International trade and worker flows: empirical evidence for Germany (2015)

Baumgarten, Daniel (2015): International trade and worker flows. Empirical evidence for Germany. In: Review of world economics, Jg. 151, H. 3, S. 589-608. DOI:10.1007/s10290-015-0216-y

    Abstract

"Using a linked employer - employee data set for Germany, this paper studies how worker flows are related to establishments' international trade involvement. Unconditional figures show that trading establishments have lower worker turnover rates than non-traders, suggesting a higher degree of employment stability. Conditional on an extensive set of control variables, exporting is further associated with a higher net job flow rate, which is almost entirely due to a lower separation rate (particularly for high-skilled workers and transitions into non-employment). In contrast, both an increase and a decrease in import intensity are (weakly) associated with a lower accession rate. These results are predominantly driven by smaller establishments, and they partly lose statistical significance once unobservable establishment characteristics are taken into account." The relationship between establishment training and the retention of older workers: evidence from Germany (2015)

Berg, Peter, Mary K. Hamman, Matthew M. Piszczek & Christopher J. Ruhm (2015): The relationship between establishment training and the retention of older workers. Evidence from Germany. (IZA discussion paper 9508), Bonn, 45 S.

    Abstract

"In the coming years, a substantial portion of Germany's workforce will retire, making it difficult for businesses to meet human capital needs. Training older workers may be a successful strategy for managing this demographic transition. This study examines relationships between establishment training programs, wages, and retirement among older men and women. Using unique matched establishment-employee data from Germany, the authors find that when establishments offer special training programs targeted at older workers, women - and especially lower wage women - are less likely to retire. Results suggest this relationship may be due to greater wage growth. For men, findings suggest establishment offer of inclusion in standard training programs may improve retention of low wage men, but analysis of pre-existing differences in establishment retirement patterns suggests this relationship may not be causal. Our research suggests targeted training programs likely play an important role in retaining and advancing careers of low wage older women." (Author's abstract, IAB-Doku) ((en))

Establishments cultural diversity and innovation: evidence from Germany (2015)

    Abstract

"We investigate the relationship between cultural diversity and innovation in German business establishments. Earlier empirical studies, as well as theoretical approaches from the organisation science literature have identified innovation as a promising realm of diversity advantages. The diversity-innovation link in Germany hitherto has only been studied from a regional perspective by Niebuhr (2010).
Our empirical results suggest that human capital and establishments' resources are the most important determinants of innovation. Our hypothesis that cultural diversity fosters innovation can only be confirmed partially, and the interpretation depends on the precise definition of cultural diversity as a multi-dimensional concept. We only find that establishments get more innovative as their high-skilled migrant workforce gets more culturally diverse, supposedly because migrants complement each other's skills and increase the establishment's absorptive capacity. Contrarily, all kinds of innovation relate significantly negatively to migrant shares, even among the high-skilled. These results imply that a diverse mix of skilled migrants can generate productive ideas, but the mere presence of many migrants may be associated with a negative 'Babel' (cultural polarization) effect. This trade-off between the scope (migrant share) and scale of migrant diversity complicates the interpretation, since, normally, high migrant shares and migrant diversity coincide." Essays on economic effects of labour market institutions, especially in industrial relations (2015)

    Zitatform

Brändle, Tobias (2015): Essays on economic effects of labour market institutions, especially in industrial relations. (IAW-Forschungsberichte 75), Tübingen: IAW, 180 S.

    Abstract

"In different countries around the world, labour market institutions are important factors determining economic outcomes such as employment, wages, growth, or income inequality. Knowing about institutions and their effects plays a central role in understanding the mechanisms of how labour markets work and are a central part of studying labour economics. The thesis deals with the economic analysis of the economic effects of labour market institutions, especially in industrial relations. It consists of six essays which look at the topic from different angles: the effects of collective bargaining and its flexibilisation, the effects of works councils, the interaction between the former, and the effects of employment protection legislation. The book contains an overview on the system of industrial relations in Germany and its impact on employment growth and other labour market outcomes. To gain understanding for an employment-orientated policy, the work shows that it is important to know whether similar effects than those for Anglo-Saxon countries can be found in a different institutional setting. Especially, it acknowledges the possible interactions between various institutions, e.g. collective bargaining flexibilisation and works council behavior. Also, it offers insights on new mechanisms over which rents can be distributed between employers and employees by these labour market institutions." (Author's abstract, IAB-Doku) ((en))

