    Abstract

Abstract

"Gender differences in economic outcomes are important topics in social science research. However, the study of gender differences among economic elites—“the top one percent”—has received surprisingly little attention, likely also due to a lack of empirical data. This paper investigates gender differences in individual and household income among the top one percent of individual monthly net incomes and top two percent of net household incomes using data from the German Microcensus from 2006 to 2016 covering more than 3.3 million individuals. I find that women account for only around 14% of the one percent in individual incomes. Additionally, regarding the household level, women's incomes are sufficient to achieve two percent status in fewer than 10% of all households. Both numbers did hardly change over the decade from 2006 to 2016. Furthermore, women's pathways to belonging to a high-income household are far more dependent on their partner's education and employment status than men's. Overall, the findings thus show dramatic gender differences among the German economic elite that do not narrow over time." (Author's abstract, IAB-Doku, © Wiley) ((en))

An examination of 'instrumental resources' in earmarked parental leave: The case of the work–life balance directive (2023)

In: Journal of European Social Policy, Jg. 33, H. 5, S. 525-539. DOI:10.1177/09589287231207557

    Abstract

"This article examines factors that could contribute to explaining variation in take-up of leave among fathers in the light of the EU’s Work–Life Balance Directive (WLBD). The WLBD seeks to equalize care responsibilities between fathers and mothers, especially through reserved leave, with high compensation. The article begins with a cross-country overview of take-up of leave among eligible fathers, considering earmarking and the degree of compensation. Our results show variation, which cannot fully be explained by policy design (presence of high compensation with reserved leave for fathers). The article then theorizes that instrumental resources – information and accessible administrative application procedures – could be a missing link to understand the actual shift from de jure to de facto social rights. The article then carries out embedded case studies on these two aspects of instrumental resources, using original qualitative data collected during the implementation of the WLBD. The most striking finding is that countries with similar formal implementation of earmarked paid parental leave, display significant differences in commitment to instrumental resources. Put differently, the WLBD is being implemented differently, not regarding formal social rights, but on instrumental resources. This finding is important because it means that EU-initiated legislation on parental leave, could lead to differences in outcomes, that is, take-up of leave among fathers. The implication of our findings is that decision-makers and policy actors at EU level and in member states, should focus more on instrumental resources in the implementation process. This is particularly important for enhancing the de facto legitimacy of the EU in social policy, given that EU social regulation is increasing via the European Pillar of Social Rights." Abstract

"This paper examines institutional change in father-specific leave - a centre-piece of the EU's work-life balance directive (WLBD) - from the perspective of gradual institutional change. The WLBD, a highly contentious directive, represents a litmus test for the possible impact of the European pillar of social rights (EPSR), on welfare state institutions, which are responsible for the organisation, financing and delivery of social rights in member states. The analysis comprises in-depth case studies in Denmark, Germany, France and Poland, with different combinations of family and parental leave policies prior to the WLBD. The findings reveal that the EU's directive is leading to convergence in paternity leave, but to divergence in parental leave. Our study is important because it shows that even if EU directives in social policy in principle can lead to upwards social convergence across the EU, when they are relatively weak in terms of precise constraint, for instance, for the level of remuneration for leave, this leads to differentiated integration. This could undermine the very purpose of the EPSR, which seeks to improve social rights for all citizens across the EU. Similar dynamics are likely to be present in other areas at the welfare state-labor market nexus, such as minimum wages or platform work, where the EU is also developing regulation under the auspices of the EPSR." Who benefits from an adult worker model? Gender inequality in couples' daily time use in Germany across time and social classes (2023)

    Abstract

"This article investigates how mothers' and fathers' daily time use changed across social classes from 1990 to 2013 in Germany. In the 2000s, Germany's adherence to the male breadwinner model was eroded by labor and family policy reforms typical of the adult worker model, which assumes individual self-sufficiency. The implications for gender and class inequality have been heatedly discussed. Drawing on the German Time Use Survey, I find that gender equality in the division of labor is greatest among full-time dual-earner couples with standard schedules. The prevalence of this pattern increased among the middle- and upper-class in historically conservative western Germany, but declined across classes in formerly socialist eastern Germany. In parallel, nonstandard work patterns and dual-joblessness gained in importance among lower-class couples, particularly in eastern Germany. I conclude that the adult worker model benefited mothers with access to standard full-time jobs but at the cost of greater class polarization." (Author's abstract, IAB-Doku) ((en))

Gendered effects of minimum wage (2023)

Di Nola, Alessandro, Luke Haywood & Haomin Wang (2023): Gendered effects of minimum wage. (Working Paper Series / Universität Konstanz, Cluster of Excellence 'The Politics of Inequality' 14), Konstanz, 52 S.

    Abstract

"Women are more likely to work in jobs with low hours than men. Low-hour jobs are associated with lower hourly wages and are more likely impacted by minimum wages that set a floor on hourly wages. We document that the first German minimum wage significantly increased women's transition towards jobs with higher weekly hours. We construct and estimate an equilibrium search model with demographic and firm productivity heterogeneity. The model replicates observed gender gaps in employment, hours and wage and the positive relationship between hours and hourly wages. We implement the minimum wage in our model with a penalty to address non-compliance. Based on our model, the minimum wage primarily reduces the gender income gap through the gender wage gap. At its 2022 level, the German minimum wage reduces the gender employment and hours gap due to an upward reallocation effect, resulting in women's increased participation in higher-hour jobs with lower separation rates. The upward reallocation effect is the strongest for women with children and varies by marital state and spousal income. While the minimum wage only modestly discourages firms from posting jobs, it shifts job offers toward full-time positions." (Author's abstract, IAB-Doku) ((en))

Do men and women really have different gender role attitudes? Experimental insight on gender-specific attitudes toward paid and unpaid work in Germany (2023)

    Abstract

"This article uses a novel experimental approach to measure whether men and women actually differ in their gender role attitudes. Recent research has shown that operationalizing gender role attitudes on a unidimensional scale ranging from “egalitarian” to “traditional” is problematic. Instead, their multidimensionality must to be taken into account. Similarly, an ideal measurement tool should consider that gender norms are applied conditionally, i.e., extensive information on the situational context must be provided. In this article, both preconditions are met by using a multifactorial survey experiment. The vignettes used in the survey experiment contain extensive contextual information on fictional couples' division of paid and unpaid work. In addition, the experimental variation of this information (e.g., the vignette persons' gender, the presence and age of children, and the partners' shares of paid and unpaid work) allows to disentangle the different dimensions that may influence (different) gender role attitudes of men and women. Results show no gender difference in attitudes: On average, men and women have “classical” egalitarian gender role attitudes." (Author's abstract, IAB-Doku, © 2023 Elsevier) ((en))

    Abstract

"Previous studies found contradictory results on whether women benefit in terms of earnings from having a female manager. This mixed-method study draws on survey data from the Netherlands to determine whether female employees have higher wages if they work under a female manager and combines these with data from interviews with Dutch female managers to interpret and contextualize its findings. The survey data show that having a female manager does not affect the wages of female (or male) employees in the Netherlands. The interviews revealed different ways in which managers can improve outcomes for female employees and suggest several reasons as to why some female managers experience a lack of motivation to enhance female employees’ earnings. This detailed focus on mechanisms that underlie female managers position to act as ‘cogs in the machine’ emphasizes the importance of incorporating context and looking at outcomes other than earnings in future research." Abstract

