginal employment (ME) is one of the largest forms of atypical employment in Germany. We analyse whether ME has a 'stepping stone' function for unemployed individuals, i.e., whether ME increases the subsequent probability of regular employment. We find differing treatment effects by unemployment duration. According to our results, ME increases the likelihood of regular employment within a 3-year observation period only for those who take up ME several months after beginning to receive benefits. In contrast, for those starting ME within the first months of receiving benefits, there is no effect on the probability of regular employment. Although we took several measures to minimize the impact of unobserved heterogeneity, our results can only be interpreted as causal if the conditional independence assumption holds."     "Jüngste wirtschaftswissenschaftliche Abhandlungen betonen, dass die Nutzung befristeter Arbeitsverträge einen negativen Einfluss auf die Produktivität haben könnte. Es sprechen jedoch verschiedene Gründe dafür, dass die Auswirkungen befristeter Arbeitsverträge nicht in allen Branchen gleich sind. In diesem Artikel untersuchen wir den Einfluss von befristeten Arbeitsverträgen auf das Produktivitätswachstum und fragen insbesondere, ob es je nach der Qualifikationsintensität der Branchen Unterschiede gibt. Unser Datensatz ist ein Panel europäischer Länder auf Wirtschaftszweigebene, das es uns gestattet, die Branchen nach Qualifikationsintensität zu unterscheiden. Unser wichtigstes Ergebnis ist, dass befristete Beschäftigung einen negativen Einfluss auf das Produktivitätswachstum hat, dies aber in Branchen mit hoher Qualifikationsintensität stärkere negative Auswirkungen hat.Während ein Anstieg des Anteils an befristeter Beschäftigung in qualifikationsintensiven Branchen um 10 Prozentpunkte das Produktivitätswachstum um rund 1 - 1,5% senken würde, betrüge dieser Wert in weniger qualifikationsintensiven Branchen nur rund 0,5 - 0,8%. Dieses Ergebnis ist stabil für verschiedene Intensitätsindices und Produktivitätsmaßnahmen sowie für die Stichprobenzusammensetzung.     "Die vorliegende Dissertation mit dem Titel "Einsatz und Auswirkungen von Zeitarbeit - Empirische Evidenz für Deutschland" befasst sich mit der Beschäftigungsform Zeitarbeit. Die vorgenommenen Analysen ermöglichen ein vertieftes Verständnis der Umstände und Ausgestaltung des Einsatzes von Zeitarbeit sowie den Auswirkungen. Es werden sowohl Determinanten einer Zeitarbeitsbeschäftigung als auch mögliche Folgeeffekte einer Beschäftigung in der Zeitarbeit auf die Zeitarbeitnehmer betrachtet. Ein exklusiver Datensatz einer der größten in Deutschland aktiven Zeitarbeitsagenturen der Jahre 2007 bis 2011 mit Informationen von fast 12.000 Zeitarbeitnehmern und ihre Einsätze in Entleihunternehmen ermöglicht Analysen der Tätigkeiten der Arbeitnehmer in Zeitarbeit, die so bisher noch nicht vorgenommen werden konnten. Ergänzt werden die Erkenntnisse mit Analysen weiterer Panel-Daten aus Arbeitnehmer- und Arbeitgebersicht, um ein noch tieferes Verständnis herbeizuführen. Untersucht werden neben der Beschäftigungsstruktur in der Zeitarbeit auch die von den Zeitarbeitnehmern empfundene Arbeits- und Lebenszufriedenheit sowie ihre von den entleihenden Unternehmen berichtete Motivation und Arbeitsmoral. Darüber hinaus werden mögliche Übernahmeeffekte von Zeitarbeit in reguläre Beschäftigung durch die entleihenden Unternehmen untersucht. Außerdem werden Erkenntnisse über die Eigenschaften der Unternehmen gewonnen, welche Zeitarbeit einsetzen und welche Zeitarbeitnehmer auch in ihre Stammbelegschaft übernommen haben." Betriebe setzen zum einen atypische Beschäftigungsverhältnisse ein, um erst am Arbeitsplatz die Eignung von Arbeitnehmern zu überprüfen und auf dieses Weise hohe Auswahlkosten bzw. hohe Kosten durch die Nichteignung von Mitarbeitern zu vermeiden. Zum anderen schaffen sich Betriebe durch die Beschäftigung von Leiharbeitern und durch befristete Verträge einen 'Flexibilitätspuffer', um so bei starken Nachfrageschwankungen oder bei dauerhaftem Nachfragerückgang ihre Belegschaft verkleinern zu können, ohne dass ihnen Kündigungskosten entstehen. Dagegen streben Arbeitnehmer keine atypischen Beschäftigungsverhältnisse an, die für sie eine höhere Beschäftigungsunsicherheit bedeuten. Sie sind allerdings umso eher zur Annahme solcher Stellen bereit, je höhere Suchkosten in Form von entgangenem Einkommen und dem Verlust von Humankapital ihnen andernfalls entstehen würden."     "In zahlreichen europäischen Staaten hat die Zeitarbeit in den vergangenen beiden Jahrzehnten deutlich an Bedeutung gewonnen. Heute sind etwa 2% der Arbeitnehmer in der Europäischen Union bei Zeitarbeitsfirmen beschäftigt. Verschiedene Studien haben festgestellt, dass der Beschäftigungsumfang im Zeitarbeitssektor dem Wirtschaftswachstum vorausläuft. Dieser Beitrag untersucht, ob und inwieweit entleihende Unternehmen in Deutschland die Zeitarbeit als strategischen 'Puffer' zur Anpassung an die bei ihnen fluktuierende Arbeitsnachfrage im Zeitraum 2006-2014, d.h. vor, während und nach der Krise von 2008/2009, nutzten. Unter Zugriff auf Mikrodaten des IAB-Betriebspanels und regionale Arbeitsmarktstatistiken findet die Analyse nur sehr begrenzte Belege für eine systematische 'Puffer'-Funktion der Zeitarbeit. Oftmals nutzen Entleihfirmen die Zeitarbeit vielmehr als Mittel zur Flexibilisierung ihres Personalmanagements. Eine Analyse der Treatmenteffekte (Average Treatment Effect on the Treated, ATT) hinsichtlich der Job- und Lohnentwicklung in Entleihfirmen mit Hilfe eines Propensity Score Matching-Verfahrens führt zu dem Ergebnis, dass diese Art der Flexibilisierung in Regionen mit hoher Arbeitslosigkeit dort ansässige Entleihfirmen offenbar nach der Krise insgesamt zu mehr Einstellungen bewegt hat als vergleichbare Firmen, die während der Krise keine Zeitarbeitskräfte beschäftigten."     "The effect of flexibility at-the-margin on wage of permanent employees is evaluated using Italian Linked Employer-Employee Data for the period 1991 - 2004. Temporary Agency Workers (TAW) introduced in Italy in 1997 in some specific industries represents a form of flexible job providing a quasi-experimental setup that can be used to obtain identification by applying difference-in-differences. Concerns related to confounding trends are addressed through several robustness and falsification tests. Norms introducing TAW in all sectors in 2000 are also exploited. Results show an increase in permanent employees' wage in industries involved in the reform. This evidence is consistent with insider-outsider theories wherein - in a dual labor market - a rise in the share of unprotected employees may spill over upon insiders' wage." OLE rationalises academic labour by separating it from the delivery of educational content while transforming learning into the self-disciplined completion of sequential tasks (e.g. 'competency-based learning') under the panoptic surveillance of online course management systems (CMS). OLE is subtly shifting the very hidden curriculum of higher education to meet the needs of global capital for a more effectively disciplined labour force that can work contingently and remotely with little or no overt coercion. This analysis of the process by which OLE is rationalising academic labour draws upon the ideas of Foucault and Tronti to argue that OLE is a tool for producing a type of disciplined labour that breaks down the borders between productive and reproductive labour in order to colonise all life as work."     "Die geringfügig entlohnte Beschäftigung, meist als 'Minijob' bezeichnet, ist ein Phänomen: Obwohl ständig in der Kritik ist die Bedeutung dieser Beschäftigungsform seit Inkrafttreten der letzten einschneidenden Reform 2003 kontinuierlich gestiegen und mittlerweile auf dem deutschen Arbeitsmarkt zweifellos etabliert. Deutlich über 7 Millionen Menschen und damit fast jeder fünfte abhängig Beschäftigte ist 'MinijobberIn'. Der Anteil derjenigen, die zusätzlich zu einer regulären Beschäftigung einen Minijob in Nebentätigkeit ausüben, steigt.
    Prägendes Charakteristikum des Minijobs ist die gewährte Befreiung von der Sozialversicherungspflicht. Auch steuerlich werden Minijobs bevorteilt. Dies scheint aus Arbeitnehmersicht zunächst einmal attraktiv. Bei genaueren Analysen zeigt sich aber, dass es oftmals die ArbeitgeberInnen sind, die vom Sonderstatus profitieren. Viele MinijobberInnen hätten hingegen auch ohne steuerliche Sonderbehandlung keine Einkommensteuer zu zahlen. Allerdings stellen die MinijobberInnen eine inhomogene Gruppe dar - insbesondere bezüglich der Haushaltseinkommen. Profiteure der weitest gehenden Steuerbefreiung sind vor allem Haushalte mit höheren Einkommen. Die aktuelle Regelung subventioniert so kaum die intendierte Gruppe, wohingegen die steuerlichen Einnahmeausfälle, denen sich das vorliegende Papier widmet, die Allgemeinheit trägt. Generell werden die Kosten der Minijobs sozialisiert und in die Zukunft verlagert.
    Die erhoffte 'Brückenfunktion' in sozialversicherungspflichtige Beschäftigung wird zudem unzureichend erfüllt. Häufig erweist sich der Minijob im Lebenslauf gar als Sackgasse. Die Klebeeffekte sind enorm, die Aufstiegschancen gering. Ein Verharren im Minijob birgt jedoch Risiken: So sind Minijobs alleine aufgrund ihrer Einkommensgrenze inhärent nicht existenzsichernd. Zudem ist der fehlende individuelle Zugang zu den Sozialversicherungen regulatives Merkmal. Wie der prekäre Pfad der Minijobs zugunsten eines für beide Geschlechter sozial- und existenzsichernden Erwerbssystems verlassen werden könnte, muss somit erneut diskutiert werden." However, due to a lack of proper data, only a few empirical studies have been devoted to analyse the consequences of temporary employment for future career and economic prospects on the Polish labour market. In this study the data from the Social Diagnosis panel study for the years 2009 - 2013 are used in order to analyse these consequences. The results reveal that although the chances for the temporary employed of finding a permanent job increase and the risk of being unemployed decreases over time, the negative consequences of temporary employment for income and its perceived stability do not seem to diminish."     "Seit ihrem Höhepunkt im Februar 2005 sank die Arbeitslosigkeit in Deutschland innerhalb von drei Jahren von 5,2 Millionen auf 3,6 Millionen, während die Erwerbstätigkeit um 1,2 Millionen stieg. Die meisten theoretischen und empirischen Analysen gehen implizit davon aus, dass Arbeitslose im Wesentlichen in Vollzeit-Erwerbstätigkeit wechseln. Wir fragen wohin die Arbeitslosen tatsächlich gehen. Wir erklären den Rückgang der Arbeitslosigkeit, indem wir die Übergänge zwischen Arbeitslosigkeit und 16 anderen Erwerbsstatusarten anhand zweier großer Mikro-Datensätze berechnen. Es zeigt sich, dass direkte Übergänge zwischen Arbeitslosigkeit und Vollzeit-Erwerbstätigkeit nur knapp 9 Prozent zum Rückgang der Arbeitslosigkeit beitrugen. Dagegen wechselten mehr als 37 Prozent der Arbeitslosen in atypische Beschäftigungsverhältnisse. Weitere 13 Prozent nahmen an arbeitsmarktpolitischen Maßnahmen teil und 28 Prozent gingen in den Ruhestand.     "Im Vergleich zwischen den Niederlanden und Deutschland zeigen sich Parallelen in der Struktur der Selbstständigkeit bezogen auf die Branchen, die Qualifizierung, den Anteil von Frauen, die Altersverteilung und die Arbeitszufriedenheit. Befragte in Deutschland geben als Motiv für die Solo-Selbstständigkeit häufiger 'Push-Faktoren' an als Befragte in den Niederlanden, d. h. Gründungen erfolgen häufiger 'aus der Not heraus'. Der Anteil der 'prekären' Solo-Selbstständigen ist in Deutschland größer und der Anteil der 'Gewinn erwirtschaftenden' und 'abgesicherten' Solo-Selbstständigen kleiner als in den Niederlanden. Der größere Anteil 'prekärer' Solo-Selbstständiger in Deutschland könnte auf Unterschiede in der Lohnstruktur und der sozialen Absicherung zurückzuführen sein.     "Der Beitrag geht der Frage nach, welche Faktoren für die Expansion atypischer Beschäftigungsformen bestimmend sind. Zunächst beschreibt er Entwicklung und Strukturen von Teilzeitarbeit, Mini- und Midijobs, Leiharbeit und Befristungen. Nachfolgend diskutiert er ausgewählte in der Literatur angebotene Argumente, die in der Literatur als mögliche Treiber angeführt werden. Dabei lässt sich zeigen, dass Makroargumente wie die Tertiarisierung oder Feminisierung ohne eine mikrotheoretische Fundierung nur bedingt Antworten liefern können. Der Bedarf an Flexibilität und an deren spezifischen Formen unterscheidet sich stark je nach Wirtschaftszweig. Neben nachfrageseitigen sind außerdem angebotsseitige Faktoren zu berücksichtigen, beispielsweise unterschiedliche Zeitpräferenzen der Beschäftigten sowie die Angebots-Nachfrage-Relationen auf den Teilarbeitsmärkten. Resümierend plädiert der Autor für weitergehende theoretische Forschungsanstrengungen - nebst deren empirischer Überprüfung - , die monokausale Erklärungen überwinden, die verschiedenen Dimensionen verknüpfen und perspektivisch ein Gesamtmodell anstreben, das atypische Beschäftigung in den übergreifenden Kontext flexibler Arbeit einzuordnen vermag."     "This paper examines how the 2008 - 09 financial crisis affected labor markets in Central and Western Europe, and how this impact depended on employment protections laws. Using a differences-in-differences approach that compares industries with varying degrees of inherent dependence on external financing, the analysis finds that the crisis had significant negative impacts on employment, particularly on temporary, less skilled, and younger workers. These impacts on the level and composition of employment were significantly stronger in countries with stronger legal protection of permanent workers from dismissal. This finding suggests that, given regulatory inflexibility in adjusting the permanent workforce, firms responded to tightening financial constraints by disproportionately laying off temporary workers (who tend to be younger and less skilled than permanent workers)."     "Langfristig zeigt sich ein Trend zugunsten von atypischen Erwerbsformen wie Teilzeit, geringfügige Beschäftigung und Befristungen. Hierfür gibt es nicht eine einzelne Erklärung, sondern eine ganze Reihe von Faktoren dürfte dafür verantwortlich sein. Dieser Beitrag wählt die Perspektive der Beschäftigten. Untersucht werden individuelle Determinanten verschiedener Beschäftigungsformen und deren veränderte Bedeutung im Zeitverlauf. Die Ergebnisse verweisen auf unterschiedliche Triebkräfte bei den verschiedenen Beschäftigungsformen. Bei sozialversicherungspflichtiger Teilzeitbeschäftigung dominiert der Familienaspekt, bei geringfügiger Beschäftigung werden Bildungs- und Ausbildungsdefizite stärker sichtbar und befristete Beschäftigung konzentriert sich mehr auf junge Arbeitskräfte. Dabei muss allerdings offen bleiben, inwieweit sich Personen aktiv in bestimmte Beschäftigungsformen hineinselektiert haben oder durch Marktkräfte hineinselektiert wurden, mit anderen Worten, ob sie bewusst oder unfreiwillig eine bestimmte Erwerbsform gewählt haben."     "This report examines developments in non-standard employment over the last decade. It looks at trends in the main categories of non-standard employment - temporary, temporary agency and part-time work and self-employment - based mainly on data from the European Union Labour Force Survey. It discusses some aspects of the labour market situation of workers in these categories including wages and the extent to which they would prefer a standard employment status. The report includes a specific focus on work mediated by digital platforms, which is the most innovative of the new forms of employment that have emerged in the past decade. Digital platform work is thought to have considerable potential for growth but also to present challenges related to working conditions and social protection.     "Die Autoren betrachten anhand von Daten der Erwachsenenkohorte des Nationalen Bildungspanels, wie sich die Erwerbsverläufe der nach dem 2. Weltkrieg geborenen Kohorten verändert haben und welche Rolle atypische Beschäftigung in diesem Zusammenhang spielt. Für jüngere Kohorten zeigen sich hierbei längere Ausbildungszeiten und ein späterer Erwerbseinstieg sowie eine größere Bedeutung von atypischer Beschäftigung, die bei Frauen mit wesentlich höherer Erwerbstätigkeit einhergeht. Eine Sequenzanalyse von Arbeitsmarktverläufen verdeutlicht die Chancen und Risiken von atypischer Beschäftigung. So steigt der Anteil an Personen, deren Erwerbseinstieg nahezu ausschließlich von atypischer Beschäftigung geprägt ist, über die Kohorten hinweg deutlich an. Ein Großteil der Zunahme atypischer Beschäftigungsverhältnisse geht jedoch auf die verstärkte Erwerbsbeteiligung von Frauen zurück, wobei Beschäftigung in Teilzeit oder Minijobs für den Wiedereinstieg nach einer Erwerbsunterbrechung eine bedeutende Rolle spielt."     "Deutschland ist zu einem der wichtigsten Zielländer für Arbeitsmigranten innerhalb der Europäischen Union (EU) geworden. Die deutsche Regierung hat nach den Osterweiterungsrunden von 2004 und 2007 temporäre Beschränkungen der Arbeitnehmerfreizügigkeit für die Beitrittsländer eingeführt. Diese Beschränkungen hatten allerdings keinen großen Einfluss auf den Gesamtumfang der Arbeitskräftemobilität. Vielmehr gingen sie mit neuen, 'atypischen' Formen der Mobilität wie Arbeitnehmerentsendung, Selbstständigkeit und Saisonarbeit einher, die gemäß den Regelungen der EU nur in geringem Umfang den Bestimmungen des Gastlandes unterliegen. Durch die Kombination der vorübergehenden Beschränkungen der Arbeitnehmerfreizügigkeit und die durch atypische Formen der Mobilität eröffneten Möglichkeiten wurden Anreize für Unternehmen und Arbeitsmigranten geschaffen, Formen der atypischen Migration zu verfolgen. Dies trug zu einer beträchtlichen Zunahme von Ausgliederungen und Subunternehmerverträgen bei, bei denen der flexible Einsatz von externen Arbeitskräften die bereits bestehende Wettbewerbsdynamik im unteren Lohnsegment verstärkte."     "Background: Empirical evidence has demonstrated adverse associations between parental nonstandard work schedules (i.e., evenings, nights, or weekends) and child developmental outcomes. However, there are mixed findings concerning the relationship between parental nonstandard employment and children's body mass index (BMI), and few studies have incorporated information on paternal work schedules.
