Berufliche Mobilität
Eine Tätigkeit, die mehr Spaß verspricht, ein höheres Gehalt oder bessere Entwicklungsperspektiven: Es gibt viele Gründe, nicht länger im erlernten oder ausgeübten Beruf tätig zu sein. Nicht immer sind sie jedoch so erfreulich: Auslöser kann auch eine Entlassung sein.
Dieses Themendossier bietet Literaturhinweise zur beruflichen Mobilitätsforschung in Deutschland und in anderen Ländern. Sie erschließt theoretische Ansätze und empirische Ergebnisse - beispielsweise zu den Fragen: Sind Berufswechsel lohnend? Für wen sind sie mit besonderen Risiken verbunden? Wie gut lassen sich bei einem beruflichen Neustart die bisher erworbenen Qualifikationen verwerten?

"We provide new estimates of intergenerational income mobility in France for children born in the 1970s using rich administrative data. Since parents' incomes are not observed, we employ a two-sample two-stage least squares estimation procedure. At the national level, every measure of intergenerational income persistence (intergenerational elasticities, rank-rank correlations, and transition matrices) suggests that France is characterized by relatively strong persistence relative to other developed countries. Children born to parents in the bottom 20% of their income distribution have a 10.1% probability of reaching the top 20% as adults. This probability is of 39.1% for children born to parents in the top 20%. At the local level, we find substantial spatial variations in intergenerational mobility. It is higher in the West of France and particularly low in the North and in the South. We uncover significant relationships between absolute upward mobility and characteristics of the environment an individual grew up in, such as the unemployment rate, population density, and income inequality." "This chapter investigates individual wage changes of German emigrants. The analytical strategy is twofold. First, we compare hourly wage changes among emigrants with wage changes among stayers. We estimate the Difference-in-Difference of mean net hourly wages between stayers and emigrants over time and account for the positive selection of emigrants on observable characteristics through entropy balancing. Second, we explore the heterogeneity of wage changes among emigrants. To that end, we calculate linear regressions on the log net hourly wage change through migration. The first analysis suggests substantial wage increases of 8 euros through migration. The second analysis provides evidence that characteristics of employment and of destination countries account for differences in the wage change among emigrants. Among individual characteristics, only age is negatively correlated, while education and gender do not account for differences. Our analysis rely on the first wave of the German Emigration and Remigration Panel Study. The German Socio-Economic Panel Study yields our reference population of stayers." "Der Wandel der Arbeitswelt und die Entwicklung der beruflichen Mobilität ist unter gesundheits- und präventionspolitischen Gesichtspunkten wegen einer möglichen Emergenz neuer Belastungsarten und der Einwanderung von Personen in belastungsintensive Berufe von Bedeutung. Bislang fehlt allerdings eine gemeinsame Analyse dieser Einflüsse. Ziel dieses Beitrags ist es, den demographischen und strukturellen Wandel der Arbeitswelt sowie die Änderung der beruflichen Mobilität anhand ausgewählter Indikatoren zu beschreiben. Wir fokussieren dabei auf sozio-demographische Kennzahlen und analysieren die Mobilität interbetrieblich (Wechsel der Arbeitgeber), interberuflich (Wechsel in andere Berufe), intersektoral (Wechsel in andere Branche) sowie interregional (Wechsel in ein anderes Bundesland). Datengrundlage ist die Stichprobe der Integrierten Arbeitsmarktbiografien des Instituts für Arbeitsmarkt- und Berufsforschung. Bei dem sogenannten Regionalfile handelt sich um eine ca. 2 % Stichprobe aus der Grundgesamtheit der integrierten Erwerbsbiographien. Für den Zeitraum 1980 bis 2010 verdeutlichen die Auswertungen einen durchgreifenden sozio-demographischen und strukturellen Wandel der Arbeitswelt. Während sich in der Mehrzahl der Wirtschaftsgruppen eine Abnahme der Beschäftigung zeigt, gewinnen die ohnehin schon beschäftigungsstarken Branchen wie das Kredit- und Versicherungsgewerbe und die Erziehungs-, Sozial- und Gesundheitseinrichtungen weiter an Bedeutung. Es zeigt sich eine bedeutende Zunahme des Anteils der Frauen, der Teilzeittätigkeit, sowie eine Alterung und Qualifizierung in nahezu allen Wirtschaftsgruppen. Dabei erfasst der Wandel die Wirtschaftsgruppen und besonders die Berufe unterschiedlich stark. Gleichzeitig kann auch 2010 von typischen Frauenberufen mit Beschäftigungsanteilen von über 95 % gesprochen werden, etwa bei KindergärtnerInnen und SprechstundenhelferInnen. Die berufliche Mobilität hat im Hinblick auf alle betrachteten Mobilitätskennziffern zugenommen. Während sozialversicherungspflichtig Beschäftigte im Jahr 1990 rechnerisch in 28 verschiedenen Betrieben arbeiteten (pro 100 Beschäftigungsjahre), waren es 2010 bereits 34. Die Änderungen fallen im Zeitraum 1990 bis 2000 größer aus als von 2000 zu 2010. Altersadjustiert bleibt eine kontinuierliche Zunahme der Betriebs-, Berufs und Branchenwechsel erhalten, während bei der räumlichen Mobilität über Bundesländer kein Trend beobachtet werden kann. Bei allen Kennziffern ist die berufliche Mobilität bei Jüngeren besonders ausgeprägt. Berufsspezifisch finden sich besonders auffällige Änderungen für Frauen mit Schweißer-, Post-, Verkehrs- und Industrieberufe; für Männer bei Kassierern und Friseuren. Diese Berufe sind dadurch gekennzeichnet, dass das Risiko für Betriebswechsel im Jahr 2010 im Vergleich zu 1990 um mindestens 30 % erhöht war. Die erzielten Ergebnisse können durch die Datenbasis beeinflusst sein. Z.B. sind geringfügig Beschäftigte erst seit 1999 in das gesetzliche Meldesystem eingeschlossen. Zudem ist eine Analyse der Ursachen der beruflichen Mobilität - etwa eine erhöhte Wechselbereitschaft oder erzwungene Wechsel - aufgrund der Datengrundlage nicht möglich." (Autorenreferat, IAB-Doku)

