"Die vom Bundesinstitut für Berufsbildung (BIBB) in Kooperation mit der Bundesanstalt für Arbeitsschutz und Arbeitsmedizin (BAuA) durchgeführte BIBB/BAuA-Erwerbstätigenbefragung 2012 ist die sechste Welle der seit 1978 in regelmäßigen Abständen durchgeführten Erwerbstätigenbefragungen (bis zur vierten Welle in Kooperation mit dem Institut für Arbeitsmarkt- und Berufsforschung als BIBB/IAB). Ziel dieser Befragungen ist die Beschreibung der sich kontinuierlich verändernden Arbeitswelt. Dabei stehen Fragen zum Arbeitsplatz (Tätigkeitsschwerpunkte, Anforderungsniveau, Kenntnisanforderungen, Arbeitsanforderungen, Weiterbildungsbedarf, Arbeitsbedingungen, Arbeitsbelastungen usw.) und Fragen zu Beanspruchung und gesundheitlichen Beschwerden im Fokus der Befragung. Die BAuA ist seit der Befragungswelle 1999 als Projektpartner involviert und gestaltet insbesondere die arbeitsbelastungs- und -beanspruchungsorientierten Fragenteile, sowie Fragen zu gesundheitlichen Beschwerden." "Working time arrangements determine, to a large extent, the successful balancing of work and family life. This study investigates the role of working time preferences and hours mismatch for well-being among couples. The empirical evidence indicates that well-being is generally lower among those with working time mismatch. Particularly underemployment is detrimental for well-being. We further provide first evidence on spillovers from the partner's working time mismatch that are, however, no longer significant once we control for the partner's well-being. Das Gutachten untersucht den möglichen Beitrag neuer, flexibler Arbeitsformen und Arbeitszeitmodelle für die Vereinbarkeit von Erwerbstätigkeit und persönlicher Lebensführung in den verschiedenen Lebensphasen. Zunächst werden die zentralen Entwicklungen der Erwerbsarbeit der vergangenen Jahre dargestellt und auf ihre Implikationen für die Beschäftigten untersucht. Anschließend werden ausgewählte Modelle zur flexiblen Arbeitszeitgestaltung aufgearbeitet und politische Maßnahmen diskutiert, die den Prozess einer Arbeitszeitflexibilisierung und einer allgemeinen Arbeitszeitverkürzung begleiten können (Telearbeit, Arbeitszeitkonto). Schließlich werden ausgewählte Formen der lohn- und einkommenspolitischen Flankierung dieses Prozesses untersucht. "Working part-time is frequently considered a viable strategy for employees to better combine work and non-work responsibilities. The present study examines differences in satisfaction with work-family balance (SWFB) among professional and non-professional part-time service sector employees in five western European countries. Part-time employees were found to be more SWFB than full-time employees even after taking varying demands and resources into account. However, there are important differences among the part-timers. Employees in marginal part-time employment with considerably reduced working hours were the most satisfied. Professionals were found to profit less from reduced working hours and experienced lower levels of SWFB than non-professionals. "Ziel der Studie war es, die Muster familiär begründeter Berufsausstiege und Wiedereinstiege von Hochschulabsolvent(inn)en und die sich daraus ergebenden Auswirkungen für die weitere Karriereentwicklung besser zu verstehen. In der bisherigen Forschung über Karrierewege von Frauen wurden Akademikerinnen als eine besondere Gruppe identifiziert. Ihnen gelingt es im Vergleich zu anderen Frauen aufgrund ihrer hohen Qualifikation nach einer Elternschaft besser, wieder in den Beruf zurückzukehren. Mit der Rückkehr von Müttern ins Erwerbsleben können finanzielle Einbußen entstehen, z. B. durch Zusatzkosten für Kinderbetreuung oder durch den Wegfall geldwerter Leistungen der Sozial- und Steuersysteme. Aufgrund vergleichsweise hoher Einkommen hochqualifizierter Mütter, können diese Einbußen bei der Rückkehr in Erwerbstätigkeit in der Regel kompensiert werden. Zugleich tragen Frauen mit hoher Qualifikation, wenn sie Kinder bekommen, ein großes Risiko, ihre allgemein guten Karrierechancen einzubüßen, sodass viele sich entweder gegen oder erst sehr spät für diesen Schritt entscheiden und nach einer Familiengründung meistens schnell wieder ins Erwerbsleben zurückkehren." "Im Beitrag wird die Entstehung erwerbsarbeitsbedingter Konflikte im Privatleben, sogenannte Work-to-Family-Conflicts (WFC), mit Hilfe von Daten des DFG-geförderten Projekts 'Beschäftigungsverhältnisse als sozialer Tausch' (beata) untersucht. Beschäftigungsverhältnisse werden als Tauschbeziehung aufgefasst, was im Vergleich zur bestehenden Forschung eine differenziertere Perspektive auf die Erklärung von WFC ermöglicht. Die Ergebnisse zeigen, dass WFC das Ergebnis des Zusammenspiels spezifischer Erwerbsarbeitsressourcen und -belastungen sowie zusätzlich