Female breadwinner – Erwerbsentscheidungen von Frauen im Haushaltskontext

Nach wie vor ist die ungleiche Verteilung von Erwerbs- und Familienarbeit zwischen den Partnern der Regelfall. Traditionelle familiäre Arrangements werden dabei durch institutionelle Rahmenbedingungen bevorzugt. Die Folge ist, dass Frauen immer noch beruflich zurückstecken - auch wenn sie den Hauptteil des Haushaltseinkommens erarbeiten und damit die Rolle der Familienernährerin übernehmen.
Dieses Themendossier widmet sich den Bedingungen und Auswirkungen der Erwerbsentscheidung von Frauen sowie empirischen Studien, die sich mit der Arbeitsteilung der Partner im Haushaltskontext befassen.

    "SOEP data were used to examine relationships consisting of one partner socialised in West Germany and one in East Germany and who presently reside in the 'old' (former West German) or 'new' (newly formed East German) federal states. The estimated share of east-west couples among all marriages or cohabiting couples rises continuously within the observed period reaching approximately two and eleven percent respectively by 2009. The specific characteristics of east-west couples are that their employment-related division of labour is relatively egalitarian, above-average the partners are of different confessions and practice different religions, at least one of the partners is frequently divorced and there is also a strong tendency towards unmarried cohabitation. Besides the place of socialisation, the present place of residence has an independent impact on the economic situation, division of labour and marriage propensity. Analyses of relationship stability reveal that east-west couples exhibit a relatively high risk of separation. This is partly due to religious differences between the partners, but primarily to the low marriage propensity and the overrepresentation of divorced persons within this type of relationship."     "One of the most pressing issues contributing to the persistence of gender inequality is the gendered division of domestic labour. Despite their entry into paid employment, women still carry out more domestic work than men, limiting their ability to act on an equal footing within the workplace. This qualitative research adds to the ongoing debate concerning the reasons for the persistence of the gendered nature of domestic work, by comparing working women who earn more, those who earn around the same and those who earn less than their male partners, as well as examining women's absolute incomes. On average, men whose partners earn more than they do carry out more housework than other men, although women in these partnerships still do more. However, these women actively contest their male partner's lack of input, simultaneously 'doing' and 'undoing' gender.     "Changes in the gendered divisions of domestic work are often assumed to influence couples' childbearing behaviour, but existing evidence is mixed and mostly limited to cross-sectional data. We study how the amount and division of housework and childcare predict subsequent childbearing among Finnish couples using Finnish Time Use Survey 1999 - 2000 (FTUS1999) time diary data linked with register data on subsequent births. Results show that women's housework hours were negatively associated with the likelihood of having children at all parities. Men's contribution to domestic tasks, measured in relative terms, had no impact on childbearing. However, a higher male share of childcare time slightly increased the couple's likelihood of having a second child. Results are markedly robust to the inclusion of socioeconomic factors. We conclude that while women's excessive domestic work in itself may decrease fertility, men's housework share is not associated with continued childbearing." (Author's abstract, IAB-Doku) ((en))

    "Though extensive research has explored the prevalence of educational assortative mating, what causes its variation across countries and over time is not well understood. Using data from the Luxembourg Income Study Database, I investigate the hypothesis that assortative mating by income is influenced by income inequality between educational strata. I find that in countries with greater returns to education, the odds of any sort of union that crosses educational boundaries is substantially reduced. However, I do not find substantial evidence of an effect of changes in returns to education on marital sorting within countries.     "Analysing a reform in the Swedish public sickness insurance, we find that an increased replacement rate for one spouse has a negative cross effect on the other spouse's labour supply. The cross effects are present in the labour supply margins that workers can easily adjust. For wives of treated husbands, the total number of sick days increases on average 9.1% per month, whereas labour earnings are unchanged. The cross effect on total sick days for husbands to treated wives is 6.1% on average, with no effect on annual labour earnings. The total number of sick days and annual labour earnings for treated spouses are estimated to be unaffected by the reform, which indicates that the cross effects stem specifically from higher insurance coverage for the couples."     "Existing literature on inequality of opportunity (IOp) has failed to address the question as to how the circumstances and choices of spouses in a couple should be treated. By omitting information relevant to the spouse in IOp estimations, the implicit assumption was full responsibility for the partner's income, effort and circumstance variables. In this paper, we discuss whether or not the partner's characteristics should be treated as responsibility factors. Using German micro data, we analyze empirically, how IOp estimates are affected when a partner's circumstance or effort variables are included as own circumstances in the analysis. Our analysis indicates that including spouse's variables can increase IOp measures by more than 20 (35) percent for gross (net) earnings.     "This paper examines to what extent marital sorting affects cross-sectional earnings inequality in Germany over the past three decades, while explicitly taking into account labor supply choices. Using rich micro data, the observed distribution of couples' earnings is compared to a counterfactual of randomly matched spouses. Hypothetical earnings are predicted based on a structural model of household labor supply. For West Germany, a positive effect of marital sorting on inequality is found after adjusting for labor supply behavior, while the effect is limited when earnings are taken as given. This means that there is positive sorting in earnings potential which is veiled by relatively low female labor force participation. In East Germany, the impact of marital sorting on inequality is highly disequalizing irrespective of adjusting for labor supply choices.     "Durch die Elterngeldreform 2007 und den Ausbau der Kindertageseinrichtungen der letzten Jahre sind in Deutschland Rahmenbedingungen geschaffen worden, die eine gleichmäßigere Aufteilung der Erwerbs- und Familienarbeit erleichtern sollen. Dieser Beitrag untersucht, ob die Länge der Elternzeit beider Elternteile die Aufteilung der Familienarbeit mittelfristig beeinflusst, wenn beide Partner wieder erwerbstätig sind, und wodurch sich die Veränderungen erklären lassen. Analysen auf Basis des Sozio-oekonomischen Panels (SOEP) zeigen, dass eine längere Elternzeit von Müttern auch nach Rückkehr beider Partner in den Arbeitsmarkt mit einer traditionelleren Arbeitsteilung in Bezug auf Haushaltsarbeit und Kinderbetreuung einhergehen. Väter, die Elternzeit in Anspruch nehmen, teilen die Familienarbeit im vierten Jahr nach der Geburt gleichmäßiger auf als Väter ohne Erwerbsunterbrechung. Jedoch beteiligen sich Väter, die gleichzeitig mit der Partnerin Elternzeit genommen haben, nach der Geburt des ersten Kind mittelfristig weniger an der Kinderbetreuung als Väter, die nicht gleichzeitig mit der Mutter in Elternzeit waren. Beim zweiten Kind findet sich dieser Zusammenhang nicht. Die Ergebnisse lassen sich dadurch erklären, dass Mütter im Zuge einer längeren Elternzeit eher ihre Identität und ihre Präferenzen für Kinderbetreuung anpassen. Väter wiederum können sich durch die Elternzeit, vor allem wenn sie nicht gleichzeitig mit der Mutter genommen wird, 'familienarbeitsrelevante' Fähigkeiten aneignen und engere Bindungen zu den Kindern aufbauen." Mit der Analyse von Handlungsstrategien der Familien wird empirisch aufgezeigt, welche Bedeutung die Familien dem Ausstieg aus der Bedürftigkeit beimessen und mit welchen Herausforderungen sie sich dabei konfrontiert sehen. Unter Einbeziehung institutioneller Handlungsbedingungen wird ferner herausgestellt, wie Familien auf Forderungen des Jobcenters einerseits und Anreize der Familienpolitik andererseits reagieren.     "In this article, we provide a long-term East - West comparison of partnered women's employment from the 1940s into the first decade of the new millennium in Germany, and focus on the nexus of gainful employment and family-related responsibilities in women's lives. Based on an analysis of the institutionally and culturally shaped opportunity structures that define the conditions for partnered women's employment, we identify distinct periods of support and derive hypotheses on cohortspecific developments. The empirical analysis largely confirms that a divergence between East and West German women's employment patterns started as early as in the 1950s. East - West differences in labour market participation were strongest among women born around 1940. For successive cohorts of East and West German women, the employment patterns converged. Whereas the labour market participation of West German women gradually increased over time, the employment pattern of East German women adjusted to the West German pattern after unification, resulting in an increase of part-time employment and non-employment, in particular among mothers.     "This paper examines the added worker effect (AWE), which refers to the increase of labor supply of individuals in response to a sudden financial shock in family income, that is, unemployment of their partner. While previous empirical studies focus on married women's response to those shocks, I explicitly analyze the spillover effects of unemployment on both women and men and I also differentiate according to their partnership status (marriage vs. cohabitation). My aim is to evaluate whether intra-household adaptation mechanisms differ by gender and by partnership status. The underlying method is a difference-in-differences setting in combination with an entropy balancing matching procedure. The paper considers plant closures and employer terminations as exogenous forms of unemployment. Using longitudinal data from the German Socio-Economic Panel (SOEP) study from 1991 through 2013, the empirical investigation finds evidence of the existence of an AWE.     "Das IAB äußert sich in dieser Stellungnahme zu der Frage, wie die Erwerbs- und Arbeitszeit in Paarhaushalten aufgeteilt wird und welche Gründe dafür maßgeblich sein können. So unterscheiden sich die Erwerbsbeteiligung und die Arbeitszeitmuster von Frauen und Männern nach wie vor erheblich. Bei Frauen entscheidet insbesondere die familiäre Situation, ob und in welchem Umfang sie beschäftigt sind. Dagegen beeinflusst die Familiengründung das Erwerbsverhalten von Männern bisher kaum. Der hohe Anteil von Frauen, die Teilzeit arbeiten, führt zu einer ausgeprägten Arbeitszeitlücke zwischen Frauen und Männern. In Verbindung mit Untersuchungen zu Erwerbs- und Arbeitszeitmustern von Paaren zeigt sich, dass sich insbesondere bei Paaren mit Kindern die Unterschiede im zeitlichen Ausmaß der Erwerbsarbeit verfestigen und sich auch bei einer Realisierung der Arbeitszeitwünsche nur wenig bei der Verteilung der partnerschaftlichen Erwerbszeit ändern würde. Eine Förderung von partnerschaftlichen Modellen wie durch das 'Elterngeld plus' oder durch eine Familienarbeitszeit mit gleichberechtigten Stunden-Modellen für Eltern wie vorgeschlagen könnte zu einer ausgewogeneren Aufteilung der Arbeitszeiten bei Paaren beitragen. Dies gilt insbesondere dann, wenn sie mit passenden Arbeitszeitmodellen flankiert werden, die Beschäftigten Einfluss auf die Lage und Gestaltung der Arbeitszeit ermöglichen."     "This paper aims to verify results of the innovative study on gender identity for the USA by Bertrand et al. (2015) for Germany. They found that women who would earn more than their husbands distort their labor market outcome in order not to violate traditional gender identity norms. Using data from the German Socio-economic Panel Study we also find that the distribution of the share of income earned by the wife exhibits a sharp drop to the right of the half, where the wife's income exceeds the husband's income. The results of the fixed effects regression confirm that gender identity has an impact on the labor supply of full time working women, but only in Western Germany. We also show that gender identity affects the supply of housework but in contrast to the US where women increase their contribution to nonmarket work when they actually have a higher income than their husbands, we find for Germany that women only barely reduce their weekly hours of non-market work once their income exceeds that of their husbands."     "Dieser Beitrag untersucht die Bedeutung der ehe- und familienbezogenen Leistungen der gesetzlichen Rentenversicherung für die wirtschaftliche Stabilität von Familien in Bezug auf die Alterssicherung. Dabei zeigt sich, dass die Leistungen mit unmittelbarem Bezug zur Alterssicherung mitunter einen wesentlichen Teil der Alterseinkommen der Mütter ausmachen. Das trifft insbesondere auf die Kindererziehungszeiten und in begrenztem Maße auch auf die Kinderzulage im Rahmen der Riester-Rente zu. Deutlich geringere Bedeutung in diesem Zusammenhang haben die Zeiten für nichterwerbsmäßige Pflege sowie die Kinderberücksichtigungszeiten. Ergebnisse einer im Rahmen dieser Studie durchgeführten Befragung von Müttern zeigen darüber hinaus, dass die Maßnahmen nur in sehr geringem Umfang zu Reduktionen des Arbeitsangebots und damit verbundenen Einschnitten beim Erwerbseinkommen in den Jahren nach der Geburt führen. Somit kann festgehalten werden, dass die unmittelbaren ehe- und familienbezogenen Maßnahmen wesentlich zur Erhöhung der wirtschaftlichen Stabilität der Mütter beitragen." (Autorenreferat, IAB-Doku)

    "This paper considers the relationship between work status and decision-making power of the head of household and his spouse. I use household fixed effects models to address the possibility that spousal work status may be correlated with unobserved factors that also affect bargaining power within the home. Consistent with the hypothesis that greater economic resources yield greater bargaining power, I find that the spouse of the head of household is more likely to be involved in decisions when she has been employed.     "Eine auf Paarebene getroffene Entscheidung kann für die einzelnen Partner unterschiedliche Folgen haben, insbesondere in der mittleren bis langen Frist. Durch Spezialisierungsentscheidungen auf unbezahlte Care-Arbeit und den damit verbundenen Rückzug vom Arbeitsmarkt gehen vor allem Frauen finanzielle Risiken ein, die ihre materielle Sicherheit nicht nur aktuell, sondern auch im Alter bedrohen. Diese asymmetrische Dynamik kann Interessenskonflikte im Paar erzeugen, die mit ihren Folgen für die Gesellschaft (vor allem auf Kinderzahl und Pflegeleistungen) nicht mehr nur 'Privatsache' sind. Unser Beitrag verfolgt deshalb drei Ziele. Nach einer theoretischen Einführung in die Problemlage legt er erstens dar, in welchen zentralen Entscheidungssituationen (Fertilität, Arbeitsteilung und Einkommensverwendung) es empirische Hinweise auf Interessenskonflikte auf Paarebene gibt. Er trägt zweitens die Faktoren zusammen, die empirisch als maßgebliche 'Entscheidungs- beziehungsweise Teilungsfaktoren' in den genannten drei Entscheidungsbereichen identifiziert worden sind.     "Seit einigen Jahren gibt es eine gesellschaftspolitische Debatte sowie zahlreiche wissenschaftliche und populärwissenschaftliche Publikationen zum Thema aktive Vaterschaft (vgl. Cyprian 2007; Oechsle/Müller/Hess 2012). Männer sind heute aufgefordert, ihren familialen Pflichten nicht nur dadurch nachzukommen, indem sie die Rolle des Familienernährers ausfüllen; sie sollen sich auch innerhalb des familialen Binnenraums engagieren. Aktive Vaterschaft ist zu einem neuen gesellschaftlichen Leitbild geworden, ohne dass damit genau umrissen wäre, was eine solche Vaterschaft denn eigentlich auszeichnet. Einigkeit dürfte darüber bestehen, dass der aktive oder involvierte Vater eben nicht mehr nur reiner Berufsmensch sein soll, sondern auch innerhalb des Familienlebens in einer nicht näher geklärten Bringschuld steht.     "Erstmalig wurde im Rahmen der Gesamtevaluation ehe- und familienbezogener Leistungen die deutsche Familienpolitik systematisch und umfassend evaluiert. Ein vergleichbares Unterfangen hatte es zuvor weder in Deutschland noch in anderen westlichen Industrieländern gegeben. Es ist eine weitere Besonderheit, dass diese Evaluation von zwei Ressorts gemeinsam getragen wurde, dem Bundesministerium für Familie, Senioren, Frauen und Jugend und dem Bundesministerium der Finanzen. Das groß angelegte Projekt begann im Herbst 2009. Seitdem haben Wissenschaftlerinnen und Wissenschaftler unterschiedlicher Disziplinen mit unterschiedlichen methodischen Herangehensweisen auf der Basis unterschiedlicher Daten in einer Reihe von Einzelstudien untersucht, wie gut die zentralen öffentlich finanzierten Leistungen familienpolitische Ziele voranbringen. Dabei wurden die Ziele, die der Evaluation zugrunde liegen, von der Politik vorgegeben. Auch dies hat einen gewissen Neuigkeitswert, da die deutsche Familienpolitik im Kontext der 'nachhaltigen Familienpolitik' (vergleiche zum Beispiel Ristau-Winkler 2005) erstmalig explizit ihren Zielkatalog definierte: Die evaluierten Ziele umfassten die Sicherung der wirtschaftlichen Stabilität von Familien, eine bessere Vereinbarkeit von Familie und Beruf, eine frühe Förderung von Kindern, die Erfüllung von Kinderwünschen und den Nachteilsausgleich zwischen den Familien. Die Evaluation untersuchte, inwiefern diese Ziele erreicht wurden (Effektivität), aber auch in welcher Relation die Zielerreichung zu dem damit verbundenen fiskalischen Aufwand steht (Effizienz). Damit wurde für Entscheidungsträger auf unterschiedlichen Ebenen und in unterschiedlichen Bereichen, welche mit Familienpolitik in Verbindung stehen, erstmalig eine empirisch begründete Basis für eine evidenzbasierte Weiterentwicklung der deutschen Familienpolitik geschaffen."     "Research shows that female participation rates are lower in suburbs than in urban areas. In this paper we explore the residential patterns of the gender division of family households at the level of the neighbourhood. We draw on national register data (SSB) to define various arrangements of the way in which parents with dependent children divide paid work. These household arrangements are plotted onto maps to sketch the geography of division of paid work in Amsterdam. Our findings show that family households with specific gender divisions of paid work tend to cluster in specific residential environments: (1) families who work with a traditional division of labour are concentrated in social-housing estates in neighbourhoods with high shares of non-Western minorities; (2) one-and-a-half earner families are clustered in the most suburban parts of the city; and (3) symmetrical and female-breadwinner households concentrate in central gentrification areas of the city." Die Zeitallokationsentscheidungen der Partner werden dabei unter Verwendung eines interdependenten Modells geschätzt, das die Simultanität und Endogenität der Entscheidungen berücksichtigt. Die Ergebnisse zeigen deutliche Unterschiede hinsichtlich des Einflusses der Zeitverwendung des Partners zwischen Männern und Frauen.     "Der Abschlussbericht fasst die Ergebnisse der 12 Forschungsmodule zusammen, die von über 70 Wissenschaftlerinnen und Wissenschaftlern aus unterschiedlichen Disziplinen in den letzten vier Jahren erarbeitet wurden.