The one constant: A causal effect of collective bargaining on employment growth?: evidence from German linked-employer- employee data (2015)

    Abstract

"A large number of articles have analysed 'the one constant┐ in the economic effects of trade unions, namely that union bargaining reduces employment growth by two to four percentage points per year. Evidence is, however, mostly related to Anglo-Saxon countries. We investigate whether a different institutional setting might lead to a different outcome, making the constant a variable entity. We use linked-employer-employee data for Germany and analyse the effect of collective bargaining coverage on employment growth in German plants. We find a robust and negative correlation between being covered by a sector-wide bargaining agreement or firm level contract and employment growth per annum of about 0.8 percentage points. Using various approaches, however, we cannot establish a causal interpretation of the effects, suggesting that the cross-section results are driven by selection." Abstract

(Autorenreferat, IAB-Doku)

Effects of unemployment on wages: differences between types of reemployment and types of occupation (2015)

Edler, Susanne, Peter Jacobebbinghaus & Stefan Liebig (2015): Effects of unemployment on wages. Differences between types of reemployment and types of occupation. (SFB 882 working paper series 51), Bielefeld, 25 S.

    Abstract

"In this article, we examine the effects of unemployment on reentry wages in Germany. Based on the theories of signaling effects, human capital, and occupational segmentation, we discuss the heterogeneity of reemployment wages among different types of reemployment and among different occupations. The empirical analysis is based on the German social security records of the Linked Employer - Employee Data from IAB (LIAB). Our results indicate that the wage effects of unemployment vary considerably across occupations. First, occupations characterized by higher rates of participation in further education showed stronger negative effects of unemployment on reentry wages. This finding indicates that occupations that involve less technological change are associated with a slower depreciation of specific human capital. Second, the lost wages after unemployment are higher in occupations with a typically higher rate of unemployment, indicating that an oversupply of employees leads to lower bargaining power on the part of workers. Third, the negative effect of unemployment is reduced if employees are reemployed by a former employer within one year of dismissal. This finding reflects the fact that employers already know the productivity of former employees and can thus retain company-specific human capital." (Author's abstract, IAB-Doku) ((en))

    Abstract

Do higher corporate taxes reduce wages? (2015)

    Abstract

"This paper estimates the incidence of corporate taxes on wages using a 20-year panel of German municipalities. Administrative linked employer-employee data allows estimating heterogeneous worker and firm effects. We set up a general theoretical framework showing that corporate taxes can have a negative effect on wages in various labor market models. Using an event study design, we test the predictions of the theory. Our results indicate that workers bear about 40% of the total tax burden. Empirically, we confirm the importance of both labor market institutions and profit shifting possibilities for the incidence of corporate taxes on wages." (Author's abstract, IAB-Doku) ((en))

    Abstract

(Autorenreferat, IAB-Doku)

Die Bedeutung von Tarifverträgen für den Gender Wage Gap: eine empirische Untersuchung (2015)

Grimm, Veronika, Julia Lang & Gesine Stephan (2015): Die Bedeutung von Tarifverträgen für den Gender Wage Gap. Eine empirische Untersuchung. (LASER discussion papers 90), Erlangen, 32 S.

    Abstract

"The article uses LIAB data for the years 2000 to 2010 to analyze the gender pay gap in Germany among full time workers, distinguishing the part of the economy not covered by collective wage agreements and the part covered by industry collective agreements. The results show that the gap was roughly of the same size at the beginning of the time period, but drifted apart afterwards. Meanwhile the gap is much larger in the part of the economy not covered by collective wage agreements. A Juhn-Murphy-Pierce decomposition between both regimes reveals that much of the difference in gender-wage gaps is due to unobservable factors. On the one hand, unobserved productivity differences between men and women working under collective contracts might be smaller. On the other hand wage discrimination might be less severe under collectively negotiated contracts. An additional analysis by economic sectors shows that the gender wage gap is lower under collective bargaining coverage in most industries. The net gender pay gap is mostly higher in manufacturing than in service sectors, with the exception of financial intermediation." (Author's abstract, IAB-Doku) ((en))

