    "Are individuals bounding work and family the way they would like? Much of the work-family boundary literature focuses on whether employees are segmenting or integrating work with family, but does not explore the boundariesworkerswould like to have, nor does it examine the fit between desired and enacted boundaries, or assess boundary stability. In this study, 23 respondents employed at a large Fortune 500 company were interviewed about their work-family boundaries before and after their teams underwent a cultural change initiative that sought to loosen workplace norms and allow employees more autonomy to decide when and where they performed their job tasks. Four distinct boundary strategies emerged from the data, with men and parents of young children having better alignment between preferred and enacted boundaries than women and thosewithout these caregiving duties.     "Understanding how working time is organised and how this is impacting on balance of work versus private life is of fundamental importance. This general statement is very much in accordance with the main objective of the Europe 2020 employment strategy, stating that at least 75% of the population aged 20 - 64 should be employed by 2020, necessitating in many Member States a significant increase in women's labour market participation. Drawing on data from Eurofound's fifth European Working Conditions Survey (EWCS), based on interviews with more than 38,000 respondents in 34 countries, this report documents the prevailing working time patterns of employees, the self-employed and lone parents across five country clusters.     Abstract

    "One of the factors that may inhibit reductions in unemployment as the economy recovers is the extent to which existing workers would like to work more hours and employers may prefer to let them work longer hours before making new hires. This phenomenon suggests that the unemployment rate does not capture the full extent of excess capacity in the labor market. But how should it be measured? In this paper we argue that the United States does not have the necessary statistical tools to calibrate this form of underemployment. We describe an index that captures the joint effects of unemployment and underemployment and provides a more complete picture of labor market excess capacity. We show how this index can be implemented using British data and describe its evolution over the Great Recession. Comparisons of our index with unemployment rates suggest that unemployment rates understate differences in labor market excess capacity by age group and overstate differences by gender. We also show that being unable to work the hours that one desires has a negative effect on well-being. Finally, we recommend that the Current Population Survey conducted by the US Bureau of Labor Statistics might be extended to enable the construction of an equivalent US index."     "Contrary to much of the established literature, this paper finds that though many older workers would prefer to reduce their working hours (the overemployed), there is a significant group who would like to work longer hours (the underemployed). And contrary to the assumption that the self-employed are more easily able than employees to select a desired combination of hours and the wage rate, this paper finds that older self-employed workers are more likely to wish to adjust their hours, both upward and downward than are employees. A new index of underemployment is used to show that for the UK, since the onset of the Great Recession, underemployment among older workers has been growing more rapidly than unemployment. Using longitudinal data from the UK Labour Force Survey, the paper investigates the effects of overemployment and underemployment on transitions from employment and self-employment into other labour market states. It confirms that overemployment is a significant predictor of retirement among employees while underemployed employees are less likely to retire." (Author's abstract, IAB-Doku) ((en))

    "Part-time jobs are common among partnered women in many countries. There are two opposing views on the efficiency implications of so many women working part-time. The negative view is that part-time jobs imply wastage of resources and underutilization of investments in human capital since many part-time working women are highly educated. The positive view is that, without the existence of part-time jobs, female labor force participation would be substantially lower since women confronted with the choice between a full-time job and zero working hours would opt for the latter. In the Netherlands, the majority of partnered working women have a part-time job. Our paper investigates, from a supply-side perspective, if the current situation of abundant part-time work in the Netherlands is likely to be a transitional phase that will culminate in many women working full-time. Our main results indicate that partnered women in part-time work have high levels of job satisfaction, a low desire to change their working hours, and live in partnerships in which household production is highly gendered.     "Teilzeitarbeit ist am deutschen Arbeitsmarkt weit verbreitet - vor allem bei Frauen und im Dienstleistungsbereich. Das wirkt sich auch auf den betrieblichen Stellenbesetzungsprozess aus, der sich für Teilzeitstellen in zentralen Punkten von dem für Vollzeitstellen unterscheidet. Teilzeit stellt eine gute Möglichkeit des (Wieder-)Einstiegs in den Arbeitsmarkt dar, was insbesondere gut qualifizierte Frauen häufig nutzen. Gerade für sie eröffnet sich so die Chance, ihre Arbeitszeit schrittweise zu verlängern. Betriebe können dies durch geeignete familienorientierte Personalstrategien unterstützen.     "Seit 2005 ist auf dem sächsischen Arbeitsmarkt eine Trendwende erfolgt, bei der der langjährige Beschäftigungsrückgang von einer stabil zunehmenden Nachfrage nach Fachkräften abgelöst worden ist. Der Gesamtbedarf an Fachkräften und auch die Quote der qualifizierten Stellen, die nicht besetzt werden können, liegen aktuell auf einem Rekordniveau. Angesichts des demografischen Wandels und dem Rückgang der Bevölkerung im erwerbsfähigen Alter, ist für Sachsen künftig von einem zunehmenden Fachkräftemangel auszugehen. Auch in den sächsischen Unternehmen werden zunehmende Schwierigkeiten bei der Deckung des Bedarfs an qualifizierten Arbeitskräften befürchtet.