    Die Gesamtevaluation untersuchte ab Herbst 2009 die Wirkung zentraler ehe- und familienbezogenen Leistungen auf vier familienpolitische Ziele: Vereinbarkeit von Familie und Beruf, Förderung und Wohlergehen von Kindern, Wirtschaftliche Stabilität von Familien und Nachteilsausgleich, Erfüllung von Kinderwünschen.
    Die Evaluation zeigt, dass eine gute Vereinbarkeit von Familie und Beruf ein zentraler Baustein ist, um auch die anderen familienpolitischen Ziele zu erreichen. Damit ist Vereinbarkeit der Dreh- und Angelpunkt einer wirksamen Familienpolitik. Zu den Leistungen mit den besten Wirkungen gehören die subventionierte Kinderbetreuung und das Elterngeld. Ohne die öffentlichen Gelder, die in die Kinderbetreuung fließen, wären 100.000 Mütter mit Kindern zwischen einem und drei Jahren nicht erwerbstätig.
    In Bezug auf das Elterngeld konnte nachgewiesen werden, dass es dazu führt, dass Väter mehr Zeit mit ihren Kindern verbringen. Beide Leistungen verringern das Armutsrisiko von Familien und stärken das Wohlergehen von Kindern, sie unterstützen zudem die Erfüllung von Kinderwünschen." (Autorenreferat, IAB-Doku)

There has been a strong debate about the direction of these changes, and the ways in which childcare services can alter the division of labor and promote gender equality. This paper deals with these issues by using fuzzy set ideal-type analysis to assess the conformity of childcare service provisions in European economies to Fraser's four ideal typical models: male breadwinner, caregiver parity, universal breadwinner, and universal caregiver. We find that there is resilience of traditional gender roles in the majority of European countries, while there are different variants of the universal breadwinner shaping different forms of childcare policies.     "This study builds on the long-standing theoretical interest in the importance of comparative advantages between partners for the division of paid labour in the family. It adopts a couple perspective on women's relative labour market participation by considering the role of educational heterogamy. Additionally, it takes account of the family life cycle by means of the presence of (young) children. The importance of these two factors for women's relative labour market participation is compared between Belgium and Sweden -- two European countries that share socio-economic features but differ regarding labour market and social policies relevant for gender equality and potential gains to specialization. Multinomial logistic diagonal reference models are used to analyse the pooled cross-sectional data of EU-SILC 2004 - 2008. Contrary to expectations, we find that comparative advantages between partners, as measured by educational heterogamy, are of only minor importance for determining the couple's division of paid labour in such diverse countries as Belgium and Sweden. Our results show that women's relative labour market participation is less education-driven in Sweden than in Belgium, and is more related to the life cycle effect of the presence of (young) children, confirming more egalitarianism and family friendliness in Scandinavia than in continental Europe." Treated employees work on average two hours less per week.     "The Prescott hypothesis that permanently higher marginal tax rates on labour income fully explain the decline in market hours worked in Europe (relative to North America) over three decades is subject to a theoretical investigation. The Prescott model consists of isolated economies that are not linked by international capital mobility or international exchange of goods. We study a two-country model with free international capital mobility. We find that imposing higher marginal labour tax rates in one country leads to international capital inflows into that country, which acts to counteract the negative employment effect of higher taxes. Market hours worked in the low marginal labour tax rate country fall with an increase in its net foreign assets. With identical preferences, total market hours worked are equalized across the two countries. With factor price equalization, the international equalization of hours worked result still holds with goods trade substituting for international capital mobility."     "Research on social inequality and the family has indicated that partners are relevant to individuals' labor market decisions. Unemployment is a particularly interesting issue in the partnership context because the ensuing loss of income may affect the entire family. Against this background, we examine how singles and couples differ in terms of unemployment duration and how a partner's income and labor market - related resources influence re-employment. Considering the gender and class differences in labor market participation, we are particularly interested in variations in partner support between men and women in differing economic circumstances. Using data from the German Socio-Economic Panel (GSOEP), we find that cohabitation accelerates re-employment, whereas marriage increases the prospect of reemployment only for men. More specifically, the partner's labor market resources facilitate re-employment. Although partner income has no effect in absolute terms, unemployed men and women who were formerly minor earners refrain from re-entering paid work. This pattern is more pronounced among low- and medium-income couples than among high-income families. Unemployment thus strengthens patterns of inequality both between and within couples." Here we investigate the impact of income taxation on partners' labour supply and housework, using data for France that taxes incomes of married couples jointly. We estimate a household utility model in which the marginal utilities of leisure and housework of both partners are modelled as random coefficients, depending on observed and unobserved characteristics. We conclude that both partners' market and housework hours are responsive to changes in the tax system. A policy simulation suggests that replacing joint taxation of married spouses' incomes with separate taxation would increase the husband's housework hours by 1.3% and reduce his labour supply by 0.8%.     "Increasing mothers' labor supply is a key policy challenge in many OECD countries. Germany recently introduced a generous parental benefit that allows for strong consumption smoothing after childbirth and, by taking into account opportunity costs of childbearing, incentivizes working women to become mothers and return to the labor force rapidly. Using a sharp regression discontinuity design, we estimate policy impacts for up to 5 years after childbirth and find significant and striking patterns. First, medium-run effects on mothers' employment probability are positive, significant and large, for some subgroups ranging up to 10 per cent. The effects are driven by gains in part-time but not full-time employment. We also find significant increases in working hours. Second, the probability of job continuity rises significantly, i.e. mothers return to their pre-childbirth employer at higher rates. Third, employers reward this return to work by raising job quality significantly and substantially. We argue that the policy generated a profound change in social norms: the new parental benefit defines an 'anchor', i.e. a societally preferred point in time at which mothers return to work after childbirth."     "Ein Ziel der Hartz IV Reformen im Jahr 2005 war eine stärkere Aktivierung von Personen, die bisher nicht am Arbeitsmarkt beteiligt waren. Bei Paarhaushalten wird somit ein 'adult worker' Modell angestrebt, bei dem beide Partner erwerbstätig sind und zum Haushaltseinkommen beitragen. Eine wichtige Hypothese unserer Studie ist jedoch, dass Vermittlungen in Programme der aktiven Arbeitsmarktpolitik, wie beispielsweise Trainingsmaßnahmen oder Arbeitsgelegenheiten, in der Praxis weiterhin die Arbeitsteilung im Haushalt replizieren, an die sich Paare gewöhnt haben. Die Ansichten von Sachbearbeitern in den Jobcentern sowie der ALG II Empfänger selbst hinsichtlich der Arbeitsteilung im Haushalt können den Prozess der Vermittlung in Programme der aktiven Arbeitsmarktpolitik beeinflussen. Wir bilden verschiedene Haushaltsklassifikationen basierend auf dem kumulativen Einkommen beider Partner während der zehn Jahre vor Beginn der Zeit als erwerbslose Leistungsbezieher. Wir vergleichen die Eintrittsraten in Programme der aktiven Arbeitsmarktpolitik zwischen Frauen in Haushalten mit einem vormaligen männlichen Hauptverdiener, in vormaligen Doppelverdienerhaushalten, in Haushalten ohne vormaligen Hauptverdiener, sowie in vormaligen weiblichen Hauptverdienerhaushalten. Unsere Analysen beruhen auf administrativen Daten, und wir wenden Methoden der Ereignisanalyse an. Die Ergebnisse zeigen, dass Vermittlungen in Maßnahmen der aktiven Arbeitsmarktpolitik in Westdeutschland tatsächlich die vormalige Arbeitsteilung im Haushalt replizieren. In Ostdeutschland werden Frauen in vormaligen männlichen Hauptverdiener Haushalten dagegen in einige Maßnahmen sogar vermehrt vermittelt verglichen mit Frauen aus Haushalten ohne vormals klare Arbeitsteilung." Was passiert mit männlichen Lebensentwürfen, so die Frage, wenn Männlichkeit, die bislang unauflöslich an Beruf und Erwerb gebunden war, durch prekäre Beschäftigungsverhältnisse verunsichert wird? Ist damit ein gesellschaftlicher Machtverlust des Mannes zu verzeichnen, oder gelingt es Männern trotz prekärer Erwerbsumstände, ihre dominante Geschlechterposition aufrechtzuerhalten? Mit unterschiedlichen familienpolitischen Maßnahmen setzt die Familienpolitik daran an, die Vereinbarkeit zu verbessern. In jüngster Vergangenheit wird in diesem Zusammenhang insbesondere die Arbeitsteilung zwischen den Geschlechtern fokussiert - dabei geht es primär um Mütter und Väter mit Kindern, die noch nicht schulpflichtig sind.