von wahrgenommenen Merkmalen der Qualität der Tauschbeziehung ist. Hierbei spielen über die konkreten Beschäftigungsmerkmale hinaus auch generalisierte Einschätzungen des Arbeitgebers eine Rolle. Den stärksten Einfluss insgesamt haben überlange Arbeitszeiten, die Lage der Arbeitszeit und die Flexibilität der Arbeitseinteilung, aber auch die Arbeitskultur des direkten Vorgesetzten und der Kollegen sowie die wahrgenommenen Anforderungen des Arbeitgebers. "The experience of time has been posited as an important predictor of work-family conflict; however, few studies have considered subjective and objective aspects of time conjointly. This study examined the reported number of hours dedicated to work and family as indices of objective aspects of time, and perceived time pressure (in the work and family domains respectively) as an important feature of the subjective nature of temporal experiences within the work-family interface. Results indicate that the stress of having insufficient time to fulfill commitments in one domain (i.e., perceived time pressure) predicts work-family conflict, and that perceived time pressures predict the amount of time allocated to a domain. Additionally, findings suggest that domain boundaries are not symmetrical, with work boundaries being more rigidly constructed than family boundaries. "Die tatsächliche Arbeitsmarktintegration von Frauen hinkt dem gesellschaftlichen Anspruch auf Gleichstellung von Frauen im Berufsleben hinterher. Der Beitrag analysiert die Erwerbstätigkeit von Frauen und Männern im europäischen, speziell deutsch-schwedischen Vergleich und bezieht auch die Zeitaufwendungen für unbezahlte Familien- und Hausarbeit sowie Arbeitszeitpräferenzen mit ein. Vor dem Hintergrund einer Lebenslaufperspektive zeigt sich, dass geschlechtsspezifische Unterschiede hinsichtlich bezahlter und unbezahlter Arbeitszeit in Schweden deutlich geringer ausfallen: Schwedische Frauen sind stärker in den Arbeitsmarkt und schwedische Männer in die Hausarbeit integriert. Während deutsche Frauen in der Familienphase sich längere Arbeitszeiten wünschen, streben Männer eher eine Arbeitszeitverkürzung an. Die geschlechterspezifische Ungleichverteilung von Arbeitszeiten in Deutschland zeigt gleichermaßen Veränderungsbedarf sowie -potenzial auf, was zu einer arbeitszeitpolitischen Berücksichtigung unterschiedlicher Präferenzen in unterschiedlichen Haushaltskonstellationen führen sollte." "We analyse how self-employed and employed mothers allocate their time throughout the day in order to balance their work and family responsibilities. To that end, we use time diary information from Spain, a country with a low level of women's participation in the labour market (Spanish Time Use Survey (STUS), 2002-2003). We find that self-employed mothers devote less time to market work, and more time to tertiary (e.g. sleeping, eating) and leisure activities, than employed mothers in a working day. We also find differences between employed and self-employed mothers in the timing of market work, child care and housework throughout the day, and we find complementarities between the timing of market work of working mothers and the timing of child care of their male partners. Our results on timing are consistent with the hypothesis that self-employment stands as a possible way for mothers to have greater control over the timing of work (flexible hours), and that they may therefore be able to work odd shifts, when the spouse is available to care for the children." "We examine how openness interacts with the coordination of consumption-leisure decisions in determining the equilibrium working hours and wage rate when there are leisure externalities (e.g., due to social interactions). The latter are modelled by allowing a worker's marginal utility of leisure to be increasing in the leisure time taken by other workers. Coordination takes the form of internalising the leisure externality and other relevant constraints (e.g., labour demand). The extent of openness is measured by the degree of capital mobility. We find that: coordination lowers equilibrium work hours and raises the wage rate; there is a U-shaped (inverse-U-shaped) relationship between work hours (wages) and the degree of coordination; coordination is welfare improving; and, the gap between the coordinated and uncoordinated work hours (and the corresponding wage rates) is affected by the extent and nature of openness." "Purpose - The purpose of this paper is to analyze how employed women perceive the reconciliation of work and family life in Denmark, Germany, France, Finland, Great Britain, Sweden and Switzerland. The paper seeks to explore why women in certain countries are more successful in combining family responsibilities with gainful employment.
