Jugendarbeitslosigkeit
Trotz eines Rückgangs ist die EU-Jugendarbeitslosenquote nach wie vor sehr hoch. Laut EU-Kommission sind derzeit 4,5 Millionen junge Menschen (im Alter von 15 bis 24 Jahren) arbeitslos. Einem großen Teil dieser Generation droht durch fehlende Zukunftsperspektiven soziale Ausgrenzung mit weitreichenden Folgen. Mit Maßnahmen wie der Europäischen Ausbildungsallianz und Jugendgarantien der Länder soll entgegengesteuert werden.

"To investigate the societal value of digital peer groups in the context of youth unemployment, one of society’s most pressing problems, we developed a novel mobile peer-group-based career counseling approach. Following a design-oriented methodology, we constructed an intervention in which we supplement offline one-on-one counseling sessions between youths and career counselors with mobile peer groups where youths can support one another in a trusting environment, independent of time and place. We evaluated the career counseling intervention, implemented on a WhatsApp platform, in a randomized field experiment conducted at the German Federal Employment Agency. Results suggest that the mobile peer-group-based career counseling approach offers substantial added value compared with traditional career counseling. It significantly increases a youth’s chances of finding employment while improving his or her attitude towards career choice, career maturity, and career search intensity. Our study contributes to literature on the societal impacts of information and communication technologies and to research in design science. Der Ausgangspunkt dieser Studie ist die Umsetzung scheinbar ähnlicher jugendorientierter Arbeitsmarktmaßnahmen in Griechenland und Portugal. Beide Länder litten unter einer hohen Jugendarbeitslosigkeit und sahen sich gezwungen, ihren Arbeitsmarkt im Rahmen der Rettungspakete, die während der Staatsschuldenkrise in Europa verabschiedet wurden, zu restrukturieren. Trotz vieler Gemeinsamkeiten der politischen Gestaltung ergaben sich bei den Beschäftigungsergebnissen beträchtliche Unterschiede. Die Politik für die Jugend war in Portugal zielgerichteter und besser strukturiert. Ihre Umsetzung war wirksamer, und von Beginn der Krise an wurden die Sozialpartner eingebunden. In Griechenland hingegen wurde die Dynamik der jugendorientierten politischen Maßnahmen durch Mängel in der politischen Gestaltung, durch administrative Schwächen und durch ungünstige makroökonomische Bedingungen gebremst, so dass sich die Unsicherheit für junge Menschen erhöht hat. Diese zwei unterschiedlichen Entwicklungen zeigen, dass ähnliche politische Inhalte manchmal zu sehr unterschiedlichen Ergebnissen führen können. (Autorenreferat, IAB-Doku)

"During the economic crisis, youth unemployment grew exponentially in many European countries. It was argued that countries with a high level of firm involvement in the provision of initial vocational training were better equipped to address this problem. Boosting workplace-based training was therefore seen as the right strategy to tackle unemployment. Using Denmark, Spain and the UK as case studies, this article analyses how countries with different skill formation systems have improved this type of training. While the UK reinforced the voluntaristic character of its training regime, Denmark improved the quality of its vocational education, and Spain made reforms to the training and apprenticeship contract. Interestingly, the countries achieved different results. To explain this divergence, it is argued that while the reforms made in the UK and Denmark were compatible with the national institutions and coordination mechanisms, this was not the case in Spain, where reforms were implemented in a non-complementary way. Key Practitioner Message: After the economic crisis it was argued that countries with a high level of firm involvement in the provision of initial VET were better equipped to fight youth unemployment. The study analysed how countries with different skill formation systems improved this type of training and assessed their relative success. The article shows that when implementing reforms policy makers must take into account the institutions and mechanisms of coordination that prevail in each country. "This evaluation study aims to assess the impact of PIPOL, an integrated program of active labor policies, on the employment integration of benefit recipients. To address the issue, we have resorted to a counterfactual approach with data from two main sources: the program administration and compulsory communications on employment and unemployment spells. We found a net impact of +5pp on average; we found positive effects for on-the-job training, but no impact for off-the-job training. On-the-job training also affects the probability to find permanent work (+3pp). This is consistent with the view that young people have excellent theoretical, but very little work-related competences. Off-the-job training does affect the probability to experience at least one labor contract after 2016. These results are partly due to a lock-in effect, namely the tendency of those who attend training programs to delay their job search. Interestingly, we found that the program has a different impact for different typologies of recipients and different types of intervention. "Purpose
The purpose of this paper is to apply an intersectional analysis to assess the impact of structural factors on the risk of being a NEET for youth in Spain. The author study if inequalities have changed after the economic crisis, once youth policies designed to improve the Spanish school-to-work transition (SWT) system were implemented.
Design/methodology/approach
Drawing on microdata from the Spanish Survey on Income and Living Conditions, the paper compares the probability of becoming not in employment, education or training (NEET) of young men and women born inside or outside Spain and living in different types of households.
Findings
Although unemployment rates have improved since the end of the crisis, the situation regarding youth employment, poverty and inequalities remains challenging. Gender and other structural differences are usually ignored in policy debates and in the measures adopted to fight youth unemployment, leading to the persistance of inequalities.
Research limitations/implications
The analysis illustrates new lines and trajectories in the segmentation of youth labor markets along the lines of gender, household and country of origin.
Practical implications
The findings highlight the need for introducing an analysis of the different sources of vulnerability in policy designs in order to promote a real and sustainable change in SWTs.