    Die familienwissenschaftliche Forschung hat zu diesem Thema bereits einige wichtige Analysen hervorgebracht - vielfach konnten jedoch detaillierte Analysen für einzelne Gruppen, d.h. Paar- und Haushaltskonstellationen nicht durchgeführt werden, da die Datenbasis dies nicht ermöglichte. Mit den vier Wellen des Datensatzes 'Familien in Deutschland' (FiD) sind detaillierte Analysen für Paare mit nicht schulpflichtigen Kindern möglich. Die in diesem Bericht zusammengestellten empirischen Untersuchungen veranschaulichen beispielhaft die mit den FiD-Daten in diesem Kontext möglichen Analysen. Dabei handelt es sich um bivariate und multivariate deskriptive Analysen, welche am Anfang tiefergehender Analysen stehen können und den an ähnlichen Fragestellungen interessierten Forschern aufzeigen sollen, welche Möglichkeiten die Daten geben. Darüber hinaus zeigen sie, wie sich die Paar- und Haushaltskonstellation nach Erwerbstätigkeit beider Partner differenziert darstellt.     "I consider how the availability of a personal computer at home changed employment for married women. I develop a theoretical model that motivates the empirical specifications. Using data from the US CPS from 1984 to 2003, I find that employment is 1.5 to 7 percentage points higher for women in households with a computer. The model predicts that the increase in employment is driven by higher wages. I find having a computer at home is associated with higher wages, and employment in more computer intensive occupations, which is consistent with the model. Decomposing the changes by educational attainment shows that both women with low levels of education (high school diploma or less) and women with the highest levels of education (Master's degree or more) have high returns from home computers."     "Background: Cross-national research suggests that married people have higher levels of well-being than cohabiting people. However, relationship quality has both positive and negative dimensions. Researchers have paid little attention to disagreements within cohabiting and married couples.
    Objective: This study aims to improve our understanding of the meaning of cohabitation by examining disagreements within marital and cohabiting relationships. We examine variations in couples' disagreements about housework, paid work and money by country and gender.
    Methods: The data come from the 2004 European Social Survey. We selected respondents living in a heterosexual couple relationship and aged between 18 and 45. In total, the study makes use of data from 22 European countries and 9,657 people. Given that our dependent variable was dichotomous, we estimated multilevel logit models, with (1) disagree and (0) never disagree.
    Results: We find that cohabitors had more disagreements about housework, the same disagreements about money, but fewer disagreements about paid work than did married people. These findings could not be explained by socio-economic or demographic measures, nor did we find gender or cross-country differences in the association between union status and conflict.
    Conclusions: Cohabiting couples have more disagreements about housework but fewer disagreements about paid work than married people. There are no gender or cross-country differences in these associations. The results provide further evidence that the meaning of cohabitation differs from that of marriage, and that this difference remains consistent across nations." (Author's abstract, IAB-Doku) ((en))

Using data from the 2000 US Census, I show that the hours worked by US-born couples, and by those foreign-born coming from countries with gender roles similar to the US, are significantly related to common bargaining power forces such as differences between spouses in age and non-labor income, controlling for both spouses' demographic and socioeconomic characteristics. Households whose culture of origin supports strict and unequal gender roles do not exhibit any association of these power factors with their labor supply decisions. This cultural asymmetry suggests that spousal attributes are assessed differently across couples within the US, and that how spouses make use of their outside opportunities and economic and institutional environment may depend on their ethnicities." In my analysis the frequency, specificity, and uncertainty level of the transaction, as well as normative and social beliefs, can facilitate or impede the household's decision to outsource. Monetary considerations, preferences, and government policies might moderate the effect of the transaction cost on this decision.     "The U.S. recession of 2007 - 2009 saw unemployment rates for men rise by significantly more than those for women, resulting in the downturn's characterization as a 'mancession'. This paper uses data from the Census Bureau's American Community Survey to reexamine gender-related dimensions of the 2007 - 2009 recession. Unlike most previous work, we analyze data that connects men's and women's employment status to that of their spouses. A difference-in-difference framework is used to characterize how labor-market outcomes for one spouse varied according to outcomes for the other. Results show that that employment rates of women whose husbands were non-employed rose significantly in the recession, while those for people in other situations held steady or fell -- consistent with the view that women took on additional bread-winning responsibilities to make up for lost income. However, probabilities of non-participation did not rise by more for men with working wives than they did for other men, casting doubt on ideas that men in this situation made weaker efforts to return to work because they could count on their wives' paychecks to support the household."     "Video recordings of couples in their everyday lives at home were used to study how supportive interactions relate to psychological well-being and experiences of job stress. Thirty dual-earner, middle-class, heterosexual couples with school-age children were videotaped in their homes over 4 days and completed self-report measures of depressive symptoms, trait neuroticism, and job stress. After isolating the specific instances of marital support in the video recordings, the support role assumed by each partner (recipient vs. provider) and the method of support initiation (solicitations vs. offers) in each interaction were coded. Actor-partner interdependence models (APIMs), which accounted for interdependence within couples, tested linkages between husbands' and wives' scores on the psychological well-being and job stress variables, and husbands' and wives' supportive behavior. Analyses suggested sex differences in the way that psychological well-being and job stress influence support transactions. Wives' depressive symptoms predicted more support received from husbands, due both to more support solicitations by wives as well as more support offers by husbands. However, for husbands, it was neuroticism that predicted support receipt -- both more solicitations (by husbands) and more offers (by wives). In addition, men married to women under greater job stress appeared to increase their unprompted offers of support to their wives, whereas wives did not appear to be similarly responsive to husbands' job stress. This study provides unique insights into couple support processes as they spontaneously unfold in everyday settings, and highlights the utility of naturalistic observation for better understanding social behavior in close relationships." Yet very few attempts have been made to operationalize cooperative models of labor supply for policy analysis. In this paper, we implement a Nash-bargaining model with external threat points (divorce) into the microsimulation of tax-benefit policy reforms in France. The observation of divorced individuals is used to predict outside options and (some) of the preferences for individuals living in couples. Benchmark simulations are conducted in a way that guarantees consistency with the Nash bargaining setting, regularity conditions and observed behavior.     "Background - Fertility research often uses data from women only. This can bias the results if the effects of education and occupation on fertility are dependent upon the characteristics of the male partner. Using retrospective life-course information from both partners, this study examines the effects of educational and occupational characteristics on the transition to a first childbirth.