"Gender segregation in higher education is considered one of the main drivers of persistent economic gender inequality. Yet, though there has been considerable research identifying and describing the underlying mechanisms that cause gendered educational choices in higher education, little is known about how gender segregation in higher education could be changed. Accordingly, this article aims to determine the potential of educational interventions during high school to foster gender desegregation in higher education. We focused on two different processes that contribute to gender segregation in majors among higher education graduates: first, the selection into specific majors and, second, the selection out of specific majors. We investigated whether an intensive counselling programme leads to more gender-atypical choices among high-school graduates and examined whether intensive counselling supports several indicators of students' persistence in gender-atypical majors. Based on data from an experimental study of a counselling programme for German high-school students (N = 625), we estimated the programme's effect with linear probability models and intention-to-treat analysis. Our results show that high-school graduates are more likely to choose a gender-atypical major if they have received intensive counselling. This applies more to men than to women. In addition, the programme improved some persistence indicators for students in gender-atypical majors. Although we found a significant programme effect only for perceived person–major fit and student satisfaction, the coefficients of all aspects of students' persistence show a trend indicating that the programme was beneficial for students in gender-atypical majors. As experimental studies can also be affected by various types of bias, we performed several robustness checks. All analyses indicated stable results. In conclusion, we suggest that intensive counselling programmes have the potential to reduce gender segregation in higher education. More students were motivated to choose a gender-atypical major, and different aspects of student persistence were supported by the programme for students in gender-atypical majors." Abstract

Abstract

    Abstract

"Previous literature has intensively examined gender differences in housework hours among couples. However, analyses on immigrant couples are rare, despite the highly uneven division of their household labor. By testing competing theoretical explanations, this study focused on the impact of immigrant wives’ labor market integration on couples’ division of housework time. Using longitudinal representative data for Germany from 1995–2019, we applied fixed effects estimations to examine the effect of immigrant and native-born wives’ income and labor market entry on the housework time of both wives and husbands. Immigrant wives barely adjusted their housework times due to relative or absolute income changes, which can be explained by immigrant couples’ traditional orientation together with their lower social and labor market integration. Among native-born wives, increasing housework time with increasing relative income – a behavior also possibly determined by traditional gender values – was observed only when they earned more than 60 percent of the couples’ total income. Furthermore, the high gender differences in housework time gave immigrant husbands flexibility to respond to their wives’ labor market integration, as proposed by the relative resources perspective." Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"Connecting streams of feminist and comparative social policy literature, this article investigates stratification in maternal employment and childcare use along class, contractual, and gender lines across six countries (Denmark, France, Germany, Italy, Sweden, and the United Kingdom) and five family policy models. Detailing the different stratifying factors that intervene in the relation between maternal employment and childcare use offers a concrete analysis of the complex link between social reproduction and work. Employing multivariate regressions and EU-SILC (2007–2018) data, it provides an intersectional perspective to the literature. First, we observe a process of formalization in childcare use with a parallel reduction of nonformal care for couples; this process is slower for single mothers. Second, we document a paradox in relation to the social investment approach: the relation between childcare use and maternal employment is stronger in countries that recently expanded childcare to modify their male-breadwinner orientation, but in these countries childcare use is more stratified along class/contract types, a concern for the outcomes of social investment strategies outside of Scandinavia. Being out of work, being in a lower social class, fulfilling domestic tasks and/or care activities, and having an atypical contract negatively correlates with childcare use in most countries. Third, households where partners have more similar earning levels use childcare to a greater extent. The article also provides models employing different dependent and independent variables, alternative family structures, full and part-time work, formal and nonformal childcare, and rich country details." Abstract

"France and Germany, the two biggest EU economies with relatively similar welfare states differ profoundly in how childbirth affects the careers of mothers. Building on newly harmonized administrative data we document differences in mothers’ employment trajectories, show how these differences evolved between 1997-2019, and analyse whether the influence of individual and firm-level characteristics on maternal employment are similarly structured in two countries with such different post-maternal employment regimes. Our results show that previously employed mothers in Germany reducing their employment by over 2.3 years more than their French counterparts in the six years including and following birth. Part-time work increases by over 40% among those continuing to work in Germany and by about 25% in France. We document a common trend towards increased post-maternal employment and increased part-time work in later cohorts in both countries. Individual- and firm-level factors have a much more stratified effect on post-maternal employment in France, with low-income and low-education mothers faring comparatively worse. While mothers’ employment is reduced to a much greater extent in Germany, the high maternal employment French model seems to particularly disfavour the return of mothers with low human capital into the labour market." Abstract

"Paid parental leave schemes have been shown to increase women’s employment rates but to decrease their wages in case of extended leave duration. In view of these potential trade-offs, many countries are discussing the optimal design of parental leave policies. We analyze the impact of a major parental leave reform on mothers’ long-term earnings. The 2007 German parental leave reform replaced a means-tested benefit with a more generous earnings-related benefit that is granted for a shorter period of time. Additionally, a ”daddy quota” of two months was introduced. To identify the causal effect of this policy mix on long-run earnings of mothers, we use a difference-in-differences approach that compares labor market outcomes of mothers who gave birth just before and right after the reform and nets out seasonal effects by including the year before. Using administrative social security data, we confirm previous findings and show that the average duration of employment interruptions increased for mothers with high pre-birth earnings. Nevertheless, we find a positive long-run effect on earnings for mothers in this group. This effect cannot be explained by changes in the selection of working mothers, working hours or changes in employer stability. Descriptive evidence suggests that the stronger involvement of fathers, incentivized by the ”daddy months”, could have facilitated mothers’ re-entry into the labor market and thereby increased earnings. For mothers with low pre-birth earnings, however, we do not find beneficial long-run effects of this parental leave reform." (Author's abstract, IAB-Doku, © Elsevier) ((en))

    Abstract

Abstract

"Employment among mothers has been rising in recent decades, although mothers of young children often work fewer hours than other women do. Parallel to this trend, approval of maternal employment has increased, albeit not evenly across groups. However, differences in attitudes remain unexplored despite their importance for better understanding mothers’ labour market behaviour. Meanwhile, the employment of fathers has remained stable and attitudes towards paternal employment do not differ as much as attitudes towards maternal employment do between socio-economic groups. This paper examines attitudes towards maternal and paternal employment. It focuses on Germany, drawing on data from the German Family Demography Panel Study (FReDA). The survey explicitly asks whether mothers and fathers should be in paid work, work part-time or full-time, presenting respondents with fictional family profiles that vary the youngest child’s age. Unlike previous studies, the analysis compares the views of respondents with different origins: West Germany, East Germany, immigrants from different world regions, and second-generation migrants in West Germany. The results highlight remarkable differences between respondents from West and East Germany, with the former group displaying strong approval for part-time employment among mothers and fathers of very young children and the latter group reporting higher approval for full-time employment. Immigrant groups are far from homogenous, holding different attitudes depending on their region of origin. Taken together, the results offer a nuanced picture of attitudes towards maternal and paternal employment. We discuss these findings in relation to labour markets participation in Germany." Gender-Atypical Learning Experiences of Men Reduce Occupational Sex Segregation: Evidence From the Suspension of the Civilian Service in Germany (2023)

