"In this paper, we provide estimates of the subjectively perceived cost of children depending on the extent of parental time restrictions. Building on a study by Koulovatianos et al. (2009) that introduces a novel way of using subjective income evaluation data for such estimations, we conduct a refined version of the underlying survey, focusing on young women with children in Germany. Our study confirms that the monetary cost of children is substantial and increases with parental nonmarket time restrictions. "The present diary study builds upon the work-home resources model and the Model of Work-Family Enrichment, and examines time pressure and psychological climate as predictors of work-life conflict and work-life enrichment. We further investigated happiness and vigour as indicators of positive mood and energy as mediators in these associations. Our five-day diary study was conducted via electronic devices with 92 employees (N = 357 matched daily measurements). We assessed daily time pressure, psychological climate, job control (as control variable), happiness, and vigour at work at the end of the working day. In the evening survey, answered before going to bed, we assessed daily work-life conflict and work-life enrichment. Results of nested multilevel path models, controlled for daily job control, revealed that daily time pressure was related to increased work-life conflict and decreased work-life enrichment. Daily psychological climate was negatively related to work-life conflict and positively related to work-life enrichment. Mediation analyses proved an energy-path. "Entwicklungen wie die Bildungsexpansion, die zunehmende Arbeitsmarktbeteiligung von Frauen sowie die Homophilie in der Partnerwahl haben bestehende Bildungsasymmetrien zwischen Männern und Frauen in westlichen Gesellschaften deutlich reduziert. Der vorliegende Beitrag liefert für Ost- und West-Deutschland eine Analyse des Zusammenhangs zwischen der Bildung der Partner, deren Elternschaft sowie deren Erwerbsanteilen im Paar. Relative Bildung kann hierbei sowohl als Indikator für Arbeitsmarktressourcen als auch für Geschlechtsrolleneinstellungen interpretiert werden. Die Analysen basieren auf den Daten des deutschen Mikrozensus 2011 mit insgesamt 57.366 Paarhaushalten. Für die Schätzung der weiblichen Erwerbsanteile werden Allgemeine Lineare Modelle herangezogen. Aufgrund der hohen Fallzahl ist die Berücksichtigung von Interaktionseffekten möglich. Die Befunde zeigen, dass (1) der Erwerbsanteil von Frauen umso höher ist, je höher ihr eigenes Bildungsniveaus ist; (2) Frauen, die einen höheren Bildungsabschluss als ihr Mann aufweisen, zeigen im Vergleich zu anderen Frauen die höchsten Erwerbsanteile; (3) Unabhängig von der relativen Bildung im Paar erreichen Frauen im Durchschnitt in aller Regel keinen Erwerbsanteil von 50%; (4) Vor allem junge Kinder zeigen einen großen Einfluss auf den Zusammenhang zwischen relativer Bildung und relativer Erwerbsbeteiligung; (5) Bildungsvorsprünge von Frauen gegenüber ihren Partnern sind für ihre Erwerbsanteile in West-Deutschland von höherer Bedeutung als in Ostdeutschland. Keine der beiden Interpretationen von Bildung erklärt allein die Aufteilung der Erwerbsarbeit im Paar. Je nach Präsenz und Alter des jüngsten Kindes sowie dem regionalen Kontext trägt die ökonomische oder wertorientierte Perspektive mehr oder weniger stark zur Erklärung des Arbeitsarrangements bei. Dabei konnten wir auf die Nützlichkeit der zwei theoretischen Rahmungen von Bildung als erklärendes Modell hinweisen." (Autorenreferat, IAB-Doku)

Der Beitrag untersucht die Wirkungen der Pendlerzeit des Ehemanns auf die Erwerbsbeteiligung der Ehefrauen und die Zeitverwendung in der Familie. Unter der Modellannahme der imperfekten Substitution von Markt- und Eigenleistungen kann eine Verlängerung der Pendelzeit die Arbeitszeit der Ehefrau mindern, die des pendelnden Ehemanns erhöhen. Bei einer Vergrößerung der Distanz vom Wohnort zum Arbeitsort um ein Prozent sinkt die Wahrscheinlichkeit der Erwerbsbeteiligung der Frau um 0.016. Diese Wirkung erhöht sich bei Familien mit Kindern und bei hochqualifizierten Ehemännern. (IAB)

"This article examines outsiders' relative access to occupational level family-friendly policies. I use data from the European Working Conditions Survey of 2015 across 30 European countries examining workers' access to two types of family-friendly working-time arrangements (WTAs): flexitime, and time off work for personal reasons. The article focuses on women with care responsibilities given that their demands for family-friendly policies, as well as their outcomes, have been shown to be distinct from the rest of the working population. In addition to the outsider definition used in the labor market dualization and occupational segmentation literature, i.e., low-skilled workers and those without a permanent contract, this article also defines outsiders as those perceiving their job as insecure. The results of the analysis show a segmentation between workers in their access to family-friendly policies. Unlike statutory policies, occupational policies seem to be selectively provided mostly to workers where employers have a vested interest, i.e., insiders, resulting in a dualized system for most countries. However, rather than their contract status, the skill-level of the job/workers, and their perceived insecurity were found to be important. The results further show that although Northern European and some continental European countries are those where family-friendly WTAs are more readily available, it is in these countries where the division between insiders and outsiders is the greatest. The results of the article contribute to the literature by showing a need to move beyond the national level when examining family-friendly policies, and to examine a more diverse definition of outsiders when examining dualization of working conditions." "Marriage is positively correlated with income, and women with children are much less likely to be in poverty if they are married. Selection into marriage makes it difficult to assess whether these correlations represent a causal effect of marriage. One instrument for marriage proposed in past research is the gender of a woman's first child. We find that women who have a boy first are about 0.33 percentage points more likely to be married at any point in time. This effect operates through both increasing the probability that unmarried mothers marry the child's father and reducing the probability of divorce. We also find that women whose first child is a boy experience higher levels of family income and are less likely to receive welfare income, be below the poverty line, and receive food stamps. Estimates using child gender as an instrumental variable for marriage suggest that marriage plays a large causal role in improving the economic well-being of women with children and that these effects are largest among women at the lower end of the income distribution." "Background: Swedish fathers' parental leave uptake has increased over time, but progress has been moderate. In relation to this, we ask what factors hinder or facilitate the taking of leave by fathers and how - if at all - the leave influences the father's relationship with his child.
Objective: To study (i) the reasons for parents' division of parental leave as well as the consequences this division has for their actual time at home with the child and (ii) the link between the father's leave and his relationship with the child, as well as the parents' division of childcare after parental leave.
Methods: A multi-methods approach is used, where OLS regression models of survey data from the Young Adult Panel Study are analysed alongside qualitative in-depth interviews with 13 couples who have had a first child.
Results: Quantitative results show that parents' leave lengths vary with the reasons given for the division of leave and that fathers' parental leave is related to long-term division of childcare. Qualitative results suggest that equal parenting is important to the interviewed parents; however, motherhood ideals may stand in the way of achieving it. Several mechanisms by which fathers' parental leave may influence later division of childcare are suggested, including the development of a closer relationship between father and child.
Conclusions: Policies aimed towards increasing fathers' parental leave uptake have the potential to strengthen the father - child bond, contribute to a more equal division of childcare, and facilitate both parents' understanding of each other and what being a stay-at-home parent involves.