Design/methodology/approach - Drawing on data from the International Social Survey Programme (ISSP) 2005, the questions are addressed by applying country specific linear regression analysis at the individual level, correlations at the country level as well as policy analysis.
Findings - The analysis shows that the most important factors influencing employed women's perception of the reconciliation are work load, the presence of children in the household and part-time employment. In addition, the findings point at cross-national differences. In countries where family policies focus on integrating men and women into the labour market, women rate the reconciliation of work and family life higher than in countries whose family policies aim at supporting the family.
Research limitations/implications - By comparing seven European countries the paper shows that family policies are closely related to employed women's perceptions of the reconciliation. In order to understand the interaction between the individual perception and the institutional framework, the paper suggests that further research is needed on women's perceptions in each country.

"This paper examines the ways in which non-standard employment conditions of fathers and their partners are associated with the time fathers spend in household labour caring for children and doing housework. The data come from a national telephone survey conducted in 2010 with a unique purposive sample of 300 fathers who contributed at least 30 per cent to the total time spent in household labour. We find that fathers who worked irregular hours, night shifts or took work home on a regular basis spent more time doing housework tasks than fathers without these employment conditions. Further, fathers' whose partners worked weekends, nights or travelled for work did more housework and childcare than fathers' with partners without these work schedules. "To examine the influence of working hours on employees' satisfaction, this article uses a large, representative set of panel data from German households (GSOEP). The results show that high working hours and overtime in general do not lead to decreased satisfaction. Rather, increasing working hours and overtime have positive effects on life and job satisfaction, whereas the desire to reduce working hours has a negative impact on satisfaction. In 2009, nearly 60% of employees wanted to reduce their working hours. The overall number of hours by which employees want to reduce their working time is driven mainly by overtime compensation." "Die zunehmende Erwerbsbeteiligung von Frauen führte bisher nicht wie befürchtet zu einer Abnahme ihrer Pflegebereitschaft, sondern stellt die Betroffenen vor einen Vereinbarkeitskonflikt. Im Zentrum dieses Beitrags steht die Frage, welche Faktoren weibliche Vereinbarkeitsstrategien beeinflussen. In der Auswertung von 38 qualitativen Interviews mit erwerbstätigen pflegenden Töchtern zeigt sich, dass nicht in erster Linie der Grad der Pflegebedürftigkeit eines Elternteils einen Einfluss auf das Erwerbsverhalten der Frauen hat, sondern vor allem ihre Erwerbsbiographie, determiniert durch die Arbeitsteilung mit dem Partner. "Workers' ability to control their work schedules and hours varies significantly among industrialized countries. We integrate and extend prior research from a variety of literatures to examine antecedents of control and worker outcomes. Using hierarchical linear modeling and data for 21 countries from the 1997 ISSP Work Orientations Survey supplemented with national indicators developed from a variety of sources, we find that control is associated with country characteristics (affluence, welfare state generosity, union coverage, and working-time regulations), worker attributes (being male, being older, and being better educated), and job characteristics (working part-time, being self-employed, having higher earnings, and having more advancement opportunities). We also examine the relationship of control to job satisfaction, organizational commitment, and strain-based work-family conflict. Generally, low levels of control are linked to negative outcomes for workers, especially for women, an effect sometimes modulated by country-level policy measures." "Relatively few studies have focused on the effects of working late and rotating shifts on marital dynamics. This study addressed the limitations of prior studies by sampling from a sector of the economy (i.e., grocery and drug store workers) where shift work and rotating schedules were common, and by controlling for numerous accompanying disruptive effects of shift work on marital quality. Results show that working late shifts reduces marital quality among men, whereas among women, job-family spillover explained away marital quality effects of working rotating schedules. These results suggest that more than men, women remain largely responsible for family life irrespective of work schedules, yet further research on how family lives are affected by work schedules is needed." Data were from the 2002 National Study of the Changing Workforce, and only those