Nach wie vor ist die ungleiche Verteilung von Erwerbs- und Familienarbeit zwischen den Partnern der Regelfall. Traditionelle familiäre Arrangements werden dabei durch institutionelle Rahmenbedingungen bevorzugt. Die Folge ist, dass Frauen immer noch beruflich zurückstecken - auch wenn sie den Hauptteil des Haushaltseinkommens erarbeiten und damit die Rolle der Familienernährerin übernehmen.

Abstract
"Recent research on social inequality and the family has pointed out that partners provide an important social context for individuals' decisions, behaviour and resulting social outcomes. Unemployment is a particularly interesting issue to be studied in the context of partnership, as unemployment and the ensuing loss of income of one partner might affect the whole family, and fast re-employment reduces the risks of economic uncertainty and deprivation of the family. However, the particular effects of the partner and his or her resources on unemployment of the other and its duration have not yet been fully explored. In our paper we examine how couples deal with each other's unemployment, i.e. whether and how quickly re-integration into the labour market occurs. We look at the effects of different kinds of partner's resources, in particular financial assets and social capital. Applying job search theory, one would expect that the more financial support the partner can provide, the longer an unemployment episode would last, whereas the higher the partner's social capital, the more likely a job offer is to occur. Economic theories assume negative effects of both the partner's financial resources and social capital on the other's re-employment chances, either due to specialisation gains in the joint household or due to individual maximising of bargaining power that keeps the better-off partner from sharing resources. Whereas these theories are gender-neutral, gender role theories predict differential effects of the partner's resources for women and men. If a male partner provides a high income during his wife's unemployment this could prevent her from taking up work again. In the opposite case, this relationship of available resources and unemployment duration could be weak or non-existent. This 'gender asymmetry' should be modified by two characteristics: first, the birth cohorts the partners belong to, and second, whether or not they have children. Empirically, we test these hypotheses using data from the German Socio-Economic Panel (GSOEP), a longitudinal household survey. Based on this data source we analyse the effects of the partner's resources on unemployment duration by applying event-history models. We find a partnership premium for men, whereas married women are least likely to leave unemployment. Regarding the role of different resources of the partner, men gain from their spouse's labour market resources. Surprisingly, for women the partner's income accelerates re-employment. However, this finding is mediated by the fact that in a traditional male breadwinner model the female minor earner refrains from re-entering paid work. "Jeder zehnte Paarhaushalt hat eine weibliche Haupteinkommensbezieherin. Werden allein erziehende Frauen mit berücksichtigt, dann ergibt sich, dass in rund 18 Prozent aller Mehrpersonenerwerbshaushalte eine Frau hauptsächlich oder allein die Familie ernährt. Bei Familienernährerinnen handelt es sich um eine heterogene Gruppe von Frauen, denen gemeinsam ist, dass sie in voller Verantwortung den Lebensunterhalt für sich, ihre Kinder und ggf. ihren Partner erwirtschaften. Jedoch ist die weibliche Familienernährerin mehrheitlich kein Pendant zum männlichen Familienernährer 'mit umgekehrten Vorzeichen'. Stattdessen ist davon auszugehen, dass es sich vielfach um schwierige und fragile Arrangements handelt. Frauen 'ernähren' nicht zu den gleichen Bedingungen wie Männer dies tun. Sie erlangen den Status häufig unfreiwillig und versorgen die Familie teilweise unter prekären Bedingungen, weil sie in der Regel weniger Geld verdienen. 31 Prozent der Familienernährerinnen (aber nur 4% der Familienernährer) verdienten 2007 bis 900 EUR monatlich. Ist der Status Folge der Arbeitslosigkeit des Mannes oder seiner geringen Erwerbseinkünfte, treten häufig noch Konflikte mit den Geschlechterrollenidentifikationen beider Partner hinzu. Familienernährerinnen sind nicht selten von einer Belastungskumulation betroffen, da sie in den allermeisten Fällen neben ihrem Haupteinkommensbezug gleichzeitig weiterhin die Hauptverantwortung für die familiale Fürsorgearbeit tragen." "Die zunehmende Erwerbsbeteiligung von Frauen und die Ausbreitung 'atypischer' Beschäftigungsverhältnisse hat zur Folge, dass der Anteil an Haushalten, in denen der Mann der alleinige Ernährer der Familie ist, abnimmt und der Anteil an Zweiverdienerhaushalten seit Jahren ansteigt. Vor diesem Hintergrund fragt dieser Beitrag, welche Bedeutung Haushaltskontexte, in denen das traditionelle male-breadwinner Modell noch existiert bzw. bereits in Frage gestellt ist, für die Bewertung der Gerechtigkeit des eigenen Erwerbseinkommens haben. Dazu werden in einem ersten Schritt drei Beurteilungskriterien