Contribution: This article is the first to show how parents alleged reasons for the parental leave links to the actual length of the mother's and father's leave. Results indicate that increasing paternal leave length is linked to improved couple relationship quality and a closer relationship with the child." "The management of work - life boundaries is portrayed in the literature as being a matter of individual choice. Accordingly, organizational influence has been underestimated. The first objective of this article is therefore to determine whether an organizational culture of integration (e.g. expectations about taking work home) can influence individuals' ability to act on their personal preference for segmentation. The second objective is to determine whether a mismatch between culture and personal preferences can influence the emotional state of employees and, if so, in what way. A study of 243 employees showed that the perception of an organizational culture of integration reduced the effect of preference for segmentation on employees' ability to detach themselves from work during rest periods. Further, a path analysis highlighted a moderated mediation, indicating that preference for segmentation was associated with reduced emotional exhaustion in employees by promoting a high level of psychological detachment, and this reduction was even stronger among those who perceived a weak culture of integration in their organization. This study proposes that jointly with individual preference for segmentation or integration, the norms and expectations of an organization have considerable influence on employees' ability to detach and recover during non-work time." "While discrimination against women at work has long been a mainstream topic in research literature, only marginal attention has been paid to discrimination against men. A number of factors may be responsible for this, including change in traditional occupational roles, cultural perceptions of the 'natures' of men and women, and men's own perception (or lack of perception) of discrimination. This short report investigates whether men face discrimination based on sex in the workplace. It looks at the results of Eurofound's 2015 European Working Conditions Survey and then examines cases from five countries (Bulgaria, Cyprus, Denmark, France and the UK). Discrimination is examined in such areas as recruitment, education, healthcare-related services, working time and parenting, and sexual harassment. The cases demonstrate that men do indeed experience discrimination because of their sex. "Parenthood contributes substantially to broader gender wage inequality. The intensification of gendered divisions of paid and unpaid work after the birth of a child create unequal constraints and expectations such that, all else equal, mothers earn less than childless women, but fathers earn a wage premium. The fatherhood wage premium, however, varies substantially among men. Analyses of linked workplace-employee data from Canada reveal how organizational context conditions educational, occupational and family-status variation in fatherhood premiums. More formal employment relations (collective bargaining and human resource departments) reduce both overall fatherhood premiums and group differences in them, while performance pay systems (merit and incentive pay) have mixed effects. "We study interdependencies in spousal labor supply and the effectiveness of intrahousehold insurance in a sample of married couples, where the husband loses his job due to a mass layoff or plant closure using data from the Austrian Social Security Database. We show that in our sample of relatively young couples the shock hits households at crucial stages of family formation, which requires careful modeling of the wives' counterfactual lifecycle labor market patterns. In our empirical analysis, we propose three independent control groups of unaffected households to identify the causal effects of husbands' displacement on wives' labor supply. Our empirical results show that husbands suffer large and persistent employment and earnings losses over the first 5 years after displacement. But wives' labor supply increases only moderately and they respond predominantly at the extensive margin. The implied participation elasticity with respect to the husband's earnings shock is very small, about -0:04. While the wives' earnings gains recover only a tiny fraction of the household income loss, public transfers and taxes are a more important insurance at least in the short run. In terms of non-labor market related outcomes, we find a small positive effect on the probability of divorce, but no effect of the husband's job displacement on fertility. The presence and ages of children in the household are crucial determinants of the wife's labor supply response. The most responsive group are mothers, who are planning to return to the labor market after a maternity break, while mothers of very young children or wives without children remain unresponsive. We thus conclude that Austria's strong gender identity norms are an explanation for the limited scope of intra-household insurance." (Author's abstract, IAB-Doku) ((en))

"This article sheds new light on the role played by perceived fairness in configuring the relationship between gendered housework division and women's family life satisfaction across 30 countries. This is achieved by distinguishing and comparing two major dimensions of women's fairness comparison -- inter-gender relational comparison between partners and intra-gender referential comparison with other women from the same society. Analysing data from the 2012 International Social Survey Programme, we find that women's family life satisfaction is adversely affected by both a lack of relational fairness and unfavourable referential comparison, which operate independently of each other. Supporting the 'self-serving' theory, women are found to rely more on one dimension of fairness comparison to assess their family life satisfaction when they compare unfavourably rather than favourably in the other dimension. Country-level gender equality positively predicts the strength of the association between relational fairness and family life satisfaction. However, it does not seem to moderate the influence of referential comparison on family life satisfaction. In light of these results, scholars are urged to consider the perceived fairness of housework division as a plural construct, and to promulgate gender equality in multiple dimensions -- addressing not just inter-gender (in)equity but also intra-gender (in)equality -- to move the gender revolution forward." "Ziel der Studie: Kliniken stehen vermehrt der Anforderung gegenüber für Ärztinnen und Ärzte Arbeitsbedingungen zu schaffen, die eine Vereinbarkeit von Familie und Beruf ermöglichen. Dies ist gleichzeitig auch als Chance zu betrachten, sich als Arbeitgeber von anderen Kliniken abzuheben. Methode: N=120 Ärztinnen und Ärzte der Medizinischen Fakultät sowie N=679 Studierende der Humanmedizin im vorklinischen und klinischen Abschnitt wurden online befragt. Im Fokus dieser Studie stand die Erfassung des Veränderungsbedarfs an Kliniken zur Verbesserung der Vereinbarkeit von Familie und Beruf. Ergebnisse: Hypothesenkonform zeigte sich in der Work-Family/Family-Work Conflict Scale (WFC/FWC) eine erschwerte Vereinbarkeit von Familie und Tätigkeit nach Eintritt in das Berufsleben - insbesondere mit Kind. Besonders die Arbeitsunterbrechung im Notfall, Teilzeitregelungen oder Notfallbetreuung für Kinder schätzen über 90% Befragten als wichtiges Instrument zur Verbesserung der Vereinbarkeit von Familie und Beruf ein. Zusätzlich wünschen sich Ärztinnen und Ärzte, dass ihre Vorgesetzten Vereinbarkeitsthemen aktiv unterstützen. Schlussfolgerung: Die Analyse der Vereinbarkeit von Familie und Tätigkeit zeigt Handlungsbedarf in den untersuchten Stichproben. Durch die erfassten Maßnahmen, die als entlastend beurteilt werden, können konkrete Handlungsschritte für Kliniken abgeleitet werden. Die Analyse des WFC/FWC stellt eine Möglichkeit dar, standardisiert die Belastung durch Tätigkeit in der Familie und vice versa zu erfassen." (Autorenreferat, IAB-Doku)

"We quantify the importance of precautionary labour supply defined as the difference between hours supplied in the presence of risk and hours under perfect foresight. Using the German Socio-Economic Panel from 2001 to 2012, we estimate the effect of wage risk on labour supply and test for constrained adjustment of labour supply. We find that married men choose on average about 2.8% of their hours of work to shield against wage shocks. The effect is strongest for self-employed, who we find to be unconstrained in their hours choices, but also relevant for other groups with more persistent hours constraints. If the self-employed faced the same wage risk as the median civil servant, their hours of work would be reduced by 4.5%." (Author's abstract, IAB-Doku) ((en))

