    Abstract

    "We exploit local and temporal variation in the availability of public childcare for children under the age of three that induces exogenous variation in childcare attendance. We find a weak, positive average treatment effect (ATE) on maternal labor supply. The estimation of the average treatment effect is interesting – however, possibly masking important effect heterogeneity. Examining selection behavior and estimating marginal treatment effects along the distribution of observables and unobservables that drive individual treatment decisions reveal transmission channels and uncover substantial heterogeneity in marginal returns from public childcare reforms. By estimating marginal returns, we detect reverse selection on gains at the intensive margin, whereas a substantial share (40 percent) of mothers with median desire to public childcare react with increased probability to work full time. Thus, if the supply of public childcare is expanded from a modest to a more generous level of coverage, those with average resistance towards early public childcare do gain. At the extensive margin, positive selection on gains is found; however, only a small fraction of mothers with the lowest distaste for early public childcare shift from non-employment to part-time jobs."     "Wie können Arbeitsprozesse gestaltet werden, um die Chancen, die in der Digitalisierung und – in unserem Fokus – im Homeoffice als Arbeitsort liegen, zu optimieren? Welche Folgen der Digitalisierung werden heute bereits positiv erfahren und wo sind weitere Aushandlungsprozesse und Nachbesserungen in der Umsetzung nötig? Wie könnte die Arbeitsteilung zwischen Frauen und Männern bei Erwerbs- und Reproduktionstätigkeiten so gestaltet werden, dass alle an Lebensqualität dazu gewinnen? Um ein möglichst differenziertes Bild über Rahmenbedingungen, Einstellungen und Praktiken rund um Arbeit im Jahr 2020 zu erhalten, wurden alle Personen, die aktuell in Deutschland erwerbstätig sind, aufgerufen, ihre Erfahrungen zu Homeoffice, digitaler Ausstattung, Weiterbildung und Arbeitsteilung in der Partner*innenschaft zu teilen. Mehr als 1.000 Männer und Frauen haben vom 8. bis 30 Juni 2020 an der Befragung teilgenommen. Die zweite Veröffentlichung beleuchtet ausgewählte Aspekte der Studie, die sich auf die Partnerschaftliche Teilung der Arbeit im Haushalt beziehen. Unsere Ergebnisse zeigen: Das Potenzial in Form der Orientierung an einem paritätischen Ideal ist vorhanden, jedoch sind effektive Weichenstellungen noch zu selten Teil des gesellschaftlichen und betrieblichen Alltags. Chancen liegen in der Flexibilisierung der Erwerbstätigkeit – unter bestimmten Bedingungen: Transparente und verhandelbare Regeln der Arbeit im Homeoffice sind zentral." (Autorenreferat, IAB-Doku)

    "Parenthood necessarily increases the scope of unpaid work in households and tends to depress women’s employment rates relative to men’s. This paper examines the relationship between the use of full-time childcare for children under 3 years of age and employment rates for men and women with one, two, or three or more children under 6 years of age in European households. Panel data from a sample of the (then) twenty-eight European Union member states for the 2005–15 period were analyzed. The results indicate that smaller differences between employment rates of men and women with one, two, or three or more children under 6 years of age are associated with greater use of full-time childcare arrangements for children under the age of 3."     "By facilitating early re-entry to the labor market after childbirth, public kindergarten might positively affect maternal human capital and labor market outcomes: Are such effects long-lasting? Can we rely on between-individuals differences in quarter of birth to identify them? I isolate the effects of interest from spurious associations through difference-in-difference, exploiting across-states and over-time variation in public kindergarten eligibility regulations in the United States. The estimates suggest a very limited impact in the first year, and no longer-run impacts. Even in states where it does not affect kindergarten eligibility, quarter of birth is strongly and significantly correlated with maternal outcomes."     "Objective: This study examines the convergence of employment behaviour and work-life balance of foreign-born women with those of native-born Spanish women between 2014 and 2018. Background: The changing role of women in the labour market is a central development of the past century. However, the study of female labour market participation has focused on native women, typically with a college education. Method: We use the Spanish Labour Force Survey and its 2018 ad hoc module on the reconciliation of work and family life to compare the working behaviours of native and migrant women. We use a matching algorithm to construct a sample of native workers with comparable human capital and living arrangement characteristics. Results: The segmentation of the Spanish labour market leads to the concentration of female immigrants in specific occupational niches with precarious employment conditions, regardless of the length of their stay in the country. The country's employment and care regime forces female migrants to deal with their care responsibilities differently than their native counterparts: i.e., migrants are more likely than natives to interrupt their employment to fulfil household duties, and are less likely to engage in part-time work and to outsource care provision to family and professional caregivers.     Abstract

    "This paper develops an equilibrium search model to study the mechanisms underlying the lifecycle gender wage gap: human capital accumulation, preference for job amenities, and employers’ statistical discrimination in wage offers and hiring. In the model, men and women differ in turnover behaviors, parental leave lengths, and preference for amenities before and after having children. Capacity-constrained firms anticipate these gender differences when setting wages and making match decisions. Estimating the model on administrative employer-employee data combined with occupational level survey data on amenities from Finland, I find that a large proportion (44%) of the gender wage gap in early career is attributed to employers’ statistical discrimination based on fertility concerns, whereas gender differences in labor force attachment explain the majority of the gap (70%) in late career. Both hiring discrimination and preference for amenities draw women to low-productivity jobs in early career, and slow down their career progression in the long run. Counterfactual simulations show that shifting two parental leave months from women to men shrinks the wage gap by 13%. A gender quota at top jobs improves women’s representation in high productivity positions, but firms undo this policy by exerting more wage discrimination. An equal pay policy counterfactual shows that requiring firms to pay men and women the same wage closes the wage gap by 15% on average, but has unintended consequences as employers adjust on the hiring margin."     "This study examines the short-term consequences for care-arrangements among working parents, who were affected by the closure of schools and institutional childcare as a result of the COVID-19 pandemic in Germany. By applying multinomial logistic regression models to novel data from two panel surveys of the National Educational Panel Study and its supplementary COVID-19 web survey, the study finds that mothers continue to play a key role in the care-arrangements during the first months of the pandemic. Moreover, the results illustrate the importance of working conditions, especially the possibility of remote work for the altered care-arrangements.     "Die Covid-19-Pandemie hat sich sehr unterschiedlich auf die Bedingungen der Beschäftigung und der Familienarbeit von Männern und Frauen ausgewirkt. Damit könnte sie den in den letzten Jahrzehnten langsam und mühsam erreichten Abbau der geschlechtsspezifischen Ungleichheiten in der familiären Arbeitsteilung gefährden. Mit Daten des Nationalen Bildungspanels (NEPS) und der Online durchgeführten Covid-19-Zusatzbefragung für Deutschland untersuchen wir den Zusammenhang zwischen Arbeitsbedingungen und Geschlechterunterschieden im subjektiven Wohlbefinden während der ersten Monate der Pandemie. Dabei berücksichtigen wir systematisch den Haushaltskontext, indem wir zwischen Erwachsenen mit und ohne kleine Kinder unterscheiden. Die Ergebnisse aus multivariaten Regressionsmodellen, die die Zufriedenheit vor der Pandemie berücksichtigen, zeigen einen Rückgang der Lebenszufriedenheit bei allen Befragten, insbesondere bei Frauen und Müttern mit kleinen Kindern. Der stärkere Rückgang des Wohlbefindens von Frauen kann jedoch nicht mit systematischen Unterschieden in den Arbeitsbedingungen während der Pandemie in Verbindung gebracht werden. Kitagawa-Oaxaca-Blinder kontrafaktische Dekompositionen bestätigen diesen Befund. Weitere Robustness-Checks deuten darauf hin, dass die verbleibenden geschlechtsspezifischen Unterschiede in den ersten Monaten der Krise zum Teil durch gesellschaftliche Sorgen und größere Einsamkeit der Frauen erklärt werden. Allgemein betrachtet deuten unsere Ergebnisse auf wichtige geschlechtsspezifische Unterschiede im sozialen Leben und in der psychischen Belastung im Frühjahr 2020 hin, die sich im weiteren Verlauf der Krise wahrscheinlich noch verstärken werden."     "Der Neunte Familienbericht mit dem Titel "Eltern sein in Deutschland" stellt die Eltern in den Mittelpunkt und die Frage, wie es ihnen geht. Der Bericht bestätigt: Familien brauchen Flexibilität und Sicherheit, Investitionen in neue Chancen für die Kinder und gute Perspektiven für das Familienleben. Drei wichtige Handlungsfelder werden in dem Bericht benannt: ∙eine neue Qualität der Vereinbarkeit von Beruf und Familie für mehr Partnerschaftlichkeit, ∙mehr Bildungsgerechtigkeit für Kinder und ∙stabile wirtschaftliche Sicherheit für alle Familien. Eltern sein in Deutschland ist anspruchsvoller geworden. Eltern verlangen sich viel ab: Sie wollen mehr Zeit mit ihren Kindern verbringen, sie so gut wie möglich fördern, Familie und Beruf in Einklang bringen und auch eigene Ziele verfolgen. Dafür suchen und brauchen sie Orientierung und Unterstützung, gerade angesichts sich wandelnder Rollenbilder, komplexerer Familienstrukturen, der Herausforderungen der Digitalisierung und der nach wie vor bestehenden ungleichen sozialen Bedingungen für das Aufwachsen und die Chancen von Kindern. Mit der Erstellung des Neunten Familienberichts wurde im Juli 2018 eine aus sieben Wissenschaftlerinnen und Wissenschaftlern bestehende unabhängige Sachverständigenkommission beauftragt. Der 600-seitige Bericht umfasst den Zeitraum Juli 2018 bis 18.     Abstract