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"Fitting duration models on an inflow sample of jobs in Germany starting in 2002-2010, this paper investigates the impact of employers' use of temporary agency work on regular workers' job stability. In line with dual labour market theory, I find that non-temp jobs are significantly more stable if employers utilise temps. The rise in job stability stems mainly from reduced transitions into non-employment suggesting that non-temp workers are safeguarded against involuntary job losses. My findings are robust to controlling for unobserved permanent employer characteristics and changes in the observational window that includes the labour market disruption of the Great Recession." Abstract

"Using linked employer-employee panel data for Germany, this paper investigates whether firms implement real wage reductions in a selective manner. In line with insider-outsider and several strands of efficiency wage theory, we find strong evidence for selective wage cuts with high-productivity workers being spared even when controlling for permanent differences in firms' wage policies. In contrast to some recent contributions stressing fairness considerations, we also find that wage cuts increase wage dispersion among peers rather than narrowing it. Notably, the same selectivity pattern shows up when restricting our analysis to firms covered by collective agreements or having a works council." (Author's abstract, IAB-Doku) ((en))

    Abstract

"We demonstrate that almost one half of the observed wage gap between East and West Germany reflects differences in worker, establishment, and regional characteristics rather than differences in productivity at the establishment level. Regional price and establishment size differentials alone account for one quarter of the overall East-West wage gap. Differences in employees' characteristics and in productivity deliver much smaller but still statistically significant contributions. We derive these results from an Oaxaca-Blinder decomposition using unusually rich linked employer-employee data. Our findings are quite stable over the period from 1996 to 2010 and over the wage distribution." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Purpose - Up to date, it remains an unresolved issue how firms shape inequality in interaction with mechanisms of stratification at the individual and occupational-level. Accordingly, the authors ask whether workers of different occupational classes are affected to different degrees by between-firm wage inequality. In light of the recent rise of overall wage inequality, answers to this question can contribute to a better understanding of the role firms play in this development. The authors argue and empirically test that whether workers are able to benefit from firms' internal or external strategies for flexibility depends on resources available at the individual and occupational level. The paper aims to discuss these issues.
Design/methodology/approach - Matched employer-employee data from official German labour market statistics are used to estimate firm-specific wage components, which are then regressed on structural characteristics of firms.
Findings - Between-firm wage effects of internal labour markets are largest among unskilled workers and strongly pronounced among qualified manual workers. Effects are clearly smaller among classes of qualified and high-qualified non-manual workers but have risen sharply for the latter class from 2005 to 2010.
Social implications - The most disadvantaged workers in the labour market are also most contingent upon employers' increasingly heterogeneous policies of recruitment and remuneration.
Originality/value - This paper combines insights from sociological and economic labour market research in order to formulate and test the new hypothesis that between-firm wage effects of internal labour markets are larger for unskilled than for qualified workers." The own-wage elasticity of labor demand: a meta-regression analysis (2015)

    Abstract

"The own-wage elasticity of labor demand is a key parameter in empirical research and policy analysis. However, despite extensive research, estimates of labor demand elasticities are subject to considerable heterogeneity. In this paper, we explore various dimensions of this heterogeneity by means of a comprehensive meta-regression analysis, building on information from 151 different studies containing 1334 estimates in total. Our results show that heterogeneity in the estimates of the elasticity is natural to a considerable extent: the magnitude of the elasticity depends on the theoretical model applied and features of the workforce. Moreover, we find that labor demand has become more elastic over time, and is particularly elastic in countries with low levels of employment protection legislation. Furthermore, we find heterogeneity due to the empirical specification of the labor demand model, characteristics of the dataset and publication bias." (Author's abstract, © 2015 Elsevier) ((en))

The effect of hiring subsidies on regular wages (2015)

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"This paper analyses the risk of unemployment, unemployment duration and the risk of long-term unemployment immediately after apprenticeship graduation. Unemployed apprenticeship graduates constitute a large share of unemployed youth in Germany but unemployment incidence within this group is unequally distributed. Our paper extends previous research in three dimensions. It shows that individual productivity assessment of the training firm, initial selection into high reputation training firms and occupations, and adverse selection of employer moving graduates are correlated with unemployment after apprenticeship graduation." Abstract