"This paper shows that globalization has far-reaching implications for the economy's fertility rate and family structure because they influence work-life balance. Employing population register data on new births, marriages, and divorces together with employer-employee linked data for Denmark, we show that lower labor market opportunities due to Chinese import competition lead to a shift towards family, with more parental leave taking and higher fertility as well as more marriages and fewer divorces. This pro-family, pro-child shift is driven largely by women, not men. Correspondingly, the negative earnings implications of the rising import competition are concentrated on women, and gender earnings inequality increases. We show that the choice of market versus family is a major determinant of worker adjustment costs to labor market shocks. While older workers respond to the shock rather similarly whether female or not, for young workers the fertility response takes away the adjustment advantage they typically have - if the worker is a woman. We find that the female biological clock - women have difficulties to conceive beyond their early forties - is central for the gender differential, rather than the composition of jobs and workplaces, as well as other potential causes." Für die empirischen Analysen verwenden wir Daten einer Onlinebefragung von 96 wissenschaftlichen Mitarbeiterinnen und Mitarbeitern in den Sozial- und Wirtschaftswissenschaften einer deutschen Universität aus dem Jahr 2015. Mit linearen Regressionsanalysen untersuchen wir, wie Arbeitsbedingungen und -ressourcen work-life conflict und work-life enrichment beeinflussen. Zentrales Ergebnis unserer Analyse ist, dass insbesondere befristete Verträge und Wochenendarbeit den work-life conflict erhöhen. "The literatures on gender status stereotyping and the 'glass-ceiling' have shown that women managers have more difficult job experiences than men, but whether these experiences result in lower job satisfaction is still an open question. Using fixed-effects models in a longitudinal national sample, this study examines differences in job satisfaction between women and men promoted into lower and higher-level management, after controlling for key determinants of job satisfaction. Results indicate that promotions to management are accompanied by an increase in job satisfaction for men but not for women, and that the differing effect lasts beyond the promotion year. Moreover, following promotion, the job satisfaction of women promoted to higher-level management even starts declining. The type of promotion (internal or lateral) does not modify this effect. By clarifying the relationship between gender, promotion to managerial position and job satisfaction, the study contributes to the literature on the gender gap in managerial representation." "In 2016 the Polish government introduced a large new child benefit, called 'Family 500+', with the aim to increase fertility from a low level and reduce child poverty. The benefit is universal for the second and every further child and means-tested for the first child. Increasing out-of-work income significantly, the transfer can reduce incentives to participate in the labour market. We study the impact of the new benefit on female labour supply, using Polish Labour Force Survey data. Based on a difference-in-differences methodology we find that the labour market participation rates of women with children decreased after the introduction of the benefit compared to childless women. The estimates suggest that by mid-2017 the labour force participation rate of mothers dropped by 2-3 percentage points, depending on the estimation specification, as a result of the 'Family 500+' benefit. "Since the millennium, the labour market participation of women and mothers is increasing across European countries. Several work/care policy measures underlie this evolution. At the same time, the labour market behaviour of fathers, as well as their involvement in care work, is relatively unchanging, meaning that employed mothers are facing an increased burden with respect to gainful employment and providing care. We propose a family working-time model that incentivizes fathers and mothers to both work in extended part-time employment. It provides a benefit in the form of a lump-sum transfer or income replacement for each parent if, and only if, both parents work 30?hours/week. Thus, it explicitly addresses fathers and - contrary to most conventional family policies - actively promotes the dual earner/dual carer paradigm. Combining microsimulation and labour supply estimation, we empirically analyse the potential of the family working-time model in the German context. The relatively small share of families already choosing the symmetric distribution of about 30 working hours would increase by 60?percent. By showing that a lump-sum transfer especially benefits low-income families, we contribute to the debate about redistributive implications of family policies. The basic principles of the model generalize to other European countries where families increasingly desire an equal distribution of employment and care. In order to enhance the impact of such a policy, employers' norms and workplace culture as well as the supply of high-quality childcare must catch up with changing workforce preferences." "Over the last three decades, Spanish female labor force participation (LFP) has tremendously increased, particularly, that of married women. At the same time, the income tax structure, the fiscal treatment of families, policies to reconcile family and work, and the education distribution of married couples have substantially changed. By contrast, the gender wage gap has remained quite stable. In this paper the author investigates the relevance of these factors in accounting for the growth in Spanish married women labor force participation from 1994 to 2008. For that purpose, she uses Kaygusuz' model of household labor market participation, and data from Eurostat to calibrate the model and evaluate its performance. The model successfully accounts for the rise in aggregate female labor force participation, and matches hours worked by males and females. The model is also able to replicate the pattern of female labor force participation by age and education. From this analysis we can conclude that changes in tax rates and in the education distribution are the main factors behind the increase in female LFP during the late nineties, while changes in child care costs and earning profiles are mainly responsible for the subsequent growth in the 2000s." To evaluate the employment effects of these policies ex ante, I estimate a model of labor supply and health insurance choice exploiting variation in pre-ACA Medicaid policies. Simulations show that single mothers increase their labor supply at the extensive and intensive margin by 12% and 7%, respectively, uninsurance rates decline by up to 40%, and an average family's welfare improves by 1,600 dollars per year. We conducted a between-subjects experiment (N = 96) in which one group of participants received a CV of an applicant who valued work-life balance versus a CV from which this information was omitted. Based on signaling theory and gender-role congruence theory, we suggested that mentioning balance on one's CV would lead to less favorable recruitment outcomes through a lower work ethic, especially for men. "The male breadwinner identity is culturally associated with career success for men, particularly in the professions, but today, few married men's lives easily map onto this identity. This study analyses interviews with 42 married men employed in US offices of a consulting firm to examine first, how men construct their identities as spouses in relation to their wives' work arrangements and second, how men navigate straying from the male breadwinner identity. While some men interpreted their wives' work in ways that supported personal claims on the breadwinner identity, others did so in ways that supported a more egalitarian identity, labelled here breadsharer. These groups differed in how they interpreted the social status and financial value of their wives' work, as well as in how they approached their own careers. Breadsharers were aware they strayed from the expected breadwinner identity and crafted alternative claims on status. These findings advance theory on gender, work, family and masculinity." "Dieser Artikel zeigt mit Daten des Sozio-oekonomischen Panels, dass Väter - und in geringerem Maße kinderlose Männer und Frauen - am zufriedensten sind, wenn sie Vollzeit oder länger arbeiten. Die Lebenszufriedenheit von Müttern ist dahingegen kaum von ihren Arbeitszeiten beeinflusst. Rationale Einkommensmaximierung kann dieses Muster nicht erklären, da es sogar in Haushalten auftritt, in denen Frauen mehr verdienen als Männer. Die Ergebnisse zeigen sich ebenfalls bei Menschen mit sehr sicheren Arbeitsplätzen und sehr wenig Haus- und Kinderbetreuungsarbeit. Damit widersprechen sie den Prognosen der expansionistischen Rollentheorie, dass Männer und Frauen zufriedener sind, wenn sie beide gleich umfangreich erwerbstätig sind. Für Männer passen die Ergebnisse am besten zu den Vorhersagen der traditionellen Rollentheorie, wonach Menschen zufriedener sind, wenn sie stereotypen Geschlechterrollen entsprechen." "Background: In recent decades, several Western countries have experienced a large increase in childlessness. Relatively little is known about the profiles of childless women in Italy, and virtually nothing about childless men.
Objective: The aim of this paper is to address this gap by identifying typical life course trajectories of childless women and men in Italy from a gender perspective and in a cross-cohort comparison.
Methods: In order to identify typical patterns I adopted a holistic perspective, applying sequence analysis to data on partnership, employment, and education for a sample of childless women and men derived from the 2009 Italian Family and Social Subjects survey.
Results: Six profiles each were identified for childless women and men, which illustrate the marked heterogeneity of the childless universe. Four out of the six were similar for both genders. Importantly, the life course of the childless evolved across cohorts, with an increasing proportion of employed women and single men in the youngest generations.
Contribution: This work sheds light on differences in childlessness in Italy by gender and generation. It confirms the role of factors such as not having a partner, and adds new empirical findings such as the pattern of disadvantaged, less-educated women and that of highly educated men with a history of unstable employment." "Background: Empirical findings regarding the impact of women's employment on divorce are mixed. One explanation is that the effects are moderated by the country context. Another is that previous studies have failed to account for unobserved factors that introduce bias into the estimated effects. Studies also rarely consider possible anticipatory employment behavior on the part of women who are thinking of divorce.
Objective: The aim of this study is to deepen our understanding of the nexus between women's employment and divorce in a comparative perspective.
Methods: We adopt an analytical strategy that allows us to account for selection and anticipation mechanisms. Namely, we estimate marital disruption and employment jointly, and monitor the timing of divorce after employment entry. This approach is implemented using micro-level data for Germany, Hungary, Italy, and Poland.
Results: We find that women's employment facilitates marital disruption in Italy and Poland, but not in Germany and Hungary. We also show that selection effects play out differently in different contexts. Finally, we notice traces of anticipatory behavior in Italy.