    Abstract

"Occupational sex segregation persists in part because men seldom enter female-dominated occupations. Whereas programs providing women with gender-atypical learning experiences aim to increase female representation in male-dominated domains, similar programs for men—despite their potential to counteract the prevailing lack of men in female-dominated occupations—are rare. In this paper, I investigate whether men’s gender-atypical learning experiences affect their likelihood of entering female-dominated occupations by studying the effect of participation in Germany’s civilian service. The civilian service offered a social-sector alternative to compulsory military service, and its suspension in 2011 induced exogenous variation in men’s gender-atypical learning experiences. Combining register data from Germany’s social security system with data from the German Microcensus shows that men’s likelihood of entering the labor market in female-dominated occupations declined by about 21 percent when the civilian service was suspended. Scaling the estimate by participation in the civilian service indicates that having completed the civilian service increased men’s likelihood of entering female-dominated occupations by about 12 percentage points. This illustrates that programs exposing men to gender-atypical learning experiences can promote occupational integration and could “unstall” the gender revolution." Abstract

Abstract

Abstract

"Previous studies have shown that women suffer less from unemployment than men in terms of subjective well-being. However, there is little research that aims to test possible explanations for this gender-specific reaction. We distinguish two different ways in which unemployment reduces well-being, namely the financial and non-financial effects of becoming unemployed. Gender differences in both types could explain the different effects on the well-being of women and men. Using the German Socio-Economic Panel, we analyse why women are less affected by unemployment than men. Applying fixed-effects panel regressions, we find substantially smaller negative effects for women, but this can only to a small extent be explained by different financial effects. To test the relevance of non-financial effects, we investigate how gender differences vary between subgroups, for which the non-financial effects should differ. Our analyses show that gender differences are more pronounced both among people who were socialized in West Germany compared to East Germany and among parents compared to singles. Moreover, differences in labour market attachment prior to the transition to unemployment explain a large share of the gender gap. These findings support the assumption that non-financial effects are responsible for the weaker consequences of unemployment among women." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Using a nationally representative, prospective study of young German adults, we address two research questions: First, are changes in the perceptions of the fairness of (un)paid labor division associated with changes in men’s and women’s partnership satisfaction across fertility transitions? Second, is this association moderated by men and women’s pre-birth gender role attitudes? Our results indicate that differences between respondents in changes in relationship satisfaction after fertility transitions could be observed across perceptions of the fairness of the division of labor, rather than across differing actual divisions of household labor. That effect was found for women, but not men. Across gender role attitudes, the perception of a stable fair arrangement was detrimental to traditional men’s relationship satisfaction, whereas the perception of increased fairness protected against declines in relationship satisfaction only for egalitarian women. We discuss how the mismatch between imagined and lived realities might affect relationship dynamics across fertility transitions." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This paper studies the effect of public child care on mothers' career trajectories. To this end, we combine county-level data on child care coverage with detailed individual-level information from the German social security records and exploit a set of German reforms leading to a substantial temporal and spatial variation in child care coverage for children under the age of three. We conduct an event study approach that investigates the labor market outcomes of mothers in the years around the birth of their first child. We thereby explore career trajectories, both in terms of quantity and quality of employment. We find that public child care improves maternal labor supply in the years immediately following childbirth. However, the results on quality-related outcomes suggest that the effect of child care provision does not reach far beyond pure employment effects. These results do not change for mothers with different 'career costs of children'." (Author's abstract, IAB-Doku) ((en))

    Abstract

"I study the life-cycle pattern of part-time employment and its impact on wage growth in female careers. I show that the part-time wage penalty consists of two essential components: i) a penalty for promotions and ii) a within-career-level wage penalty. Using dynamic structural modeling, I quantify the relative importance of the channels. The penalty for working half a day for two consecutive years in one's early thirties is one Euro per hour. 70% of it is due to slowdowns in experience accumulation within career levels. A part-time spell of four years marks the point at which forgone chances of promotion and within-level wage losses contribute to the wage penalty to an equal degree. Counterfactual simulations demonstrate that financial incentives to increase the time spent working can be well complemented by policies which ensure that experienced young women are promoted early in their careers." Abstract

"German family policy was dramatically reformed in the 2000s because of dual reforms to parental leave and childcare provision. While considerable evidence has suggested the reforms affected employment and other outcomes, this article asks what the consequences of these reforms are for the family, specifically for patterns of work-family arrangements. Moreover, it asks how education matters for work-family arrangements post-reform. Using German Socio-Economic Panel data, I show that college-educated mothers giving birth to their first child after the reforms earned roughly half of household income if they benefited from expanded local childcare access. By contrast, in areas with lower childcare availability, even among the college-educated, mothers' earnings resemble pre-reform patterns, where mothers earn between a quarter to a third of household income. Therefore, the reforms contributed to greater differences in family structures based on the education. One interpretation of these findings is that the status reproducing nature of the Continental welfare states has recalibrated for the modern age, de-gendered for those with the greatest labour market returns." Abstract

"In Germany, the structuring principle connecting the educational system and the labour market is occupations. In theory, this occupational principle is gender-neutral, because both women and men are channelled into jobs according to the occupations for which they are trained. In practice, however, it means that patterns of occupational sex segregation in the education system are reproduced in the labour market. As a consequence, occupational sex segregation has important consequences for the subsequent employment biographies and life courses of women and men. In this chapter, we study the relevance of occupational sex segregation for the (re-)production of gender inequalities in the German labour market. More specifically, we examine long-term trends in occupational sex segregation, how occupational sex segregation is causally linked to other occupational characteristics, how these occupational characteristics translate into gender inequalities regarding non-monetary labour market outcomes, and how these occupational characteristics affect the gender wage gap." Abstract

"Research on the Federal Republic of Germany (FRG) in the 1980s shows a high level of congruence between conservative social policy deterring mothers from employment and traditional societal gender norms. In contrast, little is known about whether people in the German Democratic Republic (GDR) agreed with the socialist idea of continuous full-time maternal employment. Based on unexploited GDR data from 1984 and a description of contemporary social policy, this study examines attitudes towards maternal employment, whether they were related to individual preferences for work or children, and their congruence with the socialist policy. The same questions are examined for the FRG using data from 1982. Results for the GDR indicate that one third of respondents rejected the socialist idea of maternal full-time employment, with individual work preferences being decisive for respondents’ assessments. In the FRG, there was a high degree of agreement with the gender norm of maternal non-employment, with this being dependent on individual preferences for children. These findings complement post-reunification evidence on East-West-differences in gender norms and provide insights into attitudes under Eastern European state socialism. * This article belongs to a special issue on “Demographic Developments in Eastern and Western Europe Before and After the Transformation of Socialist Countries”." Abstract

"In recent years, refugee women’s experiences have received considerable attention in the academic discourse on immigrant labor market integration. Taking a dynamic perspective, we investigate gender differences in the labor market integration of refugees who arrived in Germany between 2013 and 2019. We examine refugees' trajectories in the early post-arrival period and explore a number of conditions that have been proposed to influence gendered labor market outcomes. Using panel data from the IAB-BAMF-SOEP Refugee Sample, we find initially narrow gender differences among refugees that gradually widen over time. While initial differences in human capital and care responsibilities contribute significantly to the gender gap in employment in the first year after arrival, our study shows that the gap widens primarily due to refugee women experiencing lower returns to their human and social capital and health, as well as bearing a heavier burden of childcare responsibilities. These findings highlight the compounded disadvantages that refugee women face in the host country due to their limited ability to fully utilize their labor market resources, coupled with their primary responsibility for childcare. Moreover, our findings suggest that existing theoretical explanations in the literature are insufficient to fully explain the barriers refugee women face when entering the labor market." Abstract