"In the examination of older employees' employability, one can distinguish between internal and external employability. Internal employability can be measured by individual employment stability, and external employability occurs when employees replace one employment relationship with another. Most studies focus on the personal skills and characteristics that are necessary to maintain employability. However, external factors also contribute to individual employability. Therefore, this study examines which organisational attributes of firms contribute to older employees' employability in Germany. Taking firm and individual characteristics into account, the results of discrete-time survival models show that in specific organisational structures, older employees have higher internal employability. Accordingly, older employees are more likely to maintain employment in the service sector and in recruiting organisations facing (skilled) labour shortages. However, the results also indicate that financially investing organisations facilitate early labour market exits. With regard to older employees' external employability, the results show only little evidence indicating an association between organisational attributes of firms and the likelihood of job change." Abstract

"Using linked employer-employee data, this paper provides new estimates of the effect of collective bargaining coverage on wages over an interval of pronounced decline in collective bargaining coverage. Unobserved firm and worker heterogeneity is dealt with using two establishment sub-samples of collective bargaining joiners and never members on the one hand and collective bargaining leavers and always members on the other, each in combination with subsets of worker job stayers. Leaving a sectoral agreement is always found to produce lower wages, while joining one no longer produces wages gains. These results are consistent with the observed decline in unionism." "Using both household and linked employer-employee data for Germany, we assess the effects of non-union representation in the form of works councils on (1) individual sickness absence rates and (2) a subjective measure of personnel problems due to sickness absence as perceived by a firm's management. We find that the existence of a works council is positively correlated with the incidence and the annual duration of absence. We observe a more pronounced correlation in western Germany which can also be interpreted causally. Further, personnel problems due to absence are more likely to occur in plants with a works council." (Author's abstract, IAB-Doku) ((en))

    Abstract

"In this article, the author proposes a new method for measuring wage discrimination that builds on the ideas and straightforward methodology first developed by Hellerstein and Neumark (1999). The author's method has three main advantages: It is robust to labor market segregation, it does not impose linearity on the wage-setting equation, and it not only is a test for discrimination but also produces a measure of discrimination. Using matched employer-employee data from Germany, the author finds that immigrants are being discriminated against. They receive wages that are 13% lower than the wages for native workers in the same firm." (Author's abstract, IAB-Doku) ((en))

    Abstract

(IAB)" (Autorenreferat, IAB-Doku)

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"This paper analyses the link between offshoring in German plants and the offshoring potential of their employees. We use information on the offshoring potential of jobs from representative task data and merge it with linked employer-employee data, for which information on different modes of offshoring behaviour is available. We empirically identify individual and plant-level determinants of offshoring activity and additionally analyse how offshoring potential influences the realisation of offshoring by German plants. Depending on the measure for actual offshoring, we mostly find a negative link: firms are less likely to outsource or offshore parts of their production processes if their outsourcing and offshoring potential is high. This indicates that existing measures of offshoring potential can indeed be interpreted as not-yet realised offshoring, or offshoring that cannot be realised, e.g. due to trade barriers." Abstract

"Germany continues to play a pioneering role in replacing conventional power plants with renewable energy sources. While this might be beneficial with respect to environmental quality, it also implies increasing electricity prices. The extent to which this is associated with negative impacts on employment depends on the interrelationship between labor and electricity as input factors in the production process. In this paper, we estimate cross-price elasticities between electricity and heterogeneous labor for the German manufacturing sector. We use administrative linked employer - employee micro-data combined with information on sector-level electricity prices and usage over the period 2003 - 2007. We find positive, but small conditional cross-price elasticities of labor demand with respect to electricity prices, which means that electricity as an input factor can be replaced by labor to a limited extent when the production level is held constant. In the case of adjustable output, we find negative unconditional cross-price elasticities, implying that higher electricity prices lead to output reductions and to lower labor demand, with low- and high-skilled workers being affected more than medium-skilled. Resulting adverse distributional effects and potential overall job losses may pose challenges for policy-makers in securing public support for the German energy turnaround." Abstract

"Increasing wage inequality between similar workers plays an important role for overall inequality trends in industrialized societies. To analyze this pattern, we incorporate directed labor market search into a dynamic model of international trade with heterogeneous firms and homogeneous workers. Wage inequality across and within firm results from their different hiring needs along their life cycles and the convexity of their adjustment costs. The interaction between wage posting and firm growth explains some recent empirical regularities on firm and labor market dynamics. Fitting the model to capture key features obtained from German linked employer-employee data, we investigate how falling trade costs and institutional reforms interact in shaping labor market outcomes. Focusing on the period 1996- 2007, we find that neither trade nor key features of the Hartz labor market reforms account for the sharp increase in residual inequality observed in the data. By contrast, inequality is highly responsive to the increase in product market competition triggered by domestic regulatory reform."