Originality/value

"As in many countries, young adult workers in the United States have experienced tremendous employment volatility in recent years. In this paper, we examine the role personality plays in determining the duration of unemployment among young adults in the United States between 2008 and 2015. Evidence from estimation of a Competing Risks Model shows that when faced with unemployment, conscientious individuals are significantly more likely to find employment. Individuals scoring higher in neuroticism are more likely to leave the workforce and less likely to go back to school, while more agreeable individuals are more likely to go back to school. Because personality remains malleable for young adults, these results have implications for the literature related to job-search behavior as well as for educational and job-training programs." "This article investigates changes in the poverty risks of 18- to 29-year-olds in Greece and Germany after the Great Recession. The authors discuss the two countries as examples for different welfare state regimes, Germany as an example for a conservative welfare state and Greece for a sub-protective welfare state. After 2008, Greece was one of the European countries to experience a particularly hard economic recession. In contrast, the consequences of the recession in Germany were weak and only of short duration. Given these different contexts, the authors investigate the differences in young people's poverty risks and similarities across place and time. The authors draw on results from descriptive analyses, multivariate regression and decomposition analyses which show that young adults in Greece experienced impoverishment over time, while the poverty risks of young adults in Germany were rather stable. Among other things, their studies show that the employment intensity of the household is the major influencing factor in both countries. In both countries, the associations between the employment intensity of the household and relative income poverty seem to be stronger than between employment intensity and severe material deprivation." "This article investigates unemployed adolescents' success in re-employment programmes. It proposes that not being in employment, education, or training indicates a setback in the achievement of important life goals, which affects mental health and success in re-employment programmes. Adolescents who are more affected by the experience of unemployment will be even less likely to succeed. An analysis of longitudinal archival records of 300 adolescents in a Youth Guarantee apprenticeship scheme confirms the expectations. Adolescents who were more vulnerable during unemployment and who had a worse relationship with their parents when starting the apprenticeship were more likely to drop out within the first year. The effect of age was moderated by relationship quality. The results show that taking the prior experience of not being in employment, education and training into account can offer a new understanding for the success of re-employment programmes. "The present study proposes a meaningful multidimensional index of early job insecurity for European countries based on raw micro-data drawn from the European Union's Labor Force Survey (EU-LFS), and captures its evolution over time, before and during the years of the post - 2008 economic crisis. More specifically, a number of different indicators capturing various domains of early job insecurity are estimated, utilizing the data behind the EU-LFS survey for all European Union (EU) member states. These indicators are then composed into a single indicator of early job insecurity, which is used to apprehend and compare the degree of early job insecurity in EU member states, during these years. The proposed indicator captures the whole range of early job insecurity aspects, such as labor market conditions, job quality, school-to-work transitions, and job security, in an overall measurement providing a way of estimating and comparing early job insecurity among different countries. The results uncover the considerable differences between EU countries when early job insecurity is considered. "The European Union's (EU) Youth Guarantee aims to improve the labour market situation of young people. Rather than prescribing a uniform policy model, it acknowledges that supportive measures need to align with national, regional and local circumstances. It thus seeks to promote mutual policy learning through the open method of coordination. As an innovative measure, the EU has deployed funding programmes to support the domestic measures related to the Youth Guarantee. We therefore examined in this study whether this mix of recommendations and financial incentives has entailed a convergence of member state policies. Our analysis of policy outputs for the period 2007-2014 yields a mixed empirical picture. There is catching-up convergence regarding policies' sectoral coverage but increasing divergence concerning the number of adopted policy instruments. The first two years of financial incentives did not produce any effect on enhancing policy experimentation among less active member states. "Has the early career become less stable during the 1980s and 1990s? And does a lack of early-career employment stability inhibit wage growth? I analyze exceptionally rich administrative data on male graduates from Germany's dual education system to shed more light on these important questions. The data indicate a decline in youth employment durations since the late 1970s, limited to already relatively short durations. Controlling for endogeneity of employment in youth with training firm fixed effects and by exploiting institutional variation in the timing of nationwide macroeconomic shocks, I find significant returns to early-career employment stability in terms of higher wages in adulthood. These returns decline not only across the wage distribution, but also with cohort age. The findings suggest less stable employment in the early years of a career to have become increasingly costly during the 1990s for the least advantaged workers." "Since the beginning of the recession period in Europe, unemployment has greatly affected the young adult population. In this context, Spain is regarded as an extreme case, due to its exceptionally high youth unemployment rates. This article seeks to identify the determinants that have led certain groups of Spanish young people to suffer labour market trajectories with higher levels of unemployment and instability during the Great Recession than others. To do this, retrospective data from the 2012 Catalan Youth Survey are used. With these data and using cluster analysis, a typology of labour market trajectories is constructed. Next, multinomial logistic regressions are used to identify what individual socio-demographic characteristics and pre-crisis employment experiences are connected to these different typological career paths. Results show that the highly differentiated career paths are associated with different social profiles and differences in the presence of unemployment. Moreover, interesting differences among the most unstable career paths appear. For the most vulnerable social profiles the employment trajectory prior to the crisis seems to point towards the existence of an entrapment in low-skilled jobs that alternate with situations of unemployment. For those with a slightly better position their employment situation after the initiation of the crisis seems to have been impacted by their brief labour market trajectory before the crisis and their resulting work experience gap." "Surprisingly little attention has been given to an integrated understanding of the interaction between ethnicity, gender and parental household's employment status affecting young people's educational and labour market outcomes. Drawing on data from Understanding Society, the article compares youth probabilities of becoming NEET (not in employment, education or training) in the UK, focusing on the outcomes for young men and women from different ethnic groups and from four types of 'households of origin': workless, one-earner, single-parent-earner and two-earner. The article shows that while, on average, young people with workless parents have a higher likelihood of becoming NEET compared to individuals from households with at least one employed parent, this does not apply universally to all ethnic minority groups, nor equally to young men and women. Having workless parents is much less detrimental for second-generation Indian and African men, and for second-generation Bangladeshi men and women, than for white British individuals. These changes relate to increasingly complex school-to-work transitions and new challenges arising from rapid technological developments that may affect the labour market prospects of young people.
Public Employment Services are central players in the implementation of the Youth Guarantee. They cover a wide range of responsibilities in management, coordination and direct service provision, being the main providers of employment interventions. A new study on the implementation of the Youth Guarantee by the Public Employment Services discusses the success factors and key challenges that Public Employment Services experience in the delivery of the Youth Guarantee. The study is based on six country case studies (Austria, Bulgaria, Hungary, Lithuania, Portugal and Sweden).