Contribution: We conclude that women's employment is less likely to be linked to divorce in countries with easier access to divorce and in countries with more generous financial support for families and single mothers, which in turn makes women less reliant on the market. With this study we hope to encourage future researchers to consider the potentially distorting effects of selection and anticipation strategies in (comparative) divorce research." "It is generally found that workers are more inclined to accept a job that is located farther away from home if they have the ability to work from home one day a week or more (telecommuting). Such findings inform us about the effectiveness of telecommuting policies that try to alleviate congestion and transport-related emissions, but they also stress that the geography of labour markets is changing due to information technology. We argue that estimates of the effect of working from home on commuting time may be biased because of sorting based on residential- and commuting preferences. In this paper we investigate the relationship between telecommuting and commuting time, controlling for preference-based sorting. We use 7 waves of data from the Dutch Labour Supply Panel and show that on average telecommuters have higher marginal cost of one-way commuting time, compared to non-telecommuters. We estimate the effect of telecommuting on commuting time using a fixed effects approach, and we show that preference-based sorting biases cross-sectional results upwards. This suggests that the bias due to sorting based on residential preferences is strongest. Working from home allows people to accept 5% longer commuting times on average, and every additional 8 h of working from home are associated with 3.5% longer commuting times." "This paper studies the economic implications for mothers of the changes in child custody law from maternal preference to joint custody using the 1960 - 2000 Census Public Use Micro Sample (IPUMS). Variation in the timing of the joint custody reform across states provides a natural experimental framework to study the causal effect of shared custody on mothers' economic outcomes. The results show that only single mothers experience a decrease in earnings as a consequence of the adoption of the joint custody law, exposing them to a higher risk of poverty. The paper discusses a possible explanation for these findings, namely that the higher child support payment the mother receives from the non-custodial father in case of joint custody might discourage her from looking for high paid jobs or investing in her career." "A key strand in the Western literature on working-class masculinities focuses on whether young men are capable of the feminized performances apparently required of them in new service economies. However, the wider literature on processes of neoliberalization - emphasizing the 'hollowing out' of labour markets, the cultural devaluation of lower-skilled forms of employment, and the pathologization of working-class lives - would suggest that it is as much a classed as a gendered transformation that is demanded of young men leaving school with few qualifications. This dimension of neoliberalization is highlighted by ethnographic data exploring the experiences and subjectivities of young workers in St Petersburg, Russia, where traditional forms of manual labour have not given way to 'feminized' work, but have become materially and symbolically impoverished, and are perceived as incapable of supporting the wider transition into adult independence. In this context, young workers attempt to emulate new forms of 'successful masculinity' connected with novel service sector professions and the emergent higher education system, despite the unlikelihood of overcoming a range of structural and cultural barriers. These acquiescent, individualized responses indicate that, while ways of being a man are apparently being liberated from old constraints amongst the more privileged, neoliberalization narrows the range of subject positions available to working-class young men." Flexible Arbeitszeitmodelle könnten hierbei eine wichtige Rolle spielen, um Beruf und Familie bei Vätern besser zu vereinbaren. Auf Basis von Daten des Sozio-ökonomischen Panels und mit Fixed-Effects-Regressionsmodellen untersuchen wir, inwieweit sich flexible Arbeitszeitmodelle auf die tatsächlich geleisteten Arbeitsstunden von Männern und Vätern auswirken. Die Ergebnisse zeigen, dass bei einem Wechsel von festen zu flexiblen Arbeitszeitmodellen die Arbeitszeit von Männern zunächst ansteigt. Dieser Anstieg ist für Männer mit Kindern geringer als für kinderlose Männer. Wird ein Mann Vater und wechselt im gleichen Jahr zu Gleitzeit mit Arbeitszeitkonto oder selbstbestimmten Arbeitszeiten, dann reduziert sich die tatsächliche Arbeitszeit kurzfristig. Die vorliegende Studie zeigt, dass arbeitnehmerorientierte Arbeitszeitmodelle dazu beitragen können, die Vereinbarkeit von Beruf und Familie bei Vätern zu verbessern, auch wenn der Rückgang der Arbeitszeit bei Vätern noch relativ klein ist." "China has set to increase the minimum retirement age, to ease the pressure from pension expenditure and the falling labor supply caused by the aging population. However, policy debates have so far neglected the crucial fact that families in China largely rely on retired grandparents for childcare. Using novel and high-quality survey data, we demonstrate that intrafamily downward labor transfer towards childcare significantly increases young females' labor force participation rate and their labor income, and such effects do not exist for males. Furthermore, we show that the positive effects from grandparental childcare are higher for better-educated, urban females with younger children. This paper thus reveals a large, hidden cost in the new retirement policy -- the reduced feasibility of grandparental support, due to postponed retirements, may crowd out productive labor of young females, -- and rationalizes a series of social protection policies to accompany the phase-in of the new retirement scheme." "Across the OECD, public policies seek to support parents in achieving their desired work/life balance. This article introduces the background to and issues at stake in promoting equal partnerships in families in Germany. Families in Germany face considerable challenges to spending more time together and achieving a more gender-balanced reconciliation of work and family life, as paid work hours for fathers are long on full-time jobs and many women are in part-time jobs. Family policy can play an important role and Germany has made substantial progress in supporting families ahead of and after the birth of a child. Important in this regard are the parental leave reforms of 2007 and 2015 and the extension of childcare supports that better enable fathers and mothers to combine work and family commitments. The article assesses recent developments in family policies in Germany while also drawing from the experiences of countries with longstanding policies to support work/life balance and strengthen gender equality." "Top managers - defined as CEOs, CFOs and members of boards of directors - decide to what degree their organization offers employees work-life arrangements. This study focuses on the conditions under which they support such arrangements. A factorial survey of 202 top managers in five European countries was conducted in 2012. The analyses are based on 1212 vignettes. Implications are drawn from an integrated framework of neo-institutional theory, business case argumentation and the managerial interpretation approach. The results show that top managers simultaneously consider multiple conditions in deciding upon their support for work-life arrangements (i.e., the costs involved, the return in terms of employee commitment, and the type of arrangement, specifically having a preference for flextime and telecommuting over leave policies and part time hours). Additionally, they favor work-life arrangements designed for all employees above work-life arrangements granted to specific employees. How top managers weigh certain conditions depends on the organizational and national contexts. "Viele Väter wünschen sich kürzere Arbeitszeiten, setzen diesen Wunsch jedoch nicht um. Studien zur Rolle von Arbeitsorganisationen für die Vereinbarkeit von Familie und Beruf lassen ungünstige betriebliche Rahmenbedingungen als einen wichtigen Hinderungsgrund vermuten. Quantitative Studien stehen mangels Datengrundlage jedoch bislang weitgehend aus. Basierend auf einer AID:A-Zusatzbefragung von 878 Elternpaaren aus dem Jahr 2015 untersucht dieser Beitrag Zusammenhänge zwischen betriebskulturellen und -strukturellen Faktoren und den Arbeitszeiten von Vätern. Dabei differenzieren wir zwischen Teilzeitarbeit, vertraglichen und tatsächlichen Arbeitszeiten. Die Ergebnisse zeigen einen robusten Zusammenhang zwischen dem Ausmaß an formellen, allgemeingültigen und transparenten Regelungen im Betrieb und kürzeren Arbeitszeiten von Vätern. Verfügbarkeits- und Vertretungskulturen sind offenbar besonders dafür relevant, ob vertragliche Arbeitszeiten auch eingehalten werden. Überraschend haben Väter umso längere vertragliche Arbeitszeiten, je stärker sie sich von ihren Vorgesetzten unterstützt fühlen. Die Ergebnisse weisen auch darauf hin, dass günstige kulturelle Rahmenbedingungen für kürzere Arbeitszeiten von Vätern in vielen Branchen und Betrieben unterschiedlicher Größe möglich sind." "Changing employment conditions lead to new chances, but also new risks for employees. In the literature, increasing