(Autorenreferat, IAB-Doku)

Age and skill bias of trade liberalisation?: heterogeneous employment effects of EU Eastern Enlargement (2014)

Fries, Jan (2014): Age and skill bias of trade liberalisation? Heterogeneous employment effects of EU Eastern Enlargement. (ZEW discussion paper 2014-113), Mannheim, 38 S.

    Abstract

"This study analyses the 2004 Eastern Enlargement to the European Union to obtain evidence on the employment effects of an increase in trade liberalisation. The Enlargement is thought to generate a trade-induced demand shock with no (or only limited) supply effects. Besides the variation over time induced by the Enlargement, identification of the effects is based on a Melitz (2003) type productivity term to differentiate firms by the extent of exposure to the demand shock. The idea is that the effects of the demand shock should be driven by differences in firm-level productivity from the period before the new member countries actually entered the EU. German linked employer-employee data allow to observe the relation of initial establishment productivity with employment changes over a long panel from 1995 to 2009. The estimates show that the Enlargement had a negative effect on establishment-level employment growth, which is driven by increased worker separations and increased job destruction. Besides the overall employment effect, the study focuses on effect heterogeneity across age and skill groups of the workforce. These estimates point to a skill bias in the effect of the Enlargement that disadvantages low- and medium-skilled workers in terms of higher worker separation and job destruction. In addition, low-skilled workers suffer fewer accessions by firms, where against medium-skilled workers enjoy increased accessions and creation of new jobs. Besides this indication for a skill bias, there are no clear indications that point to an age bias in the employment effect of the Eastern Enlargement." (Author's abstract, IAB-Doku) ((en))

    Abstract

"In this paper we use a large linked employer-employee data set on German establishments between 1993 and 2012 to investigate how the gender composition of the top layer of management affects a variety of establishment and worker outcomes. We use two different measures to identify the gender composition of the top layer based on direct survey data: the fraction of women among top managers, and the fraction of women among working proprietors. We document the following facts: a) There is a strong negative association between the fraction of women in the top layer of management and several establishment outcomes, among them business volume, investment, total wage bill per worker, total employment, and turnover; b) Establishments with a high fraction of women in the top layer of management are more likely to implement female-friendly policies, such as providing childcare facilities or promoting and mentoring female junior staff; c) The fraction of women in the top layer of management is also negatively associated with employment and wages, both male and female, full-time and part-time. However, all of these associations vanish when we include establishment fixed effects and establishment-specific time trends. This reveals a substantial sorting of female managers across establishments: small and less productive establishments that invest less, pay their employees lower wages, but are more female-friendly are more likely to be led by women." Gühne, Michael & Gunther Markwardt (2014): Lohnunterschiede zwischen Ost- und Westdeutschland. Neue Einsichten. In: Ifo Dresden berichtet, Jg. 21, H. 3, S. 37-44.

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

    Zitatform

Haberkorn, Silke (2014): Mythos oder Wahrheit? Produktivitätsvorteile durch altersspezifische Personalmaßnahmen. In: Personal quarterly, Jg. 66, H. 3, S. 10-15.

    Abstract

Abstract

"The Linked Employer-Employee Data (LIAB) of the Institute for Employment Research (IAB) have proven to be a rich and valuable research for empirical research in economics, the social sciences, and statistics. Over the years, the LIAB data have been revised and several data models have been released. This article provides an overview of the currently available versions of the LIAB data and tries to delimitate them from older versions." (Author's abstract, IAB-Doku) ((en))

How selective are real wage cuts?: a micro-analysis using linked employer-employee data (2014)

    Zitatform

Hirsch, Boris & Thomas Zwick (2014): How selective are real wage cuts? A micro-analysis using linked employer-employee data. (IZA discussion paper 8417), Bonn, 32 S.

    Abstract

The levelling effect of product market competition on gender wage discrimination (2014)

    Abstract

(Autorenreferat, IAB-Doku)

Firm leadership and the gender pay gap: do active owners discriminate more than hired managers? (2014)

    Abstract

(Autorenreferat, IAB-Doku)
