Jugendarbeitslosigkeit

Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

    "This article uses comparative micro data from the 2004 European Union Labour Force Survey (EULFS) for 23 European countries to study the impact of labour market institutions on the youth relative temporary employment probability. We find relatively high temporary employment rates for young workers in all countries but also a large cross-country variation in this respect. The results of multi-level regression analyses confirm that neither employment protection of regular contracts nor its interaction with the level of employment protection of temporary contracts affects the young people's relative risk. Instead, we find a positive association between collective bargaining coverage as a measure of insider-outsider cleavages and the relative temporary employment risk of young persons. These results remain robust even after controlling for macro-structural conditions, such as unemployment rate and business uncertainty." (Author's abstract, IAB-Doku) ((en))

    "This paper reviews current issues in youth labour markets in developed countries. It argues that young people aged 16-25 have been particularly hard hit during the current recession. Using the USA and UK as cast studies, it analyses both causes and effects of youth unemployment using micro-data. It argues that there is convincing evidence that the young are particularly susceptible to the negative effects of spells of unemployment well after their initial experience of worklessness. Because the current youth cohort is relatively large, the longer-term outlook for youth unemployment is quite good, but there is a strong case for policy intervention now to address the difficulties that the current cohort is having in finding access to work."     "Young people have been disproportionately affected by the global crisis that erupted in the autumn of 2008. These trends have exacerbated earlier challenges and there is concern that the situation of youth will become unsustainable in some countries, representing a threat to social cohesion. The paper shows that all is not lost regarding youth unemployment. Some countries have done better than others in reducing the effects of the crisis on youth employment, which is partly due to relatively favourable initial conditions but partly also to the adoption of effective policies. The shift to fiscal consolidation in a growing number of countries is reducing the scope for pursuing these effective policies. Such a cost-cutting approach would improve fiscal balances in the short term, but at the risk of perpetuating poor employment outcomes for youth in the longer term.     "The aim of this paper is to analyse differences and changes in youth labour market performance in a large sample of European regions. The first part provides some key theoretical background. Then, after some basic descriptive analysis, regional male and female youth unemployment rate determinants are studied econometrically by means of dynamic spatial panel techniques (1999 - 2006). The analysis distinguishes the two samples of western and eastern regions. Descriptive outcomes show remarkable stability of youth unemployment rates at high levels, and their clear-cut temporal and spatial patterns. Among youth unemployment determinants, some structural factors and institutional and policy settings emerge as the most significant, but their role strongly depends on the gender group and the geographical sample considered."     "Promoting a smooth transition from school to work, and ensuring that youth are given the opportunities to move on in their careers and lives, have long been issues of fundamental importance for our economies and societies. Today, they are even more pressing challenges as the global economy emerges from the worst crisis of the past 50 years. Indeed, young people have borne much of the brunt of the recent jobs crisis. The youth unemployment rate is approaching 20% in the OECD area, with nearly 4 million more youth among the unemployed than at the end of 2007. The initial experience in the labour market has a profound influence on later working life. Getting off to a good start facilitates youth integration into the world of work and lays the foundation for a good career, while it can be difficult to catch up after an initial failure. In particular, the jobs crisis is likely to leave long-lasting 'scarring' effects on some of the current generation of school-leavers, particularly if they face multiple disadvantages, such as having low skills and also coming from a disadvantaged background. Tackling the youth jobs crisis requires a strong commitment from all: the youth themselves, the government through well-targeted and effective policy measures, social partners though their participation in the dialogue, and other key actors - such as teachers, practitioners and parents - who can really make a difference to investing in youth. This report makes an important contribution to a new agenda of youth-friendly employment policies and practices. It analyses the situation of youth employment and unemployment in the context of the jobs crisis and identifies successful policy measures in OECD countries. But it also discusses structural reforms in education and in the labour market that can facilitate the transition from school to work. The report draws on both recent data and the main lessons that emerged from the 16 country reviews conducted as part of the OECD Jobs for Youth/Des emplois pour les jeunes programme."     "In Europa stehen junge Menschen beim Übergang von Bildung und Ausbildung in den Arbeitsmarkt zahlreichen Hindernissen gegenüber. Sie sind häufiger arbeitslos als ältere Generationen und befinden sich öfter in einer schwierigen Arbeitsmarktlage, d. h. sie erhalten niedrigere Löhne und sind häufig befristet oder nur teilzeitbeschäftigt. Junge Menschen gehören auch zu den Gruppen, die am stärksten unter der Wirtschaftskrise zu leiden hatten und oft als Erste ihren Arbeitsplatz verloren haben. Einige Gruppen sind dabei stärker betroffen als andere: So wird unter geringqualifizierten Jugendlichen auch die höchste Arbeitslosenquote verzeichnet, da sie im aktuellen Konjunkturklima offenbar besonders stark durch Arbeitslosigkeit gefährdet sind.     "This is the introduction and summary to the fourth phase of an ongoing project on Social Security Programs and Retirement Around the World. The first phase described the retirement incentives inherent in plan provisions and documented the strong relationship across countries between social security incentives to retire and the proportion of older persons out of the labor force. The second phase documented the large effects that changing plan provisions would have on the labor force participation of older workers. The third phase demonstrated the consequent fiscal implications that extending labor force participation would have on net program costs-reducing government social security benefit payments and increasing government tax revenues. This volume presents the results of analyses of the relationship between the labor force participation of older persons and the labor force participation of younger persons in twelve countries. Why countries introduced plan provisions that encouraged older persons to leave the labor force is unclear. After the fact, it is now often claimed that these provisions were introduced to provide more jobs for the young, assuming that fewer older persons in the labor force would open up more job opportunities for the young. Now, the same reasoning is often used to argue against efforts in the same countries to reduce or eliminate the incentives for older persons to leave the labor force, claiming that the consequent increase in the employment of older person would reduce the employment of younger persons.     "This article analyzes the youth unemployment picture in a selected group of industrialized countries over the 1980-2007 period. The data are primarily from a database compiled by the Organization for Economic Cooperation and Development (OECD) and, with few exceptions, are annual averages based on national labor force surveys. In one case, Canada, BLS makes adjustments to the country's national data to enhance comparability with U.S. definitions. Besides allowing comparisons of unemployment by age group, the OECD database permits comparisons of labor force participation rates and of the proportion that young people constitute of unemployment, the labor force, and the population. In addition, the surveys provide statistics on the duration of unemployment by age group. The portrait of the youth labor market situation is filled in further with less widely available statistics - with regard to both time and place - on combining school and work, youth living arrangements, and job turnover rates.     "Vor dem Erfahrungshintergrund der Koordination mehrerer EU-Forschungsprojekte zur Verbesserung des Übergangs von der Schule in die Berufsausbildung von Jugendlichen mit schlechten Startchancen thematisiert der Beitrag Probleme der Vergleichbarkeit von Fördermaßnahmen in Europa und die handlungspraktische Relevanz vergleichender EU-Forschung. Im ersten Teil werden die Dilemmata einer solchen europäisch vergleichenden Übergangsforschung dargelegt und ein Überblick über den Forschungsstand gegeben. Daran anschließend werden im Rekurs auf Wohlfahrtsregime- und Jugendforschung die Determinanten der Übergangsgestaltung modellhaft zusammengestellt. Es wird skizziert, unter welchen Bedingungen dieses Modell handlungsleitende Erträge für eine veränderte pädagogische Praxis liefern kann. Diese Überlegungen werden durch die Erträge des Leonardo-Projektes "Transnational evaluation of social and professional re-integration programmes for young people" exemplarisch illustriert.     Jugendarbeitslosigkeit in Deutschland und Schweden: die berufliche Bildung unter Reformdruck (2007)

