    "Hiring inexperienced workers generates information about their abilities. If this information is public, workers obtain its benefits. If workers cannot compensate firms for hiring them, firms will hire too few inexperienced workers. I determine the effects of hiring workers and revealing more information about their abilities through a field experiment in an online marketplace. I hired 952 randomly-selected workers, giving them either detailed or coarse public evaluations. Both hiring workers and providing more detailed evaluations substantially improved workers' subsequent employment outcomes. Under plausible assumptions, the experiment's market-level benefits exceeded its cost, suggesting that some experimental workers had been inefficiently unemployed."     "Do transportation costs constrain job search in urban low wage labor markets? I test this question by providing transit subsidies to randomly selected clients of a non-profit employment agency. The subsidies generate a large, short-run increase in search intensity for a transit subsidy group relative to a control group receiving standard job search services but no transit subsidy. In the first two weeks, individuals assigned to the transit subsidy group apply and interview for 19% more jobs than those not receiving subsidies. The subsidies generate the greatest increase in search intensity for individuals living far from employment opportunities. Some suggestive evidence indicates that greater search intensity translates into shorter unemployment durations. These results provide experimental evidence in support of the theory that search costs over space can depress job search intensity, contributing to persistent urban poverty in neighborhoods far from job opportunities."     "Social networks are an important channel of information transmission in the labor market. This paper studies the mechanisms by which social networks have an impact on labor market outcomes of displaced workers. We base our analysis on administrative records for the universe of private sector employment in Austria where we define work-related networks formed by past co-workers. To distinguish between mechanisms of information transmission, we adopt two different network perspectives. From the job-seeker's perspective we analyze how network characteristics affect job finding rates and wages in the new jobs. Then we switch to the perspective of the hiring firm and analyze which types of displaced workers get hired by firms that are connected to a closing firm via past co-worker links. Our results indicate that employment status and the firm types of former co-workers are crucial for the job finding success of their displaced contacts. Moreover, 21% of displaced workers find a new job in a firm that is connected to their former workplace. Among all workers that were displaced from the same closing firm those with a direct link to a former co-worker are twice as likely to be hired by the connected firm than workers without a link. These results highlight the role of work related networks in the transmission of job information and strongly suggest that job referrals are an important mechanism."     "Job mobility has many overlapping determinants that are hard to characterize solely on the basis of industry or occupation transitions. Workers may match with, and move to, particular jobs on the basis of match quality, preferences, human capital, and mobility costs. This paper implements a novel method based on complex network analysis to describe how workers move from job to job. Using data from the Panel Study of Income Dynamics (PSID), I find first that the labor market is composed of four distinct segments between which job mobility is relatively unlikely. Second, these segments are not well-described on the basis of industry, occupation, demographic characteristics, or education. Third, mobility segments are associated with earnings heterogeneity, and there is evidence of positive assortative matching across segments.     "Online markets for remote labor services allow workers and firms to contract with each other directly. Despite this, intermediaries - called outsourcing agencies - have emerged in these markets. This paper shows that agencies signal to employers that inexperienced workers are high quality. Workers affiliated with an agency have substantially higher job-finding probabilities and wages at the beginning of their careers compared to similar workers without an agency affiliation. This advantage declines after high-quality non-affiliated workers receive good public feedback scores.     "Aktive Arbeitsmarktpolitik (AAMP) beeinflusst nicht nur den Arbeitsmarkterfolg der Teilnehmer sondern kann durch indirekte Effekte auch den Arbeitsmarkterfolg von Nichtteilnehmern beeinflussen. Auch wenn AAMP eine positive Wirkung auf die Teilnehmer hat, kann somit nicht geschlussfolgert werden, dass der Einsatz von AAMP mit einer allgemeinen Verbesserung der Arbeitsmarktsituation einhergeht. Diese Arbeit beschäftigt sich daher mit der Frage, ob es durch den Einsatz von AAMP gelingt, den Matching-Prozess zwischen Arbeitsuchenden und offenen Stellen zu verbessern und somit die Gesamtzahl der Übergänge aus Arbeitsuche in Beschäftigung zu erhöhen. Untersucht wird dies auf Ebene der Agenturen für Arbeit für den Zeitraum 2006 bis 2010 für Arbeitsuchende (Arbeitslose und Maßnahmeteilnehmer) im Rechtskreis Sozialgesetzbuch III (SGB III). Aus mikroökonomischen Evaluationsstudien ist bekannt, dass die Sucheffektivität der Teilnehmer während der Maßnahme aufgrund des Einbindungseffekts niedrig ist, gegen Ende der Maßnahme aber ansteigt. Im Gegensatz zu bisherigen Studien berücksichtigen wir dies in unseren Analysen und unterscheiden zwischen aktuellen und ehemaligen Maßnahmeteilnehmern. Wie unsere Ergebnisse auf Basis einer erweiterten Matching-Funktion zeigen, ist der Einbindungseffekt auch auf der regionalen Ebene zu beobachten. Eine höhere Sucheffektivität durch die Teilnahme an einer Maßnahme wird auf regionaler Ebene jedoch nicht (vollständig) durch mögliche indirekte Effekte auf die Nichtteilnehmer überlagert. Ein höherer Anteil von ehemaligen Maßnahmeteilnehmern unter den Arbeitssuchenden geht mit einem Anstieg der Übergänge aus Arbeitslosigkeit in Beschäftigung einher. Wie diese Ergebnisse verdeutlichen, verbessert der Einsatz von AAMP den regionalen Matching-Prozess. Dieser Effekt variiert deutlich zwischen verschiedenen Arten von Maßnahmen. Positive Effekte zeigen sich für den Anteil ehemaliger Teilnehmer im Fall des Eingliederungszuschusses und Maßnahmen zur Förderung der beruflichen Weiterbildung, die länger als sechs Monate dauern, sowie für Teilnehmer an betrieblichen Trainingsmaßnahmen. Weiterhin zeigen unsere Ergebnisse, dass der Effekt der verschiedenen Maßnahmen teils von der regionalen Arbeitsmarktsituation beeinflusst wird." (Autorenreferat, IAB-Doku)

    "Self Determination Theory (SDT) predicts that employees who use controlled motivation to search for alternate (better) work are less successful than their counterparts who use autonomous motivation. Using Australian labour market data, we find strong support for SDT. We find that workers who face externally regulated pressures (pressure arising from involuntary part-time or casual labour contracts) to search for alternate employment are less likely to find better work, than workers who use autonomous motives to search for work. Our findings suggest that labour market policies trending towards 'labour market flexibility/deregulation' - which provide workers with controlled motives to search for work - will contribute to workers cycling through spells of insecure employment and possibly intermittent spells of unemployment with no realistic prospect of career development."     "Using time use survey data we document a hump-shaped profile of job search time in the United States across the life-cycle. The middle-aged unemployed spend roughly three times as much time in job search as the youngest group of unemployed. The hump-shaped profile of job search time is relatively stable across demographic groups. However, the profile of job search time appears to be declining in non-US countries.     "In diesem Papier wird das Ausmaß der Mismatch-Arbeitslosigkeit mittels eines umfangreichen administrativen Datensatzes, durch welchen Industrien, Berufe und Regionen in unterschiedlichen Disaggregationsstufen analysiert werden können, quantifiziert. Regionaler Mismatch spielt eine untergeordnete Rolle für die Entwicklung der Arbeitslosenquote in Deutschland. Auf Industrie- und Berufsebene kann festgestellt werden, dass die Mismatch-Arbeitslosenquote von über 5% auf unter 4% fällt (auf der detailliertesten Disaggregationsstufe), aber der Anteil der Mismatch-Arbeitslosigkeit an der aggregierten Arbeitslosenquote in der Beobachtungsperiode von 2000 bis 2010 nahezu unverändert bleibt. Es gibt keine Evidenz, dass die Hartz-Reformen Mismatch substantiell reduziert haben.     "We structurally estimate a novel job search model with endogenous job search effort, job quality dispersion, and effort monitoring, taking into account that monitoring effects may be mitigated by on-the-job search and search channel substitution. The data are from a randomized experiment conducted in the Netherlands. They include registers of post unemployment outcomes like wages and job mobility, and survey data on measures of search behavior. As such we are the first to study monitoring effects on post-unemployment outcomes. We find that the option to climb the job ladder reduces substitution between search channels during unemployment and compensates for adverse long-run effects of monitoring on wages. We use the structural estimates to compare monitoring to counterfactual policies against moral hazard, like re-employment bonuses and changes in the unemployment benefits path. Replacing monitoring by an overall benefits reduction in a way that is neutral to the worker results in slightly smaller effects with lower administrative costs."     "This paper develops a partial equilibrium job search model to study the behavioral and welfare implications of an Unemployment Insurance (UI) scheme in which job search requirements are imposed on UI recipients with hyperbolic preferences. We show that, if the search requirements are well chosen, a perfect monitoring scheme can in principle increase the job finding rate and, contrary to what happens with exponential discounting, it can raise the expected lifetime utility of the current and future selves of sophisticated hyperbolic discounters. The same holds for naive agents if the welfare criterion ignores their misperception problem. In sum, introducing a perfect monitoring scheme can be a Pareto improvement. However, if claimants have the opportunity to withdraw from the UI scheme, their long-run utility can even be lower than in the absence of job search requirements.     "Discouraged and marginally attached workers have received increasing attention from policy makers over the past several years. Through slackness in the labor market, periods of high unemployment should reduce the likelihood of receiving a job offer and thus create more discouraged workers. However, the existing literature generally fails to find evidence of such pro-cyclicality in search intensity. Surprisingly, search appears to be acyclical. We hypothesize the observed acyclicality may be the result of coarse measurement of search intensity in previous studies and the failure to account for changes in individuals' wealth across the business cycle. In this paper we use daily time use dairies from the American Time Use Survey 2003 - 2011 to examine the cyclicality of search intensity to explain this apparent contradiction between theory and data. Results indicate that workers do reduce their search in response to deteriorating labor market conditions, but these effects appear to be offset by the positive effects on search that are correlated with declines in household wealth."     "In Welle 5 der IAB-Panelstudie 'Arbeitsmarkt und soziale Sicherung' (PASS) wurde ein Faktorielles Survey-Modul implementiert, das speziell darauf abzielt, Einflussfaktoren auf berufliche Mobilitätsentscheidungen untersuchen zu können. Knapp 5.000 Befragten wurden in dem Modul jeweils fünf hypothetische, meist überregionale Stellenangebote (Vignetten) präsentiert, die sie in Bezug auf ihre Attraktivität sowie die Wahrscheinlichkeit, die Stelle anzunehmen und dafür an den neuen Arbeitsort umzuziehen, bewerten sollten. In den Stellenangeboten wurden bis zu neun Dimensionen experimentell variiert. Als experimentelles Design hat das Modul den großen Vorteil, unabhängige Schätzungen der Einflussfaktoren, wie etwa dem angebotenen Gehalt oder Aufstiegschancen, zu ermöglichen. Es wird die in realen Arbeitsmarktdaten immer gegebene Selektivität von Arbeitsangeboten (bestimmte Gruppen wie Erwerbstätige oder Arbeitslose erhalten unterschiedlich attraktive Angebote) durch die randomisierte Zuteilung zu den Befragten aufgehoben. Zudem gelten Faktorielle Surveys als weniger abstrakte Beurteilungsaufgabe, was gerade für die Antwortbereitschaft der im PASS überrepräsentierten Befragten mit geringem Bildungshintergrund ein weiterer Vorteil der Methode ist. Der vorliegende FDZ-Methodenbericht gibt einen Überblick über das methodische Design sowie die Qualität und Struktur der Daten. Zunächst werden das konkrete Frageformat und die experimentellen Varianten in den Vignetten beschrieben (Abschnitt 2). Hier finden sich auch Angaben zur Auswahl der Vignetten. Es folgen Erläuterungen zum Befragungsmodus, der Stichprobe, sowie zu einigen praktischen und technischen Details der Umsetzung der Befragung (Abschnitt 3). Daran anschließend werden erste deskriptive Auswertungen zu den realisierten Daten präsentiert, die insbesondere auch ausführliche Übersichten zu den Fallzahlen beinhalten (Abschnitt 4). Zudem werden Hinweise auf mögliche methodische Probleme (etwa Verständnisschwierigkeiten der Befragten oder Item-Non-Response) adressiert (Abschnitt 5).     "This paper studies the effect of co-worker-based networks on individual labour market outcomes. I analyse how the provision of labour market relevant information by former coworkers affects the employment probabilities and, if hired, the wages of male workers who have previously become unemployed as the result of an establishment closure. To identify the causal effect of an individual worker's network on labour market outcomes, I exploit exogenous variation in the strength of these networks that is due to the occurrence of mass-layoffs in the establishments of former coworkers. The empirical analysis is based on administrative data that comprise the universe of workers employed in Germany between 1980 and 2001. The results suggest a strong positive effect of a higher employment rate in a worker's network of former coworkers on his re-employment probability after displacement: a 10 percentage point increase in the prevailing employment rate in the network increases the re-employment probability by 7.5 percentage points. Dabei wird zwischen formellen und informellen Wegen der Stellenfindung unterschieden. Mit Daten des bayerischen Absolventenpanels und ereignisanalytischen Methoden durchgeführte Schätzungen zeigen, dass alle informellen Wege der Stellenfindung mit einer längeren Beschäftigungsdauer einhergehen, dass aber starke und schwache Kontakte durch unterschiedliche Mechanismen wirken: Schwache Kontakte führen durch Informationsvorteile auf Seiten der Absolventen und Arbeitgeber oft zu besseren Einstiegpositionen, während starke Kontakte eher über soziale Kontrollmechanismen und Normen wirken. Insgesamt können Arbeitgeber im öffentlichen Dienst und in Großbetrieben längere Beschäftigungsdauern verzeichnen, da sie Entwicklungsmöglichkeiten ohne Arbeitgeberwechsel bieten."     "We use a recent policy change in the Netherlands to study how changes in search requirements for the older unemployed affect their transition rates to employment, early retirement and sickness/disability benefits. The reform, becoming effective on January 1 2004, requires the elderly to formally report their job search efforts to the employment office in order to avoid a (temporary) cut in benefits. Before the new law was passed, unemployed individuals were allowed to stop all search activity at the moment they turned 57.5. Estimating various duration models using difference-in-difference and regression discontinuity approaches, we find that for several groups of individuals who are affected by the policy change, the stricter search requirements significantly increases their entry rate into employment. The authors apply a regression discontinuity design. Consistent with theoretical predictions, the authors' findings indicate that eliminating job search requirements will tend to increase reservation wages. The results correspond to previous findings in the literature that monitoring leads to lower accepted wages and increased exits rates from unemployment, and that it may be a successful policy measure to keep older workers in the labor market. Before job seekers can become employed with the help social networks, contacts must first be able and willing to share the social resources job seekers need for their search. Little is known about the factors that affect contacts' ability and willingness to do this. Analyses of a unique dataset of contacts show that they typically have access to resources and help job seekers by sharing them. Still, contacts are better able to help when they are male, employed, and better educated than job seekers. They are more willing to help when they perceive job seekers to be 'good' workers. In identifying the conditions in which contacts provide social resources, this study illustrates how social networks are a productive job search strategy for some, but not all, job seekers."     "We develop a dynamic cognitive model of network activation and show that people at different status levels spontaneously activate, or call to mind, different subsections of their networks when faced with job threat. Using a multimethod approach (General Social Survey data and a laboratory experiment), we find that, under conditions of job threat, people with low status exhibit a winnowing response (i.e., activating smaller and tighter subsections of their networks), whereas people with high status exhibit a widening response (i.e., activating larger and less constrained subsections of their networks). We integrate traditional network theories with cognitive psychology, suggesting that cognitively activating social networks is a precondition to mobilizing them. One implication is that narrowing the network in response to threat might reduce low-status group members' access to new information, harming their chances of finding subsequent employment and exacerbating social inequality." Two approach motives (employment and PJ-fit) and two avoidance motives (low-expectation and low-interest) were distinguished. Antecedents and consequences of these motives were examined using a sample of 303 unemployed clients of reemployment agencies, and obtaining motive ratings from both the unemployed and their counselors. The findings showed that three motives (employment, low-expectation and low-interest) improved the prediction of job search behavior in addition to a set of antecedents that have been widely studied in the literature. In turn, the motives were predicted by different antecedents. The referral of job-seekers to vacancies is one instrument used for these purposes. We report results from a randomized Swedish experiment where the outcome of referrals is examined. To what extent do unemployed individuals actually apply for the jobs they are referred to? Does information to job-seekers about increased monitoring affect the probability of applying and the probability of leaving unemployment? The experiment indicates that a relatively large fraction (one-third) of the referrals do not result in job applications. Information about intensified monitoring causes an increase in the probability of job application, especially among young people.     "By 2009 four in every five job seekers in Great Britain were making use of the Internet in job search, generally alongside other methods. While the Internet has created new opportunities for job seekers, there are concerns that inequalities in use of and access to the Internet will intensify difficulties experienced by disadvantaged groups in finding work. This paper analyses the incidence and determinants of online job search in Great Britain, using Labour Force Survey data for 2006 to 2009. Use of the Internet increased over this period, with employed job seekers most likely to undertake online job search. A probit model reveals that age and highest qualification are key factors affecting individuals' use of the Internet for job search, with older job seekers and those with lower education levels most likely to 'lose out' in terms of accessing employment opportunities via the Internet. Some significant urban and regional differences are revealed, indicating that job seekers from less prosperous regions and those outside major metropolitan areas are least likely to make use of the Internet for job search. This is a significant gap in the literature on disability and participation in the labour market.     "The aim of this paper is to show the flexibility and capacity of penalized spline smoothing as estimation routine for modelling duration time data. We analyse the unemployment behaviour in Germany between 2000 and 2004 using a massive database from the German Federal Employment Agency. To investigate dynamic covariate effects and differences between competing job markets depending on the distance between former and recent working place, a functional duration time model with competing risks is used. It is build upon a competing hazard function where some of the smooth covariate effects are allowed to vary with unemployment duration. The focus of our analysis is on contrasting the spatial, economic and individual covariate effects of the competing job markets and on analysing their general influence on the unemployed's re-employment probabilities. As a result of our analyses, we reveal differences concerning gender, age and education. We also discover an effect between the newly formed and the old West German states.     "Anonymisierung wirkt: Die Evaluierung des bundesweiten Pilotprojekts hat gezeigt, dass in anonymisierten Bewerbungsverfahren Chancengleichheit für alle herrscht. Und potenziell von Benachteiligung betroffene Gruppen wie Frauen und Menschen mit Migrationshintergrund haben hier bessere Chancen, zu einem Bewerbungsgespräch eingeladen zu werden, als bei herkömmlichen Rekrutierungsmethoden. Dagegen spielen mögliche Überlegungen wie 'eine alleinerziehende Frau mit Kindern ist unflexibel' oder 'türkische Bewerberinnen und Bewerber können nicht so gut Deutsch' keine Rolle mehr.
