Atypische Beschäftigung

Der deutsche Arbeitsmarkt wird zunehmend heterogener. Teilzeitbeschäftigung und Minijobs boomen. Ebenso haben befristete Beschäftigung und Leiharbeit an Bedeutung gewonnen und die Verbreitung von Flächentarifverträgen ist rückläufig. Diese atypischen Erwerbsformen geben Unternehmen mehr Flexibilität.
Was sind die Konsequenzen der zunehmenden Bedeutung atypischer Beschäftigungsformen für Erwerbstätige, Arbeitslose und Betriebe?     "This article engages with a literature that views the limited career aspirations of low-paid, low-status workers as a reasonable response to material and structural constraints. Based on four hospital trust cases studies, the article contests this view, revealing how healthcare support workers in NHS England have retained the cognitive capacity to override such constraints to develop a strong and authentic career goal to become a nurse. This goal is acknowledged by the healthcare support workers themselves as unlikely to be achieved and is therefore presented as a flight from rationality. Its emergence is explained by workplace interactions that allow such an ambition to become taken-for-granted. The article deepens understanding of career ambitions amongst low-paid, low-status workers, while adding weight to a literature suggesting that career aspirations can be driven by values and norms, not only by a means-end rationality."     "Seit dem Jahr 2001 beteiligt sich der Freistaat Bayern mit einer Aufstockungsstichprobe an der jährlichen Betriebsbefragung „Beschäftigungstrends“, dem so genannten Betriebspanel des Instituts für Arbeitsmarkt- und Berufsforschung der Bundesagentur für Arbeit, IAB.1 Mit dieser von Kantar Public (Infratest Sozialforschung) durchgeführten Panelerhebung liegen aus dem Jahr 2018 repräsentative Angaben von 1.085 bayerischen Betrieben und Dienststellen mit mindestens einem sozialversicherungspflichtigen Beschäftigungsverhältnis vor (ungewichtete Fälle). Sie sind nach Gewichtung repräsentativ für den Freistaat. Wie in den Vorjahren legt das Internationale Institut für Empirische Sozialökonomie, INIFES, dem Bayerischen Staatsministerium für Familie, Arbeit und Soziales und der Regionaldirektion Bayern der Bundesagentur für Arbeit eine umfassende Auswertung zum Betriebspanel Bayern 2018 vor. Ebenso wie in den Vorjahren wird die Ergebnispräsentation in zwei Berichte aufgeteilt. Im zweiten Berichtsteil werden die Kapitel Investitionen und Innovationen, Personalbewegungen und Personalpolitik/Arbeitsbedingungen (inklusive Frauen in Führungspositionen; Mobiles Arbeiten) behandelt. Im vorliegenden ersten Berichtsteil werden als Anhang einige exemplarische regionale Ergebnisdifferenzierungen vorgestellt.     "Seit 2003 haben sich die Zahl und der Anteil von Mehrfachbeschäftigten in Deutschland mehr als verdoppelt, obwohl sich der Arbeitsmarkt in einem kräftigen und nachhaltigen Aufschwung befindet. Die diesem Beitrag zugrundeliegende Studie untersucht daher Nebenjobs im Querschnitt und im Zeitverlauf anhand reichhaltiger Registerdaten und Logit-Schätzungen. Die mikroökonometrischen Ergebnisse werden mit makroökonomischen Trends verknüpft. Es zeigt sich: Nebenjobs werden primär aufgrund von Beschränkungen des Einkommens und der Arbeitszeit in der Hauptbeschäftigung ausgeübt. Zum oberen Ende der Entgeltverteilung gibt es keinen erneuten Anstieg der Nebenjob-Wahrscheinlichkeit und damit auch keinen Hinweis, dass durch den Nebenjob das Job-Portfolio an sich verbessert werden soll. Des Weiteren haben Frauen, Personen mit Migrationshintergrund, Beschäftigte in den westlichen Bundesländern sowie im Dienstleistungsbereich überdurchschnittliche Nebenjob-Wahrscheinlichkeiten. Die individuellen Faktoren erklären aber nur einen Bruchteil der Zunahme von Nebenjobs im betrachteten Zeitraum. Eine wichtige Rolle spielte und spielt dagegen die weitgehende, per Gesetzgebung initiierte Abgabenfreiheit von Mini-Nebenjobs, welche nach unserer Argumentation die falschen Anreize setzt."     "This study uses panel data for Australia to estimate the wage differential between workers in temporary jobs and workers in permanent jobs. It is the first study to use unconditional quantile regression methods in combination with fixed effects to examine how this gap varies over the entire wage distribution. While the wages of fixed-term contract workers are found to be similar to those of permanent workers, low-paid casual workers experience a wage penalty and high-paid casual workers a wage premium compared to their permanent counterparts.     "This paper shows that job mobility is a valuable channel that employed workers use to mitigate bad labor market shocks. I estimate a model of wage dynamics jointly with a dynamic model of employment and job mobility. The key feature of the model is the specification of wage shocks at the worker-firm-match level, for workers can respond to these shocks by changing jobs. I find that, relative to the variance of individual-level shocks, the variance of match-level shocks is large and the consequent value of job mobility is substantial, particularly for workers whose match-specific wages are low."     "This article contributes to the existing literature on the geography of mobility by examining the precarious work experiences of young people in relation to the limits to their mobility. Using 60 in-depth interviews with young immigrants from Eastern Europe who practised mobility to and from Spain, the article highlights the concern of 'limits to mobility' to show how respondents try to end their precarious work and labour instability in order to reach a stable destination. What are the limits to mobility? When is the peak reached? I argue that the limits to mobility can be explained by the interplay between the political-economic structure and people's spatiotemporal experiences. I have found three different types, depending on the life-course contexts in which young people live their limits to mobility: (1) mobility as tiredness-specific to those who have practised mobility to Spain and, after travelling, training and changing precarious jobs in several countries, try to move and settle in one place; (2) mobility as a labyrinth-situated between the fulfilment of objectives and the uncertainty of relocation; and (3) mobility as resistance to precarity through return-practised by people who migrated with their parents at an early age, who studied in Spain, but for professional reasons had to leave, and are currently either back in their countries of origin or in Spain. The limits to mobility have not as yet been researched in this way, and the findings may contribute to a refinement of the spatiotemporal framework of youth mobility."     "What mechanisms govern the mobility of employees who voluntarily switch employers for better opportunities, given a temporary contract (TC)? We attempt to answer this question by exploring this issue in Southern and Central European countries. We use cross-sectional data from the European Union Statistics on Income and Living Conditions survey for the 2005 - 2016 period. We estimate a flexible simultaneous equation model for binary responses by assuming the presence of an age-varying association between voluntary mobility and having a TC. After accounting for several socio-demographic and economic variables, we find a nonlinear decreasing relation between age and the outcomes, while we detect heterogeneous nonlinear patterns in the association between voluntary mobility and having a TC across countries. These insights can support policy-makers aiming to promote initiatives that facilitate the professional mobility of employees given a TC for an efficient allocation of human capital in the production system."     "There is broad agreement that precarious work is a growing problem, and that it is highly prevalent among young employees. The financial crisis in 2008 has reinforced the need for knowledge about how precarious work affects young employees. This paper explores how the concept of precarious work may apply differentially to different groups of young people at work and whether this challenges the term 'transition', which until now has been one of the core elements within contemporary youth research. We examine discursive representations of precarious work, vulnerability and risks among young Danish employees aged 18-24 in the healthcare sector, the metal industry and retail trade captured in 46 interviews involving 74 participants. Results are discussed taking into consideration the Nordic welfare model with an active labour marked policy. We conclude that precarious work is not, in fact, simply a characteristic of young employees' work as such, but rather it is related to their position in the labour market and the type of jobs in which they are employed.     "This article uses Labour Force Survey data to examine why male and female part-time employees in the UK are more likely to be low paid than their full-time counterparts. This 'low pay penalty' is found to be just as large, if not larger, for men compared to women. For both men and women, differences in worker characteristics account for a relatively small proportion of the part-time low pay gap. Of greater importance is the unequal distribution of part-time jobs across the labour market, in particular the close relationship between part-time employment and social class. Using a selection model to adjust for the individual's estimated propensity to be in (full-time) employment adds a modest amount of explanatory power. Particularly for men, a large 'unexplained' component is identified, indicating that even with a similar human capital and labour market profile part-time workers are more likely than full-time workers to be low paid."     "This article focuses on school-leavers who enter employment with a temporary contract in the European context, and examines their probabilities to shift to standard employment or unemployment, and their chances of occupational mobility afterwards. The authors argue that two institutional dimensions of insider - outsider segmentation drive the career progression after a flexible entry: the gap between the regulation of permanent and temporary contracts and the degree of unionization. The analyses show that a disproportionate protection of permanent compared to temporary contracts increases the probability of remaining on a fixed-term contract, whereas the degree of unionization slightly decreases the chance of moving to jobs with higher or lower socio-economic status. Finally, a shift to permanent employment after a fixed-term entry is more often associated with occupational upward mobility in strongly rather than weakly unionized labour markets."     "In Italy the main difference between apprentices and other types of temporary workers is that apprentices must receive firm-provided training. The firm incentive in hiring apprentices consists in paying lower wages and labour taxes. Using an Italian administrative dataset containing information on the jobs started between January 2009 and June 2012, we estimate the effect of apprenticeship on the hazard function to a permanent job. Identification is based on a regression discontinuity design. We find that, for 29-year-old workers, apprenticeships are 'long entrance halls' towards permanent contracts, especially within the firm where the apprenticeship is performed."     "The purpose of this paper is to investigate the determinants of the probability of being a teleworker and the extent of earnings differentials between teleworkers and traditional employees.
    Design/methodology/approach
    The analysis is grounded on a theoretical framework depicting endogenous telework assignment and wage variations based on individual bargaining. The empirical strategy allows for non-random telework assignment, generating from individual- and job-specific observed as well as unobserved factors.
    Findings
    Results are based on the Italian labor force survey and uncover a key role of gender, higher education and family composition as determinants of the probability of teleworking. Furthermore, teleworkers enjoy a wage premium ranging between 2.7 and 8 percent.
    Originality/value
    Accounting for observed individual and job-specific effects, by both standard linear regression and propensity score matching, largely reduces the extent of wage premium emerging from unconditional descriptives; the results of an endogenous switching regression model however suggest that failing to properly care for unobserved factors leads to the underestimation of returns to telework."     "This article analyses wage differentials between permanent and temporary workers in the 25 - 40 age bracket using the 2010 European Union Statistics on Income and Living Conditions (EU-SILC) wave data for France, Germany and Italy. Applying a Recentered Influence Function (RIF) regression and a reweighting estimation technique, we investigate the contribution of personal and job characteristics to wage differentials across the wage distribution. Results point to a large unexplained component of the wage gap across the whole distribution in Italy, while this component is weaker in France among highly paid employees and insignificant in Germany.     "Die atypische Beschäftigung hat in den vergangenen Jahrzehnten stark an Bedeutung zugenommen. Seit einigen Jahren stagniert der Anteil der atypischen Beschäftigung an den Kernerwerbstätigen jedoch auf einem hohen Niveau. Was kann getan werden? Generell hat sich in den letzten Jahren ein Trend entwickelt, wonach Frauen seltener geringfügigen Beschäftigungen und Teilzeitbeschäftigungen mit 20 oder weniger Wochenstunden nachgehen. Teilzeitbeschäftigungen über 20 Stunden werden von den Frauen hingegen in zunehmenden Maße ausgeübt. Angesichts der in Zukunft zu erwartenden Verknappung des Arbeitsangebotes liegt es nahe, den Trend zu längeren Arbeitszeiten teilzeitbeschäftigter Frauen durch politische Maßnahmen zu flankieren.     "A large amount of research has focused on job insecurity, but without obtaining consistent results. Some authors have pointed that this variability might be due to the operationalization of job insecurity. Different types of job insecurity can provoke different employee reactions. The aim of this study is to analyse the effect of job insecurity, understood as temporary employment (objective job insecurity) and personal perception (subjective job insecurity), on affective well-being. In addition, the moderator roles of job self-efficacy and collective efficacy are examined in the relationship between job insecurity and employees' affective well-being. This study was carried out with 1435 employees from 138 Spanish and Austrian organizations. The results showed a different effect of job insecurity depending on its conceptualization. Only subjective job insecurity was negatively related to affective well-being. Moreover, both self- and collective efficacy moderated the subjective job insecurity - outcomes relation, ameliorating employees' well-being levels when they perceived job insecurity." We compare temporary and permanent workers in the public sector on three dimensions of job quality (employment security, access to benefits and income trajectories) to assess whether favourable conditions in the public sector are extended to temporary employees, or whether polarization between temporary and permanent workers is the norm. We find provisions related to employment security and access to leave benefits in public sector collective bargains are clearly two-tiered. Drawing on nationally representative panel data, we also find a persistent earnings gap between matched permanent and temporary employees. Further, although temporary public sector workers out-earn their private sector counterparts, the earnings disadvantage relative to matched permanent workers is more pronounced and longer lasting in the public sector.     "One of the core dilemmas of current welfare politics is the question of how to ensure social protection while providing incentives to seek employment at the same time. A way to address this dilemma is to base policies and policy models on the principle notion that 'work must pay'; in other words, income from employment should be higher than the social support of the unemployed. However, how accurately do these approaches and models represent the reality of benefit recipients, particularly in the context of increased employment precariousness? In this article, we use the cases of two disadvantaged regions in Czech Republic in order to contrast the presumptions of 'making work pay' policies with the everyday experience of welfare recipients. As we show, their situations are strongly shaped by current changes in the labour market, particularly the precarious character of accessible employment and high levels of indebtedness. The modelling of financial employment incentives and the public policies based on these calculations often do not correspond with the reality of welfare recipients that are often cycling in and out of precarious forms of employment. However, the authors' main claim is that the very idea of the 'work must pay' approach focuses on the wrong question. A truly functioning financial incentive would need to focus not solely on the difference in income between those who work and those who do not work, but rather should analyse what type of arrangements allow working households to rise permanently above the poverty line."     "Der einfache Vergleich der mittleren Bruttomonatsentgelte (Median) der sozialversicherungspflichtig Vollzeitbeschäftigten in der Zeitarbeit mit denen außerhalb der Zeitarbeit zeigt für das Jahr 2017 einen Unterschied von 1.392 Euro - mit 1.868 Euro in der Zeitarbeit gegenüber 3.260 Euro außerhalb der Zeitarbeit. Dabei wird verdeckt, dass sich die Merkmalsstrukturen bei Leiharbeitnehmern deutlich von denen bei Nichtleiharbeitnehmern unterscheiden. So sind Leiharbeitnehmer beispielsweise viel häufiger in Helferberufen tätig als Nichtleiharbeitnehmer. Und Helfer werden im Allgemeinen deutlich unterdurchschnittlich entlohnt. Die Beschäftigten in der Arbeitnehmerüberlassung unterscheiden sich auch noch hinsichtlich weiterer Merkmale von den übrigen Beschäftigten. Dazu zählen hauptsächlich das Alter, die Staatsangehörigkeit, die berufliche Tätigkeit und die Beschäftigungsdauer beim Verleihbetrieb.