"This study describes an intervention developed to implement several best transition practices with a high risk/high need population. In all, 116 students with disabilities from a charter school for dropouts participated. All students were interviewed at different points in time to track their progress as they completed the program. Records of participant's activities and outcomes were collected. Results suggest a positive impact on students' graduation rate (95%), enrollment in vocational rehabilitation (100%), proportion of students obtaining certificates for employment (56%), and paid internship (37%). Overall, 35% of the vocational rehabilitation cases were closed successfully with students meeting the 90-day employment requirement after graduation. "The economic crisis that erupted in 2008 has had particularly adverse effects on the youth labour market outcomes in the European Union Mediterranean economies. So far little evidence is available on the reaction of the young to the adverse conditions their household members faced due to the crisis. Youths could have decided to prolong or stay in education instead of participating on the labour market (substitution effect) or they could have decided to increase their participation (income effect). By using the EU Labour Force Survey data, we explore the probability of young adults changing their labour market status from (i) inactivity to employment, (ii) inactivity to unemployment, (iii) employment to education, and (iv) unemployment to education in response to labour market outcome changes in their households: (i) both parents losing the job; (ii) one of the parents losing the job, (iii) both parents becoming inactive, (iv) one of the parents becoming inactive, and (v) both parents remaining unemployed. Estimated probit models include seven EU Mediterranean countries during the 2006-2015 period. Using 2008 as the reference point, where most European countries were performing quite well economically, the total number of unemployed young people aged 15 to 24 years was 4.2 million according to Eurostat. In the recession years European youth unemployment rose to 5.6 million in 2012 and declined thereafter to 3.8 million in 2017. However, the development of youth unemployment figures differs across Europe. Whilst the majority of European countries recovered in terms of youth unemployment, some countries are still suffering." "The recent increase in youth unemployment has major implications for the current and future development of European labour markets. Previous studies reveal the long lasting 'scarring effects' of early unemployment experience on later career prospects, including a higher probability of future unemployment or social exclusion. Self-employment is often advocated as a potential remedy for unemployment in general and youth unemployment in particular. In this study, we investigate the individual-level factors that lead young people with the 'scar' of previous unemployment to engage in self-employment. Based on a recent survey among young adults in eleven European countries, we show that previous unemployment has a significant moderating effect on other individual-level characteristics usually associated with a higher likelihood of being self-employed. While the overall propensity of self-employment is not affected by unemployment experience, the reasons for becoming one's own boss differ considerably between those young adults who have and those who have not experienced unemployment in the past." "Purpose
The objective of this paper is to achieve a greater understanding of the transitions young adults experience into and out of the labor market and the influence that gender and married/cohabiting status have on employment careers.
Design/methodology/approach
The paper focuses on young adults (25-34 years old) in four European countries - Italy, Netherlands, United Kingdom and Norway - that are representative of different youth transition regimes. Using longitudinal data from EU-SILC survey (for the years 2006-2012) and event history analysis we investigate: the effect of the particular set of institutional features of each country, the effect of the cohort of entry and of gender differences in determining transitions across labour market status.
Findings
Findings show that the filter exercised by the national institutions has a selective impact on the careers of young adults, with some institutional contexts more protective than others. In this respect, the condition of inactivity emerges as an interesting finding: on one side, it mainly involves women in a partnership, on the other side it is more common in protective youth regimes, suggesting that it may be a chosen rather than suffered condition.
Originality/value
The paper contributes to existing literature by: i) focusing on a specific category, young adults from 25 to 34 years old, which is increasingly recognized as a critical stage in the life course though it receives less attention than its younger counterpart (15-24); ii) integrating the importance of family dynamics on work careers by analysing the different effects played by married/cohabiting status for men and women." "Übergänge erweisen sich in vielen Fällen als krisenhafte Momente, in welchen gesellschaftliche Anforderungen und subjektive Möglichkeiten in konkreten Situationen ausgehandelt werden müssen, was in besonderem Maße auch für den ersten Eintritt in den Arbeitsmarkt gilt. Dies ist die Ausgangslage, von welcher aus die Integrationsprozesse ehemals strafrechtlich sanktionierter Jugendlicher in die Erwerbsarbeit dargestellt werden. Grundlage dafür sind teilnarrative Interviews, welche im Rahmen einer Längsschnittstudie in der Schweiz erhoben werden konnten. Es zeigt sich dabei, dass alle interviewten Jugendlichen der Erwerbsarbeit einen hohen Stellenwert beimessen, auch wenn das Finden einer stimmigen Anstellung sich in vielen Fällen als hindernisreich erweist. Diese Passungsprozesse sind oft verbunden mit Revisionen der Wünsche und Ziele, wobei letztlich aber der Anspruch bleibt, in der Erwerbsarbeit zu verbleiben. Dieses Schaffen von Passungsverhältnissen scheint sich für die ehemals sanktionierten Jugendlichen nicht kategorisch zu unterscheiden von den Schwierigkeiten anderer, nicht strafrechtlich belangter aber anderweitig belasteter Arbeitssuchender. Der vorliegende Artikel zeigt anhand von zwei ausgewählten Fallbeispielen auf, in welcher Art und Weise Entlassene versuchen, Sinn in Erwerbsarbeit für sich herzustellen." "This paper performs a cross-country level analysis on the impact of the level of specific youth minimum wages on the labor market performance of young individuals. We use information on the use and level of youth minimum wages, as compared to the level of adult minimum wages as well as to the median wage (i.e., the Kaitz index). We complement these data with variables on the employment, labor force participation, and unemployment rates of 5-year age interval categories - all derived from the official OECD database. We distinguish between countries without minimum wages, countries with uniform minimum wages for all age groups, and countries with separate youth and adult minimum wages. Our results indicate that the relative employment rates of young individuals below the age of 25 - as compared to the older workers - in countries with youth minimum wages are close to those in countries without minimum wages at all. Turning to the smaller sample of countries with minimum wages, increases in the level of (youth) minimum wages exert a substantial negative impact on the employment rate for young individuals." Der Anteil der Sekundar- und Hochschulabsolventen, die Jobs unterhalb ihres Qualifikationsniveaus annehmen, ist in vielen Ländern sehr hoch. Hauptgrund dafür ist das geringe Niveau arbeitsbezogene Kompetenzen junger Menschen. Diese Befähigungen zu schaffen, sollte für moderne Bildungssysteme oberste Priorität haben. Um die Chancen der Integration junger Menschen in die Arbeitsmärkte