"An accepted framework for ‘gendering’ the analysis of welfare regimes compares countries by degrees of ‘defamilialization’ or how far their family policies support or undermine women’s employment participation. This article develops an alternative framework that explicitly spotlights women’s labour market outcomes rather than policies. Using hierarchical clustering on principal components, it groups 24 industrialized countries by their simultaneous performance across multiple gendered employment outcomes spanning segregation and inequalities in employment participation, intensity, and pay, with further differences by class. The three core ‘worlds’ of welfare (social-democratic, corporatist, liberal) each displays a distinctive pattern of gendered employment outcomes. Only France diverges from expectations, as large gender pay gaps across the educational divide – likely due to fragmented wage-bargaining – place it with Anglophone countries. Nevertheless, the outcome-based clustering fails to support the idea of a homogeneous Mediterranean grouping or a singular Eastern European cluster. Furthermore, results underscore the complexity and idiosyncrasy of gender inequality: while certain groups of countries are ‘better’ overall performers, all have their flaws. Even the Nordics fall behind on some measures of segregation, despite narrow participatory and pay gaps for lower- and high-skilled groups. Accordingly, separately monitoring multiple measures of gender inequality, rather than relying on ‘headline’ indicators or gender equality indices, matters." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Building on a thick strand of the literature on the determinants of higher-order births, this study uses a gender and class perspective to analyse second birth progression rates in Germany. Using data from the German Socio-Economic Panel from 1990 to 2020, individuals are classified based on their occupation into: upper service, lower service, skilled manual/higher-grade routine nonmanual, and semi-/unskilled manual/lower-grade routine nonmanual classes. Results highlight the “economic advantage” of men and women in service classes who experience strongly elevated second birth rates. Finally, we demonstrate that upward career mobility post-first birth is associated with higher second birth rates, particularly among men."

(Autorenreferat, IAB-Doku, © Budrich)

    Abstract

Working longer with working-time flexibility: Only when job commitment is high and family commitment is low? (2023)

Lott, Yvonne (2023): Working longer with working-time flexibility. Only when job commitment is high and family commitment is low? In: Journal of Family Research, Jg. 35, S. 372-392. DOI:10.20377/jfr-852

    Abstract

"Objective: This study investigates (a) whether job commitment and family commitment moderate the positive association between flexible working-time arrangements and work hours, and (b) whether childless women and men and mothers and fathers with the same levels of job and family commitment work equally long hours with flexible working-time arrangements. Background: As working-time flexibility increases at many workplaces due to digital technologies and work overload, so too does the risk of working longer hours. Although previous research has neglected job and family commitment as potential moderators of the relationship between working-time flexibility and long working hours, it has found gender inequalities in working hours among employees with flexible working-time arrangements, which have been attributed inter alia to men’s higher commitment to work and lower commitment to family. Method: Multivariate analyses were conducted based on German Family Panel (pairfam) data for 2018, 2019, and 2020. The sample comprised data from 4,568 employee-years, 1,666 part-time employee-years, and 2,902 full-time employee-years. Results: Among full-time employees, only those with high job commitment and low family commitment worked longer hours with employer-driven flexibility and working-time autonomy. Mothers with these arrangements worked fewer hours than childless women, childless men, and fathers, unless they had the same levels of job and family commitment as the latter three groups. Conclusion: These results suggest, first, that among full-time employees with flexible working-time arrangements, job and family commitment are driving factors for working long hours; second, that gender differences in work hours are shaped by parental status; and third, that these differences are due, at least in part, to differences in connectedness to job and family roles." Abstract

(Verlagsangaben, IAB-Doku)

    Abstract

"This paper presents new evidence on the interaction between demographic and occupational change in Europe over the last 25 years. We use data from the European Union Labour Force Survey covering six European countries to make the results representative of the different EU institutional families. The analysis is based on a cross-sectional comparison between the population and employment distributions in 1995 and 2019. This strategy allows us to study the changing demographic dynamics, which have brought a more feminised, aged and educated working population, in a context of structural employment change, where higher job polarisation or occupational upgrading are the main patterns. The results indicate that the increasing female participation has been accompanied by job polarisation, driven especially by the expansion of low-paid jobs among women. Although educational upgrading was particularly relevant for females, a multinomial logistic regression shows that occupational returns to education have declined more for women than men. Finally, despite the fact that the share of young (old) workers has decreased (increased), the occupational profile has changed similarly for both groups and the gender-based differences remain regardless of their age." Melentyeva, Valentina & Lukas Riedel (2023): Child Penalty Estimation and Mothers' Age at First Birth. (ECONtribute discussion paper 266), Köln ; Bonn, 43 S.

    Abstract

"Motherhood continues to pose significant challenges to women's careers, and a correct assessment of its effects is crucial for understanding the persistent gender inequality in the labor market. We show that the prevalent approach to estimate post-birth earnings losses – so called “child penalties” – is prone to yield substantially biased results. We demonstrate that the biases stem from conventional event studies pooling together first-time mothers of all ages, without considering their distinct characteristics and the varying impact of motherhood. To address the biases, we propose a novel approach that accounts for the heterogeneity by building upon recent advancements in the econometric literature on difference-in-differences models. Applying it to administrative data from Germany, we demonstrate that considering heterogeneity by maternal age at birth is crucial for both methodological correctness and a deeper understanding of gender inequality. Our approach yields substantially larger estimates of earnings losses after childbirth (by 20 percent), indicating that the costs of motherhood and related gender gaps in Germany are even larger than previously thought. Moreover, we demonstrate that effects and their interpretation differ significantly depending on maternal age at birth. We show that younger first-time mothers experience larger career costs of motherhood, as they miss out on the phase of the most rapid career progression." (Author's abstract, IAB-Doku) ((en))

    Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"Our study offers and empirically tests a new conceptual framework of couples' housework sharing. We suggest that the partners' joint gender ideology, or their 'ideological pairings' will determine their housework sharing. Further, we argue the link between couples' relative socio-economic resources and their housework sharing likely depends on these 'ideological pairings'. Our results, based on data from the German Panel Study of Family and Income Dynamics (pairfam) and mixed- and fixed-effects panel regressions, offer support for this conceptualization. First, we find egalitarian attitudinal duos to share housework the most equally, traditional attitudinal duos to share housework the most unequally, and mismatched attitudinal couples to lie in between. Second, our results indicate that only egalitarian duos further equalize housework sharing when she becomes the family's main earner. Traditional duos don't adjust their housework divisions even if she outearns him. Findings for mismatched couples are mixed, but don't lend support for successful within-couple re-negotiations of housework divisions as her income share rises. Our study advances prior literature by conceptualizing the relevance of the partners' joint attitudes for gendered domestic work divisions and by making complex interactions between sociological and economic aspects visible. Further, it underscores the importance of investigating couples as an essential meso-level institution in the reproduction of gender inequalities." (Author's abstract, IAB-Doku) ((en))

    Abstract

(Autorenreferat, IAB-Doku, © Springer-Verlag)

    Abstract

2022." Abstract

"This experimental study investigates how hypothetical employer support for part-time work shapes working hours norms for mothers and fathers with young children in Germany. It extends previous studies by focusing on the couple context, for instance by exploring interdependencies with each partner’s earnings potential. The analysis is framed using capability-based explanations combined with a perspective of gender as a social structure. A factorial survey experiment was implemented within the German pairfam panel. OLS and multinomial logistic regressions with cluster-robust standard errors were conducted with 5,565 respondents. Hypothetical employer support similarly increases respondents’ recommendations to reduce working hours for mothers and fathers and supports dual part-time arrangements. In couples who face opposing incentives in terms of promotion prospects and employer support for part-time work, prevailing gender norms seem to reinforce the traditionalizing constraints and attenuate the de-traditionalizing influence. Respondents with more egalitarian gender beliefs respond more strongly to paternal employer support."

