Jugendarbeitslosigkeit

Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.
Diese Infoplattform bietet einen Einblick in die Literatur zu den Determinanten von und Strategien gegen Jugendarbeitslosigkeit auf nationaler wie internationaler Ebene.

    "While the youth labour market has improved considerably since 2014, one legacy of the recent economic crisis is the large cohort of long-term unemployed young people, which represents nearly one-third of jobless young people. This report provides an updated profile of the youth labour market in 2016 and describes trends over the past decade. It explores the determinants of long-term unemployment, at both sociodemographic and macroeconomic levels. It also provides evidence on the serious consequences for young people of spending a protracted time in unemployment, such as scarring effects on income and occupation and on several dimensions of young people's well-being. The report concludes with a discussion of selected policy measures recently implemented by 10 Member States in order to prevent young people from becoming long-term unemployed or, if they are in such circumstances, to integrate them into the labour market or education."     "Using data from 49 European regions covering 2005-2012, this paper estimates the effect of cohort size on youth employment and unemployment outcomes. The effects are found to be very sensitive to the age range of the sample used for estimation. In particular, the results show a negative (positive) effect of cohort size on employment (unemployment) among individuals aged 18-22 but the opposite effects among older individuals. This heterogeneity is driven by Eastern and Western European countries. For Southern European countries, belonging to a larger cohort is found to be beneficial across all age groups."     "It is an established fact that in most countries the unemployment rate of young workers exceeds that of prime-age workers. To a certain extent a moderately elevated rate of joblessness among young workers might be seen as 'natural'. For instance, job mobility in general is higher for entrants in the labour market. Younger workers are not yet closely attached to a specific workplace or occupation. They are often looking for better alternatives and are more inclined to try something new. As a result of these specific mobility patterns, employment spells are shorter and frictional unemployment is higher.     "The 2007 - 8 financial crisis and subsequent 'Great Recession' particularly affected young people trying to make their way from education into the labour market at a time of economic uncertainty and upheaval. This is the first volume to examine the impact of the Great Recession on the developmental stage of young adulthood, a critical phase of the life course that has great significance in the foundations of adult identity. Using evidence from longitudinal data sets spanning three major OECD countries, these essays examine the recession's effects on education and employment outcomes and consider the wider psycho-social consequences, including living arrangements, family relations, political engagement, and health and well-being. While the recession intensified the impact of pre-existing trends towards a prolonged dependence on parents and, for many, the precaritisation of life chances, the findings also point to manifestations of resilience, where young people countered adversity by forging positive expectations of the future."     "The aim of this research is to understand the influence of demographic and professional experience factors on the self-efficacy and perceived barriers of rural Portuguese youths not in employment, education or training (NEET), as well as on their educational and vocational expectations at age 35. These indicators are involved in the compromise mechanism of choice of the circumscription and compromise theory, a construct that describes the reason why certain vocational alternatives are progressively restricted among young adults. Most of the participants were female and their age ranged from 18 to 30.
    Findings show that the participants' self-efficacy was positively affected by having a previous job contract, and negatively influenced by longer unemployment periods (>24 months). Longer unemployment periods also increase the perception of barriers. Educational expectations at age 35 were significantly higher among participants who had completed middle school and marginally lower for those living with their parents, while vocational expectations at age 35 were more conservative among those who had concluded high school. Recommendations are made regarding employment policies as well as training and vocational guidance interventions for NEETs in rural regions." (Author's abstract, IAB-Doku) ((en))

Der Beitrag verdeutlicht, dass es nicht nur um eine Bündelung von Leistungen unterschiedlicher Rechtskreise geht, sondern neben politischem Willen auch konzeptionelle Reformen und ein pädagogisches Konzept erforderlich sind, um die Zukunftsaufgabe am Übergang Schule - Beruf zu lösen.     "The 2007-2008 global financial crisis led to the 'Great Recession', making a multi-year debt crisis a reality for several Eurozone countries. These developments had large and persistent effects on European youth labour markets, causing high unemployment rates among the youth in many countries. In an effort to understand the subjective effects of youth unemployment in Europe, the NEGOTIATE project conducted life story interviews with 211 individuals from seven countries and three cohorts (1950 - 1955, 1970 - 1975 and 1990 - 1995). The participating countries were Bulgaria, the Czech Republic, Germany, Greece, Norway, Poland and the UK.     "The starting point of this study is the seemingly striking similarity in the number of youth-oriented labour market policies adopted by the Nordic and the Baltic EU member states in 2013 - 14 despite markedly different welfare regimes. The similarities remain when concentrating on active labour market policies (ALMPs) and extending the observation period to 2007 - 15, but the application of a more refined coding scheme suggests that there are also notable cross-country differences. Estonia, Finland and Sweden are found to exhibit a relatively similar approach to youth-oriented ALMPs, while Denmark, Latvia and Lithuania are more distinct cases. The similarities in the policy effort can be explained by similar problem pressure, EU-guided policy learning and the provision of EU funding. Lastly, the policy approaches of the Nordic states indicate a path-dependency. Thus, while the youth-oriented policy effort may appear to be quite similar, important differences remain."     Die Antwort der Bundesregierung auf die Kleine Anfrage zu den Erfahrungen mit dem Förderinstrument der Assistierten Ausbildung nennt nach Bundesländern aufgeschlüsselte Zahlen der Eintritte, benennt die wegen der Kürze der Zeit seit Implementierung der Maßnahme notwendigen Einschränkungen hinsichtlich der Qualität vorhandener Daten (etwa über die Zahl der Abbrüche) und erklärt auch die Zurückhaltung bei validen Bewertungen. Die Partner der Allianz für Aus- und Weiterbildung haben sich Ende 2016 in einem Workshop mit Praktikern aus Agenturen für Arbeit, Jobcentern und Bildungsträgern über Erfahrungen bei der Durchführung der Assistierten Ausbildung beraten und ein breites Einvernehmen bekundet, dass die Assistierte Ausbildung ein sinnvolles Instrument zur Stärkung der betrieblichen Berufsausbildung ist. Zugleich wurden aus den Praxiserfahrungen Verbesserungsvorschläge und Anregungen für eine Weiterentwicklung gewonnen, die in der Antwort der Bundesregierung aufgenommen werden. Weitere Themen der Anfrage sind darüber hinaus die tarifliche Bezahlung der in der Assistierten Ausbildung eingesetzten Fachkräfte, die Zukunft der Assistierten Ausbildung über das Jahr 2018 hinaus, und dann auch mögliche Nachjustierungen ihrer Umsetzung, auch etwa hinsichtlich der Ausweitung des zu fördernden Personenkreises.     "This paper studies changes in patterns of drugs consumption and attitudes to- wards drugs in relation to sky-high (youth) unemployment rates in the aftermath of the Great Recession. Our analysis is based on data for 28 European countries referred to young people between the ages of 15 and 24. We find that consumption of cannabis and of 'new substances' is positively related with increasing unemployment rates. For example, an increase of 1% in the regional unemployment rate is associated with an increase of nearly 0.7% of young people declaring to have consumed cannabis at any point in time. Our findings also indicate that higher unemployment rates can be associated with more young people perceiving that access to drugs became more difficult, particularly for ecstasy, cocaine and heroin. On the opposite, we do not find any link between changes in the unemployment rate and changes in perceived risk of drugs use. Finally, according to young Europeans, when the economy worsens, anti-drug policies should focus on the reduction of poverty and unemployment, and not on implementing tougher measures against users."     "Seit Inkrafttreten des SGB II im Jahr 2005 sind neben den Arbeitsagenturen und den Trägern der Jugendhilfe auch die Jobcenter für die berufliche Eingliederung sozial benachteiligter oder individuell beeinträchtigter junger Menschen zuständig. Mangelnde Abstimmung zwischen den Rechtskreisen führte in der Folge häufig zu Brüchen im Integrationsverlauf. Um die Kooperation zwischen SGB II, III und VIII zu fördern, wurde im Koalitionsvertrag der Bundesregierung vom Dezember 2013 die flächendeckende Einführung von Jugendberufsagenturen verankert. Im Saarland eröffnete die erste Jugendberufsagentur im Sommer 2013 im Landkreis Neunkirchen. Im Februar 2014 gründete der Regionalverband Saarbrücken als zweiter saarländischer Landkreis gemeinsam mit Agentur für Arbeit Saarland und Jobcenter Saarbrücken die Jugendberufsagentur Saarbrücken. Aus Sicht der Jugendhilfe schildern Stefan Gerber vom Kreisjugendamt Neunkirchen und Claudia Barth vom Jugendamt des Regionalverbandes Saarbrücken ihre bisherigen Erfahrungen und leiten entsprechende Gelingensbedingungen für Jugendberufsagenturen ab." This article uses data on monthly employment status trajectories and job duration to investigate young Europeans' employment security around five years after they finished education. The authors show that almost 40 per cent of 'job-insecure' individuals actually enjoy employment security - i.e. they are able to re-enter paid employment rapidly after losing their job.     "In this article we analyse the development of young adults not in education, employment or training (NEET) in three complete Swedish birth cohorts born in 1975, 1980 and 1985. We analyse the risk for future labour-market exclusion among NEETs, and how this risk varies between three birth cohorts who made the transition from school to work during periods characterised by different opportunity structures for young adults. Analyses using propensity score matching with repeated outcomes show that belonging to the NEET-group in early adulthood has an independent effect on the development of subsequent labour-market risk for both men and women. Moreover, this effect increases across the cohorts. The fact that the degree of labour-market attachment has clear and long-lasting implications indicates that the problems associated with being NEET cannot be reduced to a transient phase.     "Allein im Jahr 2015 erreichten über 10.000 Geflüchtete und circa 2.500 unbegleitete minderjährige Ausländerinnen und Ausländer das Land Bremen. Etwa die Hälfte der Geflüchteten ist jünger als 25 Jahre, also in einem Alter, in dem sich Jugendliche in Deutschland im Übergang zwischen Schule, Ausbildung und Berufsleben bewegen.