respondents with at least one child under the age of 18 living in the household were included in the analysis (N=1325). Findings indicated that single-parent status was not directly related to work-to-family conflict. Rather single-parent status interacted with other variables, including gender, control over work hours, and the number of other adults in the home, in predicting work-to-family conflict." "This study investigated employees' motives for using two types of flexible work arrangements (FWA), flextime and flexplace. Using a sample of workers with high job flexibility (university academics), we examined both the prevalence of different motives (life management and work-related) and how these motives vary according to several individual differences (gender, family responsibility, marital status, and work-nonwork segmentation preferences). Overall, results indicated that employees are more driven to use FWA by work-related motives than by life management motives. Those with greater family responsibilities and those married/living with a partner were more likely to endorse life management motives, whereas individuals with greater segmentation preferences were more motivated to use FWA by work-related motives. Findings regarding gender were contrary to expectations based on traditional gender roles, as there were no gender differences in life management motives but women more highly endorsed work-related motives than did men. The main implications of the findings are that individuals recognize FWA as not only a work-family policy, but also as a potential means to increase productivity. However, there has been minimal research comparing formal versus informal telework arrangements, and how they might support employees to manage the competing demands of work and family life. In this paper, we examine how formal and informal telework arrangements impact on public sector employees' job satisfaction, time spent on childcare, and satisfaction with the distribution of childcare tasks. We use survey data from public service employees who had access to telework entitlements in Queensland, Australia (n=856). Our analyses showed that formal and informal telework arrangements provide different outcomes to employed women and men with children, particularly in the areas of job satisfaction and satisfaction with the distribution of childcare tasks. These distinctions suggest that it is important for workplaces to consider how the type of telework arrangement offered can affect how successfully and equitably work - family outcomes are achieved." "This study explores fathers' experiences with work-family conflict and their perceptions of how supportive the organizational culture at work is regarding fathers' work-family needs, and whether a family-supportive organizational culture is associated with less work-family conflict. A total of 377 fathers working in private Swedish companies were surveyed. While a modest proportion of fathers experienced high levels of work-to-family conflict, less family-to-work conflict was reported. Further, fathers perceived little work - family support from top managers, supervisors, and co-workers. Our results indicate that the cultures in the examined companies have norms that separate work and family from each other. Fathers seem likely to experience work-family conflict as long as the family-supportive organizational culture, especially at the work group level, is not well-developed. When fathers experience their work organizations as family-supportive, they are likely to be better able to combine work and family and thus to help Swedes achieve a more gender-equal society." "The study tested an extended version of Voydanoff's 'differential salience vs. comparable salience model' in a sample of German service workers. Our findings partially support the model in a different national/cultural context but also yielded some divergent findings with respect to within-domain resources and boundary-spanning demands. In line with the theoretical framework, work-to-home interference (WHI) mainly occurred because of high work demands and not because of a lack of work resources. Boundary-spanning resources yielded comparable potential to reduce WHI and enhance work-to-home enrichment (WHE). WHE was expected to more likely occur due to the activation of work resources rather than the absence of work demands. However, control over one's work did not have a significant impact on WHE. In addition and contrary to the theoretical model, boundary-spanning demands were found to be differentially rather than comparably salient to the work - family interface." "This paper documents the gendered polarisation of work hours between mothers and fathers in Australia. Drawing on a large Australian sample of employee parents, we investigate the links between job quality and employment contract. Our focus is on mothers and fathers of young children - families facing high care demands - and investigate whether shorter and longer hour jobs carry the same contract and quality costs. Using a truncated measure of job quality, we find for both