der heutigen europäischen Wissensgesellschaften zu erhöhen, setzen viele politische Systeme auf eine Investition in das Humankapital der Jugend. Da man davon ausgeht, dass Berufslehrsysteme den Übergang von der Schule in die Arbeitswelt vereinfachen, scheint dies ein besonders vielversprechender Weg zu sein. Untersuchungen zeigten jedoch, dass die am stärksten benachteiligten Mitglieder der Gesellschaft von der Sozialpolitik oft nicht erreicht werden. Ziel dieses Artikels ist es, die Gründe und Mechanismen dieses Phänomens mit dem Namen Matthäus-Effekt anhand einer einzigen eingebetteten Fallstudie eines Berufsbildungs- und Ausbildungsprogramms für benachteiligte junge Menschen in der Schweiz zu beleuchten. Die Ergebnisse haben gezeigt, dass die Kundendienstmitarbeiter oft Praktiken des Rosinenpickens anwenden, um die strikten Beurteilungskriterien einhalten zu können. Die Verteilung von Haushaltsmitteln gemäß einer politisch-administrativen Logik fördert solche Praktiken, die angewendet werden, um solide Ergebnisse zu erzielen, damit wiederum die politische und damit finanzielle Unterstützung erhalten bleibt." "This study investigates social differences in the risk of long-term benefit receipt of young adults in Germany. Although employment is a major route to end social benefit receipt, it may not result in financial independence for all social groups in their early working lives as this also depends on the status of their parents: Do young benefit recipients have unequal chances of making the transition from benefit receipt as soon as they take up employment? How stable is the impact of parents' socioeconomic status on the transition once young adults complete their vocational education? This study conducts an empirical analysis of the careers of a cohort of 18-to-24-year-old Germans who received benefits in 2005 by combining survey data and register data for a six-year observation period. Event history analyses indicate that social differences persist when young adults claim social benefits. In particular, parents' socioeconomic status is positively associated with their offspring's likelihood of ending receipt of social benefits as soon as they are in full-time employment. Parents' socioeconomic status has a relatively stable impact for young beneficiaries irrespective of whether they have completed vocational qualifications or not. The authors approach this question using German administrative matched employer - employee data that track almost 700,000 individuals over 24 years. Instrumenting early-career unemployment with firm-specific labour demand shocks, they find significant and long-lasting 'scarring effects'. In the mean, each additional day of unemployment during the first eight years on the labour market increases unemployment in the following 16 years by half a day. However, quantile regressions show that the scarring effects are much stronger for individuals who already suffer from lengthy and repeated spells of unemployment." "We ask how employers contribute to unemployment scarring in the recruitment process in the German-speaking part of Switzerland. By drawing on recruitment theories, we aim to better understand how recruiters assess different patterns of unemployment in a job candidate's CV and how this affects the chances of young applicants being considered for a vacancy. We argue that in contexts with tight school-work linkage and highly standardised Vocational Education and Training systems, the detrimental effect of early unemployment depends on how well the applicant's profile matches the requirements of the advertised position. To test this assumption, we surveyed Swiss recruiters who were seeking to fill positions during the time of data collection. We employed a factorial survey experiment that tested how the (un)employment trajectories in hypothetical young job applicants' CV affected their chances of being considered for a real vacancy. Our results show that unemployment decreases the perceived suitability of an applicant for a specific job, which implies there is a scarring effect of unemployment that increases with the duration of being unemployed. But we also found that these effects are moderated by how well the applicant's profile matches the job's requirements. Overall, the worse the match between applicant's profile and the job profile, the smaller are the scarring effects of unemployment. In sum, our findings contribute to the literature by revealing considerable heterogeneity in the scarring effects of unemployment. Our findings further suggest that the scarring effects of unemployment need to be studied with regard to country-specific institutional settings, the applicants' previous education and employment experiences, and the job characteristics." "The findings of the Negotiate project show that, in spite of the economic recovery in Europe1, the youth unemployment rates, the Youth Not in Education, Employment, or Training (NEET) rates and the non-standard forms of work of young people are still high in many countries. The differences in these indicators even increased in Europe as some groups of young people (e.g. low skilled, immigrants or ethnic minority background) are affected heavily, in spite of the policy initiatives adopted at the EU level to improve the situation of young people on the labour market. Furthermore, there are long-term negative scarring effects from early job insecurity on young people's employment prospects, family formation, drug use, etc. Thus, the crucial question we are addressing here is How can the policies of labour market integration of young people be improved? Although we take into consideration a broader policy mix (active labour market policies, education policies, unemployment protection) when addressing this question, we are also concerned with the more specific question How can the Youth Guarantee (YG) initiative be successful in the broader policy and economic context? The discussion of these questions is based on the findings that were gathered throughout the Negotiate project in various deliverables. We refer here mainly to the comparative study on the trends in the policies for the labour market integration of young people in nine European countries (Hora et al. 2016a) and the comparative study on the Youth Guarantee (YG) programme implementation in these nine countries, focused on the multi-level governance perspective (Dingeldey et al. 2017). We have also analysed the respective background national studies that have served as source material for the comparative papers mentioned above (see the list of references), taking into account the existing studies on YG implementation. Apart from these studies dealing with the policies, we exhaust the other deliverables of the Negotiate project like the analysis of employer decisions on hiring young people in the European countries and the qualitative study of young people's experience with the school-to-work transitions and the scarring effects of early job insecurity on these transitions, as well as others that also bring policy implications. In the text below, we assess the strengths and weaknesses of the policies for integrating young people into the labour market, with a focus on YG implementation in the national contexts of nine countries. "Seit vielen Jahren wird im Fachdiskurs die Herausforderung betont, dass keine jungen Menschen in Deutschland verloren gehen und durch die Maschen des Sozialleistungssystems fallen dürfen. Vor diesem Hintergrund fördert das Bundesministerium für Arbeit und Soziales (BMAS) seit dem Jahr 2015 das Bundesprogramm RESPEKT. In diesem Rahmen wurden bundesweit 18 Projekte (ab 2018: 17 Projekte) gefördert. Zielsetzung ist junge Menschen, die individuelle Schwierigkeiten haben eine Qualifikation zu erreichen oder ins Arbeitsleben einzumünden und von den bestehenden Sozialleistungsangeboten nicht erreicht werden oder diese nicht annehmen, an Bildungsprozesse, Maßnahmen der Arbeitsförderung, Ausbildung oder Arbeit heranzuführen.