    Im Rahmen eines von der Arbeitnehmerkammer Bremen geförderten Forschungsprojekts wurde nach den Gelingensbedingungen und Hürden am Übergang in Ausbildung gefragt. Die Ergebnisse zeigen, dass mehr Unterstützung organisiert werden muss, um den Ausbildungserfolg von Geflüchteten wahrscheinlich zu machen.
    Die Ausbildung von jungen Geflüchteten, aber auch von Jugendlichen mit besonderen Schwierigkeiten stellt hohe Anforderungen an die Betriebe und das Ausbildungssystem. Es braucht daher eine hohe Ausbildungsqualität, und zwar sowohl in Hinblick auf betriebliche wie auch schulische Strukturen. Übergänge müssen intensiver begleitet und unterstützt werden. Zudem müssen die Bildungsdiagnostik verbessert, die Schulsozialarbeit ausgeweitet und Einstiegsmöglichkeiten in das Schulsystem für 18- bis 25- Jährige ermöglicht werden. Ziele des Projektes waren, sich dieser besonderen Zielgruppe zuzuwenden, sie besser zu verstehen und zu beraten, sich mit Verantwortlichen anderer Rechtskreise gezielter und intensiver zu vereinbaren, Organisationsstrukturen zu reflektieren und zu verändern, Leistungsprozesse zu optimieren und Unterstützungsinstrumente anzupassen oder neu zu entwickeln. Der Weg dorthin führte über Zielgruppenanalysen, Stärken-Schwächen-Analysen, gemeinsame Arbeits- und Austauschtreffen, interne Workshops, Diskussionen und Arbeitsprozesse, Vorträge und Seminare sowie externe Beratung. Die Broschüre gibt einen Einblick in den Projektaufbau und -ablauf, will die Arbeitsprozesse und Ergebnisse in den beteiligten Jobcentern transparent machen und das Arbeitsformat der Entwicklungswerkstatt erläutern und einordnen. Der Bericht besteht dabei im Wesentlichen aus Beiträgen der am Projekt beteiligten Jobcenter. (IAB)

    "The significant increase in youth unemployment in different parts of Europe caused by the economic crisis has led to the European Council Recommendation on Establishing a Youth Guarantee (2013). This Guarantee addresses the so-called 'NEET' (Not in Education, Employment, or Training) younger than 25 years of age and stipulates that employment, education or training shall be provided within a period of 4 months. As the initiative is relatively recent, in-depth analyses of its contents and implantation in the Member States are still missing. This paper analyses the European Recommendation and its implementation in Spain, evaluating its potential to improve the situation of the young people and society as a whole and its risks in provoking undesired side-effects. Our results question if the whole target group will be reached and highlight the measures' low potential to promote a real and durable change. Increasing precariousness and insecurity and the tendency to only redistribute existing labour make it conceivable that the Guarantee may contribute to converting precariousness into a new labour paradigm for the whole population. The insufficient and retroactive funding of the Youth Guarantee can provoke negative side-effects for other social policies and the country's development.     "Since the economic crisis in 2008, European youth unemployment rates have been persistently high at around 20% on average. The majority of European countries spends significant resources each year on active labor market programs (ALMP) with the aim of improving the integration prospects of struggling youths. Among the most common programs used are training courses, job search assistance and monitoring, subsidized employment, and public work programs. For policy makers, it is of upmost importance to know which of these programs work and which are able to achieve the intended goals - may it be the integration into the first labor market or further education. Based on a detailed assessment of the particularities of the youth labor market situation, we discuss the pros and cons of different ALMP types. We then provide a comprehensive survey of the recent evidence on the effectiveness of these ALMP for youth in Europe, highlighting factors that seem to promote or impede their effectiveness in practice. Overall, the findings with respect to employment outcomes are only partly promising. While job search assistance (with and without monitoring) results in overwhelmingly positive effects, we find more mixed effects for training and wage subsidies, whereas the effects for public work programs are clearly negative. The evidence on the impact of ALMP on furthering education participation as well as employment quality is scarce, requiring additional research and allowing only limited conclusions so far." In this article, we propose a two-dimension typology in order to account for cross-national variation in the access to financial independence of young people, that is, what we call 'youth welfare citizenship'. The first dimension addresses the issue of welfare support, and distinguishes between a familialization perspective, according to which young people are seen as children, and an individualization perspective, in which they are considered as adults. The second dimension relates to the integration into the labour market, which can either provide skills for every young person in an encompassing strategy, or deliver such skills only to a specific part of the youth population in a more selective strategy. It leads to four regimes of youth welfare citizenship, which we identify in the article: the denied citizenship, the monitored citizenship, the second-class citizenship and the enabling citizenship." Vor allem Jugendliche ohne oder mit einem (schlechten) Hauptschulabschluss haben nach wie vor nur bedingt Zugang zu einem Ausbildungsplatz im dualen System. Daran haben auch die zahllosen Förderprogramme nichts geändert. Vor diesem Hintergrund untersucht die Studie die Reichweite aktueller Förderprogramme, analysiert anhand von Beispielen neue Möglichkeiten des Zugangs zu einer Berufsausbildung und leitet daraus Folgerungen für die (Berufs-)Bildungspolitik und die Konzipierung von Förderprogrammen ab.