mothers and fathers that moderate full time hour jobs were the jobs with optimal quality and stable employment contracts. Poor job quality and casual contracts were common in very short hour jobs, usually worked by mothers. At the other end of the work hour spectrum, the very long hour jobs predominantly worked by fathers also showed a dip in job quality. Our study suggests that the gendered polarisation of hours in the Australian labour market, supported by a one-and-a-half earner family strategy, undermines parents', particularly mothers', access to good quality jobs. It also reinforces gender inequality by making it harder for fathers to fully engage in parenting and mothers to fully participate in employment and earn a decent income, with consequent hardship in later life." "Good jobs can generate capabilities that allow employees to avoid tensions between work and family/home. Following the conceptual framework of Amartya Sen, we examine how job-related demands and resources are related to the level of interference, as well as satisfaction with managing work and home in Spanish and German employees, using three different large-scale European surveys: European Quality of Life Survey and two waves of the European Social Survey. We find that long working hours systematically increase tensions between work and home, as do time pressure, job-related stress, and working hard. Job control or autonomy at work, which is hypothesized to expand individuals' capabilities and agency, tends to increase work - home interference rather than alleviate it. Family responsibilities and household demands do not seem relevant to the tensions employees experience at the work - home interface. This also holds true for women, which is a surprising result in view of the 'double burden' hypothesis. Employed mothers in Germany and Spain are a select group of women, as combining employment with raising children in conservative - corporatist and conservative - familialist states may be particularly problematic. Thus while the institutional contexts of Germany and Spain curtail women's ability to reconcile employment and parenthood, the mothers (and fathers) who are employed do not experience significantly higher levels of work - family/home tensions than nonparents." "Die Vereinbarkeit von Familie und Beruf hat im Zusammenhang mit dem wachsenden Mangel an Fachkräften in Deutschland eine neue Dringlichkeit erreicht. Das Gutachten zielt darauf ab, das ungenutzte Arbeitskräfte- und v. a. Fachkräftepotenzial von qualifizierten, aber nicht oder nicht vollständig erwerbstätigen Müttern zu identifizieren, Einflussfaktoren auf die Mobilisierung herauszuarbeiten und geeignete Mobilisierungsstrategien zu verdeutlichen. Auf der Basis einer Hochrechnung für 2009 mit dem Sozio-ökonomischen Panel für alle Mütter mit Kindern bis 16 Jahre ergeben sich 1,56 Mio. zusätzliche Vollzeitäquivalente bei Realisierung der Erwerbswünsche, davon drei Viertel im qualifizierten Bereich, d.h. ca. 950.000 bei Müttern mit mittlerer Qualifikation (Berufsausbildung) und etwa 250.000 mit höherer Qualifikation (akademischer Abschluss). Einen Großteil davon machen die Erwerbswünsche nicht erwerbstätiger Mütter aus: knapp 830.000 bei den nicht erwerbstätigen Müttern mit Berufsausbildung und rund 310.000 bei den Akademikerinnen. Erwerbstätige mit Berufsausbildung äußern einen starken Wunsch nach Arbeitszeitverlängerung. Hier besteht ein Potenzial von immerhin 117.000 Vollzeitstellen. Die Verwirklichung der Erwerbswünsche hängt sowohl von der fachlichen Qualifikation als auch vom Betriebs- und branchenspezifischen Wissen sowie regionaler Nachfrage und Gebundenheit ab. Die rechnerische Obergrenze des mobilisierbaren Arbeitsangebots lässt sich nur erreichen, wenn die gewünschte Erwerbstätigkeit und Arbeitszeit in der Praxis tatsächlich realisiert werden kann, was zu einem wesentlichen Teil auch von der betrieblichen Personalpolitik und Arbeitsorganisation sowie den Kinderbetreuungsmöglichkeiten abhängt. Zu berücksichtigen ist aber, dass derzeit in Vollzeit arbeitende Akademikerinnen ihre überlangen Arbeitszeiten gerne auf ein ┐Normalmaß' reduzieren würden. Unternehmen stehen also nicht nur vor der Herausforderung, beurlaubten und nicht erwerbstätigen Müttern den Wiedereinstieg in das Berufsleben zu erleichtern, sondern beispielsweise durch familienfreundliche Arbeitszeiten und flexible Arbeitszeitmodelle den Arbeitszeitwünschen ihrer Beschäftigten gerecht zu werden. Formelle und informelle Arbeitszeitregelungen dürfen sich nicht nur dach dem Bedarf des Unternehmens richten, sondern müssen ebenso Flexibilität und Planungssicherheit für die Arbeitnehmerinnen und Arbeitnehmer bieten. Auch ist zu beachten, dass Entscheidungen eine Erwerbstätigkeit aufzunehmen oder ihren Umfang auszuweiten, keine Individualentscheidungen sind. Die Rolle eines erwerbstätigen Partners und des insgesamt verfügbaren Haushaltseinkommens muss daher ebenfalls berücksichtigt werden. Erfolg versprechende Maßnahmen der betrieblichen Personalpolitik sind (i) die individuelle Vereinbarung der Länge der Arbeitszeiten, flexible