der Gerechtigkeit des eigenen Einkommens hergeleitet: Kompensation erbrachter Leistungen, Bedarfsabsicherung und Ermöglichung sozialer Wertschätzung. In einem zweiten Schritt wird erläutert, warum die Gerechtigkeitsurteile von Männern und Frauen maßgeblich von der spezifischen Situation im jeweiligen Haushalt bestimmt sind. Die daraus abgeleiteten Annahmen zu geschlechtstypischen Mustern von Gerechtigkeitseinstellungen werden mithilfe von Daten des Sozio-oekonomischen Panels aus den Jahren 2007 und 2005 überprüft. Die Ergebnisse zeigen, dass in Zweiverdienerhaushalten geschlechtstypische Muster bei der Bewertung des eigenen Einkommens verringert und verstärkt werden: Verringert werden sie, weil Frauen in Zweiverdienerhaushalten höhere Ansprüche an ihr Lohnniveau haben, und verstärkt werden sie, weil Männer die Bewertung ihres Erwerbseinkommens davon abhängig machen, ob es sie in die Lage versetzt, den traditionellen Geschlechternormen und den darin transportierten Vorstellungen über 'Männlichkeit' entsprechen zu können." "Although female breadwinners (FBWs) are increasingly common in industrialized society and challenge traditional western gender norms, little research has focused specifically on the experiences of FBWs. These experiences impact individual, family, and organizational decision making. Thus, this project uses a phenomenological method to explore the experiences and gendered identity negotiations of 15 FBWs from the eastern and midwestern U.S. who were recruited via electronic message boards and personal contacts. The study asks how these women experience the phenomenon of being the breadwinner, seeking common elements. Results indicate six essential elements of FBWs' experiences: (a) having control, (b) valuing independence, (c) feeling pressure and worry, (d) valuing partner's contributions, (e) feeling guilt and resentment, and (f) valuing career progress." "Analysen zu Arbeitsmarkteffekten regionaler Mobilität kamen bislang zu dem Ergebnis, dass Frauen in Partnerschaften erhebliche ökonomische Nachteile durch einen Wohnortwechsel haben, während Männer und auch ledige Frauen von Umzügen generell beruflich profitieren können. Die Erklärung dieser Befunde erfolgt meist auf Basis haushaltsökonomischer Argumente, die für die Beschreibung partnerschaftlicher Prozesse jedoch verstärkt in die Kritik geraten sind. Zudem sind viele dieser Studien mittlerweile veraltet und tragen, insbesondere für Deutschland, den veränderten ökonomischen und sozialen Rahmenbedingungen nicht mehr Rechnung. Der Beitrag versucht diese Lücken unter Verwendung eines verhandlungstheoretischen Modells der Partnerschaft und mit Rückgriff auf aktuellere Daten zu schließen. Untersucht werden die mittel- und langfristigen Einkommenseffekte von Umzügen für Paarhaushalte in den neuen und alten Bundesländern, speziell für die Frauen. Insbesondere wird auch die Bedeutung regionaler Arbeitsmarktstrukturen als Moderatoren dieser Effekte berücksichtigt - ein Aspekt, der in Mobilitätsanalysen bislang vernachlässigt wurde. Die Ergebnisse der auf den Wellen 1992 - 2006 des SOEP beruhenden Panel-Fixed-Effects-Schätzungen legen nicht nur die Plausibilität der verhandlungstheoretischen Argumentation und die Bedeutung lokaler Opportunitätsstrukturen nahe, sondern zeichnen auch ein von bisherigen Studien abweichendes Bild der Umzugsfolgen für Frauen. "Three hypotheses are given to explain why a married woman's work hours might be related to her husband's education, even controlling for his wage rate. Data for a single cohort of women from the NLSY 1979 suggest that women's work hours are positively related to spousal education at the time of marriage but also fall more rapidly over time after marriage among those with the most educated husbands. Cross-sectional data from the CPS for 1980- 2010 indicate that the latter effect appears to have increased since 2000. Both men's and women's preferences for a traditional division of labour within the household are found to be negatively related to the husband's education among newlyweds but to rise faster over the course of a marriage when the husband is highly educated. Overall, the results provide evidence consistent with both marital sorting on the basis of attitudes to female work and changes in tastes that are influenced by marital quality. "We propose a model of how parents resolve conflicts about sharing the negative short and long-term consequences from parenthood-related career interruptions on earnings. We introduce childcare sharing in a collective model of household behavior with public consumption as in Blundell, Chiappori, and Meghier (2005). Conceptually, the solution to the household problem can be thought of as a two-stage process: Parents first agree on public expenditures on professional childcare; then, conditional on the level of public consumption and the budget constraint stemming from stage one, parents determine their individual job absence durations and private consumption shares. Using relative income measures from German parental benefit data as distribution factors, we find evidence for Pareto efficiency in