Die Evaluation des Bundesprogramms wurde von der INTERVAL GmbH in Kooperation mit dem ZEP - Zentrum für Evaluation und Politikberatung zwischen Ende 2016 und Juni 2018 durchgeführt. Dabei wurden untersucht:
- die Bedarfslagen und Merkmale der Zielgruppe, speziell auch die Gründe, aus denen sie nicht von den Sozialleistungen erreicht werden;
- die inhaltliche Ausgestaltung des Hilfsangebots der geförderten Projekte, inkl. der Fragen zum Zugang zur Zielgruppe und zur Gestaltung der Kooperationen und Leistungen dritter Akteure zur Unterstützung der Teilnehmenden sowie
- die Erreichung der Zielsetzungen des Programms.

"Prior research as demonstrated that patterns of early labour market careers vary considerably across European societies. However, little research investigated how these patterns differ between immigrants and majority youth and whether the extent of ethnic inequality varies with educational system characteristics. Using the 2009 European Labour Force Survey data for 18 countries on the early careers of non-tertiary educated labour market participants, the results of this study show that immigrants work in lower-status jobs more frequently than majority youth do. In addition and conditional on these mean differences, immigrant's status distributions are more dispersed suggesting more erratic early career patterns. Educational systems characteristics moderate these differences: the occupational status difference between immigrants and majority youth is considerably larger in countries with strongly differentiated, specifically highly tracked educational systems. In addition, ethnic disadvantages are even more severe in differentiated educational systems when central exams are present. The findings further show that educational tracking is associated with less variation in a country's occupational status distribution, thus shaping ethnic inequality beyond its relationship with mean differences. Ethnic penalties are estimated to be considerably more severe in highly differentiated countries due to their lower baseline variability in the occupational status distribution." The sample consists of 19 Organisation for Economic Co-operation and Development (OECD) countries from 1997 to 2013 for low-skilled workers and from 1983 to 2013 for young workers. Six different static or dynamic estimation approaches are applied on different versions of the specifications, controlling for up to quadratic time trends. The author further investigates the effects over the long run and over the business cycle as well as the effects of high minimum wages and of institutional complementarities. The findings provide little evidence of substantial disemployment effects for low-skilled, female low-skilled, or young workers. The estimated employment elasticities are small and statistically indistinguishable from zero. The author then considers why his results on youth employment differ from those of Neumark and Wascher (2004), showing that they overstate precision and that small changes in their specifications lead to minimum wage effects close to zero." Der Beitrag fragt nach den institutionellen Ursachen für die unterschiedliche Entwicklung der Jugendarbeitslosigkeit in den Ländern der Europäischen Union. Hierzu erfolgte eine Clusteranalyse für 27 europäische Länder für den Zeitraum 2007 bis 2013 unter Anwendung von 15 Indikatoren für folgende Dimensionen: Sozialpolitik, Arbeitsmarktpolitik, Arbeitsbeziehungen, Bildungssystem und Familie. Im Ergebnis wurden die 27 Länder fünf Clustern zuordnen. Diese unterscheiden sich durch ihre Orientierung auf die Lehrlingsausbildung, ihre Markt- oder Familienorientierung bzw. den Flexicurity-Ansatz. Die betriebliche Berufsausbildung wird als besonders erfolgreich bei der Bekämpfung der Jugendarbeitslosigkeit angesehen. Das Flexicurity-Regime beugt vor allem der Langzeitarbeitslosigkeit von Jugendlichen vor. Eine Kombination von beiden wird deshalb als besonders erfolgversprechend angesehen. (IAB)

"Mit welchen Schwierigkeiten Jugendliche aus prekären Lebenslagen auf ihrem Weg von der Arbeitslosigkeit in eine Ausbildung bzw. in einen Beruf zu kämpfen haben, dieser Frage geht Ute Templin auf der Basis von Lebensgeschichten von jungen Menschen nach, die 2002 im Alter von 15 bis 18 Jahren an einer betrieblichen Grundausbildungsmaßnahme teilgenommen haben.
Ute Templin, die die halbjährige Maßnahme mit ursprünglich 17 TeilnehmerInnen geleitet hat, befragte sieben von ihnen acht Jahre später im Rahmen eines Ehemaligentreffens. Die theoretischen Perspektiven Pierre Bourdieus auf soziale Ungleichheiten und ihre Reproduktion mittels des Habitus werden hierbei genutzt, um die Auswirkungen prekärer Lebenslagen der untersuchten Jugendlichen auf ihren weiteren Bildungs- und Lebensweg zu analysieren. Hermeneutische Zugänge und reflexive Analysen ermöglichen Einblicke in jugendliche Lebenswelten und individuelle Problemlagen. Die Statuspassagen-Theorie und Konzepte der Übergangsforschung dienen dazu, den Übergang vom schulischen in das berufliche Feld auch als Transitionsprozess zu fassen. "This article sheds new light on a key topic in youth research over recent decades; how young people often rely on individualistic frames of interpretation in understanding their own lives. Based on biographical interviews with two cohorts of skilled men in Norway, the article demonstrates relations between historically specific institutional contexts and the ways in which people understand their school-to-work transitions. Whereas the older cohort accounted for their transitions as embedded processes, the younger cohort, who entered the same occupations three decades later, viewed their transitions as determined by self-searching in institutionalized choice situations. The wider implication of this is that the vocabulary fostered by contemporary transition contexts may invite researchers to overemphasize discrete moments ruptured from process, and thus obscure the dynamic relations between history and biography (Mills, 1959). Parents' further vocational training can affect children's future apprenticeship and employment opportunities directly, for instance by raising the value attributed to education and training within the family. Indirect effects via parents' improved employment opportunities are possible as well. The sample consists of adolescents who were 14 - 17 years old when their parents participated in a further vocational training programme. We evaluate apprenticeship and employment outcomes for the young adults at ages 17 - 23 using entropy balancing methods on the basis of rich large-scale register data. Our findings indicate significantly positive effects of parents' further vocational training on children's apprenticeship enrolment but non-significant or negative effects on children's regular employment at young ages. Moreover, mediation analysis gives evidence that these effects are partly mediated via an increase in parents' own employment opportunities. Was unter Jugendarbeitslosigkeit zu verstehen ist, welche Ursachen, Auswege, Chancen und Risiken mit ihr beschrieben werden, ist jedoch keineswegs selbstverständlich und selbst stets Gegenstand von politischen Aushandlungsprozessen. Innerhalb dieser Prozesse stellt die Europäische Union (EU) einen besonders gewichtigen Akteur dar. Hier setzt das vorliegende Working Paper an: Es versucht mit einer Analyse zentraler Strategiepapiere der EU von 1993-2013 einerseits die Mechanismen, Strategien sowie rhetorischen und argumentativen Schritte in der Etablierung eines diskursiven und neuen politischen Feldes 'Jugendarbeitslosigkeit' nachzuvollziehen. Andererseits untersucht das Paper auch die differenten Logiken, Programmatiken und normativen