permeability between occupational and private life is discussed as one special outcome of this development that employees must face, especially those in highly qualified positions. Drawing on existing research, we investigate in how far women and men in those positions differ in their perceived work-to-family conflicts (WFC), considering the mediating role of gender specific job opportunities. Referring conflicting theoretical arguments, we hypothesize that in Germany - as a conservative welfare state - women, especially those with family responsibilities, will perceive higher WFC than men in those positions. Our analysis is based on data from the German Socio-Economic Panel Study (SOEP). Using the Siegrist instrument on effort-reward imbalance we find that women in highly qualified positions perceive higher WFC than men. This association is explained by women's lower willingness to take risks, and also party explained by lower job rewards women receive. It gets visible even more strongly if women's lower time-based burdens in the job are controlled for. "Despite its emergence as a frequently used method for the empirical analysis of multivariate data, quantile regression is yet to become a mainstream tool for the analysis of duration data. We present a pioneering empirical study on the grounds of a competing risks quantile regression model. We use large-scale maternity duration data with multiple competing risks derived from German linked social security records to analyse how public policies are related to the length of economic inactivity of young mothers after giving birth. Our results show that the model delivers detailed insights into the distribution of transitions out of maternity leave. It is found that cumulative incidences implied by the quantile regression model differ from those implied by a proportional hazards model. "As part of their employee-oriented human resource management (HRM) systems, firms increasingly offer family-friendly work practices (FFWP) that are intended to help employees reconcile their work life with their private responsibilities. These include flexible working time arrangements, telework, childcare support, and related practices. While the public debate predominantly assumes that these practices positively affect firm performance, empirical research provides only limited evidence for the assumption. Therefore, research has focused on mediating mechanisms like employee attitudes and behaviors. This dissertation analyzes the effects of HRM practices and FFWP on attitudinal and behavioral employee outcomes by studying mechanisms, boundary conditions, and comparing methodological approaches. The first two studies empirically examine the influence of FFWP on two important retention-related outcomes, that is, voluntary turnover, and mother┐s return to their employer after childbirth. The third study considers the potential interactive nature of HRM practices. "Post-1970s restructuring exacerbated occupational skill and occupational sex-segregation divides by reducing jobs in male-dominated occupations requiring less than college. Economic precarity might have motivated men to extend postsecondary careers into adulthood due to economic interests. However, men's gender socialization as 'breadwinners' and familiarity with performance of stereotypically masculine occupational tasks might have discouraged postsecondary attainment in adulthood. Using National Survey of Families and Households data (1987-2003), event history and multinomial methods, we find that adult men's postsecondary entry and completion of baccalaureate and higher degrees was strongly motivated by economic factors, including market precarity. However, traditional gender role attitudes and exposure to masculine task performance, as countervailing forces, significantly constrained men's potential educational gains. "In diesem Artikel wird die Frage der Vereinbarkeit von Pflege und Erwerbstätigkeit aus quantitativer und qualitativer Perspektive in den Blick genommen. Im ersten Teil werden der Einfluss von familisierenden und defamilisierenden sozialpolitischen Maßnahmen auf die Veränderung des Erwerbsstatus von zuvor vollerwerbstätigen Pflegepersonen in 34 europäischen Regionen anhand von Mehrebenenmodellen analysiert. Es kann gezeigt werden, dass mit steigenden lohnkompensierenden Leistungen die Aufgabe der Erwerbsarbeit wahrscheinlicher wird. Der qualitative Abschnitt fokussiert erwerbstätige pflegende Söhne in Deutschland und zeigt, dass die Erwerbsarbeit trotz Pflege aufrechterhalten bleibt. Dabei wird die Bedeutung informeller Unterstützung und defamilisierender Maßnahmen für die Vereinbarkeit dargestellt. Abschließend wird der Mehrwert beider Forschungsperspektiven herausgearbeitet." "Informal care by close family members is the main pillar of most long-term care systems. However, due to demographic ageing, the need for long-term care is expected to increase while the informal care potential is expected to decline. From a budgetary perspective, informal care is often viewed as a cost-saving alternative to subsidised formal care. This view, however, neglects that many family carers are of working age and face the difficulty of reconciling care and paid work, which might entail sizeable indirect fiscal effects related to forgone tax revenues, lower social security contributions and higher transfer payments. In this paper, we use a structural model of labour supply and the choice of care arrangement to quantify these indirect fiscal effects of informal care. Nach gängigen Kriterien der klassischen Prekarisierungs- und Vulnerabilitätsforschung wird dieser Personengruppe kein verletzbarer Status attestiert. Das hier verfolgte Argument lautet, dass sie unter bestimmten Bedingungen dennoch als vulnerabel gelten können. Allerdings ist diese Verletzbarkeit nicht bereits gegeben, etwa aufgrund eines prekären Erwerbseinkommens, sondern wird durch den Übergang zur Mutterschaft als ?kritischem Lebensereignis┐ erst hervorgerufen in Form einer Infragestellung oder Bedrohung von Lebensentwürfen, insbesondere dann, wenn mit der Mutterschaft der Wunsch nach beruflicher Karriere verbunden ist. "Das Elterngeld erfreut sich bei Vätern zunehmender Beliebtheit. Am Beispiel Bayerns - einem Bundesland, in dem die Nutzung der 'Vätermonate' besonders hoch ist und gleichzeitig regional variiert - wird mithilfe eines multimethodischen Designs untersucht, welche Bedeutung die Erwerbsarbeit für den Elterngeldbezug von Vätern hat. Auf der Grundlage aggregierter Regionaldaten wird zunächst mittels linearer Regression analysiert, welche Kontextfaktoren die Väterbeteiligung auf Kreisebene beeinflussen. Dabei zeigt sich, dass vor allem eine geringe Arbeitslosigkeit, das Arbeitsplatzangebot für hoch qualifizierte Beschäftigte und eine ausgewogene Erwerbsbeteiligung von Frauen und Männern mit einer höheren Väterbeteiligung am Elterngeld einhergehen. Zudem werden auf Grundlage problemzentrierter Interviews mit Vätern und Paaren individuelle Begründungen für den Elterngeldbezug des Vaters rekonstruiert. Neben finanziellen Erwägungen bestimmt eine emotionale Verwobenheit mit der Erwerbsarbeit die Elterngeld-Entscheidung. Insgesamt zeigt sich, wie bedeutsam die Erwerbsarbeit und das Einkommen beider Elternteile für die Elterngeldentscheidung sind, auch wenn das hohe bayerische Einkommensniveau nicht ausschlaggebend für die hohe Nutzung der Partnermonate ist." Mit dem interaktionstheoretischen Ansatz zu 'un/doing masculinity' liegt der Fokus auf der Her- und Darstellung von Geschlechterdifferenzen sowie der hierarchisierenden Abgrenzung zu Weiblichkeiten und nicht-hegemonialer Männlichkeiten im Paarkontext. Anhand von 27 qualitativen Paar- und Einzelinterviews werden - entlang der Dimensionen Berufs-/Karrierekonzept, finanzielle Versorgung der Familie und Elternzeitarrangement - drei Re/Produktionsformen erwerbszentrierter hegemonialer Männlichkeit rekonstruiert und diskutiert. Im Ergebnis zeigt sich, dass die Re/Produktion von Männlichkeiten in paarinternen Aushandlungen zu Erwerbs- und Familienarbeit fragil, herausgefordert oder episodisch ausgesetzt wird. "According to Hakim's preference theory, women can be divided into three groups based on their work - family preferences: home-centered, adaptive and work-centered. Here it is argued that Hakim's conceptualization of the adaptive women is unsatisfactory, as it does not take into consideration how the adaptive women want to combine work and family. The paper offers a reconceptualization of the adaptive group. Based on when women want to return to employment after childbirth, and how many hours they would like to work, three types of adaptive women are distinguished: the home-oriented adaptive women, the truly adaptive women and the work-oriented adaptive women. To demonstrate the fruitfulness of the reconceptualization, a cross-sectional descriptive study of women's preferences over time is conducted by employing data from International Social Survey Programme." "This study investigates how the availability and expansion of childcare services for children aged under 3 years relate to the subjective wellbeing of German mothers and fathers. It extends previous studies by examining in more detail the relationship between day-care availability and use, maternal employment and parental subjective wellbeing during early childhood in a country with expanding childcare services and varying work - care cultures. The empirical analysis links annual day-care attendance rates at the county-level to individual-level data of the Socio-Economic Panel Study for 2007 - 