Abstract

(Autorenreferat, IAB-Doku, © Springer)

Enabled but not transformed – narratives on parental involvement among first-time mothers and fathers in Germany in the context of parental leave policy design (2023)

    Abstract

"Assuming that policy design can impact gender equity in caretaking, this paper examines how expectant mothers and fathers understand and respond to specific parental leave policy elements when shaping their parenting practices. Taking Germany as a case study, this research draws on semi-structured interviews conducted between October 2019 and March 2020 with 18 couples, who were expecting their first child at the time of the interview. Germany’s parental leave policy has shifted substantially since 2007, most notably with the establishment of non-transferable parental leave months for fathers. Exploring the link between policy design at the macro-level and parental involvement at the micro-level, this paper focuses on how mothers and fathers make sense of their leave entitlements when dividing leave, which (policy) aspects they consider as helping or hindering an equal leave division and how mothers and fathers anticipate using parental leave benefits. Results indicate that the current parental leave policy design enables greater equity in caretaking by normalizing some leave-taking by fathers. However, by providing an option for fathers’ leaves to be split and to be taken concurrently with mothers the policy limits fathers’ solo parenting responsibility and consequently prevents a transformation of gendered parenting practices." Women in Management and the Gender Pay Gap (2023)

Sondergeld, Virginia & Katharina Wrohlich (2023): Women in Management and the Gender Pay Gap. (DIW-Diskussionspapiere 2046), Berlin, 31 S.

    Abstract

"We analyze the impact of women’s managerial representation on the gender pay gap among employees on the establishment level using German Linked-Employer-EmployeeData from the years 2004 to 2018. For identification of a causal effect we employ a panel model with establishment fixed effects and industry-specific time dummies. Our results show that a higher share of women in management significantly reduces the gender pay gap within the firm. An increase in the share of women in first-level management e.g. from zero to above 33 percent decreases the adjusted gender pay gap from a baseline of 15 percent by 1.2 percentage points, i.e. to roughly 14 percent. The effect is stronger for women in second-level than first-level management, indicating that women managers with closer interactions with their subordinates have a higher impact on the gender pay gap than women on higher management levels. The results are similar for East and West Germany, despite the lower gender pay gap and more gender egalitarian social norms in East Germany. From a policy perspective, we conclude that increasing the number of women in management positions has the potential to reduce the gender pay gap to a limited extent. However, further policy measures will be needed in order to fully close the gender gap in pay." (Author's abstract, IAB-Doku) ((en))

In: Das Gesundheitswesen, Jg. 85, H. 6, S. 505-513. DOI:10.1055/a-1813-8182

    Abstract

Labour Market Participation and Fertility in Seven European Countries: A Comparative Perspective (2023)

    Abstract

"Although evidence suggests a correlation between fertility and employment, comparative studies on this topic are relatively scarce, particularly when considering the diverse ways in which the two variables interact in different countries. The aim of this article is to analyse the relationship between the employment and reproductive behaviours of women born between 1940 and 1979 in seven European countries (Bulgaria, Czech Republic, France, Germany, Georgia, Italy, and Lithuania). Using data from the second wave of Generation and Gender Surveys (GGS) and the Istat survey Famiglia e Soggetti Sociali (FSS) in Italy, we estimated the propensity of first and second childbirth through multi-process modelling. The article’s contribution is both theoretical and methodological. First, this research aims to investigate the correlation between employment and the timing of first and second births in a comparative perspective challenging the traditional East-West divide in Europe and the potential convergence in the impact of employment on fertility behaviours across European countries. Furthermore, the study asks whether the relationship between employment and fertility is changing similarly across European countries or whether differences tend to persist over time. The results are discussed considering women’s emancipation in different institutional settings, highlighting how women’s participation in labour markets affects reproductive behaviour. In particular, the relationship between employment and fertility behaviour is examined in relation to the opposing macro-level thesis, which suggests that the association between employment and fertility changed from negative to positive after the mid-80s. The second contribution of the article is a methodological one. It involves using simultaneous models with three equations to account for potential unobserved factors that influence the timing of the first and second childbirth and the potential endogeneity of employment status on fertility behaviour. The three equations include two log-Hazard equations for the transitions to the first and second birth order and an additional probit model to estimate the probability of being currently employed over the life course. By using this approach, we aim to provide a more comprehensive understanding of the relationship between employment and fertility, while controlling for potential confounding factors. Results suggest relevant national differences. On the one hand, the three Western countries considered in the analysis, France, Germany, and Italy, show a clear incompatibility of work and childbearing. However, in the first two, younger cohorts seem to be less affected by employment, likely because they benefitted from family policies introduced after the mid-1980s. On the other hand, the post-socialist countries are highly heterogeneous. In this area, we can find three different models. First, in Bulgaria and the Czech Republic employment is largely compatible with fertility choices resulting in a higher propensity of having the first and the second childbirth among working women. Second, in Lithuania the positive impact of employment for the first childbirth turns negative for the second one. Third, in Georgia we found a clear postponement of childbirth among working women for both birth orders. Overall, our results show deep differences across countries, suggesting that some European countries are far from demonstrating convergence in the relationship between employment and fertility." Abstract

A 'potential motherhood' penalty? A longitudinal analysis of the wage gap based on potential fertility in Germany and the United Kingdom (2023)

    Abstract

"While labour market penalties related to motherhood are a widely studied topic, less is known about the implications of signalled potential fertility. We thus posed the question of whether potential fertility—operationalized as the likelihood that a childless woman will transition to motherhood depending on observed sociodemographic characteristics—is associated with a wage penalty and—if so—what the drivers of this wage gap are. We further tested theory-driven hypotheses about heterogeneity across institutional contexts (i.e. in Germany and the United Kingdom) and socio-economic classes. In so doing, we relied on SOEP, BHPS, and UKHLS panel data to construct a synthetic measure of potential fertility over the period from 1991 to 2017. We first explored the overall association between potential fertility and wages and found a wage gap to the disadvantage of potential mothers in both contexts, albeit with non-negligible heterogeneity across time and socio-economic classes. Subsequently, we selected the top and bottom quartiles of the distribution of potential fertility and performed a 2-fold decomposition of the wage differential between potential mothers and women who are less likely to transition to motherhood. The observed wage gap can mostly be explained by compositional differences in observed characteristics between the two groups of women, thereby leaving little room for explanations based on employer discrimination." Abstract