childcare sharing. More precisely, households with higher total incomes purchase more professional childcare, and changes in distribution factors shift the conditional parental leave allocation in favor of the partner whose relative income increased." Als Erklärungsfaktoren werden sowohl wohlfahrtsstaatliche Regelungen (Familien- und Steuerpolitiken) und sozioökonomische Bedingungen (Lohnniveau, Arbeitslosigkeit, Verfügbarkeit von Teilzeitarbeit) als auch kulturelle Faktoren (gesellschaftlich dominante Werthaltungen in Bezug auf Geschlechterrollen und Kleinkindbetreuung) untersucht. "Policies concerning time use are crucial to parents' experiences of paid and unpaid work and the reconciliation of work and family life. In heterosexual-couple households, gender inequalities in the distribution of paid work and care, working hours, and responsibility for children's schedules mean that mothers experience pressure on time and their ability to work, care, and manage households. Via qualitative interviews conducted in 2005-6, this contribution explores the time strategies of a sample of low-waged mothers in England whose choices around unpaid and paid work are most constrained as a result of the UK's limited policies. The authors discuss alternative policy scenarios, finding that respondents supported policies that challenge gender inequalities in work time, enhancing their time in paid employment and their partners' time for unpaid work. On average, across OECD countries, the proportion of women in paid work is high (62%). However, women in OECD countries earn 18% less than men, only about one-third of managerial posts are held by a woman, many more women work in part-time jobs than men (25% and 6% respectively). These gender differences are even wider with the presence of children since women are more likely to adjust their employment practices upon the arrival of a child much more than men." "We analyze the joint decision of participating in the labor force and using paid childcare made by mothers in two-parent households with pre-school age children in the Netherlands. Both the choice to use paid childcare and the number of hours taken up are analyzed. The data, collected in 2004, contains information on economic factors and on attitudes and opinions on childcare and labor. While acknowledging potential endogenous selection effects and bidirectional causality implying problems of endogeneity with the attitudes and opinions, our results show that, in addition to economic factors, attitudes and opinions are important when explaining the decision to participate in the labor force and to use paid childcare services, but they are less important when it comes to the decision on the number of hours childcare is taken up." "Despite decades of focus on gender equality and work-family balance, parenthood still affects mothers' and fathers' careers differently. Drawing on in-depth interviews with Norwegian mothers who are relinquishing high-commitment careers of law and consultancy, this paper questions the adequacy of established explanations emphasizing constraints vs. individual preferences. Our sample of female professionals living in a well-developed welfare state is particularly apt to explore the processes and mechanisms upholding the statistically gendered pattern of women reducing their work commitment after childbirth. These doubly privileged mothers might be considered to have the best odds for combining career and work commitment with motherhood. Thus, we argue that the approach emphasizing practical constraints does not sufficiently account for the withdrawal from high-commitment careers among these female professionals. Nevertheless, we are not content with the claim of Preference Theory that this shift in commitment is merely a matter of 'not-so-dedicated' women discovering their 'genuine' preferences. Rather, in order to understand why and how this shift occurs, we explore the culturally constructed rationalities and schemas of both work and family devotions. We specifically examine the circumstances, mechanisms and steps in a seemingly individual process of making the shift in commitment from a promising career to a family-friendly job. Moreover, the analysis demonstrates how generous parental leave arrangements designed to enhance gender equality and work-family balance by simply reducing practical constraints may have limited - or even counterproductive - impact within high-commitment occupations where the 'irreplaceability' of workers is taken for granted. Our findings indicate that unless the culturally (re)produced discourses, demands and expectations of both work and family are exposed and challenged, even intentionally gender neutral work-family policies will continue to facilitate mothers' career withdrawals, expressed as modified individual preferences." "Der in jüngster Zeit in Europa zu konstatierende Übergang hin zu neuen Leitbildern und Geschlechterrollen jenseits des männlichen Ernährermodells hat im Osten Deutschlands bereits in den 1960er Jahren begonnen. Schon vor der deutschen Einheit dominierten in Ostdeutschland Paare mit zwei