    "Die Quote der Jugendarbeitslosigkeit liegt in Europa im Durchschnitt doppelt so hoch wie die der über 25-jährigen und beträgt ca. 18 Prozent. Auch Schweden und Deutschland haben eine hohe Jugendarbeitslosigkeit zu verzeichnen. Ihre Systeme der Berufsbildung unterscheiden sich grundsätzlich: Während Deutschland noch immer auf das traditionelle Modell der dualen Bildung setzt, findet die Berufsausbildung in Schweden an staatlichen Schulen statt. Unser duales Ausbildungssystem genießt in Schweden Vorbildcharakter, kann aber mittlerweile weniger als 50 Prozent der Jugendlichen aufnehmen. Schweden steht Modell für ein weitgehend egalitäres Ausbildungssystem. In beiden Ländern steht das Bildungssystem unter Reformdruck. Die Systeme der beruflichen Bildung müssen auf die hohe Jugendarbeitslosigkeit reagieren. Mit dem Ziel, Impulse für eine Reformdebatte zur Modernisierung beruflicher Ausbildungssysteme zu geben, haben die Friedrich-Ebert-Stiftung und die schwedische Botschaft im September 2007 den Fachdialog 'Jugendarbeitslosigkeit in Deutschland und Schweden - Die berufliche Bildung unter Reformdruck' organisiert. However, it has significant detrimental effects in factors that affect welfare in the long term, such as human capital accumulation and fertility rates. The aim of this paper is to study the determinants of participation of young people in labour market in two countries (Poland and Slovenia) that implemented different reform paths to the market system. The analysis is carried out using individual level data drawn from the labour force survey in 1997 and 2002. The focus is on education and training systems. The results of a multinomial LOGIT model of the probability belong to six different labour market status suggests that tertiary educational attainment and participation in training programmes work as buffers against unemployment especially for adults."     "Youth labour markets where informal recruitment practices predominate are likely to amplify existing inequalities among young job seekers. Whereas most literature on informal recruitment focuses on characteristics of individual job seekers and the nature of the jobs they obtain, this article suggests to relate this important issue to overarching dynamics of welfare and labour market institutions. Analyses of survey data among young people with a history of longer-term unemployment in eight European countries suggest that comprehensive welfare state arrangements may substitute for the importance of personal network resources in the job search process. Thus the welfare state may intervene by providing active measures to facilitate the job-matching process and by providing economic means to make young people less dependent on their social network. The level of youth unemployment also seems to be related to the extent of informal recruitment, which is found to be more widespread in the countries with high rates of youth unemployment."     "The research project 'Youth Unemployment and Social Exclusion: Objective Dimensions, Subjective Experiences, and Innovative Institutional Responses in Six European Countries' (YUSEDER) within the Targeted Socio-Economic Research Programme (TSER) of the 4th Framework Programme tries to answer some crucial questions with regard to the risk of social exclusion associated with long-term youth unemployment. The first research question asks for key mechanisms linking the experience of long-term youth unemployment to various dimensions of social disintegration, conceived of in the theoretical framework of social exclusion. In this context, not only the mechanisms exacerbating the stress of unemployment (vulnerability factors) but also the protective mechanisms preventing or reducing the risk of social exclusion have to be taken into consideration. The second research question relates to new options of institutional and political intervention and counteraction in different national contexts.     Jugendarbeitslosigkeit ist seit Jahren ein zentrales Thema in der EU. Die amtlichen Zahlen belegen, dass unter den Mitgliedsländern im Hinblick auf die Jugendarbeitslosigkeit erhebliche Unterschiede bestehen. Auf der Basis der Eurostat-Daten gibt der Beitrag einen vergleichenden Überblick über die Entwicklung der Arbeitslosenquoten für Jugendliche im Zeitraum von 1990 bis 2003 und die Entwicklung der Erwerbsquoten für Jugendliche von 1990 bis 2000 in Dänemark, Deutschland, Spanien, Frankreich, Italien, Finnland, Schweden, Großbritannien, Island und Norwegen. Der Übergang von der allgemeinbildenden Schulphase bis zur Integration in das Erwerbssystem ist als Abfolge von in der Regel befristeten Statuszuständen zu begreifen, die sich länderspezifisch unterscheiden und auch länderspezifische Übergangshilfen und andere staatliche Maßnahmen zur Folge haben. Es wird ein Überblick über die arbeitsmarktpolitischen Maßnahmen für Jugendliche und die nach Ländern sehr unterschiedliche Teilnahme an solchen Maßnahmen gegeben. Die Übergangswahrscheinlichkeit ist länderspezifisch eng mit spezifischen Bildungsabschlüssen verknüpft. Unter Einbeziehung des Ländereffekts sowie der individuellen Merkmale von länger arbeitslosen Jugendlichen lässt sich folgendes Fazit ziehen: Je länger die jungen Menschen insgesamt arbeitslos waren, desto unwahrscheinlicher ist es, dass sie in Erwerbstätigkeit kommen.     "Current discussion in Europe focuses closely on (partial) labour market de-regulation as a means to combat constantly high (youth) unemployment. The paper argues that this perspective is too narrow and fails to account for existing national institutional differences. It suggests that the focus should instead be on a combination of different institutional settings, rather than on single aspects. This general issue is approached by investigating the labour market entry process and its determinants in three European countries: West Germany, Italy and Great Britain. These countries differ substantially in their combinations of relevant institutional aspects: labour market regulation, and the education and training systems. Consequently, they display three distinct patterns of labour market entry. Great Britain is characterised by rapid but rather unstable market entry, whilst market entry in Germany is also rapid but relatively stable. The main problems exist in Italy, where first job searches are very protracted. However, once jobs have been found, they are rather stable.     "The authors estimate the employment effects of changes in national minimum wages using a pooled cross-section time-series data set comprising 17 OECD countries for the period 1975-2000. The average effects they find are consistent with the view that minimum wages cause employment losses among youths. However, the evidence also shows considerable variation across countries. In particular, disemployment effects of minimum wages appear to be smaller in countries that have subminimum wage provisions for youths. Regarding other labor market policies and institutions, the authors find that more restrictive labor standards and higher union coverage strengthen the disemployment effects of minimum wages, while employment protection laws and active labor market policies designed to bring unemployed individuals into the work force help to offset these effects.     "Psychological distress is a serious problem among unemployed youth, and may lead to various social and psychological problems. In this study, we examine patterns of distress among previously unemployed youth that have experienced five different labor market outcomes over a period of 6 months in Denmark, Finland, Iceland, Norway, Scotland and Sweden. We find that moving beyond unemployment is associated with less distress, in particular among those who have found permanent employment, but also among those who have found temporary employment, have returned to school, or are staying at home. Perceptions of material deprivation and parental emotional support directly affect distress in all labor market outcomes, and mediate the effects of various other factors on such distress. The effects of socio-demographic characteristics, living arrangements, unemployment history and attitudes, and parental support are found to be specific to gender and labor market outcomes, while the effects of material deprivation are uniform across all such categories. Further studies are needed to disentangle structural and individual effects, the causal complexities involved in processes of social support, and to determine the extent to which such models equally predict psychological distress among the unemployed and other groups of youth."     The author analyses active labour market policy in nine European countries. The questions address the recruitment of long-term unemployed youth and attempt to identify those who are recruited to activation schemes. Furthermore, he has estimated the probability of employment after participation in labour market training schemes and possible effects on income. The author found in his study that in all 10 countries, a total of 40% of unemployed young people had ever participated in a training scheme. The results showed that participation in training schemes now seems to be an institutionalised pattern in the school-to-work transition. However, scheme participation varied significantly across countries. In all countries, females had a higher participation rate than males. In all countries both the number of unemployment spells and accumulated duration of unemployment increased the probability of scheme participation. The findings indicate different mechanisms between getting a job and job outcome, measured as gross hourly income of employed respondents. lf the threshold of re-employment is successfully conquered, income depends much more on 'classical human capital'-based indicators, such as qualifications and type of qualifications. The opposite appeared to be the case when considering duration of unemployment, which reduced income. It can therefore be concluded that scheme-based labour market policy had some effect, and supported integration only had an impact to a certain degree. (IAB2) ((en))