    Im vorliegenden Bericht wird ein Modell zur Bereinigung des Entgeltunterschieds (Pay Gap) für Leiharbeitnehmer vorgestellt, bei dem die abweichende Zusammensetzung dieser Beschäftigten bzw. die unterschiedlichen Tätigkeiten dieser Beschäftigten berücksichtigt sind. Würden Leiharbeitnehmer in Bezug auf das Anforderungsniveau (Helfer, Fachkraft, Spezialist und Experte) und andere Merkmale die gleichen Strukturen wie Nichtleiharbeitnehmer aufweisen, so würde das Medianentgelt der Leiharbeitnehmer bei 2.630 Euro liegen. Mit der Bereinigung können 761 Euro (2.630 Euro - 1.868 Euro; Abweichung rechnerisch bedingt) oder 55 Prozent des ursprünglichen Pay Gaps von 1.392 Euro durch die besonderen Strukturen der Beschäftigten in der Arbeitnehmerüberlassung erklärt werden. Es verbleibt ein unerklärter Teil des Pay Gaps von 630 Euro oder 45 Prozent.
    Mögliche Gründe für die Erklärung der Restgröße könnten neben einer geringeren Entlohnung von Leiharbeitnehmern auch die Dauer der Beschäftigung im Entleihunternehmen und die Dauer oder Stabilität der individuellen Erwerbsbiografie sein. Zudem kann es weitere, nicht beobachtete bzw. nicht in der Beschäftigungsstatistik vorhandene individuelle Merkmale der Beschäftigten wie spezifische Berufskenntnisse und Kompetenzen geben, die Teile der Restgröße erklären könnten. Diese rechnerisch ermittelte Restgröße des Entgeltunterschieds sagt jedoch nichts darüber aus, ob das Equal-Pay-Gebot des Arbeitnehmerüberlassungsgesetzes (AÜG) eingehalten wird oder nicht."     "Die geplante Midijob-Reform entlastet die Begünstigten um durchschnittlich 17 Euro im Monat. Sie kostet die Sozialversicherungen jährliche Beitragsausfälle von etwa 400 Millionen Euro, einschließlich Mehreinnahmen bei der Einkommensteuer entstehen staatliche Mindereinnahmen von insgesamt rund 300 Millionen Euro. Die Reform entlastet überwiegend untere und mittlere Einkommen. Ein Drittel des Entlastungsvolumens entfällt auf die obere Hälfte der erwerbstätigen Bevölkerung, da die Midijob-Entlastung keine Bedürftigkeitsprüfung oder Zusammenveranlagung im Haushaltszusammenhang vorsieht. Insoweit ist die Reform nicht zielgerichtet auf die Entlastung von Haushalten mit niedrigen Einkommen zugeschnitten. Sie fördert zumeist Teilzeitarbeit, die weitgehend von Frauen geleistet wird. Ein Drittel des Entlastungsvolumens entfällt auf Frauen mit Kindern unter 18 Jahren. Inwieweit durch die Reform bestehende Anreize zur Teilzeit- statt Vollzeittätigkeit verstärkt werden, ist eine empirische Frage, die hier nicht untersucht wurde. A sequence analysis of employment trajectories illustrates the opportunities and risks of atypical employment: The proportion of individuals whose entry into the labour market is almost exclusively characterised by atypical employment rises significantly across the cohorts. Non-standard forms of work have expanded with a strong trend towards self-employment and an increased reliance on temporary contracts. These developments may reflect a preference of some individuals for a more flexible working relationship, but they could also lower job security and job quality for others. Policies need to protect vulnerable groups in the more dynamic working environment without creating barriers to labour mobility and flexibility of the overall labour market. To improve the fairness of the tax system, policies should ensure a more level playing field between workers on different types of contracts. Regulatory policies should aim at raising labour market mobility to improve the matching of skills to jobs by easing the protection on permanent employment contracts and through a more targeted approach to activation policies for disadvantaged groups. Darin werden das Arbeitszeitgesetz (ArbZG) von 1994 und seine Funktion bei der Regulierung von flexiblen Arbeitszeiten diskutiert. Das IAB äußert sich zu dem Antrag auf der Grundlage von Forschungsergebnissen. Zunächst erfolgt ein kurzer Überblick über die Verbreitung von ausgewählten Formen derjenigen Arbeitszeiten, die vom Kriterium des 'Normalarbeitstags' abweichen, sowohl aus der methodischen Perspektive von repräsentativen Beschäftigten als auch aus der methodischen Perspektive von repräsentativen Betriebsbefragungen. Ein ergänzender Exkurs befasst sich mit Untersuchungen, die sich mit Veränderungen des Arbeitseinsatzes durch die flächendeckende Verbreitung von Kommunikationsmedien beschäftigen. Anschließend geht das IAB in der vorliegenden Stellungnahme auf empirische Untersuchungen ein, die analysieren, ob flexible Arbeitszeiten eher beschäftigtenorientiert oder eher betriebsorientiert eingesetzt werden.     "Zur Vorbereitung des Jahresgutachtens des Sachverständigenrats zur Begutachtung der gesamtwirtschaftlichen Entwicklung wird das IAB seit mehreren Jahren um seine Expertise zu verschiedenen Aspekten des Arbeitsmarktes gebeten. Im Vorfeld des aktuellen Jahresgutachtens 2018/19 betraf dies unter anderem die Auswirkungen der Reform des Arbeitnehmerüberlassungsgesetzes sowie der im Koalitionsvertrag der Bundesregierung vereinbarten Reform des Befristungsrechts und einen möglichen Reformbedarf beim Arbeitszeitgesetz. Im Herbst 2018 äußerte sich das IAB zum einen zu den Auswirkungen einer Beschränkung von Befristungen durch die unter anderem vorgesehene Quotenregelung bei sachgrundlosen Befristungen sowie durch die Begrenzung von Befristungsdauern und -ketten. Zum anderen befasste sich das IAB mit den Auswirkungen der zum 1. April 2017 in Kraft getretenen Reform des Arbeitnehmerüberlassungsgesetzes. Es sieht als eine der wesentlichen Änderungen nach neun Monaten eine gleiche Entlohnung von Leiharbeitnehmerinnen und -arbeitnehmern wie vergleichbare Stammmitarbeiter im Entleihbetrieb vor sowie eine Festlegung der Überlassungshöchstdauer auf 18 Monate bei demselben Entleiher. Schließlich äußerte sich das IAB zum Bedarf einer Modernisierung des deutschen Arbeitszeitgesetzes und ging dabei auch darauf ein, ob und inwieweit Arbeitnehmerinnen und Arbeitnehmer aufgrund von modernen Kommunikationsmedien auch außerhalb ihrer regulären Arbeitszeiten arbeitsbezogen erreichbar sind.     "Employed individuals in the USA are increasingly more likely to move to involuntarily part-time work than to unemployment. Spells of involuntary part-time work are different from unemployment spells: a full-time worker who takes on a part-time job suffers an earnings loss while remaining employed, and is unlikely to receive income compensation from publicly provided insurance programmes. We analyse these differences through the lens of an incomplete-market, job-search model featuring unemployment risk alongside an additional risk of involuntary part-time employment. A calibration of the model consistent with US institutions and labour market dynamics shows that involuntary part-time work generates lower welfare losses relative to unemployment. This finding relies critically on the much higher probability to return to full-time employment from part-time work. We interpret it as a premium in access to full-time work faced by involuntary part-time workers, and use our model to tabulate its value in consumption-equivalent units."     "Das IAB äußert sich in dieser Stellungnahme zum Gesetzentwurf der FDP-Bundestagsfraktion zur Dynamisierung der Verdienstgrenzen der geringfügigen Beschäftigung (Bundestagsdrucksache 19/4764). Der Entwurf sieht vor, die bisherigen starren Verdienstgrenzen für geringfügige Beschäftigungsverhältnisse ('Minijobs') und Beschäftigungsverhältnisse in der Gleitzone ('Midijobs') durch eine Kopplung an die Entwicklung des allgemeinen gesetzlichen Mindestlohns automatisch zu dynamisieren. Die Verdienstgrenze bei geringfügiger Beschäftigung soll auf das 60-fache und das Gleitzonenende für Midijobs auf das 145-fache des allgemeinen gesetzlichen Mindestlohns festgelegt werden. Das IAB geht in seiner Stellungnahme auf die Entwicklung und Struktur der geringfügigen Beschäftigung sowie auf die Motive zur Ausübung geringfügiger Beschäftigung, die Situation geringfügig Beschäftigter und die vorliegenden wissenschaftlichen Erkenntnisse zu den Effekten einer geringfügigen Beschäftigung auf den Übergang in eine sozialversicherungspflichtige Beschäftigung ('Brückeneffekte') ein. Die direkten Verteilungswirkungen, die sich aus einer Dynamisierung der Entgeltgrenzen ergeben, werden anschließend zusammen mit den zu erwartenden Auswirkungen auf das Arbeitsangebot diskutiert. Abschließend werden Erkenntnisse zu geringfügigen Beschäftigungsverhältnissen aus betrieblicher Perspektive dargestellt. Aus Sicht des IAB ist eine Dynamisierung der Entgeltgrenzen kein geeignetes Mittel, um Personen am unteren Einkommensrand besser zu stellen. Eine Reform geringfügiger Beschäftigung sollte nicht in Richtung einer Ausweitung, wie mit dem Gesetzesvorschlag der FDP-Bundestagsfraktion intendiert, sondern in Richtung einer schrittweisen Eingrenzung gehen. Dabei müssten die Regelungen im Rahmen einer umfassenderen Reform künftig im Wesentlichen darauf ausgerichtet werden, dass sich geringfügige Beschäftigung allein auf solche Personen konzentriert, für die eine sozialversicherungspflichtige Beschäftigung tendenziell nicht in Frage kommt wie Schüler, Studierende und Rentner. Zudem müssten Rahmenbedingungen geschaffen werden, um Lohnsteigerungen oder Arbeitszeitausweitungen innerhalb der sozialversicherungspflichtigen Beschäftigung realisieren zu können."     "The purpose of this paper is to investigate whether labour market entry via temporary work has any (persistent) effects on labour market outcomes.
    Using unique data on several cohorts of graduates from the German apprenticeship system, the authors interpret labour market entry via temporary work agency (TWA) work as a treatment and apply propensity score matching and the control function approach to investigate corresponding effects.
    The results indicate a pronounced wage gap but no significant wage disadvantage in the medium term for graduates who switch to regular employment. Nevertheless, approximately 30 per cent of the graduates do not manage to leave the temporary help sector and, as a result, suffer persistent wage penalties.
    The numerous studies that investigate the consequences of TWA work on individual labour market performance have not considered the specific situation of young workers after graduation.     "Um kurzfristige, saison- und nicht saisonbedingte Schwankungen des Arbeitskräftebedarfs auszugleichen, beenden viele Betriebe in Zeiten geringerer Auslastung Beschäftigungsverhältnisse und stellen anschließend bei verbesserter Auftragslage dieselben Arbeitskräfte wieder ein ('temporärer Layoff'). Sie wälzen damit Personalkosten auf die Arbeitslosenversicherung ab, da viele betroffene Arbeitskräfte während der Beschäftigungsunterbrechung arbeitslos vorgemerkt sind und Leistungen aus der Arbeitslosenversicherung beziehen. Diese personalpolitische Flexibilisierungsstrategie wurde bisher kaum thematisiert, spielt jedoch in Österreich seit Jahrzehnten eine bedeutende Rolle. Im Jahr 2017 waren 13,7% aller Beschäftigungsaufnahmen Wiedereinstellungen von temporär Arbeitslosen bei demselben Arbeitgeber innerhalb einer Zeitspanne von einem Jahr. Die registrierte Arbeitslosigkeit während temporärer Layoffs trug mehr als ein Achtel zur registrierten Gesamtarbeitslosigkeit bei. Sie war damit für rund 1 Prozentpunkt der Arbeitslosenquote maßgebend. Die Aussetzung von Beschäftigungsverhältnissen ist mit Kosten für die Arbeitslosenversicherung in einer Größenordnung von rund 500 Mio. EURO pro Jahr verbunden." Neben den verschiedenen Gründen für den Austritt aus einem Betrieb wird zudem über die Entwicklung der offenen Stellen berichtet. Hieran anschließend wird die Entwicklung der Teilzeit- und der Befristungsquote dargestellt. Darüber hinaus wird auf die Beschäftigung von Geflüchteten, die seit 2015 nach Deutschland gekommen sind, eingegangen. Fragen zur Art ihrer Beschäftigung sowie ihrem Tätigkeitsniveau wurden 2017 erstmals erhoben.     Temporary agency work (TAW) has increased enormously in recent decades. Most temporary agency workers are pushed involuntarily into this work arrangement and prefer permanent work arrangements. Therefore, the motive to find a permanent job through TAW is predominant for the majority of temporary agency workers. However, little is known about what helps in obtaining a permanent job in a client organization. The purpose of this paper is to examine the role of social skills by simultaneously considering the human capital aspects and motivational background of the individuals for transition success.