"Scholars have long proposed that gender inequalities in wages are narrowed by organizational policies to advance gender equality. Using cross-sectional data, scarce previous research has found an association between gender wage inequalities and these organizational policies, but it remains unclear whether this correlation represents a causal effect. We provide first evidence on this topic by using longitudinal linked employer–employee data covering almost 1,500 firms and nearly one million employee observations in Germany. We investigate whether and how organizational policies affect gender gaps using firm fixed-effects regressions. Our results show that organizational policies reduce the gender wage gap by around nine percent overall. Investigating channels, we show that this effect is entirely driven by advancing women already employed at a given firm, whereas we find no effect on firms’ composition and wages of new hires. Furthermore, we show that our findings are not driven by potential sources of bias, such as reverse causality." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This paper examines the effect of an expansion of subsidized early child care on maternal labor market outcomes. It contributes to the literature by analyzing, apart from the employment rate, the adjustment of agreed working hours and especially of preferred working hours. Semi-parametric difference-in-differences estimation based on survey data from the German Microcensus results in positive effects on the employment rate, as well as on agreed and preferred working hours by up to 20% of the pre-reform mean. As agreed and preferred working hours adjust in line with each other, the expansion of early child care can tap labor market potentials beyond those of currently underemployed mothers. Moreover, conditional effects show that especially better educated and non-single mothers respond to the reform." (Author's abstract, IAB-Doku, © Springer-Verlag) ((en))

    Abstract

"Objective: This study investigates how flexitime and flexiplace moderate the consequences of transitions to parenthood for time-based work-to-family conflicts for women and men, and whether the normalisation of their use in organisations additionally contributes to reducing work-to-family conflicts. Background: Although flexible working has been described as a resource for better aligning demands in the domains of work and family, the findings of previous - mainly cross-sectional – research on its consequences for work–family conflict are inconsistent. Method: Individual fixed effects analyses were conducted using linked employer-employee panel data for 1,973 partnered men and 1575 partnered women in 132 large work organisations in Germany. Results: Time-based work-to-family conflicts after transition to parenthood increased for men but decreased for women. This can be explained by women reducing their working hours. However, work-to-family conflicts remained rather stable despite of the transition to parenthood among women who used flexitime. This can partly be explained by their weaker work-to-family conflicts already before the transition as well as to adjustments in work investments being less common among them. There is some evidence that the normalisation of flexitime and flexiplace in the organisation is associated with fewer work-to-family conflicts among women and men. Conclusion: Flexitime seems to be not an additional but an alternative resource to decrease the likelihood of more frequent time-based work-to-family conflicts after transition to parenthood among women. The normalization of flexible working depicts organizational change towards more family-friendliness." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Objective: This study investigates the extent to which employed mothers and fathers scale back on working hours or job pressures in response to work-to-family conflicts (WFC). Background: Drawing on the concept of adaptive family strategies, it is assumed that WFC is an antecedent to a reduction in work demands. Considering partners’ gender ideology net of other resources and characteristics, we can expect to see gender differences in the adoption of this strategy. Relatively little research has been conducted on associations among WFC, gender ideology, gender, and work-related coping strategies. Method: We use six waves of the German Family Panel (pairfam, release 11.0), covering the survey years 2012-2019, to examine the effect of WFC and gender ideology on employed mothers’ and fathers’ work-related coping strategies (N=791 mothers and N=1292 fathers). OLS regression is used to estimate the effect of WFC at and gender ideology on changes in job pressure and working hours between and. Results: Parents who experience WFC are more likely to reduce their job pressure and less likely to scale back on working hours. Gender differences in the reaction between mothers and fathers on WFC only occur in connection with traditional gender ideology. Conclusion: Scaling back seems not to be a commonly used strategy to react to WFC." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This review contributes to a better understanding of the gender wage gap in Germany and puts forward key elements of a policy package to reduce gender pay gaps. It provides a detailed analysis of the role of firms in the gender wage gap by focusing on the pay gap between similarly skilled men and women between and within firms. The within‑firm component captures differences in pay between men and women within firms related to differences in tasks and responsibilities, or differences in pay for work of equal value (e.g. bargaining, discrimination). The between‑firm component captures the role of differences in pay between firms (unrelated to workforce composition) due to the tendency of women to work in low‑wage firms. The review analyses gender differences in job mobility and the earnings consequences of career breaks following childbirth to shed light on the evolution of the gender wage gap across the working life. To put results for Germany in context, they are systematically benchmarked to those of four nearby countries (i.e. Denmark, France, the Netherlands and Sweden). The policy discussion extends the empirical analysis by putting forward a comprehensive policy package with an emphasis on policies targeted at firms." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Would countercyclical fiscal policy during recessions improve or worsen the gender employment gap? We answer this question by exploring the state-dependent impact of fiscal spending shocks on employment by gender in the G-7 countries. Using the local projection method, we find that, during recessions, a positive fiscal spending shock increases female employment more than male employment, contributing to gender employment equality. Our findings are driven by disproportionate employment changes in female-friendly industries, occupations, and part-time jobs in response to fiscal spending shocks. The analysis suggests that fiscal stimulus, particularly during recessions, could achieve the twin objectives of supporting aggregate demand and improving gender gaps." Abstract

(Autorenreferat, IAB-Doku)

    Abstract

"We examine how taxes and transfers affect the incomes of men and women. Using microsimulation and intra-household income splitting rules, we measure the differences in the level and composition of individual disposable income by gender in eight European countries covering various welfare regime types. We quantify the extent to which taxes and transfers can counterbalance the gender gap in earnings, as well as which policy instruments contribute most to reducing the gender income gap. We find that with the exception of old-age public pensions, all taxes and transfers significantly reduce gender income inequality but cannot compensate for high gender earnings gaps. Our findings suggest that gender income equality is more likely to be achieved by promoting the universal/dual breadwinner model, whereby women's labour force participation and wages are on a par with men. To achieve this, men will likely need to work less and care more." (Author's abstract, IAB-Doku, © 2022 Elsevier) ((en))

    Abstract

"We analyze if technological progress and the corresponding change in the occupational structure have improved the relative position of women in the labour market. We show that the share of women rises most strongly in non-routine cognitive and manual occupations, but declines in routine occupations. While the share of women also rises relatively strongly in high-paying occupations, womens' individual-level wages lag behind which implies within-occupation gender wage gaps. A decomposition exercise shows that composition effects with respect to both individual and job characteristics can explain the rise of female shares in the top tier of the labour market to an extent. However, the unexplained part of the decomposition is sizeable, indicating that developments such as technological progress are relevant." (Author's abstract, IAB-Doku) ((en))

    Abstract

"Studying twelve countries over 30 years, we examine whether women’s educational expansion has translated into a narrowing of the gender gap in earnings when including persons with zero earnings. As educational attainment is cohort-dependent, an Age-Period-Cohort analysis is most appropriate in our view. Using the micro data from the Luxembourg Income Study (LIS) Database, we show that while, in terms of attainment of tertiary education, women have caught up and often even outperform men, substantial gender differences in our earnings measure persist in all countries. Using the Blinder-Oaxaca decomposition method in an innovative age-period-cohort approach, we demonstrate that the role of education in explaining gender earnings differences has been limited and even decreased over cohorts. We also conclude that, when including persons not receiving earnings, earnings differences at levels far from gender equality will likely persist in the future, even if the “rise of women” in terms of education continues – as the share of women in higher education increases and the returns to education in particular for women declines." Abstract

"The purpose of this study is to investigate whether the provision of supplemental family leave elicits higher work effort and extra-role behavior in employees. Drawing on arguments derived from signaling theory we test whether the beneficial effects of providing longer or better paid family leave on performance exist for all employees, or whether they are limited to the group who either took advantage of the supplemental leave in the past or is likely to do so in the future. In addition, the mechanism proposed by organizational support theory by which supplemental leave is expected to affect employee performance - by increasing affective organizational commitment - is tested. The hypotheses developed are tested using European multilevel organization-data (Van der Lippe et al., 2016a) on 11,011 employees in 869 departments or teams, and 259 organizations. The results indicate that perceived availability of supplemental family leave relates positively to employees? contextual performance, partially by increasing organizational commitment. This effect is found irrespective of actual use of family leave and is not moderated by characteristics relating to future use such as having young children, being of childbearing age or being female." Abstract

