    "In-work benefits (IWBs) have become very common transfer programs that seek to meet both efficiency and equity targets. An expanding literature has assessed the effects of these policies on income distribution and labor supply showing important implications for female labor participation. In this paper, we estimate the distributional and behavioral impacts of a simulated IWB in Spain based on the replacement of the existing working mother tax credit (WMTC) using as a reference the US Earned Income Tax Credit (EITC). We simulate the effects of the proposed scheme using EUROMOD and a discrete choice model of labor supply. Our results show that the enhancement of the proposed IWB would have significant and positive effects both in terms of female labor participation and inequality and poverty reduction. The introduction of this IWB would generate a substantial increase in labor participation at the extensive margin and a non-negligible reduction at the intensive margin."     "Previous research has documented the impact of positive selection into employment on the ranking of countries by gender wage gaps. This note focuses on the impact of selection into labor force on cross-country differences in gender unemployment gaps. We construct the Manski bounds for the selection-free gender unemployment gaps in 26 EU countries and show that - without additional assumptions - the observed gender unemployment gaps carry little information about the selection-free gender differences in unemployment. Contrary to the common assumption of positive selection into labor force (similar to positive selection into employment documented in the gender wage gap research), we also point at an example of negative-selection bias. We show that labor force withdrawal of mothers on job-protected family leaves may lead to an overestimation of the selection-free gender unemployment gaps by as much as 1 p.p."     "Researchers, partially in response to the slow labor market recovery from the Great Recession and the 2016 presidential election in the United States, are interested in why men, and particularly men without a college education, aren't as likely to be working. Some explanations point to survey data on how leisure time is used to argue that men aren't working because they would rather do something else (such as play video games, or engage in other online leisure activities). Other research points to how increasing opioid usage is causing men to be unable to work. One problem with these explanations is that within specific age and education groups, changes to women's employment outcomes are often actually worse than men's. That is, the 'problem with men' is not specific to men.
    This short paper compares changes since 1990 to men's and women's employment rates (also called the employment-population ratio) for three age subgroups of men and women without a college education. Changes to the employed share of each group show up in the group's employment rate, therefore discussion focuses on explanations for similarities and differences in trends in men's and women's employment rates since 2000. According to the latest available microdata - the October 2017 Current Population Survey (CPS) - roughly 44 million Americans between the ages of 25 and 54 (sometimes referred to as 'prime-age') report a high school diploma or less as their highest level of educational attainment (35.2 percent of the age 25 to 54 population). Of this group, slightly more than half, or 54.2 percent, are men. The prime-age group is divided into ten-year age subgroups (25-34, 35-44, and 45-54) to reduce the effect of demographic trends on employment rate data." (Author's abstract, IAB-Doku) ((en))

    "Using administrative data from Spanish Social Security for the period 2002 - 2013, we explore differences between unemployed men and women in: their probabilities to find a job, their initial wages if they find a new job, and the likelihood to fall back into unemployment. We estimate bivariate proportional hazard models for unemployment duration and for the consecutive job duration for men and women separately, and decompose the gender gap using a non-linear Oaxaca decomposition. Gender differentials in labour market outcomes are procyclical, probably due to the procyclical nature of typically male occupations. While a higher level of education protects women in particular from unemployment, having children hampers women's employment and initial wages after unemployment. There are lower gender gaps in the public sector and in high technology- firms. Decompositions show that the gender gaps are not explained by differences in sample composition.     "There are considerable differences in gender unemployment gaps across the EU. We use labor force survey data on 21 countries to perform a series of data decompositions and show that the cross-country variation in gender unemployment gaps is primarily driven by the differences in female labor force participation behavior after childbirth, namely, the family leave duration and the subsequent attachment of women to the labor force. Further, in countries where a high share of women permanently withdraw from the labor force after childbirth, the size of gender differences in unemployment strongly correlates with the Eurobarometer measure of perceived overall gender discrimination. Our findings suggest that family leave policies and institutions that facilitate the leave to work transition and the work-family balance are crucial to tackle the gender differences in unemployment in countries where the female unemployment rate exceeds that of men."     "Gelingt es, mit einer forcierten Familienpolitik den Wünschen der Mütter und Väter nach einer partnerschaftlichen Aufteilung von Familie und Beruf zu entsprechen, wird sich die sozioökonomische Situation von Familien im Jahr 2030 deutlich verbessern.
    Das Haushaltseinkommen von Familien kann um durchschnittlich 1.400 Euro steigen. Die Zahl der Eltern und Kinder, die armutsgefährdet sind, kann um rund 470 Tsd. Personen zurückgehen. Die Zahl der Personen in Haushalten mit SGB-II Bezügen kann sogar um rund 670 Tsd. Personen sinken. Bis 2030 können rund 790 Tsd. Mütter mehr sozialversicherungspflichtig beschäftigt sein.
    Das Gutachten, das verschiedene Szenarien betrachtet, zeigt: Eine Weiterentwicklung der Familienpolitik hat positive Auswirkungen auf die Gesamtwirtschaft. Der Anstieg der Erwerbstätigenquote sowie der Erwerbsumfänge führen zu einem Anstieg des Arbeitsvolumens um 3,2 PP. Das führt im Chancen-Szenario bis 2030 zu einer spürbaren Erhöhung des Bruttoinlandprodukts um rund 70 Mrd. Euro." (Autorenreferat, IAB-Doku)

