Institutions, Labor Market Segmentation and Competitiveness in the German Political Economy (2020)
Herrero Alba, Daniel;Zitatform
Herrero Alba, Daniel (2020): Institutions, Labor Market Segmentation and Competitiveness in the German Political Economy. Madrid, 156 S.
Abstract
"This doctoral dissertation analyzes the evolution of German labor institutions and their effects on the country’s economic performance throughout the period 1990-2015. Our theoretical framework draws on a specific strand within the political economy literature: the “Varieties of Capitalism debate” in a broad sense. The PhD thesis is organized in 5 related but independent chapters. Chapter 1 introduces the topic. It provides a historical overview of the German political economy since the early-1970s, and illustrates the theoretical underpinnings of the Varieties of Capitalism debate as well as the goals of each chapter. Chapter 2 explores the transformation of the German employment and industrial relations model. Using a firm-level dataset (a sample size of more than 10,000 observations per year), the evolution of different forms of atypical employment and the coverage of the dual system of industrial relations are analyzed across different groups of firms. Additionally, using a shift-share technique, we estimate the impact of the change in the employment structure on this process of institutional change. The results reveal that once institutional constraints were relaxed, employers across the whole economy increased their use of flexible work and individualized the wage bargaining. Moreover, our findings suggest that structural change played a minor role in the process. Chapter 3 applies the Varieties of Capitalism theory of innovation to Germany. Drawing on the same firm-level dataset, we use logistic models to estimate the joint impact of a set of coordinated institutions on incremental, radical, process innovation and imitations. Furthermore, to properly assess the effect of institutions, the probability to innovate is calculated across industries, export status and firm sizes. The obtained evidence points to the crucial role of the selected group of institutions for all types of innovation, suggesting that the main road to innovation in Germany is a cooperative corporate strategy. Chapter 4 analyzes the causes of the exporting performance of the German manufacturing sector. By applying an input-output methodology, we take into account the interlinkages that exist between manufacturing and services (the most affected sector by liberalization). Particularly, two types of relationships that influence manufacturing competitiveness are considered: the wage squeeze in services due to institutional factors and outsourcing; and the role played by the knowledge-intensive business services as innovation drivers. With manufacturing vertically integrated sectors as observations, an export model is estimated. Overall, our results point to the minor importance of labor costs for international competitiveness. The chapter concludes that non-price factors are the main drivers of German exports and that the relationship between manufacturing and services is not only a matter of cost reduction. Lastly, Chapter 5 details the general conclusions of the dissertation, as well as the main limitations of the analysis and some recommendations for further research." Abstract
Abstract
(Autorenreferat, IAB-Doku)

Abstract
"Worker co-determination is a cornerstone of industrial relations in Germany. The author shows that the prevalence of works councils and of other forms of workplace representation is lower than often assumed. Theoretical approaches postulate both positive and negative effects of co-determination on establishments and workers. A survey of the empirical literature illustrates that, on the one hand, worker participation can increase productivity, improve personnel policy, and reduce employee fluctuation in the long run. On the other hand, redistribution effects cannot be ruled out since wages are typically higher in establishments with works councils. It is disputed whether these higher wages go along with lower profits. Overall, it becomes clear that workplace co-determination is neither the boon nor the bane as which it is sometimes depicted by its proponents and opponents." (Author's abstract, IAB-Doku) ((en))

Abstract
"Most of the literature on the effects of German works councils does not deal with the issue of potential endogeneity of works council existence. Exploiting exogenous variation in works council authority stemming from a 2001 reform of the German Works Constitution Act, I apply a regression difference-in-difference using establishment panel data. I find that increasing works council size and the introduction of one full-time councilor causally reduces the number of voluntary quits by about 30 %. This decline is driven entirely by collective voice effects and there is no evidence for monopoly effects in place. Similar to the findings of previous research, the effect is significant only in establishments which are subject to a collective agreement. The results suggest that the effectiveness of works councils either heavily relies on the support of unions, or that works councils mainly serve as a guardian of collective agreements." Dissonant works councils and establishment survivability (2019)

Addison, John T., Paulino Teixeira, Philipp Grunau & Lutz Bellmann (2019): Dissonant works councils and establishment survivability. (CESifo working paper 7722), München, 28 S.
Abstract
"Using subjective information provided by manager respondents on the stance taken by the works council in company decision making, this paper investigates the association between a measure of works council dissonance or disaffection and plant closings in Germany, 2006-2015. The potential effects of worker representation on plant survivability have been little examined in the firm performance literature because of inadequate information on plant closings on the one hand and having to assume homogeneity of what are undoubtedly heterogeneous worker representation agencies on the other. Our use of two datasets serves to identify failed establishments, while the critical issue of heterogeneity is tackled via manager perceptions of works council disaffection or otherwise. The heterogeneity issue is also addressed by considering the wider collective bargaining framework within which works councils are embedded, and also by allowing for works council learning. It is reported that works council dissonance is positively associated with plant closings, although this association is not found for establishments that are covered by sectoral agreements. Taken in conjunction, both findings are consistent with the literature on the mitigation of rent seeking behavior. Less consistent with the recent empirical literature, however, is the association between plant closings and dissonance over time, that is, from the point at which works council dissonance is first observed. Although the coefficient estimate for dissonance is declining with the length of the observation window, it remains stubbornly positive and highly statistically significant. Finally, there is evidence that establishments with dissonant works councils are associated with a much higher probability of transitioning from no collective bargaining to sectoral bargaining coverage over the sample period than their counterparts with more consensual works councils." Worker representation and temporary employment in Germany: The deployment and extent of fixed-term contracts and temporary agency work (2019)