Orientierungen, mit welchen das Problem 'Jugendarbeitslosigkeit in Europa' beschrieben und bearbeitet wird. Dabei wird der Konstruktion und Identifikation des Krisenhaften eine besondere Bedeutung zuteil. "This article analyses to what extent gender affects the quality of the school-to-work transition in Spain, paying special attention to workers' educational attainment. We estimate a four-equation system that explains the main obstacles young people face in their insertion process: part-time work, overeducation, fixed-term contracts and long unemployment spells; the model also considers the impact of the latter variable on the other three. Moreover, a synthetic indicator of transition quality based on the estimation of this model is developed. We conclude that men experience a better insertion process than women at every level of education (except for higher vocational training), although the gender gap is greater for long-cycle university programmes. Furthermore, when field of study is considered, men from most specializations enjoy a smoother transition than their female counterparts; nevertheless, women have the advantage in some female-dominated fields. A further analysis of gender differences reveals that they are due to the fact of being male or female to a great extent. The results also highlight that school-leavers from work-oriented programmes and those specialized in fields that provide them with more specific skills are more likely to succeed in the transition." "This paper estimates the causal effects of the 2003 reform of the Italian apprenticeship contract which aimed at introducing the 'dual system' in Italy by allowing on-the-job training. The reform also increased the age eligibility of the apprenticeship contract and introduced a minimum floor to apprentices' wages. Using administrative data and balancing techniques we find that five years after hiring, the new contract improves the chances of moving to a permanent job in the same firm, yet this happens mostly in large firms. There are also sizeable long-run wage effects of the reform, well beyond the legal duration of apprenticeships, compatible with increased human capital accumulation probably due to the training provisions of the reform." "Youth unemployment has both individual and societal costs, which makes it a major policy challenge. It is well established that entry into the labour market is of crucial importance for later labour market trajectories. This has both a business cycle and a structural component; employment rates for youth are generally more cyclically sensitive than for other age groups, and youth entering the labour market with weak qualifications are particularly vulnerable throughout their working career. In the wake of the financial crisis, all OECD countries experienced an increase in youth unemployment, but even before the crisis, the share of youth in neither employment, education nor training was high in many countries. Youth not acquiring relevant labour market qualifications are a major challenge, since they belong to a group with a high risk of becoming marginalised throughout their working lives a risk which is not diminishing given technological change, globalisation etc. While the NEET rate in Denmark is below the OECD average, it has been on an upward trend. Although there has been much focus on the so-called Danish flexicurity model's ability to attain a low unemployment rate, the issue of youth entering the labour market with weak qualifications is a challenge, also in a Danish context. Die auf diesen Lebensabschnitt bezogenen wohlfahrtsstaatlichen Aktivitäten versuchen die Herausbildung eines erwachsenen und 'reifen' Subjekts, dessen Handlungen als rational eingeschätzt werden und von dem rationales Verhalten erwartet werden kann, entlang folgender Dimensionen zu organisieren. On the one hand, we analyse differences associated to the negative effect of past unemployment experiences in future labour market status. And, on the other hand, we consider potential stigmatization against prospect young workers, that is, the extent to which employers are more reluctant to hire individuals with a history of unemployment. Our results are based on data from the EU-SILC for the period 2004 to 2015 and provide support in favour of a significant scarring effect of unemployment among youths that is highly heterogeneous across the countries under analysis and that increased substantially during the Great Recession. "Labour market and education policy makers and researchers are increasingly focusing on the NEET indicator as a supplement to the youth unemployment rate. Analyses of factors influencing NEET have concentrated primarily on individual characteristics such as gender and migration background on one hand, and on macro-level factors of nations such as economic growth and minimum wage regulations on the other. However, nations are not homogenous, especially when a country is divided into several federal states, as is the case with Austria. This article aims to analyse regional differences within Austria. In order to explain the differences, we define a multilevel model that contains four contextual factors: the importance of upper secondary education; the importance of dual education; vacant jobs; and expenditures for active labour market policy. Because the institutional level addresses different age groups, the analysis was split into two age groups: 15 - 19 and 20 - 24 years. The results have shown that, besides the social structure of the population, contextual factors like the upper secondary education, the dual education, vacant jobs, and expenditures for active labour market policy are also relevant for explaining regional differences in the NEET rates. "Natural experiments provide robust identifying assumptions for the estimation of policy effects. Yet their use for policy design is often limited by the difficulty of extrapolating on the basis of reduced-form estimates. In this study, we exploit an age condition in the eligibility for social assistance in France, which lends itself to a regression discontinuity (RD) design. We suggest making the underlying labor supply model explicit - that is, translating the reduced-form discontinuity in terms of discontinuous changes in disposable incomes. This exercise shows the potential of combining natural experiments and behavioral models. In particular, we can test the external validity of the combined approach. We find that it predicts the effect of a subsequent reform, which extends transfers to the working poor, remarkably well. The model is then used to simulate the extension of social assistance to young people and finds that a transfer program with an in-work component would not create further disincentives to work in this population." The German minister of labour made a pledge to the Spanish Government of allocating apprenticeships for qualified young Spaniards. The Commission unveiled a host of ideas intended to combat youth unemployment. The outcome was a number of policy initiatives to fight youth unemployment, with the adoption of the Youth Guarantee as the central piece of European legislation. The Youth Guarantee committed member states to offer, within four months of becoming unemployed or finished education, either employment, apprenticeship/traineeship or further education. In addition the Youth Employment Initiative made available around 3 billion euros of funding from the Commission to support young people living in regions with youth unemployment higher than 25 percent with the 'young' defined as the 15 - 24 year olds. Using data from Italian provinces and regions and an instrumental variable strategy, we estimate the effects of local changes