    Objective - The objective is to examine how the respective earning potential and career dynamics of the male and the female partners in couples influenced the timing of their entry into parenthood from 1960 to 2009 in the Netherlands, as well as the extent to which the characteristics of the two partners were interdependent in terms of their influence on the transition to a first birth.
    Methods - Using couple-period data from four pooled cross-sectional waves (1998-2009) of the Family Survey of the Dutch Population, discrete time event history models accounting for unobserved heterogeneity at the couple level are estimated to predict the birth of the first child, starting from the moment couples started living together.
    Results - The results show that a high earning potential of the female partner (based on her educational attainment, the status of her first job, and whether she is in full-time work or has supervisory responsibilities) has delaying effects on her transition to a first childbirth. With regard to the male partner, the only significant predictors of the entry into parenthood are educational attainment and working hours, and there is no evidence of an interdependence of the partners. The comparison of effects over time indicates that the female partner's higher earning potential has become a stronger predictor of delayed parenthood over time, while a positive effect for the male partner's higher earning potential is seen only up to 1990.
    Conclusions - The results suggest that the educational and occupational characteristics and the labor market participation of the female partner are stronger determinants of first-birth timing than the characteristics of the male partner." (Author's abstract, IAB-Doku) ((en))

    "The 'unitary household' lives on in policymakers' assumptions about couples sharing their finances. Yet financial autonomy is seen as a key issue in gender relations, particularly for women. This article draws on evidence from semi-structured individual interviews with men and women in thirty low-/moderate-income couples in Britain. The interviews explored whether financial autonomy had any meaning to these individuals; and, if so, to what extent this was gendered in the sense of there being differences in men's and women's understanding of it. We develop a framework for the investigation of financial autonomy, involving several dimensions: achieving economic independence, having privacy in one's financial affairs and exercising agency in relation to household and/or personal spending. We argue that financial autonomy is a relevant issue for low-/moderate-income couples, and that women are more conscious of tensions between financial togetherness and autonomy due to their greater responsibility for managing togetherness and lower likelihood of achieving financial independence. Policymakers should therefore not discount the aspirations of women in particular for financial autonomy, even in low-/moderate-income couples where there remain significant obstacles to achieving this. Yet plans for welfare reform that rely on means testing and ignore intra-household dynamics in relation to family finances threaten to exacerbate these obstacles and reinforce a unitary family model."     "We examine causes and consequences of relative income within households. We establish that gender identity - in particular, an aversion to the wife earning more than the husband - impacts marriage formation, the wife's labor force participation, the wife's income conditional on working, marriage satisfaction, likelihood of divorce, and the division of home production. The distribution of the share of household income earned by the wife exhibits a sharp cliff at 0.5, which suggests that a couple is less willing to match if her income exceeds his. Within marriage markets, when a randomly chosen woman becomes more likely to earn more than a randomly chosen man, marriage rates decline. Within couples, if the wife's potential income (based on her demographics) is likely to exceed the husband's, the wife is less likely to be in the labor force and earns less than her potential if she does work. Couples where the wife earns more than the husband are less satisfied with their marriage and are more likely to divorce.     "Im Rahmen der Gesamtevaluation der ehe- und familienbezogenen Leistungen und Maßnahmen in Deutschland wurde das Zentrum für Europäische Wirtschaftsforschung (ZEW) Mannheim beauftragt, eine Wirkungsanalyse für eine Gruppe zentraler ehe- und familienbezogener Leistungen und Maßnahmen durchzuführen (Modul 'Zentrale Leistungen'). Die untersuchten ehe- und familienbezogenen Leistungen decken das gesamte Spektrum der Unterstützungsformen ab:
    - Steuerliche Leistungen: Kinderfreibeträge, Ehegattensplitting, Entlastungsbetrag für Alleinerziehende, Absetzbarkeit von Kinderbetreuungskosten
    - Leistungen in den Sozialversicherungen: beitragsfreie Mitversicherung von Ehepartnern in der gesetzlichen Kranken- und Pflegeversicherung, ermäßigter Beitrag zur Pflegeversicherung, erhöhter Leistungssatz beim Arbeitslosengeld I
    - Monetäre Transfers: Kindergeld, Kinderzuschlag, kindbezogene Anteile bei ALG II und Wohngeld, Unterhaltsvorschuss, Elterngeld
    - Realtransfers: subventionierte Kinderbetreuungsangebote.
    Die Wirkungen der Leistungen und Maßnahmen werden mit dem ZEW-Mikrosimulationsmodell auf Basis der repräsentativen Haushaltsstichprobe des Sozio-oekonomischen Panels (SOEP) untersucht. Im Fokus stehen die drei familienpolitischen Ziele der wirtschaftlichen Stabilität und sozialen Teilhabe von Familien, der Vereinbarkeit von Familie und Beruf und des Nachteilsausgleichs zwischen unterschiedlichen Familientypen - es wird also untersucht, welchen Familien die Leistungen und Maßnahmen in besonderem Maße zugutekommen. Die Wirkungsanalyse berücksichtigt die zahlreichen Interaktionen im Steuer-Transfer-System und die von den Leistungen und Maßnahmen bewirkten Reaktionen im Erwerbsverhalten. Die Interaktionen und Verhaltenswirkungen haben auch Folgen für die fiskalische Bewertung der Leistungen und Maßnahmen. Die effektiven Kosten einer Leistung unterscheiden sich dadurch von den in den staatlichen Haushalten ausgewiesenen Werten.     "This study analyses the labour market participation of married immigrant and married majority women in Norway over the period 1995 - 2005. Panel data from several public register databases of the population of married women (N = 54,619) in Norway are used. The purpose of the present study is to examine the extent to which women's labour market participation is affected by the labour market resources of their husbands, and if these influences differ for majority women and immigrant women. The result shows that the husbands' employment status and earnings have a positive effect on the wives' employment probabilities. However, this effect gets smaller after controlling for the unobserved stable characteristics of the women. But for women of Iranian, Iraqi or Vietnamese origin, the effect holds even after controlling for the women's unobserved stable characteristics. However, for the other country groups, including women from the majority, the husbands' labour market resources seem to be a less important factor determining whether or not the women participate in paid labour."     "We address the issue of men's lagged adaptation to the ongoing revolution of women's roles. This article proposes a multiple equilibrium approach and shows how modes of couple specialization cluster around qualitatively distinct logics. We identify a traditional, egalitarian, and 'unstable' equilibrium. Theory posits that stable equilibria rest on strong normative abidance, and yield more equitable outcomes. In contrast, unstable equilibria are likely to exhibit inequitable behaviour. The latter, we believe, are a transitional feature in the historical shift away from traditional gender roles. Our exploration is based on time-use data for three countries that represent different stages in the revolution of women's roles: Britain, Denmark, and Spain. Our findings suggest that the consolidation of an egalitarian equilibrium, as is the case for Denmark, is associated with more homogeneity and gender equity in the division of labour. In Spain, the traditional equilibrium is still predominant. In Britain, the erosion of traditional specialization has not yet been met with a strong egalitarian alternative, as is manifested in the prevalence of 'unstable equilibrium' behaviour."     "Die Analyse zerlegt mit einem 'unobserved-component'-Ansatz die Arbeitslosenrate in eine (stochastische) Trendkomponente und eine zyklische Komponente und schätzt deren Einfluss auf die Erwerbspartizipation. Die persistente Trendkomponente, die dauerhafte Reaktionen der Erwerbspersonen erfasst, bildet den 'discouragement effect' ab. Die zyklische Komponente stellt die mehr wechselhaften Veränderungen dar. Sie wird als Ausdruck des 'added worker effects' aufgefasst. Die Aufteilung des Partizipationseffektes als Folge von Änderungen in der Arbeitslosigkeit unterscheidet unsere Analyse erheblich von bisherigen Studien, die entweder den Nettoeffekt aus 'discouragement' und 'added worker effect' untersuchten oder nur einen einzelnen Effekt darstellten. Die Ergebnisse belegen für die Erwerbsbevölkerung insgesamt, dass 'discouragement' und 'added worker effect' gleichzeitig auftreten können. Disaggregierte Analysen ergaben, dass vor allem Ältere von 'discouragement' betroffen sind, während bei Frauen im mittleren und jüngerem Alter insbesondere der 'added worker effect' zu finden ist. Nachdem viele OECD-Länder vor dem Problem einer alternden Bevölkerung stehen und zugleich die Frauenerwerbsbeteiligung zunimmt, dürften diese alters- und geschlechtsspezifischen Resultate besonders wichtig sein."     "Die Vorstellung, dass das Lohneinkommen des Mannes ausreichen soll, eine Familie zu ernähren, hat in westlichen Industriegesellschaften, unterstützt durch Sozialpartner und den Sozialstaat, eine lange Tradition. Das entsprechende Familienmodell mit männlichem Familienernährer und weiblicher Hausfrau hat jedoch im wiedervereinigten Deutschland aus sozialen wie wirtschaftlichen Gründen an Bedeutung verloren. Gleichwohl wirkt die traditionelle Ernährernorm auf dem Arbeitsmarkt durch hohe geschlechtsspezifische Lohnlücken fort. Der Beitrag beleuchtet die historische Entwicklung der Vorstellungen von einem sogenannten Familienlohn in Deutschland von den Anfängen im 19. Jahrhundert bis hin zu den noch heute relevanten sozialstaatlichen Regelungen in Form eines Familienlasten- und -leistungsausgleichs. Weiter wird problematisiert, inwieweit das neue politisch propagierte Leitbild universeller Erwerbstätigkeit geschlechtsspezifische Arbeitsmarktstrukturen und veränderte Familienerwerbsmuster, wie etwa weibliche Familienernährerinnen, berücksichtigt.     "Die Erforschung arbeitsteiliger Prozesse zwischen Männern und Frauen aus dynamischer Perspektive gewinnt zunehmend an Bedeutung. Der Übergang zur Elternschaft stellt hier eine Schlüsselphase im Beziehungsverlauf von Paaren dar. Dieser Beitrag fasst den Stand der Forschung aus der Perspektive des Lebensverlaufs zusammen und reflektiert die Bedeutung geschlechtsspezifischer Sozialisationserfahrungen für die Veränderung und Verfestigung von geschlechtsspezifischen Arbeitsteilungsarrangements auf Basis aktueller Forschungsergebnisse. Das Gesamtbild nur geringfügig veränderter Geschlechterrollenarrangements ist zumindest teilweise darauf zurückzuführen, dass anfänglich geschlechteregalitäre Formen der Aufteilung von Erwerbs- und Hausarbeit im Beziehungsverlauf zugunsten geschlechterdivergenter Arbeitsformen aufgegeben werden. Junge Paare gehen sozusagen - bezogen auf die Realisierung egalitärer Geschlechterideale - zunächst zwei Schritte vor, im Beziehungsverlauf jedoch eineinhalb Schritte wieder zurück.     "This paper empirically examines the effect on couples' labour supply of a universal at-birth cash benefit and a government subsidy equal to 50% of child care expenditure for working parents. The method is first to simulate the effects on labour supply over the adult lifecycle using a calibrated dynamic utility maximisation model of a representative couple, using data drawn from waves of a longitudinal survey for Australia. Then using the same data, the effect of family benefits and the child care subsidy on couples' hours worked is econometrically estimated. The 50% child care subsidy was found to increase the average couple's labour supply by the equivalent of 0.75 to 1 h per week whilst children are of pre-school age, and less on average over the couple's working lifetime. Ihr Beitrag zum gemeinsamen Verdienst lag im Jahr 2011 bei 30 Prozent, was einem Zuwachs von drei Prozentpunkten gegenüber dem Jahr 2000 entspricht. Dies zeigen aktuelle Berechnungen des DIW Berlin auf Grundlage von Daten des Sozio-oekonomischen Panels (SOEP). Ein wichtiger Grund für diese Entwicklung ist der zunehmende Wechsel von Frauen aus Nichterwerbstätigkeit in Teilzeitarbeit und geringfügige Beschäftigung, vor allem in Westdeutschland. In Ostdeutschland beträgt der Anteil, den Frauen zum gemeinsamen Verdienst leisten, sogar nahezu 40 Prozent.     "Aufgrund der Ausweitung von Niedriglöhnen und anhaltender Unterbeschäftigung kann Armut nicht mehr als ein gesellschaftliches Randphänomen angesehen werden. So ist fast jeder vierte Bremer beziehungsweise jede vierte Bremerin von Armut bedroht. Armut kann dabei nur im Haushaltszusammenhang angemessen nachvollzogen werden und ergibt sich aus der Relation von Einkommen und Bedarf. Daher spielen Veränderungen im Haushaltszusammenhang und der Wandel von Erwerbsmustern in Familien bei der Armutsvermeidung eine zentrale Rolle. Das lange Zeit dominierende Ernährermodell, das allein auf der Beschäftigung eines - zumeist männlichen - Ernährers im Normalarbeitsverhältnis basiert, verschwindet immer mehr. Da ein einzelner Ernährer den notwendigen Familienlohn nicht mehr verdienen kann, wird die Erwerbstätigkeit beider Partner zu einer wichtigen Kompensationsstrategie.     "This article is concerned with the implications of different state strategies in the area of family policy for mothers' autonomy, which I conceptualize as their freedom to choose between employment and homemaking as alternative means of self-fulfillment and economic independence. Using data on 15 OECD countries from the International Social Survey Program, I examine cross-national variation in 'the gap' between mothers' work-family orientations and employment trajectories. Cross-national variation in support for mothers' choice to work, mothers' choice to stay at home, or mothers' life-course flexibility differs from the broad picture suggest by previous research. Specifically, in contrast to suggestions that the well-developed childcare-related provisions in the Scandinavian countries and Belgium and France offer uniquely strong support for mothers' choice to work, I find that the large majority of countries (13 out of 15) offer at least moderately strong support for 'work-centered' mothers' choice or autonomy. In addition, I find that actual levels of labor force involvement exceeded ideals among the majority of 'home-centered' mothers in 7 out of 15 countries.     "Are macro-economists mistaken in ignoring bargaining between spouses? This article argues that models of intra-household allocation could be useful for understanding aggregate labour supply trends in the U.S. since the 1970s. A simple calculation suggests that the standard model without bargaining predicts a 19% decline in married-male labour supply in response to the narrowing of the gender gap in wages since the 1970s. However married-men's paid labour remained stationary over the period from the mid 1970s to the recession of 2001. This article develops and calibrates to U.S. time-use survey data a model of marital bargaining in which time allocations are determined jointly with equilibrium marriage and divorce rates. The results suggest that bargaining effects raised married-men's labour supply by about 2.1 weekly hours over the period, and reduced that of married women by 2.7 hours. Bargaining therefore has a relatively small impact on aggregate labour supply, but is critical for trends in female labour supply.     "I examine if employment protection affects parental childcare. I find that a softer employment protection has a substantial effect on how parents use and divide paid childcare between them. The identification relies on a reform that made it easier for employers in Sweden to dismiss workers in small firms. I estimate that a softer employment protection reduces the total days of parental childcare in targeted firms, measured as total days of parental leave or temporary parental leave. Both a sorting effect and a behavioral effect can explain the reduced childcare. I also find evidence of a redistribution effect of paid parental childcare within households if only one partner was affected by the reform. Die Broschüre 'Familienernährerinnen auf dem Arbeitsmarkt' bietet vertiefte Informationen über die Arbeitssituation von Familienernährerinnen und über Branchen, in denen sie beschäftigt sind.