Arbeitszeiten in der Praxis, Arbeitszeitkonten und Vertrauensarbeitszeiten, (ii) alternierende Telearbeit und Jobsharing, (iii) eine Abkehr von überlangen Arbeitszeiten und Präsenzkultur in Richtung 'vollzeitnaher Teilzeitarbeit' zwischen 20 und 35 Stunden in der Woche, (iv) die Pflege der Kontakte zu Müttern in der Phase der Elternzeit und Bemühungen um baldige Rückkehr oder Weiterarbeit, mindestens auf Teilzeitbasis, auch in Verbindung mit Weiterbildung, (v) die gezielte Ansprache und Mobilisierung von nicht erwerbstätigen Müttern, auch in Verbindung mit Einarbeitung und Qualifizierung und schließlich (iv) die ergänzende Unterstützung durch die Betriebe im Hinblick auf Engpass-Situationen (z.B. "We draw on Sen's capabilities approach to advance the debate about choice and constraint in relation to part-time work. We argue that it is important to go beyond a state-level comparison and focus on the policy implemented by employers at the organizational level. We use a European survey to identify which employers permit their employees to make individual-level adjustments between full-time and part-time working, and the firm-level characteristics associated with operating such a policy. The analysis reveals that employer policy varies markedly across countries and within countries and we argue that this is an important social conversion factor which shapes the capability which an individual employee has to adjust their hours between full time and part time at their place of work. State policy clearly matters, but firm-level characteristics and other situational features also impact on the social conversion factors which shape an individual's workingtime capability. The sector, establishment size, presence of a trade union, gender and skill composition of the workforce all had a significant influence on whether employers permitted individual-level working-time adjustments. The firm's organizational working-time practices and culture toward safeguarding work - life balance had an additional and independent effect, as did broader aspects of working-time scheduling in place." "Using Harmonised European Time-Use Survey (HETUS) data, this study shows how care work that takes place outside the marketplace represents an essential and distinctive part of national economies. Cross-national comparisons show persistent patterns and differences in observed gender inequalities on total workload and care responsibilities. This country-by-country and group-by-group analysis is based on cluster methodology. The main finding is that including time use in gendered analyses of welfare regimes shows how unpaid care work is at the core of gender inequality in all countries. The results of this analysis indicate that Eastern European countries are very heterogeneous and are distributed across three out of the four clusters obtained, a finding that constitutes a new departure point for analysis. Based on these findings, this study makes public policy recommendations about the importance of time-use surveys and how to improve the quality of care without decreasing women's well-being and autonomy." "Purpose - This paper seeks to focus on the role of organizations in mediating the impact of national work-life balance (WLB) policy on employees, in particular fathers.
Design/methodology/approach - It presents existing research about WLB policy implementation in organizations as well as the findings of empirical work in insurance and social work in France and the UK (questionnaire survey, case study analysis, interviews with national and sector-level trade union officials).
Findings - These indicate that fathers' take-up of WLB policies is the outcome of a complex dynamic between national fatherhood regimes, organizational and sector characteristics and the individual employee. They suggest that fathers tend to use WLB measures to spend time with their families where measures increase their sense of entitlement (state policies of paternity leave) or where measures offer non-gendered flexibility (reduced working time/organizational systems of flexi-time). In line with other studies it also finds that fathers extensively use informal flexibility where this is available (individual agency).
Practical implications - These findings have implications for the way WLB policies are framed at national and organizational level. At national level they indicate that policies work best when they give fathers a sense of entitlement, by giving specific rights linked to fatherhood (e.g. paternity leave or 'daddy month'-type arrangements), and or by providing universal rights (e.g. to reduced working time and/or flexible working time); however, where measures are linked to childcare they are often framed as mothers' rights when translated to the organizational level. The research also shows that informal flexibility is used and valued by fathers within organizations, but that such informal arrangements are highly subject to local variation and intermediation by line managers and co-workers; hence, for effective and even coverage they would need to be backed up by formal rights.