    "Der hier vorliegende Neunte Familienbericht ist in einer Zeit intensiver familien- und gesellschaftspolitischer Diskurse und Initiativen entstanden, die unter dem Eindruck vielfältiger Aspekte sozialen Wandels, nach wie vor ungelöster gesellschaftlicher Herausforderungen und markanter Ereignisse stehen. Die Endphase seiner Fertigstellung fiel zusammen mit der Covid-19-Pandemie, die ab März 2020 eine der größten Krisen seit der Wirtschaftskrise vor mehr als zehn Jahren auslöste. Der teilweise lange anhaltende Lockdown zur Abwehr einer übergroßen Ausbreitung des Virus und damit einer Überforderung des Gesundheitssystems hat auch in Deutschland weite Bereiche der Wirtschaft zum Stillstand gebracht, und viele Familien sahen sich in der Betreuung und Beschulung der Kinder auf sich selbst gestellt. Dies hat einzelne Themen noch stärker in den Vordergrund gerückt, als es bei der Konzeption dieses Berichts und der Hauptphase seiner Erarbeitung absehbar war. Fragen der wirtschaftlichen Stabilität, die gelebten Erwerbsmodelle und die damit verbundenen Risiken haben an zentraler Bedeutung gewonnen, ebenso wie Fragen ungleicher Bildungschancen, die durch den zeitweisen Ausfall institutioneller Bildung und Betreuung entscheidend akzentuiert wurden. Bereits vor der Corona-Pandemie mussten viele Familien mit einem kleinen Einkommen wirtschaften und sahen ihre Teilhabechancen, vor allem aber auch die Bildungschancen ihrer Kinder beschränkt. Trotz massiver Bemühungen, das Bildungssystem zu reformieren und der in Deutschland starken „sozialen Vererbung“ von Bildungsressourcen entgegenzuwirken und trotz starker Initiativen zur Entwicklung eines inklusiven Bildungssystems, fallen die Bildungserfolge von Kindern und Jugendlichen je nach sozialer Herkunft und je nach individuellen Beeinträchtigungen noch immer sehr unterschiedlich aus. Darüber hinaus wird im Bereich der Bildungspolitik auf die nach wie vor schwächeren Bildungschancen von Kindern und Jugendlichen mit Migrationshintergrund hingewiesen. Schon seit der Anwerbung von Arbeitsmigrantinnen und -migranten in den 1950er-Jahren steht die Diskussion über eine geeignete Integrationspolitik im Raum, die in den vergangenen Jahrzehnten und insbesondere durch die intensive Zuwanderung von Geflüchteten seit 2015 deutlich an Intensität gewonnen hat. Dabei wird zunehmend deutlich, dass sich Integrationsbemühungen auch an Eltern richten müssen und von einer stärkeren Familienorientierung diesbezüglicher Regelungen und Maßnahmen profitieren können. Parallel hierzu hat sich durch die Digitalisierung aller Lebensbereiche das Zusammenleben merklich verändert. Neue Kommunikationstechnologien erleichtern den Austausch im privaten Kreis und in erweiterten sozialen Netzen, helfen bei der raschen Informationssuche, und prägen auch zunehmend die Lern- und Arbeitsbedingungen in Schule, Ausbildung, Studium und Beruf. Gleichzeitig sind neue Anforderungen an Medienkompetenzen entstanden, mit denen alle Nutzenden und vor allem Eltern in ihrer Verantwortung für Kinder und Jugendliche konfrontiert sind. Nicht nur an dieser Stelle wachsen Kita und Schule neue Aufgaben zu, um Kinder und Jugendliche zum kompetenten Umgang mit Informations- und Kommunikationstechnologien in der digitalisierten Gesellschaft zu befähigen, sondern auch Eltern Information und Orientierung zu bieten."     "Contemporary welfare policies in many Western countries limit public assistance for the long-term unemployed and spur rapid movement into the labour market. These policies have substantially changed the trade-offs of employment and welfare-use behaviour, making employment far more attractive than welfare dependency. Despite this new reality, many welfare recipients circulate in and out of the welfare system and the low-wage labour market or become disconnected from both work and welfare. Drawing on longitudinal administrative data of single Israeli mothers who received Income Support Benefit in 2003, this study focuses on the role of structural factors, including local labour market conditions and local availability of subsidised child-care, in explaining the intensity of welfare receipt over a 51-month period. The results indicate notable diversity in welfare-use accumulation. Some mothers were classified as short- to mid-termer recipients while others showed a much more intensive use, and about a third were classified as chronically dependent. Local labour market conditions and their change over time played an important part in explaining welfare accumulation, while local child-care availability had no effect. Objective: This study examines whether working mothers’ satisfaction with work‒family balance is associated with different combinations of paid and unpaid childcare arrangements. Difficulties in using different types of childcare are also considered. Methods: We use random effects models on panel data from the Household, Income and Labour Dynamics in Australia (HILDA) survey (2003‒2013). Results: Results show that a balanced mix of paid and unpaid childcare is associated with mothers’ highest satisfaction. Difficulties related to the affordability and the flexibility of paid childcare negatively relate to the satisfaction with work‒family balance. Moreover, even after adjusting for experienced difficulties, the “mixed” arrangement guarantees the most satisfying combination of work and family responsibilities. Contribution: Taken together, our analyses are suggestive of the idea that improving the flexibility and the affordability of paid childcare services is a way to increase mothers’ satisfaction with the work‒family balance. The issue might become even more urgent if we consider that grandparents’ availability is not so obvious in a context where young people work and live at long distance from their original family, and when age at first (grand)parenthood is increasing."     "Bei der Organisation von Familien- und Erwerbsarbeit gab es vor der Wiedervereinigung große Unterschiede zwischen Ost- und Westdeutschland. Seit der Wiedervereinigung haben sich die Erwerbstätigenquoten von Müttern mit betreuungs- bedürftigen Kindern allerdings angeglichen. Dies ging einher mit einer steigenden Zustimmung zur Erwerbstätigkeit von Müttern, insbesondere in Westdeutschland. Nach wie vor gibt es allerdings Unterschiede bei der Arbeitszeit. Mütter in Ostdeutschland arbeiten deutlich häufiger in Vollzeit als Mütter in Westdeutschland. Bei Frauen jüngerer Kohorten ist die Zustimmung zur Vollzeiterwerbstätigkeit von Müttern mit Kleinkindern jedoch vor allem im Osten geringer als bei Frauen älterer Kohorten. Es bleibt abzuwarten, ob der weitere Ausbau der Tagesbetreuung in Kitas und Grundschulen hier zu einer Veränderung in den Einstellungen und damit auch in der Vollzeiterwerbstätigkeit von Müttern mit Kleinkindern führt."     "We study the short, medium, and long run employment effects of a substantial change in the parental leave benefit program in Germany. In 2007, a means-tested parental leave transfer program, which had paid benefits for up to two years, was replaced by an earnings related transfer, which paid benefits for up to one year. The reform generated winners and losers with heterogeneous response incentives. We find that the reform sped up the labor market return of all mothers after benefit expiration.     "With the advance of the gender revolution, income dynamics in couples are changing. Nonetheless, in most Western societies, parenthood still promotes specialized gender roles. Utilizing Norwegian register data on all married and cohabiting couples born 1946–1989, we investigate possible changes in the associations between parenthood and within-couple inequality in earnings in the years 2005–2014. Precisely, using interactions and fixed effects models, we compare the development of within-couple gender gaps in earnings over time between childless couples and couples with children of different ages, and within couples before and after childbirth. Results showed that the gender gap in earnings in couples increased with the number of children and was most distinct among couples with children below 6 years. However, the association between parenthood and within-couple inequality in earnings was reduced across the study period, a development partly driven by a decreasing fatherhood premium evident from 2009 onwards. Not only women's but also men's income development is now negatively affected by having young children in the household.     "We develop and estimate a model of child care markets that endogenizes both demand and supply. On the demand side, families with a child make consumption, labor supply, and child-care decisions within a static, unitary household model. On the supply side, child care providers make entry, price, and quality decisions under monopolistic competition. Child development is a function of the time spent with each parent and at the child care center; these inputs vary in their impact. We estimate the structural parameters of the model using the 2003 Early Childhood Longitudinal Study, which contains information on parental employment and wages, child care choices, child development, and center quality. We use our estimates to evaluate the impact of several policies, including vouchers, cash transfers, quality regulations, and public provision. Among these, a combination of quality regulation and vouchers for working families leads to the greatest gains in average child development and to a large expansion in child care use and female labor supply, all at a relatively low fiscal cost."     "Die gegenwärtige Corona-Pandemie hat die Schwächen des deutschen Arbeitsmarkts deutlich vor Augen geführt. Gerade geringfügig Beschäftigte sind besonders hart von Arbeitsplatzverlusten betroffen, da sie keinen Anspruch auf Arbeitslosengeld haben und auch kein Kurzarbeitergeld erhalten. Vor allem für viele Haushalte mit niedrigem Einkommen ist damit in der aktuellen Krise ein erheblicher Teil des verfügbaren Einkommens weggebrochen. Dabei erweisen sich die besonderen Regelungen für Minijobs nicht erst jetzt als Hemmschuh für substanzielle, nachhaltige Beschäftigung. Neben fehlender sozialer Absicherung leiden Minijobber:innen unter mangelnden Weiterbildungs- und Entwicklungschancen und arbeiten häufig in niedrig entlohnten Tätigkeiten. Auf der Haben-Seite steht aus Sicht der Beschäftigten einzig die Steuer- und Abgabenfreiheit, das bekannte „brutto gleich netto“. Doch dieser kurzfristige Vorteil erweist sich allzu oft als Bumerang. Denn das Zusammenwirken im deutschen Steuer-, Abgaben- und Transfersystem trägt dazu bei, dass viele Frauen und Mütter sowie zahlreiche Beschäftigte insbesondere im Niedriglohnsektor in Kleinstjobs, geringfügiger Beschäftigung oder Teilzeit mit niedriger Stundenzahl gefangen sind – ein Mehr an Arbeit lohnt sich finanziell häufig nicht. Doch wie sehen die Anreizwirkungen auf das Arbeitsangebot für verschiedene Haushaltskonstellationen konkret aus, die sich durch das Zusammenspiel aus Steuern, Abgaben und Transferentzug ergeben? Diese Frage steht im Mittelpunkt der vorliegenden Studie. Die Analyse nimmt dabei die sogenannte Partizipationsbelastung in den Blick, die aufzeigt, wie viel Prozent des gesamten individuellen Bruttoeinkommens bei der Aufnahme einer Erwerbstätigkeit als Steuern und Abgaben sowie durch Transferentzug vom Staat einbehalten werden.     "Werden die Arbeitsmarktentscheidungen von Müttern von der Kultur beeinflusst, in der die Frauen aufgewachsen sind? Und wie wirkt sich das aktuelle soziale Umfeld auf das Arbeitsangebot von Müttern aus? Um diese Fragen zu beantworten, vergleichen wir ost- und westdeutsche Frauen im Kontext der deutschen Wiedervereinigung. Im sozialistischen Osten wurde die Vollzeiterwerbstätigkeit von Müttern forciert, während in Westdeutschland das traditionelle Modell des männlichen Hauptverdieners verbreitet war. Nach der Wiedervereinigung wurden beide Kulturen plötzlich miteinander konfrontiert und dieser Austausch wurde durch die darauffolgenden Migrations- und Pendlerströme weiter verstärkt. Vergleicht man ost- und westdeutsche Mütter entlang der ehemaligen innerdeutschen Grenze innerhalb desselben grenzüberschreitenden lokalen Arbeitsmarktes, zeigt sich, dass Kultur für deren Arbeitsmarktentscheidungen eine entscheidende Rolle spielt. Selbst 20 Jahre nach der Wiedervereinigung kehren ostdeutsche Mütter früher in ihren Beruf zurück und arbeiten mehr Stunden als westdeutsche Mütter. In einem zweiten Schritt betrachten wir ost- und westdeutsche Migrantinnen im jeweils anderen Landesteil und zeigen, dass die ost- und westdeutsche Kindheitskultur unterschiedlich persistent ist. Während ostdeutsche Migrantinnen früher nach der Geburt ihres Kindes in den Beruf zurückkehren und auch mehr Stunden arbeiten als ihre westdeutschen Kolleginnen selbst wenn sie schon lange in der traditionelleren westdeutschen Kultur gelebt haben, passen sich westdeutsche Migrantinnen in ihrem Arbeitsangebot nach der Geburt fast komplett ihren ostdeutschen Kolleginnen an. In einem letzten Schritt nutzen wir aus, dass westdeutsche Firmen unterschiedlich stark von Migrationsströmen von Ost nach West betroffen waren und finden, dass westdeutsche Frauen selbst in ihrem eigenen kulturellen Umfeld durch den Kontakt zu ostdeutschen Frauen ihr Verhalten ändern und früher nach der Geburt ihres Kindes in den Beruf zurückkehren.     "We examine the effects of college costs on the labor supply of mothers. Exploiting changes in college costs after the roll-out of nine generous state merit aid programs from 1993 to 2004, we analyze the difference in the labor supply of mothers before and after these programs were implemented. Mothers of college-age children decreased their annual hours of work after the start of a generous merit aid program, while fathers did not adjust their labor supply. There is no strong evidence that mothers changed their employment status, as most of the decrease in hours of work happened among employed mothers. Mothers of college-going children are entirely responsible for the decline in hours of work, where mothers of children who did not go to college experienced no change in hours of work. A 10 percent increase in spending on merit aid programs per undergraduate student leads to a 1.3 percent decline in hours of work among mothers of college-going children.     "Most literature on mothers' reconciliation of family and employment focuses on singular transitions. This article studies the totality of mothers' reconciliation behavior across several births. Drawn from a larger sample in West Germany, it uses sequence analysis on the trajectories of 1,662 mothers of two children in the ten years following the first birth. Results suggest that returning mothers either alternate between births and employment soon afterwards, or delay their return until well after their reproductive phase. Furthermore, educational groups adapt differently to the extension of parental leave, resulting in their polarization. Both findings have immediate relevance for international policy."     "Using the 2010 General Social Survey in Time Use (Canadian time diary data, N?=?1785), we explore the impact of spouses' time spent on childcare and other work-family factors on parents' work-family balance satisfaction. We examine how benefits compare to threats to parenting time and the relative impact on satisfaction with work-family balance. Our findings indicate that benefits to parenting time (working regular shift, fewer hours, and flextime) increase work-family balance. Threats to parenting (hiring of childcare, spouse's household labour), which should benefit work-family balance, decrease satisfaction. We find mothers' satisfaction with work-family balance is unaffected by increased childcare time spent by fathers. In contrast, mothers' increased childcare time is associated with lower satisfaction with work-family balance for fathers. We argue Canadian fathers may be feeling increased cultural pressure to participate more fully in parenting. Fathers potentially perceive mothers' predominant parenting as a threat to new expectations while mothers perceive fathers' new expectations as a benefit.     "Despite the increase in dual-earner couples in Germany over recent decades, starting a family still often leads to a (re-)traditionalization of the division of labour in partnerships, with considerable gender differences in working hours and family obligations remaining. Consequently, after a child is born especially women face the challenge of reconciling career and family. Against this backdrop, a growing proportion of firms has started to create family-friendly working conditions to relieve the burden on their (female) employees. In the course of doing so, firms have also increasingly invested in organizational family-friendly arrangements in recent years. In this paper, we analyse the effects of these arrangements on employees' behaviour by using German linked employer-employee data. We ask how specific organizational family-friendly measures affect a crucial point in women's careers: the employment interruption after childbirth. Based on time-specific piecewise constant models, our results reveal that organizational family-friendly measures positively influence women's return to the labour market after childbirth and thus result in benefits for both firms and employees. Furthermore, we find that the effects of the measures are determined by the structural context and are not time constant but vary according to the age of the child."     "Recent studies have shown that flexible boundaries between work and family may make employees work harder and longer. Yet most studies were not able to show whether there are differences across different types of flexible working arrangements, and whether this relationship may only hold for certain groups of workers. We examine how three different types of flexible working arrangements, that is schedule control, flexitime, and teleworking, are associated with an increase in unpaid overtime hours of workers in the UK using the Understanding Society data from 2010 to 2015 and fixed effects panel regression models. Results show that the flexible arrangements that were introduced primarily for work-life balance purposes, i.e., flexitime and teleworking, do not necessarily increase unpaid overtime hours significantly. On the other hand, workers' control over their schedule, mainly introduced as a part of high-performance strategies, leads to increased unpaid overtime hours. This is especially true for professional men, and women without children, especially those working full-time, and surprisingly part-time working mothers. The results of this study point to the importance of distinguishing between different groups of workers as well as between different types of arrangements when examining outcomes of flexible working. Furthermore, the results of the study contribute to the argument that performance enhancing flexible working arrangements can potentially exacerbate gender inequalities in the labour market by enabling men to commit more time to their jobs, while for women, especially full-time working mothers, this may be less possible."     "Motherhood penalties vary strongly across societal contexts. While most studies that aim to explain such differences focus on institutions, a smaller literature refers to the influence of cultural norms or a complex interaction between the two. Empirically, however, it is yet unclear if such norms play a role and how they - jointly with institutions - contribute to motherhood penalties. We make use of a unique historical setting that allows us to assess how societal contexts affect maternal work preferences and labor market outcomes in the short- and long-run. Germany’s division into socialist East and parliamentary democratic West led to considerably different gender norms. But German reunification in 1990 mostly realigned gendered institutions. Using data from the German Socio-Economic Panel (SOEP), we show that East and West German mothers’ preferred and realized labor force participation and working hours nevertheless remain divergent. We then focus on East German women who moved to the West during and after the country’s transitionary period. Despite moving to a context with more conservative gender norms, East German mothers in the West retain and fulfill their work preferences. Our findings imply that it is the structural legacy of past norms and institutions, not current ones, that shapes maternal work preferences and thus pave the way for motherhood penalties. Moreover, societal norms at the time of childbirth do not directly affect mothers’ labor force participation, working hours, or wages.     "Resources related to a good work-life balance may play an important role for the mental health of workers with involuntary working hours. This study investigates whether involuntary part-time (i.e., working part-time, but preferring full-time work) and involuntary full-time work (i.e., working full-time, but preferring part-time work) are associated with a deterioration of mental health and whether family- and work-related resources buffer this association. Data were obtained from the German Socio-Economic Panel (GSOEP) with baseline information on involuntary working hours and resources. This information was linked to changes in mental health two years later. We found impaired mental health for involuntary full-time male workers and increased mental health for regular part-time female workers. The mental health of involuntary full-time male workers is more vulnerable, compared to regular full-time workers, when having high non-standard work hours and when being a partner (with or without children). Involuntary part-time work is detrimental to men’s mental health when doing a high amount of household work. This study is one of the first to emphasize the mental health consequences of involuntary full-time work.     "Der vorliegende Beitrag beschäftigt sich mit der Frage, inwieweit die im Grundgesetz verankerte Gleichberechtigung der Geschlechter auf dem Arbeitsmarkt faktisch tatsächlich verwirklicht wurde. Die Zahlen zur Frauen- und Müttererwerbstätigkeit legen dar, dass mittlerweile mehr Frauen als noch vor zwei Jahrzehnten in den Arbeitsmarkt integriert sind. Im Vergleich zu den Männern ist ihre Teilhabe am Arbeitsleben aber immer noch geringer, da Frauen und insbesondere Mütter häufiger in Teilzeit beschäftigt sind und ihre Erwerbstätigkeit aufgrund von Familienphasen unterbrechen. Warum Frauen ihre Erwerbstätigkeit stärker an Familienaufgaben anpassen, dafür gibt es verschiedene Erklärungsansätze: Es zeigt sich u.a., dass die unterschiedliche Teilhabe am Arbeitsmarkt mit der ungleichen Arbeitsteilung im Privaten zusammenhängt, was wiederum mit den zugeschriebenen Geschlechtermodellen und mit der Ausgestaltung des Wohlfahrtsstaates verbunden ist. Bezogen auf familienbedingte Erwerbsunterbrechungen von Müttern konnte gezeigt werden, dass diese von Faktoren auf verschiedenen Ebenen gesteuert werden. Neben institutionell-rechtlichen und kulturellen Faktoren spielen individuell-soziodemografische und firmenspezifisch-berufliche Faktoren eine Rolle, wie lange eine Erwerbsunterbrechung ausfällt. Die Dauer ist von zentraler Relevanz, da sie wiederum auch längerfristige negative Auswirkungen für Frauen bzw.     "The article reviews the available quantitative evidence on the relationship between explicit family policy and women's employment outcomes in 45 high-income countries between 1980 and 2016. At the methodological level, we gathered 238 papers through a four-stage systematic qualitative review. We included articles published in English in international journals or by leading research institutes. Despite the accrued importance of the field, comparative works and national case studies do not sufficiently engage one another for methodological and disciplinary reasons. Our contribution is to integrate the findings from both streams of the literature in two ways. First, we chart systematically the debate describing its evolution over four decades, the disciplines involved (demography, economics, politics, social policy, sociology, and interdisciplinary work), and the geographical and policy breadth of the empirical contributions. Second, we provide a rich guide for scholars in the field by exploring how national case studies fit (or not) the broad trends captured in comparative research and discussing key and controversial debates in the field. In conclusion, we point out also important gaps in the literature and propose new avenues for future research. An exhaustive set of tables provides information on each comparative and national case study and on the databases and variables employed in the literature."     "Diese Arbeit untersucht den Zusammenhang zwischen Arbeitsstunden und Wohlbefinden bei verheirateten und unverheirateten Personen auf Paarebene. Auf Grundlage von Daten aus dem German Socio-Economic Panel Survey (SOEP) untersuchen wir, wie das individuelle Wohlbefinden der Befragten und ihrer Partner von der geleisteten Anzahl an Arbeitsstunden beeinflusst wird. Wir untersuchen auch mögliche Übertragungsmechanismen zwischen den beiden Variablen, nämlich das Einkommen, die Stunden, die mit Hausarbeit und Betreuungsarbeit verbracht werden, und eine mögliche Diskrepanz zwischen gewünschten und tatsächlichen Stunden. Mit Hilfe eines hybriden Panelmodells finden wir Ansatzpunkte für geschlechtsabhängige Zusammenhänge: Frauen berichten keine andere oder eine geringere Zufriedenheit, wenn sich die Arbeitszeit ihres Partners erhöht, und dasselbe gilt für Männer. Die eigene Arbeitszeit hat jedoch einen kleinen, nicht signifikanten positiven Effekt auf die Lebenszufriedenheit von Männern, wohingegen sie für Frauen den gegenteiligen Effekt hat. Das Vorhandensein von kleinen Kindern im Haushalt unter Kontrolle des Einkommens untermauern diese Ergebnisse. Wir schließen daraus, dass die Befragten zufriedener sind, wenn ihr Verhalten und das Verhalten ihres Partners den traditionellen Rollen, wo die Frau den Haushalt führt und der Mann der Haupternährer der Familie ist, entspricht.     "In der bisherigen Forschung konnte gezeigt werden, dass bezahlte Elternzeiten zwar die Beschäftigungsquote von Frauen erhöht, im Fall von längeren Erwerbsunterbrechungen allerdings auch zu geringeren Löhnen führen. Angesichts dieses Zielkonflikts diskutieren momentan viele Ländern die optimale Gestaltung von Elternzeiten. In der vorliegenden Studie analysieren wir den Einfluss einer bedeutenden Elternzeitreform auf die langfristigen Löhne von Müttern. Mit dieser Reform wurde 2007 das Elterngeld eingeführt, wodurch das bedarfsorientierte Erziehungsgeld durch eine großzügigere einkommensabhängige Leistung ersetzt wurde, die allerdings nur für einen kürzeren Zeitraum gewährt wird. Zusätzlich wurden mit der Reform zwei Partnerschaftsmonate eingeführt. Um den kausalen Effekt dieser Reform zu identifizieren, nutzen wir einen Differenz-in-Differenz-Ansatz, in dem wir die Löhne von Müttern vergleichen, die kurz vor und unmittelbar nach der Reform ihr erstes Kind bekommen haben. Durch das zusätzliche Einbeziehen des Vorjahres können die saisonalen Effekte herausgerechnet werden. Anhand von administrativen Daten der Sozialversicherung können wir frühere Ergebnisse bestätigen und zeigen, dass die durchschnittliche Dauer der Erwerbsunterbrechung bei Müttern mit hohem Einkommen zwar zugenommen hat, dies jedoch zu positiven langfristigen Lohneffekten führt. Diese Effekte lassen sich nicht durch Veränderungen der Arbeitszeit, der beobachtbaren Charakteristika, der Arbeitgeberstabilität oder durch unterschiedliches Fertilitätsverhalten erklären.     "Paid parental leave schemes have been shown to increase women's employment rates but decrease their wages in case of extended leave durations. In view of these potential trade-offs, many countries are discussing the optimal design of parental leave policies. We analyze the impact of a major parental leave reform on mothers' long-term earnings. The 2007 German parental leave reform replaced a means-tested benefit with a more generous earnings-related benefit that is granted for a shorter period of time. Additionally, a 'daddy quota' of two months was introduced. To identify the causal effect of this policy on long-run earnings of mothers, we use a difference-in-difference approach that compares labor market outcomes of mothers who gave birth just before and right after the reform and nets out seasonal effects by including the year before. Using administrative social security data, we confirm previous findings and show that the average duration of employment interruptions increased for high-income mothers. Nevertheless, we find a positive long-run effect on earnings for mothers in this group. This effect cannot be explained by changes in working hours, observed characteristics, changes in employer stability or fertility patterns. Descriptive evidence suggests that the stronger involvement of fathers, incentivized by the 'daddy months', could have facilitated mothers' re-entry into the labor market and thereby increased earnings. Randomized treatments that highlight the existing traditional norm towards mothers, significantly reduce girls' self-expected labor supply and thereby increase the expected gender difference in labor supply between their partners and themselves (i.e., the expected within-family gender gap). Treatment effects persist in a follow-up survey two weeks later, and extend to incentivized outcomes. In a second experiment conducted in the follow-up survey, we highlight another, more gender-egalitarian, norm towards shared household responsibilities and show that this attenuates the expected within-family gender gap.     "Using three waves of the European Working Conditions Survey (2005-2015), we examined parental work schedules and hours across welfare regimes covering 29 European countries with attention to gender and socioeconomic gaps (N = 20,648). Multivariate logistic regression results revealed that: (1) nonstandard work schedules and overworking were more prevalent in the Liberal, Southern European, and Central-Eastern European regimes than were in the Corporatist and Social Democratic welfare regimes, whereas underworking was the highest in the Liberal and Corporatist regimes; (2) fathers were more likely to work nonstandard schedules and overwork but less likely to underwork than were mothers, with the strongest gender gaps observed for the Liberal regime; (3) highly-educated parents were less likely to work nonstandard schedules and overwork but more likely to underwork, and this was more pronounced in the Southern European and Central-Eastern European welfare regimes; (4) compared to 2005, nonstandard work schedules were more prevalent in 2015, and both overworking and underworking were less prevalent in 2010; these trends varied across welfare regimes." Based on a field experiment in Germany, this study examines the effects of parenthood on hiring processes in the prototypical conservative welfare state. My findings indicate that job recruitment processes indeed penalize women but not men for having children. In addition to providing theoretical explanations for why motherhood penalties in hiring are particularly likely to occur in the German context, this study also highlights several methodological and practical issues that should be considered when conducting correspondence studies to examine labour market discrimination."     "Total birth rates have fallen dramatically in many European countries during the last 40 years. Job and income instability caused by labor market polarization are significant drivers of declining birth rates because employment certainty and stability are crucial to childbirth planning among young adults. This article investigates the impact of job instability on the fertility intentions of young adults in Europe, focusing on employment protection legislation (EPL) in European countries. I use data from twenty-seven countries that participated in the European Social Survey in 2004 and 2010 to show that job instability measured as temporary employment, informal work, and unemployment decreases fertility intentions among European youth regardless of the EPL in the country. Unemployed young adults tend to plan less for having their first child in the countries with high EPL. Contrary to the hypotheses, multilevel modeling showed that young people in temporary or informal employment in countries with low EPL show decreases in their fertility intentions."     "There is increasing awareness that the intergenerational transmission of (dis)advantages is filtered through intra-familial dynamics, in particular, parenting practices. Surprisingly, few studies have investigated what role the extent to which fathers and mothers equally share childcare responsibilities plays in this transmission. Using data from 2,027 families in a Dutch prospective cohort study, our structural equation modelling analyses showed direct effects of equally sharing responsibilities for playful activities on children’s cognitive development. Additionally, our study yielded some evidence for the hypothesis that equally sharing responsibilities for playful activities mediates the impact of parents’ educational attainment on children’s cognitive development. This suggests that the extent to which fathers and mothers equally share childcare responsibilities functions as an underlying mechanism for maintaining social class disparities in children’s cognitive development. Our findings also suggest that policies and programmes that encourage fathers and mothers to equally share playful activities may help promote children’s cognitive development."     "Extensive research studied the effect of work-family conflicts on employee turnover, however, limited studies explored how work-family conflicts might influence the turnover decision. This paper utilizes role congruity theory and predicts that the employee vulnerability to work-family conflicts might be enhanced when their perceived and actual parental roles are incongruent. This study examines the life history of 8,616 working parents in the U.S. National Longitudinal Surveys and finds that there is a gender difference in how employees respond to increasing family demands. Ironically, the results of this study indicate that growing family demands influence women to quit the job when they are the dominant financial provider to the family. Family demands did not have a significant effect on employee turnover for non-breadwinner women. Men are more likely to stay in the job as the family demand increases. The findings suggest that role-incongruity might be a substantial influence on how employees handle work-family conflicts. We also discus sthe policy implications from this study." Moreover, I assess how the introduction of the generous German parental benefit reform in 2007 affects the different cluster groups by taking advantage of an identification strategy that combines the sharp regression discontinuity design and hypothesis testing of predicted employment probabilities. The C-Lasso approach enables heterogeneous employment effects across mothers, which are classified into an a priori unknown number of cluster groups, each with its own group-specific effect. Using novel German administrative data, the C-Lasso identifies three different cluster groups pre- and post-reform. My findings reveal marked unobserved heterogeneity in maternal employment and that the reform affects the identified cluster groups' employment patterns differently." Wir testen unsere Hypothesen anhand von Daten aus einer Vignettenstudie, in der Väter hypothetische Arbeitsangebote an ihre nicht erwerbstätige Partnerin dahingehend bewerten, in welchem Umfang sie ihre Beteiligung an Aufgaben im Haushalt verändern, wenn ihre Partnerin die Arbeit annimmt. Wir stellen fest, dass flexible Arbeitszeiten bei Vätern statistisch signifikant die Bereitschaft erhöht, zur Kinderbetreuung beizutragen, nicht aber zur Hausarbeit. Damit stützen die Ergebnisse Hypothese eins teilweise.     "Longitudinal studies have documented improvements in parents' life satisfaction due to childbearing, followed by postpartum adaptation back to baseline. However, the details underlying this process remain largely unexplored. Based on past literature, set-point theory, and results from an exploratory sample, we investigated empirically how first childbirth affected satisfaction with specific domains of life. In a preregistered study, we compared parents with matched childless respondents in their trajectories of life satisfaction, and also satisfaction with family life, health, sleep, work, housework, leisure, dwelling, household income, and personal income. First-time parents and childless respondents were matched in a procedure combining exact and propensity score matching. Using the population-representative German SOEP data (N = 3,370), longitudinal multilevel models revealed heterogeneous effects of childbirth on different domains of satisfaction: Both mothers' and fathers' satisfaction with family life increased temporarily in a similar fashion to life satisfaction before going back to baseline within five years after childbirth. However, only mothers experienced drastic losses to satisfaction with sleep and satisfaction with personal income. For the remaining domains, parents' satisfaction largely resembled that of the matched childless respondents.     "The “motherhood earnings penalty” is a well-established finding in many Western countries. However, a divide between mothers and nonmothers might oversimplify reality given that the family life course has diversified over the last decades. In addition, whether family choices have consequences for women's employment and earnings in later life is not well known, particularly in a comparative perspective. Using data on 50- to 59-year-old women from the Generations and Gender Programme, the British Household Panel Survey, and SHARELIFE for 22 European countries, we derive a typology of women's family trajectories and estimate its association with women's later-life employment and earnings. Whereas family trajectory–related differences with regard to employment were relatively small, our findings reveal a clear, long-lasting family trajectory gradient in earnings. Childless women (with or without a partner) as well as single mothers had higher personal earnings than women whose family trajectories combined parenthood and partnership. Moreover, in societies in which reconciliation of work and family during midlife is less burdensome, labor market outcomes of women following different family trajectories converge. Our findings show that women's fertility and partnership behavior are inevitably interrelated and jointly influence employment and earning patterns until later in life.     "This article advances a couple-level framework to examine how parenthood shapes within-family gender inequality by education in three countries that vary in their normative and policy context: the United States, Germany, and the United Kingdom. We trace mothers? share of couple earnings and variation by her education in the 10-year window around first birth, using long-running harmonized panel surveys from the 1990s and 2000s (N = 4,117 couples and 28,488 couple-years) and an event study methodology that leverages within-couple variation in earnings pre- and post-birth. Our results show steep declines in her share of couple earnings following first birth across the three countries that persist over several years of follow-up. Declines are smallest in the United States, due to U.S. mothers? higher employment and longer work hours. Declines are also smaller among female partners without a college degree in the United States, where mothers have less work-family support and fewer options to manage work and family on one income. Results shed light on how parenthood plays into gender inequality within couples, and how country context shapes couple dynamics and inequality across households."     "Die starken Einschränkungen des Kita- und Schulbetriebs infolge der Corona-Pandemie stellen in Deutschland mehr als vier Millionen Familien mit erwerbstätigen Eltern vor große Probleme, was die Vereinbarkeit von Beruf und Familie angeht. Daten des Sozio-oekonomischen Panels (SOEP) aus Vorkrisenzeiten zeigen, dass nur in etwas mehr als der Hälfte aller Haushalte mit zwei erwerbstätigen Elternteilen zumindest eine Person theoretisch die Möglichkeit hat, im Home-Office zu arbeiten. Unter den besonders betroffenen Alleinerziehenden gilt das sogar nur für rund 35 Prozent. Arbeiten im Home-Office kann die Vereinbarkeitsprobleme also nicht lösen, ganz abgesehen davon, dass wirklich produktives Arbeiten parallel zur Kinderbetreuung oftmals nicht möglich ist. Die Hauptlast der zusätzlich anfallenden Kinderbetreuung und Hausarbeit tragen vermutlich die Mütter – das Ausmaß der schon zuvor ungleich verteilten Sorgearbeit könnte also noch zunehmen. Die Politik sollte diese Probleme adressieren und eine Corona-Elternzeit zusammen mit einem Corona-Elterngeld einführen. Eltern könnten dann für die Kinderbetreuung ihre Arbeitszeit reduzieren und eine Lohnersatzleistung vom Staat erhalten.     "2018 trat das reformierte Mutterschutzgesetz in Kraft. Es postuliert in §1, dass der Gesundheitsschutz von Frau und (ungeborenem) Kind ohne Benachteiligungen für Ausbildung und Beruf gewährleistet werden muss. Das reformierte Gesetz verpflichtet Arbeitgeber und Ausbildungsstellen, schwangeren und stillenden Frauen mutterschutzgerechte Ausbildungs- und Arbeitsbedingungen zu ermöglichen. Im Beitrag wird die Historie des Mutterschutzes vom deutschen Kaiserreich bis zur Gegenwart nachgezeichnet. Während in der Bundesrepublik über Jahrzehnte Beschäftigungsverbote dominierten, zeigt der Blick auf das DDR-Recht, dass dort deutlich früher beschäftigungserhaltende Schutzmaßnahmen den Vorrang hatten. Letztlich waren es jedoch nicht die Impulse aus dem Einigungsvertrag, sondern diejenigen aus dem gleichstellungsorientierten europäischen Arbeitsumweltrecht, die nun den überfälligen Leitbildwechsel vom fürsorglich aussperrenden hin zum diskriminierungsfreien Mutterschutz bewirkt haben."     "Even though after-school childcare arrangements are a significant matter for working mothers in the United States, only formal childcare has been recognized as relevant by researchers. Therefore, this study aims to find the association between different types of after-school childcare arrangements (after-school programs, relative, parental, self-care, and combination of care) and low-income working mothers’ labor supply, including their working hours and months, with special attention to their race/ethnicity. The study employed the Ordinary Least Squares regression analysis and utilized the National Household Education Survey Programs: After-School Programs and Activities (2005). The results showed that White and Hispanic mothers using relative care reported longer working hours than mothers of the same ethnic groups who used other types of care. Hispanic mothers using parental (spousal) care also reported fewer working months than Hispanic mothers using relative care.     "This paper studies how the statutory right to work part-time affects mothers' post-birth labor market outcomes and higher-order fertility. I use a differences-in-differences design to investigate the introduction of a German law in 2001 that grants the right to work part-time to employees working in firms with more than 15 employees. I find that the reform does not increase the probability to return to work after childbirth significantly. However, mothers who gain the right to work part-time are more likely to work part-time in the short-run after childbirth, indicating that the law is effective in granting access to part-time employment to those mothers who want it. While the probability to return to work after childbirth is unaffected, the law has a positive effect on maternal employment and labor income in the long-run. The results suggest that the increase in the employment rate is due to a lower probability to drop out of the labor market after the temporary return and a lower probability to give birth to an additional child."     This paper shows that the time spent on parental leave affects mothers’ careers several years after childbirth. It also shows that policy-relevant conclusions can be drawn from occupational allocation data even in the absence of individual wage or earnings information. I take advantage of a legislative reform that changed the duration of parental benefit payments effective in the Czech Republic in 2008. Introducing the possibility of the flexible timing of benefit collection over the period of 2–4 years, as opposed to the only option of 4 years before, the reform significantly increased the share of mothers returning to work before their youngest child turns four. This further translates to increased representation of employed mothers in high-skilled occupations and increases the average occupation wage of the affected mothers 6 to 8 years after childbirth. Drawing on in-depth interviews with unemployed mothers in the US, their husbands, and follow-up interviews, this article finds that the experience of job loss is tempered for mothers as they derive a culturally valued identity from motherhood which also anchors their lives. Husbands’ support emphasises that employment is one of several options mothers can pursue. Couples pivot attention to husbands’ careers as they worry about finances, often resulting in marital tensions. Using mothers’ unemployment as a case, this study demonstrates that unemployment has more divergent implications depending on gender and parenthood than prior theories suggest.     "Comparing employment rates of mothers and childless women over the life course across the birth cohorts from 1940 to 1979 in Austria, we address the question of whether the parenthood effect on employment has declined. By following synthetic cohorts of mothers and childless women up to retirement age, we can study both the short-term and long-term consequences of having a child. We consider employment participation as well as working time and also perform analyses by educational level. Our study is based on the Austrian microcensus, conducted between 1986 and 2016, and uses descriptive methods, logistic regression models, and decomposition analysis. The results show that the increase in the proportion of part-time work has led to a declining work volume of mothers with young children, despite employment rates of mothers having increased across cohorts. Return to the workplace is progressively concentrated when the child is 3–5 years old, but the parenthood effect has become weaker only from the time children enter school.     "In the present study, we analyze how childbirth-related changes in commuting contribute to the motherhood wage gap, which in turn accounts for a large part of the gender pay gap. Derived from human capital theory and job search theory, we examine various mechanisms that might explain why reduced commuting distances after childbirth come along with wage reductions for mothers. The empirical analyses are based on data from the German Socio-Economic Panel (GSOEP) 2001–2017, which are analyzed within a fixed effects (FE) panel framework (n = 41,111 observations from 7183 persons). Firstly, the results show that the transition to first parenthood is associated with a 33% decrease in the commuting distance of women, while the transition to fatherhood has no effect. Secondly, mothers who substantially reduce their commuting distance after the transition to parenthood (who amount to 30% of all mothers in our sample) show an increased wage penalty (−18.4%), compared to mothers who do not reduce their commuting distance (−8.7%). Accordingly, 23% of the motherhood wage penalty can be attributed to wage losses related to the reduction in commuting distance. Thirdly, wage penalties for mothers who change to a job closer to their place of residence can be partly explained by the loss of firm-specific human capital. In addition, the wage penalty for commuting is a consequence of women taking jobs that are less suited to their skills profile and moving to smaller companies." (Author's abstract, IAB-Doku) ((en))