    "Women's labour market participation in the European Union has increased over recent decades, passing 70% in 2014. In that year, women comprised almost 46% of the active EU labour market population. Nevertheless, women's employment and participation rates are still lower than those of men in almost all Member States. Fostering higher participation of women is crucial to meet the Europe 2020 target to achieve an overall employment rate of at least 75% by 2020. This report explores the main characteristics and consequences of gender gaps in labour market participation. It finds that the total cost of a lower female employment rate was EURO370 billion in 2013, corresponding to 2.8% of EU GDP.     "Das Wichtigste in Kürze:
    Die Erwerbsneigung und Erwerbsbeteiligung von Frauen und Männern sind in Deutschland in den letzten zehn Jahren deutlich gestiegen. Zwar haben sich die Unterschiede zwischen den Geschlechtern verringert, doch auch 2014 waren deutlich mehr Männer als Frauen erwerbstätig. Nur in wenigen Ländern Europas ist die Erwerbsbeteiligung insgesamt und insbesondere von Frauen so hoch wie in Deutschland. Frauen und Männer sind unterschiedlich in den verschiedenen Formen der Erwerbstätigkeit vertreten: Rund zwei Drittel der Selbstständigen sind Männer. Die sozialversicherungspflichtig Beschäftigten sind ebenfalls mehrheitlich männlich. Minijobs sind hingegen eine Frauendomäne. Die Zahl der sozialversicherungspflichtig beschäftigten Frauen ist zuletzt stärker gewachsen als die der Männer. Teilzeitbeschäftigung kommt bei Frauen weiterhin deutlich häufiger vor als bei Männern. Frauen sind überproportional im tertiären Sektor, Männer häufiger in der Landwirtschaft und der Industrie beschäftigt. In Ostdeutschland ist der Anteil sozialversicherungspflichtig beschäftigter Frauen an der Bevölkerung höher als in Westdeutschland. Die Arbeitslosenquote für Frauen ist - anders als noch in den neunziger Jahren - geringer als die Quote der Männer. Männer haben ein höheres Risiko ihre Beschäftigung zu verlieren und arbeitslos zu werden, aber auch bessere Chancen Arbeitslosigkeit durch Aufnahme einer Beschäftigung wieder zu überwinden. Der Anteil Langzeitarbeitsloser ist bei Frauen höher als bei Männern. Frauen stehen deutlich häufiger als Männer vor der Herausforderung neben der Arbeitsuche alleine für die Erziehung eines oder mehrerer Kinder verantwortlich zu sein. Frauen sind nicht ganz entsprechend ihrem Anteil an den Arbeitslosen und ihrer relativen Betroffenheit von Arbeitslosigkeit an der Förderung durch arbeitsmarktpolitische Maßnahmen beteiligt."     "Das Bundesfrauenministerium hat den '3. Atlas zur Gleichstellung von Frauen und Männern in Deutschland' veröffentlicht. Basierend auf Daten der Statistischen Landesämter und des Statistischen Bundesamtes liefert der auf Deutsch und Englisch vorliegende Atlas einen umfassenden Überblick über die regionalen Unterschiede bei der Umsetzung gleichstellungspolitischer Ziele und Rahmenbedingungen auf Landes- und Kreisebene in Deutschland.
    Untersucht wurden 38 Gleichstellungsindikatoren zu den thematischen Schwerpunkten 'Partizipation', 'Bildung, Ausbildung, Berufswahl', 'Arbeit und Einkommen' sowie 'Lebenswelt' in ihrer zeitlichen Entwicklung seit 2008, dem Erscheinen des 1. Atlas zur Gleichstellung von Frauen und Männern in Deutschland. Dabei wurde die Zahl der untersuchten Indikatoren gegenüber den vorherigen Ausgaben erweitert.     "The world is facing an acute misuse of talent by not acting faster to tackle gender inequality, which could put economic growth at risk and deprive economies of the opportunity to develop, according to the World Economic Forum's Global Gender Gap Report 2016, which is published today.