    Objective: This paper investigated BMI trajectories from early to middle childhood (ages 3 - 11) by parental work schedules at 9 months of age, using nationally representative cohort data from the United Kingdom. This study is the first to examine the link between nonstandard work schedules and children's BMI in the United Kingdom.
    Methods: We used data from the Millennium Cohort Study (2001?2013, n = 13,021) to estimate trajectories in BMI, using data from ages 3, 5, 7, and 11 years. Joint parental work schedules and a range of biological, socioeconomic, and psychosocial covariates were assessed in the initial interviews at 9 months.
    Results: Compared to children in two-parent families where parents worked standard shifts, we found steeper BMI growth trajectories for children in two-parent families where both parents worked nonstandard shifts and children in single-parent families whose mothers worked a standard shift. Fathers' shift work, compared to standard shifts, was independently associated with significant increases in BMI.
    Conclusions: Future public health initiatives focused on reducing the risk of rapid BMI gain in childhood can potentially consider the disruptions to family processes resulting from working nonstandard hours.
    Contribution: Children in families in which both parents work nonstandard schedules had steeper BMI growth trajectories across the first decade of life.     "Im Zuge von Flexibilisierung und Digitalisierung der Arbeitswelt gewinnen selbstorganisierte Formen der Arbeitsorganisation und der Leistungssteuerung weiter an Bedeutung (Zielvereinbarungen, Projektarbeit etc.). Bislang gibt es nur wenige Erkenntnisse darüber, wie diese sich auf die Arbeitsbedingungen der Beschäftigten und somit auch die Regulierungserfordernisse auswirken. Es stellt sich etwa die Frage, ob konventionelle Regulierungen und Möglichkeiten zum Schutz der Beschäftigten (Arbeitsschutzgesetz, betriebliche Interessenvertretung) den Gestaltungsanforderungen dieser ergebnisorientiert gesteuerten Arbeitssysteme gerecht werden.
    Anhand einer breit angelegten Befragung in 1.700 deutschen Betrieben mit Betriebsratsvertretung werden hierzu Befunde vorgestellt. Es zeigt sich, dass Belegschaften in Betrieben mit ergebnisorientierten Arbeitsbedingungen tatsächlich höherem Arbeits- und Leistungsdruck ausgesetzt sind und die bestehenden Regularien kaum greifen, um den wachsenden Arbeitsdruck in den Betrieben eindämmen zu können.     "Many skilled professional occupations are characterized by an early period of intensive skill accumulation and career establishment. Examples include law firm associates, surgical residents, and untenured faculty at research-intensive universities. High female exit rates are sometimes blamed on the inability of new mothers to survive the sustained negative productivity shock associated with childbearing and early childrearing in these environments. Gender-neutral family policies have been adopted in some professions in an attempt to 'level the playing field.' The gender-neutral tenure clock stopping policies adopted by the majority of research-intensive universities in the United States in recent decades are an excellent example. But to date, there is no empirical evidence showing that these policies help women. Using a unique data set on the universe of assistant professor hires at top-50 economics departments from 1985-2004, we show that the adoption of gender-neutral tenure clock stopping policies substantially reduced female tenure rates while substantially increasing male tenure rates."     "Seit den 80er Jahren ist die Zahl jener Personen im erwerbsfähigen Alter, die keiner bezahlten Beschäftigung nachgehen, in (West-) Deutschland deutlich zurückgegangen. Entsprechend ist unter den 18- bis 67-Jährigen der Anteil derjenigen ohne Job gesunken. Dieser Beschäftigungszuwachs fand vor allem zugunsten der geringfügigen Beschäftigung oder einer Tätigkeit als Solo-Selbständige/ r statt und weniger bei den normalen Arbeitsverhältnissen. Die vorliegende Analyse auf Basis der Daten des Sozio-oekonomischen Panels (SOEP) zeigt aber auch, dass der Anteil der Normalarbeitsverhältnisse an allen Erwerbsfähigen nicht abgenommen hat. Personen, die einer atypischen Beschäftigung nachgehen, sind spezifischen Risiken ausgesetzt. Um dem Trend zu diesen Beschäftigungsverhältnissen entgegenzuwirken, sind verschiedene Maßnahmen denkbar. Dazu gehören ein Ausbau der Kinderbetreuung, die Abschaffung der Sonderregeln für Mini-Jobs sowie eine Versicherungspflicht für Alter und Unfall für bislang nicht abgesicherte Selbständige." Das Ziel dieser Studie ist es, die Auswirkungen von Perioden in atypischer Beschäftigung auf die Erwerbsbiografie zu untersuchen. Insbesondere ist dabei von Interesse, ob atypische Beschäftigung eher zur Integration in den Arbeitsmarkt beiträgt (Brückeneffekt) oder aber vielmehr zum Verbleib in atypischer Beschäftigung führt (Einsperreffekt). Zur Beurteilung dieser Frage sollen neben der Ausprägung der Beschäftigung als solche auch andere die Erwerbsbiografie betreffende Aspekte betrachtet werden. Die Analysen basieren auf der Verbindung von Daten des Nationalen Bildungspanels (Startkohorte Erwachsene) und administrativen Daten des Instituts für Arbeitsmarkt- und Berufsforschung. Diese erlauben die Unterscheidung von Teilzeitbeschäftigung, geringfügiger Beschäftigung, Befristung, Arbeitnehmerüberlassung und freier Mitarbeit.     "Befristete Verträge werden in vielen Ländern der Europäischen Union als Instrument, Arbeitsmärkte flexibel zu gestalten, eingesetzt. Ein internationaler Vergleich zeigt, dass die befristete Beschäftigung nur bedingt die Durchlässigkeit der Arbeitsmärkte unterstützt. Zwar erleichtert sie teilweise den Arbeitsmarktzugang, führt aber auch zu instabilen Beschäftigungsverhältnissen und segmentierten Arbeitsmärkten, die mit einer geringen Sprungbrettfunktion der befristeten Beschäftigung einhergehen.     "There is growing evidence of the problematic nature of the UK's 'flexible labour market' with rising levels of in-work poverty and insecurity. Yet successive governments have stressed that paid work is the route to inclusion, focussing attention on the divide between employed and unemployed. Past efforts to measure social exclusion have tended to make the same distinction. The aim of this article is to apply Levitas et al.'s (2007) framework to assess levels of exclusionary employment, i.e. exclusion arising directly from an individual's labour market situation. Using data from the Poverty and Social Exclusion UK survey, results show that one in three adults in paid work is in poverty, or in insecure or poor quality employment. One third of this group have not seen any progression in their labour market situation in the last five years. This paper theoretically investigates the effects of a legal deregulation of temporary agency employment on wage setting and the employment structure in a unionized economy with labor market frictions. Multiple-worker firms bargain simultaneously with temporary agencies and labor unions to determine the respective labor costs. It is shown that there is a hump-shaped relationship between the degree of legal deregulation of temporary agency employment and the rate of temporary employment used in the production process. Temporary agency employment may even decrease despite its deregulation. Furthermore, regular employment monotonically increases, while individual workers and labor unions suffer from deregulation due to declining wages and a reduction in labor union's utility."     "We use a set of empirical and analytical tools to conduct parallel analyses of involuntary part-time work and unemployment in the U.S. labor market. In the empirical analysis, we document that the similar cyclical behavior of involuntary part-time work and unemployment masks major differences in the underlying dynamics. Unlike unemployment, variations in involuntary part-time work are mostly explained by its interaction with full-time employment, and since the Great Recession employed workers are at a greater risk of working part-time involuntarily than being unemployed. In the theoretical analysis, we show that the higher probability of regaining full-time employment is key to distinguish involuntary part-time work from unemployment from a worker's perspective. We also quantify the welfare costs of cyclical fluctuations in involuntary part-time work, and the amplification of these costs arising from the elevated levels of involuntary part-time work observed since the Great Recession."     "The supply and demand framework of Katz and Murphy (1992) provides new evidence on the source of changes in socially insured full-time and part-time employment in years preceding and following the implementation of the landmark Hartz reforms in Germany. Our findings are consistent with a stable demand for labor, especially in western Germany, implying that supply factors were decisive for the evolution of the labor market after 2003. The correlation of changes in wages and labor force participation is also consistent with a positive labor supply shock at a given working-age population.     "An increasing proportion of the European labor force works in the evening, at night or on weekends. Because nonstandard work schedules are associated with a number of negative outcomes for families and children, parents may seek to avoid such schedules. However, for parents with insufficient access to formal child care, working nonstandard hours or days may be an adaptive strategy used to manage child-care needs. It enables 'split-shift' parenting, where parents work alternate schedules, allowing one of the two to be at home looking after the children. This study examines the prevalence of nonstandard work schedules among parents and nonparents in 22 European countries. Specifically, we ask whether the provision of formal child care influences the extent to which parents of preschool-aged children work nonstandard schedules. Using data from the European Social Survey and multilevel models, we find evidence that the availability of formal child care reduces nonstandard work among parents. This indicates that access to formal child care enables parents to work standard schedules. To the extent that nonstandard work schedules are negatively associated with child wellbeing, access to formal child care protects children from the adverse effects of their parents' evening and night work." The intention is to keep unemployed job seekers attached to the labour market and to increase their job-finding probabilities. To analyze the unemployment dynamics of job seekers with and without marginal employment, we consider an inflow sample into unemployment and estimate multivariate duration models. While we do not find any significant impact on the job finding probability in a model with homogeneous effects, models allowing for time-varying coefficients indicate a decreased job finding probability of marginal employment at the beginning of the unemployment spell and an increased job finding probability for the long-term unemployed. Our results suggest that job seekers with marginal employment find more stable post-unemployment jobs, and we find some evidence that the relationship between marginal employment and wages and employment stability varies with respect to skill levels, sector and labor market tightness."     "A model with fixed effects and controls for state-specific linear time trends is developed to analyze the influence of state unemployment insurance taxes on temporary help services employment using state level panel data from the Bureau of Labor Statistics' Quarterly Census of Employment and Wages. Prior research has shown that imperfect experience rating of unemployment insurance taxes increases temporary layoffs and that, conversely, more extensive experience rating leads to a decrease in temporary layoffs. The current analysis demonstrates that more extensive experience rating increases temporary help services agency-intermediated temporary employment. To the extent that the increase in temporary help services employment represents a substitution of temporary help services jobs for traditional direct hire jobs, it implies a negative effect on job quality. Steps to address low unemployment insurance recipiency rates by temporary help services workers may alleviate the impact of unemployment insurance tax structures on temporary help services employment."     "Until recently, Mediterranean countries were called on by European Union officials to provide for a 'less-rigid' regulatory framework, in order to enhance 'flexicurity'. This paper critically examines post-2008 flexibilization trends by focusing on Spanish, Italian and Greek regions. Starting from a contextualization of atypical employment and security, it then moves in a twofold direction; firstly, it presents the Flexible Contractual Arrangements and Active Labour Market Policies composite indicators, calculated for the NUTS-II regions of 12 member states for 2008 and 2011. These indicators reveal the changing ranking, especially of the Greek regions, towards higher labour market flexibility and relatively low levels of employability security; secondly, it focuses on the changing forms of atypical labour in the six regions that host the capital and the most important port city of Greece, Italy and Spain, respectively, by offering data on the expansion of flexible arrangements therein. The uneven flexibilization trends found in the study regions are seen as an outcome of the interaction between the general devaluation trends, different backgrounds and regionally specific patterns of labour market adjustment, while employment is found to be neither 'rigid' nor 'flexicure'. It suggests that the skills distribution of educational groups can affect their labor market position beyond any individual-level effect of skills by influencing the signaling value or “skills transparency” of educational credentials. Applying a two-step regression approach to a sample of 48,033 adults in 21 countries, we find support for both explanations. Consistent with human capital theory, literacy and numeracy skills are positively related to occupational status at the individual level and partly account for cross-national differences in the labor market disadvantage of less-educated adults. Yet, cross-country variation remains considerable even after controlling for skills and further key observables. Consistent with the signaling account, country-level regressions show that the remaining variation is related to two direct measures of skills transparency: the aggregate skills differential between less- and intermediate-educated adults and the internal homogeneity of these groups. We also find that the labor market disadvantage of less-educated adults increases with the vocational orientation of secondary education, presumably reflecting individual- and aggregate-level effects of occupation-specific skills, which were not assessed in PIAAC."     "Despite the growing importance of temporary work agencies, the benefits they bring to temporary agency employees (TAEs) are still disputed, and empirical findings are, by and large, mixed. Using a unique dataset comprising almost 12,000 TAEs on their first and second temporary work assignments, this work aims at disentangling the consequences of temporary agency work on the level of the individual TAE in Germany. We find that temporary agency work assignments act as learning devices for employers about the underlying ability of TAEs. High ability employees can show their qualities and fit with the organization with the time spent on temporary work assignments, albeit at decreasing rates. In addition, we find that if a TAE is assigned to a subsequent project after the first one, it is less likely that the employee transitions into permanent employment. Hence, we conclude that a division exists among TAEs: where the high ability employee may find it a stepping-stone to a desired permanent position, and others get trapped in it and have a hard time transitioning into permanent employment."     "The rise in non-standard employment inspired many scholars to study the social consequences of these new employment forms. Most research focusses on individuals working non-standard. With the increase in dual earnership, however, we need a household perspective. This study therefore develops the notion of household non-standard employment and applies a polarisation index to examine the distribution of non-standard work over dual earner couples. This polarisation index compares the actual rate of household non-standard employment with a counterfactual rate when non-standard employment would be randomly distributed over households. Drawing on EU-SILC 2011, we define non-standard workers as individuals who worked during the previous year, but not full-year full-time. The results indicate that the levels of polarisation vary considerably across countries. Because especially women do not work full-time, polarisation is highly negative since it is less likely to find clustering of non-standard work within households. This pattern is dominant in Continental European countries, but also observable in Scandinavian and Anglo-Saxon countries. On the other hand, in Eastern and Southern European countries, non-standard employment is concentrated in some households, mainly because of the inability of its members to work full-year. Common characteristics of household members known to be associated with non-standard employment, like age and education, explain little of the levels of non-standard employment polarisation."     This paper investigates the extent to which unemployment and temporary work - two forms of labour market insecurity - affect different aspects of subjective well-being (i.e. life satisfaction, psychological well-being and satisfaction with partnership) among legally married and cohabiting couples in the United Kingdom. Drawing on matched data for couples from the British Household Panel Study, the paper shows that both forms of labour market insecurity, when experienced by the male partner, lower significantly the psychological well-being and life satisfaction of the female partner; women's temporary work also slightly lowers men's psychological well-being. The impact of spousal labour market insecurity depends, however, on the employment status of the individual: after controlling for financial strain, psychological well-being and life-satisfaction of both partners in a couple are hampered the most when men are economically dependent on their female partners. In the case of partnership satisfaction, results differ from the other two subjective well-being outcomes: while unemployment of the female partner is associated with higher satisfaction for men, partnership satisfaction is particularly low when both partners experience either form of labour market insecurity. These effects are robust after controlling for fixed individual characteristics that can influence both employment status and well-being outcomes.

    "Using longitudinal data on individuals from the European Community Household Panel (ECHP) for thirteen countries during 1995-2001, I investigate the wage premium for permanent jobs relative to temporary jobs. The countries are Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, the Netherlands, Portugal, Spain, and the United Kingdom. I find that among men the wage premium for a permanent vs. temporary job is lower for older workers and native born workers; for women, the permanent job wage premium is lower for older workers and those with longer job tenure. Moreover, there is some evidence that among immigrant men, the permanent job premium is especially high for those who migrated from outside the European Union. These findings all suggest that the gain to promotion into permanent jobs is indeed higher for those with less experience in the domestic labor market. In contrast to the effects for the young and immigrants, the permanent job pay premium is slightly smaller on average for women than for men, even though on average women have less experience in the labor market than men do. It is possible that women even in permanent jobs are in segregated labor markets. But as noted, among women, the permanent job wage premium is higher for the young and those with less current tenure, suggesting that even in the female labor market, employers pay attention to experience differences."     "To monitor trends in alternative work arrangements, we conducted a version of the Contingent Worker Survey as part of the RAND American Life Panel in late 2015. The findings point to a significant rise in the incidence of alternative work arrangements in the U.S. economy from 2005 to 2015. The percentage of workers engaged in alternative work arrangements - defined as temporary help agency workers, on-call workers, contract workers, and independent contractors or freelancers - rose from 10.7 percent in February 2005 to 15.8 percent in late 2015. The percentage of workers hired out through contract companies showed the largest rise, increasing from 1.4 percent in 2005 to 3.1 percent in 2015. Workers who provide services through online intermediaries, such as Uber or Task Rabbit, accounted for 0.5 percent of all workers in 2015. About twice as many workers selling goods or services directly to customers reported finding customers through offline intermediaries than through online intermediaries."     "Occupational heterogeneity in non-standard employment is an important and policy-relevant topic of investigation, and one which has not received sufficient attention. The main thesis of this article is that the function of fixed-term contracts, which in turn affects the situation and career prospects of employees, is dependent on occupation. Using data from European Survey of Income and Living Conditions, 2005 - 2008, I investigate the heterogeneities among fixed-term employees in various occupational categories in Poland, by analysing differences in (i) the demographic and socio-economic composition of temporary workers, (ii) the size of the wage penalty for fixed-term employment, and (iii) the chances of transition from fixed-term into open-ended employment. The results suggest that in managerial and professional occupations temporary contracts are more likely to be used during trial periods for newly hired workers and may serve as stepping stones to stable jobs, as reflected by the higher rates of mobility into open-ended employment. Temporary jobs in low-status service and manual occupations appear to result mainly from employers' attempts to facilitate worker dismissal rather than their need to verify the skills of new employees, and are more likely to become a dead end for workers. However, although fixed-term workers in higher-status occupations seem to be better off than their counterparts in services, trade, and manual labour, the evidence does not support the claim that the former resemble the so-called 'boundaryless' employees, who suffer no negative consequences of their fixed-term status."     "Purpose: The purpose of this paper is to investigate the extent and determinants of the so-called precarious employment across Europe and using different measures and based on individual's self-assessment.
    Design/methodology/approach: Data on over two million workers across Europe (EU-15) from the European Union Labour Force Survey are utilised and a Heckman selection approach is adopted.