in the supply of workers aged between 50 and minimum retirement age on youth, prime age and senior employment. Results based on provincial data from 2004 to 2015, a period characterized by declining real GDP, indicate that adding one thousand additional senior individuals to the local labour supply reduces employment in the age group 16-34 by 189 units. Estimates based on longer regional data covering the period 1996 to 2015, that includes also a period of growing real GDP, show smaller negative effects for young workers, suggesting that the employment costs of pension reforms may be lower when the economy is growing." "Die Jugendarbeitslosigkeit hatte im Frühjahr 2013 in der EU ihren Höhepunkt erreicht, danach ging sie deutlich zurück. Aber noch immer ist in der EU mehr als jede sechste Erwerbsperson im Alter von 15 bis 24 Jahren arbeitslos, und die Arbeitslosenquote der Jugendlichen ist zweieinhalb Mal so hoch wie die der Erwachsenen. Der vorliegende Bericht zeigt, wie sich die Arbeitsmarktsituation der Jugendlichen seit ihrem Höchststand entwickelt hat. Der Rückgang der Arbeitslosigkeit war überwiegend auf eine sinkende Zahl an Jugendlichen sowie eine nachlassende Erwerbsbeteiligung zurückzuführen; die Zunahme der Beschäftigung hat nur den kleineren Beitrag geleistet. Dabei waren die zusätzlichen Jobs fast ausschließlich zeitlich befristet, und die Teilzeitquote ist weiter gestiegen. Im europäischen Durchschnitt weisen die Jugendlichen unter den Arbeitslosen bei formal ähnlicher Qualifikation ein besonders hohes Arbeitslosigkeitsrisiko auf. In den mitteleuropäischen Ländern sind junge Menschen auf dem Arbeitsmarkt indes deutlich weniger im Nachteil, was an der praxisnäheren Berufsausbildung liegen dürfte. Da Berufserfahrungen und Referenzen für die Arbeitsmarktaussichten eine wichtige Rolle spielen, sollte zur Verbesserung der Arbeitsmarktlage für Jugendliche vor allem bei den Berufsausbildungssystemen angesetzt werden." "Many institutional theories assume that institutions function in conjunction with each other and, therefore, constitute regimes. Moreover, when analysing institutional effects most researchers maintain a purely variable-oriented approach and its ceteris-paribus logic of causal association. This article analyses associations between configurations of labour market and education institutions and relative youth unemployment by examining 30 countries of the Organisation for Economic Co-operation and Development (OECD). The analysis reveals that no single institution constitutes a sufficient or necessary condition for relative youth unemployment. Institutions unfold their effects only in combination with other institutions, that is, they are always conjunctural. Low relative youth unemployment cannot be explained adequately. "In diesem Beitrag wurde aufgezeigt, in welchem Maße die Mobilität innerhalb der EU in den letzten Jahren gestiegen ist. Hauptgründe dafür sind regionale Disparitäten auf den Arbeitsmärkten sowie das teilweise enorme Einkommensgefälle zwischen den Staaten. Zwar kam es infolge der Finanz- und Wirtschaftskrise und der dadurch aufkommenden Arbeitslosigkeit vor allem unter Jugendlichen in Südeuropa zu einer Umlenkung der Migrationsströme von den südeuropäischen Krisenländern hin zu nordeuropäischen Ländern - wodurch auch die Arbeitsmärkte in den von der Krise besonders betroffenen Ländern entlastet wurden. Jedoch ist auf diese Migration von Staatsangehörigen der Krisenländer GIIPS nur ein kleiner Teil des Anstiegs der Binnenmigration zurückzuführen. "The detrimental effect of joblessness on individual wellbeing is relatively well recognized (usually in the context of Western economies) as an additional, non-pecuniary cost of unemployment. However, the strength of the relationship between the employment status and life satisfaction varies considerably among countries. Relatively little is known about what forces drive these discrepancies, especially in the group of young people. The aim of the proposed paper is to identify the contextual factors influencing the strength of the relationship between the employment status and the level of individual wellbeing. In particular we are interested in the role of four policy fields: education policy, employment protection, passive and active labour market policy. In the empirical part of the paper we use data from two waves of the European Social Survey and apply the random intercept model. We find that vocationally oriented and tracked education systems as well as generous active and passive labour market policies strengthen the employment-wellbeing relationship." "We study the impact of a mandatory activation program for young welfare recipients in the Netherlands. Introduced at the end of 2009, the goal of the program was to prevent so-called NEETs (individuals not in employment, education or training). We use a large administrative data set for the period 1999-2012 and employ differences-in-differences and regression discontinuity to estimate the effects of the reform. We find that the reform reduced the number of NEETs on welfare, increased the number of NEETs not on welfare, and had no effect on the overall number of NEETs. Our finding that the reform did not reduce the total number of NEETs contrasts with previous studies, which may be due to the fact that the reform took place during a severe economic recession." "Labor market conditions in Greece have severely deteriorated during the crisis, affecting youths the most. Using the Greek crisis as a case-study, this paper examines the role of the family as a social safety net for its young members. Specially, we test the relationship between youth labor outcomes and parental co-residence, whether this relationship has become stronger during the crisis, and the degree to which the relationship is causal. Our results confirm that the parental home is a refuge both for jobless youth and for those in poorly paid, insecure jobs, and this role has intensified during the crisis. We find no reverse causality between co-residence and employment status for young men, and significant reverse causality for women. This finding implies that all youths live in the parental home when they are in need themselves, but it is young women not men who live with parents when parents are in need or for cultural reasons." "This paper presents a critical analysis of the contemporary policy focus on promoting employability among young people in the UK. Drawing on analysis of UK policy approaches to tackling youth unemployment since the late 1970s, we suggest that existing critiques of employability as 'supply-side orthodoxy' fail to capture fully its evolving meaning and function. Under the UK Coalition Government, it became increasingly colonised as a targeted tool of urban governance to legitimise ever more punitive forms of conditional welfare. We argue that this colonisation undermines the value of the notion of employability as an academic tool for understanding the reasons why young people face difficulties in entering the labour market. The paper suggests that the notion of youth transitions offers more potential for understanding youth unemployment, and that more clearly linking this body of research to policy could provide a fruitful avenue for future research. Such a shift requires a longer term, spatially informed perspective as well as greater emphasis on the changing power relations that mediate young people's experiences of wider social and economic transformations. The paper concludes that promoting employment among urban young people requires a marked shift to address the historically and geographically inadequate knowledge and assumptions on which policies are based." "The Council of