Verdienern, oftmals in Vollzeit und nicht selten mit egalitärer Einkommenserwirtschaftung. Damit wurde auch die soziale Ungleichheit zwischen den Geschlechtern etwas abgebaut. Der Beitrag zeigt auf, inwieweit das Zweiverdienermodell in seiner spezifischen Ausprägung in Ostdeutschland nach 20 Jahren Transformationsprozess erhalten geblieben ist. Im Mittelpunkt steht die Frage, ob und wie sich Erwerbskonstellationen und Einkommensrelationen im Paarzusammenhang verändert haben. Auf der Basis volkswirtschaftlicher Kenngrößen sowie Daten des Sozio-oekonomischen Panels (SOEP) wird gezeigt, dass es zu der befürchteten Retraditionalisierung der Geschlechterverhältnisse nicht gekommen ist. Paare mit einem männlichen Haupternährer bilden die Minderheit; nicht traditionell lebende Paare, entweder mit egalitärer Einkommenserwirtschaftung oder mit weiblicher Familienernährerin, überwiegen." "Using German panel data from 1984 to 2007, we analyze the impact of labor division between husband and wife on the risk of divorce. Gary Becker's theory of marriage predicts that specialization in domestic and market work, respectively, reduces the risk of separation. Traditionally, the breadwinner role is assigned to the husband, however, female labor force participation and their wages have risen substantially. Our results suggest that there are gender-specifc differences, e.g. female breadwinner-couples have a substantially higher risk of divorce than male breadwinner-couples. Abstract
"The rise in female labor market participation and the growth of 'atypical' employment arrangements has, over the last few decades, brought about a steadily decreasing percentage of households in which the man is the sole breadwinner, and a rising percentage of dual-earner households. Against this backdrop, the present paper investigates the impact of household contexts in which the traditional male breadwinner model has been called into question on individuals' subjective evaluations of the equity or inequity of their personal earnings. In the first step, based on social production function theory, we derive three criteria used by individuals to evaluate the fairness or justice of their personal earnings: compensation for services rendered, coverage of basic needs, and the opportunity to earn social approval. In the second step, we apply considerations from household economics and new approaches from gender research to explain why men's and women's evaluations of justice are determined to a considerable degree by the specific situation within their household -- for example, by the status and income relation between the two partners. The assumptions derived regarding gender-specific patterns in justice attitudes are then tested on data from the German Socio-Economic Panel Study (SOEP) from the year 2007. We find that, among women, the perceived justice of personal earnings depends much more strongly on the particular household context. At the same time, opportunities for social comparison within the household and the relation between the woman's personal income and that of her husband play central roles. Men's justice evaluations, in contrast, are determined to a much greater extent by whether their income allows them to conform to traditional gender norms and concepts of 'masculinity,' and by so doing, to gain social approval outside the household as well." "In den letzten Jahrzehnten wurden große Schritte in Richtung Gleichberechtigung der Geschlechter getan, etwa bei der Erwerbsbeteiligung von Frauen und Müttern. Doch in anderen Bereichen halten sich patriarchale Strukturen erstaunlich zäh, etwa bei der Frage, wer sich um Haushalt und Kinder kümmert. Unterschiede gibt es auch im internationalen Vergleich: Skandinavien hat sich früh und weit entwickelt, Süd-Europa spät und verhalten; in Ost-Europa sind Frauen gut in das Erwerbsleben integriert, aber sonst eher schlecht gestellt. Der Autor trägt in diesem Buch Daten und Fakten zum Wandel der Geschlechterrollen in verschiedenen Lebensbereichen für 40 Länder und über einen Zeitraum von 14 Jahren zusammen. Diese beträchtliche empirische Basis erlaubt es ihm auch, die ambivalente Entwicklung der Geschlechterrollen in ein neues theoretisches Licht zu rücken: Während Rational-Choice-Ansätze Wandel plausibel machen und durch den Doing-Gender-Ansatz Kontinuität begreiflich wird, setzt Lück auf differenzierte Deutungen durch die Verknüpfung verschiedener Theorieansätze. Er fragt, wie sich strukturelle und kulturelle Einflüsse auf der Mikro- und der Makro-Ebene für statistische Analysen operationalisieren lassen, um die Unterschiede zu erklären." "Previous research on the labour market outcomes of spatially mobile couples has shown that mobility has serious detrimental effects on the employment situation of women. This has been largely attributed to their prevalence as secondary earners playing a minor role in job-related mobility decisions of the household. Yet the impact of regional opportunity structures in determining labour market outcomes of mobile coupled females has been neglected, although recent studies suggest the significance of this aspect.