    Findings: About one tenth of the total European workforce is in employment relationships that could be related to precariousness. The sources of precariousness are mainly involuntary part-time and temporary work. Less prominent as a source of precariousness is job insecurity related to fear of job loss. Vulnerable groups are found to have a higher risk of precariousness while significant country variations indicate that precariousness cannot be examined in isolation of the national context. Finally, signals of previous employment inability, such as lack of past working experience, as well as the state of labour market significantly increase the risk of precarious work.

    "Purpose
    - The purpose of this paper is to particularly focus on lone-mother families, comparing the childcare-related challenges experienced by working lone mothers and coupled mothers in three European countries in the context of a 24/7 economy and non-standard working hours (e.g. evening, night and weekend work).
    Design/methodology/approach
    - This study utilises survey data from Finnish, Dutch and British working mothers (n=1,106) collected as part of the 'Families 24/7' research project. Multivariate regression analysis is used to analyse the associations between childcare-related challenges, maternal non-standard working, lone motherhood and country of residence.
    Findings
    - The results indicated similar results across the three countries by showing that working lone mothers experience childcare-related challenges more often compared with coupled mothers. Furthermore, an increase in maternal non-standard working associated positively with increased childcare-related challenges in both lone mother and coupled families but lone motherhood did not moderate this association. The findings suggest that, regardless of family form, families in all three countries struggle with childcare arrangements when the mother works during non-standard hours. This possibly relates to the inadequate provision of state-subsidised and flexible formal childcare during non-standard hours and to the country-specific maternal work hours cultures.
    Originality/value
    - This study responds to the need for comparative research on the reconciliation of maternal non-standard working and childcare with self-collected data from three European welfare states. The importance of the study is further highlighted by the risks posed to the maintenance of maternal employment and family well-being when reconciliation of work and childcare is unsuccessful, especially in lone-mother families."     - The purpose of this paper is to investigate Finnish working mothers' experiences of the effects of non-standard working schedules (NSWS) on family time in two family forms, coupled and lone-parent families. Furthermore the aim is to find out what meanings mothers with NSWS attached to family time paying particular attention to the circumstances in which mothers experienced NSWS positively.
    Design/methodology/approach
    - Thematic analysis of 20 semi-structured interviews was used to investigate mothers' experiences of the effects of NSWS on family time.
    Findings
    - The key factor generating positive experiences was the ability to maintain regularity and togetherness, which was enhanced by specific features of work, such as autonomy and regularity, and successful child care arrangements. Also important were the values mothers associated with family time. The results highlighted the more problematic situation of lone-parent families.
    Research limitations/implications
    - The main limitation of this study was the small sample size.
    Practical implications
    - The findings show how the parents of small children benefit from the regularity and flexibility in their working hours. Owing to irregular and varying working times, flexible around-the-clock childcare is needed. In Finland, an important question is how to organize the care of small school-aged children. Lone mothers, especially, may need services to help with domestic chores and childcare.
    Social implications
    - A non-resident parent can also be an important source of childcare. Therefore policymakers should take into account family type, including consideration of the rights to childcare of non-resident parents.
    Originality/value

    "This article aims to explain the observation that patterns in inequalities in the risk of temporary employment differ between institutional environments. Following up on previous research, it is proposed that the transaction costs associated with different job contents influence employers' decisions with regard to which employees to hire on a temporary contract, which is again conditional on the institutional environments. Using multilevel logistic regression to estimate cross-level interactions between the protection of permanent employment (EPLp) and temporary employment (EPLt) and skill and job variables from the European Social Survey, it is shown that the relative deregulation of temporary employment increases the strength of skill specificity and educational attainment as drivers of inequalities in type of contract. Additionally, analyses of the predicted probabilities of temporary employment for employees with different levels of skill specificity in varying EPLp/EPLt regimes show these effects to be non-trivial. These results argue in favour of using theories from an economic sociology when studying employer behaviour, and urge policymakers to mind the balance in EPLp and EPLt when aiming to facilitate labour market adjustment."     "Millions of workers are employed in positions that deviate from the full-time, standard employment relationship or work in jobs that are mismatched with their skills, education, or experience. Yet, little is known about how employers evaluate workers who have experienced these employment arrangements, limiting our knowledge about how part-time work, temporary agency employment, and skills underutilization affect workers' labor market opportunities. Drawing on original field and survey experiment data, I examine three questions: (1) What are the consequences of having a nonstandard or mismatched employment history for workers' labor market opportunities? (2) Are the effects of nonstandard or mismatched employment histories different for men and women? and (3) What are the mechanisms linking nonstandard or mismatched employment histories to labor market outcomes? The field experiment shows that skills underutilization is as scarring for workers as a year of unemployment, but that there are limited penalties for workers with histories of temporary agency employment. Additionally, although men are penalized for part-time employment histories, women face no penalty for part-time work. The survey experiment reveals that employers' perceptions of workers' competence and commitment mediate these effects.     "Previous research has found that agency workers are less satisfied with their job than regular workers on a permanent contract. All these studies have in common that they treat agency workers as a homogeneous group; that is, they did not consider the contract type agency workers hold. This paper analyzes whether differences in job satisfaction can be explained by the contract type using data from the German Socio-Economic Panel. The analysis leads to three main results. First, differences in job satisfaction cannot be explained by the contract type. Second, agency workers on a permanent contract are significantly less satisfied with their job than regular workers on the same contract. Third, agency workers on a fixed-term contract do not differ in reported job satisfaction from regular workers on both fixed-term and permanent contracts. These findings give rise to the hypothesis that as a policy instrument agency employment appears to be well-suited for short-term periods, but it should be prevented that workers are persistently employed in such a work arrangement."     "This Working Paper focuses on the impact of the directive on fixed-term work and the EU's Court of Justice (CJEU) case law concerning fixed-term work from 2007 and 2013. By doing so, this working paper develops an analytical framework to analyse the Europeanisation of labour law with an eye on the literature on labour-market dualisation.