    Am bundesweit ersten Pilotprojekt zu anonymisierten Bewerbungsverfahren haben sich im Zeitraum von November 2010 bis Dezember 2011 fünf Unternehmen und drei öffentliche Arbeitgeber beteiligt.     "Der Aufsatz analysiert den Einfluss der Informationsübertragung über soziale Netzwerke (Freunde, Verwandte und andere persönliche Kontakte) auf monetäre und nicht-monetäre Arbeitsmarkterträge. Die theoretische Basis der Analyse ist ein von Montgomery (1992) vorgeschlagenes suchtheoretisches Modell. Um kausale Effekte zu identifizieren, verwenden wir Propensity-Score-Matching. Unbeobachtete Heterogenität wird mit Hilfe von Rosenbaum-Bounds in der Analyse berücksichtigt. Als Datenbasis dient uns eine Befragung von geringqualifizierten und/oder Langzeitarbeitslosen. Im Zuge der Analyse stellt sich die weit verbreitete Vorgehensweise als irreführend heraus, den Einfluss sozialer Netzwerke auf der Basis eines Vergleichs verschiedener Wege zu identifizieren, auf denen Arbeitsplätze gefunden werden. Stattdessen schlagen wir vor, Personengruppen miteinander zu vergleichen, die mit bzw. ohne Einbindung sozialer Kontakte nach Arbeit gesucht haben. Aus einer solchen Analyse ergeben sich keinerlei Hinweise darauf, dass die Suche über soziale Netzwerke kausale Effekte auf monetäre Erträge wie den Lohn oder die Lohnzufriedenheit oder nichtmonetäre Aspekte wie die Jobzufriedenheit hat."     "This paper aims to analyze the role of social networks on the job search choices of the unemployed. If social networks convey useful information in the job search process, individuals with larger networks should experience a higher productivity of informal search channels. This in turn affects the choice of formal search intensity and the reservation wage. The paper seeks to test these search-theoretic implications of productive social networks empirically. The authors use the IZA Evaluation Dataset containing detailed information on job search behavior of recently unemployed individuals. Observing a rich array of personality traits and direct measures of the social network, the authors choose an identification approach based on observable characteristics using least squares and binary probit regression analysis. The findings confirm theoretical expectations. Individuals with larger networks use informal search channels more often and shift from formal to informal search. In addition to that, evidence is found for a positive relationship between network size and reservation wages. The extent to which networks are used during job search most likely also depends on the quality of the network, which cannot be observed in the data. However, as the network significantly changes the observable formal job search effort of individuals, public job search monitoring policies should take these effects into account. The paper complements the previous body of literature on the role of social networks in the labor market that predominantly focuses on labor market outcomes. By highlighting the interaction between networks and job search choices the paper improves the understanding of realized labor market outcomes in the presence of networks."     "Der Übergangsprozess von Arbeitslosigkeit in Beschäftigung wird vom Reservationslohn und den Suchanstrengungen der Arbeitslosen bestimmt. Das optimale Suchverhalten hängt dabei sowohl von institutionellen Gegebenheiten wie der Höhe und Dauer von Transferzahlungen und 'klassischen' Charakteristika wie Alter und Bildung als auch von selten beobachteten Faktoren wie Persönlichkeitseigenschaften und subjektiven Erwartungen ab. Der IZA Evaluationsdatensatz ermöglicht es, die Effekte dieser Faktoren auf das Suchverhalten bzw. den Übergangsprozess in Beschäftigung zu analysieren. Der Datensatz besteht aus einer umfangreichen administrativen Zugangsstichprobe in Arbeitslosigkeit und einem Survey in dem Personen interviewt wurden, die zwischen Mitte 2007 und Mitte 2008 arbeitslos wurden. Die Arbeitslosen wurden u.a. zu ihrem Suchverhalten, zu Persönlichkeitseigenschaften, ethnischem Hintergrund und sozialen Netzwerken befragt. Unsere Analysen deuten darauf hin, dass sowohl Unterschiede in der maximalen Dauer von Transferleistungen als auch Unterschiede in Persönlichkeitseigenschaften und in subjektiven Erwartungen bezüglich der Teilnahmewahrscheinlichkeit an arbeitsmarktpolitischen Maßnahmen zu einer Heterogenität im Suchverhalten bzw. in der Übergangswahrscheinlichkeit in Beschäftigung führen können."     "This paper develops a model and derives novel testable implications of referral-based job search networks in which employees provide employers with information about potential job market candidates that they otherwise would not have. Using unique matched employer-employee data that cover the entire workforce in one large metropolitan labor market over a 20 year period, we find strong support for the predictions of our model. We first show that firms are more likely to hire minority workers from a particular group if the existing share of workers from that group employed in the firm is higher. We then provide evidence that workers earn higher wages, and are less likely to leave their firms, if they were hired by a firm with a larger share of minority workers from their own group and are therefore more likely to have obtained the job through a referral. The effects are particularly strong at the beginning of the employment relationship and decline with tenure in the firm. These findings have important implications in suggesting that job search networks help to reduce informational deficiencies in the labor market and lead to productivity gains for workers and firms."     "Angesichts des demographischen Wandels gewinnen die Verlängerung der Erwerbstätigkeit und damit auch die Bedingungen für Neueinstellungen im letzten Drittel des Erwerbslebens an Bedeutung. Dieser Beitrag untersucht auf mikroökonomischer Grundlage (IAB-Betriebspanel) betriebliche Merkmale, die die Neueinstellung älterer Arbeitnehmer/-innen (50 Jahre und älter) beeinflussen. Besonders berücksichtigt wird das Arbeitsangebot in Form des Vorliegens einer Bewerbung von Älteren, auf deren Grundlage eine Einstellung älterer Bewerber/-innen erst möglich wird. Die Ergebnisse zeigen, dass in ca. drei Viertel der Betriebe keine Bewerbung Älterer vorlag. Im übrigen Viertel entschied sich fast die Hälfte der Betriebe für einen Bewerber oder eine Bewerberin, der oder die mindestens 50 Jahre alt war. Jedoch unterscheiden sich Betriebe, die Bewerbungen Älterer auf sich ziehen können, teilweise erheblich von Betrieben, in denen Ältere hohe Einstellungschancen besitzen. Mögliche Ursachen könnten sowohl ein bewerberseitiges Suchverhalten sein, das sich nicht an Einstellungschancen orientiert, als auch in fehlenden klaren Signalen von Betrieben auf Arbeitsmärkten gegenüber älteren Bewerbern liegen.     Abstract

    "Migranten der zweiten Generation sprechen viel häufiger Deutsch im eigenen Haushalt als Migranten der ersten Generation. Erwerbslose Personen, die zu Hause vor allem Deutsch sprechen, suchen intensiver nach Arbeit. Deutschkenntnisse spielen auch eine Rolle dabei, wie häufig bestimmte Wege der Arbeitsuche eingeschlagen werden. Je besser die Sprachkenntnisse, desto eher lesen Arbeitsuchende Stellenanzeigen in Zeitungen und bewerben sich auf Stellenanzeigen oder sie recherchieren im Internet. Arbeitsuchende aus mehrsprachigen Haushalten können bei ihrer Arbeitsuche leichter auf soziale Netzwerke zurückgreifen. Erwerbslose Migrantinnen, die zu Hause überwiegend eine Fremdsprache sprechen, suchen viel seltener aktiv nach Arbeit als andere Erwerbslose. Soweit langzeitarbeitslose Migranten starke Defizite bei den Deutschkenntnissen aufweisen, sollte Arbeitsmarktpolitik also auch gezielt bei der Sprachförderung ansetzen, um ihre Arbeitsmarktchancen zu verbessern."     "Social norms are usually neglected in economics because they are to a large extent enforced through non-market interactions and difficult to isolate empirically. In this paper, the authors offer a direct measure of the social norm to live off one's own income and they show that this norm has important economic effects. The stronger the norm, the more quickly unemployed people find a new job. This behavior can be explained by utility differences, probably due to social pressure.     Abstract