2012 and the 'Families in Germany' Study for 2010 - 2012. We apply fixed-effects panel models to samples of 2002 couples and 376 lone mothers. We find some evidence of a positive effect of the day-care expansion only on satisfaction with family life for lone mothers and for full-time employed partnered mothers. Transitions to full-time employment are associated with reductions in subjective wellbeing irrespective of local day-care availability among partnered mothers in West Germany but not in East Germany. These results suggest that varying work - care cultures between East and West Germany are more important moderators of the relationship between maternal employment and satisfaction than short-term regional expansions of childcare services." "Diese Studie aktualisiert das empirische Wissen über die Entwicklung, die Bildungsstratifizierung und die Dekomposition der Zeitverwendung von Müttern und Vätern für Kinderbetreuung mit den aktuellen Zeitbudgetdaten für Deutschland. Auf Basis der der letzten beiden Erhebungen der Deutschen Zeitverwendungsstudie 2001/2002 und 2012/2013 werden die Zeitbudgets für die Gesamtzeit für Kinderbetreuung sowie sechs Einzeltätigkeiten mit OLS-Regressionen und Oaxaca- Dekompositionen untersucht. Die Studie zeigt, dass die Zeit für Kinderbetreuung von Müttern und Vätern zwischen 2001 und 2013 angestiegen ist, es einen Bildungsgradienten für Vorlesen gibt und signifikante Veränderungen in den Zeitbudgets nicht auf Kompositionsveränderung der Bevölkerung zurückgeführt werden können. "Was sind die Hintergründe und entscheidenden Fragen bei der Förderung einer partnerschaftlichen Aufgabenteilung in Familie und Beruf in Deutschland? Dieser Bericht soll die Politikverantwortlichen in Deutschland darin bestärken, die wichtigen seit Mitte der 2000er Jahre eingeleiteten Reformen weiterzuführen, um die Vereinbarkeit von beruflichen und familiären Pflichten für Väter und Mütter zu verbessern. Für die Familien heißt das: 'Mehr Partnerschaftlichkeit wagen'. Die deutschen Erfahrungen werden dabei im internationalen Vergleich untersucht, u.a. mit Blick auf Frankreich und die nordischen Länder, die seit langem eine Politik zur Förderung der Vereinbarkeit von Familie und Beruf sowie zur Stärkung der Geschlechtergleichstellung verfolgen. Der Bericht beginnt mit einem Übersichtskapitel, in dem erklärt wird, warum und wie sich Partnerschaftlichkeit für Familien, Kinder sowie Wirtschaft und Gesellschaft insgesamt auszahlt. Vorgestellt werden aktuelle Daten, Politiktrends sowie detaillierte Analysen der ausschlaggebenden Faktoren für die Aufteilung von bezahlter und unbezahlter Arbeit, einschließlich der Frage, wie mehr Partnerschaftlichkeit in Familie und Beruf zu höheren Geburtenraten führen kann. Außerdem werden Politikmaßnahmen zur Förderung der Partnerschaftlichkeit untersucht, wobei sich der Blick sowohl auf nach wie vor bestehende Unzulänglichkeiten als auch auf die Fortschritte richtet, die mit den seit Mitte der 2000er Jahre eingeleiteten Reformen erzielt wurden. Der Bericht enthält eine Reihe von Politikempfehlungen, deren Ziel es ist, Eltern eine ausgewogenere Aufteilung beruflicher und familiärer Pflichten zu ermöglichen.

"Social norms and attitudes towards gender roles have been shown to have a large effect on economic outcomes of men and women. Many countries have introduced policies that aim at changing gender stereotypes, for example fathers' quota in parental leave schemes. In this paper, we analyze whether the introduction of the fathers' quota in Germany in 2007, that caused a sharp increase in the take-up of parental leave by fathers, has changed the attitudes towards gender roles in the grandparents' generation. To this end, we exploit the quasi-experimental setting of the 2007 reform and compare grandparents whose son had a child born before the 2007 reform to grandparents whose son had a child born after it. Our results suggest that such policy programs not only induce direct behavioral responses by the target group but also have indirect effects on non-treated individuals through social interaction and can thus change attitudes towards gender roles in a society as a whole." "Although studies have examined the distribution and conditions of employer-provided work - family arrangements, we still lack a systematic investigation of how these vary for different countries and industries. Based on the European Working Conditions Survey 2010, this study examines the conditions under which firms provide family-friendly working time arrangements and what the differences are across four countries (Austria, Denmark, Italy and the UK) and four industries. The impact of employee representatives, employee involvement, manager support and female managers varies across countries and industries because of the institutional environment (prevailing family model, industrial relations) and workforce composition (gender). The impact of employee representatives depends on their co-determination rights, and the direction of their effect on the prevailing family model (e.g. negative in conservative countries such as Austria) and the gender composition of the workforce (negative in male-dominated production, but positive in services). Employee involvement in the work organization is significantly positive in Austria and Denmark (both with co-operative industrial relations), while manager support has the strongest effect in the UK (liberal regime). At the industry level, female supervisors are positively associated with family-friendly working time arrangements only in the male-dominated production industry. These findings suggest that the effects of agency variables and their direction vary depending on the institutional context." "Von den 'neuen' oder auch 'aktiven Vätern' wird heute viel gesprochen, wenngleich oft unklar bleibt, was diese kennzeichnet und von welchen Determinanten die Ausübung einer solchen aktiven Vaterschaft abhängt. Mit dem DJI-Survey AID:A II liegen nun aktuelle Daten vor, anhand derer für den vorliegenden Beitrag Alltagsaktivitäten von Vätern für und mit ihren Kindern in den Blick genommen und daraus ein Index 'aktiver Vaterschaft' erstellt werden konnten. Anschließend konnten so die wichtigsten Determinanten einer aktiven Vaterschaft untersucht werden. Wie die Befunde zeigen, spielt dabei die Erwerbstätigkeit beider Partner eine bedeutende Rolle: Je mehr Überstunden die Väter über ihre normale Vollzeitwoche hinaus leisten müssen, desto geringer sind die Chancen, sich aktiv in Betreuung und Erziehung der Kinder einbringen zu können. Ein höherer Erwerbsumfang der Mütter sowie ein größerer Anteil am erwirtschafteten Haushaltseinkommen hingegen fördern eine 'aktive Vaterschaft'. Erwerbs- und Sorgearbeit gemeinsam neu gestalten: Gutachten für den Zweiten Gleichstellungsbericht der Bundesregierung (2017)
Abstract
"Das Gutachten knüpft an die umfassende Analyse der Gleichstellungssituation in Deutschland an, die im Ersten Gleichstellungsbericht geleistet wurde. Insbesondere bedeutet dies, dass sich auch das vorliegende Gutachten an einer Lebensverlaufsperspektive orientiert, um den Stand und mögliche Handlungsansätze für die Gleichstellungspolitik zu untersuchen. In den letzten fünf Jahren haben sich die Erwerbsbiografien und damit auch die Lebensverläufe allerdings weiter ausdifferenziert. Armutsgefährdete Alleinerziehende (vor allem Frauen), (prekäre) Selbstständige, die mit ihrem Unternehmen beständig um das wirtschaftliche Überleben kämpfen, und Menschen, die Angehörige pflegen, werden immer stärker zu Risikogruppen. Das Gutachten nimmt außerdem in den Blick, dass die Folgen der Digitalisierung zunehmend alle Lebens- und Arbeitsbereiche durchdringen. Das vorliegende Gutachten greift Empfehlungen des Ersten Gleichstellungsberichts auf, um sie weiterzuentwickeln und für die aktuelle gesellschaftliche Situation zu konkretisieren. Dabei war zu berücksichtigen, welche politischen und gesetzlichen Entwicklungen es seither auf maßgeblichen Feldern gegeben hat. Dieses Gutachten soll zwar nicht die Umsetzung der Empfehlungen des Ersten Gleichstellungsberichts systematisch erfassen und auswerten. Es berücksichtigt in seinen Analysen und Empfehlungen aber, dass zwischenzeitlich gleichstellungspolitisch relevante Maßnahmen neu eingeführt wurden, insbesondere das ElterngeldPlus, die Familienpflegezeit, das Pflegeunterstützungsgeld, das Gesetz für die gleichberechtigte Teilhabe von Frauen und Männern an Führungspositionen in der Privatwirtschaft und im öffentlichen Dienst (FüPoG) und das Mindestlohngesetz (MiLoG). Erste Schritte zu einem Gesetz für mehr Lohngerechtigkeit zwischen Frauen und Männern sind unternommen worden; zum Zeitpunkt des Abschlusses dieses Gutachtens lag dem Bundestag allerdings noch kein Gesetzentwurf vor. Auch die gleichstellungspolitisch relevanten Befunde der Gesamtevaluation familienpolitischer Leistungen aus dem Jahr 2014 werden im vorliegenden Gutachten berücksichtigt. In Anknüpfung an die Lebensverlaufsperspektive konzentriert sich das Sachverständigengutachten auf die gleichstellungsorientierte Gestaltung von Erwerbs- und Sorgearbeit. Towards a better future for women and work: voices of women and men (2017)
Abstract
"The ILO-Gallup report, 'Towards a better future for women and work: Voices of women and men', provides a first-ever account of global attitudes and perceptions of women and men regarding women and work. The results come from the Gallup World Poll which was conducted in 142 countries and territories and surveyed almost 149,000 adults. It is representative of more than 99 per cent of the global adult population.