    The findings of this publication show that the fixed-term work directive addresses and affirms the equal treatment of workers, while the position of the CJEU is rather restrictive (especially in cases of clear abuse of fixed-term contract and abusive recourse).     "A recent upsurge in the incidence of precarious work in Europe necessitates fresh examination of the origins of this trend. On the basis of field research in eight European countries and with reference to theories of liberalization and dualization, the factors that drive precarious work in discrete European labour markets are thus investigated. It is discovered that, while a structural-demographic factor such as non-compliance with labour law is a notable progenitor of precarious work, the deregulatory strategies of public authorities are particularly significant drivers. In conclusion it is asserted that although the theory of dualization helps explain developments in conservative-corporatist countries, in Anglophone and Mediterranean countries liberalization theory is generally more apposite. Dieser Artikel plädiert für eine sprachliche Differenzierung der Phänomene, die als Werkverträge bezeichnet werden. Zudem empfiehlt dieser Beitrag Autoren künftiger Untersuchungen, Definitionen der verwendeten Begriffe voranzustellen, weil die Analysen ansonsten Gefahr laufen, ungenaue und unübersichtliche Ergebnisse zu produzieren.     "- Mehr als ein Drittel der europäischen Erwerbstätigen arbeiten inzwischen in 'atypischen' Beschäftigungsformen, Tendenz steigend. Insofern bereits 'normal' geworden sind beispielsweise in den Niederlanden die Teilzeitbeschäftigung, in Italien die Solo-Selbstständigkeit und in Polen die befristete Beschäftigung sowie Werkverträge.
    - Die Einkommen von atypisch Beschäftigten liegen in der Regel unter dem Durchschnitt. Atypisch beschäftigt sind vor allem Frauen. Nur im Bereich der Solo-Selbstständigkeit sind die Männer in der Mehrzahl, Frauen holen jedoch auch hier auf.
    - Atypische Beschäftigungen sind mit einer hohen Dynamik, das heißt einer Vielzahl von Übergangen von einer Beschäftigungsform zu einer anderen, sowie einem erhöhten Arbeitslosigkeitsrisiko und entsprechend diskontinuierlichem Einkommen verbunden. Dies hat besondere Implikationen für die soziale Sicherung, vor allem für die Alterssicherung.
    - Vor diesem Hintergrund erscheinen Alterssicherungssysteme überlegen, die unabhängig von der Erwerbsbiografie eine (armutsvermeidende) Grundsicherung gewährleisten (gute Beispiele Niederlande und Dänemark, schlechtes Beispiel Großbritannien). Zunehmend problematisch werden staatliche Alterssicherungssysteme, die sich stark am Äquivalenzprinzip orientieren, beitragsbezogen und versicherungsbasiert sind (Polen, Italien und Deutschland).
    - Gewerkschaftliche Vertretungsrechte für 'atypisch Beschäftigte' sind oftmals rechtlich eingeschränkt, nicht nur in Programmländern der Troika wurden sie in den letzten Jahren noch weiter reduziert. In jüngerer Zeit lassen sich jedoch eine Anzahl von erfolgversprechenden gewerkschaftlichen Strategien im Umgang mit atypischer und oftmals prekärer Beschäftigung identifizieren." Die Diskussion findet jedoch in weiten Teilen in einem empiriefreien Rahmen statt. Daher wird in diesem Beitrag mit Daten des European Company Survey (ECS) die Verbreitung der inter-betrieblichen Arbeitsteilung im europäischen Vergleich dargestellt. In einem zweiten Schritt werden selbstständige Werkvertragsnehmer mit Hilfe von Daten des Sozio-oekonomischen Panel (SOEP) charakterisiert. Die Befunde zeigen, dass erstens die Auslagerung betriebliche Aktivitäten in Deutschland seltener eingesetzt wird als in anderen Ländern und zweitens, dass selbstständige Werkvertragsnehmer keine besonderen Prekaritätsmerkmale aufweisen."     "Selbstständige, die ihre Tätigkeit auf Basis von Werkverträgen ausüben, finden in der wissenschaftlichen und politischen Debatte zunehmend Aufmerksamkeit. Dabei stehen vor allem soziale Risiken und Missbrauchsgefahren im Vordergrund. Ausmaß, Struktur und soziale Lage dieser Gruppe sind jedoch bisher kaum erforscht. Neueste Daten des Sozio-oekonomischen Panel zeigen, dass selbstständig tätige Werkvertragsnehmer überwiegend männlich, älter, gut qualifiziert und hauptsächlich in akademischen und handwerklichen Berufen tätig sind. Ihre mittleren Stundenverdienste liegen über denen der abhängig Beschäftigten, allerdings müssen sie sich von ihren Einkommen in Eigenregie gegen soziale Risiken absichern. Das dürfte vor allem den Beziehern geringer Einkommen schwerfallen.     "Der Artikel beschäftigt sich mit den praktischen Auswirkungen der Novelle des Arbeitskräfteüberlassungsgesetzes (AÜG) 2012, die, im Anschluss an die EU-Richtlinie über Leiharbeit von 2008, zur Gleichbehandlung von LeiharbeitnehmerInnen und Stammbeschäftigten verpflichtet. Im Rahmen eines Kooperationsprojektes von ISW und Arbeiterkammer Wien wurden die Auswirkungen der Gesetzesänderungen mittels qualitativen und quantitativen Erhebungsinstrumenten untersucht. Ein wesentliches Ergebnis der Studie ist, dass auch nach der AÜG-Novellierung noch keine umfassende Gleichbehandlung gegeben ist. Dies liegt daran, dass zum einen der Gesetzestext selbst Ausnahmen vom Gleichbehandlungsgebot ermöglicht hat, zum anderen, dass die neuen Regeln von den Unternehmen bislang nur in Teilen umgesetzt wurden. Während hinsichtlich der Lage der LeiharbeitnehmerInnen im Beschäftigerbetrieb dennoch ein Trend zur Verbesserung erkennbar ist, bleibt die arbeitsvertragliche Situation der LeiharbeitnehmerInnen anhaltend prekär.     "Obwohl Werkverträge in Deutschland kein neues Phänomen sind, haben sie in letzter Zeit sowohl in den Medien als auch in der Politik große Aufmerksamkeit erhalten. Diskutiert werden sowohl Nutzen als auch möglicher Missbrauch. In diesem Kurzbericht liegt der Fokus auf Werkverträgen zwischen Betrieben, bei denen die Werkvertragsleistungen auf dem Betriebsgelände des Auftraggebers, das heißt 'On-Site', ausgeführt werden. Diese Verträge sind besonders relevant, weil sie am ehesten in Konkurrenz zur Nutzung von Leiharbeit oder der Beschäftigung eigener Mitarbeiter stehen.