    Die Erwerbstätigkeit älterer Menschen rückt angesichts der zu erwartenden demografischen Entwicklung zunehmend in den Blickpunkt der öffentlichen Diskussion. Ein späterer Renteneintritt Älterer soll zu einer höheren Erwerbsbeteiligung älterer Personen führen. In diesem Zusammenhang wird in der Studie untersucht, welche Auswirkungen eine erhöhte Erwerbsbeteiligung Älterer bzw. ein höheres Rentenalter auf die Entwicklung der Jugendarbeitslosigkeit hat. Zunächst werden die Erwerbstätigenquoten von Älteren und die Arbeitslosenquoten von Jüngeren im internationalen Vergleich gegenübergestellt. Anschließend wird für ausgewählte Länder eine Hintergrundanalyse vorgenommen, die sich mit den Faktoren des Zusammenspiels einer hohen Alterserwerbstätigkeit und Jugendarbeitslosigkeit beschäftigt. Hierbei werden einige Rahmenbedingungen wie die Entwicklung der Wirtschafts- und Arbeitsmarktsituation, die Gestaltung des sozialen Sicherungssystems und des Ausbildungssystems sowie die Arbeitsorganisation und die Bevölkerungsstruktur analysiert. Hinsichtlich der Beschäftigungssituation von Älteren sowie der Arbeitslosenquoten von Jüngeren zeigen sich gute Ergebnisse für die Schweiz, Norwegen, Schweden, Dänemark und Großbritannien. In diesen Ländern scheint ein Zusammenspiel von hoher Alterserwerbstätigkeit und geringer Jugendarbeitslosigkeit möglich zu sein. Auch wird deutlich, dass sich seit Mitte der 90erJahre eine Entwicklung von steigender Alterserwerbsarbeit bei gleichzeitig sinkender Jugendarbeitslosigkeit abzeichnet. (IAB)

    "This paper deals with youth unemployment trends in Europe since the mid-1980s in general, and regards individual risk factors in the mid-1990s for Germany and the United Kingdom in particular. The study of the two selected countries shows that the individual risk of (long-term) unemployment is not equally high for all young people, but rather depends on various socioeconomic and structural factors like gender education, nationality and region of residence. The individual level of education is an important determinant of occupational success, while the country-specific organization of educational systems and labour market institutions also affects different occupational outcomes. In addition, the welfare state structures and policies may determine labour market outcomes. Germany and the United Kingdom responded to the increasing problems of youth unemployment with the active labour market programs 'JUMP' and 'New Deal for Young People'; the concepts and results of these are discussed."     "We use a panel of OECD countries to gauge the relevance of the relative size of the youth population, labour market institutions and macroeconomic shocks at explaining observed relative youth unemployment rates. We find that the fluctuations of the youth population size caused by the baby boom of the 1950s and 1960s and the subsequent decline of fertility in many European countries are positively associated with fluctuations in relative youth unemployment rates. We also find that some labour market institutions contribute to increase youth unemployment, and that the adjustment to macroeconomic shocks has affected relatively more to young workers than to adult workers. To motivate the effects of institutions on the relative unemployment rate of young workers, we lay out a simple theoretical model that builds on the imperfect substitutability of workers of different ages, and on the non-allocative role of (age specific) wages."     Im Rahmen des vom Zentrum für Arbeits- und Organisationsforschung Leipzig und der Industrie- und Handelskammer zu Leipzig in Zusammenarbeit mit dem Institute of Education der Universität London und der Universität Surrey, Guildford, veranstalteten Workshops wurden auch die Ergebnisse des deutsch-englischen Forschungsprojektes 'Taking Control' zum Übergangsverhalten junger Erwachsener, das auf einem Vergleich von Städten und Arbeitsmärkten in Leipzig, Hannover und Derby basiert, vorgestellt. Es zeigt sich, dass britische im Vergleich zu deutschen Jugendlichen ihre Arbeitsmarktsituation eher auf individuelle Merkmale als auf strukturelle Gegebenheiten zurückführen. In allen drei Städten war die große Mehrheit der Befragten der Meinung, dass Bildung und Ausbildung entscheidend für die Chancen auf dem Arbeitsmarkt sind, wobei die jungen Menschen in Leipzig die negativsten Ausblicke auf die Zukunft äußerten. Außerdem wurden auf dem Workshop folgende Themen behandelt: Arbeitsmarkt und Beschäftigung in Leipzig, das Ausbildungssystem im Vereinigten Königreich, Deutsche Wirklichkeit im Ausbildungssystem sowie Jugendarbeitslosenquote als Gütekriterium für Berufsbildungssysteme im internationalen Vergleich.     Abstract

    An dem im März 1987 in Frankfurt/Main veranstalteten Internationalen Seminar der Europäischen Gemeinschaft zur Entwicklung von Ansätzen und Strategien zur Verringerung der Jugendarbeitslosigkeit nahmen Experten (Wissenschaftler, Vertreter der Arbeitsministerien und der Arbeitsverwaltung) aus allen EG-Ländern teil. Drei Arbeitsgruppen befaßten sich mit folgenden Fragen:
    "1. Die benachteiligte Generation - um welche Gruppen von Jugendlichen müssen wir uns besonders kümmern?