    In einer computerunterstützten telefonischen Befragung von rund 20000 Arbeitslosen und ehemals Arbeitslosen wurden Anfang 2000 Angaben zu den Suchaktivitäten und der Erwerbsorientierung der Arbeitslosen erhoben und Erkenntnisse über die Beendigung der Arbeitslosigkeit gewonnen. Um festzustellen, wie nah die Arbeitslosen am Arbeitsmarkt sind, analysiert der Beitrag die Motive, die mit der Arbeitslosmeldung verbunden sind, und die Intensität der Beschäftigungssuche. Es zeigt sich, dass über 60 % der Arbeitslosen sehr arbeitsmarktnah sind, da sie mit großem Engagement Arbeit suchen. Rund 20 % suchen nur mit mittlerer oder geringer Intensität. Die mangelnde Initiative ist dabei häufig auf eine bereits länger andauernde Arbeitslosigkeit zurückzuführen. Weitere knapp 20 % sind ohne klare Orientierung oder übergangsorientiert (z.B. bevorstehender Übergang in Rente). Diese Gruppe ist nur noch schwer aktivierbar. (IAB)

    Abstract

    Die Bedeutung sozialer Netzwerke bei der Besetzung von Stellen ist ein relativ gesichertes Ergebnis der Arbeitsmarktforschung. In der Studie werden die Ergebnisse einer Befragung von 346 ehemaligen Studierenden der Fakultät für Sozialwissenschaften und Philosophie der Universität Leipzig vorgestellt, die im Rahmen eines Forschungspraktikums im Sommer 2001 durchgeführt wurde. Dabei geht es einerseits um die Auswirkungen sozialer Beziehungen am Ende des Studiums beim Berufseinstieg, insbesondere auf die Dauer der Suche nach der ersten Arbeitsstelle und auf das Einkommen und die Zufriedenheit in dieser Beschäftigungsposition, andererseits um den Einfluss sozialer Beziehungen auf den weiteren Berufserfolg zwei Jahre nach dem Ende des Studiums. Die Ergebnisse belegen, dass soziale Netzwerke eine wichtige Rolle beim Übergang vom Studium ins Berufsleben spielen. Dies wird zum einen dadurch deutlich, dass bei der Suche nach der ersten Berufstätigkeit nach dem Studium nahezu zwei Drittel derer, die überhaupt suchten, auf ihr soziales Netzwerk zurückgegriffen haben und jeweils etwa die Hälfte ihre erste und die berufliche Tätigkeit nach zwei Jahren über soziale Netzwerke fanden. Dieses Resultat lässt die Schlussfolgerung zu, dass beim Berufseinstieg Netzwerke eher für aktive Unterstützung als für die Informationsbeschaffung optimiert sein sollten. Besonders zu Beginn der Berufstätigkeit nach dem Studium zeigen sich zudem sehr unterschiedliche Einkommenschancen in unterschiedlichen Arbeitsmarktsegmenten wie dem Hochschulbereich, die das Humankapital und auch die sozialen Ressourcen der Betroffenen nicht adäquat widerspiegeln. Inwieweit sich diese Diskrepanz mittelfristig oder langfristig aufhebt, lässt sich mit den hier erhobenen Daten nicht entscheiden. (IAB)

    "In bisherigen Untersuchungen wurden Ursachen für Mismatchprobleme überwiegend aus betrieblicher Perspektive analysiert. Die Gründe für die Nichtbesetzung aus Sicht der Arbeitslosen sind bisher wenig eruiert worden. Hier setzt die Studie an. Anhand von drei exemplarisch ausgewählten Fällen von offenen Stellen im Arbeitsamtsbezirk Kassel wurde untersucht, welche Gründe die beteiligten Akteure -Betrieb, Arbeitsvermittler, Arbeitslose - angeben, warum eine offene Stelle nicht besetzt werden konnte. Ein erstes 'unbeabsichtigtes' und überraschendes Ergebnis der Untersuchung betrifft die 'Offenheit' der offenen Stellen. Beim Auswahlprozess der drei Untersuchungsfälle stellte sich heraus, dass mehr als die Hälfte der beim Arbeitsamt als offen gemeldeten Stellen bereits besetzt bzw. nicht mehr offen waren. Unzureichende Informationen auf der Seite der Betriebe und unvollkommene Informationen über die Arbeitslosen beschränken die Effektivität der Vermittlung, zumindest in den untersuchten drei Fällen. Eine zentrale Bedingung für eine Erhöhung der Vermittlungseffizienz besteht daher darin, die Information bei den einzelnen Akteuren zu erhöhen und genauere Informationen an die anderen Akteure weiter zu geben bzw. bei der Vermittlung zu nutzen."