    Familienernährerinnen verteilen sich sehr unterschiedlich auf die einzelnen Branchen. In einigen Branchen sind sie stärker vertreten, in einigen schwächer. Jede fünfte Familienernährerin (20,6 Prozent) ist im Gesundheits- und Sozialwesen, z.B. im Krankenhaus oder in einer Arztpraxis, abhängig beschäftigt. Die zweitgrößte Gruppe an Frauen, die die finanzielle Hauptverantwortung für ihre Familie tragen übt ihren Beruf im Bereich Erziehung und Unterricht aus (11,2 Prozent).     "This study examines the importance of prenatal characteristics of men and women in couples for how they change their time spent on housework and paid work after the transition to parenthood. We focus on both partners' earnings and gender role attitudes as explanatory factors. Previous research explored the importance of women's relative income and both partners' gender role attitudes for the extent to which the division of labour becomes more traditional among new parents. We extend this literature by including women's absolute earnings, which may be crucial given the very high costs of formal childcare in Britain. The statistical analysis of 310 couples is based on 16 waves of the British Household Panel Survey (1992 - 2007) and applies OLS models with Heckman selection correction. The findings suggest that higher absolute wages and more egalitarian attitudes of women before motherhood reduce the shift towards a more traditional division of labour after couples have their first child.     "Mit dem Mauerfall Ende der 1980er-Jahre trafen mit BRD und DDR zwei Gesellschaftssysteme aufeinander, deren jeweilige Familienpolitiken an gegensätzlichen Leitlinien orientiert waren. Während in der DDR die Vollzeiterwerbstätigkeit von Müttern auch mit Kleinkindern selbstverständlich war und durch politische Maßnahmen umfassend unterstützt wurde, galt die Erwerbsbeteiligung von Müttern in der BRD als problematisch. Nach der Wiedervereinigung 1990 wurden im Wesentlichen die in Westdeutschland geltenden familien- und sozialpolitischen Regelungen auf Ostdeutschland übertragen. Zugleich blieb jedoch die in Ostdeutschland vorhandene flächendeckende Betreuungsinfrastruktur in weiten Teilen erhalten. Der Beitrag beschäftigt sich mit dem strukturellen Wandel der Erwerbsarrangements von Eltern in Ost- und Westdeutschland seit der Wiedervereinigung und dem Einfluss der Erwerbsarrangements auf das Wohlbefinden von Müttern und Vätern. Auf Basis von Mikrozensusdaten wird gezeigt, dass die Zunahme von semi-traditionellen Arrangements und der Rückgang von egalitären Erwerbskonstellationen beiden Teilen Deutschlands gemeinsam sind. Jedoch arbeiten ostdeutsche Eltern noch immer zu größeren Anteilen egalitär und das Alter des jüngsten Kindes ist weniger bedeutsam für den Erwerbstyp. Weiterhin zeigen Analysen auf Basis der DJI-Studie 'Aufwachsen in Deutschland' (AID:A), dass weder das Wohlbefinden noch die Belastungen in der Familie in einem systematischen Zusammenhang mit dem praktizierten Erwerbsarrangement stehen. Diese Rahmung durch strukturelle Faktoren und gesellschaftliche Leitbilder beeinflusst die Vereinbarkeit von Familie und Beruf, ebenso wie sie Einfluss auf den Familienalltag und das Wohlbefinden in der jeweiligen Lebenssituation haben kann. Ein Beispiel par excellence für den Einfluss gesellschaftlicher Rahmenbedingungen auf die Erwerbsbeteiligung von Eltern ist Deutschland. Als Ende der 1980er Jahre die Mauer fiel, trafen mit 'BRD' und 'DDR' zwei Gesellschaften mit sehr unterschiedlichen familienpolitischen Ausrichtungen aufeinander. Im Prozess der Wiedervereinigung wurde das westdeutsche sozial- und familienpolitische System auf Ostdeutschland übertragen. Der vorliegende Beitrag geht den Fragen nach, wie sich die Erwerbsmuster von Eltern in Ost und West in den letzten zwei Dekaden entwickelt haben und wie sich das Wohlbefinden von Müttern und Vätern in Hinblick auf Arbeitsteilung und Familie in den beiden Regionen Deutschlands heute darstellt."     "What determines life satisfaction and happiness? How do we value our social situation and immediate surroundings? How has this changed with the economic crisis? For the third wave of the European Quality of Life survey, 35,500 Europeans in all EU Member States were interviewed, in an effort to gain insights to these questions. This overview report presents findings and trends and shows that the impacts of the recession are indeed noticeable and measurable in some areas, while in others there are more long-term developments to be observed. While overall life satisfaction levels have not changed much, optimism about the future and trust in institutions have declined markedly in those countries most affected by the downturn. And groups that were already vulnerable - the long-term unemployed, older people in central and eastern Europe and single parents - report the highest levels of material deprivation and dissatisfaction with their life situation."     "In this paper we examine the link between wage inequality and consumption inequality using a life cycle model that incorporates household consumption and family labor supply decisions. We derive analytical expressions based on approximations for the dynamics of consumption, hours, and earnings of two earners in the presence of correlated wage shocks, non-separability and asset accumulation decisions. We show how the model can be estimated and identified using panel data for hours, earnings, assets and consumption. We focus on the importance of family labour supply as an insurance mechanism to wage shocks and find strong evidence of smoothing of males and females permanent shocks to wages.     "Purpose - The purpose of this paper is to develop a typology of different family policy systems in Europe and evaluate their impact on the employment strategy of mothers with care responsibilities for dependent children.
    Design/methodology/approach - The paper outlines a typology of family policy regimes in Europe - covering the 26 countries. A typology based on a cluster analysis of macro indicators of family policy - coverage of childcare, effective parental leave and spending on family policies. The cluster analysis is based on data from OECD family data base. Then follows an analysis of the impact of the different family policy regimes on mothers' employment strategies when they return into gainful employment, based on data from the European Social Survey, 2008.
    Findings - The authors have identified four different family policy models: extensive family policy, long parental leave, family care, and cash for care. For each of the models, different strategies are found for take up of employment for mothers with dependent children.
