Bei dem Thema Einwanderung nach Deutschland gilt es auch die Bedingungen einer gelingenden Integration von Zugewanderten in Gesellschaft, Bildung und Arbeit zu untersuchen. Die Arbeitsmarktforschung beschäftigt sich mit der Frage, wie die Integration in das Bildungs- und Ausbildungssystem, der Zugang zum Arbeitsmarkt sowie die Bedingungen der sozialen Teilhabe und kulturellen Integration verbessert werden können.
Aktuelle Studien zeigen zudem, dass Deutschland angesichts seiner demographischen Herausforderungen dringend auf Zuwanderung angewiesen ist. Inwiefern kann Zuwanderung der Schrumpfung und Alterung des Erwerbspersonenpotenzials entgegenwirken? "Social Security Disability Insurance (SSDI) take-up tends to increase during recessions. We exploit variation across immigrant groups in the non-pecuniary costs of participating in SSDI to examine the role that costs play in applicant decisions across the business cycle. We show that immigrants from country-of-origin groups that have lower participation costs are more sensitive to economic conditions than immigrants from high cost groups. These results do not seem to be driven by variation across groups in sensitivity to business cycles or eligibility for SSDI. "Hintergrund Die Rekrutierung von Studienteilnehmern aller relevanten Bevölkerungsgruppen stellt eine der Herausforderungen in der (sozial-)epidemiologischen Forschung dar. Es existiert eine Vielzahl von Strategien, die der Rekrutierung von ethnischen Minderheiten und bestimmter Migrantengruppen dienen können. Unklar ist bisher, ob diese Strategien auch bei der Etablierung einer Geburtskohorte geeignet sind. Ziel der vorliegenden Arbeit ist die Darstellung und Evaluation von Rekrutierungsstrategien für Migrantinnen in einer Geburtskohorte am Beispiel der BaBi-Studie. Methoden Die Rekrutierung erfolgte von Oktober 2013 bis Oktober 2016. Als Vorbereitung wurden Fokusgruppen mit Schwangeren und Müttern und leitfadengestützte Experteninterviews mit Hebammen und GynäkologInnen durchgeführt, um Studienmaterialien, Befragungsinstrumente und Sprachpräferenzen zu prüfen. In der Vorstudie wurden unterschiedliche Rekrutierungswege getestet. Im Rekrutierungsverlauf fand eine kontinuierliche Evaluation statt, um erfolgreiche Rekrutierungsstrategien für Teilnehmerinnen mit Migrationshintergrund zu ermitteln und anzupassen. Ergebnisse Von den eingeschlossenen 980 Teilnehmerinnen hatten 390 einen Migrationshintergrund (40%). Es wurden aktive und passive Rekrutierungsstrategien verfolgt, in denen u.?a. türkische Übersetzungen und multikulturelles Personal zum Einsatz kamen. Für die passive Rekrutierung über gynäkologische Praxen und Hebammen mussten die schwangeren Frauen und Wöchnerinnen eine hohe Motivation für die Rekrutierung mitbringen. Die aktive Rekrutierung in den Geburtskliniken (Ansprache durch Study-Nurses) erhöhte den Anteil an Teilnehmerinnen mit Migrationshintergrund von 22 auf 49% aller Teilnehmerinnen. Durch frühzeitige Überprüfungen und Anpassungen der Zugangswege konnte die Teilnahmebereitschaft erhöht werden. Diskussion Für die Rekrutierung von Frauen mit Migrationshintergrund sind gründliche Vorbereitungen in Form von Befragungen (Fokusgruppen, Leitfadeninterviews) und einer Vorstudie sinnvoll. Von Beginn an sind Verfahren zur frühzeitigen Evaluation der unterschiedlichen Rekrutierungsstrategien und ein erhöhter Personalaufwand (z.?B. für (Rück-/ Übersetzungen) einzuplanen). "Purpose
The purpose of this paper is to provide a summary of empirical research on welfare magnetism and to assess the size and scope of the welfare magnet effect on the non-EU migrants in selected immigration countries of the European Union.
Design/methodology/approach
A conditional logistic regression model with interactions is used to estimate the strength of the welfare magnet effect, while controlling for demographic characteristics of the migrants and country-specific economic indicators. Data, used for estimation, comes from the Immigrant Citizen Survey, which provides a large, representative sample of first-generation (i.e. non-EU born) migrants. Various measures of welfare generosity are tested to assure the robustness of the results.
Findings
The coefficients suggest that the welfare magnet effect is present and significant in some immigrant groups, although it can have a negative impact on location decisions in other cases. Similar results are obtained for wage and unemployment indicators.