The findings are revealing: A total of 70 per cent of women and a similar 66 per cent of men would prefer that women work at paid jobs. Each of these figures are more than double the percentages of those who would prefer women to stay at home. Women worldwide would prefer to be either working at paid jobs (29 per cent) or be in situations in which they could both work and take care of their families (41 per cent), according to the joint ILO-Gallup report. Only 27 per cent of women want to stay at home.
The 70 per cent of women who would like to work at paid jobs notably includes a majority of women who are not in the workforce. Importantly, this is true in almost all regions worldwide, including several regions where women's labour force participation is traditionally low, such as the Arab States and territories." Zwischen Eltern- und Betreuungsgeld, Frauenquote und Ehegattensplitting nimmt eine Reihe von (oft widersprüchlichen) frauen- sowie familienpolitischen Maßnahmen diese Zielgruppe in den Blick. Zugleich wenden sich junge Menschen zunehmend von bestimmten Formen politischer Beteiligung ab - so ging bei der Landtagswahl 2013 fast die Hälfte der unter 35-Jährigen nicht zur Wahl. Scheinbar erreicht die beschriebene Mischung politischer Bemühungen nicht die tatsächlichen Lebensrealitäten und Erwartungen junger Frauen und Männer in Bayern. Für die Studie des BayernForums der Friedrich-Ebert-Stiftung wurden Menschen zwischen 18 und 40 Jahren in Bayern dazu befragt, wie sie ihr Leben gestalten und welche Wünsche und Vorstellungen sie für ihre Zukunft haben." "Background: Gendered trends in housework provide an important insight into changing gender inequality. In particular, they shed light on the debate over the stalling of the 'gender revolution'. Additionally, the gender division of housework is significantly related to couple well-being; disagreements over housework are among the major sources of marital conflict.
Objective: The objective is to bring the evidence on gendered trends in time spent on core housework up to date, and to investigate cross-national variation in those trends.
Methods: Using 66 time use surveys from 19 countries, we apply a random-intercept, random-slope model to investigate half a century of change in gender differences in housework (1961-2011).
Results: There is a general movement in the direction of greater gender equality, but with significant country differences in both the level and the pace of convergence. Specifically, there was a slowing of gender convergence from the late 1980s in those countries where men and women's time in housework was already more equal, with steeper gender convergence continuing in those countries where the gender division of housework was less equal.
Conclusions: Our findings support the view that despite short-term stalls, slow-downs, and even reverses, as well as important differences in national policy contexts, the overall cross-national picture shows a continuing trend towards greater gender equality in the performance of housework.
Contribution: We update cross-national time use evidence on the gender division of housework to the end of the first decade of the 21st Century. In a multilevel framework, we show how the gender gap varies across time and between countries, net of other demographic variables." "Nicht zuletzt aufgrund des zu erwartenden Fachkräftemangels in Deutschland ist eine fortlaufende Analyse der Faktoren, die einer Erhöhung der Erwerbsbeteiligung von Frauen entgegenstehen, wirtschafts- und gesellschaftspolitisch zwingend erforderlich. Eine von den politischen Akteuren weniger beachtete und in der Öffentlichkeit seltener diskutierte jedoch ungleich bedeutendere Ursache für die geringere Erwerbsbeteiligung von Frauen ist deren höhere Belastung durch 'Familienarbeit'. Als Familienarbeit werden unbezahlte Tätigkeiten im Haushalt, wie die Erziehung von Kindern oder die Pflege Angehöriger, bezeichnet. "Wie kann Vereinbarkeit von Beruf und Familie gelingen - und zwar sowohl bei Frauen als auch bei Männern? Ziel des Forschungsprojektes 'Betriebliche Gelingensbedingungen einer partnerschaftlichen Aufteilung von Erwerbs- und Familienarbeit' war es herauszufinden, unter welchen Bedingungen sich Väter und Mütter Erwerbs- und Familienarbeit ausgewogen aufteilen. Unsere Auswertungen qualitativer und quantitativer Daten aus dem Jahr 2015 zeigen, dass sich in Deutschland Eltern kleiner Kinder - insbesondere Väter - eine egalitärere Aufteilung von Erwerbsarbeits- und Elternzeiten wünschen und die Aufteilung von Familien- und Erwerbsarbeit immer wieder neu überdenken und an veränderte Situationen anpassen möchten. Finanzielle Möglichkeiten und betriebliche Rahmenbedingungen beschränken jedoch oftmals die Umsetzung dieser Wünsche. Eine egalitäre Aufteilung von Familien- und Erwerbsarbeitszeiten ist dann eher möglich, wenn Eltern in Betrieben arbeiten, die Familienfreundlichkeit mit Gleichstellungszielen verbinden. Derzeit arbeitet rund ein Fünftel der Eltern kleiner Kinder in Deutschland in solchen Betrieben. Gute Vereinbarkeit lohnt sich auch aus unternehmerischer Sicht, denn sie geht seltener mit Zeitkonflikten, dafür mit höherer betrieblicher Verbundenheit und weniger Kündigungsabsichten einher." Abstract
"I document that the labor force participation rate of West German mothers with children aged zero to two exceeds the corresponding child-care enrollment rate, while the opposite is true for mothers whose children are older than two but below the mandatory schooling age. These facts also hold for a cross-section of E.U. countries. I develop a life-cycle model that explicitly accounts for this age-dependent relationship by including various types of nonpaid and paid child care. I calibrate this model to data for West Germany and use the calibrated model for policy analysis. Increasing the supply of subsidized child care for children aged zero to two generates an increase in the maternal labor force participation rate consistent with empirical evidence from other settings; however, this increase is too small to conclude that the lack of subsidized child care accounts for the low labor force participation rate of mothers with children aged zero to two. The response along the intensive margin suggests that a large fraction of part-time working mothers would work full-time if they had greater access to subsidized child care. Finally, making subsidized child care available to more women does not achieve one of the commonly stated goals of such reforms, namely to increase the fertility rate." "We study the effect of receiving an inheritance on the labor force participation (LFP) of both the recipient and the recipient's spouse in a population of older married couples. An inheritance is not subject to laws governing division of marital property at divorce, because it is not acquired with income earned during marriage. Hence it plays the role of a 'distribution factor' in the intrahousehold allocation of resources, increasing bargaining power of the recipient. Controlling for inheritance expectations, we interpret the receipt of an inheritance as a shock to wealth. Our results indicate that receiving an inheritance reduces LFP of the recipient by four percentage points, comparable in magnitude to the effect of a decline in health. However, an inheritance has little or no effect on LFP of the spouse. These estimates are inconsistent with a dynamic, collective model of the household in which spouses have the ability to commit to an ex ante efficient allocation. The results are consistent with a model of limited commitment in which a shock to household resources can alter bargaining power. "Research on work-family balance has seen flexible work arrangements as a key solution for reconciling work and family, but it has given contradictory results in regard to fathers. This article focuses on flexible parental leave for fathers in Norway, which until now has rarely been studied. Based on interviews with 20 fathers, the article explores their experiences with flexible organization of the leave, which provides them with a menu of choices, and considers how it affects their caring. Findings show that it