    The report is an annual benchmarking exercise that measures progress towards parity between men and women in four areas: Educational Attainment, Health and Survival, Economic Opportunity and Political Empowerment. In this latest edition, the report finds that progress towards parity in the key economic pillar has slowed dramatically with the gap - which stands at 59% - now larger than at any point since 2008.
    Behind this decline are a number of factors. One is salary, with women around the world on average earning just over half of what men earn despite, on average, working longer hours taking paid and unpaid work into account. Another persistent challenge is stagnant labour-force participation, with the global average for women standing at 54%, compared with 81% for men. The number of women in senior positions also remains stubbornly low, with only four countries in the world having equal numbers of male and female legislators, senior officials and managers, despite the fact that 95 countries now have as many - if not more - women educated at university level."     "This article examines the differential impact of labour market institutions on women and men. It carries out longitudinal analyses using repeat cross-sectional data from the EU Labour Force Survey 1992 - 2007 as well as time series data that measure institutional change over the same period. The results contribute to the literature on gendered employment, adding important insights into the impact of labour market institutions over and above family policies that have been the focus of most prior studies on the topic. We find differential effects of institutional change on male and female outcome. Our findings challenge the neo-classical literature on the topic. While our results suggest that men benefit more clearly than women from increases in employment protection, we do not find support for the neo-classical assertion that strong trade unions decrease female employment. Instead, increasing union strength is shown to have beneficial effects for both men's and women's likelihood of being employed on the standard employment contract.     "Mit den Sonderberichten zum Arbeitsmarkt in NRW werden die regelmäßig vierteljährlich er-scheinenden Quartalsberichte zur Entwicklung des Arbeitsmarktes um ausgewählte Vertiefungsbereiche ergänzt.
    Schwerpunkt des vorliegenden Sonderberichts ist die Analyse der Situation von Frauen auf dem Arbeitsmarkt, wobei sich diese Situation immer in den geschlechtsspezifischen Unterschieden zwischen Männern und Frauen spiegelt. Betrachtet werden ausgewählte Indikatoren zu Erwerbstätigkeit, Aus- und Weiterbildung, Arbeitslosigkeit und Grundsicherung.
    Bei der Analyse der Arbeitsmarktsituation von Frauen kann die Lebenssituation von Frauen nicht außer Acht gelassen werden. Deswegen werden in diesem Bericht auch Indikatoren aufgenommen, die sich auf Familie, Kinder und Lebensformen beziehen.
    Eine zentrale Rahmenbedingung für die Erwerbstätigkeit ist der Bildungsstand und die Berufsqualifikation. Hier zeigt sich im Zeitverlauf deutlich, dass jüngere Frauen Männer in Bezug auf das Niveau der Bildungsabschlüsse überholt haben, allerdings wird weiterhin eine starke Segmentierung der Berufsbereiche deutlich.
    Die Erwerbstätigkeit der Frauen hat in den letzten Jahren stark zugenommen, dennoch sind große Unterschiede zwischen Männern und Frauen im Hinblick auf den Umfang der Erwerbstätigkeit bestehen geblieben. Hintergrund sind hier insbesondere die Familienaufgaben, die traditionell auch weiterhin von Frauen ausgeübt werden und den Umfang der Erwerbstätigkeit bestimmen. Vor diesem Hintergrund wird die Erwerbstätigkeit von Müttern mit minderjährigen Kindern gesondert betrachtet." (Textauszug, IAB-Doku)