Originality/value - Cross-national comparative research into WLB policy and practice at national and organizational level is very rare. The empirical work presented in this paper, although exploratory, makes a significant contribution to our understanding of WLB policy and practice, particularly as it relates to fathers." "Research on work - nonwork conflict (WNC) is based on the assumption that incompatible demands from the work and the nonwork domain hamper role performance. This assumption implies that role demands from both domains interact in predicting role performance, but research has been largely limited to main effects. In this multi-source study, we analyze the incompatibility of demands by testing the interaction of work and nonwork demands on task performance and organizational citizenship behavior (OCB). The sample consisted of 61 employees of a German hospital and we used three independent sources of data: self-ratings of work demands, partner-ratings of nonwork demands, and colleague-ratings of performance. Results from hierarchical regression analyses revealed an interaction effect of work and nonwork demands on OCB, but not on task performance. We conclude that people maintain their effort invested in task-related aspects of the job even when conflicts between work and nonwork demands exist, but that they reduce their investment in activities that are perceived as more marginal and extra-role." "This study develops a conceptual framework with a capabilities and agency approach for analyzing work-life balance (WLB) applied in two societies (Hungary and Sweden), which have different working time regimes, levels of precarious employment, and gender equality discourses and norms. Inspired by Amartya Sen, we present a model illustrating how agency freedom for WLB depends on multiple resources at the individual, work organizational, institutional, and normative/societal levels. Using a unique qualitative survey conducted in two cities, Budapest and Stockholm, we analyze how mothers and fathers subjectively experience the tensions between family and work demands, and their possibilities for alternative choices (agency freedom). We find similarities in these tensions involving time pressure and time poverty, cutting across gender and education. Our Hungarian parents, nevertheless, experience greater agency inequalities for WLB, which reflect weaker institutional resources (conversion factors) as well as cultural/societal norms that act as constraints for WLB claims in the workplace and household. "The widening of the working hour distribution complicates the coordination of social leisure. This paper examines the short- and long-run impact of unusual working schedules on social life using German Time Use Data for 2001/02. I find evidence that younger workers with higher than median earnings seem to accept higher levels of solitary leisure as investment and because of the substantial wage premia. Younger workers tend to substitute sleep with free time. Older workers, in contrast, tend to sleep less which can be interpreted as elevated risk of mental and physical health." "This article reviews several recent studies on working families and discusses the importance of why workplace flexibility needs to become a standard of the U.S. workplace. Most children reside in households with either two employed parents or an employed single parent. The inflexibility of work and school schedules is a pressure that working parents feel on a daily basis and one that affects their work-related productivity, health, and family life. Whether employed in a white-collar job or in a low-wage one, employed parents often experience anxiety and guilt as they face the obligations of work and family. Parent-role overload and time deprivations are particularly acute problems that many employed mothers and fathers cope with on a daily basis. Overall, work-family conflict leads to decreased psychological well-being. Parents need to work to meet the needs of their families, yet their lives show signs that the current situation is untenable. "Der Beitrag erinnert daran, dass neben der Verteilung von Geld und anderen materiellen Ressourcen auch die Verteilung der Zeit, sprich: von Arbeits- und Lebenszeit, ein wesentlicher Schlüssel zur Entwicklung demokratischer Gesellschaften war - und wieder werden kann. Zur Wiederbelebung einer gesellschaftsgestaltenden Zeitpolitik schlägt der Autor einen politischen Paradigmenwechsel vor: die Verteilung und Verfügungsmacht von Zeit in erster Linie von der Lebenszeit her zu denken und durch eine Zeitstrategie umzusetzen, die Bedingungslose Grundzeit (BGZ) genannt wird. Die BGZ hat dabei nur begriffliche Ähnlichkeit mit dem Konzept eines Bedingungslosen Grundeinkommens, inhaltlich ist sie davon entschieden abgegrenzt. Die BGZ-Strategie garantiert gesellschaftliche Zeitsouveränität durch individuelle Zeitansprüche jedes Bürgers vor, während und nach der Erwerbsphase für Bildung (einschließlich neuer oder nachholender Qualifizierung), Kindererziehung, Angehörigenpflege und 'Muße'. Entsprechende Anspruchsdefizite gibt es heute vor allem während der Erwerbsphase. Ihre Beseitigung durch einen individuellen 'Kurzarbeits'-Anspruch für Arbeitszeitverkürzung bis hin zu vorübergehendem Ausstieg aus dem Erwerbsleben würde endlich auch neben der Arbeitgeber-Zeitsouveränität eine Arbeitnehmer-Zeitsouveränität setzen - und in Verbindung mit öffentlichen Transfers als Teilersatz von Lohn- und Beitragsausfällen ebenfalls den Begriff 'Flexicurity' mit echtem Leben füllen." Abstract