    Vor diesem Hintergrund wird in der vorliegenden Studie untersucht, inwiefern eine bessere Erschließung des Arbeitskraftpotenzials von Müttern und insbesondere Alleinerziehenden einen Beitrag zur Deckung des Fachkräftebedarfs leisten kann. Durch einen Abgleich von tatsächlicher und gewünschter Erwerbsbeteiligung und Arbeitszeitumfängen auf Grundlage des Mikrozensus sowie des Sozio-ökonomischen Panels (SOEP) und der Zusatzstichprobe 'Familien in Deutschland' (FiD) wird hierfür differenziert das zusätzliche Arbeitskraftpotenzial ermittelt, das bei Verwirklichung der Wunscharbeitszeiten durch passgenaue flexible Arbeitszeitangebote, zielgerichtete Unterstützungsangebote und geeignete Rahmenbedingungen dem sächsischen Arbeitsmarkt zur Verfügung stehen könnte." This study investigates the role of working time preferences and hours mismatch for well-being among couples. The empirical evidence indicates that well-being is generally lower among those with working time mismatch. Particularly underemployment is detrimental for well-being. We further provide first evidence on spillovers from the partner's working time mismatch that are, however, no longer significant once we control for the partner's well-being.     Das Gutachten untersucht den möglichen Beitrag neuer, flexibler Arbeitsformen und Arbeitszeitmodelle für die Vereinbarkeit von Erwerbstätigkeit und persönlicher Lebensführung in den verschiedenen Lebensphasen. Zunächst werden die zentralen Entwicklungen der Erwerbsarbeit der vergangenen Jahre dargestellt und auf ihre Implikationen für die Beschäftigten untersucht. Anschließend werden ausgewählte Modelle zur flexiblen Arbeitszeitgestaltung aufgearbeitet und politische Maßnahmen diskutiert, die den Prozess einer Arbeitszeitflexibilisierung und einer allgemeinen Arbeitszeitverkürzung begleiten können (Telearbeit, Arbeitszeitkonto). Schließlich werden ausgewählte Formen der lohn- und einkommenspolitischen Flankierung dieses Prozesses untersucht. Dabei stehen vor allem die Einführung eines allgemeinen Mindestlohns und das Modell eines bedingungslosen Grundeinkommens im Vordergrund. (IAB)

    "Die tatsächliche Arbeitsmarktintegration von Frauen hinkt dem gesellschaftlichen Anspruch auf Gleichstellung von Frauen im Berufsleben hinterher. Der Beitrag analysiert die Erwerbstätigkeit von Frauen und Männern im europäischen, speziell deutsch-schwedischen Vergleich und bezieht auch die Zeitaufwendungen für unbezahlte Familien- und Hausarbeit sowie Arbeitszeitpräferenzen mit ein. Vor dem Hintergrund einer Lebenslaufperspektive zeigt sich, dass geschlechtsspezifische Unterschiede hinsichtlich bezahlter und unbezahlter Arbeitszeit in Schweden deutlich geringer ausfallen: Schwedische Frauen sind stärker in den Arbeitsmarkt und schwedische Männer in die Hausarbeit integriert. Während deutsche Frauen in der Familienphase sich längere Arbeitszeiten wünschen, streben Männer eher eine Arbeitszeitverkürzung an. Die geschlechterspezifische Ungleichverteilung von Arbeitszeiten in Deutschland zeigt gleichermaßen Veränderungsbedarf sowie -potenzial auf, was zu einer arbeitszeitpolitischen Berücksichtigung unterschiedlicher Präferenzen in unterschiedlichen Haushaltskonstellationen führen sollte."     "To examine the influence of working hours on employees' satisfaction, this article uses a large, representative set of panel data from German households (GSOEP). The results show that high working hours and overtime in general do not lead to decreased satisfaction. Rather, increasing working hours and overtime have positive effects on life and job satisfaction, whereas the desire to reduce working hours has a negative impact on satisfaction. In 2009, nearly 60% of employees wanted to reduce their working hours. The overall number of hours by which employees want to reduce their working time is driven mainly by overtime compensation."     "Der Beitrag untersucht die Zeitwünsche der Beschäftigten. Gestützt auf Daten des Sozio-oekonomischen Panel (SOEP) zeigt er auf, wie sich die gewünschten von den tatsächlichen und den vereinbarten Arbeitszeiten unterscheiden und wie sich diese Werte im Laufe der Zeit verändert haben. Teilweise klaffen diese Zeitgrößen weit auseinander. Vollzeitbeschäftigte Männer und Frauen favorisieren kürzere, teilzeitbeschäftigte Frauen eher längere Arbeitszeiten. Entsprechend veränderte Einkommen werden dabei berücksichtigt. Insofern besteht arbeitszeitpolitischer Handlungsbedarf. Könnten die Beschäftigten ihre gewünschten Arbeitszeiten realisieren, würden sich die Bedingungen für alternsgerechtes Arbeiten ebenso verbessern wie die für familiengerechtere Alltagsgestaltung. Der Beitrag zeigt ferner, dass die Realisierung der gewünschten Arbeitszeiten erhebliche positive Effekte sowohl auf die Arbeitsnachfrage als auch das Angebot an Arbeitskräften auslösen würde."     "This article analyses factors behind underemployment in Norway, with a focus on gender. The analysis, based on Labour Force Survey data, shows that economic fluctuations during the latest decade and a half have brought about changing underemployment levels among both women and men. The Norwegian labour market is strongly gender segregated and the processes and characteristics of underemployment differ between male- and female-dominated labour market sectors. The former sectors are generally more sensitive to economic fluctuations than the latter. It is indicated that underemployed men are predominantly temporarily expelled on a part-time basis from their jobs, while women are to a larger extent permanently excluded from longer working-hour contracts in their jobs." Der hohe Anteil von Frauen, die in Teilzeit arbeiten, führt zu einer ausgeprägten 'Arbeitszeitlücke' zwischen den Geschlechtern. Nimmt man die Arbeitszeitwünsche von teilzeitbeschäftigten Frauen als Maßstab, so zeigt sich hingegen, dass sie deutlich länger arbeiten wollen. Wunsch und Wirklichkeit stimmen nicht überein." We further provide first evidence on spillovers from the partner's working time mismatch. However, the spillover becomes insignificant once we control for the partner's well-being. This suggests that well-being is contagious, and the spillover is due to interdependent utilities. Females experience the highest well-being when their partner is working full-time hours.     Abstract

    "The issue of whether employees who work more hours than they want to suffer adverse health consequences is important not only at the individual level but also for governmental formation of work time policy. Our study investigates this question by analyzing the impact of the discrepancy between actual and desired work hours on self-perceived health outcomes in Germany and the United Kingdom. Based on nationally representative longitudinal data, our results show that work-hour mismatches (i.e., differences between actual and desired hours) have negative effects on workers' health.