    "Using a mixed-method design, this study explores the heterogeneity in employment trajectories before and after the transition to lone parenthood in Switzerland. First, we perform sequence and cluster analysis on data from the Swiss Household panel to identify typical employment trajectories around the transition to lone parenthood, and then estimate their association with individual and household characteristics (N=462). Finally, we contrast these results with findings from a content analysis of narrative interviews with lone mothers residing in Switzerland (N=38), focusing on values and norms concerning work and care. We identify five employment patterns characterized by either an increase in labor supply (especially for those with more/older children) or by stability in or outside the labor market (for highly educated or younger mothers respectively). The analyses of the interviews provide insights on how employment opportunities and decisions differ by entry mode into lone parenthood, the post-separation relationship with the children's father, and the ability to mobilize individual, social and institutional resources. The heterogeneity of employment trajectories calls for more attention to within-group differences rather than focusing exclusively on the divide between lone and coupled mothers. By identifying the multiplicity of factors shaping lone mothers' decisions on their labor market participation, this work feeds into the literature suggesting that effective policies encouraging lone mothers' labor-market participation should consider: (i) their normative priorities when facing work and care trade-offs, and (ii) the availability of informal and formal support." Darüber hinaus veranschaulichen die Ergebnisse die Bedeutung der Arbeitsbedingungen, insbesondere die Möglichkeit des Homeoffice, für den Verhandlungsprozess der Eltern. Using matched surveys, data were collected from a sample of 94 Australian dual-earner couples. Consistent with our predictions, results supported couple-level crossover effects of role salience to influence each partner’s experience of W-F and F-W conflicts.     "Working from home (WfH) has become much more common since the early 2000s. We exploit the German Socio-Economic Panel between 1997 and 2014 to investigate how such a work arrangement affects labour market outcomes and life satisfaction. We find that childless employees work an extra hour per week of unpaid overtime and report higher satisfaction after taking up WfH. Among parents, WfH reduces the gender gap in working hours and monthly earnings, as contractual hours increase more among mothers. Hourly wages, however, increase with WfH take-up among fathers, but not among mothers unless they change employer. This points to poorer bargaining outcomes for women compared to men when staying with the same employer.     "Our model studies couples time allocation and career choices, which are accepted by a social norm on gender roles in the family. Parents can provide two types of informal childcare: basic care (feeding, changing children, baby-sitting) and quality care (activities that stimulate children's social and cognitive skills). We obtain the following main results. Traditional mothers provide some informal basic care, whereas career mothers purchase full time formal basic care in the market. Informal basic care is too large and the group of career mothers is too small because of the social norm. Informal quality care is increasing in the couple's income and is provided in larger amount by mothers. We test the model's predictions for Italy using the most recent ISTAT 'Use of Time' survey. In line with the model, mothers devote more time than fathers to both basic and quality informal care; more educated parents devote more time to quality informal care than less educated parents; more educated mothers spend more time in the labor market than less educated mothers."     "We document the time-series of employment rates and hours worked per employed by married couples in the US and seven European countries (Belgium, France, Germany, Italy, the Netherlands, Portugal, and the UK) from the early 1980s through 2016. Relying on a model of joint household labor supply decisions, we quantitatively analyze the role of non-linear labor income taxes for explaining the evolution of hours worked of married couples over time, using as inputs the full country- and year-specific statutory labor income tax codes. We further evaluate the role of consumption taxes, gender and educational wage premia, and the educational composition. The model is quite successful in replicating the time series behavior of hours worked per employed married woman, with labor income taxes being the key driving force. It does however capture only part of the secular increase in married women's employment rates in the 1980s and early 1990s, suggesting an important role for factors not considered in this paper. An independent and important contribution of the paper is that we make the non-linear tax codes used as an input into the analysis available as a user-friendly and easily integrable set of Matlab codes." Dazu werden die Erwerbsverläufe von Hochschulabsolventinnen und -absolventen aus drei Abschlusskohorten vergleichend untersucht. Mit Sequenz- und Regressionsanalysen werden geschlechts- und kohortentypische Verläufe identifiziert und geprüft, ob über die Kohorten geschlechterdifferente Standardisierungs- bzw. De-Standardisierungsprozesse erkennbar sind und worauf diese zurückzuführen sind. Die Ergebnisse zeigen, dass auch bei Hochqualifizierten geschlechtstypische Erwerbsmuster von Müttern und Vätern vorliegen. Väter weisen meist kontinuierliche Vollzeiterwerbsbiografien auf, wohingegen die Erwerbsverläufe von Müttern aufgrund von Eltern- und Teilzeiten divers sind. Über die Kohorten deutet sich bei Müttern jedoch eine graduelle Annäherung an die Vollzeiterwerbsbiografie an. Die Erwerbsverläufe von Vätern scheinen sich hingegen nicht verändert zu haben."     "This study provides new evidence on on the causal effect of fertility on maternal labor supply in rural China, using the fact that in some parts of rural China couples are allowed to have a second child if their firstborn is female. Estimates show that a second child reduces maternal labor force participation by 4.6 percentage points, labor supply intensity (hours worked conditional on employment) by 1.4 h per week and monthly income by 54.5 Chinese Yuan (18.7 percent). Further, the labor supply of mothers whose husbands are rural-to-urban migrants is the most sensitive to having an additional child, likely because they have more difficulty balancing farming and childcare. Conversely, labor supply is not reduced by fertility for mothers living in three-generation families, most likely because grandparents can provide both time and money to help with childcare."     "Parental leave and child care are important instruments of family policies to improve work–family balance. This paper studies the impact of the substantial change in Germany’s parental leave system on maternal employment. The aim of the reform was to decrease birth-related maternal employment breaks by providing more generous parental benefits for a shorter period of time. Using the German Socio-Economic Panel data for 2002–2015, I exploited quasi-experimental variation in the benefits to estimate the impact of the reform. I incorporated the mother’s decision to substitute her care time with the public child care. To control for the availability of child care, I used spatial and temporal variation in the availability of childcare slots. Overall, I did not find significant changes in maternal employment during the first three years of motherhood after the reform implementation. Only for high-income mothers, the reform produced a significant decrease in the employment participation during the first year of leave and an increase in employment probability after the benefits expired.     "We construct and estimate a model of child development in which both the parents and children make investments in the child's skill development. In each period of the development process, partially altruistic parents act as the Stackelberg leader and the child the follower when setting her own study time. We then extend this non-cooperative form of interaction by allowing parents to offer incentives to the child to increase her study time, at some monitoring cost. We show that this incentive scheme, a kind of internal conditional cash transfer, produces efficient outcomes and, in general, increases the child's cognitive ability. In addition to heterogeneity in resources (wage offers and non-labor income), the model allows for heterogeneity in preferences both for parents and children, and in monitoring costs. Like their parents, children are forward looking, but we allow children and parents to have different preferences and for children to have age-varying discount rates, becoming more 'patient' as they age. Using detailed time diary information on the allocation of parent and child time linked to measures of child cognitive ability, we estimate several versions of the model. Using model estimates, we explore the impact of various government income transfer policies on child development. As in Del Boca et al. (2016), we find that the most effective set of policies are (external) conditional cash transfers, in which the household receives an income transfer given that the child's cognitive ability exceeds a prespecified threshold.     "Navigating the labor market in today's economy has become increasingly difficult for those without a college degree. In this study, we ask whether and how working-class men and women in the United States are able to secure gains in wages and/or earnings as they transition to parenthood or increase family size. We look closely at child parity, employment behavior (e.g., switching employers, taking on multiple jobs, increasing hours), and occupation in the year after the birth of a child. Using the 2004 and 2008 panels of the Survey for Income and Program Participation (SIPP), we employ fixed-effects models to examine the impact of changing labor market behavior or occupation on wages and earnings after the birth of a child. We find limited evidence that low- and middle-skill men experience a 'fatherhood premium' after the birth of a child, conditional on child parity and occupation. For men, nearly all occupations were associated with a 'wage penalty' after the birth of a child (parity varies) compared to the service sector. However, overall higher wages in many male-dominated and white-collar occupations make these better options for fathers. For women, we see clear evidence of a 'motherhood penalty,' which is partly accounted for by employment behaviors, such as switching to a salaried job or making an occupational change." Using the introduction of a daddy quota in Quebec, Canada as a quasi-natural experiment, the authors employ national survey data to conduct a difference-in-difference estimation of the impact of the policy on mothers' labor force participation, full-time and part-time employment, and hourly wages. The results indicate that the policy substantially increased mothers' participation in paid work - Quebec mothers exposed to the policy are 7% more likely to participate in the labor force, 5-6% more likely to work full-time and 4-5% less likely to work part-time. These results are robust to an alternative semi-parametric difference-in-difference methodology and to a battery of placebo tests.     "This study contributes to the research on motherhood penalties by investigating based on German longitudinal register data whether mothers take longer to search for a job than childless women. We develop a unique research design to test the theory of statistical discrimination as well as the theory of status-based discrimination. We use establishment closures as a starting point that creates equal conditions for all previously employed women. Following a subsequent coarsened exact matching approach, we investigate the job search length of almost 3,000 comparable full-time working childless women and mothers from almost 700 establishments by applying event history techniques. Even after extensive robustness checks that back up the main findings, we can show that mothers have lower transition rates to re-employment than childless women. When including additional information, such as higher age of the youngest child or shorter parental leave durations, both of which serve as indicators of higher labour market attachment, we find reduced differences and buffering effects on the motherhood penalty."     "This article focuses on how flexible work arrangements affect motherhood wage penalties for differently situated women. While theories of work - life facilitation suggest that flexible work should ease motherhood penalties, the use of flexibility policies may also invite stigma and bias against mothers. Analyses using Canadian linked workplace - employee data test these competing perspectives by examining how temporal and spatial flexibility moderate motherhood wage penalties and how this varies by women's education. Results show that flexible work hours typically reduce mothers' disadvantage, especially for the university educated, and that working from home also reduces wage gaps for most educational groups. The positive effect of flexibility operates chiefly by reducing barriers to mothers' employment in higher waged establishments, although wage gaps within establishments are also diminished in some cases. While there is relatively little evidence of a flexibility stigma, the most educated do face stronger wage penalties within establishments when they substitute paid work from home for face time at the workplace as do the least educated when they bring additional unpaid work home. Overall, results are most consistent with the work - life facilitation model.     "Dass die Lebenslagen von alleinerziehenden Familien deutlich ungünstiger sind als von Paarfamilien, ist in der Literatur vielfach dokumentiert. Allerdings ist wenig darüber bekannt, inwieweit das Fehlen des zweiten Elternteils im Haushalt ursächlich hierfür ist und welche Rolle es spielt, dass es bei Müttern in verschiedenen Lebenslagen unterschiedlich häufig zu Trennungen und zum Eingehen neuer Partnerschaften nach Phasen der Alleinerziehung kommt. Diese beiden Übergänge werden mithilfe multivariater Analysen auf Basis des Sozio-oekonomischen Panels betrachtet. Dabei zeigt sich ein stark negativer Zusammenhang zwischen dem Haushaltseinkommen und dem Wechsel von Müttern aus einer Paarfamilie in die Alleinerziehung. Zu solchen Trennungen kommt es besonders häufig, wenn die Familie zuvor Arbeitslosengeld II oder Sozialhilfe bezogen hat. Dies gilt auch, wenn für weitere Aspekte der Lebenslagen - zum Beispiel den Bildungsstand der Mütter - kontrolliert wird. Besonders selten wechseln hingegen selbst zugewanderte Mütter und Mütter mit größeren Familien in die Alleinerziehung. Eine neue Partnerschaft mit gemeinsamer Haushaltsführung gehen alleinerziehende Mütter verstärkt dann ein, wenn das jüngste Kind unter drei Jahre alt ist und sie Risiken scheuen. Insgesamt legen die Ergebnisse nahe, dass die Lebenslagen der Alleinerziehenden sehr stark in die Zeit vor dem Wechsel des Familienstatus zurückreichen. Für die Familienpolitik heißt das, dass sie bei der Förderung von Alleinerziehenden nicht nur die Auswirkungen der Partnerlosigkeit, sondern auch davon unabhängige Problemfelder wie das Fehlen arbeitsmarktrelevanter Qualifikationen in den Blick nehmen sollte."     "This article uses data from the German microcensuses of 2007 and 2012 to examine gender differences in welfare reliance among lone parents. Binary logistic regression was employed as the method of analysis. We show that the risk of welfare benefit receipt is lower among lone fathers than lone mothers. We also find that these gender differences can be partially explained by the socio-economic characteristics of lone fathers; compared to lone mothers, lone fathers are, on average, better educated and more likely to be living with older children. Gender differences decreased over time among parents who have never married, but remained constant among divorced parents. We present a discussion of our findings in light of recent policy reforms, in particular the reform of the German Maintenance Law of 2008, which curbed the ability of a divorced parent to collect support from an ex-spouse."     "This paper provides evidence that low private contributions to highly subsidised day care constrain mothers from working longer hours. We study the effects of a reform that abolished day care fees in Germany on parental labour supply. The reform removed private contributions to highly subsidised day care in the year before children enter primary school. We exploit the staggered reform across states with a difference-in-differences approach and event studies. Although participation in day care is almost universal for preschoolers, we provide evidence that the reform increases the intensity of day care use and the working time of mothers by about 7.1 percent. Single mothers, mothers with no younger children, mothers in denser local labour markets, and highly educated mothers react strongest. We find no evidence for labour supply responses at the extensive margin, and no evidence of responses in paternal labour supply. The effects on maternal labour supply fade-away by the end of primary school as mothers in the control group also gradually increase their labour supply as their children grow older."     "Background: Couples tend to move house around first childbirth and often into suburban or rural neighbourhoods, conforming to the normative belief that children should grow up in a 'proper family home.' Such moves are likely to increase housing costs and both partners might need to contribute to the household income. But the move might also necessitate long commutes, inhibiting mothers' labour force participation. If the family sphere is more salient for (prospective) mothers, they might accept a remote location for its family-friendly environment but also because they are not planning a rapid return to work.
    Objective: This article analyses the influence of moving around first childbirth on the timing of mothers' transitions into employment after childbirth.
    Methods: Event history methods are used on longitudinal data from the German Socio-Economic Panel 1999 - 2014 (N = 1334 first-time mothers).
    Results: Limited evidence was found for the hypothesis that moving around first childbirth accelerates mothers' labour market (re-)entry: moving for homeownership increased the entry rate into full-time employment for mothers with low earnings potential. Strong evidence was found for the hypothesis that moving around first childbirth impedes mothers' employment, particularly hampering entering part-time jobs, the domain of working mothers in Germany and other countries.
    Conclusions: Moving for family nest-building seems to place mothers in unfavourable structural positions for employment.

    Abstract

    "Background: Recently it has been claimed that gender equality and gender equity in the family tend to increase fertility. The strength of this association, however, depends on prevailing gender relations and the level of social support of employment and family within a society.
    Objective: We wish to improve our understanding of the relationship between gender equality, gender equity, and fertility by investigating the impact of the actual division of paid and unpaid labor on first- and second-birth fertility in Germany while including in our analyses a repeatedly measured indicator of gender equity that captures the subjective perception of fairness of this division.
    Methods: Using nine waves of the German Family Panel (pairfam), we apply discrete-time logistic regression models to cohorts of young women and men in coresidential unions to determine whether a birth occurs in a given year while using measures of gender equality and gender equity as lagged time-varying covariates.
    Results: We find that an arrangement in which the woman is in charge of routine housework and the division of paid and unpaid work is perceived as fair is positively associated with family formation. The perception of a fair division of work is no prerequisite for continued childbearing. Yet women's responsibility for domestic work facilitates family extension.
    Contribution: This paper extends the literature on the relationship between gender equality, gender equity, and family outcomes by using prospective panel data to capture attitudinal and behavioral changes over the life course more fully than has previously been done."