the European Union (EU) launched the Recommendation on establishing a Youth Guarantee (YG) in April 2013. The EU institutions thus recognised that young people have been affected extremely by unemployment and job insecurity due to the economic crisis and increasing labour market segmentation. The YG suggests that all young people under 25 receive a good-quality, concrete offer within four months of leaving formal education or becoming unemployed (EC 2015a). The particular reference to NEETs (Not in Employment, Education or Training) pays attention to the problem that some young people have lost contact with institutions and are not registered with employment services. With the adoption of the Recommendation, all Member States - except the UK - committed themselves to implementing the YG and establishing the actions envisaged. All in all, the promoted goals enhance an enabling approach within Europe's activating labour market policy (Lahusen et al. 2013) that supports individual capabilities by personalized guidance and individual action planning, including tailor made individual services, training and education (Maydell et al. 2006). Diese legitimieren sowohl Gesetzesänderungen zum Abbau sozialstaatlicher Kollektivgarantien als auch einen veränderten Umgang mit erwerbslosen Menschen. Vor diesem Hintergrund stellen wir uns im vorliegenden Artikel anhand biografisch-narrativer Interviews mit jungen Erwachsenen in verschiedenen beruflichen Übergangssituationen die Frage, inwieweit junge Erwachsene in ihrer Erzählung arbeitsideologische Leitlinien zur Konstruktion ihrer narrativen Identität nutzen. Dabei zeigt sich, dass sich die jungen Erwachsenen in ihren Erzählungen als (engagierte) Arbeitssubjekte positionieren wollen. Deutlich wird, dass sie sich letztlich als selbstverantwortlich dafür fühlen, einen Platz in der 'Aktivgesellschaft' zu finden. Bedeutsam für die Analyse ist dabei der Blick auf die unterschiedlichen Artikulationsmöglichkeiten, die ihnen hierfür je nach Sprecher*innenposition, die sie im Diskurs innehaben, gegeben sind. "The European Youth Guarantee (YG) is one of the most innovative labour market policies of recent years. It arrived at a time when an urgent and radical response was needed to address the detrimental long-lasting consequences of long-term unemployment. This article examines empirical evidence on the effectiveness of past youth guarantee experiences, as well as the few existing evaluations of the YG, to identify the factors that are key to their success. We then assess whether the key success factors are embedded into the implementation plans published by the European countries and the extent to which these objectives have been met in practice. Our analysis shows that while most of countries have established clear eligibility criteria and appropriate institutional frameworks, and are providing a comprehensive package of measures, many of them are still facing challenges when meeting the objectives of early intervention and effective enforcement mechanisms. Finally, although countries' initial spending in the national YG schemes has often outpaced planned expenditures, in many instances resource allocations have not been sufficient to match the recommendations." "The various deficiencies of the labour market and the educational system have resulted in high unemployment, low labour force participation, low skills levels and high skill mismatch. Job creation is key to tackling the high unemployment rates, especially for the young and long-term unemployed. Promoting jobs without paying attention to their quality and to the skills required by employers may have adverse impact on welfare and productivity. The Jobs Act and Good School ('Buona Scuola'), two major reforms of the labour market and the educational system, are good steps in the right direction. The Jobs Act and the temporary social security contribution exemptions have contributed to raise employment. By strengthening job search and training policies, the Jobs Act can enhance jobseekers' employability. Increasing the effectiveness of public employment services, given the low spending level, remains a challenge. The Good School reform has the potential to improve school outcomes and provide more aligned skills to the job market. Increasing employability by upgrading skills that match employer needs remains a priority. Business involvement in education and training institutions at all educational levels will be paramount to ensure the provision of relevant skills, the availability of traineeship and apprenticeship places and provide on-the-job training. "This working paper investigates if graduating in a bad economy scars careers of youth cohorts in terms of increased future unemployment and overrepresentation in fixed-term and involuntary part-time work. These dynamics of scarring are explored from a cross-country comparative perspective, focusing on the UK, Germany, Switzerland, Spain and Finland. These countries make up for interesting cases as they differ remarkably on institutional and economic dimensions such as for example the vocational orientation of their education systems, the strictness of employment protection legislation, active labour market policies to support job-search success of jobless young people and the general level of prevalent youth unemployment, which are assumed to be related to cross-nationally distinct patterns in scarring effects. The focus of the empirical analysis is on long-term effects of the level of aggregate youth unemployment at graduation on career evolvement of school-leaver cohorts over 12 years since their graduation, distinguishing between educational groups while allowing for gender effects. All in all we find that bad luck in timing of labour market entry can scar future careers over the long-run. A bad economy at labour market entry may thus be seen as a major risk factor for the future integration of youth cohorts in very different institutional contexts." Nowadays, despite some economic recovery from the Great Recession and the European debt crisis, it remains at levels well above those registered in the mid-2000s. Moreover, there are two new developments with potentially adverse consequences. One is the increasing divergence of unemployment rates across European countries (see Boeri and Jimeno 2016); the other is the higher likelihood of unemployment among youths, despite their declining weights in the population and in the labour force due to demographic trends. Abstract
"Fast zehn Jahre nach Beginn der europaweiten Finanzkrise ist auch die Jugendarbeitslosigkeit in Europa im Zuge der Erholung der Arbeitsmärkte weiter zurückgegangen. Bei genauer Betrachtung der Entwicklung zwischen 2008 und 2016 zeigen sich jedoch große Unterschiede: Vor allem einige süd- und osteuropäische Länder haben das Vorkrisen-Niveau ihrer Jugendbeschäftigungsquote noch nicht wieder erreicht. Ebenso bleibt die Integration bestimmter Gruppen junger Menschen in Bildung oder Arbeit eine große Herausforderung. Weitere Maßnahmen sind auf Ebene der EU und in Mitgliedsstaaten erforderlich." Abstract
"Using data from 49 European regions covering 2005-2012, this paper estimates the effect of cohort size on youth employment and unemployment outcomes. The effects are found to be very sensitive to the age range of the sample used for estimation. In particular, the results show a negative (positive) effect of cohort size on employment (unemployment) among individuals aged 18-22 but the opposite effects among older individuals. This heterogeneity is driven by Eastern and Western European countries. For Southern European countries, belonging to a larger cohort is found to be beneficial across all age groups."