    Originality/value - The paper includes 26 European countries, thereby covering the East and Central Europe, which is not the case in most welfare typologies. This paper draws together studies using time use data from Australia, USA, France, Italy and Denmark to show change and continuity in Australian fathers' time over the period 1992 - 2006, and how they currently compare with fathers in the other countries. It discusses the policy context of each country, which may inform fathering norms and behavior, and looks at their employment time, their housework, the specific childcare activities they undertake, and how they share childcare with mothers in relative terms. The research shows gender disparities remain wide, but despite long work hours, Australian fathers are high care participants in world terms, their childcare time is going up, and they are increasing their repertoire of care activities."     "This paper investigates labor supply and redistributive effects of in-work benefits for Italian married couples using a tax-benefit microsimulation model and a multi-sectoral discrete choice model of labor supply. We consider two in-work benefit schemes following the key principles of the Earned Income Tax Credit (EITC) and the Working Tax Credit (WTC) existing in the US and the UK, respectively. The standard design of these in-work benefits is however augmented with a new benefit premium for two-earner households in order to overcome the well-known disincentive effects that these welfare instruments may generate on secondary earners. In simulation, the proposed in-work benefits are financed through the abolition of Italian family allowances for dependent employees and contingent workers thus ensuring tax revenue neutrality. We show that our EITC and WTC reforms have strong positive effects on labor supply of wives, weak negative effects on labor supply of husbands, and strong positive effects on equity. The EITC is more effective than the WTC in boosting employment of wives, while the WTC is more effective than the EITC in fighting poverty. In both schemes, the trade-off between labor supply incentives and redistributive effects is crucially related to the new benefit premium for two-earner households. Other things being equal, tax revenue neutrality implies that a higher value of this policy coefficient yields stronger incentive effects and weaker redistributive effects." The analysis uses the sample of couples from the British Household Panel Survey and distinguishes between types of displacements. Results show that couples in which the husband experiences a job loss are more likely to divorce. Redundancies have small, positive, often insignificant and short-lived effects while dismissals and temporary job endings have larger positive impacts. This is consistent with the interpretation of redundancies as capturing negative income shocks while other types of job loss also convey new information about potential future earnings and match quality."     "In this paper, we estimate income- and substitution- labour supply and participation elasticities for Canadian married women using data from the Survey of Labour and Income Dynamics 1996-2005. We use the Canadian Tax and Credit Simulator (CTaCS) and detailed information on the structure of income at the household level to compute the marginal tax rates faced by each individual. We then use these marginal tax rates to compute net own-wage, spouse-wage, and non-labour income. We show how the magnitude of the estimated elasticities varies depending on whether net or gross wages and income are used in the estimation procedure, and quantify biases caused by using average instead of marginal tax rates. Finally, because marginal tax rates vary significantly over the sample, we use quantile regressions to compare elasticities at different points of the hours distribution. Overall, our results show that public policies now have, on average, less scope for influencing hours of work than 10 years ago. Consequently, many countries exert effort to promote a more gender equal division of parental leave. Indeed, the last decades have seen an increase in fathers' take-up of parental leave benefits, but the gender earnings gap has remained fairly constant. In this paper we re-evaluate the labour supply responses of both mothers and fathers to three major reforms in the Swedish parental leave system, recognizing that take up of paid parental leave might not fully reflect actual time off from work in a system where job-protection exceeds paid leave. We find that both mothers and fathers decreased their labour supply to the same extent as a response to an increase in paid parental leave without gender restrictions.     Das lange für (West-)Deutschland charakteristische männliche Familienernährermodell war mit der Herausbildung polarisierter Geschlechterbilder verknüpft: Wurde das Leitbild des Mannes dadurch bestimmt, dass er durch Erwerbsarbeit den Lebensunterhalt der Familie erwirtschaftete, dominierte die Zuständigkeit für Fürsorge und Hausarbeit das Bild der Frau. Doch dies ist längst nicht mehr für alle Familien Realität: Inzwischen erwirtschaftet in Deutschland in jedem fünften Familienhaushalt eine Frau den überwiegenden Teil des Haushaltseinkommens und trägt als "Familienernährerin" die finanzielle Hauptverantwortung für ihre Familie. Die Autorinnen gehen in dieser Studie den Lebensrealitäten westdeutscher Familienernährerinnen detailliert nach. Gestützt auf umfangreiche empirische Analysen machen sie deutlich, dass Frauen ihre Familien überwiegend unter schwierigen Bedingungen "ernähren" und sich mit Arbeitsmarktstrukturen und Rollenbildern konfrontiert finden, die Frauen nach wie vor die Verantwortung für Haus- und Familienarbeit zuschreiben und sie auf dem Arbeitsmarkt nur als Zuverdienende sehen. Die Folge ist oft eine "Prekarität im Lebenszusammenhang" nur für wenige Frauen bzw. Paare entfalten sich mit dem "Rollentausch" emanzipatorische Potenziale.

    Die Erosion des männlichen Familienernährermodells ist bereits seit Jahren in der wissenschafltichen Diskussion. Auch die eigenständige Existenzsicherung von Frauen wird zunehmend als Ziel europäischer und deutscher Politik thematisiert. Frauen, die aus ihrem Einkommen ihre Familien ernähren, standen in Deutschland aber bisher nicht im Fokus. Unsere Studie hat daher in vieler Hinsicht explorativen Charakter. Wir haben untersucht, wie viele Familienernährerinnen es gibt, wie sie dazu geworden sind und wie sie über diesen Status denken, unter welchen Bedingungen sie leben, arbeiten und Kinder erziehen und ob sich die häusliche Arbeitsteilung verändert hat. Dazu haben wir quantitative und qualitative Methoden kombiniert. Eine Auswertung von Daten des Sozio-oekonomischen Panels ist an anderer Stelle erschienen.     "Dieser Beitrag geht der Frage nach, ob das Fernpendeln zwischen Wohn- und Arbeitsort die Trennungswahrscheinlichkeit von Paaren erhöht. Die Analyse erfolgt auf Paarebene und innerhalb eines Kontrastgruppendesigns mit Befragten aus Ost- und Westdeutschland. Sowohl verheiratete als auch unverheiratete Paare werden untersucht, wobei verschiedene räumliche Haushaltsarrangements berücksichtigt werden. Die Daten stammen aus Zufallsstichproben, die im Rahmen einer dreijährigen Panelstudie in einer ostdeutschen und einer westdeutschen Stadt erhoben wurden. Untersucht wird die Paarbeziehungs-, Wohn- und Arbeitsgeschichte von 890 Paaren. Diskrete Ereignisdatenmodelle zeigen, dass das Fernpendeln zum Arbeitsplatz das Trennungsrisiko von Paaren signifikant erhöht, wenn die Frau pendelt, nicht jedoch wenn der Mann pendelt. In der westdeutschen Teilstichprobe hat die Vollzeiterwerbstätigkeit von Frauen an sich bereits einen negativen Effekt auf die Partnerschaftsstabilität. In der ostdeutschen Teilstichprobe erhöht nicht die Vollzeiterwerbstätigkeit, sondern das Pendeln über große Entfernungen das Trennungsrisiko signifikant. Weitere Analysen zeigen, dass die negativen Effekte erwerbsbezogener Pendelmobilität von Frauen in verschiedenen Erwerbs- und Haushaltskonstellationen von Paaren nachweisbar sind." Despite the significant effect on marriage timing, labor market conditions experienced in youth do not affect the probability that a woman will marry by the age of 30. Sowohl die deskriptiven Analysen als auch gepoolte OLS Einkommensregressionen zeigen einen negativen Einfluss der Hausarbeitszeit auf die Einkommen der Selbständigen auf.     "Background - Economic uncertainty has become an increasingly important factor in explanations of declining fertility and postponed family formation across Europe. Yet the micro-level evidence on this topic is still limited.
    Objective - This special collection of Demographic Research focuses on the issue of how economic and employment uncertainties relate to fertility and family dynamics in Europe.
    Methods - The collection is comprised of studies that explore how various dimensions of employment uncertainty, such as temporary working contracts and individual and aggregate unemployment, are related to the fertility and family formation of women and men across Europe. The studies cover Germany, the UK, France, Russia, Estonia, Sweden, Italy, Spain, and Israel.
    Results - The various micro-level studies that are assembled in this special collection do not provide a simple answer to the question of whether and how economic uncertainty suppresses (or stimulates) fertility. However, some systematic variation by welfare state regime is discernable.
    Conclusions - Given the recent economic volatility in Europe, we expect that labor market uncertainties will remain an important component of explanations of fertility developments in the 21st century." (Author's abstract, IAB-Doku) ((en))

    Abstract

    "Over recent decades, the rise in female labor market participation and the increase in “atypical” employment arrangements have brought about a steady decline intraditional “male breadwinner” households and an increasing number of dual-earner households. Against this backdrop, the present paper investigates how different household contexts—ranging from traditional “male breadwinner” households to those challenging this model through joint contributions to household income—affect household members ’ subjective evaluations of the justice of their personal income. In the first step, we derive three criteria used by individuals to evaluate the justice of personal earnings: compensation for services rendered, coverage of basic needs, and the opportunity to earn social approval. In the second step, we apply considerations from household economics and new approaches from gender research to explain why men's and women's evaluations of justice are determined to a considerable degree by the specific situation within their household. The assumptions derived regarding gender-specific patterns in justice attitudes are then tested on longitudinal data from the German Socio-Economic Panel Study (SOEP). The results support our central thesis that dual-earner households both reinforce and undermine gender-specific patterns in the evaluation of personal earnings. These patterns are undermined because women in dual-income households tend to have higher income expectations that challenge the existing gender wage gap. At the same time, gender-specific patterns are reinforced because men evaluate the justice of their personal income in relation to their ability to fulfill traditional gender norms."     Abstract

    "This paper clarifies how families cope with the unemployment of the husband. The following things have become clear as a result of the annual Japanese Panel Survey of Consumers carried out on a nationwide scale since 1993. (1) There is a relationship between the socioeconomic status of the husband and unemployment. (2) The husband's income decreases as a result of unemployment, but there is no major change in the monthly expenditure on living costs. There is less leeway in the household budget, so the family copes by reducing the amount put aside as savings each month, or by reaching into its savings. (3) There are wives who get a job outside the home or increase their working hours, but the amount of time that the husband spends on housework or childcare does not increase a great deal. There is no major change in the division of labor by gender rote between husband and wife as a result of the husband's unemployment. Family life is maintained in the short term with the wife shouldering the burden of paid employment, housework and childcare, but in the long term there is a possibility that it can lead to conflict between husband and wife."