Um mehr über die Arbeitszeitwünsche und Einsatzmöglichkeiten arbeitsloser und arbeitssuchender Frauen zu erfahren, wurde ein standardisierter Fragebogen entwickelt und im Januar 2011 an 9281 Frauen verschickt, die bei den Agenturen für Arbeit Dortmund und Hamm gemeldet waren. Damit wurden sowohl aktuell berufstätige als auch nicht berufstätige Frauen befragt. Auf zehn Seiten wurden 40 Fragen zu den folgenden Themenblöcken gestellt: (1) soziodemografische Merkmale der Frauen, (2) bisherige Arbeits(zeit)erfahrungen, (3) gewünschte Arbeitszeiten und -bedingungen, (4) Vereinbarkeit von Familie und Beruf, notwendiger Unterstützungsbedarf und Erwartungen an potenzielle Arbeitgeber und schließlich (5) Interesse an einer Tätigkeit in der Logistik und eventuelle Voraussetzungen dafür. Die Befragung hat gezeigt, dass sehr viele arbeitslose und arbeitssuchende Frauen ein Interesse an einer Tätigkeit in der Logistikwirtschaft haben. Ein gutes Gehalt, ein sicherer Arbeitsplatz, ein gutes Arbeits- und Betriebsklima sowie eine interessante Tätigkeit sind für viele wichtige Kriterien für den Einstieg in die Branche. Eine deutliche Mehrheit der Logistik-Interessierten wünscht sich ganz konkret von ihrem neuen Arbeitgeber eine Unterstützung beim (Wieder-)Einstieg in Form einer Qualifizierung bzw. guten Einarbeitung. Ferner stehen familienfreundliche Arbeitszeiten weit oben auf der Wunschliste der Unterstützungsangebote. (IAB)

"In this study it was examined whether work-related experiences of Finnish mothers are different from work-related experiences of mothers in 11 other European countries. The data was based on European Social Survey, round 2, conducted in the years 2004-2005. Descriptive statistics and ordinal regression analysis were used to assess the outcomes. Work to home interference was not especially frequent among mothers in Finland. However, interference that comprised other family members was more common than in the other countries investigated. With regard to work characteristics, Finnish mothers differed both negatively and positively from mothers in the other countries. Long working hours increased time-based interference from work to family members. Time pressure at work increased both time- and strain-based interferences. Social support from co-workers decreased strain-based interference. Work to family member interferences, especially strain-based interference, were negatively connected to life satisfaction. "This paper, which is predicated on the view that reductions in work-time are generally desirable, explores the working hours of managers and professionals in UK industry. Managers and professionals are often grouped together in empirical and theoretical work, e.g. in the literature on the professional-managerial class, and Goldthorpe's 'Service Class'. Nevertheless, there are differences: professionals, historically, are autonomous workers; the role of managers, in contrast, is to extract work from others on behalf of the organisation. Using data collected from the 2005 Labour Force Survey we establish there are statistically significant empirical differences between managers and professionals; one of these differences is in attitudes to work-time. We theorise that this is because managers' roles align their attitudes with those desired by the firm or organisation, and we conclude that, as a consequence, the 'voluntary' nature of work-time regulation should be revisited." "Obwohl die Anzahl der Beschäftigten in biologisch und sozial ungünstigen Arbeitszeiten stetig steigt, liegen bislang nur äußerst wenige Erkenntnisse zu den Effekten der Arbeit am Wochenende, und insbesondere an Sonntagen, auf die Sicherheit, Gesundheit und soziale Teilhabe der Beschäftigten vor. Die vorliegende Studie demonstriert anhand der Daten aus zwei großen und repräsentativen europäischen Umfragen, dass Arbeit an Sonntagen das Risiko für arbeitsbedingte Unfälle sowie gesundheitliche und soziale Beeinträchtigungen deutlich erhöht. Diese Zusammenhänge lassen sich auch nach der Kontrolle potenziell konfundierender Effekte nachweisen. Das durch Sonntagsarbeit offensichtlich erhöhte Risiko für die Gefährdung von Arbeitsschutzzielen sollte daher in der Diskussion um die gesetzlichen Spielräume für die Sonntagsarbeit, z. B. im Einzelhandel, wie bei einer möglichen Revision der europäischen Arbeitszeitrichtlinie sowie insbesondere bei der Gestaltung der konkreten Arbeitszeiten auf jeden Fall angemessen berücksichtigt werden."