    2. Jugendliche - flexible, mobile und billige Arbeitskräfte?
    3. Beschäftigungspolitische Maßnahmen für arbeitslose Jugendliche - wie kann ihre Effektivität gesteigert werden?"
    Angesichts der Gefahr, daß sich gegenüber den Problemen der Massenarbeitslosigkeit Resignation oder Verdrängung ausbreiten, appelliert der Berichterstatter eindringlich: "Kann es eine aufgeklärte und dem Prinzip der Chancengerechtigkeit verpflichtete Gesellschaft hinnehmen, daß durch eine buchstäblich "ausschließende" Arbeitslosigkeit viele ihrer Menschen zu Wirtschafts-, Staats- und Kulturbürgern zweiter oder gar dritter Klasse werden?     Abstract

    Der Autor vergleicht staatliche Ansätze und Interventionen zur Lösung des Problems Jugendarbeitslosigkeit in Spanien und in der Bundesrepublik Deutschland. Er geht von der These aus, "daß sich die Zusammensetzung der arbeitslosen Jugendlichen und deren Übergangsprobleme in das Beschäftigungssystem in beiden Ländern angleichen werden. Hinsichtlich dieser Probleme wird die BRD Spanien "einholen". In Spanien besteht schon eine Reihe von Maßnahmen, die die Linderung jener Übergangsprobleme zum Ziel haben, die sich zukünftig in der BRD für Jugendlichen stellen werden. Eine Bewertung der Effizienz dieser Maßnahmen kann deshalb wichtige Hinweise für eine veränderte, aber gleichwohl angemessene Maßnahmenkonstruktion in der BRD beinhalten, die nicht mehr Ausbildungs- sondern Beschäftigungsproblemen Jugendlicher Rechnung tragen muß." Die Analyse befaßt sich einleitend mit Ausmaß, Struktur und Ursachen der Jugendarbeitslosigkeit in beiden Ländern. anschließend werden die Maßnahmen der öffentlichen Hand dargestellt und bewertet. Die Wirksamkeit dieser Maßnahmen wird auch durch Ergebnisse empirischer untersuchungen "in einer bundesdeutschen Stadt" und in einer spanischen Stadt (Palma de Mallorca) überprüft. In der Bundesrepublik wurden dazu Expertengespräche mit Verantwortlichen der Arbeitsverwaltung, Maßnahmeträgern, Ausbildern und Lehrern geführt, in Spanien wurden ehemalige Teilnehmer an Maßnahmen befragt. Als Fazit ergibt sich, daß Jugendarbeitslosigkeit "nicht allein durch die Schaffung ausreichender qualitativer Ausbildungsplätze, sondern letztlich nur durch die Sicherstellung entsprechender Arbeitsplätze entgegengewirkt werden kann". Im zweiten Schritt werden gängige Arbeitsmarkttheorien daraufhin untersucht, ob sich aus ihnen Implikationen früher Arbeitslosigkeit für Beschäftigung und Einkommen im späteren Erwerbsleben ableiten lassen.

