"Unpredictability is a distinctive dimension of working time that has been examined primarily in the context of unplanned overtime and in male-dominated occupations. The authors assess the extent to which female employees in low-skilled retail jobs whose work schedules are unpredictable report greater work -- life conflict than do their counterparts with more predictable work schedules and whether employee input into work schedules reduces work -- life conflict. Data include measures from employee surveys and firm records for a sample of hourly female workers employed across 21 stores of a U.S. women's apparel retailer. Results demonstrate that, independent of other dimensions of nonstandard work hours, unpredictability is positively associated with three outcomes: general work -- life conflict, time-based conflict, and strain-based conflict as measured by perceived employee stress. Employee input into work schedules is negatively related to these outcomes. Dabei zeigt sich eine sehr ungleiche Verteilung von Gestaltungsoptionen. Auffällig ist, dass Beschäftigte mit größerer Arbeitszeitsouveränität im Durchschnitt einem geringeren Zeitdruck ausgesetzt sind als diejenigen, die nur einen geringen oder gar keinen Einfluss auf Arbeitszeitgestaltung haben." "Auch fast ein Vierteljahrhundert nach dem Mauerfall liegt die Erwerbstätigkeit von Frauen in Ostdeutschland immer noch höher als in Westdeutschland. Der Abstand ist heute allerdings gering. Gestartet sind die beiden Regionen von höchst unterschiedlichen Niveaus. Im Westen lag die Erwerbstätigenquote von Frauen kurz nach der Wende (1991) bei 54,6 Prozent und ist seitdem von Jahr zu Jahr auf 67,5 Prozent (2012) gestiegen. In Ostdeutschland ging sie nach der Wende zunächst massiv zurück, stieg dann aber wieder deutlich an und lag 2012 mit 69,1 Prozent leicht höher als im Westen. In beiden Teilen Deutschlands arbeiten Frauen häufiger in Teilzeit als früher, im Osten lag der tatsächliche Arbeitsumfang mit 27,8 Wochenstunden 2013 aber deutlich höher als im Westen (21,7 Stunden). Viele von ihnen, das zeigt die Studie des DIW Berlin auf Grundlage des SOEP, würden gern mehr Wochenstunden leisten. Vergleicht man die gewünschte, vereinbarte und tatsächliche Wochenarbeitszeit von Frauen in Ost und West, so liegen in der Durchschnittsbetrachtung die ostdeutschen Frauen in allen drei Kategorien über dem höchsten Wert aller Arbeitszeitgrößen im Westen. Die meisten erwerbstätigen Männer in Ost und West wollten 2013 hingegen 40 Wochenstunden arbeiten, tatsächlich tun dies aber im Westen nur 22,6 Prozent und im Osten 29,2 Prozent. Die meisten sind länger erwerbstätig; obwohl lange Arbeitszeiten auch bei den Männern unbeliebt sind. Die Veränderungen nach der Wende hatten erhebliche Auswirkungen auf die Lebensformen in Paarhaushalten mit Kindern: Das modernisierte Ernährermodell (Vater Vollzeit / Mutter Teilzeit) hat in beiden Teilen Deutschlands an Gewicht hinzugewonnen - in Westdeutschland auf Kosten des Alleinernährermodells (Vater Alleinverdiener), im Osten auf Kosten des Egalitätsmodells mit zwei Vollzeitbeschäftigten." "Although part-time employment often appears as a substandard form of employment, evidence that part-time employees are less satisfied than full-time employees is ambiguous. To shed more light on this puzzle, I test an extended discrepancy theory framework using data from the German Socio-Economic Panel. The results help explain previous inconsistent findings: Part-time employment increases the chances of being underemployed while it reduces the likelihood of working more hours than preferred, and the negative effects of both types of working time mismatches on job satisfaction are similar in size. "This study uses subjective measures of well-being to analyze how workers perceive working hours mismatch. Our particular interest is in the question of whether workers perceive hours of underemployment differently from hours of overemployment. Previous evidence on this issue is ambiguous. We call attention to the level of well-being in the absence of hours mismatch that serves as a reference state for comparison purposes and to the consequences of restrictive functional form assumptions. Using panel data from Australia and Germany, this study estimates the relationship between working hours mismatch and well-being as a bivariate smooth function of desired hours and mismatch hours by tensor product p-splines. The results indicate that well-being is highest in the absence of hours mismatch. In general, the perception of overemployment is statistically significantly different from the perception of underemployment in both countries. In Australia, workers tolerate some underemployment, as their well-being tends to be unaltered in the presence of short hours of underemployment. However, the marginal loss from underemployment appears to be larger than that from overemployment once the mismatch exceeds approximately ten hours. In Germany, on the contrary, underemployment is clearly more detrimental for well-being than overemployment. German males with preferences