"In Deutschland beeinflussen regionale Disparitäten besonders auch zwischen Ost- und Westdeutschland individuelle Lebens- und Einkommenschancen. Individuen können versuchen, ihre Arbeitsbedingungen – etwa ihr Einkommen – durch räumliche Mobilität zu verbessern. Der vorliegende Beitrag untersucht Mobilität zwischen Ost-, Nord- und Süddeutschland und damit einhergehende Einkommensveränderungen. Basis ist ein Linked Employer-Employee Datensatz, der um regionale Strukturindikatoren ergänzt wurde. Die Ergebnisse zeigen: Jüngere und Hochqualifizierte wechseln häufiger und realisieren bei Betriebswechseln mit höherer Wahrscheinlichkeit Einkommenszuwächse. Anreize für Ost-Westmobilität bestehen fort, da bei Wechseln aus Ostdeutschland in Richtung Nord- oder Süddeutschland preisniveaubereinigt die Wahrscheinlichkeit von Einkommenszuwächsen höher ist als bei Wechseln innerhalb Ostdeutschlands. "A recurring question in public and scientific debates is whether occupation-specific skills enhance labor market outcomes. Is it beneficial to have an educational degree that is linked to only one or a small set of occupations? To answer this question, we generalize existing models of the effects of (mis)match between education and occupation on labor market outcomes. Specifically, we incorporate the structural effects of linkage strength between school and work, which vary considerably across industrialized countries. In an analysis of France, Germany, and the United States, we find that workers have higher earnings when they are in occupations that match their educational level and field of study, but the size of this earnings boost depends on the clarity and strength of the pathway between their educational credential and the labor market. The earnings premium associated with a good occupational match is larger in countries where the credential has a stronger link to the labor market, but the penalty for a mismatch is also greater in such countries. Moreover, strong linkage reduces unemployment risk. These findings add nuance to often-made arguments that countries with loosely structured educational systems have more flexible labor markets and produce better labor market outcomes for workers. An institutional environment that promotes strong school-to-work pathways appears to be an effective strategy for providing workers with secure, well-paying jobs." "This study provides novel evidence on the relevance of task content changes between and within occupations to wage dynamics of occupational changers and stayers. I use individual-level, cross-sectional data featuring tasks performed on the job to compute a measure of proximity of job contents. Then, I merge this measure to a large-scale panel survey to show that occupational changers experience a wage growth that is declining when the accompanying alterations in task contents are big. For occupational stayers, alterations in task contents generate a positive wage component, beyond tenure effect. "This paper provides comprehensive cross-country evidence on the relationship between earnings inequality and intra-generational mobility by simulating individual earnings and employment trajectories using short panels for 24 OECD countries. On average across countries, only 20% of earnings inequality in a given year evens out over the life cycle as a result of mobility. This suggests that the bulk of earnings inequality at a given time is permanent. Moreover, mobility and inequality are positively correlated across countries, suggesting that international differences in life-time inequality tend to be less pronounced than inequality differences in a given year. The positive correlation is largely driven by employment mobility - movements between employment and unemployment - and most pronounced in the bottom of the distribution." "This paper investigates how upward mobility affects legislator voting behavior towards education policies. We develop an electoral competition model where voters are altruistic parents and politicians are office seeking. In this setting the future economic status of the children is affected both by current public education spending and by the level of upward mobility. Using a newly compiled dataset of roll call voting on California education legislation matched with electoral district-level upward mobility we find that the likelihood of a legislator voting 'no' on redistributive education bills decreases by 10 percentage points when upward mobility in his electoral district decreases by a standard deviation." "We study the impact of trade exposure in the job biographies, measured with daily accuracy, of 2.4 million workers in Germany. To profit from export opportunities, workers adjust through increased employer switching. Highly skilled workers benefit the most, consistent with an increase in skill demand. The incidence of import shocks falls mostly on low-skilled workers, as they are not able to adjust as well as medium- and high-skilled workers. Imports also destroy rents by workers at high-wage plants who