(Autorenreferat, IAB-Doku)

    Abstract

The gender pay gap revisited: Does machine learning offer new insights? (2022)

    Abstract

"This paper analyses gender differences in pay at the mean as well as along the wage distribution in Germany. We estimate the adjusted gender pay gap applying a machine learning method (post-double-LASSO procedure). Comparing results from this method to conventional models in the literature, we find that the estimated gap differs substantially depending on the approach used. The main reason is that the machine learning approach selects numerous interactions and second-order polynomials as well as different covariates at various points of the distribution. This insight suggests that more flexible specifications are needed to estimate gender differences in pay more appropriately." (Author's abstract, IAB-Doku, © 2022 Elsevier) ((en))

Boneva, Teodora, Marta Colin, Katja Kaufmann & Christopher Rauh (2022): Beliefs about Maternal Labor Supply. (CESifo working paper 10148), München, 73 S.

    Abstract

"This paper provides representative evidence on the perceived returns to maternal labor supply. We design a novel survey to elicit subjective expectations, and show that a mother’s decision to work is perceived to have sizable impacts on child skills, family outcomes, and the future labor market outcomes of the mother. Examining the channels through which the impacts are perceived to operate, we document that beliefs about the impact of additional household income can account for some, but not all, of the perceived positive effects. Beliefs about returns substantially vary across the population and are predictive of labor supply intentions under different policy scenarios related to childcare availability and quality, two factors that are also perceived as important. Consistent with socialization playing a role in the formation of beliefs, we show that respondents whose own mother worked perceive the returns to maternal labor supply as higher." Abstract

"We analyze gender differences in expected starting salaries along the wage expectations distribution of prospective university students in Germany, using elicited beliefs about both own salaries and salaries for average other students in the same field. Unconditional and conditional quantile regressions show 5–15% lower wage expectations for females. At all percentiles considered, the gender gap is more pronounced in the distribution of expected own salary than in the distribution of wages expected for average other students. Decomposition results show that biased beliefs about the own earnings potential relative to others and about average salaries play a major role in explaining the gender gap in wage expectations for oneself." Abstract

(Autorenreferat, IAB-Doku)

How can we become more equal? Public policies and parents' work–family preferences in Germany (2022)

    Abstract

"This study examines how public policies affect parents’ preferences for a more egalitarian division of paid and unpaid work. Based on the assumption that individuals develop their preferences within a specific policy context, we examine how changes in three policies affect mothers’ and fathers’ work–family preferences: the availability of high-quality, affordable childcare; the right to return to a full-time job after having reduced hours to part-time and an increase in the number of ‘partner months’ in parental leave schemes. Analysing a unique probability sample of parents with young children in Germany from 2015 (N = 1756), we find that fathers would want to work slightly fewer hours if they had the right to return to a full-time position after working part-time, and mothers would want to work slightly more hours if childcare opportunities were improved. Full-time working parents, moreover, are found to prefer fewer hours independent of the policy setting, while non-employed parents would like to work at least some hours. Last but not least, our analyses show that increasing the number of partner months in the parental leave scheme considerably increases fathers’ preferences for longer and mothers’ preferences for shorter leave. Increasing the number of partner months in parental schemes hence has the greatest potential to increase gender equality." (Author's abstract, IAB-Doku) ((en))

    Abstract

"In many countries, women are over-represented among low-wage employees, which is why a wage floor could benefit them particularly. Following this notion, we analyse the impact of the German minimum wage introduction in 2015 on the gender wage gap. Germany poses an interesting case study in this context, since it has a rather high gender wage gap and set the minimum wage at a relatively high level, affecting more than four million employees. Based on individual data from the Structure of Earnings Survey, containing information for over one million employees working in 60,000 firms, we use a difference-in-difference framework that exploits regional differences in the bite of the minimum wage. We find a significant negative effect of the minimum wage on the regional gender wage gap. Between 2014 and 2018, the gap at the 10th percentile of the wage distribution was reduced by 4.6 percentage points (or 32%) in regions that were strongly affected by the minimum wage compared to less affected regions. For the gap at the 25th percentile, the effect still amounted to −18%, while for the mean it was smaller (−11%) and not particularly robust. We thus find that the minimum wage can indeed reduce gender wage disparities. While the effect is highest for the low-paid, it also reaches up into higher parts of the wage distribution." Abstract

"The persistence of occupational sex segregation is a global phenomenon that relegates women into lower paid, lower status jobs. Understanding why young women apparently choose such jobs is integral to reversing decades of economic inequality related to employment. The strength of the association between the education system and labour market as well as high levels of occupational sex segregation makes Germany an interesting case to study. Using data from the National Education Panel Study (NEPS) Starting Cohort 4 data, I examine whether the occupational aspirations of female secondary school students are related to family characteristics and/or attitudes to gender roles. The results indicate that girls with fathers employed in male-dominated occupations hold more conservative gender attitudes than their peers with fathers employed in gender-neutral occupations. Girls with more conservative gender attitudes are more likely to hold aspirations for jobs in female-dominated occupations. These findings suggest that despite growth in gender-neutral knowledge-based industries, the socialisation of young women, particularly with regard to attitudes to appropriate roles for women, continues to influence occupational aspirations." Abstract

"In this paper, we use EUROMOD, the tax-benefit microsimulation model of the European Union, to investigate the impact of marriage-related tax-benefit instruments on the labour supply of married couples. For each married partner, we estimate their individual marginal effective tax rate and net replacement rate before and after marriage. We show that the marriage bonus, which is economically significant in eight European countries, decreases the work incentives for women and, particularly, on the intensive margin. In contrast, the incentives on the intensive margin increase for men once they are married, pointing to the marriage-biased and gender-biased taxbenefit structures in the analysed countries. Our results suggest that marriage bonuses contribute to a lock-in effect, where second earners, typically women, are incentivised to work less, with negative economic consequences." Abstract

"Part of the welfare paradox is that generous family policies increase private sector employer discrimination particularly against higher-wage women. We argue instead that bundles of generous policies mitigate gender productivity differences among parents, and in turn the discrimination also affecting childless women. We test these assertions by estimating the two gaps across the British, Finnish, and German private sector wage distributions using 2000–2018 panel data and unconditional quantile regression. Because of smaller motherhood penalties below the median, parenthood gaps are smallest in Finland and Germany. In contrast, fatherhood premiums constitute most of the parenthood gap for high-wage German and British women, whereas high-wage British women are disadvantaged by motherhood penalties and fatherhood premiums. The childless gap is also smaller across the bottom of the Finnish and German wage distributions. Overall, our advanced modeling strategy finds strong support for the mitigating effects of generous family policies on gender wage gaps." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This paper studies how training vouchers increase the employment prospects of women with interrupted employment histories. Using the population of female job returners who receive a training voucher to participate in training programs and a randomly selected control group from German administrative data, I analyze the effectiveness of training on various labor market outcomes. The analysis reveals that the receipt of a training voucher translates into substantial gains in employment and earnings. It reduces the gap between pre- and post-interruption earnings by as much as 77%. Moreover, training vouchers improve job quality, and increases job stability. Low skilled women benefit most." Abstract