    "The paper investigates gender unemployment dynamics in 10 advances economies applying a recent methodology on widely available Labour Force Surveys data. We calculate the job finding and separation rates for each gender and use them to construct the steady-state unemployment gap as well as two counterfactual gender unemployment gaps: one generated by differences only in job finding rates and the other by differences only in separation rates. We find that in all countries the gender unemployment gap attributed to differences in the job finding rate is lower than the gap attributed to differences in the separation rate, suggesting that gender differences in the separation rate are the major factor behind the gender unemployment gap." Gleichzeitig sollen die wichtigsten Handlungsfelder für Gleichstellungsmaßnahmen identifiziert werden. Der Gesamtwert des Gleichstellungsindex Arbeitsmarkt liegt bei 71%.     International women's day: PwC women in work index (2015)

    Abstract

    "The third annual update of the PwC Women in Work (WIW) Index shows that the UK rose four places to 14th position in the OECD in 2013.
    The improvement in the UK's performance is largely due to the strengthening economic recovery, which has driven improvements in female labour force participation and the reduction in female unemployment.
    The Nordic countries continue to dominate the Women in Work Index. Norway remains in pole position (a position it has retained for all the years we have analysed: 2000, 2007, 2011, 2012 and 2013), followed by Denmark, Sweden, New Zealand and Finland (who have all retained their 2012 positions).

    - Nur in wenigen Ländern Europas ist die Erwerbsbeteiligung insgesamt und insbesondere von Frauen so hoch wie in Deutschland.
    - Frauen und Männer sind unterschiedlich in den verschiedenen Formen der Erwerbstätigkeit vertreten: Rund zwei Drittel der Selbstständigen sind Männer. Die sozialversicherungspflichtig Beschäftigten sind ebenfalls mehrheitlich männlich. Minijobs sind hingegen eine Frauendomäne.
    - Die Zahl der sozialversicherungspflichtig beschäftigten Frauen ist zuletzt stärker gewachsen als die der Männer.
    - In Ostdeutschland ist der Anteil sozialversicherungspflichtig beschäftigter Frauen an der Bevölkerung höher als in Westdeutschland.
    - Teilzeitbeschäftigung kommt bei Frauen weiterhin deutlich häufiger vor als bei Männern.
    - Frauen sind überproportional im tertiären Sektor, Männer häufiger in der Landwirtschaft und der Industrie beschäftigt.
    - Die Arbeitslosenquoten von Frauen und Männern haben sich in den letzten Jahren angenähert. Die weibliche Arbeitslosenquote liegt momentan etwas unter der Quote der Männer.
    - Männer haben ein höheres Risiko ihre Beschäftigung zu verlieren und arbeitslos zu werden, aber auch bessere Chancen Arbeitslosigkeit durch Aufnahme einer Beschäftigung wieder zu überwinden.
    - Der Anteil Langzeitarbeitsloser ist bei Frauen höher als bei Männern.
    - Frauen stehen deutlich häufiger als Männer vor der Herausforderung neben der Arbeitsuche alleine für die Erziehung eines oder mehrerer Kinder verantwortlich zu sein.

    Abstract

    "In this paper we study the separate effects of unemployment and job displacement on fertility in a sample of white collar women in Austria. Using an instrumental variables approach we show that unemployment incidence as such has no negative effect on fertility decisions, but the very fact of being displaced from a career-oriented job has. Fertility rates for women affected by a firm closure are significantly below those of a control group, even after six years, and this is so irrespective of the incidence or the duration of the associated unemployment spell."
