Niedriglohnarbeitsmarkt

Does low-pay persist across different regimes?: Evidence from German unification (2020)

Abstract
"Using German administrative data, we study across‐regime low‐pay persistence in the context of an economic transformation process. We first show that individuals' initial allocation to the post‐unification low‐wage sector was close to random in terms of market‐regime unobservables. Consistent with a weak connection between individuals' true productivity and their pre‐unification low‐wage status, the extent of across‐regime state dependence is found to be small and appears to vanish over time. For males, across‐regime state dependence is most pronounced among the medium‐ and high‐skilled, suggesting the depreciation of human capital as an explanation." Individual and household in-work poverty in Europe: understanding the role of labor market characteristics (2019)

Abstract
"The article presents an analysis of the association between labor market characteristics related to female employment and the prevalence of in-work poverty. We compare two relative measures of in-work poverty: The individual definition refers to workers whose salary is below 60% of the median, while the household-level definition refers to individuals whose household income is below 60% of the median. Microdata from the 2014 EU-SILC survey and macrodata on involuntary part-time employment and female labor market participation are used to perform a multilevel analysis on 31 European countries. The results show a positive relationship between involuntary part-time work and in-work poverty according to the household definition. Female labor market participation is positively associated with the individual definition and negatively with the household one. However, after controlling for the level of within-country income inequality, only the effect of the female employment rate remains positive and significant for the individual in-work. These results shed light on the multifaceted role of labor market characteristics related to female employment and their implications for policy. We argue that the promotion of female participation should be combined with explicit measures to reduce the disadvantageous position of women in the labor market." Work incentives and the cost of redistribution via tax-transfer reforms under constrained labor supply (2019)

Fischer, Benjamin, Robin Jessen & Viktor Steiner (2019): Work incentives and the cost of redistribution via tax-transfer reforms under constrained labor supply. (Economics. Diskussionsbeiträge des Fachbereichs Wirtschaftswissenschaft der Freien Universität Berlin 2019,10), Berlin, 39 S.
Abstract
"Using information on desired and actual hours of work, we formulate a discrete choice model of constrained labor supply. Using the German Socio-Economic Panel and the microsimulation model STSM, we find that hours and participation elasticities are substantially smaller than those in the conventional model. We evaluate two reforms for Germany. Both redistribute to the working poor. The first reform is financed through an increase in the effective marginal tax rate for welfare recipients, the second through an increase in taxes. The first reform is desirable with equal weights, the second if the social planner has substantial redistributive taste." (Author's abstract, IAB-Doku) ((en))

Poverty trends in Germany and Great Britain: the impact of changes in labour markets, families, and social policy (2018)

Brülle, Jan (2018): Poverty trends in Germany and Great Britain. The impact of changes in labour markets, families, and social policy. (Research), Wiesbaden: Springer VS, 319 S. DOI:10.1007/978-3-658-20892-9
Abstract
"Jan Brülle shows how poverty risks in Germany between 1992 and 2012 increased concentrated on those with low educational levels, in lower occupational positions, and with precarious employment careers, as the country's welfare state failed to adapt to widening inequalities in households' market incomes. Contrasting the German experience with Great Britain, where social transfers to low-income families in concert with favourable labour market conditions helped to reduce poverty between 1992 and the global financial crisis, he presents the most comprehensive comparative study on poverty trends in these two countries to date. Moving beyond a cross-sectional perspective on poverty, the author analyses why it became not only more frequent in Germany, but also more persistent in individual life-courses, and why faster exits have driven the decline in poverty in Great Britain." Great expectations: reservation wages and the minimum wage reform (2018)

Fedorets, Alexandra, Alexey Filatov & Cortnie Shupe (2018): Great expectations: reservation wages and the minimum wage reform. (SOEPpapers on multidisciplinary panel data research at DIW Berlin 968), Berlin, 12 S.
Abstract
"We use the German Socio-Economic Panel to show that introducing a high-impact statutory minimum wage causes an increase in reservation wages of approximately 4 percent at the low end of the distribution. The shifts in reservation wages and observed wages due to the minimum wage reform are comparable in their magnitude. Additional results show that German citizens adjust their reservation wages more than immigrants. Moreover, suggestive evidence points to a compensation mechanism in which immigrants trade wage growth against job security." (Author's abstract, IAB-Doku) ((en))

Women's labor market responses to their partners' unemployment and low-pay employment (2018)

Keldenich, Carina & Andreas Knabe (2018): Women's labor market responses to their partners' unemployment and low-pay employment. (CESifo working paper 7377), München, 30 S.
Abstract
"This paper revisits the added worker effect. Using bivariate random-effects probit estimation on data from the German Socio-Economic Panel we show that women respond to their partners' unemployment with an increase in labor market participation, which also leads to an increase in their employment probability. Our analysis considers within- and between-effects separately, revealing differences in the relationships between women's labor market statuses and their partners' unemployment in the previous period (within-effect) and their partners' overall probability of being unemployed (between-effect). Furthermore, we demonstrate that partners' employment in low-paid jobs has an effect on women's labor market choices and outcomes similar to that of his unemployment." Abstract
"This article contributes to the literature on low-paid work by analysing the shares of low-paid employment in the period 2006 - 2014 and the underlying causes. I use an inflation-adjusted low-pay threshold anchored at 60 percent of median wages to assess the impact of the Great Recession, which increased the share of low-paid employees in two-thirds of European countries and in the EU as a whole. This was driven by a general decline in real wages, which was particularly intense in European periphery countries and at the bottom of the wage distribution as well as among employees with shorter tenure. However, compositional effects either prevented a larger expansion of low-pay shares by masking the real extent of the wage correction or were generally negligible in driving low-pay shares. Moreover, growing part-time employment emerges as a significant source of low-paid work from the onset of the crisis."