Research limitations/implications
Results corroborate the welfare magnet hypothesis, which states that more generous welfare states should expect greater clustering of negatively-selected (i.e. lower educated) migrants. One potential limitation comes from the sample size, which does not allow for more general conclusions.
Practical implications
Heterogeneous effects of basic economic indicators in different demographic groups show that aggregate immigrant flows, used widely in the literature, can provide biased estimates of welfare magnet effect.
Originality/value

Since migration determinants are not necessarily the same for workers of different nationalities, spatial patterns are explained not only for total foreign employment but also for the 35 most important migration countries to Germany. Based on a total census for all 402 German districts, the paper starts by showing the spatial distributions of workers with different nationalities and explains the emerging patterns by spatial error models. Although large heterogeneity in determinants across nationalities are found, similarities between country groups prevail. "In a world increasingly globalized, multiple language skills can create more employment opportunities. Several countries include language training programs in active labor market programs for the unemployed. We analyze the effects of a language training program on the re-employment probability and hourly wages of the unemployed simultaneously, using highquality administrative data from Luxembourg. We address selection into training by exploiting the rich administrative information available, and account for the complication that wages are 'truncated' by unemployment by adopting a principal stratification framework. Estimation is undertaken with a mixture model likelihood-based approach. To improve inference, we use the individual's hours worked as a secondary outcome and a stochastic dominance assumption. These two features considerably ameliorate the multimodality problem commonly encountered in mixture models. We also conduct sensitivity analysis to assess the unconfoundedness assumption employed. Our results strongly suggest a positive effect (of up to 12.7 percent) of the language training programs on the re-employment probability, but no effects on wages for those who are observed employed regardless of training participation. It appears that, in the context of an open and multilingual economy, language training improve employability but the language skills acquired are not sufficiently rewarded to be reflected in higher wages." "Using census data for 1996, 2001 and 2007, we study the labor market effect of immigration to South Africa. We exploit the variation - both at the district and at the national level - in the share of foreign-born male workers across schooling and experience groups over time. In addition, we use an instrumental variable empirical strategy to estimate the causal effect of immigration on the local labor market. At the district level, we show that increased immigration has a negative and significant effect on natives' employment rates but not on total income. At the national level, we find that increased immigration has a negative and significant effect on natives' total income but not on employment rates. "Die vorliegende IAB-Stellungnahme befasst sich mit dem Eckpunktepapier der Bundesregierung zur Fachkräfteeinwanderung aus Drittstaaten, das am 2. Oktober 2018 im Bundeskabinett verabschiedet wurde.
Das Eckpunktepapier hält im Grundsatz an den bestehenden Regelungen des deutschen Einwanderungsrechts fest. Erkennbar sind drei wesentliche Änderungen: die Abschaffung der Vorrangprüfung, die Öffnung der Möglichkeit zur Einwanderung von Personen mit beruflichen Abschlüssen auch außerhalb der Engpassberufe, und die Ausweitung der Möglichkeit zur Arbeitsuche von Personen mit beruflichen Abschlüssen. Alle drei Maßnahmen sind sinnvoll, werden aber voraussichtlich nur zu geringfügigen Veränderungen in Umfang und Struktur der Fachkräfteeinwanderung führen. Die Gleichwertigkeit beziehungsweise Anerkennung beruflicher Abschlüsse soll unverändert rechtliche Voraussetzung für die Einwanderung bleiben. Damit soll die wesentliche Hürde für die Einwanderung von Fachkräften nicht reformiert werden.
Vorgesehen sind außerdem verschiedene Maßnahmen zur Verwaltungsvereinfachung, zur Anwerbung und zur Sprachförderung. Diese Maßnahmen sind sinnvoll, es ist aber zweifelhaft, dass dadurch zum Beispiel die Hürde zur Anerkennung beruflicher Abschlüsse in der Praxis tatsächlich gesenkt wird.