Abstract
"Purpose: The purpose of this paper is to investigate the impact of key labor institutions on the occurrence and extent of temporary employment.
Design/methodology/approach: In a new departure, this study uses a zero-inflated negative binomial (ZINB) model given that most establishments are non-users of either fixed-term contracts (FTCs) or temporary agency workers.
Findings: This study examines the potential impact of works councils and unions on the use and intensity of use of FTCs and temporary agency work. There is a little indication that these variables are correlated with the use/non-use of either type of temporary work, especially in the case of FTCs. Collective bargaining displays different relationships with their intensity of use: a negative association for sectoral bargaining and FTCs and the converse for firm-level bargaining and agency temps. Of more interest, however, is the covariation between the number of temporary employees and the interaction between works councils and product market volatility. The intensity of use of agency temps (FTCs) is predicted to rise (fall) as volatility increases whenever a works council is present. These disparities require further investigation but most likely reflect differences in function, with agency work being more directed toward the protection of an arguably shrinking core and fixed-term contacts encountering resistance to their increased use as a buffer stock. The two types of temporary employment are seemingly non-complementary, an interpretation that receives support from the study's further analysis of FTC flow data.
Research limitations/implications: The non-complementarity of the two types of contract is the hallmark of this paper.
Originality/value: The first study to deploy a ZINB model to examine both the occurrence and incidence of temporary work." (Autorenreferat, IAB-Doku) -

Abstract
Abstract
Bellmann, Lutz, Olaf Hübler & Ute Leber (2019): Works councils, training and employee satisfaction. (SOEPpapers on multidisciplinary panel data research at DIW Berlin 1020), Berlin, 31 S.
Abstract
"This paper investigates the role of works councils in job satisfaction. Using the recently developed Linked Personnel Panel, we consider both the direct and indirect impact via further training. Basic estimates on an individual level do not reveal clearly direct effects, but on an establishment level, the existence of a works council increases the average job satisfaction in a company. In more extended approaches, we also find a positive, weakly significant link on an individual level accompanied by positive training with regard to job satisfaction if we control for personal characteristics, working conditions, firm size, collegiality variables and industry dummies. Firms with industry-wide bargaining agreements drive this result. The effects are stronger if the firm carries the training costs and if the share of trained workers within the firm measures training. The direct impact of works councils remains positive but becomes insignificant if Lewbel's instrumental variables estimator is applied." (Author's abstract, IAB-Doku) ((en))

Abstract
"This study provides information on the co-determination practices of German and Dutch works councils. We present the findings of two large-scale works councils' surveys in each country. Where do works councils in Germany and the Netherlands show similarities and where do they show differences? To address this question our study investigates practices of employee representation within the private sector in both countries. By employing an input-throughput-output approach we pursue a detailed analysis of works councils' structures, practices, as well as the outcomes of interest representation. While previous studies, mostly by way of comparing formal institutions, consider works councils in Germany and the Netherlands to be fairly similar, our analysis finds some remarkable differences." Abstract
Do German works councils counter or foster the implementation of digital technologies? (2019)

Abstract
"As works councils' information, consultation and co-determination rights affect the decision process of the management, works councils play a key role in the implementation of digital technologies in establishments. However, previous research focuses on the potential of digital technologies to substitute for labor and its impact on labor market outcomes of workers. This paper adds the role of industrial relations to existing literature by analyzing the impact of works councils on the implementation of digital technologies. Theoretically, the role of works councils in the digital transformation is ambiguous. Using establishment data from the IAB Establishment Survey of 2016 combined with individual employee data from the Federal Employment Agency and occupational level data about the physical job exposure, empirical evidence indicates an ambivalent position of works councils to-wards digital technologies. The sole existence of works councils leads to statistically significant lower equipment levels with digital technologies. However, works councils foster the equipment with digital technologies in those establishments, which employ a high share of workers who are conducting physical demanding job activities. Thus, this study highlights the importance of establishment-level workforce representation for the digital adoption process within Germany." (Author's abstract, © De Gruyter) ((en))

Abstract
Abstract
"From a theoretical viewpoint, there can be market failures resulting in an underprovision of occupational health and safety. Works councils may help mitigate these failures. Using establishment data from Germany, our empirical analysis confirms that the incidence of a works council is significantly associated with an increased likelihood that the establishment provides more workplace health promotion than required by law. This result also holds in a recursive bivariate probit regression accounting for the possible endogeneity of works council incidence. Furthermore, analyzing potentially moderating factors such as collective bargaining coverage, industry, type of ownership, multi-establishment status and product market competition, we find a positive association between works councils and workplace health promotion for the various types of establishments examined. Finally, we go beyond the mere incidence of workplace health promotion and show that works councils are positively associated with a series of different measures of workplace health promotion." Abstract
"While education and labor force participation of women have been increased, there is still a substantial gender gap in labor market opportunities. This gives rise to the question of what factors lead employers to promote work-family balance and gender equality. We address this question by examining the influence of works councils on the gender policies of establishments in Germany. Using data of the IAB Establishment Panel, we find that the incidence of a works council is associated with an increased likelihood that an establishment provides family-friendly practices and promotes equal opportunities of men and women. This finding also holds in a recursive multivariate probit model that accounts for potential endogeneity of works council incidence." (Author's abstract, IAB-Doku) ((en))