"Most countries still have a significant gender gap in labor force participation, and this gap is especially large for immigrants. Despite this gap, Germany introduced various forms of home care allowances in the last decade. Parallel to the extension of early child care and the inclusion of a legal claim for it, from 2013 to 2015, a nationwide home care allowance existed for parents who did not use public child care for children aged one or two years. After 2015, home care allowances continued to exist in several German federal states. Some politicians strongly criticized this transfer for allegedly decreasing work incentives, particularly for mothers with lower labor market integration, such as immigrant mothers. Using federal state differentiated data obtained from the German Socio-Economic Panel, we investigate the impact of a home care allowance on the labor market participation of mothers. For both native-born and especially immigrant mothers, the effects are significantly negative. We conclude that a home care allowance has negative effects on the labor force participation of mothers of young children, irrespective of the legal claim for and the extension of public child care." Abstract

"Many occupations and industries are highly segregated with respect to gender. This segregation could be due to perceived job-specific productivity differences between men and women. It could also result from the belief that single-gender teams perform better. We investigate the two explanations in a lab experiment with students and in an online experiment with personnel managers. The subjects bet on the productivity of teams of different gender compositions in tasks that differ with respect to gender stereotypes. We obtain similar results in both samples. Women are picked more often for the stereotypically female task and men more often for the stereotypically male task. Subjects do not believe that homogeneous teams perform better but bet more on diverse teams, especially in the task with complementarities. Elicited expectations about the bets of others reveal that subjects expect the effect of the gender stereotypes of tasks but underestimate others' bets on diversity." Abstract

Abstract

"Platform work creates a work model that is both a curse and a blessing for vulnerable labour market segments. Based on research on female precarity, the article expects that remote platform work—so-called crowdwork—could especially attract women who need to combine income and care responsibilities. This article investigates whether women experience more precarity on crowdwork platforms than men, and why their risks differ. It analyses data from a quantitative survey with crowdworkers in Germany and the United States. The results indicate higher precarity risks for women due to care work, which are also indirectly mediated via the employment status. The higher commodification of labour and weaker social infrastructure lead to generally greater precarity risks for platform workers in the United States. The high differences between women and men in Germany underline the gendered nature of labour market dualization and precarization as well as the traditional division of housework. Policy measures should address both platform work and these structural inequalities." (Author's abstract, IAB-Doku) ((en))

    Abstract

"This study investigates how parental leave policies and uptake may impact heterosexual couples’ relationship satisfaction. It focuses on Germany as an example of a country with a history of familialist policies and long maternal leaves that has recently undergone a significant policy shift. We extend the literature by examining the effects of maternal and paternal leave duration on both partners’ relationship satisfaction while distinguishing between the length of solo, joint and overall leave. The study applies two different methods on data from the Panel Analysis of Intimate Relationships and Family Dynamics (pairfam). First, the study applies fixed-effects regression models (n = 1046 couples) to investigate the impact of parental leave duration on the change in mothers’ and fathers’ satisfaction over the child’s early years. Second, drawing on exogenous variation as a result of the parental leave reform of 2007, which shortened paid leave for mothers and incentivised fathers’ leave take-up, difference-in-difference analyses (n = 1403 couples) analyse reform effects on relationship satisfaction of parents with 3-year-old children. The fixed-effects models indicated a consistent negative impact of maternal – especially solo – leave duration on both mothers’ and fathers’ relationship satisfaction. No significant effects of paternal leave length were found. The difference-in-difference approach revealed a positive reform effect on mothers’ relationship satisfaction. In combination, these results suggest that the reduction in maternal leave as part of the reform has had a greater impact on couples’ relationship quality than the relatively short duration of leave taken by most fathers after the introduction of the individual leave entitlement." Abstract

"Two competing theories of social support and role specialization have been invoked to explain how marital status affects labour market outcomes. Whereas evidence of beneficial labour market outcomes among married men and employed married women favours a social support perspective, evidence of married women’s reduced labour market participation corresponds to a role specialization perspective. We make two contributions to this literature. First, we apply both theories to first jobs in positions for which the employee is overeducated (educational attainment exceeding job requirements). Second, we employ preference theory to show how selection into marriage shapes its association with being in a position of overeducation. To account for potential selection, we model the probability of being married and the risk of starting a career in overeducation simultaneously based on retrospective data from the German National Educational Panel Study. In line with the theory of role specialization, married women seem to be more likely to start in overeducation than unmarried women. However, adjusting for selection into marriage yields lower risks of overeducation for married women and men in comparison to their unmarried counterparts. This supports the social support perspective on overqualification and highlights how selection into marriage shapes its association with labour market outcomes." (Author's abstract, IAB-Doku) ((en))

    Abstract

"In the following, we describe the development of male and female employment rates, part-time employment rates as well as wages over the last 35 years for West Germany. We show that there has been a strong convergence in employment rates of men and women over this period of time. Female employment rates have increased strongly, from about 50 to about 75 percent, while male employment rates have remained fairly stable at about 90 percent. The gender gap in hours worked, however, has remained constant at a very high level of 40 percentage points in the same period of time. The development of the gender gap in wages has also lagged behind the convergence in employment rates, declining only by a third. The large gender gap in parttime work in combination with the part-time penalty in hourly wages is contributing to the persisting gender gap in wages" (Text excerpt, IAB-Doku) ((en))

"This paper examines how culture impacts within-couple gender inequality. Exploiting the setting of Germany's division and reunification, I compare child penalties of East Germans who were socialised in a more gender egalitarian culture to West Germans socialised in a gender-traditional culture. Using a household panel, I show that the long-run child penalty on the female income share is 23.9 percentage points for West German couples, compared to 12.9 for East German couples. The arrival of children also leads to a greater increase in the female share of housework and child care for West Germans. I add to the main findings by using time-use diary data from the German Democratic Republic (GDR) and reunified Germany, which provides a rare insight into gender inequality in the GDR and allows me to compare the effect of having children in the GDR to the effects in East and West Germany after reunification. Lastly, I show that attitudes towards maternal employment are more egalitarian among East Germans, but that the arrival of children leads to more traditional attitudes for both East and West Germans. The findings confirm that socialisation has a strong impact on child penalties and that family policies may have an impact on gender inequality through social learning in the long run." Abstract

"We study the local evolution of female labour supply and cultural norms in West Germany in reaction to the sudden presence of East Germans who migrated to the West after reunification. These migrants grew up with high rates of maternal employment, whereas West German families mostly followed the traditional breadwinner-housewife model. We find that West German women increase their labour supply and that this holds within households. We provide additional evidence on stated gender norms, West-East friendships, intermarriage, and child care infrastructure. The dynamic evolution of the local effects on labour supply is best explained by local cultural learning and endogenous child care infrastructure." (Author's abstract, IAB-Doku) ((en))

    Abstract

"We analyze time use data of four East Asian societies and 12 Western countries between 1985 and 2016 to investigate the gender revolution in paid work, domestic work, and total work. The closing of gender gaps in paid work, domestic work, and total work time has stalled in the most recent decade in several countries. The magnitude of the gender gaps, cultural contexts, and welfare policies plays a key role in determining whether the gender revolution in the division of labor will stall or continue. Women undertake more total work than men across all societies: The gender gap ranges from 30 minutes to 2 hours a day. Our findings suggest that cultural norms interact with institutional contexts to affect the patterns of gender convergence in time use, and gender equality might settle at differing levels of egalitarianism across countries."