separate from their original firm. We connect our results to the growing theoretical literature on the labor market effects of trade." "Distance and direction measures are constructed and used to contrast occupational mobility following involuntary job displacement and total occupational mobility. Displacement involves specific capital loss. Some voluntary occupational mobility, for example, promotions, reflects augmented skills rather than specific human capital loss. Wage losses following displacement are strongly related to distance and direction. This is reflected in a downward shift in the skill portfolio. By contrast, the skill portfolio change in total occupational mobility shows a neutral or modest upward pattern, suggesting limited or no specific human capital loss from voluntary occupational mobility. Drawing upon the spatial dimension of internal labor markets in firms with multiple establishments in multiple locations, our results indicate that the contemporaneous wage premium to migration is around 3 percentage points. "Diese Studie nutzt eine Stichprobe bayerischer Hochschulabsolventen, um Geschlechtsunterschiede sowohl in der Häufigkeit als auch in den finanziellen Erträgen von Arbeitgeberwechseln zu untersuchen. Die Such- und Matchingtheorien werden genutzt, um Hypothesen zu entwickeln, die anschließend gegeneinander getestet werden. Die Ergebnisse zeigen, dass Frauen ihren Arbeitgeber in den ersten Jahren nach dem Abschluss häufiger wechseln als Männer. Das kann zu einem großen Teil durch unterschiedliche Arbeitsmarktstrukturen erklärt werden, vor allem durch die Tatsache, dass Frauen in ihrer ersten Beschäftigung seltener in Großbetrieben, in Führungspositionen und mit unbefristeten Verträgen arbeiten und weniger zufrieden mit ihrer Arbeit sind. Sobald auf all diese Faktoren kontrolliert wird, ändert der Koeffizient sein Vorzeichen, d. h. unter gleichen Umständen wechseln Männer den Arbeitgeber häufiger. Weiterhin profitieren sowohl Männer als auch Frauen finanziell von Arbeitgeberwechseln. Männer erhalten höhere absolute Erträge, aber aufgrund ihrer höheren Einstiegseinkommen existiert bei den relativen Erträgen kein Unterschied zwischen Männern und Frauen und somit auch kein Einfluss auf die Gender Pay Gap. In addition, we identify potential explanations for the observed cross-country variation. Our results show that on average, 3% of European workers change their occupation per year, and that the extent of occupational mobility differs strongly by country. Individual characteristics play an important role for person-specific occupational mobility, but have little explanatory power for differences between countries. Occupational mobility is strongly associated with earnings mobility, and occupation movers are more likely than job movers to experience a downward rather than an upward earnings transition; by contrast, changing occupation voluntarily is more often followed by an upward wage transition. As opposed to composition effects, labour-market institutions, especially employment protection legislation, seem to play an important role for explaining crosscountry differences in occupational mobility." Abstract
"A wide class of models with On-the-Job Search (OJS) predicts that workers gradually select into better-paying jobs. We develop a simple methodology to test predictions implied by OJS using two sources of identification: (i) time-variation in job-finding rates and (ii) the time since the last lay-off. Conditional on the termination date of the job, job duration should be distributed uniformly. This methodology is applied to the NLSY 79. We find remarkably strong support for all implications. The standard deviation of the wage offer distribution is about 15%. OJS accounts for 30% of the experience profile, 9% of total wage dispersion and an average wage loss of 11% following a lay-off." Abstract
"Long-term labour market projections are a popular tool for assessing future skill needs and the possibility of skill shortages. It is often noted that reallocation processes in the German labour market are hindered due to its strong standardization and occupational segmentation. However, it is possible that persons leave the occupation for which they have been trained for. Disregarding such reallocations and their dynamics in the projection model is likely to distort the results and lead to inaccurate practical advice.
In this article, we describe for the first time, how reallocations in the labour market can be modelled using occupational flexibility matrices and wage dynamics. Here, it is shown that employers react to labour scarcity by increasing wages to attract workers who to some extent can adjust their mobility behaviour accordingly. We analyse the aggregate impact of this implementation of a reallocation process of labour supply on the projection results by the means of scenario comparisons. Our results suggest that considering reallocations but also additionally their dynamics has substantial effects on the projection outcomes. They help draw an insightful picture of the future labour market and prevent over- or understating the potential for labour shortages in several occupations.
We conclude that the assumptions about how reallocations differ by occupation and to what extent they can be realized by wage impulses is essential for projection results and their interpretation. Furthermore, we find that in the German labour market, wage adjustments cannot balance the labour demand and supply for occupations completely." (Author's abstract, © Springer-Verlag) ((en))