allows work to invade care, produces a double stress and promotes half-way fathering. "This article uses data from 2008 - 10 to analyze parental leave policies in twenty-one European countries and their influence on men's behavior. It examines entitlement characteristics, such as nontransferability, duration, payment, compulsory period, and other policies to assess their effect on the proportion of leave men use out of the total parental leave in each country. The findings, which suggest that a large majority of men take nontransferable and highly paid leave, and a small minority take other types, provide the basis for developing the Parental Leave Equality Index (PLEI). PLEI ranks countries by the degree to which parental leave policies reinforce or diminish the gendered division of labor. Results indicate that although Iceland's parental leave policies do the most to advance gender equity, no country has equal, nontransferable, and well-paid leave for each parent. "Der Beitrag erarbeitet eine systematische Literaturanalyse jener empirisch-quantitativen Literatur, die sich mit dem Einfluss von Elternzeit auf eine ausgeglichene Arbeitsaufteilung zwischen Frauen und Männern beschäftigt. Dabei werden jene Studien untersucht, welche 1. Daten aus Europa heranziehen, 2. zwischen Januar 2000 und Mai 2014 durchgeführt, 3. in referierten Zeitschriften publiziert und 4. auf Englisch oder Deutsch verfasst wurden. Die Analyse des Materials erlaubt es, jene Merkmale eines Elternzeitmodells zu identifizieren, welche besonders relevant für eine gleiche Arbeitsaufteilung zwischen Männern und Frauen sind. Erstens ist die Bereitstellung einer mittleren Dauer von Elternzeit besonders wichtig, um die Integration von Frauen auf den Erwerbsarbeitsmarkt zu fördern. Zweitens hat besonders die Einführung eines Elternzeitanspruchs alleine für Väter eine positive Auswirkung auf deren Beteiligung im Bereich der unbezahlten Familienarbeit. Des Weiteren zeigen die Ergebnisse, dass sich der Effekt von Elternzeit auf Frauen in der Erwerbsarbeit je nach dem Bildungs- und Einkommensniveau unterschiedlich gestalten kann." "Using three waves of a uniquely rich survey on Italian private firms, we explore the impact of female managers on the use of part-time work. Building on a literature arguing that female leaders are more sensitive to their employees' needs and more self-transcendent than their male counterparts, we assess whether such attitudes manifest themselves also in relation to working time arrangements. Results indicate that female managers are indeed more responsive to their employees' needs: they heavily limit the employment of involuntary part-time work, correspondingly increasing full-time employment, and concede more part-time arrangements to employees asking for them. All in all, our results show that there are some hitherto unexplored benefits from increasing the number of female leaders: on the one hand, they strongly contain the widespread phenomenon of involuntary part-time employment and, on the other hand, they enhance the work-life balance of workers engaged in child care or elderly care activities." "This study examines how within-couple inequalities, that is power differences between men and women in a partnership, act as predictors of transitions from full-time to part-time employment applying Heckman corrected probit models in three different institutional and cultural contexts; Eastern Germany, Western Germany and the United Kingdom. The analyses show that when women are in a weaker position within their relationships they are more likely to drop-out of full-time work, but that this propensity varies by context. The authors also find an increased tendency over time for women to leave full-time for part-time employment in both Eastern and Western Germany, but observe no such trend in the UK. This is suggestive of ongoing incompatibilities in the institutional support for equality in dual-earning in Germany. The study uses longitudinal data covering the period 1992 until 2012 from the German Socio-Economic Panel (SOEP) for Germany and from the British Household Panel (BHPS) and the 'Understanding Society' data for the UK." "Academics face particular challenges of aligning work and private life due to the nature of academic work and their working and employment conditions (often temporary employment). Our study aims to identify the factors influencing the work-life conflict of academics. We differentiate between a work-to-life conflict (work interferes with private life) and a life-to-work conflict (private life interferes with work). The analysis of an online survey among 826 academics (pre- and post-docs) in Germany shows that the conscious segmentation of work and private life increases a work-to-life conflict. In contrast, a partnership decreases a work-to-life conflict. A life-to-work conflict increases with the presence of children under the age of 12 years. Long working hours and career uncertainty enhance both kinds of conflicts. Finally, based on our empirical results we discuss implications for future research and higher education policy." "Die Gleichberechtigung von Männern und Frauen gehört zu den Grundnormen moderner Gesellschaften. Die tatsächliche Durchsetzung der Gleichberechtigung ist dabei traditionell ein zentrales Projekt progressiver politischer Kräfte.
Angesichts des demografischen Wandels, der in vielen Industrieländern zu beobachten ist, hat Familien- und Geschlechterpolitik auch an wirtschafts- und bevölkerungspolitischer Bedeutung gewonnen. Vor diesem Hintergrund sind in den vergangenen Jahren - mitunter durch Bündnisse über politische Lager hinweg - erhebliche Fortschritte erzielt worden.
Allerdings formieren sich sowohl in Deutschland als auch in vielen anderen Ländern (neue) konservative und rechtspopulistische Kräfte gegen eine fortschrittliche Geschlechter- und Familienpolitik. Das sogar in Ländern, in denen die Errungenschaften im Feld der Geschlechtergerechtigkeit längst gesellschaftlicher Konsens zu sein schienen.

Abstract
"Background: Dual-earner families are widespread in contemporary Europe, yet the division of housework is highly gendered, with women still bearing the lion's share. However, women in dual-career couples and in other types of non-traditional couples, across and within different European countries, appear to handle the division of housework differently.
Objective: The objective of this study is to examine the division of housework among various couple-earner types, by determining i) whether relative resources, time spent on paid work, gender attitudes, and family structure reduce variations in housework between different couple types, and ii) whether the division of housework varies between countries with different work-family policies and gender norms.
Methods: The study uses data from ten countries, representing different welfare regime types, extracted from the European Social Survey (2010/11), and employs multivariate regressions and aggregated analysis of the association between the division of housework and the contextual indices.
Results: The results show that dual-career couples divide housework more equally than dual-earner couples, relating more to the fact that the former group of women do less housework in general, rather than that men are doing more. The cross-national analysis shows tangible differences between dual-earner and dual-career couples; however, the difference is less marked with respect to the division of housework in countries with more institutional support for work-family reconciliation and less traditional gender norms.
Contribution: By combining conventional economic and gender-based approaches with an institutional framework, this study contributes to the research field by showing that the division of housework within different couple-earner types is contextually embedded." We address this question by exploiting variation in cantonal (state) regulations of after-school care provision in Switzerland. To establish exogeneity of cantonal regulations with respect to employment opportunities and preferences of the population, we restrict our analysis to confined regions along cantonal borders.