    Design/methodology/approach
    The paper is based on a questionnaire study of 151 temporary agency workers with two measurement points. The questionnaires were first administered at the very beginning of their work as a temp (and again five months later).
    Findings
    The findings show that the social skills of temporary agency workers in contrast to various aspects of human capital and motives for temping had a significant impact on becoming a permanent worker in a client organization.
    Research limitations/implications
    The generalizability of the finding that social skills help temporary agency workers to find a permanent job in a client organization may be restricted due to the particularities of the work setting in the clerical sector. The incidences as well as the determinants of transition success may depend on the industry sector because of the respective assignment characteristics as well as the clients' reasons of using temporary agency workers. Future research should investigate more thoroughly the role of assignment characteristics for the experiences of the workers.
    Practical implications
    Social skills seem to play a crucial role for transition success in TAW. Qualification measures should therefore include the training of interpersonal behavior. It would be desirable when the involved organizations would assume responsibility in this respect. Furthermore, policy makers should provide adequate training formats since they promote TAW as a stepping stone opportunity for unemployed people.
    Originality/value
    This paper suggests that career mobility in the context of flexible work arrangements may be driven by more informal processes of social integration into the existing permanent team. While TAW is seen as a temporary solution in Germany, this study focuses on the individual determinants of transition success of temporary agency workers that is still rare in studies on the topic."     "This article contributes to recent research that seeks to understand the political consequences of 'outsider' labour market status. There is an emerging consensus that labour market outsiders have systematically different policy preferences and display systematically different political behaviour to securely employed 'insiders' in Europe. Yet the political consequences of outsider status in the USA are less clear. They may be expected to differ from those that have been documented in the European context, because: (1) the USA is characterized by low employment protection of insiders; and (2) there is evidence that Americans are more reluctant than Europeans to hold governments responsible for personal economic hardship. We therefore use the General Social Survey to examine how outsider labour market status is related to voting behaviour and to social policy preferences in the USA. We find that the concept of 'labour market outsider' - as conventionally operationalized - holds little explanatory power in the American context. Disaggregating the outsider category, our results suggest that the political consequences of outsider labour market status may be contingent on individual beliefs about government responsibility."     "The paper explores the regional dimensions of under-employment by analysing the uneven dispersion of part-time jobs in Greece. It understands under-employment as an integral dimension of contemporary flexible labour trends, triggered by devaluation and expanding amid crisis, although in diverse geographical and sectoral terms. It follows a methodology that comparatively analyses statistical data, relevant secondary sources and previous case studies, before moving to a theoretical contextualization of the findings. Based on this framework, NUTS-II level total employment and part-time work data are analysed through location quotients, and a new embellishment of shift-share analysis is implemented for 2005 - 2008 and 2009 - 2012 across nine sectors. The findings reveal four distinct, although porous, patterns of under-employment that are distinguished according to different regional productive specializations and the impact of structural or regional effects. The reasons why some regional economies, such as the tourist ones, were more resistant to employment losses, and at the same time the most keen on expanding part-time work, are scrutinized. Concluding, three deeper causal mechanisms, namely productive-technological, organizational and institutional, that determine the under-employment patterns revealed, are discussed and contrasted to relevant literature findings." Seit 2001 sind die Reallöhne - bei stabiler, komprimierter Lohnverteilung - stetig gestiegen, während das geschlechtsspezifische Lohngefälle deutlich zurückgegangen ist. Probleme bereiten allerdings die Beschäftigungsquoten von Zuwanderern und Personen mit geringer Bildung. Hier sind politische Maßnahmen erforderlich, um Qualifikationen (z. The aim of this study is to develop a typology of part-time employment on the basis of role occupancy and work characteristics. Latent class analysis was applied to data from a sample of 1826 part-time workers. The pattern of conditional probabilities suggests four types of part-time employment: Good, bad, student, and transition. Further analysis indicates that gender, age, education, seniority, and work experience are correlates of being in one or other types of part-time employment. Finally, good part-time employment is associated with higher job satisfaction and health although better health is reported in student part-time employment."     "Die vorliegende Studie nimmt die Entwicklungen von Prekarität und Erwerbsarmut in Vorarlberg im Zeitraum 2008 bis 2018 in den Blick. Sie ist damit eine Folgeuntersuchung zu den beiden Studien im Auftrag der AK Vorarlberg 'Schicksal Prekarität? Maßnahmen für Vorarlberg' aus dem Jahr 2008 und 'Arm trotz Arbeit. Working Poor (Erwerbsarme) in Vorarlberg' aus dem Jahr 2010. Prekäre Beschäftigungen gehen in vielen Fällen mit Phasen der Erwerbsarmut einher, nämlich dann, wenn sie nicht genügend zum Haushaltseinkommen beisteuern, um dieses über die Armutsgefährdungsschwelle zu heben. In diesem Zeitraum der vergangenen zehn Jahre sind neue Entwicklungen des Arbeitsmarktes infolge von Zuwanderung aus den EU-Staaten und seit 2015 auch von Geflüchteten spürbar geworden. Digitalisierung und Automatisierung haben zugenommen und werden in den nächsten Jahren verstärkt sowohl in den Produktions- als auch in den Dienstleistungsbranchen in Erscheinung treten. Prekarität in Form atypischer Beschäftigungen ist in ihren unterschiedlichen Ausprägungen generell gewachsen. Dies gilt vor allem für die Beschäftigung von Frauen in Teilzeit. Deren gestiegene Zahl ist die größte quantitative Veränderung innerhalb der zehn Jahre. Geringfügig Beschäftigte haben leicht abgenommen, aber neue Erwerbsformen wie Crowdworking und Sharing-Plattformen nehmen zu. Bei den selbständig Erwerbstätigen geht das zahlenmäßige Wachstum vor allem auf die Ein-Personen-Unternehmen zurück - hier wiederum in besonderem Maß auf die von Frauen gegründeten Unternehmen und ganz konkret auf die wachsende Zahl der selbständigen Personenbetreuerinnen. Bei den Arbeitskräfteüberlassungen kann in Vorarlberg eine Zunahme der Personen aus dem EWR-Ausland festgestellt werden, auch die Zahl der ausländischen Beschäftigten nach der EU-Entsenderichtlinie steigt kontinuierlich an. Risikogruppen für Prekarität und Erwerbsarmut haben sich qualitativ in den letzten zehn Jahren nicht verändert. Es sind nach wie vor Beschäftigte in Niedriglohnbranchen sowie Geringqualifizierte mit maximal Pflichtschulabschluss. Sie haben das größte Risiko, immer wieder arbeitslos zu werden beziehungsweise in eine dauerhafte Langzeiterwerbslosigkeit zu geraten. Um dem gegenzusteuern, ist der zweite Arbeitsmarkt zur Wiedereingliederung in den ersten Arbeitsmarkt ein unverzichtbares Instrument geworden. Dies zeigt sich in der Zunahme der Eintritte in Projekte des zweiten Arbeitsmarktes bis Anfang 2017, wobei ein vorläufiger Rückgang der Eintritte auf Grund guter konjunktureller Entwicklung folgte. Aus der Darstellung der verschiedenen Formen von Prekarität und Erwerbsarmut sowie der statistischen Erfassung ihres Umfangs werden im abschließenden Teil der Studie Handlungsfelder für Maßnahmen identifiziert. Hier haben auch Expertinnen- und Experteninterviews wertvolle Einsichten geliefert.     "Although much attention is given to the newer forms of atypical work, a large percentage of employees still have a 'classical' part-time employment contract.1 Despite long-standing legal protection against discrimination, these part-time workers risk receiving less favourable treatment. This article discusses the principle of non-discrimination in the field of occupational pensions from the perspective of part-time employment. It aims to show the adverse impact that seemingly neutral measures can have on the occupational pensions of part-time workers. By way of illustration, two cases of the Court of Justice of the European Union: the Schönheit and Becker case (length of service) and the Kleinsteuber case (split pension formula) are examined in detail. It is further argued that, in Kleinsteuber, the CJEU appears to have broadened the possibilities of justifying differential treatment. This tendency could threaten the efficiency of the principle of equal pay and non-discrimination for part-time workers as regards occupational pensions. Zeitgleich lässt sich eine verstärkte Institutionalisierung von Gleichstellungs- und Diversitypolitiken in der Wissenschaft beobachten.     "The rise of precarious and non-standard working arrangements has received substantial attention in recent times. In Australia precarious work has been particularly associated with the phenomenon of casual work, defined as employment without the leave benefits provided by the National Employment Standards. Casual employment status is at the employers' discretion. It may be long term and involve short shifts of less than 4 hours. In the recent Modern Awards Review by the Australian Fair Work Commission, the Australian Council of Trade Unions submitted proposals to limit employers' ability to unilaterally determine the employment relationship and to reduce the degree of precariousness associated with casual employment. The Australian Council of Trade Unions sought the right for long-term casuals to convert to permanent employment and to extend minimum hours for shifts. This article surveys the evidence, primary and secondary, regarding the extent and nature of Australian casual employment, including its impact on flexibility, earnings security and productivity. In this context, we explore the implications of the Australian Council of Trade Unions claims and Fair Work Commission decision, and present data from a survey of casual employees regarding employment preferences. Wir fragen, welche Missstände aus einer Perspektive des Lebenszusammenhangs als ungerecht erfahren werden, basierend auf narrativen Interviews mit prekär Beschäftigten, die wir in einem hermeneutischen Auswertungsprozess interpretierten. Wir rekonstruieren, welche Missstände die Befragten als nicht erfüllte Gerechtigkeitsansprüche erheben und welche nur als nicht erfüllte Wünsche, wobei wir Sorgearrangements ins Zentrum stellen. Anhand dreier Fallbeispiele zeigen wir, dass nur Fürsorge normative Kraft entfalten kann, während zur Einforderung angemessener Bedingungen zur Selbstsorge meist normative Rahmen fehlen. Fürsorge ist zudem vergeschlechtlicht und aus dem Anspruch, gute Pflege zu leisten, kann selbstdestruktives Potenzial erwachsen. Gesellschaftspolitisch ist zu fragen, wie normative Rahmen für angemessene Selbstsorge und gerechte Bedingungen für selbstsorgsame Pflege von Anderen etabliert werden können." Beiden Phänomenen liegt die Aufspaltung der einstmals komplexen Verkaufshandlung in verschiedene Teilhandlungen zugrunde. Begleiterscheinungen dieser Entwicklungen sind die Dequalifizierung und Marginalisierung der Beschäftigten, eine schlechtere Entlohnung sowie die Entfremdung von der Arbeit. Mit einer praxeologischen Perspektive sowie mit der Methode der historischen Raumanalyse werden die zentralen Veränderungen in der Arbeitswelt des Einzelhandels von den 1950er Jahren bis in die 1990er Jahre, vor allem die Durchsetzung der Selbstbedienung in den 1960er Jahren und die Computerisierungswelle der 1980er Jahre, in ihren jeweiligen historischen Kontexten untersucht.     "Precarious work is increasingly considered the new 'norm' to which employment and social protection systems must adjust. This article explores the contradictions and tensions that arise from different processes of normalisation driven by social policies that simultaneously decommodify and recommodify labour. An expanded framework of decommodification is presented that identifies how the standard employment relationship (SER) may be extended and flexibilised to include those in precarious work, drawing examples from a recent study of precarious work across six European countries. These decommodification processes are found to be both partial and, in some cases, coexisting with activation policies that position precarious work as an alternative to unemployment, thereby recommodifying labour. Despite these challenges and contradictions, the article argues that a new vision of SER reform promises greater inclusion than alternative policy scenarios that give up on the regulation of employers and rely on state subsidies to mitigate against precariousness."     "Die vorliegende Analyse untersucht die Einflussfaktoren der Weiterbildungsbeteiligung formal geringqualifizierter Erwerbstätiger. Innerhalb dieser Gruppe ist ein gestiegener Anteil an Einfacharbeit zu beobachten, der wiederum negativ mit der Weiterbildungswahrscheinlichkeit korreliert ist. Aufbauend auf diesem Befund und abgeleitet aus theoretischen Weiterbildungsmotiven wird der Einfluss von Arbeitsanforderungen, Arbeitsbedingungen und Veränderungen im Arbeitsumfeld auf die individuelle Wahrscheinlichkeit, an einer Weiterbildungsmaßnahme teilzunehmen, empirisch getestet. Es wird gezeigt, dass die im Zeitverlauf stark gestiegene Weiterbildungsbeteiligung insbesondere auf veränderte Arbeitsanforderungen und Veränderungen im Arbeitsumfeld zurückzuführen ist, deren Effekt im Zusammenspiel stark genug ist, den Einfluss des gestiegenen Anteils an Einfacharbeit zu kompensieren. Jedoch hinken An- und Ungelernte hinsichtlich ihrer Weiterbildungsbeteiligung insgesamt noch immer dem Niveau der Erwerbstätigen mit einem beruflichen Aus- oder Fortbildungsabschluss oder einem akademischen Abschluss hinterher. Ansatzpunkte, um mehr Geringqualifizierte weiterzubilden, bieten vor allem die zielgerichtete individuelle Förderung sowie der Auf- und Ausbau einer lernförderlichen Arbeitsumgebung, welche die mögliche Scheu vor dem Lernen vermindert und den Nutzen der Weiterbildung direkt sichtbar macht."     "Due to a lack of sector-overarching, frequent and representative data, only little is known about the prevalence of seasonal workers in the German labor market and, in particular, about their working conditions such as forms of employment, working hours or even wages. We estimate seasonal work in Germany using a custom, representative sample of the Employment History (BeH) of the Federal Employment Agency (BA) that encompasses information on short-term employees that are new to scientific research. We achieve a reasonable fit to the - less frequent and sectorally restricted - Farm Structure Survey by the German Federal Statistical Office suggesting our method for future analyses of seasonal work. Our analyses reveal large differences between economic sectors, the share of seasonal work being highest in agriculture and forestry, followed by hotels and restaurants. While in agriculture and forestry the vast majority of seasonal workers is given by short-term employment, in the hotel and restaurant industry marginally paid (part-time) employment is the dominant type. Since 2012, the number of seasonal workers has increased in all investigated economic sectors.     