Eine weitgehende Beibehaltung des Status quo wirft für die wirtschaftliche und soziale Entwicklung Deutschlands Risiken auf. Mit dem Rückgang der Einwanderung aus der Europäischen Union werden sich Qualifikationsstruktur und Arbeitsmarktchancen der ausländischen Bevölkerung schrittweise verschlechtern, wenn auch künftig nur ein Bruchteil der Einwanderer aus Drittstaaten ein Visum zu Erwerbszwecken erhält." "We investigate the welfare implications of two pre-crisis immigration waves (1991-2000 and 2001-2010) and of the post-crisis wave (2011-2015) for OECD native citizens. To do so, we develop a general equilibrium model that accounts for the main channels of transmission of immigration shocks - the employment and wage effects, the fiscal effect, and the market size effect - and for the interactions between them. We parameterize our model for 20 selected OECD member states. We find that the three waves induce positive effects on the real income of natives, however the size of these gains varies considerably across countries and across skill groups. In relative terms, the post-crisis wave induces smaller welfare gains compared to the previous ones. This is due to the changing origin mix of immigrants, which translates into lower levels of human capital and smaller fiscal gains. However, differences across cohorts explain a tiny fraction of the highly persistent, cross-country heterogeneity in the economic benefits from immigration." (Author's abstract, IAB-Doku) ((en))

"We explore how permanent residency affects the income tax using variation from the Immigration Reform and Control Act of 1986 (IRCA), which authorized the largest U.S. amnesty to date. We exploit the timing and geographic unevenness of IRCA's legalization programs alongside newly digitized data on the income tax in California, home to the majority of applicants. Green Cards induced the previously unauthorized to file state income tax returns at rates comparable to other California residents. While the new returns generated little additional revenue through the end of the 1990s, they did raise the earnings of families with children through new claims of the federal Earned Income Tax Credit." "This paper analyzes numeracy and literacy skills of migrants, using PISA and PIAAC data from twelve OECD countries. Our results first show some convergence of the skills gap between the second generation immigrants and the natives over time. Second, the gap in literacy skills among the first-generation and natives and among first-generation and second-generation immigrants has increased over time. Third, demographics and family background contribute to the achievement gaps between different groups. Fourth, school input variables do contribute to skills gaps of young adults with different immigrant backgrounds. "Previous research has found that immigration benefits the health of working-age natives, an effect mediated through the labor market. We use the Study of Health, Ageing and Retirement in Europe (SHARE) to investigate whether immigration also affects the health of natives 65-80 years old. Immigration may increase the supply and lower the price of personal and household services, a term that refers to care services and non-care services such as cleaning, meal preparation, and domestic chores. Higher consumption of personal and household services by older natives may help maintain health through a variety of pathways. Using a shift-share IV, we find pervasive beneficial effects of immigration on the physical and mental health of older natives. We also find evidence for the hypothesized pathways, especially for an effect of immigration in increasing social integration (e.g., institutional connections, social participation). "The end of the Soviet Union and communist regimes throughout Eastern Europe led to sudden increases in emigration and large changes in wage inequality. This has provided a unique opportunity to understand how these changes altered incentives to emigrate during the transition period. In this paper, I analyze immigrant selection before and after the fall of the Soviet Union within a Roy Model framework, in which the relative return to skills determines the skill composition of immigrants. Using micro-level data from Russia, Ukraine and Bulgaria, matched to Census data on immigrants from these countries in the United States, Spain and Greece in the post-Soviet period, I find evidence of positive selection of immigrants in the US, and negative selection for Greece and Spain. Using retrospective data from Ukraine during the communist period, I find that selection among Soviet men in the US was intermediate and selection among women was positive." Abstract
"Does anti-migration sentiment threaten internationalization? One major pro-Brexit argument was that it would enable more control over immigration. The most recent US presidential election also focused on immigration. Anti-migration sentiment could be a threat to internationalization, given that migrants can help lower the costs of internationalization. Since trade contributes to economic growth, this could, in turn, impede economic development. Despite extensive literature on the migration-trade nexus, there are few examples of policymakers highlighting the role of migration for internationalization. One possible explanation is the absence of an accessible survey of the available theory and evidence on this relationship, and this article intends to bridge the gap. We review and discuss over 100 papers published on the subject, from pioneering country-level studies to nascent firm-level studies that utilize employer-employee data. To our knowledge, this is the first paper offering a wide-ranging review of the different strands of theory on the relationship between migration and internationalization, as well as new empirical findings. Although the evidence suggests that migration can facilitate internationalization we also note substantial gaps and inconsistencies in the extant literature. Abstract
"The recent economic depression in Greece hit the population of Albanian migrants in Greece particularly hard, spurring a wave of return migration that increased the Albanian labor force by 5% in less than four years, between 2011 and 2014. We study how this return migration affected the employment chances and earnings of Albanians who never migrated. We find positive effects on the wages of low-skilled non-migrants and overall positive effects on employment. The gains partially offset the sharp drop in remittances in the observed period. An important part of the employment gains are concentrated in the agricultural sector, where most return migrants engage in self-employment and entrepreneurship. Businesses run by return migrants seem to pull Albanians from non-participation, unemployment and subsistence agriculture into commercial agriculture." (Author's abstract, © 2017 Elsevier) ((en))