    Das 5. Kapitel stellt ... das Kernstück dieser Arbeit dar.     Abstract

    Die Arbeit versucht das Problem der Jugendarbeitslosigkeit in der Bundesrepublik Deutschland und in Frankreich in einer vergleichenden Darstellung zu analysieren. Dabei werden Entwicklung, Struktur und Ursachen verfolgt und durchgehend verglichen; einzelne Probleme werden schwerpunktartig für das einzelne Land dargestellt (z.B. Beschäftigungsprobleme von Hochschulabsolventen in Frankreich, Probleme des dualen Berufsausbildungssystems in der Bundesrepublik). Der Autor gelangt zu dem Schluß, daß beide Länder im wesentlichen die gleichen Probleme haben, ähnliche Einflußfaktoren sich jedoch teilweise in unterschiedlicher Weise auswirken aufgrund von Unterschieden im Bildungswesen, in der Wirtschafts- und Bevölkerungsstruktur.

    "This book aims to answer three major questions. 1) Why is the rate of unemployment persistently higher among young people than among most other age groups? 2) Why has youth unemployment increased so dramatically in the current world recession? More generally, why is youth unemployment particularly sensitive to cyclical fluctuations in aggregate demand, so that it increases faster than average in a recession and recovers more quickly in a reflation? 3) What explains the rising postwar trend in youth unemploy ment, which has been apparent in most industrial countries?" Einer Einführung schließen sich folgende Kapitel an: "Chapter 2 reviews previous studies of youth unemployment, and sets the subject in a broad social context. It considers the influence of education, family background, residential area and occupational preferences on the type of work taken by young people, the number of job changes they experience, and the consistency with which they follow a chosen career. It is shown that in a number of fundamental respects the character of the youth labour market has changed little since youth unemployment was first studied, over seventy years ago. Chapter 3 reviews recent advances in the theory of the labour market, and develops their implications for the analysis of unemployment. Particular emphasis is placed on the role of job search in unemployment. The significance of this analysis for youth unemployment is examined in Chapter 4. A number of theories are presented, each designed to explain some aspect of unemployment among young people. The results of the EEC Labour Force Sample Survey are discussed in Chapter 5. In Chapter 6 the statistical evidence is used to test alternative theories of youth unemployment. Chapter 7 reviews policies for reducing youth unemployment. Each policy is evaluated in the light of the preceding analysis. It is argued that in the future more care must be exercised in the design of short-term job-creation programmes. There are several long-term measures which could be introduced to improve the efficiency of the youth labour market. Among other things, these measures would reduce 'frictional' unemployment among young workers. It is suggested that topical interest in the specific problem of unemployment school-leavers has diverted attention from more fundamental problems, the solution of which requires radical changes in the youth labour market."     In einem internationalen Vergleich wird die Berufswahl und -motivation von arbeitslosen Jugendlichen untersucht. "Ziel der Untersuchung war es, den Charakter und die Ursachen spezifischer Einstellungen gegenüber der Arbeitslosigkeit und der Weiterbildung zu bestimmen. Vorgegeben war die Aufgabe,
    -a) die betreffende Zielgruppe zu identifizieren, d.h. die von Arbeitslosigkeit betroffenen oder bedrohten Jugendlichen. Dabei sollte es sich nicht nur um eine quantitative Ermittlung des Umfangs der Zielgruppe handeln, sondern auch um eine Beschreibung ihrer Merkmale und eine Bestimmung ihrer Teilgruppen;
    -b) eine Analyse der Einstellung dieser Jugendlichen und ihres Verhaltens gegenüber Bildung, Arbeit, Bezugsgruppen usw. vorzunehmen;
    -c) eine Beschreibung der in den einzelnen Mitgliedstaaten vorhandenen Angebotsstruktur und besonders der Ausbildungsmaßnahmen, die zur Eingliederung in den Arbeitsmarkt führen sollen, zu erstellen." (IAB2)