(Autorenreferat, IAB-Doku)

Abstract

Abstract
(Autorenreferat, IAB-Doku)

Abstract
Abstract
"This paper studies the importance of employer-specific determinants of intra-firm low-wage mobility in Germany. To address the initial conditions problem and the endogeneity of employer retention, we model intra-firm low-pay transitions using a trivariate Probit model that accounts for selection into low-wage employment and non-random employer drop-out. Using data from the LIAB Linked Employer - Employee panel, our results indicate that for male workers from the service sector the probability of escaping low-pay increases with employer size. This contrasts with female workers from the service sector, who rather benefit from collective bargaining coverage and local works councils. These findings are consistent with internal labour markets being an important ingredient of male within-firm wage growth, whereas the removal of asymmetric information appears to be more relevant in explaining female workers' wage transitions." Hanging in, but only just: part-time employment and in-work poverty throughout the crisis (2016)

Abstract
"The crisis has deepened pre-existing concerns regarding low-wage and non-standard employment. Countries where unemployment increased most strongly during the crisis period also saw part-time employment increasing, particularly involuntary part-time work. With involuntary part-time workers, as a particular group of underemployed, facing especially high poverty rates, this was accompanied by an increase, on average, in the poverty risk associated with working part-time. However, this was not reflected in a marked increase in the overall in-work poverty rate because full-time work remains dominant and its poverty risk did not change markedly. The household context is of the essence when considering policy implications." (Author's abstract, IAB-Doku) ((en))

Abstract
"The experience of unemployment itself increases the risk of staying unemployed, and the unemployed face a high poverty risk. Moreover, experiencing poverty reduces the chances of reemployment. As wage inequality has expanded in recent decades, low-paid employment and in-work poverty have both risen. This study analyzes whether low-pay employment helps people escape the no-pay - low-income trap. Survey data from the German Socio-Economic Panel for the period 1995 - 2012 are used to estimate correlated random-effects probit models on the labor-market and income dynamics. The findings suggest that low-paid employment is especially helpful to exit the no-pay - low-income trap for persons who are long-term unemployed, as well as for those over 40 who have been unemployed for a short period of time. No indications of a low-pay - low-income trap are found." (Author's abstract, © De Gruyter) ((en))

Abstract
"We investigate whether non-cognitive skills - in particular Locus of Control - are important determinants of mobility processes for male workers at the low-wage margin. Our results reveal a significant amount of state dependence in low pay even after controlling for non-cognitive skills. Furthermore, compared to individuals with an external Locus of Control, individuals with a more internal Locus of Control have a significantly higher probability of being higher-paid instead of low-paid. Conditional on being low-paid, individuals with an internal Locus of Control have a significantly higher probability of moving to higher-paid employment in the following year than individuals with an external Locus of Control. Our results suggest that having an internal Locus of Control is an important non-cognitive skill in the context of low wages. It may help individuals to avoid low-wage jobs and to move from low-paid jobs to higher-paid jobs." (Author's abstract, © 2016 Elsevier) ((en))

Abstract
"During the last few decades, the German meat industry has experienced an incomparable economic expansion, becoming one of the largest European producers and exporters in the sector. At the same time, Germany, traditionally characterized as a coordinated market economy with strong social partners and labour market institutions, has been nationally as well as internationally criticized for establishing a system of institutional exploitation of mobile and migrant labour in the industry. The aim of this article is to analyse how it was possible to create and maintain such a system under the eyes of social partners and to identify the defining factors for this development." Abstract
"We often hear that the high unemployment rates of low-educated workers in Europe are due to the rigidities of the institutions increasing the labour costs that burden employers. In this article, we challenge this traditional view and offer alternative explanations to the cross-national variation in the employment rate of low-educated workers. Using macro-data and an error correction model, we analyse the determinants of the creation of jobs for low-educated workers in 19 countries between 1997 and 2010. Our findings tend to invalidate the neoliberal view, while also pointing to the positive impact of investing in public employment services and the predominant role of economic growth, which can be weakened by union density and employment protection in the case of male workers. Last but not least, creating low skill jobs has no or little impact on the employment outcomes of low-educated workers, thus indicating job displacement issues." (Author's abstract, IAB-Doku) ((en))

Atzmüller, Roland, Stefanie Hürtgen & Manfred Krenn (2015): Die zeitgemäße Arbeitskraft. Qualifiziert, aktiviert, polarisiert. (Arbeitsgesellschaft im Wandel), Weinheim: Beltz Juventa, 344 S.
Abstract
(Textauszug, IAB-Doku)