Die Autorin setzt sich kritisch mit der zunehmenden Gewinnorientierung deutscher und amerikanischer Universitäten auseinander, die sich auch im Umgang mit ihren Beschäftigten zeigt. Die Lehrtätigkeit wird immer weiter in sogenannte Gigs ausgelagert: 'befristete Verträge, Teilzeitjobs und Werkverträge, die hierarchisch verwaltet werden. Das führt nicht nur zu einer immer weiteren Spreizung zwischen Verwaltungs- und Lehrstellen, sondern auch zu einer neuen Form der Ausbeutung kognitiver Arbeit'. Bei immer weiter steigenden Studiengebühren sinkt die Qualität des Studiums. Die akademischen Arbeitsbedingungen sind gekennzeichnet durch Entgrenzung, Prekarität, Konkurrenz und Vereinzelung. Viele Akademiker sind daher mutlos und 'zu erschöpft für den Arbeitskampf'. Die Autorin konstatiert einen 'völligen Mangel an Solidarität' unter den Akademikern. Sie plädiert abschließend für die Organisation von Akademikern in Gewerkschaften, Vereinen und Arbeitsgruppen zur Durchsetzung ihrer Interessen und zur Verbesserung ihrer Arbeitsbedingungen. (IAB)

    Damit Prekarität in ihren verschiedenen Facetten und Abstufungen erfasst werden kann, wird in dem vorliegenden Papier ein umfassendes Set an Indikatoren zur quantitativen, multidimensionalen Messung von (kumulativer) Prekarität vorgestellt. Auf Basis des Sozioökonomischen Panels (SOEP) werden je sieben Indikatoren operationalisiert, mit denen sowohl prekäre Beschäftigung als auch prekäre Haushaltslagen erfasst und im Zeitverlauf (1993-2012) analysiert werden können.     "Die Fleischwirtschaft in Deutschland ist seit Jahren wegen schlechter Arbeitsbedingungen sowie niedriger Löhne in der Kritik. Im Jahr 2015 haben sich die größten Unternehmen der deutschen Fleischwirtschaft im Beisein der zuständigen Gewerkschaft Nahrung-Genuss-Gaststätten auf eine Selbstverpflichtung verständigt. Ziel der Selbstverpflichtung war, dass bis Juli 2016 die Beschäftigten, die in ihren Betrieben eingesetzt werden, in einem in Deutschland gemeldeten, sozialversicherungspflichtigen Beschäftigungsverhältnis arbeiten und damit besser bei Krankheit oder Arbeitslosigkeit abgesichert sind und auch Rentenansprüche aufbauen können. Zudem gab es das Bekenntnis der Fleischwirtschaft, die Stammbelegschaft wieder zu erhöhen. Dennoch wurde zusätzlich im Sommer 2017 das 'Gesetz zur Sicherung von Arbeitnehmerrechten in der Fleischwirtschaft' im Deutschen Bundestag verabschiedet. (...)     The future of social protection: What works for non-standard workers? (2018)

    Abstract

    "Social protection systems are often still designed for the archetypical full-time dependent employee. Work patterns deviating from this model - be it self-employment or online 'gig work' - can lead to gaps in social protection coverage. Globalisation and digitalisation are likely to exacerbate this discrepancy as new technologies make it easier and cheaper to offer and find work online, and online work platforms have experienced spectacular growth in recent years. While new technologies and the new forms of work they create bring the incomplete social protection of non-standard workers to the forefront of the international policy debate, non-standard work and policies to address such workers' situation are not new: across the OECD on average, one in six workers is self-employed, and a further one in eight employees is on a temporary contract. Thus, there are lessons to be learned from country experiences of providing social protection to non-standard workers. This report presents seven policy examples from OECD countries, including the 'artists' insurance system' in Germany or voluntary unemployment insurance for self-employed workers in Sweden. It draws on these studies to suggest policy options for providing social protection for non-standard workers, and for increasing the income security of on-call workers and those on flexible hours contracts."     "This article engages with IHRM debates on the transnational regulation of labour, exploring how migration policy and work fragmentation affect employment dynamics in multi-employer settings. It draws from two qualitative case studies on migrant workers in British hospitality and construction, focusing on regulatory outcomes of the Agency Worker Directive, the Posting of Workers Directive and the Tier System of immigration. The findings illustrate how workers' experiences are critically shaped by the combination of their migration and employment statuses in the context of firms' restructuring strategies and transnational labour mobility. Temporal employment constraints and exclusion from equal treatment linked to migrant status, combined with labour subcontracting across the sectors, produce intensification of work, inferior terms and conditions, greater insecurity and dependence for migrant temporary workers. The main argument is that increasing differentiation between categories of migrant workers goes beyond the simple distinction of EU and Third Country Nationals, and is produced by the exceptional regulatory spaces into which these migrants are locked. Highlighting the combined influence of migration regulation and management restructuring practices, the article proposes a re-theorisation of IHRM that includes migration perspectives into the study of management changes and labour regulation."     "It is often shown that temporary employees generally perceive their job insecurity to be higher than permanent employees. However, substantial variations in this perceived job security gap exist between countries. This article engages with this knowledge and adds to it by focusing on these country variations and asking what role the strength of employment protection legislation (EPL) has both on the size of the job security gap and in explaining country differences. The developed hypotheses suggest that the two components of EPL-job security provisions, indicating the 'protection gap' between permanent and temporary employees as well as specific regulations on the use of temporary contract will increase the job security gap. These hypotheses are tested using data from the European Social Survey for 2004 and 2010 and data on employment regulations from the Organisation for Economic Co-operation and Development. Compared to existing studies, this article offers a more detailed look at the operationalization of job security provisions and regulations on temporary employment proposing an alternative measurement which is more closely related to the theoretical arguments. By using this more elaborate operationalization, the multilevel model shows that the gap in perceived job security between temporary and permanent employees systematically increases with respect to the two components of EPL."     "In many European countries, the labor market participation of older workers is considerably lower than the labor market participation of prime-age workers. This study examines the variation in labor market withdrawal of older workers across 13 European countries over the period 1995-2008. We seek to contribute to the international comparative macro literature by analyzing the effects of non-standard employment. Accounting for a number of labor market institutions, the empirical analysis leads to the conclusion that part- time employment - and in particular voluntary part-time employment - is negatively related to labor market withdrawal of older men. As such, the results indicate that part-time employment functions as 'bridge employment' between full-time employment and retirement. Additionally, we ?nd that part-time employment at older ages does not decrease the average actual hours worked. Taken together, our results show that in countries with a high prevalence of part-time employment among older workers, the labor supply of older workers is higher both at the extensive and the intensive margin." Das Wachstumspotenzial der deutschen Wirtschaft hängt somit maßgeblich davon ab, ob und wie gerade diese Betriebe ihren Arbeitskräftebedarf decken können.     "Dem deutschen Arbeitsmarkt ging es noch nie seit der Wiedervereinigung so gut wie heute. Die nachhaltige Entwicklung seit 2005 ist auf zwei entscheidende Treiber zurückzuführen: die Umverteilung eines beinahe gleichbleibenden Arbeitsstundenvolumens auf mehr Beschäftigte und die massive Ausweitung der Teilzeitarbeit. Die Lohnzurückhaltung der Tarifparteien war dabei eine notwendige, jedoch nicht hinreichende Bedingung für diesen Erfolg. Die Kovarianz von Lohn und Erwerbsindikatoren deutet darauf hin, dass die Arbeitsmarktreformen der sogenannten Agenda 2010 die erwerbsfähige Bevölkerung ab 2005 zur Teilnahme am Arbeitsmarkt aktiviert haben. Insbesondere die Reform der Arbeitslosenunterstützung hat die Ausweitung des Arbeitsangebots im unteren Lohnsegment ermöglicht und bewerkstelligt, dass die sozialversicherungspflichtige Teil- und Vollzeitarbeit zunahm.     "Recent years have seen a push for greater labour market flexibility and an accompanying upsurge of interest in temporary employment and the negative outcomes often associated with such employment arrangements. This study focusses on the pay outcome with respect to the temporary workforce in New Zealand. This country is a useful case study for such analysis, because of the low levels of employment protection legislation afforded to temporary workers relative to the rest of the OECD. We utilise decomposition analysis to assess the size and significance of unexplained wage gaps for both the aggregate group of temporary workers and the subgroups of fixed-term, casual, temporary agency and seasonal workers. Our findings signal that the majority of the temporary-permanent wage differences can be explained by observable characteristics, with no wage gap evident for fixedterm workers. We also find varying effects across the wage distribution. Quantile analysis points to a widening wage gap (particularly for casual and temporary agency workers) towards the upper end of the wage distribution, with a growing proportion of the gap that is unexplained." Due to international competition and declining union density, job qualities of permanent workers are assumed to be under strain. According to proponents of a democratization of risk rationale, low job qualities that were traditionally attached to secondary labour markets are transferred to workers in primary segments of the labour market. In this study, the authors test this theoretical rationale among workers in 11 Western European economies, using two waves of the European Working Conditions Survey. The results do not confirm a democratization of labour market risk.     "The growth of temporary employment is one of the most important transformations of labor markets in the past decades. Theoretically, firms' exposure to short-term workload fluctuations is a major determinant of employing temporary workers when employment protection for permanent workers is high. The authors investigate this relationship empirically with establishment-level data in a broad comparative framework. They create two novel data sets by merging 1) data on 18,500 European firms with 2) measures of labor-market institutions for 20 countries. Results show that fluctuations increase the probability of hiring temporary workers by 8 percentage points in countries with strict employment protection laws. Dieser Beitrag stellt auf der Grundlage aktueller Forschungsergebnisse die Rolle atypischer Beschäftigung dar und versucht, die unterschiedlichen Profile der atypischen Beschäftigung in einzelnen EU-Mitgliedstaaten zu erklären. Dazu werden einerseits institutionelle Faktoren wie die jeweilige Regulierung der atypischen Beschäftigungsformen oder die tarifvertragliche Durchdringung sowie deren Veränderung in den Blick genommen und andererseits Faktoren der Nachfrage nach und des Angebots an den jeweils benötigten beruflichen Qualifikationen betrachtet, welche die Verhandlungsposition einzelner Gruppen auf dem Arbeitsmarkt beeinflussen.     "Drawing from a critical synthesis of interdisciplinary literatures, this article presents the organisational landscape of online work platforms as embedding problems posed to 'the crowd' while holding clues for paths of resistance. Organisational mechanisms that underpin online work platforms paradoxically both deterritorialise and territorialise online work and encompass new processes of disintermediation and intermediation, producing unprecedented savings for firms while imposing precarity on crowdworkers. Online work platforms nonetheless have become a tool of 'development' in underdeveloped countries for 'bottom-of-pyramid' (BOP) populations, a situation I critically examine regarding unique organisational features. Despite principles of online work platforms that would seem to foster the deterritorialisation of work, close scrutiny reveals spatially differentiated labour markets, which matter because the implications for change and the affordances of the new digital infrastructure differ across contexts."     "The temporary staffing industry has experienced significant growth in recent decades across many countries and sectors. The particular characteristics of the temporary staffing industry are influenced by the national institutional context in which they are embedded. This article presents empirical findings to investigate the concept of a national temporary staffing industry using two case studies, the UK and Germany. Through analysis of two national markets for temporary staffing, the article discusses the importance of investigating the wider institutional environment in which an industry is embedded, the interactions and interdependencies between the actors involved, and the relationships and activities through which an industry is co-created and constituted. Theoretically, this article seeks to stress the importance of considering how institutional systems change, rather than focusing on characteristics used to categorise socio-economic systems. Empirically, this article reveals the features and developments of two national temporary staffing industries within Europe. This advances our understanding of changes in the temporary staffing industry in two European settings, and also highlights the importance of considering geographically specific national varieties of economic systems as dynamic institutional ecologies." The findings highlight that while the growth of the German temporary staffing industry has been substantial, and that the state has been an active agent, it has not been without its controversies and challenges, and that features of the industry remain potential barriers for its future development."     "This paper is one of the first to examine how the use of fixed-term employment contracts (FTCs) affects firm competitiveness (i.e. productivity, wages and profits) while controlling for key econometric issues such as time-invariant unobserved workplace characteristics, endogeneity and state dependence. We apply dynamic panel data estimation techniques to detailed Belgian linked employer-employee data covering all years from 1999 to 2010. Results show that the effects of FTCs on firm competitiveness vary across sectors: while temporary employment is found to enhance productivity and profits in (labour-intensive) services, this is not the case in manufacturing and construction."