for full-time hours hardly respond to overemployment." "To be able to combine work with activities and duties outside the workplace successfully, employees need time adequacy. Time adequacy is the fit between working time and all other time demands and can be achieved through working time flexibility and autonomy. However, past research has shown that working time flexibility and autonomy do not necessarily foster employees' time sovereignty. Studies suggest that the benefits of working time arrangements depend on work organization. Analyzing performance-related pay, target setting and self-directed teamwork as moderators for working time arrangements and time adequacy is therefore the main interest of the study. The data used is taken from the European Survey of Working Conditions in 2010. Multi-level analyses show that working time flexibility and autonomy, as well as self-directed teamwork, are positively associated with time adequacy. However, employees experience time squeeze with performance-related pay and target setting. Moreover, performance-related pay undermines the positive effect of working time autonomy. The study indicates that management practices have distinct connotations for time adequacy. Moreover, wage flexibility limits employees' benefits from working time autonomy." Drawing on gender theory and welfare state theory, gender differences and the institutional contexts of the UK, Sweden, Germany and the Netherlands are taken into account. The study reveals that time arrangements have gendered meanings. While working time flexibility and autonomy are positively related to time adequacy for women, men tend to experience overtime and work intensification in connection with working time autonomy. Furthermore, working time regimes also shape time arrangements. In the UK, employees have time adequacy primarily when they work fixed hours, while in the Netherlands, employees profit most from working time autonomy. "Flexible work arrangements and retirement options provide one solution for the challenges of unemployment and underemployment, aging populations, and unsustainable public pension systems in welfare states around the world. We examine the relationships between well-being and job satisfaction on the one hand and employment status and retirement, on the other, using Gallup World Poll data for several European countries and the United States. We find that voluntary part-time workers are happier, experience less stress and anger, and have higher job satisfaction than other employees. Using statistical matching, we show that late-life workers under voluntary part-time or full-time arrangements have higher well-being than retirees. There is no well-being premium for involuntary late-life work and self-employment compared to retirement, however. The author uses the National Survey of Families and Households to examine how closely partners agree and the number of hours each should work. He also examines the extent to which actual hours reflect both partners' preferences and factors that moderate the efficacy of each partner's wishes. The analysis offers important new insights into work hours, work-hour constraints, and the negotiation of work hours between partners. The results indicate that partners often disagree about the number of hours each should work, and that although men's hours reflect their own and their partner's preferences equally, women's hours are more closely tied to their own preferences. "This study uses the International Social Survey Programme (ISSP) 2013 'Family and Changing Gender Roles' module (N?=?1773) to examine cross-country differences in the relationship between women's part-time work and work - life conflict and job satisfaction. We hypothesize that part-time work will lead to less favorable outcomes in countries with employment policies that are less protective of part-time employees because the effects of occupational downgrading counteract the benefits of increased time availability. Our comparison focuses on the Netherlands and Australia while using Germany, the United Kingdom, and Sweden as benchmarks. Part-time employment is prevalent in all five countries, but has the most support and protection in the Dutch labor market. We find little evidence that country of residence conditions the effects of part-time work. Overall, the results suggest that part-time work reduces work-life conflict to a similar extent in all countries except Sweden. The effects on job satisfaction are negligible. "Die Arbeitszeit hat entscheidenden Einfluss auf unseren individuellen Alltag und die persönliche Lebensgestaltung sowie auf das gesellschaftliche Zusammenleben. Sie bestimmt die Zeit, die für Familie, Freizeit, Pflege, Regeneration, Bildung, Kultur, Ehrenamt und andere Verwendungsmöglichkeiten bleibt. Unter dem Eindruck vielfältiger Anforderungen, differenzierterer Lebensformen und Lebensverläufe und einer zunehmenden gefühlten/ tatsächlichen 'Zeitnot' erfährt die Arbeitszeitpolitik wieder erhöhte Aufmerksamkeit. Im Unterschied zu den Debatten um Arbeitszeitverkürzung