    Im Mittelpunkt der Studie stehen drei konzeptionell unterschiedliche Ansätze. Sie werden hinsichtlich ihrer konkreten Gestaltung, ihrer bisherigen Wirkungen, ihrer Erfolgsbedingungen und ihres verallgemeinerbaren Beitrags zur Verbesserung des Übergangs Schule - Beruf für benachteiligte Jugendliche beschrieben und analysiert." The length of the waiting period and eligibility to the YWP are sharply determined by two distinct age thresholds. These are exploited to estimate the impact of these policies on the transition rate to employment and on the quality of work. Both policies increase job finding only slightly and insignificantly.     "Educators believe that they are adequately preparing youth for the labor market while at the same time employers lament the students' lack of skills. A possible source of the mismatch in perceptions is that employers and educators have different understandings of the types of skills valued in the labor market. Using economics and psychology literature to define four skills sets - socio-emotional, higher-order cognitive, basic cognitive, and technical- this paper reviews the literature that quantitatively measures employer skill demand, as reported in a preference survey. A sample of 27 studies reveals remarkable consistency across the world in the skills demanded by employers. While employers value all skill sets, there is a greater demand for socio-emotional skills and higher-order cognitive skills than for basic cognitive or technical skills. These results are robust across region, industry, occupation, and education level. Employers perceive that the greatest skills gaps are in socio-emotional and higher-order cognitive skills. These findings suggest the need to re-conceptualize the public sector's role in preparing children for a future labor market. Namely, technical training is not equivalent to job training; instead, a broad range of skills, many of which are best taught long before labor market entry, should be included in school curricula from the earliest ages. The skills most demanded by employers - higher-order cognitive skills and socio-emotional skills - are largely learned or refined in adolescence, arguing for a general education well into secondary school until these skills are formed. Finally, the public sector can provide programming and incentives to non-school actors, namely parents and employers, to encourage them to invest in the skills development process.     "In the aftermath of the Great Recession 2008/2009 European youth unemployment rose sharply from below 4.2 m in 2007 to more than 5.6 m young people under 25 unemployed in the EU28 countries in 2013. The youth unemployment rate expanded from 15.5 in 2007 to 25.5 in 2013. Beyond the consequences for individuals youth unemployment as a mass phenomenon is potentially menacing the stability of democratic societies. Hence there are good reasons to fight youth unemployment by any means. The paper analyses the specific structure and causes of youth unemployment. Although youth unemployment is also influenced by individual factors like insufficient qualification, we show that country-specific factors - institutions, traditions and characteristic structures - are of high importance in explaining the huge disparities between European countries. Using panel data estimates with specific country and time fixed effects we show that especially the Mediterranean countries responded to the economic downturn in a specific way. However, the high correlation of changes in the youth and adult unemployment rates across countries points to the fact that not only structural factors but also business cycle effects are important for explaining the sharp increase in the youth unemployment rate in Europe. The rise in joblessness is in fact closely related to macroeconomic slackness. Therefore, we argue that a two-handed approach combining institutional improvements with growth stimulating measures is needed to overcome the problem." (Author's abstract, IAB-Doku) ((en))

    "The Capability Approach (CA) offers a perspective on the employment activation of young people that is concerned with their freedom to make choices that they value rather than focusing solely on outcomes, such as having to take any job. It incorporates empowerment and the individual and external conversion factors that influence the conversion of resources into functionings for young people, such as getting a job that they value. This article considers the implications of using the CA as a lens for analyzing youth activation polices. A more capability informed approach to employment activation would not measure success solely by the transition into work, but rather by whether it has improved the young person's capabilities, and might focus, for example, on more sustainable and valued careers and develop individuals' freedom of choice in the labour market. Using data from two UK case studies of third sector organizations that support young people into work, it explores these issues empirically, including the extent to which these employment activation programmes, in their current form, can enhance the capabilities of beneficiaries.     "By reducing the commitment made by employers, fixed-term contracts can help low-skilled youth find a first job. However, the long-term impact of fixed-term contracts on these workers' careers may be negative. Using Spanish social security data, we analyze the impact of a large liberalization in the regulation of fixed-term contracts in 1984. Using a cohort regression discontinuity design, we find that the reform raised the likelihood of male high-school dropouts working before age 19 by 9%.     "Rigid employment protection legislation (EPL) has been blamed as the root of youths' labour market integration problems in Europe. Many European countries have reacted by deregulating employment protection laws, often targeting youths as a group. However, doubts about the effectiveness of EPL reforms have arisen. Against this background, this article investigates whether EPL reforms succeeded in integrating youths into labour markets or whether they were ineffective and just promoted temporary employment as a crucial new social inequality in Europe. Based on two-step, three-level analyses using micro-data from the European Labour Force Survey for 19 European countries for the period from 1992 to 2012, our results show that deregulating the use of temporary contracts increased temporary employment risks of youths but did not reduce (for low-educated young men, even increased) unemployment risks. In contrast, we find some evidence that decreasing the protection of permanent jobs was successful in decreasing risks of inequality/insecurity (in terms of temporary jobs) without affecting the risks of labour market exclusion."     "This paper examines the occurrence of structural breaks in European unemployment associated with major events experienced by the European economies at an institutional level: the creation of the European and Monetary Union (EMU) in 1999, and the Euro/financial crisis in 2008-2009, which was followed by a general and intensive reform process in the years afterwards. Beyond the well documented asymmetries across countries, we uncover different responses of adult and youth unemployment rates. While adult unemployment is more prone to experience structural breaks, youth unemployment is more sensitive to business cycle oscillations. This has been especially so in the recent crisis and calls for fine tuning policy measures specifically targeted to youth unemployed in bad times. One important implication of our findings is that generic labour market reforms are not effective enough to solve the youth unemployment problem across Europe.     "We study the anatomy of responses to a major activation programme targeted at unemployed youth, introduced in Sweden in 2007. We use a regression discontinuity design to analyse individual reactions to the programme. We find that individuals who have a relatively high predicted probability of finding a job respond to the threat of activation, whereas there is no significant effect for individuals in a weaker labour market position. This is consistent with activation programmes working as a screening device between those who are able to find work on their own vs. those who are not. In addition to examining traditional predictors of poor labour market outcomes (e.g. education and school dropout status), we find a strong concentration of health problems among individuals with poor labour market prospects.     "In the European labour market, young people have been disproportionally affected by job insecurity indicated by unemployment, inactivity, job precariousness and fragmented careers during and after the economic crisis of 2008. This may be crucial for their ability to maintain a living income and to live a decent life on their present and future life course. The increasing polarisation in the labour market may become a persistent structural feature in the conditions of the changing employment structures and flexibilization of labour. This challenge was recognised at the EU level when Youth Opportunities Initiative (2011), Youth Employment Package (2012) and Youth Guarantee (2013) were launched and underpinned with financing from ESF schemes. The European countries, however, have experienced very different impacts of the crisis on their labour markets (Karamessini et al. 2016). Similarly, the initial responses in active labour market policies (ALMPs) to the crisis also diverged considerably (Clasen et al 2012). The question arises about the longer-term adaptations of labour market policy and other policies to the challenge of increasing early job insecurity and the associated structural changes in the labour market.
    The aim of this paper is to assess in nine national contexts how recent reforms in labour market institutions and policies and the skill formation systems may have affected the incidence of early job insecurity and the patterns of labour market entry/integration of young women and men. Job insecurity as understood here includes two dimensions: (a) insecurity of maintaining the current job, (b) insecurity of getting another job in the future, that is, job insecurity and employment insecurity (compare Chung and van Oorschot 2011)."