zu Beginn der 1980er Jahre bestimmt heute allerdings eine Vielzahl teils sich widersprechender Anforderungen an die Gestaltung der Arbeitszeitpolitik die Agenda: Es geht um mehr Flexibilität und persönliche Wahlmöglichkeiten über den gesamten Erwerbsverlauf, um Work- Life-Balance, um die Berücksichtigung von Familien- und Careaufgaben, um alternsgerechte Arbeitszeiten, Gendergerechtigkeit, um Zeit für Weiterbildung - um einige der Themen zu nennen, die die aktuelle arbeitszeitpolitische Debatte prägen. Noch ist die Realität allerdings häufig eine andere: Die Mehrheit der vollzeitbeschäftigten Männer und Frauen arbeitet 40 Stunden und mehr pro Woche - gewünscht ist deutlich weniger (minus 5,3 Stunden). Eine Revision der Arbeitszeitpolitik scheint also dringend geboten. Dies rückt die Expertise von Dr. Hartmut Seifert, ehemaliger Leiter des WSI in der Hans-Böckler-Stiftung, in den Mittelpunkt. Er beleuchtet zunächst die unterschiedlichen Entwicklungen im Bereich der Dauer, Lage und Verteilung der Arbeitszeit und zeigt auf, wo Arbeitszeiten und Arbeitszeitwünsche kollidieren. Daran anschließend werden die Anforderungen an die zukünftige Gestaltung der Arbeitszeit und Konturen für neue Zeitkonzepte ausführlich dargestellt und kritisch beleuchtet. Der Autor weist darauf hin, dass unterschiedliche zeitpolitische Diskussionsstränge und Konzepte bisher eher unverbunden nebeneinander existieren. "To date, little is known about how working time preferences and fair wage perceptions affect employees' entrepreneurial intentions. Using data from the German Socio-Economic Panel Study, we provide first evidence that the difference between the actual and desired amount of working hours in paid employment is positively related to the propensity to switch to self-employment. Furthermore, our analysis supports the hypothesis that employees who perceive their current wage level as very unfair are more likely to have higher entrepreneurial intentions. However, the closer actual wages get to the wage levels perceived as fair, the more employees are likely to remain in their current employment situation. We also tested the interaction effect of working time preferences and fair wage perceptions. In line with our theoretical considerations, we find that employees who perceive their wages as unfair and, simultaneously, prefer different work hours have the strongest entrepreneurial intentions." Abstract
"The goal of this article is to explain cross-country differences in over- and under-employment. The focus is on the effects of the growth of part-time work. We argue and demonstrate that the spread and acceptance of part-time work results in a downward adaptation of descriptive norms regulating work hours. Initially, women use part-time work to solve the Work-Family-Conflict. The increase of parttime work among women with children increases its acceptance among women and men, as part-time work offers the opportunity to combine paid work with education, care, or the anticipation of retirement. Following this argument, we deduce hypotheses about the work hour preferences of full-time and part-time working women and men and test these hypotheses on the second wave of the European Social Survey (ESS, 2004). The results show that a larger share of part-time work in a country is associated with stronger preferences among full-time workers to reduce work hours. The preference to reduce work hours spreads among full-time working mothers, and from mothers to other full-time working women and men. Preferences to increase working hours among part-time workers are more driven by the level of prosperity of the country." (Author's abstract, IAB-Doku) ((en))

Abstract
"Arbeitsverhältnisse haben es so an sich, dass die Arbeitnehmer von ihnen zeitlich in Anspruch genommen werden, je höher die Stundenzahl, desto mehr. Das kann im Hinblick auf die damit verbundene Verdienstmöglichkeit ein erwünschter Effekt sein, es kann aber auch zu Kollisionen mit privaten Lebensplanungen führen. das gilt insbesondere im Hinblick auf familiär bedingte Obliegenheiten oder Gestaltungswünsche. Da faktisch immer noch in erster Linie Frauen die Familienarbeit erledigen, gehen zeitliche Anforderungen der Berufstätigkeit besonders zu ihren Lasten. Regelungen zur Arbeitszeitsouveränität können dem entgegenwirken. Sie sind aber bei 'Einseitigkeit', also bei einer auf die Verringerung der Arbeitszeit beschränkte 'Souveränität' kontraproduktiv, weil sie zur dauerhaften und in dieser Hinsicht unerwünschten teilweisen Verdrängung aus dem Arbeitsleben führen - 'Teilzeitfalle'. Neben der Inanspruchnahme durch die Länge der Arbeitszeit kann auch deren Lage den persönlichen Lebensplanungen entgegenstehen. Das klassische Beispiel dafür sind Erfordernisse der Kinderbetreuung, die von Angeboten oder Nicht-Angeboten der Betreuungseinrichtungen abhängen. Nachfolgend sollen die bestehenden gesetzlichen Rahmenbedingungen daraufhin untersucht werden, inwieweit sie den Anforderungen an eine Arbeitszeitsouveränität des Arbeitnehmers oder der Arbeitnehmerin entsprechen."
